能源是城市發展(zhan)的基礎和動力,是經濟社會高質量發展的根本保障。“十四五”時期,是我國“兩個一百年”奮斗目標的歷史交匯期,是開啟全面建設社會主義現代化國家新征程的重要機遇期,是廣東省實現“四個走在全國前列”、當好“兩個重要窗口”的關鍵時期,也是我市把握粵港澳大灣區、深圳社會主義先行示范區、省改革創新實驗區“三區”建設、落實碳達峰、碳中和要求、加快構建“清潔低碳、安全高效、智能創新”的現代能源體系的關鍵時期。為指導我市“十四五”時期能源發展,根據《東莞市國民經濟和社會發展第十四個五年規劃和 2035 年遠景目標綱要》,制定本規劃。

第一章 發展形勢

第一節(jie) 發(fa)(fa)展(zhan)(zhan)基(ji)礎“十三五”期間(jian),我(wo)市(shi)深入貫徹(che)落實“四(si)個革命、一個合(he)作”能(neng)源(yuan)(yuan)安全新戰(zhan)略,嚴(yan)格落實能(neng)耗“雙控”要求,加快推(tui)動能(neng)源(yuan)(yuan)基(ji)礎設施(shi)建設,持續(xu)推(tui)進工業“煤改氣”,狠抓節(jie)能(neng)減排工作,積極發(fa)(fa)展(zhan)(zhan)新能(neng)源(yuan)(yuan)產業,探(tan)索智(zhi)慧(hui)能(neng)源(yuan)(yuan)生態系統示范區(qu)建設,能(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)(zhan)取得了突出的成績(ji),為我(wo)市(shi)經濟高(gao)質量發(fa)(fa)展(zhan)(zhan)提供了強力的支撐。

(一)能(neng)源供(gong)應能(neng)力(li)不斷(duan)增(zeng)強

——電(dian)(dian)(dian)源項目建(jian)(jian)(jian)設(she)有(you)序推(tui)進。建(jian)(jian)(jian)成(cheng)投產(chan)(chan)東興電(dian)(dian)(dian)廠(chang)二(er)期(qi)(qi)(qi)、謝崗(gang)華能熱電(dian)(dian)(dian)聯產(chan)(chan)項目、沙(sha)田(tian)立(li)沙(sha)島等(deng)燃(ran)氣(qi)項目,建(jian)(jian)(jian)成(cheng)科偉三期(qi)(qi)(qi)、東實新能源、粵豐(feng)電(dian)(dian)(dian)廠(chang)、海心沙(sha)環保熱電(dian)(dian)(dian)等(deng)固廢焚燒發電(dian)(dian)(dian)項目,開工建(jian)(jian)(jian)設(she)東莞中(zhong)(zhong)堂天然(ran)氣(qi)熱電(dian)(dian)(dian)聯產(chan)(chan)一期(qi)(qi)(qi)、樟木頭樟洋電(dian)(dian)(dian)廠(chang)擴建(jian)(jian)(jian)、東莞寧洲天然(ran)氣(qi)熱電(dian)(dian)(dian)聯產(chan)(chan)電(dian)(dian)(dian)源項目等(deng)項目。截止2020年(nian)底,本地電(dian)(dian)(dian)源總裝機規模(mo)為650.1萬(wan)千瓦,其(qi)中(zhong)(zhong)氣(qi)電(dian)(dian)(dian)規模(mo)達(da)258萬(wan)千瓦,較2015年(nian)新增50萬(wan)千瓦,氣(qi)電(dian)(dian)(dian)基本上填補煤電(dian)(dian)(dian)退(tui)役空缺。

——電網(wang)網(wang)架(jia)結構不斷完善。初(chu)步建(jian)成(cheng)“三(san)芯六瓣”玉蘭花形態的(de)主(zhu)干輸電網(wang)絡格局,截止2020年底,全市(shi)(shi)已建(jian)成(cheng)500千(qian)伏變(bian)電站(zhan) 5 座(zuo),線(xian)路總長(chang)(chang)度(du)655公(gong)里;220千(qian)伏變(bian)電站(zhan)37座(zuo),線(xian)路長(chang)(chang)度(du)1548公(gong)里(含電纜 63 公(gong)里)。2020年供電可靠率為99.987%,處于全國地(di)級市(shi)(shi)領先水平。

——天(tian)然(ran)(ran)(ran)氣儲運體系初步(bu)建成(cheng)。在“全市燃(ran)氣一張(zhang)網(wang)”的精(jing)神指導下,已形成(cheng)基本完善的天(tian)然(ran)(ran)(ran)氣輸(shu)配系統。截(jie)止2020年(nian)底,全市已建成(cheng)天(tian)然(ran)(ran)(ran)氣管道約3480公里,LNG 儲氣設施容量 16.35萬方(fang)(水容積),可(ke)儲存天(tian)然(ran)(ran)(ran)氣約1億(yi)方(fang)(氣態)。東(dong)莞(guan)新奧已實現市域高壓(ya)管網(wang)與立(li)沙島九(jiu)豐 LNG 儲備(bei)庫(2?8 萬立(li)方(fang)米LNG 儲罐)連通,進一步(bu)鞏固(gu)了東(dong)莞(guan)“多氣源、一張(zhang)網(wang)、互(hu)聯(lian)互(hu)通”的穩定供氣格局(ju)。

——煤(mei)炭(tan)石油(you)(you)(you)供(gong)(gong)應(ying)(ying)體系保持穩(wen)定。擁有裝卸煤(mei)炭(tan)碼頭16個(ge),煤(mei)炭(tan)年吞(tun)吐量超(chao)過5500萬(wan)噸;敷設(she)成(cheng)品(pin)油(you)(you)(you)輸油(you)(you)(you)管線達到130公(gong)里(li),成(cheng)品(pin)油(you)(you)(you)倉(cang)儲(chu)庫(ku)容達到206萬(wan)立方米,現有323座(zuo)加(jia)油(you)(you)(you)站(zhan)和2座(zuo)加(jia)氫站(zhan);液化石油(you)(you)(you)氣(qi)供(gong)(gong)應(ying)(ying)企業超(chao)過24家(jia),已(yi)建液化石油(you)(you)(you)氣(qi)儲(chu)存(cun)站(zhan)1座(zuo),液化石油(you)(you)(you)氣(qi)儲(chu)配(pei)站(zhan)24座(zuo),瓶(ping)裝液化石油(you)(you)(you)氣(qi)供(gong)(gong)應(ying)(ying)站(zhan)超(chao)過 440個(ge),總罐(guan)容超(chao)過16萬(wan)立方米。

(二)能源(yuan)結(jie)構轉型步伐加快(kuai)

——清潔能(neng)源(yuan)(yuan)消費(fei)占比(bi)提升。2020 年(nian)(nian)全市煤品、油品、天(tian)然(ran)氣(qi)、一(yi)次電(dian)(dian)力(li)及其他能(neng)源(yuan)(yuan)消費(fei)比(bi)重為 23%:11%:12%:53%,與 2015 年(nian)(nian)相(xiang)比(bi),煤炭(tan)消費(fei)占比(bi)下降(jiang)近21個百(bai)分點(dian),天(tian)然(ran)氣(qi)消費(fei)上升近 7 個百(bai)分點(dian),一(yi)次電(dian)(dian)力(li)(含外來電(dian)(dian))能(neng)源(yuan)(yuan)消費(fei)上升近16 個百(bai)分點(dian)。

——電源結構(gou)加(jia)快向清(qing)潔(jie)低碳轉型。2020 年(nian),清(qing)潔(jie)能源發電裝機 318.1 萬(wan)千(qian)瓦,裝機占(zhan)比(bi) 48.9%,較2015年(nian)提高26.5個百分點(dian),其中光(guang)伏(fu)裝機 37.6 萬(wan)千(qian)瓦,較2015年(nian)新(xin)增33.2萬(wan)千(qian)瓦,裝機增長 7.6 倍。

——煤(mei)炭消(xiao)費總量進一步壓減。推(tui)動服役(yi)期(qi)滿(man)煤(mei)電(dian)機組按期(qi)退役(yi),關(guan)停沙角電(dian)廠 5 臺燃(ran)煤(mei)機組,總計規模 131 萬千(qian)瓦;

