《廣東省培育新能源戰略性新興產業集群行動計劃(2021—2025年):2025年儲能2GW!》

9月29日,廣東省發(fa)改(gai)委等多部門印發(fa)廣東省培(pei)育(yu)新能(neng)(neng)源戰略性新興產(chan)業集群行(xing)動(dong)計劃(2021—2025年(nian))。《行(xing)動(dong)計劃》提出氫能(neng)(neng)產(chan)業鏈培(pei)育(yu)工(gong)程、先進(jin)儲能(neng)(neng)應用工(gong)程等八大重點工(gong)程。先進(jin)儲能(neng)(neng)應用工(gong)程方面要:推動(dong)電網側儲能(neng)(neng)布局,推進(jin)電源側火電聯(lian)合(he)儲能(neng)(neng)和“可再生(sheng)能(neng)(neng)源+儲能(neng)(neng)”發(fa)電系(xi)統建設,鼓勵用戶側儲能(neng)(neng)電站和智慧(hui)樓宇(yu)建設。計劃到2025年(nian),形成儲能(neng)(neng)規(gui)(gui)模約(yue)200萬千瓦;儲能(neng)(neng)初(chu)步實現(xian)規(gui)(gui)模化發(fa)展,形成源—網—荷—儲全面布局。

儲能(neng)(neng)(neng)技(ji)(ji)術(shu)攻關方面要研(yan)發推(tui)廣液(ye)流電(dian)池、鈉離子電(dian)池等(deng)化學儲能(neng)(neng)(neng)技(ji)(ji)術(shu),適合南方的低溫蓄冷實用(yong)(yong)(yong)技(ji)(ji)術(shu),以及(ji)鋰(li)離子動力電(dian)池梯次(ci)利(li)用(yong)(yong)(yong)、飛輪儲能(neng)(neng)(neng)及(ji)混合儲能(neng)(neng)(neng)技(ji)(ji)術(shu)等(deng),推(tui)動新型充(chong)換電(dian)技(ji)(ji)術(shu)和裝(zhuang)備的研(yan)發。加強儲能(neng)(neng)(neng)系統集成、試驗檢測、監(jian)控(kong)運維、梯次(ci)利(li)用(yong)(yong)(yong)技(ji)(ji)術(shu)研(yan)發應用(yong)(yong)(yong)。

行動計劃(2021-2025年)

為貫徹(che)省委、省政府關于推(tui)進(jin)制造強(qiang)省建設的工作部署,加快培(pei)育(yu)新(xin)(xin)(xin)能源戰(zhan)略(lve)性(xing)新(xin)(xin)(xin)興產(chan)業(ye)集群(qun),促進(jin)產(chan)業(ye)邁向全球價值鏈高端(duan),依據《廣東(dong)省人(ren)民政府關于培(pei)育(yu)發展戰(zhan)略(lve)性(xing)支柱產(chan)業(ye)集群(qun)和戰(zhan)略(lve)性(xing)新(xin)(xin)(xin)興產(chan)業(ye)集群(qun)的意見(jian)》(粵府函〔2020〕82號)等文件精神,制定本(ben)行(xing)動計劃(hua)。

一、總體情況

本行(xing)動計劃所指的新能(neng)(neng)源產業主要包(bao)括核(he)能(neng)(neng)、風能(neng)(neng)、天然氣(qi)及其水合物(wu)、太(tai)陽(yang)能(neng)(neng)、氫能(neng)(neng)、生物(wu)質能(neng)(neng)、地熱能(neng)(neng)、海洋能(neng)(neng)、智(zhi)能(neng)(neng)電網(wang)、儲能(neng)(neng)等(deng)領域。

