日前(qian),生態環(huan)境部等7部門(men)發布關于印發《減污降碳協同增(zeng)效實施方(fang)案》的(de)通知,其中提到:

推進固(gu)體(ti)廢(fei)物污染防治協同(tong)控(kong)制(zhi)。推進退役動(dong)力電池、光伏(fu)組件、風電機(ji)組葉片等新型廢(fei)棄物回收(shou)利(li)用。

為(wei)深入貫徹落實黨中(zhong)(zhong)央、國(guo)務院關(guan)于碳達峰碳中(zhong)(zhong)和決策部署(shu),落實新發展階段生態文明建設有關(guan)要求,協(xie)同推進(jin)減污降碳,實現(xian)一(yi)體(ti)謀劃(hua)、一(yi)體(ti)部署(shu)、一(yi)體(ti)推進(jin)、一(yi)體(ti)考核,制定本(ben)實施方(fang)案。

一、面臨形勢

黨的十八(ba)大以(yi)來,我(wo)國(guo)(guo)生(sheng)(sheng)(sheng)態文(wen)(wen)明建(jian)設和生(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)保(bao)護(hu)取得歷史(shi)性成就(jiu),生(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)質量持續(xu)改善,碳排(pai)放(fang)強度顯著(zhu)降(jiang)低。但(dan)也要看到(dao),我(wo)國(guo)(guo)發展(zhan)不平衡、不充(chong)分問(wen)題(ti)依然突出,生(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)保(bao)護(hu)形勢依然嚴峻,結構性、根源(yuan)性、趨勢性壓(ya)力(li)總體上尚未根本緩解(jie),實現(xian)美麗中國(guo)(guo)建(jian)設和碳達(da)峰(feng)碳中和目(mu)標愿景任(ren)重道遠(yuan)。與發達(da)國(guo)(guo)家基本解(jie)決環(huan)境(jing)(jing)污染問(wen)題(ti)后轉入強化碳排(pai)放(fang)控制(zhi)階段不同,當前我(wo)國(guo)(guo)生(sheng)(sheng)(sheng)態文(wen)(wen)明建(jian)設同時面臨(lin)實現(xian)生(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)根本好轉和碳達(da)峰(feng)碳中和兩大戰略任(ren)務,生(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)多目(mu)標治理要求進一步凸顯,協同推進減污降(jiang)碳已成為我(wo)國(guo)(guo)新發展(zhan)階段經濟(ji)社會發展(zhan)全(quan)面綠色轉型的必然選擇。

面對生(sheng)態(tai)文明建(jian)設新(xin)形勢新(xin)任務新(xin)要求,基于環(huan)(huan)境污(wu)染物和碳(tan)(tan)排放高度(du)同(tong)根同(tong)源(yuan)的特征,必(bi)須立足(zu)實際,遵(zun)循減污(wu)降(jiang)碳(tan)(tan)內在規律,強化源(yuan)頭治理(li)、系(xi)統治理(li)、綜合治理(li),切(qie)實發揮好降(jiang)碳(tan)(tan)行動(dong)對生(sheng)態(tai)環(huan)(huan)境質量(liang)改(gai)善(shan)的源(yuan)頭牽引(yin)作用(yong),充分(fen)利用(yong)現有生(sheng)態(tai)環(huan)(huan)境制度(du)體系(xi)協(xie)同(tong)促進低碳(tan)(tan)發展,創新(xin)政策措施,優(you)化治理(li)路線,推動(dong)減污(wu)降(jiang)碳(tan)(tan)協(xie)同(tong)增效(xiao)。

二、總體要求

(一)指導思想(xiang)。

以(yi)習近平新(xin)時(shi)代(dai)中(zhong)國(guo)特色社會(hui)主(zhu)義思(si)(si)想(xiang)為指導,全(quan)(quan)面(mian)(mian)貫徹黨的十九大(da)和(he)十九屆歷次(ci)全(quan)(quan)會(hui)精神,按照黨中(zhong)央、國(guo)務院決策部(bu)署,深入(ru)貫徹習近平生(sheng)態文明(ming)思(si)(si)想(xiang),堅持穩中(zhong)求進(jin)工作總(zong)基調,立足新(xin)發(fa)展階段,完(wan)整(zheng)(zheng)、準確、全(quan)(quan)面(mian)(mian)貫徹新(xin)發(fa)展理念,構建(jian)新(xin)發(fa)展格局(ju),推動(dong)高質量發(fa)展,把實現(xian)減污(wu)降碳協同增效(xiao)作為促進(jin)經濟社會(hui)發(fa)展全(quan)(quan)面(mian)(mian)綠(lv)色轉(zhuan)型的總(zong)抓手(shou),錨定美麗中(zhong)國(guo)建(jian)設(she)和(he)碳達峰碳中(zhong)和(he)目(mu)標,科學把握(wo)污(wu)染防治(zhi)和(he)氣(qi)候(hou)治(zhi)理的整(zheng)(zheng)體性,以(yi)結構調整(zheng)(zheng)、布局(ju)優化(hua)為關鍵,以(yi)優化(hua)治(zhi)理路徑為重點,以(yi)政策協同、機制創(chuang)新(xin)為手(shou)段,完(wan)善法規(gui)標準,強化(hua)科技(ji)支(zhi)撐(cheng),全(quan)(quan)面(mian)(mian)提高環境治(zhi)理綜合效(xiao)能,實現(xian)環境效(xiao)益、氣(qi)候(hou)效(xiao)益、經濟效(xiao)益多(duo)贏。