推(tui)動(dong)燃煤自備電廠“煤改氣”,推(tui)動(dong)大朗、常平、虎門(men)、麻涌印染紡織產業(ye)園(yuan)實現煤改氣,累計(ji)淘汰燃煤鍋爐29臺合計(ji)665蒸噸(dun)(dun)。2020 年(nian)煤炭消(xiao)費(fei)1112萬(wan)噸(dun)(dun),2018-2020年(nian)煤炭消(xiao)費(fei)實現壓減 555 萬(wan)噸(dun)(dun)(2017 年(nian)消(xiao)費(fei) 1667 萬(wan)噸(dun)(dun)),超(chao)額完成省三年(nian)壓減299萬(wan)噸(dun)(dun)任(ren)務,完成比(bi)例(li)達到 185%。

(三)節能減排工作成效顯著

——能(neng)(neng)源利(li)用效(xiao)率(lv)穩步提升。認真部(bu)署(shu)、嚴(yan)格實(shi)施能(neng)(neng)源“雙控(kong)工作”,積極完善和(he)(he)落實(shi)節能(neng)(neng)考核制度,大力(li)淘(tao)汰落后和(he)(he)過剩產能(neng)(neng),經濟社會發展(zhan)能(neng)(neng)效(xiao)水平不斷提升。截至 2020 年底,我市(shi)能(neng)(neng)源消費總量為 3042.59 萬(wan)噸(dun)標準煤(mei),“十(shi)三(san)五”期間累(lei)計新增233.6萬(wan)噸(dun),單(dan)位(wei) GDP 能(neng)(neng)耗(hao)累(lei)計下(xia)(xia)降 19.3%,順利(li)完成廣東省下(xia)(xia)達的(de)能(neng)(neng)源“雙控(kong)”目(mu)標任(ren)務。

——狠(hen)抓重點領域(yu)節(jie)(jie)(jie)(jie)能(neng)。嚴格做好源頭控制(zhi),扎(zha)實(shi)落實(shi)節(jie)(jie)(jie)(jie)能(neng)目(mu)標責(ze)任考核,組織(zhi)對(dui)鎮(zhen)街、重點用能(neng)單位(wei)能(neng)耗“雙控”目(mu)標責(ze)任落實(shi)情況的考核,重點對(dui)陶(tao)瓷、水(shui)泥、玻璃、造(zao)紙等行業(ye)相關企(qi)業(ye)開展節(jie)(jie)(jie)(jie)能(neng)專項(xiang)監察。積(ji)(ji)極推進建(jian)(jian)筑(zhu)節(jie)(jie)(jie)(jie)能(neng),“十三五(wu)”期間,新增節(jie)(jie)(jie)(jie)能(neng)建(jian)(jian)筑(zhu)面積(ji)(ji)4573萬平(ping)方米,新增可再生能(neng)源建(jian)(jian)筑(zhu)應用面積(ji)(ji)330萬平(ping)方米,完成既有建(jian)(jian)筑(zhu)節(jie)(jie)(jie)(jie)能(neng)改造(zao)面積(ji)(ji)350萬平(ping)方米。積(ji)(ji)極推動交(jiao)通節(jie)(jie)(jie)(jie)能(neng),實(shi)現了市(shi)(shi)區公交(jiao)車100%純(chun)電(dian)(dian)動化,全市(shi)(shi)累(lei)計建(jian)(jian)成充(chong)電(dian)(dian)站(zhan)1000座、充(chong)電(dian)(dian)樁超7000個。

——積極(ji)發展低(di)碳(tan)循(xun)環(huan)經濟。截止2020年底(di),全市生(sheng)活垃(la)圾焚燒處(chu)理(li)能力達1.25萬噸/日,生(sheng)活垃(la)圾無害化處(chu)理(li)率達100%,生(sheng)活垃(la)圾焚燒處(chu)理(li)能力居于(yu)全國大(da)中(zhong)城市前列;松山(shan)湖(生(sheng)態園)被(bei)認定為 2016 年廣東省循(xun)環(huan)化改造試(shi)點園區;東莞市海(hai)心(xin)沙資源循(xun)環(huan)利(li)用基地成功(gong)申報為國家級(ji)資源循(xun)環(huan)利(li)用基地,成為廣東省唯一(yi)國家級(ji)的資源循(xun)環(huan)利(li)用基地。

(四)新(xin)產業(ye)新(xin)業(ye)態不(bu)斷涌現

——新能源產(chan)(chan)業(ye)呈現良好(hao)發展態(tai)勢。2020年東莞鋰(li)(li)電(dian)池(chi)產(chan)(chan)業(ye)規(gui)模(mo)超500億元,其中消費電(dian)子類鋰(li)(li)電(dian)池(chi)產(chan)(chan)值規(gui)模(mo)位居全(quan)國(guo)第二,擁有30家優秀的(de)規(gui)上鋰(li)(li)電(dian)設(she)備(bei)(bei)生(sheng)產(chan)(chan)企業(ye),鋰(li)(li)電(dian)設(she)備(bei)(bei)覆(fu)蓋鋰(li)(li)電(dian)池(chi)全(quan)產(chan)(chan)業(ye)鏈,鋰(li)(li)電(dian)智能化設(she)備(bei)(bei)在(zai)國(guo)內領先(xian)。在(zai)氫(qing)能源產(chan)(chan)業(ye)方面(mian),初(chu)步構建(jian)了燃(ran)料電(dian)池(chi)汽車產(chan)(chan)業(ye)鏈雛形,東莞巨(ju)正(zheng)源丙烷脫氫(qing)項目建(jian)成后副(fu)產(chan)(chan)氫(qing)氣可達(da)5萬噸(dun)/年以上,高純氫(qing)氣產(chan)(chan)能可達(da)6000噸(dun)/年;太陽能光伏(fu)產(chan)(chan)業(ye)初(chu)具規(gui)模(mo),2018年規(gui)模(mo)以上光伏(fu)企業(ye)年總(zong)產(chan)(chan)值超 50 億元,在(zai)光伏(fu)逆變(bian)器(華為)、太陽能電(dian)池(chi)(五星(xing)太陽能、南玻(bo)(bo)光伏(fu))和光伏(fu)發電(dian)蓋板玻(bo)(bo)璃(li)(南玻(bo)(bo)太陽能玻(bo)(bo)璃(li))方面(mian)具備(bei)(bei)一定的(de)核心競爭力,也擁有較大的(de)國(guo)際市(shi)場。

——建(jian)設(she)智(zhi)慧(hui)能(neng)源生(sheng)態(tai)系(xi)統(tong)示范區。深入(ru)推進智(zhi)慧(hui)能(neng)源生(sheng)態(tai)系(xi)統(tong)示范區規劃(hua)建(jian)設(she),率先構建(jian)現代化智(zhi)慧(hui)能(neng)源生(sheng)態(tai)系(xi)統(tong)。

啟動了松山湖智能電網(wang)(wang)示范區(qu)規劃建設工(gong)作,首創建設一張(zhang)高可靠性電網(wang)(wang)、建設 N 種不同類(lei)型的終端(duan)供能模式(shi),建設一個(ge)能源互(hu)聯網(wang)(wang)信息共享平臺(tai)的“1+N+1”規劃思路(lu),并(bing)于 2019 年升級為省級智慧(hui)能源生態系統示范區(qu)。

第二節 發展(zhan)形勢(shi)

當今世(shi)界正經歷百年未(wei)有之大變局,全球(qiu)能源供需格局深刻調整,能源安全形勢(shi)日趨(qu)復雜,綠(lv)色低(di)碳(tan)(tan)(tan)發展已(yi)成大勢(shi)。在碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中和(he)目(mu)標要求(qiu)下,我國(guo)能源發展將加(jia)速呈現低(di)碳(tan)(tan)(tan)化(hua)、電氣化(hua)、智能化(hua)趨(qu)勢(shi),對(dui)我國(guo)構建清潔低(di)碳(tan)(tan)(tan)、安全高(gao)效的現代(dai)能源體系提(ti)出了更高(gao)要求(qiu)。

隨(sui)著粵港(gang)澳(ao)大灣(wan)區(qu)、深圳社會主義先行(xing)示范(fan)區(qu)和(he)(he)“一核一帶(dai)一區(qu)”的(de)(de)(de)建(jian)設,廣東(dong)省(sheng)區(qu)位(wei)優(you)勢(shi)日(ri)益凸顯,能源發(fa)(fa)展呈現(xian)機(ji)遇(yu)與(yu)挑戰并存的(de)(de)(de)格局。東(dong)莞(guan)已成(cheng)為地(di)區(qu)生產總值過(guo)萬(wan)億元、人口超千萬(wan)的(de)(de)(de)城市,隨(sui)著“雙區(qu)”和(he)(he)省(sheng)改革創(chuang)新(xin)實(shi)驗(yan)區(qu)建(jian)設縱深推進,有利于(yu)我市搶先占(zhan)位(wei),發(fa)(fa)揮區(qu)位(wei)和(he)(he)產業鏈(lian)完備優(you)勢(shi),承接大灣(wan)區(qu)優(you)質(zhi)資源,打造大灣(wan)區(qu)先進制造業的(de)(de)(de)制高(gao)點,經(jing)濟的(de)(de)(de)發(fa)(fa)展對能源發(fa)(fa)展必然提出(chu)更(geng)高(gao)的(de)(de)(de)要求。

