11月(yue)9日,浙江(jiang)省金(jin)華(hua)市(shi)發改(gai)委印(yin)發《金(jin)華(hua)市(shi)能(neng)(neng)源發展(zhan)(zhan)(zhan)“十(shi)四(si)五(wu)”規(gui)劃(hua)》,《規(gui)劃(hua)》要求(qiu),進一(yi)步擴大太(tai)陽能(neng)(neng)利用(yong)范圍(wei)。深挖分(fen)布(bu)(bu)式(shi)(shi)光(guang)伏(fu)(fu)潛力。開(kai)(kai)展(zhan)(zhan)(zhan)整縣(市(shi)、區(qu))推進屋頂(ding)分(fen)布(bu)(bu)式(shi)(shi)光(guang)伏(fu)(fu)建(jian)(jian)設(she),利用(yong)城(cheng)鄉居民(min)屋頂(ding)建(jian)(jian)設(she)用(yong)戶光(guang)伏(fu)(fu);工(gong)業(ye)園區(qu)、經(jing)濟技術開(kai)(kai)發區(qu)、特色小鎮以及學校、商場等(deng)公(gong)共建(jian)(jian)筑發展(zhan)(zhan)(zhan)“自發自用(yong)、余電(dian)上(shang)網(wang)”的分(fen)布(bu)(bu)式(shi)(shi)光(guang)伏(fu)(fu);積極開(kai)(kai)展(zhan)(zhan)(zhan)新建(jian)(jian)建(jian)(jian)筑一(yi)體化(hua)光(guang)伏(fu)(fu)發電(dian)系統,加快建(jian)(jian)筑屋頂(ding)太(tai)陽能(neng)(neng)熱水器和光(guang)伏(fu)(fu)發電(dian)系統一(yi)體化(hua)應用(yong)。鼓勵集中式(shi)(shi)光(guang)伏(fu)(fu)發展(zhan)(zhan)(zhan)。利用(yong)荒山坡地、設(she)施農(nong)業(ye)等(deng)用(yong)地標準化(hua)建(jian)(jian)設(she)集中式(shi)(shi)光(guang)伏(fu)(fu)電(dian)站。“十(shi)四(si)五(wu)”期間,新增光(guang)伏(fu)(fu)發電(dian)裝機(ji)容量超100萬千瓦。同(tong)時,積極探索電(dian)化(hua)學儲(chu)能(neng)(neng)、電(dian)動汽車參(can)與儲(chu)能(neng)(neng)、壓縮空氣(qi)儲(chu)能(neng)(neng)、電(dian)熱冷綜合儲(chu)能(neng)(neng)等(deng)各類新型儲(chu)能(neng)(neng)設(she)施發展(zhan)(zhan)(zhan),將“光(guang)伏(fu)(fu)+儲(chu)能(neng)(neng)”作(zuo)為能(neng)(neng)源碳(tan)達峰(feng)的重要路徑。 建(jian)設(she)城市(shi)(shi)型綜合能(neng)源服務(wu)區。針對(dui)金華高(gao)鐵(tie)新(xin)(xin)(xin)(xin)城、湖(hu)海塘新(xin)(xin)(xin)(xin)區等(deng)(deng)(deng)集中式(shi)(shi)能(neng)源供應設(she)施(shi)服務(wu)未覆蓋的產(chan)(chan)城融合發展空間,重點圍繞冷(leng)熱(re)(re)(re)負(fu)荷(he)大(da)的文(wen)體、教育、醫療(liao)、酒店、冷(leng)鏈(lian)倉(cang)儲等(deng)(deng)(deng)大(da)型公共建(jian)筑區域,建(jian)設(she)城市(shi)(shi)綜合能(neng)源服務(wu)區。源端(duan)(duan)采用天然氣(qi)、光伏、地熱(re)(re)(re)、生物質等(deng)(deng)(deng)形式(shi)(shi)實現(xian)清潔替代(dai),用端(duan)(duan)通過電(dian)(dian)(dian)代(dai)油(you)、電(dian)(dian)(dian)代(dai)煤等(deng)(deng)(deng)方式(shi)(shi)提高(gao)電(dian)(dian)(dian)氣(qi)化水(shui)平;升(sheng)級能(neng)源網絡(luo)設(she)施(shi),實現(xian)分布(bu)式(shi)(shi)可再(zai)生能(neng)源、冷(leng)熱(re)(re)(re)電(dian)(dian)(dian)三聯供、燃(ran)料電(dian)(dian)(dian)池、儲能(neng)、充電(dian)(dian)(dian)基礎設(she)施(shi)等(deng)(deng)(deng)深度(du)融合;以(yi)用戶為中心,完善(shan)新(xin)(xin)(xin)(xin)業態、新(xin)(xin)(xin)(xin)模式(shi)(shi)、新(xin)(xin)(xin)(xin)應用,打造能(neng)源產(chan)(chan)輸交(jiao)(jiao)易全(quan)鏈(lian)條。開發綠(lv)色金融服務(wu)實現(xian)碳交(jiao)(jiao)易,以(yi)能(neng)源的綠(lv)色低碳發展推(tui)動碳中和城區試點建(jian)設(she)。 謀劃社(she)(she)(she)(she)區(qu)型(xing)綜(zong)合(he)能(neng)(neng)源服務點(dian)(dian)。重點(dian)(dian)圍繞金義新(xin)區(qu)東湄社(she)(she)(she)(she)區(qu)和石泄(xie)社(she)(she)(she)(she)區(qu)、金華(hua)開發區(qu)山嘴頭社(she)(she)(she)(she)區(qu)、義烏下車門(men)社(she)(she)(she)(she)區(qu)、柳湖花園等省(sheng)級未(wei)來社(she)(she)(she)(she)區(qu)試點(dian)(dian)建(jian)設,在(zai)建(jian)筑(zhu)材(cai)料、采暖、能(neng)(neng)源供應(ying)、智(zhi)慧(hui)用(yong)能(neng)(neng)服務等領域(yu)探索社(she)(she)(she)(she)區(qu)綜(zong)合(he)能(neng)(neng)源服務模式(shi)。創新(xin)能(neng)(neng)源互聯網、微電網技(ji)術利用(yong),推廣(guang)近(jin)零(ling)能(neng)(neng)耗(hao)建(jian)筑(zhu),建(jian)設“光(guang)伏(fu)建(jian)筑一體化(hua)+儲能(neng)(neng)”的供電系統、“熱(re)泵(beng)+蓄冷(leng)儲熱(re)”的集中供熱(re)(冷(leng))系統,優化(hua)社(she)(she)區(qu)(qu)智慧(hui)電網(wang)、氣網(wang)、水網(wang)和熱(re)網(wang)布局,搭建(jian)社(she)(she)區(qu)(qu)綜合(he)能(neng)(neng)源資源智慧(hui)服務(wu)平臺,打造社(she)(she)區(qu)(qu)型綜合(he)能(neng)(neng)源服務(wu)基(ji)地。