(二)工(gong)作(zuo)原則(ze)。

突出協(xie)(xie)同(tong)(tong)(tong)增(zeng)效(xiao)。堅持系統(tong)觀念,統(tong)籌(chou)碳(tan)達峰碳(tan)中和與(yu)(yu)生態環(huan)境(jing)(jing)保護相關工作,強(qiang)化目標(biao)協(xie)(xie)同(tong)(tong)(tong)、區(qu)域(yu)協(xie)(xie)同(tong)(tong)(tong)、領域(yu)協(xie)(xie)同(tong)(tong)(tong)、任務協(xie)(xie)同(tong)(tong)(tong)、政策協(xie)(xie)同(tong)(tong)(tong)、監管協(xie)(xie)同(tong)(tong)(tong),增(zeng)強(qiang)生態環(huan)境(jing)(jing)政策與(yu)(yu)能源產業政策協(xie)(xie)同(tong)(tong)(tong)性,以(yi)碳(tan)達峰行動進(jin)一步深(shen)化環(huan)境(jing)(jing)治理,以(yi)環(huan)境(jing)(jing)治理助推高(gao)質(zhi)量(liang)達峰。

強化源(yuan)(yuan)頭(tou)防控。緊(jin)盯(ding)環境(jing)污(wu)染物和碳排放主要源(yuan)(yuan)頭(tou),突出主要領(ling)域、重點行(xing)業(ye)和關鍵環節(jie),強化資源(yuan)(yuan)能源(yuan)(yuan)節(jie)約和高效(xiao)利(li)用,加快形成有利(li)于減(jian)污(wu)降碳的產業(ye)結構、生產方(fang)式和生活方(fang)式。

優化技(ji)(ji)術(shu)路徑(jing)。統(tong)籌水、氣、土、固廢、溫(wen)室氣體等領域減排要求,優化治(zhi)理目(mu)標、治(zhi)理工藝和技(ji)(ji)術(shu)路線,優先采用基于自然的解決方(fang)案,加(jia)強技(ji)(ji)術(shu)研(yan)發應用,強化多污染物與溫(wen)室氣體協(xie)同(tong)控制,增(zeng)強污染防治(zhi)與碳排放治(zhi)理的協(xie)調性。

注重機(ji)制(zhi)創新(xin)。充(chong)分利用現有(you)法律、法規、標(biao)準、政(zheng)策體系和(he)統(tong)計、監測、監管能力(li),完善管理制(zhi)度、基礎能力(li)和(he)市場機(ji)制(zhi),一(yi)體推進減污(wu)(wu)降(jiang)碳(tan),形成有(you)效激勵(li)約(yue)束,有(you)力(li)支撐減污(wu)(wu)降(jiang)碳(tan)目標(biao)任務落地實施。

鼓(gu)勵先(xian)行先(xian)試。發揮基層積極(ji)性和(he)(he)創造力,創新管理方式(shi),形成各具特色的典型做(zuo)法和(he)(he)有效(xiao)(xiao)模(mo)式(shi),加強推廣應(ying)用,實現多(duo)層面、多(duo)領域減(jian)污降碳協同(tong)增效(xiao)(xiao)。

(三)主要目(mu)標(biao)。

到2025年,減污降碳協同(tong)推(tui)進的(de)工(gong)作(zuo)格局基本形(xing)成(cheng);重點(dian)區域(yu)、重點(dian)領域(yu)結構(gou)優化調整(zheng)和綠色低碳發(fa)展(zhan)取得(de)明(ming)顯成(cheng)效;形(xing)成(cheng)一(yi)批可(ke)(ke)復制(zhi)、可(ke)(ke)推(tui)廣(guang)的(de)典型經驗;減污降碳協同(tong)度有效提升。

到2030年,減污降碳(tan)協同(tong)能力(li)顯(xian)著(zhu)提升,助力(li)實現(xian)碳(tan)達峰(feng)目標(biao);大(da)氣污染防治重點區域碳(tan)達峰(feng)與空氣質(zhi)量改善協同(tong)推進取得顯(xian)著(zhu)成效;水、土(tu)壤、固體廢(fei)物等(deng)污染防治領(ling)域協同(tong)治理水平(ping)顯(xian)著(zhu)提高。