(一)“三區(qu)”疊加為能(neng)源發展創造重大機遇

我(wo)市是(shi)粵港澳大灣區(qu)國際(ji)產業制(zhi)(zhi)造(zao)業的先(xian)(xian)驅城市,地處廣州、深圳(zhen)兩(liang)大灣區(qu)中(zhong)心城市連(lian)線,區(qu)位優(you)勢和政策優(you)勢日益凸顯,推動我(wo)市加(jia)速培育產值超千億的世界級(ji)先(xian)(xian)進(jin)制(zhi)(zhi)造(zao)業產業集(ji)群(qun),為(wei)(wei)我(wo)市經濟(ji)社會(hui)高(gao)(gao)質量發(fa)(fa)展賦予(yu)強大動能。“三區(qu)”建設對(dui)能源發(fa)(fa)展提出了(le)更高(gao)(gao)的要求(qiu),也為(wei)(wei)能源高(gao)(gao)質量發(fa)(fa)展提供(gong)了(le)重(zhong)要機(ji)遇,可(ke)為(wei)(wei)我(wo)市在(zai)能源科(ke)技創新、能源產業轉型升級(ji)、能源體制(zhi)(zhi)機(ji)制(zhi)(zhi)改革、能源合作、人(ren)才(cai)支(zhi)(zhi)持等方面提供(gong)重(zhong)要支(zhi)(zhi)撐。

(二)“雙碳(tan)”目(mu)標加速推動能源結(jie)構優化調整(zheng)

“十(shi)四五”時期(qi)是全(quan)面(mian)加快(kuai)推動“碳(tan)達峰”工作的(de)關鍵期(qi)、窗(chuang)口(kou)期(qi),為(wei)滿足人民群眾對美好生態環境的(de)需要,適(shi)應(ying)生態文明(ming)的(de)更(geng)高要求(qiu),清(qing)潔化(hua)(hua)、低碳(tan)化(hua)(hua)是廣(guang)東省(sheng)和(he)我(wo)市新時期(qi)能源(yuan)結構(gou)調整的(de)主要方向,未來廣(guang)東省(sheng)沿海(hai)核電、海(hai)上風(feng)電、光伏發(fa)電等非化(hua)(hua)石能源(yuan)發(fa)展迅猛,全(quan)省(sheng)清(qing)潔能源(yuan)供應(ying)能力持續(xu)提高,有利于我(wo)市積極引入市外(wai)清(qing)潔能源(yuan),優化(hua)(hua)調整能源(yuan)結構(gou)。

(三)能源科技(ji)創新(xin)推動能源產(chan)業(ye)加速發展

當前能(neng)(neng)源(yuan)(yuan)科(ke)(ke)技創新(xin)(xin)(xin)進(jin)入活躍期,先(xian)進(jin)能(neng)(neng)源(yuan)(yuan)技術不斷(duan)發展,能(neng)(neng)源(yuan)(yuan)新(xin)(xin)(xin)產業(ye)(ye)和新(xin)(xin)(xin)業(ye)(ye)態不斷(duan)涌現,能(neng)(neng)源(yuan)(yuan)技術成為新(xin)(xin)(xin)一輪科(ke)(ke)技革命(ming)(ming)和產業(ye)(ye)革命(ming)(ming)的(de)重要突破口。我市(shi)地處廣(guang)深(shen)港澳(ao)科(ke)(ke)技創新(xin)(xin)(xin)走廊連接廣(guang)州(zhou)、深(shen)圳兩大引擎城(cheng)市(shi),將依托(tuo)兩地高校(xiao)科(ke)(ke)研院所眾多、高新(xin)(xin)(xin)技術企業(ye)(ye)集聚特點,發揮東莞制造企業(ye)(ye)和工業(ye)(ye)園區集聚的(de)優勢,建成具有全球影響力的(de)先(xian)進(jin)制造基地,有利于推動我市(shi)能(neng)(neng)源(yuan)(yuan)科(ke)(ke)技創新(xin)(xin)(xin)、加速(su)培育新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)產業(ye)(ye)。

第三節 面(mian)臨的問(wen)題和挑戰

(一)能源供應保障水平有待(dai)提高

我市(shi)作為廣東省重要的(de)(de)制造業(ye)基(ji)地,能(neng)(neng)源需求仍(reng)將保(bao)(bao)持剛性增長,然(ran)(ran)(ran)而我市(shi)本地資(zi)源短缺,能(neng)(neng)源對外(wai)依存度高,可再(zai)生能(neng)(neng)源資(zi)源條件一般,能(neng)(neng)源供應(ying)易受(shou)外(wai)部影(ying)響(xiang)。電(dian)力保(bao)(bao)障(zhang)壓(ya)力長期存在,隨(sui)著(zhu)沙角(jiao)電(dian)廠逐步退(tui)役,本地供電(dian)自給率將進一步下降,500千伏(fu)莞城片(pian)、縱江片(pian)、橫瀝片(pian)均出現了不(bu)同程度的(de)(de)供電(dian)緊張局面(mian)(mian),電(dian)網運行(xing)風(feng)險增大(da)(da)。天(tian)然(ran)(ran)(ran)氣供應(ying)保(bao)(bao)障(zhang)仍(reng)面(mian)(mian)臨壓(ya)力,隨(sui)著(zhu)未來氣電(dian)的(de)(de)投產運行(xing)和(he)“煤改氣”的(de)(de)推進,天(tian)然(ran)(ran)(ran)氣消費(fei)量迅速上(shang)升,天(tian)然(ran)(ran)(ran)氣的(de)(de)供應(ying)和(he)價格(ge)易受(shou)外(wai)部因素影(ying)響(xiang)而存在較(jiao)大(da)(da)的(de)(de)不(bu)確(que)定性。

(二)能源(yuan)結構(gou)清潔(jie)化轉型難度(du)加大(da)

在“碳(tan)達(da)峰、碳(tan)中和”背(bei)景(jing)下,為了落(luo)實(shi)碳(tan)達(da)峰的行(xing)動(dong)要求(qiu),實(shi)現藍(lan)天保(bao)衛(wei)戰(zhan)污(wu)染防治(zhi)目(mu)標,推(tui)(tui)動(dong)能(neng)(neng)源綠色低(di)碳(tan)化(hua)(hua)發(fa)(fa)展,需進一(yi)步推(tui)(tui)動(dong)能(neng)(neng)源結構調(diao)整。我市可再生能(neng)(neng)源資源條件(jian)和發(fa)(fa)展空(kong)間有限,基(ji)本不具(ju)備(bei)開(kai)(kai)發(fa)(fa)水電站、大(da)型風電場、海(hai)洋(yang)能(neng)(neng)等可再生能(neng)(neng)源的條件(jian),僅(jin)太陽(yang)能(neng)(neng)具(ju)有較好的開(kai)(kai)發(fa)(fa)利用條件(jian),太陽(yang)能(neng)(neng)光伏由于多(duo)種(zhong)因素(su)的制約,總體規(gui)模(mo)還很(hen)小。能(neng)(neng)源結構的低(di)碳(tan)化(hua)(hua)轉型主要依(yi)賴擴大(da)天然(ran)(ran)氣(qi)利用,當前我市天然(ran)(ran)氣(qi)對(dui)外(wai)依(yi)存度高,天然(ran)(ran)氣(qi)供應受外(wai)部影響增大(da),天然(ran)(ran)氣(qi)價格(ge)不確定因素(su)加大(da),對(dui)我市能(neng)(neng)源結構清潔(jie)化(hua)(hua)轉型提(ti)出挑戰(zhan)。

(三)資源環(huan)境協調發(fa)展有待提升

我市城市化(hua)發展(zhan)迅速,人口密(mi)度(du)大,土(tu)地(di)資源(yuan)(yuan)日益緊(jin)缺(que),在不斷(duan)強(qiang)化(hua)的生態(tai)環保(bao)要求下,用地(di)用海用林(lin)等(deng)要素資源(yuan)(yuan)緊(jin)張(zhang),電(dian)力、煤油氣站(zhan)場儲庫(ku)、管線等(deng)能(neng)源(yuan)(yuan)項(xiang)目(mu)規劃(hua)選(xuan)址(zhi)難度(du)進(jin)一步加大,同(tong)時(shi)能(neng)源(yuan)(yuan)項(xiang)目(mu)建設涉及的土(tu)地(di)補償、拆遷安置和社會穩定等(deng)問題,也是(shi)成(cheng)為(wei)約束(shu)能(neng)源(yuan)(yuan)利(li)用和經濟發展(zhan)的突出因素。