到2025年,打造4個以上(shang)社(she)(she)區(qu)(qu)型綜合(he)能(neng)(neng)源服務(wu)點,推進(jin)零碳社(she)(she)區(qu)(qu)示范建(jian)設(she)。 大力發(fa)展綠(lv)色建(jian)(jian)筑(zhu)及(ji)裝配式建(jian)(jian)筑(zhu),積(ji)極推廣(guang)綠(lv)色建(jian)(jian)材應(ying)用和(he)綠(lv)色施工。提高新建(jian)(jian)建(jian)(jian)筑(zhu)可再生能源(yuan)推廣(guang)力度(du),推進(jin)光伏、地熱能等可再生能源(yuan)在建(jian)(jian)筑(zhu)中的應(ying)用。政(zheng)府(fu)投資或以(yi)政(zheng)府(fu)投資為主的工程率先采用綠(lv)色建(jian)(jian)材,逐步推廣(guang)城鎮新建(jian)(jian)建(jian)(jian)筑(zhu)中綠(lv)色建(jian)(jian)材應(ying)用。 “十四五”時期是金(jin)華忠實(shi)踐行(xing)“八(ba)(ba)八(ba)(ba)戰略(lve)”、奮力打(da)造“重(zhong)要窗(chuang)口(kou)”,緊扣“打(da)造增(zeng)長極、共建都市區、當好答卷人”,高水平全(quan)(quan)面爭創社會主義現代(dai)化先行(xing)市的重(zhong)要歷史機遇期,也是深入貫徹(che)能(neng)源(yuan)安(an)全(quan)(quan)新(xin)戰略(lve),構建清潔(jie)低碳安(an)全(quan)(quan)高效能(neng)源(yuan)體系,實(shi)現碳達峰目(mu)標(biao)的重(zhong)要窗(chuang)口(kou)期。為(wei)有效指導金(jin)華“十四五”能(neng)源(yuan)發展(zhan),根據(ju)全(quan)(quan)省能(neng)源(yuan)發展(zhan)總體部署及《金(jin)華市國(guo)民經濟和社會發展(zhan)第(di)十四個五年(nian)規劃(hua)(hua)和二〇三五年(nian)遠景目(mu)標(biao)綱要》,特(te)編制(zhi)本規劃(hua)(hua),規劃(hua)(hua)基準年(nian)為(wei)2020年(nian),規劃(hua)(hua)期為(wei)2021-2025年(nian)。 一、發展基礎 (一(yi))發(fa)展成就(jiu) 1. 能源消費增速整體趨緩 2020年(nian)(nian)(nian)(nian)(nian),全(quan)市能(neng)源消(xiao)費(fei)總量(liang)1787.1萬噸(dun)(dun)標準(zhun)煤(mei)(mei),“十三(san)五(wu)”年(nian)(nian)(nian)(nian)(nian)均(jun)增速2.9%,較“十二五(wu)”下降(jiang)1.3個(ge)百(bai)分點。能(neng)源消(xiao)費(fei)結構持續優化,2020年(nian)(nian)(nian)(nian)(nian),煤(mei)(mei)炭消(xiao)費(fei)799.0萬噸(dun)(dun),占(zhan)能(neng)源消(xiao)費(fei)比重31.9%,較2015年(nian)(nian)(nian)(nian)(nian)下降(jiang)19.5個(ge)百(bai)分點;石油(you)及制品消(xiao)費(fei)175.5萬噸(dun)(dun),占(zhan)能(neng)源消(xiao)費(fei)比重14.4%,較2015年(nian)(nian)(nian)(nian)(nian)下降(jiang)1.8個(ge)百(bai)分點;天然氣消(xiao)費(fei)約9.3億立方米,較2015年(nian)(nian)(nian)(nian)(nian)翻(fan)兩番,消(xiao)費(fei)比重由2015年(nian)(nian)(nian)(nian)(nian)1.5%提高(gao)至(zhi)2020年(nian)(nian)(nian)(nian)(nian)的(de)6.3%;全(quan)社會(hui)用電量(liang)由2015年(nian)(nian)(nian)(nian)(nian)的(de)284.1億千瓦(wa)時增加至(zhi)2020年(nian)(nian)(nian)(nian)(nian)的(de)403.8億千瓦(wa)時,年(nian)(nian)(nian)(nian)(nian)均(jun)增速達7.3%。人(ren)均(jun)居民生活(huo)用電量(liang)大幅提高(gao),2020年(nian)(nian)(nian)(nian)(nian)達1152千瓦(wa)時/人(ren),較2015年(nian)(nian)(nian)(nian)(nian)提高(gao)36.8%。 2. 能源(yuan)保障能力穩步(bu)增強 電(dian)力(li)保障(zhang)方面,截至2020年(nian)底,全市(shi)發電(dian)裝機490.8萬千(qian)(qian)瓦,較2015年(nian)新(xin)增(zeng)(zeng)151.3萬千(qian)(qian)瓦。新(xin)增(zeng)(zeng)110千(qian)(qian)伏(fu)及以(yi)上線路1372公里、變(bian)電(dian)容量1380萬千(qian)(qian)伏(fu)安(an),建(jian)成(cheng)500千(qian)(qian)伏(fu)永康變(bian)、220千(qian)(qian)伏(fu)孟(meng)湖變(bian)等工程,電(dian)網(wang)供電(dian)可靠率(lv)達(da)99.978%。 熱(re)(re)力保障方(fang)面,到2020年底,全(quan)市主要燃煤(mei)、生物質供熱(re)(re)企業(ye)9家,合(he)計供熱(re)(re)能力約達1750蒸噸/小(xiao)時,有效(xiao)滿足浦江經(jing)濟開發區、義烏佛堂赤(chi)岸工業(ye)園(yuan)區、蘭溪經(jing)濟開發區蘭江片(pian)等(deng)主要園(yuan)區的用熱(re)(re)需求。 油氣(qi)保障方(fang)面,“十三五”期間建成省級天然(ran)氣(qi)管網212公里(li),順利(li)實現天然(ran)氣(qi)“縣(xian)縣(xian)通”,加快天然(ran)氣(qi)儲備能力建設,形成340余萬立方(fang)米的(de)儲氣(qi)能力。加速充(chong)電基礎設施布局,建成公用、專用充(chong)換(huan)電站222座(zuo),充(chong)電樁5247個(ge)。 