金昌市貫徹(che)落實國務(wu)院和(he)省政府穩(wen)住經濟一攬子政策措(cuo)施(shi)實施(shi)方(fang)案

為(wei)深入貫徹習近平(ping)總(zong)書(shu)記(ji)關于“疫(yi)情要防住、經濟(ji)要穩住、發(fa)展要安全”的重要指示精神,認(ren)真落(luo)(luo)實省委(wei)省政(zheng)府(fu)“二季度企(qi)穩發(fa)力、全年穩中有進”的部(bu)署要求(qiu),推動穩住經濟(ji)的一(yi)攬子政(zheng)策措施落(luo)(luo)實落(luo)(luo)細,盡快發(fa)揮更大(da)政(zheng)策效應,制定(ding)本實施方案。

一、持(chi)續(xu)加大財(cai)政政策支(zhi)持(chi)力度

11.拓寬技(ji)能(neng)提升(sheng)補(bu)貼(tie)受益(yi)范圍。領取失業(ye)(ye)保險金(jin)人(ren)員(yuan)當年取得職(zhi)(zhi)業(ye)(ye)資格證書或(huo)職(zhi)(zhi)業(ye)(ye)技(ji)能(neng)等(deng)級(ji)證書的(de),按照初級(ji)(五級(ji))1000元、中級(ji)(四級(ji))1500元、高(gao)級(ji)(三(san)級(ji))2000元標(biao)準(zhun)申(shen)請(qing)技(ji)能(neng)提升(sheng)補(bu)貼(tie)。企(qi)業(ye)(ye)在職(zhi)(zhi)職(zhi)(zhi)工參(can)加失業(ye)(ye)保險1年以上,取得職(zhi)(zhi)業(ye)(ye)資格證書或(huo)職(zhi)(zhi)業(ye)(ye)技(ji)能(neng)等(deng)級(ji)證書的(de),可(ke)按規定申(shen)請(qing)技(ji)能(neng)提升(sheng)補(bu)貼(tie),每人(ren)每年享受補(bu)貼(tie)次數最多不超過(guo)三(san)次。政策執行(xing)期限(xian)至2022年12月31日。(責任單(dan)位:市(shi)人(ren)社局(ju)、市(shi)財政局(ju))

12.保(bao)(bao)障失(shi)(shi)業(ye)(ye)(ye)人員(yuan)基本生活。繼續(xu)實施失(shi)(shi)業(ye)(ye)(ye)保(bao)(bao)險(xian)(xian)保(bao)(bao)障擴圍(wei)政策(ce),2022年1月(yue)1日至12月(yue)31日期間新發生的參保(bao)(bao)失(shi)(shi)業(ye)(ye)(ye)人員(yuan),對領取(qu)失(shi)(shi)業(ye)(ye)(ye)保(bao)(bao)險(xian)(xian)金期滿仍(reng)未(wei)就業(ye)(ye)(ye)的、不(bu)(bu)符合領取(qu)失(shi)(shi)業(ye)(ye)(ye)保(bao)(bao)險(xian)(xian)金條件的參保(bao)(bao)失(shi)(shi)業(ye)(ye)(ye)人員(yuan),發放6個月(yue)的失(shi)(shi)業(ye)(ye)(ye)補助金;對參保(bao)(bao)不(bu)(bu)滿1年的失(shi)(shi)業(ye)(ye)(ye)農民工,發放3個月(yue)的臨(lin)時生活補助。(責任單位:市人社局、市財政局)
