廣州(zhou)(zhou)市(shi)工業和(he)信息化局(ju)關于印發廣州(zhou)(zhou)市(shi)面向2035年(nian)電(dian)(dian)力供應(ying)保障(zhang)規劃的通知(zhi),通知(zhi)指出,截至2024年(nian)底,全市(shi)電(dian)(dian)源總裝(zhuang)機規模(mo)達到1533萬(wan)千瓦(wa),其中氣電(dian)(dian)735萬(wan)千瓦(wa)、煤電(dian)(dian)401萬(wan)千瓦(wa)、水電(dian)(dian)20萬(wan)千瓦(wa)、生物質發電(dian)(dian)93萬(wan)千瓦(wa)、光伏發電(dian)(dian)284萬(wan)千瓦(wa)。 本地(di)電(dian)源規模不斷擴(kuo)大。本地(di)電(dian)源供應(ying)保障能力持續增強(qiang),“十四五(wu)(wu)”以來投產(chan)花都熱(re)電(dian)、開發(fa)(fa)區東區“氣(qi)代煤(mei)”、珠江LNG二期、黃埔天然氣(qi)電(dian)廠4個燃(ran)氣(qi)發(fa)(fa)電(dian)項目,燃(ran)氣(qi)發(fa)(fa)電(dian)裝(zhuang)機(ji)(ji)較“十三(san)五(wu)(wu)”末(mo)增加一倍(bei);生物質裝(zhuang)機(ji)(ji)規模較“十三(san)五(wu)(wu)”末(mo)增加1.4倍(bei);光伏(fu)發(fa)(fa)電(dian)裝(zhuang)機(ji)(ji)快速(su)增長(chang),成為廣州電(dian)力裝(zhuang)機(ji)(ji)新增長(chang)極。截(jie)至2024年底,全市電(dian)源總裝(zhuang)機(ji)(ji)規模達到(dao)1533萬千(qian)瓦(wa)(wa),其(qi)中氣(qi)電(dian)735萬千(qian)瓦(wa)(wa)、煤(mei)電(dian)401萬千(qian)瓦(wa)(wa)、水電(dian)20萬千(qian)瓦(wa)(wa)、生物質發(fa)(fa)電(dian)93萬千(qian)瓦(wa)(wa)、光伏(fu)發(fa)(fa)電(dian)284萬千(qian)瓦(wa)(wa)。 電(dian)(dian)力供需(xu)互動逐步增強。電(dian)(dian)力需(xu)求持續增長,年供電(dian)(dian)量、售電(dian)(dian)量、全(quan)社會(hui)(hui)用(yong)電(dian)(dian)量均(jun)破千億(yi)(yi)千瓦(wa)(wa)時(shi),電(dian)(dian)網(wang)負(fu)(fu)荷(he)(he)(he)穩(wen)居全(quan)國(guo)省(sheng)會(hui)(hui)城(cheng)(cheng)市(shi)第一(yi)。2024年廣州市(shi)全(quan)社會(hui)(hui)用(yong)電(dian)(dian)量1280.7億(yi)(yi)千瓦(wa)(wa)時(shi),最高瞬(shun)時(shi)用(yong)電(dian)(dian)負(fu)(fu)荷(he)(he)(he)2455萬(wan)千瓦(wa)(wa),負(fu)(fu)荷(he)(he)(he)、電(dian)(dian)量均(jun)為南方電(dian)(dian)網(wang)轄區(qu)各(ge)城(cheng)(cheng)市(shi)最高。電(dian)(dian)力需(xu)求側響應能(neng)力持續增強,建成全(quan)市(shi)統一(yi)的虛擬電(dian)(dian)廠管(guan)(guan)理平臺、新型(xing)需(xu)求側管(guan)(guan)理平臺、智(zhi)慧(hui)出行管(guan)(guan)理平臺“羊城(cheng)(cheng)充(chong)”。截至2024年底,廣州電(dian)(dian)網(wang)負(fu)(fu)荷(he)(he)(he)控制能(neng)力達到502萬(wan)千瓦(wa)(wa),超過最高瞬(shun)時(shi)用(yong)電(dian)(dian)負(fu)(fu)荷(he)(he)(he)的20%;實(shi)現常態(tai)化需(xu)求響應能(neng)力176萬(wan)千瓦(wa)(wa),占最高瞬(shun)時(shi)用(yong)電(dian)(dian)負(fu)(fu)荷(he)(he)(he)的7.2%。 2.