(一)發(fa)(fa)(fa)(fa)展現(xian)(xian)狀。近年來,我省(sheng)積極統籌利(li)用新能(neng)(neng)源資源和開發(fa)(fa)(fa)(fa)條(tiao)件,堅持技(ji)術(shu)引領(ling)(ling)、項目(mu)帶(dai)動(dong),推動(dong)新能(neng)(neng)源開發(fa)(fa)(fa)(fa)與產(chan)業發(fa)(fa)(fa)(fa)展相互促進:一是(shi)產(chan)業規(gui)模(mo)不斷壯大。風能(neng)(neng)、太(tai)陽能(neng)(neng)、生物(wu)質能(neng)(neng)實現(xian)(xian)規(gui)模(mo)化(hua)(hua)應用,核(he)電(dian)(dian)(dian)裝機規(gui)模(mo)、天然(ran)氣(qi)儲備能(neng)(neng)力(li)全(quan)國領(ling)(ling)先,海上(shang)風電(dian)(dian)(dian)進入快(kuai)速(su)發(fa)(fa)(fa)(fa)展通道。截至2019年底,全(quan)省(sheng)新能(neng)(neng)源發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機規(gui)模(mo)5153萬千瓦(wa)(其中(zhong)核(he)電(dian)(dian)(dian)裝機1614萬千瓦(wa),氣(qi)電(dian)(dian)(dian)裝機2250萬千瓦(wa),風電(dian)(dian)(dian)、光伏(fu)、生物(wu)質發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機1289萬千瓦(wa)),較“十二(er)五(wu)”末增長93%,非化(hua)(hua)石能(neng)(neng)源消(xiao)費約占全(quan)省(sheng)能(neng)(neng)源消(xiao)費總量的29%;建成(cheng)天然(ran)氣(qi)主干管網(wang)2200公里(li),LNG(液化(hua)(hua)天然(ran)氣(qi))接收站(zhan)(zhan)4座,充電(dian)(dian)(dian)站(zhan)(zhan)約2350座,充電(dian)(dian)(dian)樁約12萬個,加氫(qing)站(zhan)(zhan)34座;2019年全(quan)省(sheng)新能(neng)(neng)源產(chan)業營業收入約4100億元。二(er)是(shi)產(chan)業技(ji)術(shu)水平(ping)加快(kuai)提升。風力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)機組、逆變器、高效太(tai)陽能(neng)(neng)電(dian)(dian)(dian)池和集(ji)(ji)熱器、氫(qing)燃料電(dian)(dian)(dian)池電(dian)(dian)(dian)堆等研發(fa)(fa)(fa)(fa)制造處于全(quan)國領(ling)(ling)先地位,氫(qing)能(neng)(neng)利(li)用、儲能(neng)(neng)技(ji)術(shu)、充電(dian)(dian)(dian)樁和智能(neng)(neng)電(dian)(dian)(dian)網(wang)建設位居全(quan)國前列(lie),自主品牌“華龍(long)一號”三代(dai)核(he)電(dian)(dian)(dian)技(ji)術(shu)達到國際先進水平(ping),天然(ran)氣(qi)水合物(wu)連創試采紀錄。三是(shi)產(chan)業集(ji)(ji)聚效應逐步顯現(xian)(xian)。在核(he)電(dian)(dian)(dian)、海上(shang)風電(dian)(dian)(dian)、太(tai)陽能(neng)(neng)、氫(qing)能(neng)(neng)產(chan)業方面產(chan)生了一批(pi)優(you)勢特(te)色企業,形(xing)成(cheng)了骨(gu)干企業帶(dai)動(dong)、重大項目(mu)支撐、上(shang)下游企業集(ji)(ji)聚發(fa)(fa)(fa)(fa)展的態勢。

(二(er))存(cun)在(zai)問題與面臨(lin)挑戰(zhan)。存(cun)在(zai)問題:一是(shi)資源(yuan)(yuan)(yuan)(yuan)(yuan)利(li)(li)用(yong)不(bu)夠充(chong)分(fen)。風能(neng)(neng)、太陽(yang)能(neng)(neng)發(fa)電(dian)裝機規(gui)模(mo)明(ming)顯低于蘇浙魯(lu)等(deng)省(sheng)份(fen),天然(ran)氣開(kai)發(fa)利(li)(li)用(yong)水(shui)平(ping)(ping)還有待提高,地熱能(neng)(neng)、海洋能(neng)(neng)、天然(ran)氣水(shui)合物(wu)等(deng)資源(yuan)(yuan)(yuan)(yuan)(yuan)豐(feng)富的新(xin)(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)尚處(chu)于示范(fan)、試采階段,開(kai)發(fa)成(cheng)本(ben)較高。二(er)是(shi)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)基礎設施建設仍需(xu)加(jia)(jia)快。電(dian)網建設不(bu)能(neng)(neng)滿足大規(gui)模(mo)新(xin)(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)發(fa)展(zhan)需(xu)求,粵東西北(bei)部(bu)分(fen)地市及縣區天然(ran)氣管(guan)網不(bu)完善。三(san)是(shi)自(zi)主創(chuang)新(xin)(xin)(xin)(xin)能(neng)(neng)力(li)有待提高。國(guo)(guo)家級(ji)(ji)(ji)和(he)(he)省(sheng)級(ji)(ji)(ji)聯合創(chuang)新(xin)(xin)(xin)(xin)平(ping)(ping)臺建設推進(jin)緩慢,高級(ji)(ji)(ji)創(chuang)新(xin)(xin)(xin)(xin)人才缺乏,企業研(yan)發(fa)投入(ru)不(bu)足,關鍵核(he)心技術、設備和(he)(he)材料依賴進(jin)口。四(si)(si)是(shi)整體(ti)競爭力(li)不(bu)強。缺少帶動力(li)和(he)(he)控制力(li)強的龍(long)頭企業,產(chan)(chan)業配套和(he)(he)集聚效應不(bu)夠明(ming)顯,高端裝備制造水(shui)平(ping)(ping)落(luo)后于長三(san)角地區,產(chan)(chan)業標準體(ti)系和(he)(he)產(chan)(chan)品檢測認證體(ti)系有待完善等(deng)。面臨(lin)挑戰(zhan):一是(shi)國(guo)(guo)際(ji)貿(mao)易壁壘增(zeng)多(duo)、技術封鎖加(jia)(jia)劇。二(er)是(shi)各省(sheng)份(fen)競相(xiang)將(jiang)新(xin)(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業作(zuo)為重點發(fa)展(zhan)的戰(zhan)略性(xing)新(xin)(xin)(xin)(xin)興產(chan)(chan)業,競爭越發(fa)激(ji)烈。三(san)是(shi)石(shi)油等(deng)傳統能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)價(jia)格波動加(jia)(jia)劇,省(sheng)內(nei)自(zi)產(chan)(chan)氣源(yuan)(yuan)(yuan)(yuan)(yuan)少、天然(ran)氣利(li)(li)用(yong)成(cheng)本(ben)處(chu)于全國(guo)(guo)高位。四(si)(si)是(shi)國(guo)(guo)土資源(yuan)(yuan)(yuan)(yuan)(yuan)、環境(jing)保護、軍事(shi)影(ying)響等(deng)約(yue)束趨(qu)緊,國(guo)(guo)家相(xiang)關補貼政策退坡等(deng),給(gei)新(xin)(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)帶來(lai)新(xin)(xin)(xin)(xin)的挑戰(zhan)。