3. 能源(yuan)清潔化水平大(da)幅(fu)提升 2020年(nian)(nian)(nian)(nian)清潔能源消費(fei)量193.6萬(wan)(wan)噸標(biao)準煤(mei),占能源消費(fei)總(zong)量的(de)10.8%(不(bu)含(han)外來電(dian)部分(fen)),較2015年(nian)(nian)(nian)(nian)提(ti)(ti)高6.4個百分(fen)點(dian)。天然氣消費(fei)大(da)幅提(ti)(ti)升,2020年(nian)(nian)(nian)(nian)消費(fei)9.3億立方米,較2015年(nian)(nian)(nian)(nian)增(zeng)加7.3億立方米,消費(fei)比(bi)重提(ti)(ti)高4.7個百分(fen)點(dian);可再(zai)生裝機(ji)比(bi)由(you)(you)2015年(nian)(nian)(nian)(nian)的(de)15.6%提(ti)(ti)高至(zhi)(zhi)2020年(nian)(nian)(nian)(nian)的(de)38.0%,其中(zhong),光伏裝機(ji)由(you)(you)2015年(nian)(nian)(nian)(nian)的(de)6.0萬(wan)(wan)千(qian)瓦提(ti)(ti)高至(zhi)(zhi)2020年(nian)(nian)(nian)(nian)的(de)119.0萬(wan)(wan)千(qian)瓦,生物(wu)質(zhi)由(you)(you)2015年(nian)(nian)(nian)(nian)6.2提(ti)(ti)高至(zhi)(zhi)2020年(nian)(nian)(nian)(nian)的(de)20.2萬(wan)(wan)千(qian)瓦。完成(cheng)全市(shi)35蒸(zheng)噸/小時(shi)以下高污染燃料(liao)鍋(guo)爐(lu)淘汰工作(zuo)。完成(cheng)蘭溪(xi)電(dian)廠(chang)及-熱電(dian)企業燃煤(mei)機(ji)組(zu)超(chao)低排放(fang)改造工作(zuo)。 4. 能源利用效(xiao)率(lv)持(chi)續提升 在(zai)全(quan)省(sheng)率先(xian)實行浦(pu)江縣水晶園區區域能(neng)(neng)評(ping)(ping)改革(ge)試點(dian),重(zhong)點(dian)圍繞(rao)全(quan)市(shi)省(sheng)級特(te)色小鎮、工業(ye)功能(neng)(neng)區,完成(cheng)30個區塊的(de)區域能(neng)(neng)評(ping)(ping)改革(ge),抓(zhua)實重(zhong)點(dian)用能(neng)(neng)企業(ye)能(neng)(neng)源監管,嚴(yan)控高耗能(neng)(neng)項(xiang)目(mu)能(neng)(neng)評(ping)(ping)審批(pi)。圍繞(rao)工業(ye)、公共機構、建筑(zhu)、交(jiao)通等重(zhong)點(dian)領域,推進全(quan)社會(hui)節能(neng)(neng)增(zeng)效(xiao)。2020年(nian)全(quan)市(shi)單(dan)位(wei)GDP能(neng)(neng)耗下(xia)降至0.39噸標準煤/萬(wan)元,“十三五”累計下(xia)降13.5%。 5. 能源(yuan)產業發(fa)展(zhan)不斷突破 能源(yuan)科技(ji)裝備(bei)技(ji)術不(bu)斷(duan)突(tu)破,新(xin)能源(yuan)汽車產業快速(su)(su)發展(zhan)。新(xin)能源(yuan)汽車小(xiao)鎮累計完成固定資產投資超100億元,成功入(ru)選首批省(sheng)級高新(xin)技(ji)術特色小(xiao)鎮。新(xin)能源(yuan)汽車零(ling)部件(jian)及(ji)車身生(sheng)產穩步前行,動(dong)(dong)(dong)力電(dian)池生(sheng)產達(da)國內(nei)一流水平,自動(dong)(dong)(dong)變速(su)(su)及(ji)新(xin)能源(yuan)驅動(dong)(dong)(dong)系統項目列入(ru)省(sheng)內(nei)重(zhong)點。吉利(li)、氫(qing)途、芯盛等優質企業也在自動(dong)(dong)(dong)變速(su)(su)器、氫(qing)燃料電(dian)池、芯片(pian)設計與(yu)測封等領域不(bu)斷(duan)取得(de)突(tu)破。 6. 能(neng)源體制改(gai)革扎實(shi)推進 積極推(tui)(tui)動資(zi)源(yuan)要(yao)素市場化(hua)配(pei)置(zhi)改(gai)革,推(tui)(tui)進用(yong)能(neng)(neng)(neng)權市場化(hua)改(gai)革、配(pei)合(he)開展電(dian)力直接交(jiao)易改(gai)革、增量(liang)配(pei)電(dian)網改(gai)革、地(di)方電(dian)廠管(guan)理(li)。健全完(wan)善節(jie)能(neng)(neng)(neng)管(guan)理(li)、監察、服(fu)務“三位一體”的節(jie)能(neng)(neng)(neng)管(guan)理(li)體系。完(wan)成(cheng)省(sheng)重點(dian)用(yong)能(neng)(neng)(neng)企業能(neng)(neng)(neng)源(yuan)利用(yong)管(guan)理(li)系統平(ping)臺(tai)建(jian)設(she),推(tui)(tui)進用(yong)能(neng)(neng)(neng)監測管(guan)理(li)智(zhi)能(neng)(neng)(neng)化(hua),抓實(shi)191家年耗能(neng)(neng)(neng)5000噸(dun)標準煤以上重點(dian)用(yong)能(neng)(neng)(neng)企業的能(neng)(neng)(neng)源(yuan)監管(guan)。創(chuang)新(xin)探索綜合(he)能(neng)(neng)(neng)源(yuan)服(fu)務,啟動綜合(he)能(neng)(neng)(neng)源(yuan)服(fu)務平(ping)臺(tai)建(jian)設(she)。完(wan)成(cheng)甬金金屬(shu)科技新(xin)增用(yong)能(neng)(neng)(neng)項目用(yong)能(neng)(neng)(neng)權交(jiao)易,涉及6.6萬噸(dun)標準煤。 注:[ ]內數(shu)據是指(zhi)年均X個增加百分點。 (二)存(cun)在(zai)的問題 1. 