電力應(ying)急保障能力建設成(cheng)效顯著。 建成全國首個省會城市堅(jian)強局(ju)部電(dian)(dian)網。基本建成以(yi)500千(qian)伏站點(dian)為(wei)中心的(de)(de)7個堅(jian)強局(ju)部電(dian)(dian)網,重要用(yong)戶(hu)(hu)已全部納入堅(jian)強局(ju)部電(dian)(dian)網保障體系,實(shi)現重要用(yong)戶(hu)(hu)“生(sheng)命線(xian)”通道全覆蓋。特級(ji)用(yong)戶(hu)(hu)具(ju)備至(zhi)少三路獨立(li)電(dian)(dian)源,并形成至(zhi)少兩路“生(sheng)命線(xian)”通道;一(yi)級(ji)和二級(ji)用(yong)戶(hu)(hu)至(zhi)少具(ju)備兩路獨立(li)電(dian)(dian)源,包含一(yi)路“生(sheng)命線(xian)”通道,各級(ji)用(yong)戶(hu)(hu)的(de)(de)“生(sheng)命線(xian)”通道合(he)格率均(jun)達(da)100%。 應急(ji)保障(zhang)電源(yuan)(yuan)體(ti)系逐步健全。按(an)照極端狀(zhuang)態下堅強局部(bu)電網具有孤島運行(xing)能(neng)力、區域應急(ji)保障(zhang)電源(yuan)(yuan)總規模不(bu)低于核心(xin)負(fu)荷需求(qiu)等要(yao)求(qiu),構建包含1座500千(qian)(qian)伏抽水蓄能(neng)電站、7座110千(qian)(qian)伏及以上(shang)天然氣(qi)電廠和1座110千(qian)(qian)伏水電站在內的“1+7+1”本地應急(ji)保障(zhang)電源(yuan)(yuan)體(ti)系,電源(yuan)(yuan)總裝機與重要(yao)電力用(yong)戶全部(bu)負(fu)荷需求(qiu)的比值(zhi)達(da)(da)到(dao)271%。推動新增投產機組按(an)需配備黑啟動或FCB功(gong)能(neng),具備黑啟動或FCB功(gong)能(neng)的本地保障(zhang)電源(yuan)(yuan)比例已(yi)達(da)(da)到(dao)47%。 電(dian)(dian)力(li)極端(duan)情況(kuang)應(ying)對能力(li)顯著提(ti)升。穿越沿海(hai)強風區的(de)堅強局部電(dian)(dian)網新建或改造220千伏(fu)、110千伏(fu)架空(kong)線(xian)(xian)路(lu)均按(an)照至少50年一遇(yu)氣象(xiang)重(zhong)現期進行(xing)設(she)計和建設(she),桿塔基本具備抵御15級上(shang)限強臺風災害能力(li)。涉及(ji)堅強局部電(dian)(dian)網的(de)電(dian)(dian)網項目均按(an)差異化(hua)標準要(yao)求執(zhi)行(xing),重(zhong)要(yao)輸電(dian)(dian)線(xian)(xian)路(lu)采(cai)用同塔雙回及(ji)多回架設(she)方(fang)式時,優先考慮重(zhong)要(yao)線(xian)(xian)路(lu)與一般線(xian)(xian)路(lu)搭配同塔架設(she),最大(da)限度提(ti)升線(xian)(xian)路(lu)防(fang)災抗災能力(li)。 3.發電燃料(liao)供應(ying)保障(zhang)水平(ping)穩(wen)步提升。 煤(mei)(mei)(mei)炭(tan)(tan)供(gong)(gong)應保障基礎不斷(duan)夯實。組織燃煤(mei)(mei)(mei)電(dian)廠增加煤(mei)(mei)(mei)炭(tan)(tan)采購,簽訂(ding)發電(dian)用(yong)(yong)煤(mei)(mei)(mei)供(gong)(gong)應的中長期(qi)合同。強化煤(mei)(mei)(mei)炭(tan)(tan)采購運(yun)輸保障,發揮(hui)廣州(zhou)港國家煤(mei)(mei)(mei)炭(tan)(tan)儲備基地作(zuo)用(yong)(yong),提升煤(mei)(mei)(mei)炭(tan)(tan)碼頭及電(dian)廠存(cun)煤(mei)(mei)(mei)功能,全(quan)市(shi)煤(mei)(mei)(mei)電(dian)廠存(cun)煤(mei)(mei)(mei)天(tian)數(shu)保持在國家、省規(gui)定的天(tian)數(shu)以上。 (二)發展(zhan)環境。 能(neng)源(yuan)電(dian)(dian)(dian)力(li)安(an)全影響(xiang)因(yin)素(su)明顯增多,電(dian)(dian)(dian)力(li)供(gong)應保障(zhang)面臨(lin)新(xin)挑戰(zhan)。在(zai)(zai)發(fa)電(dian)(dian)(dian)方面,受國際地(di)緣政治等(deng)因(yin)素(su)影響(xiang),近年來能(neng)源(yuan)市(shi)場量價波動(dong)明顯,發(fa)電(dian)(dian)(dian)用煤、發(fa)電(dian)(dian)(dian)用氣等(deng)一(yi)次能(neng)源(yuan)供(gong)應保障(zhang)難度大(da)(da),特別是天然氣價格階段性高(gao)(gao)企,對本地(di)燃氣電(dian)(dian)(dian)廠頂峰(feng)(feng)發(fa)電(dian)(dian)(dian)作用影響(xiang)較大(da)(da)。在(zai)(zai)跨(kua)區(qu)(qu)域(yu)電(dian)(dian)(dian)力(li)調度方面,西(xi)(xi)電(dian)(dian)(dian)東(dong)送(song)是廣(guang)東(dong)地(di)區(qu)(qu)特別是廣(guang)州等(deng)珠三(san)角城市(shi)電(dian)(dian)(dian)力(li)供(gong)應的(de)(de)(de)重要組(zu)成(cheng),隨著送(song)端省份經濟(ji)持續發(fa)展、自(zi)身負荷(he)需(xu)求(qiu)不斷增長,送(song)端省份在(zai)(zai)電(dian)(dian)(dian)力(li)供(gong)需(xu)形勢整體偏緊(jin)、部分時段存在(zai)(zai)供(gong)應缺(que)口時,向廣(guang)東(dong)地(di)區(qu)(qu)的(de)(de)(de)送(song)電(dian)(dian)(dian)積極(ji)性下降;近年來西(xi)(xi)南(nan)省份主要流域(yu)來水持續大(da)(da)幅偏離(li)規律,水電(dian)(dian)(dian)蓄能(neng)嚴(yan)重不足也造成(cheng)西(xi)(xi)南(nan)水電(dian)(dian)(dian)出力(li)大(da)(da)減(jian),在(zai)(zai)西(xi)(xi)南(nan)省份供(gong)需(xu)形勢變化及來水偏枯(ku)等(deng)因(yin)素(su)綜合影響(xiang)下,西(xi)(xi)電(dian)(dian)(dian)減(jian)送(song)將漸(jian)成(cheng)常態。綜上,既要面對內外部環境變化帶來的(de)(de)(de)更大(da)(da)挑戰(zhan),也要滿足經濟(ji)社會發(fa)展、碳達峰(feng)(feng)碳中和(he)對高(gao)(gao)水平電(dian)(dian)(dian)力(li)供(gong)應保障(zhang)提出的(de)(de)(de)更高(gao)(gao)要求(qiu)。 穩步提升期(至(zhi)2027年(nian)),穩步提升電(dian)(dian)(dian)網(wang)供(gong)(gong)電(dian)(dian)(dian)保障能(neng)力,持續優化(hua)網(wang)架(jia)結構。到(dao)2027年(nian),系統供(gong)(gong)電(dian)(dian)(dian)能(neng)力達到(dao)3500萬(wan)千瓦(wa)(其中(zhong),500千伏主(zhu)網(wang)下送供(gong)(gong)電(dian)(dian)(dian)能(neng)力2300萬(wan)千瓦(wa);力爭本地(di)電(dian)(dian)(dian)源裝機(ji)規模2000萬(wan)千瓦(wa),支撐(cheng)供(gong)(gong)電(dian)(dian)(dian)能(neng)力1200萬(wan)千瓦(wa));用戶年(nian)平均停電(dian)(dian)(dian)時間減少至(zhi)8分鐘(zhong)。 加速轉(zhuan)型(xing)期(2028至2030年),加快電(dian)網數字化轉(zhuan)型(xing),基(ji)本建(jian)成廣州超大型(xing)城市新型(xing)電(dian)力(li)系統(tong)(tong)。