(三)優(you)勢和(he)發(fa)(fa)(fa)展機遇。我省(sheng)(sheng)是經濟大(da)省(sheng)(sheng),能源(yuan)消費(fei)需求大(da),隨(sui)著(zhu)粵港(gang)澳大(da)灣區和(he)“一(yi)核一(yi)帶一(yi)區”發(fa)(fa)(fa)展戰略的(de)(de)(de)(de)全(quan)面實施,為(wei)新能源(yuan)產(chan)(chan)(chan)業(ye)發(fa)(fa)(fa)展提供了更加(jia)有(you)利的(de)(de)(de)(de)政策(ce)和(he)市場(chang)環境;新能源(yuan)產(chan)(chan)(chan)業(ye)已具備(bei)較好(hao)的(de)(de)(de)(de)發(fa)(fa)(fa)展基(ji)礎和(he)較強的(de)(de)(de)(de)競爭能力(li),海(hai)洋能、地熱能、生物質(zhi)能資(zi)源(yuan)和(he)技術(shu)優(you)勢突(tu)出,商業(ye)化開(kai)發(fa)(fa)(fa)應用進程(cheng)有(you)望(wang)加(jia)速;港(gang)口(kou)資(zi)源(yuan)和(he)海(hai)洋油(you)氣資(zi)源(yuan)豐富,在海(hai)上(shang)天然氣及其水合物開(kai)采(cai)和(he)LNG接(jie)收站建(jian)設(she)等方面發(fa)(fa)(fa)展潛力(li)巨(ju)大(da);省(sheng)(sheng)內良好(hao)的(de)(de)(de)(de)制造(zao)業(ye)基(ji)礎和(he)凸顯的(de)(de)(de)(de)電子信息產(chan)(chan)(chan)業(ye)優(you)勢,為(wei)新能源(yuan)制造(zao)業(ye)提升、產(chan)(chan)(chan)業(ye)融(rong)合發(fa)(fa)(fa)展提供了有(you)力(li)的(de)(de)(de)(de)支(zhi)撐。

二、工作目標

大力(li)發(fa)展先進核能(neng)(neng)、海(hai)(hai)上風電、太陽能(neng)(neng)等優(you)勢(shi)產(chan)業(ye)(ye)(ye),加快培育氫能(neng)(neng)、儲能(neng)(neng)、智慧能(neng)(neng)源(yuan)(yuan)等新興產(chan)業(ye)(ye)(ye),建設沿海(hai)(hai)新能(neng)(neng)源(yuan)(yuan)產(chan)業(ye)(ye)(ye)帶和省內差異(yi)布局(ju)的(de)產(chan)業(ye)(ye)(ye)集聚區,助推能(neng)(neng)源(yuan)(yuan)清(qing)潔低碳化(hua)轉型(xing),到2025年,全(quan)省非化(hua)石(shi)能(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)約占(zhan)全(quan)省能(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總(zong)量的(de)30 %,形成(cheng)國內領先、世界一流的(de)新能(neng)(neng)源(yuan)(yuan)產(chan)業(ye)(ye)(ye)集群(qun)。

