2月(yue)23日,2025年(nian)中(zhong)央一號文件發布,《中(zhong)共中(zhong)央 國務院關于進(jin)(jin)一步(bu)深化(hua)農(nong)(nong)村(cun)(cun)(cun)改革(ge) 一、持續增強糧食等重要農產品供給保障能力 (一)深入推(tui)進糧(liang)油(you)作物大(da)面(mian)積單(dan)產提升(sheng)行動。穩定糧(liang)食播種(zhong)面(mian)積,主攻(gong)單(dan)產和品質提升(sheng),確(que)保(bao)糧(liang)食穩產豐產。進一步擴大(da)糧(liang)食單(dan)產提升(sheng)工程(cheng)實施規模(mo),加大(da)高產高效模(mo)式集成推(tui)廣力(li)(li)度,推(tui)進水肥一體化(hua),促(cu)進大(da)面(mian)積增(zeng)產。加力(li)(li)落(luo)實新一輪千億斤(jin)糧(liang)食產能提升(sheng)任(ren)務。多措并舉鞏固大(da)豆(dou)擴種(zhong)成果,挖掘油(you)菜、花(hua)(hua)生擴種(zhong)潛力(li)(li),支(zhi)持發展油(you)茶等木本油(you)料。推(tui)動棉(mian)花(hua)(hua)、糖料、天然橡膠等穩產提質。 (二)扶持(chi)畜(chu)牧業(ye)穩(wen)(wen)定發展(zhan)。做好生豬產(chan)(chan)能(neng)監測(ce)和(he)調控,促進(jin)(jin)平穩(wen)(wen)發展(zhan)。推(tui)進(jin)(jin)肉牛、奶牛產(chan)(chan)業(ye)紓困,穩(wen)(wen)定基(ji)礎產(chan)(chan)能(neng)。落實滅菌(jun)乳(ru)國(guo)家(jia)標準,支(zhi)持(chi)以家(jia)庭農場(chang)和(he)農民(min)合作(zuo)社為主體(ti)的(de)奶業(ye)養(yang)殖加(jia)工一體(ti)化發展(zhan)。嚴格(ge)生豬屠(tu)宰(zai)檢(jian)疫(yi)執法監管,強化重(zhong)大動物(wu)疫(yi)病(bing)和(he)重(zhong)點人畜(chu)共患病(bing)防控。提升(sheng)飼(si)草(cao)生產(chan)(chan)能(neng)力,加(jia)快草(cao)原(yuan)畜(chu)牧業(ye)轉型升(sheng)級。 (三)強(qiang)(qiang)化(hua)耕(geng)地(di)(di)(di)保(bao)(bao)護(hu)(hu)和質量提升(sheng)。嚴格耕(geng)地(di)(di)(di)總量管(guan)控(kong)和“以補(bu)(bu)定(ding)占”,將各(ge)類(lei)耕(geng)地(di)(di)(di)占用納入(ru)占補(bu)(bu)平衡(heng)統一管(guan)理,確保(bao)(bao)省(sheng)域(yu)內(nei)(nei)年度耕(geng)地(di)(di)(di)總量動(dong)態(tai)平衡(heng)。完善補(bu)(bu)充耕(geng)地(di)(di)(di)質量評價和驗收標(biao)準。持續整治(zhi)“大棚(peng)房”、侵占耕(geng)地(di)(di)(di)“挖湖(hu)造(zao)景(jing)”、亂占耕(geng)地(di)(di)(di)建房等問題,堅決遏制(zhi)(zhi)破壞耕(geng)地(di)(di)(di)違法行為(wei)。制(zhi)(zhi)定(ding)基本農作物(wu)目(mu)錄,建立(li)耕(geng)地(di)(di)(di)種植用途監測體系(xi)。分類(lei)有序做好耕(geng)地(di)(di)(di)“非糧(liang)化(hua)”整改,結合產(chan)業(ye)發展實(shi)際、作物(wu)生(sheng)長(chang)周期等設(she)置(zhi)必(bi)要的過(guo)(guo)渡期。高質量推進(jin)高標(biao)準農田(tian)建設(she),優化(hua)建設(she)內(nei)(nei)容,完善農民全過(guo)(guo)程參(can)與(yu)項目(mu)實(shi)施機制(zhi)(zhi),強(qiang)(qiang)化(hua)工程質量全流程監管(guan)。