到2030年,系統(tong)(tong)供(gong)(gong)電(dian)能力(li)達(da)到4300萬(wan)千(qian)(qian)瓦(wa)(其中,500千(qian)(qian)伏主網下送供(gong)(gong)電(dian)能力(li)2800萬(wan)千(qian)(qian)瓦(wa);力(li)爭(zheng)本地電(dian)源裝機(ji)規模2400萬(wan)千(qian)(qian)瓦(wa),支撐供(gong)(gong)電(dian)能力(li)1500萬(wan)千(qian)(qian)瓦(wa));用戶年平均(jun)停電(dian)時間減少至7分鐘。 爭取區外穩定(ding)可靠電(dian)(dian)(dian)(dian)源(yuan)。提前謀劃西電(dian)(dian)(dian)(dian)接續和(he)新(xin)(xin)增省外清(qing)(qing)(qing)潔電(dian)(dian)(dian)(dian)力(li),結(jie)合送(song)端電(dian)(dian)(dian)(dian)源(yuan)基地(di)(di)建設進度,積極(ji)爭取青海、新(xin)(xin)疆(jiang)等北(bei)方清(qing)(qing)(qing)潔能源(yuan)基地(di)(di)、瀾滄(cang)江(jiang)上(shang)游清(qing)(qing)(qing)潔能源(yuan)基地(di)(di)送(song)電(dian)(dian)(dian)(dian)廣州。加快推進省內國能清(qing)(qing)(qing)遠二期、臺山銅鼓(gu)電(dian)(dian)(dian)(dian)廠等煤電(dian)(dian)(dian)(dian)機組送(song)電(dian)(dian)(dian)(dian)廣州,提高煤電(dian)(dian)(dian)(dian)送(song)入(ru)通道中(zhong)風電(dian)(dian)(dian)(dian)、光伏(fu)等新(xin)(xin)能源(yuan)電(dian)(dian)(dian)(dian)量占(zhan)比,為廣州提供穩定(ding)的電(dian)(dian)(dian)(dian)力(li)供應和(he)系統支撐作用。結(jie)合省內海上(shang)風電(dian)(dian)(dian)(dian)、光伏(fu)、核(he)電(dian)(dian)(dian)(dian)開發建設進度,爭取粵西海上(shang)風電(dian)(dian)(dian)(dian)、粵北(bei)清(qing)(qing)(qing)潔能源(yuan)、臺山核(he)電(dian)(dian)(dian)(dian)送(song)電(dian)(dian)(dian)(dian)廣州。 優化500千(qian)伏骨干網。遵循廣東(dong)省目(mu)標網架建設總(zong)體部(bu)署,按照(zhao)珠西北(bei)、珠西南(nan)分區建設原則,結(jie)(jie)合(he)對(dui)外(wai)聯絡通道和500千(qian)伏變電(dian)站建設,形(xing)成(cheng)相(xiang)對(dui)清晰的分區運行結(jie)(jie)構(gou)。到2035年,基本建成(cheng)“合(he)理分區、柔性互聯、安全可控、開放互濟”的500千(qian)伏主網架,北(bei)部(bu)電(dian)網形(xing)成(cheng)“三橫三縱(zong)+多電(dian)源分散深(shen)入”的結(jie)(jie)構(gou)形(xing)態(tai)(tai),南(nan)部(bu)電(dian)網形(xing)成(cheng)“縱(zong)向雙回鏈+多電(dian)源分散深(shen)入”的結(jie)(jie)構(gou)形(xing)態(tai)(tai),電(dian)網供電(dian)能力(li)得到大幅提(ti)高,短路電(dian)流得到有效控制。 協同構建中(zhong)低壓配電(dian)(dian)(dian)網(wang)網(wang)架(jia)(jia)。加快解決(jue)配電(dian)(dian)(dian)網(wang)網(wang)架(jia)(jia)薄弱風險,加強供電(dian)(dian)(dian)質量問題源頭治理(li),進(jin)一(yi)步提(ti)升(sheng)配電(dian)(dian)(dian)網(wang)對分布式可再生(sheng)能(neng)(neng)源接入的承載力,打造本(ben)質安全中(zhong)低壓配電(dian)(dian)(dian)網(wang)網(wang)架(jia)(jia)。