能源“雙(shuang)控(kong)”任務(wu)依舊(jiu)艱巨 能(neng)源消費方面,2020年(nian),全(quan)市(shi)能(neng)源消費總(zong)量1787.1萬(wan)噸標(biao)準(zhun)(zhun)煤,“十(shi)三五”累計(ji)增長15.3%,超過(guo)12.0%能(neng)耗(hao)控(kong)制目標(biao),能(neng)源消費總(zong)量控(kong)制難(nan)度較大;單位GDP能(neng)耗(hao)方面,已從2015年(nian)的(de)0.47噸標(biao)準(zhun)(zhun)煤/萬(wan)元(yuan)下降至2020年(nian)的(de)0.39噸標(biao)準(zhun)(zhun)煤/萬(wan)元(yuan),累計(ji)降幅達(da)17.0%,能(neng)效進(jin)一步(bu)提升空間(jian)十(shi)分(fen)有限。“十(shi)四五”時期(qi),在碳達(da)峰碳中(zhong)和目標(biao)下,高能(neng)耗(hao)的(de)建(jian)材、紡織、鑄(zhu)造等作為區(qu)域(yu)(yu)性支柱(zhu)行(xing)業(ye)(ye)的(de)產業(ye)(ye)結構特點導致能(neng)源“雙控(kong)”難(nan)度加大,能(neng)源領域(yu)(yu)碳排放要(yao)求更加嚴格。 2. 能源(yuan)低碳清潔(jie)水平有待提高 浙江作為全(quan)(quan)國(guo)清(qing)潔(jie)(jie)能(neng)源(yuan)示范省,清(qing)潔(jie)(jie)能(neng)源(yuan)利用(yong)水平遠(yuan)高于全(quan)(quan)國(guo)平均,但金華(hua)(hua)受傳(chuan)統產業(ye)用(yong)能(neng)結(jie)構、資源(yuan)稟賦等(deng)影響(xiang),可再生能(neng)源(yuan)消費比重較全(quan)(quan)省平均水平低7.8個(ge)百分點左右,“十四五”是碳達峰碳中和關鍵期(qi)、窗口期(qi),能(neng)源(yuan)清(qing)潔(jie)(jie)低碳轉型進程(cheng)不(bu)斷(duan)加快,“雙碳”目標對金華(hua)(hua)目前以高碳的(de)化石能(neng)源(yuan)為主的(de)能(neng)源(yuan)結(jie)構提出了新要求,能(neng)源(yuan)生產和消費結(jie)構都(dou)將(jiang)迎來重大調整,全(quan)(quan)市高質量(liang)、規模(mo)化綠(lv)色(se)低碳的(de)清(qing)潔(jie)(jie)能(neng)源(yuan)產業(ye)布局需要進一步明確。 3. 能源(yuan)基礎(chu)設(she)施仍存短板 電(dian)(dian)網(wang)方(fang)面(mian),浙西南可(ke)再生(sheng)(sheng)(sheng)能源擠(ji)占(zhan)特高(gao)(gao)壓直流送出和(he)福建來電(dian)(dian)的(de)500千伏(fu)(fu)通道(dao)疏(shu)散能力,局部(bu)線路(lu)超(chao)運行限(xian)(xian)額。隨著電(dian)(dian)網(wang)規(gui)模不斷擴大,系統短路(lu)容(rong)量不斷上(shang)升,局部(bu)地區(qu)短路(lu)電(dian)(dian)流水平面(mian)臨超(chao)限(xian)(xian)的(de)問(wen)題。天(tian)然(ran)氣方(fang)面(mian),部(bu)分(fen)地區(qu)城鄉管網(wang)建設相對滯后(hou),全市天(tian)然(ran)氣應急(ji)調峰能力和(he)利用(yong)水平有待提高(gao)(gao)。可(ke)再生(sheng)(sheng)(sheng)能源方(fang)面(mian),受陸(lu)上(shang)風(feng)電(dian)(dian)發展政策、光伏(fu)(fu)補貼(tie)退(tui)坡、資源條件有限(xian)(xian)等因素(su)影響發展受限(xian)(xian),2020年可(ke)再生(sheng)(sheng)(sheng)能源消費比重(zhong)僅為4.5%,雖有所(suo)上(shang)漲(zhang),但(dan)比重(zhong)依然(ran)較低,后(hou)續發展面(mian)臨挑戰。 (三(san))面臨(lin)的(de)形勢 1. 能(neng)源總體形勢 一是能(neng)(neng)源(yuan)低(di)碳發(fa)展重要(yao)轉(zhuan)型期。人類共同應對(dui)氣候變化,各國紛(fen)紛(fen)制定能(neng)(neng)源(yuan)低(di)碳轉(zhuan)型戰(zhan)略,國家積極響應,提(ti)出2030年(nian)前(qian)碳排放(fang)達(da)峰(feng)(feng)值,2060年(nian)實(shi)現碳中和。國家減排新目標為(wei)能(neng)(neng)源(yuan)低(di)碳發(fa)展指明(ming)新方向(xiang),金華將緊(jin)緊(jin)抓(zhua)牢“十四五”碳達(da)峰(feng)(feng)的(de)關鍵期和窗口期,緊(jin)密圍繞2030年(nian)前(qian)實(shi)現碳達(da)峰(feng)(feng)開(kai)展工作,能(neng)(neng)源(yuan)領域供給側(ce)以安全保障和清潔(jie)低(di)碳為(wei)中心(xin),構建(jian)多能(neng)(neng)互補(bu)的(de)能(neng)(neng)源(yuan)供應系(xi)統;消費側(ce)以節約(yue)高效為(wei)中心(xin),切(qie)實(shi)推進節能(neng)(neng)降碳。 2. 能源供需(xu)形勢 “十四(si)五”時(shi)期,金華GDP維(wei)持6.5%以上年均增(zeng)長速度,在碳(tan)達峰碳(tan)中(zhong)和目標下,全市產(chan)業結構加(jia)速轉型,各領域節能(neng)和能(neng)效水平持續提升,能(neng)源生產(chan)清潔(jie)替(ti)代和能(neng)源消費(fei)電能(neng)替(ti)代加(jia)快推進(jin),工(gong)業、建筑、交通、居(ju)民(min)等重點領域用電需求加(jia)速提升。 一是能(neng)源(yuan)和(he)(he)電(dian)(dian)力需求維持剛(gang)性(xing)中速(su)增(zeng)(zeng)長(chang)(chang)。“十(shi)三五”時(shi)期,金華能(neng)源(yuan)消(xiao)費總量年均增(zeng)(zeng)長(chang)(chang)2.9%,全社會(hui)(hui)用(yong)(yong)電(dian)(dian)量年均增(zeng)(zeng)長(chang)(chang)7.3%。