穩步推進(jin)鹽堿地(di)(di)(di)綜合利用試點,加(jia)強(qiang)(qiang)東北黑土區侵蝕溝、南方(fang)酸化(hua)退(tui)化(hua)耕(geng)地(di)(di)(di)治(zhi)理。分類(lei)推進(jin)撂荒地(di)(di)(di)復墾利用。在(zai)確保(bao)(bao)省(sheng)域(yu)內(nei)(nei)耕(geng)地(di)(di)(di)保(bao)(bao)護(hu)(hu)任(ren)務(wu)不降(jiang)低前(qian)提下(xia),穩妥有序退(tui)出河(he)道內(nei)(nei)影響行洪安全等的不穩定(ding)耕(geng)地(di)(di)(di)。加(jia)強(qiang)(qiang)傳統梯田(tian)保(bao)(bao)護(hu)(hu)。 (四)推(tui)進農(nong)業(ye)科(ke)(ke)(ke)技力量(liang)(liang)協(xie)同(tong)攻關。以科(ke)(ke)(ke)技創新引領先進生(sheng)產(chan)(chan)要素集聚,因地制(zhi)宜發(fa)展農(nong)業(ye)新質生(sheng)產(chan)(chan)力。瞄準加快突破關鍵(jian)核心技術,強化農(nong)業(ye)科(ke)(ke)(ke)研(yan)(yan)資源力量(liang)(liang)統籌,培育(yu)農(nong)業(ye)科(ke)(ke)(ke)技領軍企業(ye)。深入實施(shi)種(zhong)業(ye)振興行動,發(fa)揮“南(nan)繁硅谷”等(deng)重大農(nong)業(ye)科(ke)(ke)(ke)研(yan)(yan)平臺作(zuo)用(yong),加快攻克一批(pi)突破性品種(zhong)。繼續(xu)推(tui)進生(sheng)物(wu)育(yu)種(zhong)產(chan)(chan)業(ye)化。推(tui)動農(nong)機(ji)裝(zhuang)備(bei)高質量(liang)(liang)發(fa)展,加快國產(chan)(chan)先進適用(yong)農(nong)機(ji)裝(zhuang)備(bei)等(deng)研(yan)(yan)發(fa)應用(yong),推(tui)進老舊農(nong)機(ji)報廢更新。支持發(fa)展智慧農(nong)業(ye),拓(tuo)展人工(gong)智能、數(shu)據(ju)、低空(kong)等(deng)技術應用(yong)場景。 (五)加(jia)(jia)(jia)強(qiang)(qiang)(qiang)農(nong)(nong)(nong)(nong)業(ye)防災(zai)(zai)減(jian)(jian)災(zai)(zai)能力建(jian)設(she)。強(qiang)(qiang)(qiang)化氣象(xiang)為農(nong)(nong)(nong)(nong)服務,加(jia)(jia)(jia)強(qiang)(qiang)(qiang)災(zai)(zai)害風險(xian)監測(ce)預警預報,用(yong)好(hao)區(qu)域農(nong)(nong)(nong)(nong)業(ye)社會(hui)化服務中(zhong)心等(deng)力量,最(zui)大程度減(jian)(jian)輕災(zai)(zai)害損失。建(jian)設(she)現代化防洪減(jian)(jian)災(zai)(zai)體系,全面開展病險(xian)水庫除(chu)險(xian)加(jia)(jia)(jia)固,加(jia)(jia)(jia)強(qiang)(qiang)(qiang)中(zhong)小(xiao)河(he)流治(zhi)理和(he)(he)大中(zhong)型灌區(qu)建(jian)設(she)改(gai)造,推進蓄滯洪區(qu)關鍵設(she)施建(jian)設(she)和(he)(he)管理機(ji)制改(gai)革。加(jia)(jia)(jia)強(qiang)(qiang)(qiang)平原(yuan)澇區(qu)治(zhi)理,推進農(nong)(nong)(nong)(nong)田(tian)(tian)水利設(she)施建(jian)設(she)和(he)(he)溝渠整治(zhi),加(jia)(jia)(jia)快修復(fu)災(zai)(zai)毀農(nong)(nong)(nong)(nong)田(tian)(tian)及灌排(pai)設(she)施。