實施鄉村(cun)(cun)電(dian)(dian)(dian)網(wang)鞏固提(ti)升(sheng)工程,推動鄉村(cun)(cun)電(dian)(dian)(dian)網(wang)數字化(hua)智能(neng)(neng)化(hua)升(sheng)級,推進(jin)智能(neng)(neng)配電(dian)(dian)(dian)站(zhan)、智能(neng)(neng)開關(guan)站(zhan)、智能(neng)(neng)臺(tai)架(jia)(jia)變項(xiang)目建設,提(ti)高鄉村(cun)(cun)電(dian)(dian)(dian)網(wang)配電(dian)(dian)(dian)自動化(hua)有效覆蓋(gai)水平(ping)。助力“百千萬(wan)工程”,保障現代化(hua)養殖等農業生(sheng)產電(dian)(dian)(dian)氣化(hua)需(xu)求,不斷提(ti)高鄉村(cun)(cun)電(dian)(dian)(dian)氣化(hua)水平(ping),到2027年(nian),累計完成(cheng)約100個新(xin)時代電(dian)(dian)(dian)氣化(hua)村(cun)(cun)建設;到2030年(nian)、2035年(nian),新(xin)時代電(dian)(dian)(dian)氣化(hua)村(cun)(cun)建設進(jin)一(yi)步提(ti)高到150個、200個。 推進(jin)本(ben)地骨干電源(yuan)(yuan)(yuan)(yuan)建設。統籌各類電源(yuan)(yuan)(yuan)(yuan)規(gui)模(mo)和布(bu)局,在推進(jin)廣東省能源(yuan)(yuan)(yuan)(yuan)發展“十四五(wu)”規(gui)劃所列廣州地區電源(yuan)(yuan)(yuan)(yuan)項目的(de)(de)基礎上,力(li)爭在“十五(wu)五(wu)”“十六五(wu)”時期增補燃(ran)氣等骨干電源(yuan)(yuan)(yuan)(yuan)裝機不低于400萬千瓦,確保本(ben)地電源(yuan)(yuan)(yuan)(yuan)發電能力(li)和省網下(xia)送電力(li)能力(li)滿足電力(li)電量平衡(heng)需(xu)要并留(liu)有合理裕度,為系統提(ti)供足夠的(de)(de)調(diao)(diao)峰、調(diao)(diao)頻、調(diao)(diao)壓和阻尼(ni)支撐(cheng),提(ti)升全市新能源(yuan)(yuan)(yuan)(yuan)消納與電力(li)供應(ying)的(de)(de)調(diao)(diao)節能力(li)。 差異設(she)(she)(she)(she)計(ji)(ji)建(jian)設(she)(she)(she)(she)電(dian)(dian)(dian)力(li)設(she)(she)(she)(she)施。結合城市(shi)發展(zhan)、綜合管廊建(jian)設(she)(she)(she)(she)等要(yao)求,因地制宜提(ti)升堅強局部(bu)電(dian)(dian)(dian)網(wang)相關線(xian)路、變(bian)電(dian)(dian)(dian)站(zhan)(zhan)建(jian)設(she)(she)(she)(she)標準。納(na)入堅強局部(bu)電(dian)(dian)(dian)網(wang)范圍(wei)的新增(zeng)變(bian)電(dian)(dian)(dian)站(zhan)(zhan)采(cai)(cai)(cai)用戶內變(bian)電(dian)(dian)(dian)站(zhan)(zhan)標準建(jian)設(she)(she)(she)(she),新增(zeng)線(xian)路按照差異化標準建(jian)設(she)(she)(she)(she);對于(yu)重要(yao)輸電(dian)(dian)(dian)線(xian)路采(cai)(cai)(cai)用同(tong)塔多回架設(she)(she)(she)(she)時,優先采(cai)(cai)(cai)用重要(yao)線(xian)路和(he)一(yi)般線(xian)路搭配(pei)同(tong)塔建(jian)設(she)(she)(she)(she);堅強局部(bu)電(dian)(dian)(dian)網(wang)范圍(wei)內變(bian)電(dian)(dian)(dian)站(zhan)(zhan)采(cai)(cai)(cai)用高可靠性(xing)電(dian)(dian)(dian)氣(qi)設(she)(she)(she)(she)備(bei),重要(yao)區段(duan)桿塔、重要(yao)交叉跨越(yue)適當提(ti)高設(she)(she)(she)(she)計(ji)(ji)標準,提(ti)升結構安全性(xing)和(he)防外力(li)破壞能力(li)。 