三、加強源頭防控

(四)強化生(sheng)態(tai)環(huan)(huan)境分(fen)區(qu)管控。構建城市(shi)化地(di)區(qu)、農產品主產區(qu)、重點生(sheng)態(tai)功(gong)能(neng)區(qu)分(fen)類(lei)指導的(de)減污(wu)降碳(tan)政策體(ti)系。銜(xian)接國(guo)土空(kong)間規(gui)劃分(fen)區(qu)和(he)(he)用途管制(zhi)要求,將(jiang)碳(tan)達峰碳(tan)中(zhong)和(he)(he)要求納入“三線一單(dan)”(生(sheng)態(tai)保(bao)護紅線、環(huan)(huan)境質量(liang)底線、資源利(li)用上線和(he)(he)生(sheng)態(tai)環(huan)(huan)境準入清單(dan))分(fen)區(qu)管控體(ti)系。增強區(qu)域(yu)環(huan)(huan)境質量(liang)改(gai)善目標對(dui)能(neng)源和(he)(he)產業布局的(de)引(yin)導作用,研(yan)究(jiu)建立以區(qu)域(yu)環(huan)(huan)境質量(liang)改(gai)善和(he)(he)碳(tan)達峰目標為導向的(de)產業準入及退(tui)(tui)出清單(dan)制(zhi)度。加(jia)(jia)大(da)污(wu)染(ran)嚴重地(di)區(qu)結構調整和(he)(he)布局優化力度,加(jia)(jia)快推動重點區(qu)域(yu)、重點流(liu)域(yu)落(luo)后和(he)(he)過(guo)剩(sheng)產能(neng)退(tui)(tui)出。依法加(jia)(jia)快城市(shi)建成區(qu)重污(wu)染(ran)企業搬遷改(gai)造或關閉退(tui)(tui)出。(生(sheng)態(tai)環(huan)(huan)境部、國(guo)家發展改(gai)革委、工業和(he)(he)信息化部、自(zi)然資源部、水(shui)利(li)部按職(zhi)責分(fen)工負責)

(五)加強生態環(huan)境(jing)準入管(guan)理。堅決遏(e)制(zhi)高(gao)耗(hao)能(neng)、高(gao)排放、低水平(ping)項目(mu)(mu)盲目(mu)(mu)發(fa)展,高(gao)耗(hao)能(neng)、高(gao)排放項目(mu)(mu)審(shen)批要嚴格落實國家(jia)(jia)產(chan)(chan)(chan)業(ye)(ye)(ye)規劃、產(chan)(chan)(chan)業(ye)(ye)(ye)政(zheng)策、“三線一單”、環(huan)評審(shen)批、取(qu)水許可(ke)審(shen)批、節能(neng)審(shen)查以及污染物區域削減替代等(deng)要求,采取(qu)先(xian)進適用的工藝技(ji)術和(he)裝備,提升高(gao)耗(hao)能(neng)項目(mu)(mu)能(neng)耗(hao)準入標(biao)準,能(neng)耗(hao)、物耗(hao)、水耗(hao)要達到清潔(jie)生產(chan)(chan)(chan)先(xian)進水平(ping)。持續加強產(chan)(chan)(chan)業(ye)(ye)(ye)集群環(huan)境(jing)治理,明確產(chan)(chan)(chan)業(ye)(ye)(ye)布局和(he)發(fa)展方向(xiang),高(gao)起點(dian)設(she)定項目(mu)(mu)準入類別,引導(dao)產(chan)(chan)(chan)業(ye)(ye)(ye)向(xiang)“專(zhuan)精特(te)新(xin)”轉型。在(zai)產(chan)(chan)(chan)業(ye)(ye)(ye)結構調(diao)整(zheng)指導(dao)目(mu)(mu)錄中(zhong)考(kao)慮(lv)減污降(jiang)碳協同(tong)增(zeng)效要求,優化(hua)(hua)鼓勵類、限(xian)制(zhi)類、淘汰類相關(guan)(guan)項目(mu)(mu)類別。優化(hua)(hua)生態環(huan)境(jing)影響(xiang)相關(guan)(guan)評價(jia)方法和(he)準入要求,推動在(zai)沙漠、戈壁、荒(huang)漠地(di)區加快規劃建設(she)大(da)型風電光(guang)伏(fu)基地(di)項目(mu)(mu)。大(da)氣污染防治重點(dian)區域嚴禁新(xin)增(zeng)鋼鐵、焦化(hua)(hua)、煉油、電解鋁(lv)、水泥(ni)、平(ping)板玻(bo)璃(不含光(guang)伏(fu)玻(bo)璃)等(deng)產(chan)(chan)(chan)能(neng)。(生態環(huan)境(jing)部(bu)(bu)、國家(jia)(jia)發(fa)展改革委、工業(ye)(ye)(ye)和(he)信息(xi)化(hua)(hua)部(bu)(bu)、水利部(bu)(bu)、市場監管(guan)總局、國家(jia)(jia)能(neng)源(yuan)局按職責(ze)分工負責(ze))