(一)擴大產(chan)業(ye)(ye)規(gui)(gui)模。到(dao)(dao)2025年,新(xin)能(neng)源(yuan)發電(dian)裝機(ji)(ji)規(gui)(gui)模約(yue)(yue)(yue)10250 萬(wan)(wan)千(qian)瓦(wa)(wa)(其中核電(dian)裝機(ji)(ji)約(yue)(yue)(yue)1850萬(wan)(wan)千(qian)瓦(wa)(wa),氣電(dian)裝機(ji)(ji)約(yue)(yue)(yue)4200萬(wan)(wan)千(qian)瓦(wa)(wa),風電(dian)、光伏、生物質發電(dian)裝機(ji)(ji)約(yue)(yue)(yue)4200萬(wan)(wan)千(qian)瓦(wa)(wa)),天然氣供應能(neng)力超過700億立方米(mi),制氫(qing)規(gui)(gui)模約(yue)(yue)(yue)8萬(wan)(wan)噸,氫(qing)燃(ran)料(liao)電(dian)池約(yue)(yue)(yue)500萬(wan)(wan)千(qian)瓦(wa)(wa),儲能(neng)規(gui)(gui)模約(yue)(yue)(yue)200萬(wan)(wan)千(qian)瓦(wa)(wa);全省新(xin)能(neng)源(yuan)產(chan)業(ye)(ye)營(ying)業(ye)(ye)收入達到(dao)(dao)7300億元,新(xin)能(neng)源(yuan)產(chan)業(ye)(ye)增加值達到(dao)(dao)1800億元。

(二)提升創(chuang)新(xin)能(neng)(neng)(neng)力(li)。在核電(dian)、海上風電(dian)、太陽(yang)能(neng)(neng)(neng)、氫燃料(liao)電(dian)池、天然氣及其水(shui)合物、智能(neng)(neng)(neng)電(dian)網等領域(yu)建成一批重(zhong)點實驗室(shi)、工程研究中心(xin)、產業(ye)(ye)創(chuang)新(xin)中心(xin)、企業(ye)(ye)技(ji)術(shu)中心(xin)等國(guo)家(jia)級和(he)省級創(chuang)新(xin)平臺,培育一批具(ju)有國(guo)際(ji)先進水(shui)平的創(chuang)新(xin)型龍頭企業(ye)(ye),形成一批國(guo)內(nei)(nei)領先、具(ju)有國(guo)際(ji)競爭(zheng)力(li)的核心(xin)技(ji)術(shu)和(he)自主品牌,推(tui)動(dong)廣東(dong)成為國(guo)內(nei)(nei)新(xin)能(neng)(neng)(neng)源示范區(qu)、產業(ye)(ye)技(ji)術(shu)和(he)商業(ye)(ye)模式創(chuang)新(xin)區(qu)。

(三)完善基礎(chu)設施。到(dao)2025年,初步(bu)(bu)建(jian)成(cheng)安全、可靠(kao)、綠(lv)色、高效的(de)智(zhi)能電(dian)網(wang)(wang)體系(xi);儲能初步(bu)(bu)實(shi)現(xian)規模化發展(zhan),形成(cheng)源—網(wang)(wang)—荷—儲全面布(bu)局;天然(ran)氣主干管網(wang)(wang)實(shi)現(xian)互聯互通,建(jian)成(cheng)天然(ran)氣主干管網(wang)(wang)2780公里,進口(kou)LNG接收(shou)站儲氣能力達(da)到(dao)534萬方(液態);建(jian)成(cheng)充(chong)電(dian)站約(yue)3600座,充(chong)電(dian)樁約(yue)17萬個(ge),加氫站約(yue)300座,基本建(jian)成(cheng)適(shi)應珠(zhu)三角需求、輻射周邊的(de)充(chong)電(dian)、加氫設施體系(xi)。

(四)強化產業(ye)協同(tong)(tong)。通過整合(he)或調(diao)整規劃,建成(cheng)一批在國內外具有(you)影(ying)響力的新能(neng)源裝備和產品研發制造(zao)基地(di),新能(neng)源產業(ye)規劃、設計(ji)、運維等應用服務體系不斷完善(shan),資源配置和產業(ye)協同(tong)(tong)更(geng)加高效。

