對沒有(you)國家水(shui)污染(ran)(ran)(ran)物排(pai)(pai)放標準的特色產業、特有(you)污染(ran)(ran)(ran)物,或者(zhe)國家有(you)明(ming)確要(yao)求(qiu)(qiu)的特定水(shui)污染(ran)(ran)(ran)源或者(zhe)水(shui)污染(ran)(ran)(ran)物,抓緊制定湖南省(sheng)水(shui)污染(ran)(ran)(ran)物排(pai)(pai)放標準。(省(sheng)生態環境(jing)廳(ting))制定《洞庭(ting)湖總(zong)磷污染(ran)(ran)(ran)控制與削減攻堅行(xing)(xing)動(dong)計(ji)劃2021-2025》,啟(qi)動(dong)洞庭(ting)湖降磷行(xing)(xing)動(dong)計(ji)劃,控制總(zong)磷排(pai)(pai)放總(zong)量(liang)。督促嚴(yan)格(ge)落實按照許可排(pai)(pai)污要(yao)求(qiu)(qiu),采取(qu)有(you)效措(cuo)施控制總(zong)磷排(pai)(pai)放濃度和排(pai)(pai)放總(zong)量(liang)。對排(pai)(pai)污口和周邊環境(jing)進行(xing)(xing)總(zong)磷監測(ce),依法公(gong)開監測(ce)信(xin)息。(省(sheng)生態環境(jing)廳(ting)、省(sheng)發展改革委) (二十七)加強宣傳(chuan)引導。加(jia)(jia)強輿論引(yin)導,用好(hao)傳(chuan)統媒體和新媒體等多種平臺,加(jia)(jia)強長江(jiang)流(liu)域生(sheng)態環境保護(hu)和綠(lv)色發(fa)展(zhan)的宣(xuan)(xuan)傳(chuan)教育。新聞媒體采(cai)取多種形式開(kai)展(zhan)長江(jiang)流(liu)域生(sheng)態環境保護(hu)和綠(lv)色發(fa)展(zhan)的宣(xuan)(xuan)傳(chuan)教育,并依法(fa)(fa)對違法(fa)(fa)行(xing)為進行(xing)輿論監督。結合長江(jiang)經(jing)濟帶發(fa)展(zhan)周年宣(xuan)(xuan)傳(chuan),組(zu)織開(kai)展(zhan)《長江(jiang)保護(hu)法(fa)(fa)》集中宣(xuan)(xuan)傳(chuan)活動(dong),推動(dong)《長江(jiang)保護(hu)法(fa)(fa)》宣(xuan)(xuan)傳(chuan)進企業、進農村、進機關、進校園、進社區。大力提升(sheng)從業人員(yuan)素質,強化法(fa)(fa)治意識、環保意識,落實(shi)“誰執法(fa)(fa)誰普法(fa)(fa)”普法(fa)(fa)責任制,把《長江(jiang)保護(hu)法(fa)(fa)》宣(xuan)(xuan)傳(chuan)融入(ru)法(fa)(fa)治實(shi)踐全過程。