四、環境影響評價 (一)規劃(hua)方案合理性及(ji)協調(diao)性評價。 本規(gui)(gui)劃(hua)(hua)將與經濟社會發展(zhan)規(gui)(gui)劃(hua)(hua)、國土空間(jian)總體規(gui)(gui)劃(hua)(hua)、專項規(gui)(gui)劃(hua)(hua)等進(jin)行(xing)銜接,變電站用地屬性基本為電力設施用地,輸(shu)電線路(lu)盡(jin)量沿綠化(hua)、道(dao)路(lu)走線,電力設施及走廊布局(ju)規(gui)(gui)劃(hua)(hua)合理(li)。 (二(er))電磁環境影響預測和評(ping)價。 本規劃(hua)(hua)建設的變電(dian)(dian)(dian)站將采取合理的電(dian)(dian)(dian)磁(ci)環境減緩措施,保證工(gong)頻(pin)電(dian)(dian)(dian)場、工(gong)頻(pin)磁(ci)場和無線(xian)電(dian)(dian)(dian)干擾達標(biao),不會對變電(dian)(dian)(dian)站周圍電(dian)(dian)(dian)磁(ci)環境產生明(ming)顯(xian)影響(xiang)。本規劃(hua)(hua)包含的架(jia)空輸電(dian)(dian)(dian)線(xian)路工(gong)程(cheng)已(yi)通過(guo)(guo)多(duo)回路并塔、優化線(xian)路路徑等方式盡可能減少占地,最大(da)程(cheng)度降低(di)線(xian)路走(zou)廊內電(dian)(dian)(dian)磁(ci)環境影響(xiang);電(dian)(dian)(dian)纜(lan)(lan)線(xian)路經過(guo)(guo)多(duo)重屏蔽(bi)以及大(da)地的阻隔作用,地下電(dian)(dian)(dian)纜(lan)(lan)傳播(bo)到(dao)地面的工(gong)頻(pin)電(dian)(dian)(dian)場、工(gong)頻(pin)磁(ci)場非(fei)常微弱,遠低(di)于相(xiang)應的標(biao)準限(xian)值(zhi)。 (三)聲環境影響預測和評價。 本(ben)規劃建(jian)設(she)(she)的(de)(de)變電站(zhan)(zhan)(zhan)將主要采用(yong)戶內站(zhan)(zhan)(zhan)型(xing)式建(jian)設(she)(she),并采取合理的(de)(de)聲環(huan)境(jing)減緩措施(shi)(shi),保證變電站(zhan)(zhan)(zhan)不會對站(zhan)(zhan)(zhan)外聲環(huan)境(jing)產(chan)生(sheng)(sheng)明顯影(ying)響(xiang)。本(ben)規劃建(jian)設(she)(she)的(de)(de)架空(kong)輸電線路將采取合理優(you)化線路高度(du)等措施(shi)(shi)降(jiang)低架空(kong)線路對走廊外聲環(huan)境(jing)的(de)(de)影(ying)響(xiang);地下電纜敷設(she)(she)埋深(shen)一般在1米以下,不會對聲環(huan)境(jing)產(chan)生(sheng)(sheng)明顯影(ying)響(xiang)。 (四)生態環境(jing)影響預測和(he)評(ping)價。 本規劃實施對生(sheng)態(tai)環(huan)境的(de)影響較小,不會對區域生(sheng)態(tai)系統結構(gou)、資源(yuan)環(huan)境承載力、生(sheng)態(tai)系統服務功能產生(sheng)顯著(zhu)負面影響。同(tong)時,本規劃將采取“多(duo)站合一”的(de)方式充分利用土地資源(yuan),減(jian)小對生(sheng)態(tai)環(huan)境的(de)影響。 (五)水(shui)環境影響(xiang)預測和(he)評價。 