三、重點任務

(一(yi))有(you)序(xu)推(tui)(tui)(tui)動新(xin)能源開(kai)發(fa)應用(yong)(yong)。安(an)全(quan)高效(xiao)發(fa)展核電(dian)(dian),規(gui)模化開(kai)發(fa)海上(shang)風(feng)電(dian)(dian),因地(di)制(zhi)宜(yi)發(fa)展分散式(shi)陸上(shang)風(feng)電(dian)(dian),提高天然(ran)氣利用(yong)(yong)水平,大(da)(da)力推(tui)(tui)(tui)進(jin)(jin)(jin)太陽能發(fa)電(dian)(dian)和(he)集熱;推(tui)(tui)(tui)進(jin)(jin)(jin)丙烷脫氫(qing)(qing)(qing)(qing)等(deng)(deng)(deng)工(gong)業(ye)副產氫(qing)(qing)(qing)(qing)、谷電(dian)(dian)制(zhi)氫(qing)(qing)(qing)(qing)及清(qing)潔能源制(zhi)氫(qing)(qing)(qing)(qing)等(deng)(deng)(deng)氫(qing)(qing)(qing)(qing)源建設,擴大(da)(da)氫(qing)(qing)(qing)(qing)能利用(yong)(yong)規(gui)模;穩步推(tui)(tui)(tui)進(jin)(jin)(jin)生(sheng)(sheng)物天然(ran)氣開(kai)發(fa);推(tui)(tui)(tui)廣地(di)熱能與集中(zhong)供熱、制(zhi)冷、燃機(ji)發(fa)電(dian)(dian)等(deng)(deng)(deng)方面的(de)應用(yong)(yong),示范開(kai)發(fa)海洋(yang)能。推(tui)(tui)(tui)進(jin)(jin)(jin)可再生(sheng)(sheng)能源、氫(qing)(qing)(qing)(qing)能在5G基站、特高壓、充電(dian)(dian)樁、大(da)(da)數據(ju)中(zhong)心等(deng)(deng)(deng)領(ling)域的(de)應用(yong)(yong)。(省發(fa)展改革委、能源局(ju)牽頭,省自(zi)然(ran)資源廳、生(sheng)(sheng)態環境(jing)廳、林(lin)業(ye)局(ju)等(deng)(deng)(deng)按職責分工(gong)負責)

(二(er))著(zhu)力加(jia)強(qiang)關(guan)鍵(jian)技(ji)術(shu)攻關(guan)。利(li)用(yong)好(hao)能源(yuan)領域廣東省實驗(yan)(yan)室建設的契機,以企業(ye)為(wei)主體,對(dui)準系統(tong)集(ji)成(cheng)、硬(ying)核技(ji)術(shu)、關(guan)鍵(jian)材(cai)料、精(jing)密工(gong)藝等(deng)方面的應用(yong)短板實施(shi)攻關(guan)。推動南(nan)海神狐海域天然(ran)氣水(shui)合(he)(he)物試(shi)采,支持(chi)珠(zhu)海市大萬(wan)山島兆瓦級波浪(lang)能試(shi)驗(yan)(yan)、河(he)源(yuan)黃村(cun)地熱(re)能綜合(he)(he)利(li)用(yong)示范(fan),加(jia)快前(qian)沿技(ji)術(shu)產(chan)業(ye)化進(jin)程。(省科技(ji)廳牽(qian)頭(tou),省發展改(gai)革(ge)委、工(gong)業(ye)和信(xin)息化廳、能源(yuan)局等(deng)按職責分工(gong)負責)

專欄1 技術(shu)攻(gong)關(guan)領域(yu)

1.核能。重點推進第四代核電技術(shu)的(de)研究,加(jia)快海(hai)上小堆和鉛基快堆關鍵技術(shu)研發,推動(dong)海(hai)水(shui)淡化、制氫、余熱(re)再利用等綜合(he)利用。

2.海上風電(dian)。重點開展低風速、大容量、抗臺風、防鹽霧風電(dian)機(ji)組(zu)技術(shu)攻(gong)關,加強主軸承研(yan)發制造,提(ti)升葉片設計(ji)及(ji)新材料研(yan)發應用,推進(jin)風電(dian)機(ji)組(zu)集成、遠距離輸(shu)電(dian)、新型風機(ji)基礎(chu)等技術(shu)研(yan)發。

3.天然氣及其水合物。重點推進高(gao)溫高(gao)壓深(shen)水領(ling)域氣田勘探(tan)開(kai)發(fa)技(ji)術(shu)、高(gao)精度勘查(cha)及原位探(tan)測技(ji)術(shu)、高(gao)效(xiao)開(kai)采的多井(jing)型鉆完(wan)井(jing)技(ji)術(shu)、儲層改造增(zeng)產技(ji)術(shu)以(yi)及運(yun)輸儲存、安全環保(bao)開(kai)采等(deng)關鍵技(ji)術(shu)攻關。