第二章 總體要求

第一節 指導思(si)想

第二節 基本原則

——清(qing)潔低(di)碳、綠(lv)色(se)發展(zhan)。牢牢把握生態文明(ming)建設要(yao)求,圍(wei)繞碳達峰目標(biao),推(tui)動(dong)全社會能(neng)(neng)效(xiao)提升,加快推(tui)動(dong)化石能(neng)(neng)源清(qing)潔發展(zhan),持續推(tui)動(dong)工業“煤改(gai)氣(qi)”工作,擴大天然氣(qi)利用規模,挖掘本地可(ke)再生能(neng)(neng)源潛力,不斷提高清(qing)潔能(neng)(neng)源消費比重。推(tui)動(dong)重點領(ling)域節能(neng)(neng),工業領(ling)域推(tui)進綠(lv)色(se)制造,建筑領(ling)域推(tui)動(dong)節能(neng)(neng)改(gai)造,交通領(ling)域加快形成綠(lv)色(se)低(di)碳運輸方式(shi)。

——保(bao)障優先,安全發展(zhan)。加強能(neng)(neng)源(yuan)(yuan)供應基礎設(she)施(shi)建(jian)設(she),補(bu)齊(qi)能(neng)(neng)源(yuan)(yuan)基礎設(she)施(shi)短板(ban),提(ti)升能(neng)(neng)源(yuan)(yuan)綜合供應能(neng)(neng)力,構建(jian)多元能(neng)(neng)源(yuan)(yuan)供應體系(xi),完(wan)善能(neng)(neng)源(yuan)(yuan)應急保(bao)障機制(zhi),提(ti)升能(neng)(neng)源(yuan)(yuan)系(xi)統(tong)抗(kang)風(feng)險(xian)能(neng)(neng)力,筑(zhu)牢能(neng)(neng)源(yuan)(yuan)安全基石。

——科(ke)技(ji)引(yin)領、創新(xin)(xin)驅動(dong)。以科(ke)技(ji)創新(xin)(xin)驅動(dong)能(neng)源(yuan)高質(zhi)量發(fa)展,發(fa)揮能(neng)源(yuan)示范工程引(yin)領效應,促(cu)進(jin)技(ji)術(shu)、體(ti)制(zhi)、商業模式創新(xin)(xin),鼓勵能(neng)源(yuan)基礎設施跨界(jie)融合發(fa)展,創新(xin)(xin)綜(zong)合能(neng)源(yuan)服(fu)務(wu)、分布(bu)式供能(neng)等(deng)能(neng)源(yuan)利用模式,依托制(zhi)造業優勢,激發(fa)社會能(neng)源(yuan)科(ke)技(ji)創新(xin)(xin)活(huo)力(li),以研(yan)發(fa)平臺和示范項目為帶動(dong),加(jia)強對(dui)新(xin)(xin)能(neng)源(yuan)相關產業的培育力(li)度。

——統(tong)(tong)(tong)籌(chou)兼顧、協(xie)(xie)調發(fa)展。統(tong)(tong)(tong)籌(chou)全市(shi)能源(yuan)(yuan)規(gui)劃(hua)布局,加強與(yu)上位規(gui)劃(hua)、同級規(gui)劃(hua)的(de)(de)銜接,做好能源(yuan)(yuan)布局與(yu)社會經濟(ji)、土地(di)利用、環境保(bao)護之(zhi)間的(de)(de)統(tong)(tong)(tong)籌(chou),統(tong)(tong)(tong)籌(chou)市(shi)內和市(shi)外(wai)資源(yuan)(yuan),優先挖掘本地(di)電力資源(yuan)(yuan),依托省(sheng)網積極引(yin)入外(wai)來清潔電力,統(tong)(tong)(tong)籌(chou)做好煤電退役后的(de)(de)電源(yuan)(yuan)替代(dai)工作。統(tong)(tong)(tong)籌(chou)市(shi)場改革與(yu)保(bao)障供(gong)應的(de)(de)關系,滿足人民對優質優價(jia)能源(yuan)(yuan)的(de)(de)需求,實現能源(yuan)(yuan)與(yu)經濟(ji)社會協(xie)(xie)調發(fa)展。

第三節(jie) 發(fa)展目標

經過“十(shi)四五”時期的建設及(ji)發(fa)展,全市能(neng)(neng)源(yuan)供應安全保障水平(ping)進(jin)一步(bu)增強(qiang),能(neng)(neng)源(yuan)清(qing)潔化(hua)水平(ping)進(jin)一步(bu)提(ti)升,能(neng)(neng)源(yuan)利用效(xiao)(xiao)率全面提(ti)高,能(neng)(neng)源(yuan)消(xiao)費(fei)總量(liang)得到有效(xiao)(xiao)控制,能(neng)(neng)源(yuan)產業體系不(bu)斷(duan)完善,“清(qing)潔低(di)碳、安全高效(xiao)(xiao)、智能(neng)(neng)創新”的現代能(neng)(neng)源(yuan)體系初步(bu)形成(cheng),更好的支(zhi)撐(cheng)經濟社會(hui)高質量(liang)發(fa)展。

——能(neng)源總量(liang)方面(mian)。2025 年全(quan)市(shi)能(neng)源消費(fei)總量(liang)完成(cheng)廣(guang)東(dong)省(sheng)分解任務目標(biao),全(quan)社會用電(dian)量(liang)預計(ji)達到(dao) 1200 億千(qian)瓦(wa)時左右,煤炭消費(fei)總量(liang)預計(ji)達 523 萬噸左右,天(tian)然氣消費(fei)總量(liang)預計(ji)達 100億立方米左右。

——能(neng)源效(xiao)率方面。“十四五”期(qi)間,單(dan)位(wei) GDP 能(neng)耗累計(ji)下降(jiang)完(wan)成廣東省分解任務目標(biao),單(dan)位(wei)生產總值電耗累計(ji)下降(jiang)約10%左右。

——低(di)碳(tan)目標方(fang)面。“十四五”期間,單位 GDP 二(er)氧(yang)化(hua)碳(tan)排放(fang)量累計下降完成廣東(dong)省分(fen)解任務。

——能源結構(gou)方面。到 2025 年,能源消費總量(liang)中煤品、油品、天然(ran)氣(qi)、一次電力及其他占比(bi)分別達到 10%、15%、39%、36%。

——能源(yuan)保障方面。到(dao) 2025 年,全市(shi)電(dian)力裝機容(rong)量達(da)到(dao)1920 萬千瓦(wa)左右(you),能源(yuan)綜合生產能力達(da) 58 萬噸標(biao)準煤,天(tian)然氣儲備(bei)能力(液態)達(da) 2.25 億立方米左右(you),供電(dian)可(ke)靠率達(da) 99.988%。

——民(min)生用能方面。到 2025 年(nian),人均生活(huo)用能達 0.51 噸標準(zhun)煤/人·年(nian)左(zuo)右,在(zai)市內各(ge)區(qu)域及(ji)城際高速(su)公路服務區(qu)建(jian)成約34000 個(ge)充(chong)電(dian)樁(zhuang)(zhuang)(不含私(si)人及(ji)內部專用充(chong)電(dian)樁(zhuang)(zhuang))及(ji) 29 座(zuo)加氫(qing)站。

第四(si)節 發展布局

“十四五”期(qi)間,重點加強西(xi)北區、西(xi)南區和(he)(he)東區三(san)大(da)清潔發電(dian)基地(di),推動(dong)立(li)沙(sha)島天然氣接收(shou)和(he)(he)儲(chu)運(yun)基地(di)建設,優化天然氣管網、電(dian)網和(he)(he)新能源(yuan)交通服務(wu)基礎設施三(san)大(da)網絡,打(da)造智慧能源(yuan)生態系統示范區,構(gou)建“兩基三(san)網一區”的能源(yuan)格局。