“十(shi)四五”為有(you)效支(zhi)撐經濟社會(hui)(hui)發展,全市能(neng)源(yuan)和(he)(he)電(dian)(dian)力需求仍將(jiang)維持剛(gang)性(xing)中高(gao)速(su)增(zeng)(zeng)長(chang)(chang)態勢,預(yu)計(ji)能(neng)源(yuan)消(xiao)費總量年均增(zeng)(zeng)長(chang)(chang)1.6%~2.7%,新(xin)增(zeng)(zeng)用(yong)(yong)能(neng)150~250萬噸標煤。為加快(kuai)推(tui)進碳(tan)達峰碳(tan)中和(he)(he)目標,全市各領域電(dian)(dian)氣化水平(ping)快(kuai)速(su)提高(gao),用(yong)(yong)電(dian)(dian)需求將(jiang)維持中高(gao)速(su)增(zeng)(zeng)長(chang)(chang)態勢,全社會(hui)(hui)用(yong)(yong)電(dian)(dian)量分別年均增(zeng)(zeng)長(chang)(chang)4.0%~6.0%,新(xin)增(zeng)(zeng)用(yong)(yong)電(dian)(dian)量90~140億千瓦(wa)時(shi)。 二(er)是制造(zao)業(ye)(ye)現(xian)(xian)代化水平的(de)提升(sheng)(sheng)將(jiang)持(chi)續推動二(er)產(chan)能源消費總(zong)量(liang)和用電量(liang)保持(chi)中速增長(chang)。新能源汽車及零部件、智能裝備等十大標(biao)志性產(chan)業(ye)(ye)鏈提升(sheng)(sheng)工程以及紡織服裝、食(shi)品制造(zao)等傳(chuan)統塊狀經濟向(xiang)現(xian)(xian)代產(chan)業(ye)(ye)集群轉型升(sheng)(sheng)級都將(jiang)拉高二(er)產(chan)用能量(liang)、用電量(liang)和用熱量(liang),預計“十四(si)五(wu)”期間(jian)新增160萬噸標(biao)煤以上、新增用電量(liang)35億千瓦時以上。 三(san)是(shi)交(jiao)通(tong)(tong)運輸和現代服(fu)務(wu)業的(de)(de)快速(su)發展將推(tui)動(dong)三(san)產能(neng)源消費總量(liang)和用(yong)電(dian)量(liang)高速(su)增(zeng)長。“十四五”期(qi)末,全市鐵路及軌(gui)道交(jiao)通(tong)(tong)總里程達400公里,交(jiao)通(tong)(tong)領域新增(zeng)用(yong)電(dian)量(liang)5億千(qian)瓦(wa)時(shi)(shi)以上。2020年,金華(hua)商(shang)業服(fu)務(wu)業人(ren)均用(yong)電(dian)量(liang)990千(qian)瓦(wa)時(shi)(shi),低于全省的(de)(de)1107千(qian)瓦(wa)時(shi)(shi)。到(dao)2025年,金華(hua)商(shang)業服(fu)務(wu)業的(de)(de)人(ren)均用(yong)電(dian)量(liang)預計達到(dao)1500千(qian)瓦(wa)時(shi)(shi)/人(ren)左右,新增(zeng)用(yong)電(dian)量(liang)35億千(qian)瓦(wa)時(shi)(shi)左右。 四是居民生(sheng)活(huo)用(yong)能、用(yong)電仍(reng)將保(bao)持較快增速。2020年,金華人(ren)均生(sheng)活(huo)用(yong)電量(liang)為(wei)1152千瓦(wa)(wa)時/人(ren),隨著全市城(cheng)鎮化進程加(jia)快和人(ren)民生(sheng)活(huo)水(shui)平的(de)提升,電氣化水(shui)平也將大幅提升,預計2025年人(ren)均居民生(sheng)活(huo)用(yong)電量(liang)達到1423千瓦(wa)(wa)時/人(ren)左右,新增用(yong)電量(liang)約(yue)30億千瓦(wa)(wa)時左右。 二、總體要求 (一(yi))指導思想(xiang) 堅持創(chuang)新驅動,科學發展(zhan)。推動技(ji)術(shu)創(chuang)新,發揮企(qi)業的主體(ti)作(zuo)用,實現產(chan)學研深度融(rong)合(he),加快能(neng)源科技(ji)自主創(chuang)新步伐(fa)。深化(hua)能(neng)源技(ji)術(shu)及其關(guan)聯產(chan)業重點領域(yu)體(ti)制(zhi)改革和機制(zhi)創(chuang)新,大力發展(zhan)綠色金(jin)融(rong),加強用能(neng)權、碳排放權交易市場(chang)協同創(chuang)新發展(zhan)。 堅持智(zhi)慧共享,融(rong)合(he)發(fa)展。把(ba)握能(neng)源(yuan)系統(tong)性特點,加快(kuai)推進能(neng)源(yuan)新技(ji)術、先進信息技(ji)術與(yu)(yu)能(neng)源(yuan)系統(tong)的深度融(rong)合(he),推動多種(zhong)能(neng)源(yuan)系統(tong)高效耦(ou)合(he)應用,實現可再生能(neng)源(yuan)與(yu)(yu)常(chang)規能(neng)源(yuan),分布式能(neng)源(yuan)系統(tong)與(yu)(yu)城市熱網(wang)、電網(wang)的融(rong)合(he)發(fa)展。 “十四五”期間,金華能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發展(zhan)(zhan)緊(jin)緊(jin)圍繞碳(tan)達(da)峰碳(tan)中和(he)戰略決(jue)策,深(shen)入推(tui)動(dong)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)綠色低碳(tan)發展(zhan)(zhan),能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費(fei)總量和(he)煤炭總量得(de)到(dao)有效(xiao)控制(zhi),單(dan)位GDP能(neng)(neng)(neng)(neng)(neng)耗進(jin)(jin)一(yi)(yi)步下降。