加(jia)(jia)(jia)強(qiang)(qiang)(qiang)農(nong)(nong)(nong)(nong)田(tian)(tian)防護林建(jian)設(she)。做好(hao)農(nong)(nong)(nong)(nong)作物病蟲害監測(ce)預警和(he)(he)統(tong)防統(tong)治(zhi)。提升森林草原(yuan)防滅火能力。 (六(liu))健(jian)全糧(liang)(liang)(liang)食(shi)生產(chan)支持(chi)政(zheng)策體系。落(luo)實稻(dao)(dao)谷(gu)、小麥(mai)(mai)最低收購價政(zheng)策,完(wan)善(shan)玉米大(da)豆(dou)生產(chan)者補(bu)貼、稻(dao)(dao)谷(gu)補(bu)貼政(zheng)策,穩定耕地地力(li)保(bao)護補(bu)貼政(zheng)策。降(jiang)低產(chan)糧(liang)(liang)(liang)大(da)縣農(nong)業保(bao)險(xian)縣級保(bao)費補(bu)貼承擔(dan)比例,推動擴(kuo)大(da)稻(dao)(dao)谷(gu)、小麥(mai)(mai)、玉米、大(da)豆(dou)完(wan)全成本(ben)保(bao)險(xian)和種植收入保(bao)險(xian)投保(bao)面積。鼓勵地方開展糧(liang)(liang)(liang)油種植專項(xiang)貸款貼息試點。健(jian)全糧(liang)(liang)(liang)食(shi)主產(chan)區(qu)獎補(bu)激勵制(zhi)度(du),加大(da)對產(chan)糧(liang)(liang)(liang)大(da)縣支持(chi)。啟動實施中(zhong)央(yang)統籌下的(de)糧(liang)(liang)(liang)食(shi)產(chan)銷區(qu)省際橫(heng)向利益補(bu)償,做好資(zi)金籌集和分配。逐步擴(kuo)大(da)產(chan)糧(liang)(liang)(liang)大(da)縣公共服務能力(li)提升(sheng)行(xing)動實施范(fan)圍。 (七(qi))完善農產(chan)(chan)(chan)品(pin)貿易與生產(chan)(chan)(chan)協(xie)調機制。綜合施策(ce)推動糧食等重(zhong)要農產(chan)(chan)(chan)品(pin)價(jia)格保持在合理水平,穩定市(shi)場(chang)(chang)供需,保護(hu)種糧農民積(ji)極(ji)性,維護(hu)好(hao)農民利益(yi)。嚴厲(li)打擊農產(chan)(chan)(chan)品(pin)走私等違(wei)法行為。加強(qiang)口岸生物安全(quan)體系(xi)建設。健(jian)全(quan)農產(chan)(chan)(chan)品(pin)產(chan)(chan)(chan)業損(sun)害預(yu)(yu)警體系(xi)。有序做好(hao)糧食收(shou)購,強(qiang)化儲備糧監管。加強(qiang)農產(chan)(chan)(chan)品(pin)市(shi)場(chang)(chang)信息發布(bu)和預(yu)(yu)期(qi)引(yin)導。 (八)構建多元(yuan)化(hua)食(shi)(shi)(shi)(shi)(shi)物(wu)供給體(ti)系。踐行(xing)大(da)農(nong)業(ye)觀、大(da)食(shi)(shi)(shi)(shi)(shi)物(wu)觀,全(quan)方(fang)位多途(tu)徑(jing)開發食(shi)(shi)(shi)(shi)(shi)物(wu)資源。加(jia)強(qiang)蔬菜應急保供基地建設(she),實施(shi)大(da)中城(cheng)市周邊現代設(she)施(shi)農(nong)業(ye)更(geng)新工(gong)程。促進漁業(ye)高質量發展,支(zhi)持發展深遠海(hai)(hai)養殖,建設(she)海(hai)(hai)上牧(mu)場。