(一)強(qiang)化(hua)“兩基地”建設

——清潔發電基地。結合工業園(yuan)區(qu)(qu)(qu)和產業集聚區(qu)(qu)(qu)供電和熱(re)力(li)負(fu)荷集中(zhong)區(qu)(qu)(qu)域,建設形成西(xi)北區(qu)(qu)(qu)、西(xi)南區(qu)(qu)(qu)和東區(qu)(qu)(qu)三大區(qu)(qu)(qu)域以(yi)天(tian)然氣熱(re)電聯產為(wei)主的清潔發電基地。西(xi)北區(qu)(qu)(qu)包括麻(ma)涌、中(zhong)堂、高(gao)埗、萬江、道滘、洪(hong)梅等(deng) 6 個鎮(zhen)街(jie)(jie),西(xi)南區(qu)(qu)(qu)包括沙田、厚街(jie)(jie)、虎(hu)門(men)、長安(an)等(deng) 5 個鎮(zhen)街(jie)(jie),東區(qu)(qu)(qu)包括謝(xie)崗和樟木頭(tou) 2 個鎮(zhen)街(jie)(jie)。

——天然氣接收和儲運基地(di)。立沙島地(di)區加(jia)快建設調(diao)峰儲備(bei)庫項目,提升(sheng)東莞市天然氣儲備(bei)調(diao)峰和保(bao)供能(neng)力。

(二(er))完善(shan)提(ti)升“三張(zhang)(zhang)(zhang)網(wang)(wang)” ——天(tian)然(ran)氣(qi)管(guan)網(wang)(wang)。加快(kuai)(kuai)推進(jin)市政高壓(ya)管(guan)道形成(cheng)四(si)個閉環,兩個半環的(de)管(guan)網(wang)(wang)格局(ju),推進(jin)穗莞天(tian)然(ran)氣(qi)干線項(xiang)目建設,加快(kuai)(kuai)與全省“一(yi)張(zhang)(zhang)(zhang)網(wang)(wang)”的(de)供氣(qi)銜接,加強與周邊地市高中壓(ya)管(guan)網(wang)(wang)設施的(de)銜接,提(ti)高天(tian)然(ran)氣(qi)管(guan)網(wang)(wang)的(de)覆(fu)蓋(gai)水平,實現東莞天(tian)然(ran)氣(qi)“多氣(qi)源、一(yi)張(zhang)(zhang)(zhang)網(wang)(wang)、互聯互通”供氣(qi)格局(ju)。

——電(dian)(dian)網(wang)。加快電(dian)(dian)網(wang)基(ji)礎(chu)設(she)施建設(she)與改造(zao)(zao),進(jin)一步完善“三(san)芯(xin)六瓣”玉蘭花目(mu)標網(wang)架,加快推(tui)進(jin)變電(dian)(dian)站基(ji)礎(chu)建設(she),全面推(tui)進(jin)新(xin)建變電(dian)(dian)站智(zhi)能(neng)(neng)(neng)化,推(tui)進(jin)電(dian)(dian)網(wang)智(zhi)能(neng)(neng)(neng)化、數(shu)字化轉(zhuan)型(xing),打造(zao)(zao)大(da)灣區一流智(zhi)能(neng)(neng)(neng)電(dian)(dian)網(wang),構建適應新(xin)能(neng)(neng)(neng)源發展(zhan)的(de)堅強主網(wang)及以新(xin)能(neng)(neng)(neng)源為主體的(de)新(xin)型(xing)電(dian)(dian)力(li)系統(tong)。

——新能源(yuan)交通服務基礎設(she)施(shi)網(wang)絡(luo)。完善電動(dong)汽(qi)(qi)車(che)(che)充(chong)電設(she)施(shi)網(wang)絡(luo)。充(chong)分依托(tuo)住(zhu)宅小區、單位停車(che)(che)位配建(jian)充(chong)電樁,鼓勵有條(tiao)件的(de)充(chong)電設(she)施(shi)對(dui)社會(hui)公(gong)眾(zhong)開放,以滿(man)足基本充(chong)電需求。依托(tuo)全(quan)市范圍內的(de)高速公(gong)路網(wang)絡(luo),重點在服務區建(jian)設(she)城(cheng)際快充(chong)站,以滿(man)足城(cheng)際出行需要。推進景區電動(dong)汽(qi)(qi)車(che)(che)充(chong)電基礎設(she)施(shi)建(jian)設(she)運營。推動(dong)氫能源(yuan)汽(qi)(qi)車(che)(che)應用(yong)和(he)加(jia)氫站建(jian)設(she),開展(zhan)燃料(liao)電池汽(qi)(qi)車(che)(che)應用(yong)示范。

(三(san))智慧(hui)能源生態系統示范(fan)區

推進松(song)山湖智(zhi)(zhi)慧能源(yuan)生態系統示范區(qu)第二階段、濱海(hai)灣新(xin)區(qu)智(zhi)(zhi)慧能源(yuan)生態系統及多個碳(tan)達峰碳(tan)中(zhong)和試點示范區(qu)的(de)建設,打(da)造全國領先的(de)省(sheng)級(ji)智(zhi)(zhi)慧能源(yuan)生態系統示范區(qu)名片。

第三章 重點任務

(一)提升能(neng)源多元供應能(neng)力(li)

按(an)照“依托省(sheng)網(wang)、立足本地、技術先進、環保(bao)節能(neng)、適(shi)度超前、留有備用(yong)”的基本思(si)路,合理布(bu)局支撐性(xing)電(dian)(dian)源(yuan),加快推(tui)進供(gong)熱(re)負荷區域和“煤改氣”集中區域天然氣熱(re)電(dian)(dian)聯產機組建設(she),升級(ji)擴建負荷中心保(bao)障性(xing)支撐電(dian)(dian)源(yuan),提高清潔能(neng)源(yuan)與可再生(sheng)能(neng)源(yuan)發電(dian)(dian)比(bi)例,加快補齊電(dian)(dian)力(li)基礎設(she)施短板,提升電(dian)(dian)力(li)供(gong)應保(bao)障能(neng)力(li)。

——持續推(tui)進(jin)能源結構(gou)優化工作(zuo)(zuo)(zuo)。穩步(bu)推(tui)進(jin)沙(sha)角電(dian)(dian)(dian)(dian)廠燃煤(mei)機組退役(yi),提前(qian)謀劃實施(shi)保障(zhang)(zhang)電(dian)(dian)(dian)(dian)力(li)安(an)全(quan)供(gong)應(ying)、調峰氣(qi)(qi)(qi)電(dian)(dian)(dian)(dian)機組及抗(kang)災保障(zhang)(zhang)電(dian)(dian)(dian)(dian)源建設(she)(she)工作(zuo)(zuo)(zuo),重點在西(xi)南片區(qu)、西(xi)北片區(qu)等負荷密(mi)集區(qu)規劃布局氣(qi)(qi)(qi)電(dian)(dian)(dian)(dian)項目建設(she)(she),推(tui)動電(dian)(dian)(dian)(dian)力(li)供(gong)應(ying)保障(zhang)(zhang)對象從煤(mei)電(dian)(dian)(dian)(dian)機組轉(zhuan)為氣(qi)(qi)(qi)電(dian)(dian)(dian)(dian)機組。穩步(bu)推(tui)進(jin)工業領(ling)域用能結構(gou)清潔低碳轉(zhuan)型(xing),有序(xu)推(tui)進(jin)玖龍紙(zhi)業、理文造紙(zhi)、金田紙(zhi)業等項目自備(bei)電(dian)(dian)(dian)(dian)廠“煤(mei)改(gai)氣(qi)(qi)(qi)”工作(zuo)(zuo)(zuo),同步(bu)完(wan)成“煤(mei)改(gai)氣(qi)(qi)(qi)”相關配(pei)套工程建設(she)(she),確保2025年底前(qian)全(quan)面(mian)完(wan)成“煤(mei)改(gai)氣(qi)(qi)(qi)”、煤(mei)電(dian)(dian)(dian)(dian)退役(yi)相關工作(zuo)(zuo)(zuo)。“十四五”期間,玖(jiu)龍紙業、沙田麗海(hai)紡織(zhi)等制造(zao)業企業用氣需(xu)求(qiu)大幅提升,全市將(jiang)新增超(chao) 60 億立方米(mi)用氣需(xu)求(qiu),2025 年天然氣消費量(liang)將(jiang)超(chao)100 億立方米(mi)。