一(yi)(yi)批綜合能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)、可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)、電(dian)(dian)網(wang)、油(you)氣基礎設施(shi)等重大能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)項目建成運(yun)行,實現能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)多(duo)元清潔供應;通過開(kai)展(zhan)(zhan)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)“雙控”,電(dian)(dian)力、天然氣等清潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利用(yong)和(he)多(duo)領域節能(neng)(neng)(neng)(neng)(neng)工作(zuo),持續推(tui)動(dong)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費(fei)模(mo)式向低碳(tan)高(gao)效(xiao)邁(mai)進(jin)(jin);同時(shi)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產業的(de)綠色智慧發展(zhan)(zhan),能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)制(zhi)度的(de)綠色創新,能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)合作(zuo)的(de)開(kai)放共贏,共同助推(tui)金華踐行“兩山”理念(nian),提(ti)高(gao)生(sheng)態治理現代(dai)化(hua)水平。 ——能(neng)源消(xiao)費總量(liang)目(mu)標。到(dao)2025年(nian),能(neng)源消(xiao)費總量(liang)控制在1987萬(wan)噸標準煤,年(nian)均增速2.1%。萬(wan)元(yuan)GDP能(neng)耗累計下(xia)降完成浙江省(sheng)下(xia)達的(de)工作目(mu)標。全社會用電(dian)量(liang)達515億千瓦(wa)時左(zuo)右,“十四五”年(nian)均增速5.0%。 ——能(neng)源(yuan)消(xiao)費(fei)(fei)結(jie)構目標。到2025年(nian),清潔能(neng)源(yuan)消(xiao)費(fei)(fei)比(bi)重(zhong)(zhong)力爭達23.1%。天然氣消(xiao)費(fei)(fei)比(bi)重(zhong)(zhong)達16.3%,可再(zai)生能(neng)源(yuan)消(xiao)費(fei)(fei)比(bi)重(zhong)(zhong)達6.8%,煤炭(tan)消(xiao)費(fei)(fei)比(bi)重(zhong)(zhong)控(kong)制在26%左(zuo)右(you),石(shi)油及制品(pin)消(xiao)費(fei)(fei)比(bi)重(zhong)(zhong)在13%左(zuo)右(you)。 ——能源安(an)(an)全(quan)保障(zhang)目標。到(dao)2025年,全(quan)市(shi)電源裝(zhuang)機(ji)總量達812.5萬千(qian)(qian)瓦,清潔能源裝(zhuang)機(ji)達524.3萬千(qian)(qian)瓦,占電力總裝(zhuang)機(ji)容量的(de)64.5%;新增110千(qian)(qian)伏(fu)及以上輸電線路1878.2公(gong)里,變電容量1011.7萬千(qian)(qian)伏(fu)安(an)(an)。 ——民(min)生改(gai)善目標。到2025年,居民(min)人均生活(huo)用(yong)電量達1423千(qian)瓦時(shi),供電可靠率達99.990%以上(shang)。新增天然氣加氣站2座,公用(yong)充換電站128座,充電樁3300個以上(shang)。 三、主要任務 (一)推(tui)動能源(yuan)供(gong)應改(gai)革(ge),構建多元低碳保(bao)障體系 1. 提(ti)升清潔能源發(fa)展水(shui)平 積極響應碳(tan)達(da)峰(feng)碳(tan)中和(he)要求,創新發展模(mo)式,扎(zha)實推(tui)進清潔(jie)能(neng)源(yuan)項目建(jian)設(she),提升(sheng)清潔(jie)能(neng)源(yuan)利用規模(mo)。2025年,預(yu)計全市清潔(jie)能(neng)源(yuan)消費總量達(da)459.0萬噸標(biao)準煤,占能(neng)源(yuan)消費比(bi)重達(da)23.1%。 進(jin)(jin)一步(bu)擴大太陽能(neng)利用(yong)范(fan)圍(wei)。深挖分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)(fu)(fu)潛力(li)。開(kai)展整縣(市、區(qu))推進(jin)(jin)屋頂分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)(fu)(fu)建(jian)設(she),利用(yong)城鄉居民(min)屋頂建(jian)設(she)用(yong)戶光伏(fu)(fu)(fu)(fu)(fu);工業園區(qu)、經濟技(ji)術(shu)開(kai)發(fa)區(qu)、特色小鎮(zhen)以及學(xue)校、商場等(deng)公共建(jian)筑發(fa)展“自發(fa)自用(yong)、余電(dian)(dian)上網”的(de)分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)(fu)(fu);積(ji)(ji)極(ji)開(kai)展新(xin)建(jian)建(jian)筑一體(ti)化(hua)光伏(fu)(fu)(fu)(fu)(fu)發(fa)電(dian)(dian)系統,加快建(jian)筑屋頂太陽能(neng)熱(re)水器和光伏(fu)(fu)(fu)(fu)(fu)發(fa)電(dian)(dian)系統一體(ti)化(hua)應用(yong)。鼓(gu)勵集中式(shi)(shi)光伏(fu)(fu)(fu)(fu)(fu)發(fa)展。利用(yong)荒山坡地、設(she)施(shi)農業等(deng)用(yong)地標準化(hua)建(jian)設(she)集中式(shi)(shi)光伏(fu)(fu)(fu)(fu)(fu)電(dian)(dian)站。“十四五”期間(jian),新(xin)增光伏(fu)(fu)(fu)(fu)(fu)發(fa)電(dian)(dian)裝機容量超100萬千(qian)瓦(wa)。同(tong)時,積(ji)(ji)極(ji)探索電(dian)(dian)化(hua)學(xue)儲(chu)能(neng)、電(dian)(dian)動汽車參(can)與儲(chu)能(neng)、壓縮空(kong)氣儲(chu)能(neng)、電(dian)(dian)熱(re)冷綜合儲(chu)能(neng)等(deng)各類新(xin)型儲(chu)能(neng)設(she)施(shi)發(fa)展,將“光伏(fu)(fu)(fu)(fu)(fu)+儲(chu)能(neng)”作為(wei)能(neng)源(yuan)碳達峰的(de)重要路徑(jing)。 