發展森(sen)林(lin)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin),豐富“森(sen)林(lin)糧庫”。推動食(shi)(shi)(shi)(shi)(shi)用(yong)(yong)菌產業(ye)提質增(zeng)效,促進藻類食(shi)(shi)(shi)(shi)(shi)物(wu)開發。培育發展生物(wu)農(nong)業(ye),開拓新型食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)資源。加(jia)快建立糧食(shi)(shi)(shi)(shi)(shi)和大(da)食(shi)(shi)(shi)(shi)(shi)物(wu)統計監(jian)測體(ti)系。強(qiang)化(hua)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)安(an)(an)全(quan)和農(nong)產品(pin)(pin)質量安(an)(an)全(quan)監(jian)管,深化(hua)農(nong)產品(pin)(pin)藥物(wu)殘留治理,推進獸用(yong)(yong)抗(kang)菌藥減量使用(yong)(yong)。 (九)健(jian)(jian)全糧食和(he)食物節約(yue)長效機制(zhi)。扎(zha)實推進糧食節約(yue)和(he)反(fan)食品浪費行動(dong),建立健(jian)(jian)全激(ji)勵約(yue)束(shu)機制(zhi)。大力提倡健(jian)(jian)康飲(yin)食,加(jia)強公共食堂、餐飲(yin)機構等用油指導,推廣(guang)減(jian)油減(jian)鹽減(jian)糖(tang)和(he)全谷物等膳(shan)食。推動(dong)糧食機收減(jian)損、適度加(jia)工和(he)科學(xue)儲存。 二、持續鞏固拓展脫貧攻堅成果 (十)守牢不發生(sheng)規模性返(fan)貧(pin)(pin)致貧(pin)(pin)底線。持續鞏固提升“三(san)保障”和飲水安(an)全保障成(cheng)果(guo),加(jia)強易地搬遷后(hou)續扶(fu)持,防(fang)止(zhi)思想松(song)懈、工(gong)作松(song)勁。提升防(fang)止(zhi)返(fan)貧(pin)(pin)致貧(pin)(pin)監測幫扶(fu)效(xiao)能,及時將存在返(fan)貧(pin)(pin)致貧(pin)(pin)風險的(de)農戶(hu)納入(ru)幫扶(fu)。深入(ru)開(kai)展防(fang)止(zhi)返(fan)貧(pin)(pin)就業攻(gong)堅行動,增(zeng)強幫扶(fu)車間就業吸納能力,穩定脫貧(pin)(pin)人口(kou)務工(gong)規模和收入(ru)。按照(zhao)鞏固、升級、盤活、調整原則,分(fen)類推進幫扶(fu)產(chan)業提質(zhi)增(zeng)效(xiao)。深入(ru)開(kai)展科技(ji)、醫療、教育干部人才“組團(tuan)式”幫扶(fu)。加(jia)強消費(fei)幫扶(fu)平臺企業和產(chan)品管理。 (十一)統(tong)籌(chou)建立(li)農(nong)村(cun)防止(zhi)返貧致貧機制(zhi)(zhi)和低收入(ru)人口(kou)(kou)(kou)、欠(qian)發達地區分層(ceng)分類幫(bang)(bang)扶制(zhi)(zhi)度(du)。開展鞏固拓展脫貧攻堅(jian)成果(guo)同鄉(xiang)村(cun)振興有(you)效銜(xian)接總體(ti)評估(gu),研(yan)究制(zhi)(zhi)定過(guo)渡期后幫(bang)(bang)扶政策(ce)體(ti)系。統(tong)籌(chou)開展農(nong)村(cun)低收入(ru)人口(kou)(kou)(kou)及防止(zhi)返貧致貧對(dui)象的識(shi)別認定。注重(zhong)激(ji)發內(nei)生動(dong)力,強化對(dui)有(you)勞動(dong)能(neng)力的農(nong)村(cun)低收入(ru)人口(kou)(kou)(kou)的開發式幫(bang)(bang)扶,加強社會救助兜底保障(zhang),支(zhi)持欠(qian)發達地區振興發展,建立(li)分層(ceng)分類幫(bang)(bang)扶制(zhi)(zhi)度(du),通過(guo)東(dong)西部協(xie)作、定點幫(bang)(bang)扶等機制(zhi)(zhi)給予(yu)差異化支(zhi)持。 (十二)健全(quan)脫(tuo)貧攻堅國家投(tou)入形成資(zi)(zi)產(chan)的長效(xiao)(xiao)管理機制(zhi)。全(quan)面清查(cha)脫(tuo)貧攻堅國家投(tou)入形成資(zi)(zi)產(chan),建立統一的資(zi)(zi)產(chan)登記管理臺(tai)賬。制(zhi)定幫扶項目資(zi)(zi)產(chan)管理辦(ban)法,健全(quan)資(zi)(zi)產(chan)形成、確權(quan)移(yi)交、管護運營、收益(yi)分(fen)配等(deng)全(quan)程監管制(zhi)度(du),推動經營性資(zi)(zi)產(chan)保值增效(xiao)(xiao)、公益(yi)性資(zi)(zi)產(chan)持續(xu)發揮作用。完善資(zi)(zi)產(chan)分(fen)類處置制(zhi)度(du),支持各地(di)盤(pan)活低效(xiao)(xiao)閑置資(zi)(zi)產(chan)。 三、著力壯大縣域富民產業 (十三)發(fa)(fa)展(zhan)鄉村特(te)色(se)(se)產(chan)(chan)業(ye)(ye)(ye)(ye)。堅持按市場規(gui)律(lv)辦事,大力(li)發(fa)(fa)展(zhan)綠色(se)(se)、特(te)色(se)(se)農(nong)產(chan)(chan)品(pin)種養,推進(jin)農(nong)產(chan)(chan)品(pin)加工業(ye)(ye)(ye)(ye)轉(zhuan)型升級,實施(shi)農(nong)業(ye)(ye)(ye)(ye)品(pin)牌精品(pin)培育計劃,打造特(te)色(se)(se)農(nong)業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)集群,提升農(nong)業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)(hua)(hua)水平。深入實施(shi)農(nong)村產(chan)(chan)業(ye)(ye)(ye)(ye)融合發(fa)(fa)展(zhan)項目,培育鄉村新產(chan)(chan)業(ye)(ye)(ye)(ye)新業(ye)(ye)(ye)(ye)態。推進(jin)鄉村文化(hua)(hua)(hua)和(he)旅(lv)游(you)深度融合,開展(zhan)文化(hua)(hua)(hua)產(chan)(chan)業(ye)(ye)(ye)(ye)賦能鄉村振(zhen)興試(shi)點,提升鄉村旅(lv)游(you)特(te)色(se)(se)化(hua)(hua)(hua)、精品(pin)化(hua)(hua)(hua)、規(gui)范化(hua)(hua)(hua)水平。加快構建農(nong)產(chan)(chan)品(pin)和(he)農(nong)資(zi)現代流通網絡,支持各(ge)類主體協同共建供應鏈。推動農(nong)村電商高質量發(fa)(fa)展(zhan)。 六、著力健全要素保障和優化配置體制機制 (二十五)穩定和完善農(nong)村土地(di)承(cheng)包關系。堅持“大(da)(da)穩定、小調整”,有序推進第二輪土地(di)承(cheng)包到期(qi)后再延長三十年試點(dian)(dian),擴大(da)(da)整省試點(dian)(dian)范圍,妥(tuo)善化(hua)(hua)解延包中的矛盾糾(jiu)紛(fen),確保絕大(da)(da)多數農(nong)戶承(cheng)包地(di)總體順延、保持穩定。健全(quan)承(cheng)包地(di)經營權(quan)流(liu)轉管理(li)服務(wu)制度,不(bu)得通過下指標(biao)、定任務(wu)等(deng)方式推動土地(di)流(liu)轉。鼓(gu)勵通過發布流(liu)轉價格(ge)指數、實(shi)物(wu)計租等(deng)方式,推動流(liu)轉費用(yong)穩定在合理(li)水平。培(pei)育新型農(nong)業(ye)經營主體,提高農(nong)業(ye)社會化(hua)(hua)服務(wu)質(zhi)效(xiao),增(zeng)強帶(dai)動農(nong)戶能力。