——挖掘太陽能多元化利(li)(li)用(yong)潛力。積(ji)極推動“整縣光伏(fu)(fu)(fu)”,創(chuang)建分(fen)布(bu)式光伏(fu)(fu)(fu)發(fa)電(dian)(dian)應(ying)(ying)用(yong)示范區,推廣(guang)與建筑相結合(he)的(de)并網分(fen)布(bu)式光伏(fu)(fu)(fu)發(fa)電(dian)(dian)系(xi)統,積(ji)極推進(jin)分(fen)布(bu)式光伏(fu)(fu)(fu)發(fa)電(dian)(dian)項(xiang)目在產(chan)業(ye)集聚區、高新(xin)技術(shu)開發(fa)區、公共機(ji)構(gou)、重點用(yong)能企業(ye)等建筑屋頂建設(she)應(ying)(ying)用(yong),與用(yong)電(dian)(dian)負荷(he)相匹配(pei),就近接入,就地消納。充分(fen)發(fa)揮技術(shu)創(chuang)新(xin)優勢,推動應(ying)(ying)用(yong)深度(du)融合(he),擴大“光伏(fu)(fu)(fu)+”多元化利(li)(li)用(yong)范圍,鼓勵采(cai)用(yong)多樣化的(de)太陽能利(li)(li)用(yong)技術(shu),推進(jin)太陽能綜合(he)應(ying)(ying)用(yong),滿足城市電(dian)(dian)力、供(gong)熱、制冷等能源需求。“十四(si)五”期(qi)間,新(xin)增光伏(fu)(fu)(fu)發(fa)電(dian)(dian)裝機(ji)約42.4萬(wan)千(qian)瓦,到(dao)2025 年,光伏(fu)(fu)(fu)發(fa)電(dian)(dian)總裝機(ji)規模達到(dao)約80萬(wan)千(qian)瓦。

——因地制宜開發利用固(gu)廢(fei)(fei)焚(fen)(fen)燒(shao)發電項(xiang)目。在(zai)確保安全可靠、先進(jin)環保、省地節能、經濟適用的前提下,合理(li)規(gui)劃布(bu)局固(gu)廢(fei)(fei)焚(fen)(fen)燒(shao)發電項(xiang)目,適當建設污泥摻燒(shao)耦合發電示范項(xiang)目,推動形成生活污泥全過程處置閉環。“十(shi)四五”期間,新增固(gu)廢(fei)(fei)焚(fen)(fen)燒(shao)發電項(xiang)目裝機約14.1萬千瓦,到(dao)2025年,固(gu)廢(fei)(fei)焚(fen)(fen)燒(shao)發電項(xiang)目總裝機規(gui)模(mo)達到(dao)約36.6萬千瓦。

——500千(qian)(qian)(qian)伏(fu)主干網(wang)架(jia)。堅持以堅強(qiang)可靠(kao)和適度(du)超前為目標(biao),加快推進 500 千(qian)(qian)(qian)伏(fu)受電(dian)(dian)(dian)通道和500千(qian)(qian)(qian)伏(fu)變電(dian)(dian)(dian)站建(jian)設,切實增強(qiang)500千(qian)(qian)(qian)伏(fu)電(dian)(dian)(dian)網(wang)受電(dian)(dian)(dian)和送電(dian)(dian)(dian)能力。配(pei)合(he)協調烏東德廣東受端(duan)交(jiao)流配(pei)套工(gong)(gong)程和南(nan)通道直(zhi)流背靠(kao)背工(gong)(gong)程等(deng)省(sheng)重點能源工(gong)(gong)程建(jian)設。“十四五”期間,新建(jian) 500千(qian)(qian)(qian)伏(fu)變電(dian)(dian)(dian)站3座(zuo),增容(rong)(rong)(rong)改造500kV變電(dian)(dian)(dian)站1座(zuo),共新增500千(qian)(qian)(qian)伏(fu)主變容(rong)(rong)(rong)量合(he)計900萬千(qian)(qian)(qian)伏(fu)安(an),新建(jian)500千(qian)(qian)(qian)伏(fu)線(xian)路389.2公(gong)(gong)里,改造500千(qian)(qian)(qian)伏(fu)線(xian)路116公(gong)(gong)里。至2025底(di),全市建(jian)成500千(qian)(qian)(qian)伏(fu)變電(dian)(dian)(dian)站 8 座(zuo),變電(dian)(dian)(dian)容(rong)(rong)(rong)量達 2850 萬千(qian)(qian)(qian)伏(fu)安(an)。

——220千(qian)(qian)伏(fu)網(wang)(wang)(wang)架(jia)(jia)。進一步完善網(wang)(wang)(wang)架(jia)(jia)結構(gou),推(tui)動220千(qian)(qian)伏(fu)網(wang)(wang)(wang)架(jia)(jia)優化和變(bian)(bian)電(dian)(dian)(dian)站建(jian)設,優先解決“卡(ka)脖子(zi)”問題(ti)和提升變(bian)(bian)電(dian)(dian)(dian)容(rong)(rong)載比,有條件(jian)的(de)逐步消(xiao)(xiao)除220千(qian)(qian)伏(fu)終端(duan)站,降低電(dian)(dian)(dian)網(wang)(wang)(wang)運行風(feng)險,合理規劃(hua)輸(shu)電(dian)(dian)(dian)通道(dao),消(xiao)(xiao)除輸(shu)電(dian)(dian)(dian)瓶頸,以500千(qian)(qian)伏(fu)變(bian)(bian)電(dian)(dian)(dian)站為中心形成(cheng)環網(wang)(wang)(wang)或鏈式結構(gou)。“十四五”期間(jian),新(xin)(xin)增220千(qian)(qian)伏(fu)變(bian)(bian)電(dian)(dian)(dian)站20座,擴建(jian)及增容(rong)(rong)改造(zao)變(bian)(bian)電(dian)(dian)(dian)站6座,新(xin)(xin)增220千(qian)(qian)伏(fu)變(bian)(bian)容(rong)(rong)量共1128萬千(qian)(qian)伏(fu)安(an),新(xin)(xin)增220千(qian)(qian)伏(fu)線(xian)路(lu) 873.3 公里。

全市建成(cheng)220千(qian)伏(fu)變電(dian)(dian)站57座,變電(dian)(dian)容量達3816萬千(qian)伏(fu)安。到 2025 年,220千(qian)伏(fu)電(dian)(dian)網(wang)形成(cheng)以東莞、水(shui)鄉(xiang)、莞城、橫(heng)瀝、縱江、崇煥、生態、濱海共8個500千(qian)伏(fu)變電(dian)(dian)站為(wei)供電(dian)(dian)中心的分區供電(dian)(dian)網(wang)絡,每個供電(dian)(dian)區域之(zhi)間均(jun)有 2~4 回 220 千(qian)伏(fu)聯(lian)絡線路(lu)。

第三節 加快構(gou)建智慧能源(yuan)系統

(一)推動能源系統智能化建設

(三)發展電動(dong)汽(qi)車(che)應(ying)用新(xin)模式

探索研究(jiu)電(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)廢舊動(dong)(dong)(dong)力電(dian)(dian)池(chi)在儲能(neng)電(dian)(dian)站(zhan)等儲能(neng)系統實現梯次利(li)用。充分利(li)用太(tai)陽能(neng)等可再生能(neng)源(yuan)資源(yuan),因地制宜建設新能(neng)源(yuan)充放電(dian)(dian)站(zhan)等基礎設施,提(ti)供電(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)充放電(dian)(dian)、換電(dian)(dian)等業(ye)務,實現電(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)與新能(neng)源(yuan)的協(xie)同優化運行(xing)。

鞏(gong)固(gu)鋰電(dian)(dian)池(chi)(chi)(chi)(chi)產業(ye)鏈完(wan)整、龍頭企業(ye)帶動的(de)產業(ye)優勢,延伸動力(li)電(dian)(dian)池(chi)(chi)(chi)(chi)、儲(chu)能電(dian)(dian)池(chi)(chi)(chi)(chi)產業(ye)領域(yu),發展新(xin)(xin)型電(dian)(dian)池(chi)(chi)(chi)(chi)技術。在儲(chu)能領域(yu),發展儲(chu)能電(dian)(dian)池(chi)(chi)(chi)(chi)、逆變器、能量(liang)管理(li)系統(tong),支(zhi)持光伏(fu)與儲(chu)能融合發展。在新(xin)(xin)型電(dian)(dian)池(chi)(chi)(chi)(chi)領域(yu),發展燃料電(dian)(dian)池(chi)(chi)(chi)(chi)、固(gu)態電(dian)(dian)池(chi)(chi)(chi)(chi),突破新(xin)(xin)型電(dian)(dian)池(chi)(chi)(chi)(chi)制備的(de)關(guan)鍵技術和(he)材料,加強攻關(guan)氫氣/空氣聚合物電(dian)(dian)解(jie)質膜燃料電(dian)(dian)池(chi)(chi)(chi)(chi)(PEMFC)技術。支(zhi)持新(xin)(xin)型電(dian)(dian)池(chi)(chi)(chi)(chi)產業(ye)化,培育發展鋰電(dian)(dian)池(chi)(chi)(chi)(chi)回收和(he)下游梯次利用、再利用行(xing)業(ye)。