4.太陽(yang)能(neng)。加快突破PERC技(ji)(ji)(ji)術(shu),推進高效(xiao)晶體硅電(dian)池、新型(xing)納米離子電(dian)池和(he)(he)漿料(liao)工藝和(he)(he)裝備(bei)的(de)研發和(he)(he)產業(ye)化,加強CdTe等化合物半導體薄(bo)膜(mo)電(dian)池、薄(bo)膜(mo)電(dian)池集成應用(yong)技(ji)(ji)(ji)術(shu)(BIPV)以及逆(ni)變器、智能(neng)組件等關(guan)鍵技(ji)(ji)(ji)術(shu)的(de)創新與(yu)應用(yong);探索基于等離激元效(xiao)應的(de)光(guang)能(neng)新利用(yong)技(ji)(ji)(ji)術(shu)、太陽(yang)能(neng)光(guang)熱海(hai)水淡化技(ji)(ji)(ji)術(shu)。

5.氫(qing)能。開展PEM電(dian)解(jie)水(shui)制(zhi)氫(qing)、太陽能光解(jie)水(shui)制(zhi)氫(qing)等氫(qing)源低(di)成本(ben)高效(xiao)制(zhi)備、低(di)溫和高溫燃料電(dian)池電(dian)堆、關鍵材料、零部件及其系統集成的技(ji)術(shu)攻關,加快金屬板氫(qing)燃料電(dian)池電(dian)堆、新一代碳板、膜電(dian)極、催化劑、碳紙以(yi)及高壓儲(chu)罐、低(di)壓固態儲(chu)氫(qing)、低(di)溫液氫(qing)系統等技(ji)術(shu)研發。

6.生(sheng)物(wu)質能。加(jia)強(qiang)農林廢棄物(wu)二代先進生(sheng)物(wu)燃料技(ji)術(shu)攻(gong)關(guan),推動清潔焚(fen)燒、二噁英控制、中高溫(wen)發酵(jiao)、干式(shi)厭氧(yang)發酵(jiao)、生(sheng)物(wu)質天然氣提(ti)純、生(sheng)物(wu)質液(ye)體燃料等關(guan)鍵技(ji)術(shu)和相(xiang)關(guan)設備的(de)研發。

7.地(di)熱(re)(re)能。加(jia)強中高(gao)溫地(di)熱(re)(re)資源(水熱(re)(re)、干熱(re)(re))勘(kan)查技術(shu)及梯級綜合(he)利用技術(shu)的(de)攻(gong)關(guan),支持地(di)球物理探(tan)查技術(shu)、地(di)熱(re)(re)鉆(zhan)探(tan)技術(shu)、地(di)熱(re)(re)發電、地(di)熱(re)(re)制(zhi)冷(leng)、供暖(nuan)烘(hong)干等裝備的(de)研(yan)發。

8.智能(neng)(neng)電(dian)網。重點攻(gong)關智能(neng)(neng)電(dian)網核心材(cai)料及元器件,突破智能(neng)(neng)電(dian)網重大裝備(bei),建設電(dian)力大數據平臺、能(neng)(neng)源(yuan)區塊鏈平臺系統(tong),加強(qiang)人工(gong)智能(neng)(neng)與(yu)電(dian)力融合、能(neng)(neng)源(yuan)工(gong)業互聯(lian)網、電(dian)力全域物聯(lian)網、多能(neng)(neng)互補綜合供能(neng)(neng)/供電(dian)、電(dian)力通信、電(dian)力網絡(luo)安全等裝備(bei)及系統(tong)研(yan)制。

9.儲(chu)能。研(yan)發(fa)推廣液(ye)流電(dian)池、鈉(na)離子電(dian)池等化學(xue)儲(chu)能技(ji)術(shu),適合南方(fang)的(de)低溫蓄冷實(shi)用(yong)技(ji)術(shu),以及(ji)鋰離子動(dong)力電(dian)池梯(ti)次(ci)利用(yong)、飛輪(lun)儲(chu)能及(ji)混(hun)合儲(chu)能技(ji)術(shu)等,推動(dong)新型充換電(dian)技(ji)術(shu)和裝(zhuang)備的(de)研(yan)發(fa)。加強儲(chu)能系(xi)統(tong)集成、試驗(yan)檢(jian)測、監控運維、梯(ti)次(ci)利用(yong)技(ji)術(shu)研(yan)發(fa)應(ying)用(yong)。