有效提(ti)高生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)利(li)用(yong)規(gui)模。根(gen)據生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)資源(yuan)分布特性(xing),因地制宜(yi)發展生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)及(ji)垃圾(ji)無(wu)害化(hua)綜(zong)合利(li)用(yong)。保障(zhang)金義(yi)新區(qu)農林生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)焚燒熱電聯產項目(mu)(mu)、東(dong)陽市(shi)生(sheng)(sheng)活(huo)垃圾(ji)綜(zong)合利(li)用(yong)一期項目(mu)(mu)、蘭溪農林生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)熱電聯產項目(mu)(mu)、永(yong)康市(shi)垃圾(ji)焚燒廠擴容(rong)項目(mu)(mu)以及(ji)磐安縣(xian)生(sheng)(sheng)活(huo)垃圾(ji)焚燒發電項目(mu)(mu)建成投產,“十四五”期間生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)發電新增(zeng)裝(zhuang)機容(rong)量約16.8萬千瓦。 深入開(kai)展氣(qi)電增(zeng)發行動。加快(kuai)浙(zhe)江中西部天然(ran)氣(qi)發電廠項目建(jian)(jian)設,新建(jian)(jian)兩套H級聯(lian)合(he)(he)(he)循環燃(ran)氣(qi)機組,裝(zhuang)機規(gui)模150萬(wan)千(qian)(qian)瓦(wa)(wa)(wa)。推(tui)進鎮(zhen)海燃(ran)機遷建(jian)(jian)項目建(jian)(jian)設,新建(jian)(jian)一套9F聯(lian)合(he)(he)(he)循環燃(ran)氣(qi)機組,裝(zhuang)機規(gui)模49萬(wan)千(qian)(qian)瓦(wa)(wa)(wa),力爭“十四五”建(jian)(jian)成投產(chan)。結合(he)(he)(he)綜合(he)(he)(he)能源(yuan)服(fu)務試(shi)點項目,探索分布式天然(ran)氣(qi)綜合(he)(he)(he)利(li)用。2025年末(mo),天然(ran)氣(qi)發電項目新增(zeng)裝(zhuang)機容量約200萬(wan)千(qian)(qian)瓦(wa)(wa)(wa)左右。 積極(ji)推(tui)進抽水蓄(xu)能建(jian)設(she)。提升電(dian)能質量(liang)和(he)調(diao)節能力,保障(zhang)電(dian)力供(gong)應安(an)全、穩定,加快磐安(an)抽水蓄(xu)能電(dian)站(zhan)建(jian)設(she),爭(zheng)取“十(shi)四五(wu)”期(qi)間部分建(jian)成,推(tui)動浦江縣(xian)白(bai)石源抽水蓄(xu)能電(dian)站(zhan)項(xiang)目,力爭(zheng)“十(shi)四五(wu)”開工建(jian)設(she)。 加快能(neng)源(yuan)供給轉型,圍(wei)繞(rao)源(yuan)網(wang)荷儲(chu)一體化和多(duo)能(neng)互(hu)補,通過數字化手(shou)段推動橫向(xiang)“電熱冷氣(qi)水”縱向(xiang)“源(yuan)網(wang)荷儲(chu)調(diao)”的多(duo)元能(neng)源(yuan)形態(tai)協同轉化、集中(zhong)式與分布式能(neng)源(yuan)協同運行的綜(zong)合(he)能(neng)源(yuan)服(fu)務(wu)系統,重點圍(wei)繞(rao)產業平臺、城市(shi)新區(qu)、未來社(she)區(qu)推進綜(zong)合(he)能(neng)源(yuan)服(fu)務(wu)示范(fan)建設(she)。 打造(zao)園(yuan)區(qu)(qu)型(xing)綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)服務(wu)基地。綜合(he)評估全市現有(you)蘭溪電(dian)(dian)廠、金(jin)華燃機等燃煤、天然(ran)氣(qi)電(dian)(dian)廠周(zhou)邊產業集聚和(he)用(yong)能(neng)(neng)(neng)需(xu)求,選取條件較為(wei)成熟(shu)的廠址開(kai)展改造(zao)型(xing)綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產業服務(wu)場景試點。以(yi)綠色、低碳(tan)、智(zhi)慧、高效(xiao)(xiao)為(wei)目標(biao),重點圍繞園(yuan)區(qu)(qu)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)、交(jiao)通(tong)、建筑(zhu)等領域開(kai)展多(duo)能(neng)(neng)(neng)互補、多(duo)元融合(he)、協調控(kong)制(zhi)的園(yuan)區(qu)(qu)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)綜合(he)提(ti)升,有(you)效(xiao)(xiao)保障園(yuan)區(qu)(qu)用(yong)戶用(yong)熱、用(yong)電(dian)(dian)、用(yong)氣(qi)需(xu)求,提(ti)高可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納比例。搭(da)建園(yuan)區(qu)(qu)智(zhi)慧能(neng)(neng)(neng)源(yuan)(yuan)(yuan)管理服務(wu)平臺,有(you)效(xiao)(xiao)串聯智(zhi)慧電(dian)(dian)廠、彈(dan)性電(dian)(dian)網、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)用(yong)戶、充電(dian)(dian)基礎設施等供需(xu)環節(jie),提(ti)高能(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)效(xiao)(xiao)率和(he)服務(wu)水平,降低用(yong)能(neng)(neng)(neng)成本,實(shi)現化石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)清潔高效(xiao)(xiao)利用(yong)。