第(di)五節 推動能源治理體系現代化

——完(wan)(wan)善(shan)(shan)落實能(neng)(neng)(neng)(neng)耗(hao)(hao)“雙(shuang)(shuang)控(kong)(kong)(kong)”制度。進一步加(jia)強(qiang)能(neng)(neng)(neng)(neng)耗(hao)(hao)強(qiang)度管控(kong)(kong)(kong),建立完(wan)(wan)善(shan)(shan)用(yong)(yong)能(neng)(neng)(neng)(neng)預算管理(li)制度,合(he)理(li)分解下達能(neng)(neng)(neng)(neng)耗(hao)(hao)“雙(shuang)(shuang)控(kong)(kong)(kong)”目(mu)標(biao)任(ren)務(wu)(wu)。加(jia)強(qiang)節能(neng)(neng)(neng)(neng)審查與能(neng)(neng)(neng)(neng)耗(hao)(hao)“雙(shuang)(shuang)控(kong)(kong)(kong)”工(gong)作的(de)有效(xiao)聯(lian)動(dong),堅持控(kong)(kong)(kong)制能(neng)(neng)(neng)(neng)耗(hao)(hao)與服務(wu)(wu)經濟發(fa)展(zhan)(zhan)相(xiang)結合(he),保障新興(xing)產業(ye)合(he)理(li)用(yong)(yong)能(neng)(neng)(neng)(neng)。大(da)力發(fa)展(zhan)(zhan)綠(lv)色低(di)碳(tan)和可再生能(neng)(neng)(neng)(neng)源,結合(he)國家、省能(neng)(neng)(neng)(neng)耗(hao)(hao)“雙(shuang)(shuang)控(kong)(kong)(kong)”工(gong)作方(fang)向(xiang),完(wan)(wan)善(shan)(shan)考核機制,促進能(neng)(neng)(neng)(neng)耗(hao)(hao)“雙(shuang)(shuang)控(kong)(kong)(kong)”向(xiang)碳(tan)排(pai)放總量和強(qiang)度“雙(shuang)(shuang)控(kong)(kong)(kong)”轉變。強(qiang)化能(neng)(neng)(neng)(neng)耗(hao)(hao)“雙(shuang)(shuang)控(kong)(kong)(kong)”目(mu)標(biao)完(wan)(wan)成(cheng)情(qing)況監(jian)測預警,堅持能(neng)(neng)(neng)(neng)耗(hao)(hao)“雙(shuang)(shuang)控(kong)(kong)(kong)” 形勢(shi)分析制度和晴雨表制度,加(jia)強(qiang)分析研(yan)判,及(ji)時協調(diao)解決存在的(de)突出問題。

——推(tui)進(jin)能源重點(dian)領域改(gai)革(ge)。緊(jin)密跟進(jin)國家、廣東省(sheng)在(zai)天(tian)然氣領域的改(gai)革(ge)和部署(shu),對接落實“X+1+X”改(gai)革(ge)目標,按照減少供氣環節、降低(di)輸氣成本的原(yuan)則,推(tui)動(dong)管道燃氣價格改(gai)革(ge)。

積極(ji)配合上(shang)級主管(guan)部(bu)門,研究(jiu)明確省(sheng)級電網輸電成本和地區(qu)間交叉補貼。完(wan)善居民用(yong)電、用(yong)氣(qi)階梯價(jia)(jia)(jia)格(ge)制(zhi)度(du),實(shi)施(shi)(shi)差別價(jia)(jia)(jia)格(ge)政策,對超能(neng)耗產品實(shi)行懲罰(fa)性定價(jia)(jia)(jia)。研究(jiu)分布式能(neng)源(yuan)、需求側響應、儲能(neng)發展(zhan)配套(tao)價(jia)(jia)(jia)格(ge)政策,探索實(shi)施(shi)(shi)綠色電價(jia)(jia)(jia)、峰(feng)谷電價(jia)(jia)(jia)、尖峰(feng)電價(jia)(jia)(jia)、高可靠性用(yong)電價(jia)(jia)(jia)格(ge)、氣(qi)電聯動價(jia)(jia)(jia)格(ge)等導(dao)向(xiang)型價(jia)(jia)(jia)格(ge)政策,充(chong)分發揮能(neng)源(yuan)市場(chang)價(jia)(jia)(jia)格(ge)杠桿調節作(zuo)用(yong)。

——建設(she)精(jing)益化管理(li)平(ping)臺(tai)。建設(she)全市(shi)能(neng)(neng)源(yuan)(yuan)信息互聯共享平(ping)臺(tai),打(da)造能(neng)(neng)源(yuan)(yuan)需求(qiu)響應(ying)、消費實時監控(kong)、計劃(hua)(hua)用能(neng)(neng)、企業信用、能(neng)(neng)源(yuan)(yuan)交(jiao)易(yi)等(deng)功能(neng)(neng),提高能(neng)(neng)源(yuan)(yuan)管理(li)效率(lv),優化管理(li)效果,推動(dong)能(neng)(neng)源(yuan)(yuan)管理(li)水平(ping)進(jin)一步(bu)提升。推進(jin)能(neng)(neng)源(yuan)(yuan)消費需求(qiu)計劃(hua)(hua)申報、能(neng)(neng)效對標及監控(kong)考核、企業用能(neng)(neng)權有(you)償使用及交(jiao)易(yi)等(deng)相關文件(jian)出臺(tai),使全市(shi)能(neng)(neng)源(yuan)(yuan)管理(li)、能(neng)(neng)源(yuan)(yuan)消費利(li)用更加精(jing)益化、智能(neng)(neng)化、法制化。

——加大(da)油(you)氣管道(dao)(dao)(dao)(dao)安全(quan)保護力度。貫徹落(luo)實(shi)《東莞市石(shi)油(you)天然氣管道(dao)(dao)(dao)(dao)安全(quan)生產重大(da)事故隱(yin)患治(zhi)理(li)督辦辦法》和《東莞市石(shi)油(you)天然氣管道(dao)(dao)(dao)(dao)保護突發事件應急預(yu)案》。深入開(kai)展油(you)氣輸送(song)管道(dao)(dao)(dao)(dao)企業(ye)安全(quan)生產管理(li)工作(zuo)專(zhuan)項督查(cha)行動(dong),持續開(kai)展風(feng)險隱(yin)患排查(cha)工作(zuo),開(kai)展部門聯(lian)動(dong)執(zhi)法,嚴格落(luo)實(shi)管道(dao)(dao)(dao)(dao)保護“五條紅線” 措施(shi),健(jian)全(quan)完善(shan)管道(dao)(dao)(dao)(dao)保護監管機制,完善(shan)管道(dao)(dao)(dao)(dao)巡查(cha)保護工作(zuo)機制,推進建立(li)健(jian)全(quan)長效(xiao)工作(zuo)機制,持續開(kai)展油(you)氣管道(dao)(dao)(dao)(dao)隱(yin)患排查(cha)整(zheng)治(zhi)工作(zuo),做好隱(yin)患整(zheng)治(zhi)成(cheng)效(xiao)評(ping)估。

第四章 環境影響評價

第一節 環境影(ying)響(xiang)分析

本規(gui)劃與(yu)我(wo)市(shi)生態環(huan)境(jing)保護(hu)、節約能等相關專項規(gui)劃進行(xing)充分(fen)銜接,與(yu)東莞市(shi)重(zhong)大發展戰略及相關政策(ce)保持(chi)一致,以構(gou)建“清潔低碳(tan)、安全高效、智(zhi)能創新”的現代能源體系(xi)為目標,最大限度減(jian)少對環(huan)境(jing)的影(ying)響。

在(zai)保障(zhang)經(jing)濟社會(hui)持續健(jian)康發展的前提下,積極提升能(neng)(neng)源利用效率,持續優化能(neng)(neng)源供應結構和消(xiao)費(fei)(fei)模式,能(neng)(neng)源消(xiao)費(fei)(fei)更加高(gao)效、清潔、低(di)碳(tan),環境效益進(jin)一步凸顯。能(neng)(neng)源消(xiao)費(fei)(fei)低(di)速增長,2025年我市能(neng)(neng)源消(xiao)費(fei)(fei)總量控(kong)制在(zai)廣東省(sheng)分解(jie)任(ren)(ren)務(wu)目(mu)標內。能(neng)(neng)源效率持續提高(gao),單位(wei) GDP能(neng)(neng)耗累計(ji)下降完(wan)成廣東省(sheng)分解(jie)任(ren)(ren)務(wu)。