(六)氫(qing)(qing)能產(chan)(chan)業(ye)(ye)(ye)鏈(lian)培(pei)(pei)育(yu)工程。聚焦(jiao)氫(qing)(qing)能核(he)(he)(he)心(xin)技術研發(fa)和(he)先進(jin)設(she)(she)備制(zhi)造,加(jia)快培(pei)(pei)育(yu)從(cong)氫(qing)(qing)氣制(zhi)儲(chu)、加(jia)運、燃(ran)料(liao)(liao)(liao)電(dian)(dian)池電(dian)(dian)堆、關鍵零部件和(he)動力系統集(ji)成(cheng)(cheng)的(de)全產(chan)(chan)業(ye)(ye)(ye)鏈(lian)。利(li)用(yong)低溫氫(qing)(qing)燃(ran)料(liao)(liao)(liao)電(dian)(dian)池產(chan)(chan)業(ye)(ye)(ye)區(qu)(qu)域先發(fa)優(you)勢,形成(cheng)(cheng)廣州(zhou)-深圳-佛山-環大(da)灣區(qu)(qu)核(he)(he)(he)心(xin)區(qu)(qu)車用(yong)燃(ran)料(liao)(liao)(liao)電(dian)(dian)池產(chan)(chan)業(ye)(ye)(ye)集(ji)群。基于在SOFC(固體(ti)氧化物燃(ran)料(liao)(liao)(liao)電(dian)(dian)池)電(dian)(dian)解質隔膜片等核(he)(he)(he)心(xin)零部件制(zhi)造方(fang)面全球領先的(de)優(you)勢,布(bu)局(ju)(ju)建(jian)(jian)(jian)設(she)(she)以SOFC為核(he)(he)(he)心(xin)的(de)清(qing)潔(jie)高效(xiao)發(fa)電(dian)(dian)產(chan)(chan)業(ye)(ye)(ye)集(ji)群。結(jie)合省(sheng)(sheng)內煉廠分布(bu),合理規劃(hua)沿海城市加(jia)氫(qing)(qing)站(zhan)布(bu)局(ju)(ju)。整合利(li)用(yong)省(sheng)(sheng)內大(da)型(xing)化工氫(qing)(qing)源(yuan),提升低成(cheng)(cheng)本氫(qing)(qing)源(yuan)供(gong)給規模(mo)化水平。積極推(tui)(tui)進(jin)富余核(he)(he)(he)電(dian)(dian)和(he)可再(zai)生(sheng)能源(yuan)制(zhi)氫(qing)(qing),拓寬氫(qing)(qing)源(yuan)渠(qu)道。依(yi)托中廣核(he)(he)(he)和(he)中集(ji)集(ji)團推(tui)(tui)進(jin)低溫液(ye)氫(qing)(qing)設(she)(she)備、高壓(ya)儲(chu)運、低壓(ya)固態儲(chu)氫(qing)(qing)產(chan)(chan)業(ye)(ye)(ye)建(jian)(jian)(jian)設(she)(she)。推(tui)(tui)廣高溫燃(ran)料(liao)(liao)(liao)電(dian)(dian)池冷熱(re)電(dian)(dian)三聯供(gong)應用(yong)示范,支持建(jian)(jian)(jian)設(she)(she)大(da)型(xing)民用(yong)液(ye)氫(qing)(qing)示范工程。(省(sheng)(sheng)發(fa)展改革委(wei)、科技廳、工業(ye)(ye)(ye)和(he)信息(xi)化廳、住房(fang)城鄉建(jian)(jian)(jian)設(she)(she)廳、應急(ji)管(guan)理廳、國資委(wei)、能源(yuan)局(ju)(ju)等按職責分工負責)

五、保障措施

一、背景和依據

新能(neng)(neng)源(yuan)(yuan)產業(ye)發(fa)展是衡量一(yi)(yi)個國家和(he)地區能(neng)(neng)源(yuan)(yuan)結(jie)構(gou)調整和(he)科技(ji)創新進步的重要(yao)(yao)標志(zhi),是新一(yi)(yi)代能(neng)(neng)源(yuan)(yuan)技(ji)術競爭(zheng)的制高點(dian)和(he)經濟發(fa)展的重點(dian)領域。我(wo)省(sheng)高度重視新能(neng)(neng)源(yuan)(yuan)產業(ye)發(fa)展,堅持把發(fa)展新能(neng)(neng)源(yuan)(yuan)產業(ye)作為推進我(wo)國“四個革命”、“一(yi)(yi)個合作”能(neng)(neng)源(yuan)(yuan)發(fa)展戰(zhan)略、構(gou)建清潔低碳安全高效(xiao)的能(neng)(neng)源(yuan)(yuan)體系、實現高質量發(fa)展的必然要(yao)(yao)求,大力推進,全省(sheng)新能(neng)(neng)源(yuan)(yuan)產業(ye)規模(mo)不斷壯大,新能(neng)(neng)源(yuan)(yuan)裝(zhuang)備技(ji)術水平加快提升,產業(ye)集聚效(xiao)應逐(zhu)步顯現,取得了良好的環境效(xiao)益和(he)社(she)會效(xiao)益。