到2025年,基本實(shi)現產業園(yuan)區(qu)(qu)(開(kai)發區(qu)(qu))綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)服務(wu)全覆蓋。 建(jian)設城(cheng)(cheng)市型綜(zong)合能(neng)(neng)源服(fu)務區。針(zhen)對金(jin)華(hua)高鐵(tie)新(xin)城(cheng)(cheng)、湖海塘新(xin)區等集中(zhong)(zhong)式能(neng)(neng)源供(gong)應設施服(fu)務未覆蓋的(de)產城(cheng)(cheng)融合發展(zhan)空間,重點圍(wei)繞冷熱負荷大(da)的(de)文體、教育、醫(yi)療(liao)、酒店、冷鏈(lian)倉儲等大(da)型公共建(jian)筑區域,建(jian)設城(cheng)(cheng)市綜(zong)合能(neng)(neng)源服(fu)務區。源端采用(yong)(yong)天然氣、光(guang)伏(fu)、地(di)熱、生物質(zhi)等形式實(shi)現(xian)清(qing)潔替代(dai),用(yong)(yong)端通過電代(dai)油、電代(dai)煤等方式提(ti)高電氣化(hua)水平;升級(ji)能(neng)(neng)源網(wang)絡(luo)設施,實(shi)現(xian)分布式可再(zai)生能(neng)(neng)源、冷熱電三聯供(gong)、燃(ran)料電池、儲能(neng)(neng)、充電基礎設施等深度融合;以用(yong)(yong)戶為中(zhong)(zhong)心(xin),完善新(xin)業態、新(xin)模(mo)式、新(xin)應用(yong)(yong),打造能(neng)(neng)源產輸交易全(quan)鏈(lian)條。開發綠(lv)色(se)金(jin)融服(fu)務實(shi)現(xian)碳交易,以能(neng)(neng)源的(de)綠(lv)色(se)低碳發展(zhan)推動碳中(zhong)(zhong)和城(cheng)(cheng)區試點建(jian)設。 加快淘汰落后過(guo)剩產能(neng)。以能(neng)源利(li)用(yong)效(xiao)率(lv)提升為核心,以嚴控高(gao)(gao)能(neng)耗(hao)項(xiang)目(mu)為抓手,嚴格(ge)執行(xing)(xing)環保(bao)、能(neng)耗(hao)、安全等法律法規(gui)和技術標準。對已有“兩高(gao)(gao)”項(xiang)目(mu)進行(xing)(xing)重點監測,強(qiang)化閉環化管理。著力控制(zhi)區域內建材、紡織(zhi)、鑄造等行(xing)(xing)業產能(neng),推動高(gao)(gao)能(neng)耗(hao)生產工(gong)序外移,有效(xiao)減少(shao)能(neng)源消耗(hao)。通(tong)過(guo)抑制(zhi)不合理生產方式提高(gao)(gao)能(neng)源利(li)用(yong)效(xiao)率(lv),實現生產用(yong)能(neng)的綠色、節約、高(gao)(gao)效(xiao)。 嚴(yan)格(ge)控(kong)制“兩(liang)高”項目(mu)發展。差別化分解雙控(kong)目(mu)標,推(tui)動能(neng)(neng)(neng)源資源向優勢(shi)行業(ye)、優勢(shi)項目(mu)傾斜。持續深(shen)化產業(ye)結(jie)構調整,強化節(jie)能(neng)(neng)(neng)審查管理,研(yan)究制訂嚴(yan)格(ge)控(kong)制新上(shang)“兩(liang)高”項目(mu)的實(shi)施(shi)意見(jian),從工(gong)藝技術、主要用能(neng)(neng)(neng)設備、節(jie)能(neng)(neng)(neng)措施(shi)等(deng)(deng)方面切實(shi)加強項目(mu)節(jie)能(neng)(neng)(neng)先進(jin)性審查,對超過(guo)標準的新上(shang)工(gong)業(ye)項目(mu),嚴(yan)格(ge)落實(shi)產能(neng)(neng)(neng)和能(neng)(neng)(neng)耗減(jian)量(等(deng)(deng)量)替代(dai)、用能(neng)(neng)(neng)權交易等(deng)(deng)政策(ce)。 大(da)(da)(da)(da)力推進工(gong)業(ye)(ye)用(yong)能(neng)綠色(se)(se)升級(ji)。加大(da)(da)(da)(da)傳統產(chan)(chan)業(ye)(ye)節能(neng)改(gai)造力度,抓住碳達峰、碳中和(he)產(chan)(chan)業(ye)(ye)結構調整機(ji)遇,以產(chan)(chan)業(ye)(ye)綠色(se)(se)低碳轉型為重(zhong)點,以數字經濟為引領(ling),以先進制造業(ye)(ye)與現代服務業(ye)(ye)融合發展為重(zhong)點,前瞻(zhan)性(xing)布局新能(neng)源、節能(neng)裝備等低碳新興(xing)產(chan)(chan)業(ye)(ye)。推動重(zhong)點企(qi)業(ye)(ye)開(kai)展能(neng)效對標,組(zu)織開(kai)展工(gong)業(ye)(ye)節能(neng)降碳改(gai)造,大(da)(da)(da)(da)力開(kai)展資源綜合化利用(yong),建設一批綠色(se)(se)工(gong)廠(chang)和(he)綠色(se)(se)工(gong)業(ye)(ye)園區。聚(ju)焦(jiao)生態環境影(ying)響大(da)(da)(da)(da)、消(xiao)費需求旺盛(sheng)、對產(chan)(chan)業(ye)(ye)鏈供(gong)應鏈有重(zhong)要影(ying)響的工(gong)業(ye)(ye)產(chan)(chan)品,加大(da)(da)(da)(da)綠色(se)(se)產(chan)(chan)品供(gong)給,引領(ling)和(he)帶動綠色(se)(se)消(xiao)費。 進一步提升煤(mei)炭清潔高效利用。按照國家和(he)全省要求(qiu),嚴(yan)格控制(zhi)煤(mei)炭消(xiao)費增長。優先保障(zhang)發(fa)電用煤(mei),進一步壓減(jian)非電領域煤(mei)炭消(xiao)費量。優化燃煤(mei)熱(re)(re)電布局(ju),集中(zhong)供熱(re)(re)覆蓋區(qu)域禁止新建(jian)、擴建(jian)分散供熱(re)(re)鍋爐,已(yi)建(jian)成(cheng)的分散供熱(re)(re)鍋爐要在具備集中(zhong)供熱(re)(re)條件后關停。嚴(yan)格控制(zhi)非電重點耗煤(mei)企業煤(mei)炭消(xiao)費量,減(jian)少直接(jie)燃燒及原(yuan)料用煤(mei)。 2. 提高生活領(ling)域能效水平(ping)