二氧化碳(tan)排放量持續(xu)下(xia)(xia)降,單位GDP二氧化碳(tan)排放量累計下(xia)(xia)降率完成廣東省分解任務。通過壓(ya)降煤(mei)炭消費(fei)總(zong)量、提(ti)升天然氣利用(yong)水(shui)平(ping),能源(yuan)消費(fei)結構向(xiang)清潔(jie)(jie)、低(di)碳(tan)方(fang)向(xiang)持續(xu)優化,與(yu)2020年相(xiang)比,煤(mei)品(pin)消費(fei)比重下(xia)(xia)降13個(ge)百(bai)分點(dian)(dian),油(you)品(pin)消費(fei)比重提(ti)高(gao)3個(ge)百(bai)分點(dian)(dian),天然氣消費(fei)比重提(ti)高(gao)27個(ge)百(bai)分點(dian)(dian),火電行業(ye)清潔(jie)(jie)化水(shui)平(ping)顯(xian)著提(ti)高(gao),單位發電量碳(tan)排放和(he)污染物排放明(ming)顯(xian)下(xia)(xia)降。

第(di)二節 環境保護(hu)措施

充分發揮能(neng)源(yuan)(yuan)規劃(hua)的引導和(he)約束作用。科學規劃(hua)和(he)合理開發能(neng)源(yuan)(yuan)資源(yuan)(yuan),依(yi)據規劃(hua)布(bu)局能(neng)源(yuan)(yuan)基礎(chu)設施(shi)建設,優(you)化項目實施(shi)方(fang)案,不(bu)斷提高資源(yuan)(yuan)綜合利(li)用水平和(he)能(neng)源(yuan)(yuan)利(li)用效(xiao)率,降(jiang)低對(dui)生態環境的影響。

加強能源(yuan)(yuan)(yuan)產(chan)(chan)供銷(xiao)各環節的環境保(bao)護。優先(xian)采用高效率、低(di)污(wu)染的能源(yuan)(yuan)(yuan)生(sheng)產(chan)(chan)設備,大力推(tui)廣利用清(qing)潔能源(yuan)(yuan)(yuan),不斷提(ti)高能源(yuan)(yuan)(yuan)綜合利用水平,推(tui)進重點領域、重點行業的節能改造,提(ti)升(sheng)環保(bao)水平。

加(jia)強(qiang)能(neng)源(yuan)(yuan)項目(mu)的(de)環(huan)(huan)(huan)境(jing)(jing)監督管(guan)理。全面貫徹落(luo)實環(huan)(huan)(huan)境(jing)(jing)保護、節(jie)(jie)約能(neng)源(yuan)(yuan)相關(guan)法律法規。嚴格(ge)執行能(neng)源(yuan)(yuan)項目(mu)環(huan)(huan)(huan)境(jing)(jing)影響評價(jia)制(zhi)度和節(jie)(jie)能(neng)審查制(zhi)度,確保能(neng)源(yuan)(yuan)項目(mu)環(huan)(huan)(huan)保建設(she)標(biao)準,對生態敏感區的(de)能(neng)源(yuan)(yuan)建設(she)項目(mu)加(jia)強(qiang)生態保護與環(huan)(huan)(huan)境(jing)(jing)監管(guan),全面貫徹環(huan)(huan)(huan)境(jing)(jing)保護、節(jie)(jie)能(neng)等相關(guan)法規,落(luo)實環(huan)(huan)(huan)境(jing)(jing)治理措施,加(jia)強(qiang)能(neng)源(yuan)(yuan)項目(mu)建設(she)運營過程中的(de)環(huan)(huan)(huan)境(jing)(jing)監測和事故(gu)防范。

第五章 保障措施

第一節 加強(qiang)規劃銜(xian)接

加(jia)強與省能(neng)(neng)源規(gui)(gui)劃的(de)銜接(jie),加(jia)強本市能(neng)(neng)源規(gui)(gui)劃與經(jing)濟社會發(fa)展規(gui)(gui)劃、城(cheng)市規(gui)(gui)劃以及其他專(zhuan)項(xiang)規(gui)(gui)劃的(de)銜接(jie),確(que)保(bao)能(neng)(neng)源規(gui)(gui)劃與電網規(gui)(gui)劃、天然氣管網規(gui)(gui)劃的(de)協調,確(que)保(bao)能(neng)(neng)源基礎設施建設規(gui)(gui)劃和布局的(de)合理(li)性。根據能(neng)(neng)源發(fa)展規(gui)(gui)劃,由市規(gui)(gui)劃主(zhu)管部(bu)門統一規(gui)(gui)劃預留能(neng)(neng)源通(tong)道及能(neng)(neng)源項(xiang)目用地(di)。

第二節 強化(hua)規劃實施

建(jian)(jian)立(li)(li)健全規劃(hua)(hua)實(shi)(shi)施(shi)責任機制,形成市(shi)發展和改革局(ju)牽頭組織協調、其他有關部(bu)(bu)門分工配(pei)合(he)、各(ge)(ge)鎮街(jie)園(yuan)區和能源(yuan)企業細化(hua)落實(shi)(shi)的(de)工作(zuo)機制,制定(ding)規劃(hua)(hua)實(shi)(shi)施(shi)計劃(hua)(hua)。各(ge)(ge)相關部(bu)(bu)門要切實(shi)(shi)履行(xing)職責、強(qiang)化(hua)協同聯動,制定(ding)和完善相關配(pei)套政(zheng)策措(cuo)施(shi),為(wei)規劃(hua)(hua)實(shi)(shi)施(shi)創(chuang)造有利條件。各(ge)(ge)鎮街(jie)園(yuan)區要切實(shi)(shi)發揮主體作(zuo)用,建(jian)(jian)立(li)(li)工作(zuo)協同機制,形成合(he)力(li),推動各(ge)(ge)項(xiang)指標和任務落實(shi)(shi)。建(jian)(jian)立(li)(li)能源(yuan)規劃(hua)(hua)與項(xiang)目(mu)一體化(hua)管理機制,以(yi)能源(yuan)規劃(hua)(hua)為(wei)依據進(jin)行(xing)能源(yuan)項(xiang)目(mu)核(he)準和備案。加強(qiang)規劃(hua)(hua)實(shi)(shi)施(shi)評估(gu),適(shi)時(shi)進(jin)行(xing)滾動修編。

第三節(jie) 完(wan)善(shan)要素保(bao)障

加(jia)(jia)大項(xiang)(xiang)目(mu)建(jian)設(she)的土地、環(huan)境容量(liang)(liang)等要素(su)保(bao)障力度(du),及時協調(diao)解決征(zheng)地拆遷、政策處(chu)理(li)等難點問題(ti)。強化資(zi)金(jin)要素(su)保(bao)障,擴寬(kuan)投融資(zi)渠(qu)道,鼓勵(li)社會資(zi)本參與能源(yuan)(yuan)項(xiang)(xiang)目(mu)投資(zi)建(jian)設(she),支持金(jin)融機(ji)構加(jia)(jia)大能源(yuan)(yuan)項(xiang)(xiang)目(mu)建(jian)設(she)資(zi)金(jin)投入力度(du)。加(jia)(jia)強與生態(tai)、交通等有關部門協調(diao),為重(zhong)點能源(yuan)(yuan)項(xiang)(xiang)目(mu)騰出用能指(zhi)標(biao)、市場空間、環(huan)境容量(liang)(liang),不斷提高(gao)供給質量(liang)(liang)和效益,確保(bao)重(zhong)大項(xiang)(xiang)目(mu)落地落實。

第四節 加強(qiang)宣傳引(yin)導

利用多種媒體平臺,加強新聞(wen)宣傳、政策解(jie)讀和教育普及,準確闡述規劃的(de)指導(dao)思想,推廣“清(qing)潔(jie)低碳、安全(quan)高效、智能(neng)(neng)創新”的(de)能(neng)(neng)源新發展理念(nian)。加強輿(yu)論(lun)引導(dao),回(hui)應(ying)社會關(guan)切、傳遞有利于推進規劃實施的(de)好聲(sheng)音(yin)和正能(neng)(neng)量,積(ji)極營造綠色(se)用能(neng)(neng)、節(jie)約用能(neng)(neng)的(de)社會氛(fen)圍(wei),推動形成社會共識(shi)和自覺(jue)意識(shi),不斷把能(neng)(neng)源高質量發展推向深入。