為加快(kuai)推進制(zhi)造強省(sheng)建設(she),培(pei)(pei)育(yu)若干具有全球競爭(zheng)力的產(chan)業(ye)(ye)集(ji)群,促進產(chan)業(ye)(ye)邁向全球價值鏈(lian)高端,省(sheng)政府(fu)出臺《廣東(dong)省(sheng)人(ren)民(min)政府(fu)關于(yu)培(pei)(pei)育(yu)發展戰略性(xing)支(zhi)柱產(chan)業(ye)(ye)集(ji)群和戰略性(xing)新(xin)興產(chan)業(ye)(ye)集(ji)群的意見》(粵府(fu)函〔2020〕82號),明(ming)確對20個戰略性(xing)產(chan)業(ye)(ye)集(ji)群進行重點培(pei)(pei)育(yu),新(xin)能(neng)源產(chan)業(ye)(ye)集(ji)群被列為其中。

二、新能源產業領域范圍

《廣東(dong)省培(pei)育新(xin)能(neng)(neng)(neng)源戰略性新(xin)興產(chan)業集群行動計劃(2021-2025年)》(以下(xia)簡稱《行動計劃》)中的新(xin)能(neng)(neng)(neng)源產(chan)業領域包括核能(neng)(neng)(neng)、風能(neng)(neng)(neng)、天然氣及其水合物、太陽(yang)能(neng)(neng)(neng)、氫能(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)、地熱能(neng)(neng)(neng)、海(hai)洋(yang)能(neng)(neng)(neng)、智能(neng)(neng)(neng)電網(wang)、儲能(neng)(neng)(neng)等10個領域。

三、編(bian)制思路和主要亮點(dian)

編制思路(lu):按照(zhao)目標(biao)引領、創新(xin)(xin)驅動、壯大(da)規模、提升(sheng)質量(liang)的(de)要求,全(quan)面審視我省(sheng)新(xin)(xin)能(neng)(neng)(neng)源(yuan)產(chan)(chan)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)現狀,堅持發(fa)(fa)揮優(you)勢,挖掘(jue)潛力,對(dui)標(biao)最(zui)先最(zui)優(you),明確(que)五年內(nei)新(xin)(xin)能(neng)(neng)(neng)源(yuan)產(chan)(chan)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)目標(biao)、推進路(lu)徑和重點任務(wu)。以加快新(xin)(xin)能(neng)(neng)(neng)源(yuan)開發(fa)(fa)利用(yong)用(yong)為基礎,以強(qiang)化關鍵技術攻關為核心,以布局重大(da)工程建(jian)設為支撐,以推動產(chan)(chan)業(ye)(ye)高效(xiao)協(xie)同(tong)集聚發(fa)(fa)展(zhan)(zhan)(zhan)為落(luo)腳點,區分新(xin)(xin)能(neng)(neng)(neng)源(yuan)產(chan)(chan)業(ye)(ye)不同(tong)領域發(fa)(fa)展(zhan)(zhan)(zhan)水(shui)(shui)平(其中海(hai)上風(feng)電、太陽能(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)屬于我省(sheng)優(you)勢領域,氫能(neng)(neng)(neng)、儲能(neng)(neng)(neng)、智(zhi)能(neng)(neng)(neng)電網等(deng)是(shi)我省(sheng)搶占發(fa)(fa)展(zhan)(zhan)(zhan)先機的(de)領域,生物(wu)質能(neng)(neng)(neng)、地熱能(neng)(neng)(neng)、波浪能(neng)(neng)(neng)、天然氣水(shui)(shui)合物(wu)是(shi)我省(sheng)資源(yuan)豐富、可因(yin)地制宜(yi)發(fa)(fa)展(zhan)(zhan)(zhan)的(de)潛力領域),分層分類發(fa)(fa)力,不斷提升(sheng)產(chan)(chan)業(ye)(ye)集群整體發(fa)(fa)展(zhan)(zhan)(zhan)水(shui)(shui)平。

四、《行(xing)動計劃》基本(ben)框架和主要內容(rong)

《行動(dong)計劃》文本框架包含五大部分:總體(ti)情況、工作(zuo)目(mu)標、重點任務、重點工程和保障措施。

第一部分(fen)總體情況(kuang)。分(fen)析我省(sheng)新能源產(chan)業發展現(xian)狀、存(cun)在(zai)問題與面(mian)臨挑(tiao)戰(zhan)、優勢和(he)發展機遇等(deng)。

第二部分工作目(mu)標。提出我省新(xin)能(neng)源(yuan)產業發展總(zong)目(mu)標,并分解為(wei)擴大產業規模、提升創(chuang)新(xin)能(neng)力(li)、完善基礎設施、強(qiang)化產業協同四個具體目(mu)標。

第三部分重點任務。包括有序(xu)推(tui)動新能源(yuan)開(kai)發(fa)應用、著力加強關(guan)鍵技術(shu)攻關(guan)、加快建設產(chan)業創新平(ping)臺、大力推(tui)動產(chan)業集聚(ju)發(fa)展、加快能源(yuan)新基建五項重點任務。