本規(gui)劃對(dui)變(bian)(bian)電站、線路走(zou)廊(lang)進行布局時,將本著盡量避讓的原則降低對(dui)水源(yuan)保護區的影響(xiang)。施工(gong)過(guo)程中(zhong)將采取先(xian)行修筑(zhu)生(sheng)活污(wu)水處(chu)理設施等防治(zhi)措施,減小施工(gong)過(guo)程中(zhong)產生(sheng)的廢污(wu)水對(dui)水環境的影響(xiang)。規(gui)劃實施后,輸電線路運行期間無廢水產生(sheng),變(bian)(bian)電站生(sheng)活污(wu)水經化(hua)糞池處(chu)理,不會(hui)對(dui)附近水環境造成影響(xiang)。 (六(liu))大(da)氣環境影響預測和(he)評(ping)價。 本規(gui)劃(hua)電(dian)力建(jian)設施工時(shi)會(hui)產生揚(yang)塵,施工過程中使用的(de)各種機械設備會(hui)排放氮(dan)氧(yang)化(hua)物(wu)(wu)、顆粒物(wu)(wu)等(deng)污(wu)染(ran)物(wu)(wu),施工時(shi)做(zuo)好施工區(qu)與居民(min)區(qu)圍擋隔離,并采取措施減少對大(da)氣的(de)污(wu)染(ran)。 (七(qi))鄰(lin)避效應及社(she)會環境敏感(gan)性評價。 本(ben)規(gui)劃(hua)(hua)應(ying)考慮規(gui)劃(hua)(hua)項目(mu)(mu)對(dui)(dui)周圍(wei)社(she)(she)會環(huan)境的(de)影響。對(dui)(dui)于社(she)(she)會環(huan)境敏(min)感性高的(de)建設項目(mu)(mu),要確(que)保(bao)項目(mu)(mu)建設合(he)(he)法合(he)(he)規(gui),嚴格按照項目(mu)(mu)前(qian)期(qi)管理(li)工(gong)作的(de)要求,在項目(mu)(mu)開(kai)工(gong)前(qian)取得各項審批文件;采取合(he)(he)理(li)可行的(de)化解措施(shi)降低(di)影響,如(ru)嚴格控(kong)制施(shi)工(gong)時間(jian),盡(jin)量減(jian)少噪音、施(shi)工(gong)車輛(liang)出入等(deng)施(shi)工(gong)因素對(dui)(dui)居(ju)民生(sheng)活的(de)干擾(rao),及時向居(ju)民公示文明施(shi)工(gong)措施(shi)、施(shi)工(gong)方(fang)案(an)及項目(mu)(mu)進度等(deng);同時,加強(qiang)社(she)(she)會宣傳力度,廣泛(fan)開(kai)展(zhan)有關輸變電電磁環(huan)保(bao)知識的(de)科普宣傳,消(xiao)除公眾誤解。 (八(ba))環境風險評價(jia)。 本(ben)規劃實施(shi)后(hou),可能(neng)發生的(de)環(huan)境(jing)風(feng)險(xian)(xian)主要(yao)是變(bian)電(dian)(dian)站主變(bian)壓(ya)器(qi)爆炸(zha)、燃燒和變(bian)壓(ya)器(qi)事(shi)故(gu)時(shi)油泄漏(lou)的(de)風(feng)險(xian)(xian)。本(ben)規劃各電(dian)(dian)壓(ya)等(deng)級變(bian)電(dian)(dian)站設計(ji)時(shi)將嚴(yan)格按(an)照變(bian)電(dian)(dian)站設計(ji)規范和技術規程的(de)規定,合理確定主變(bian)壓(ya)器(qi)容量和負載(zai)率,配置(zhi)必(bi)要(yao)的(de)過(guo)電(dian)(dian)壓(ya)保護(hu)、短(duan)路保護(hu)、過(guo)載(zai)保護(hu)、接地設施(shi)以及在線溫升監(jian)測裝(zhuang)置(zhi)、消防(fang)設施(shi),變(bian)電(dian)(dian)站建成投運后(hou)變(bian)壓(ya)器(qi)事(shi)故(gu)油泄漏(lou)造成的(de)環(huan)境(jing)風(feng)險(xian)(xian)極低(di)。 五、保障措施 (一)加(jia)強組(zu)織領導。 加強(qiang)對能源電力(li)供(gong)應保障工(gong)(gong)作(zuo)(zuo)(zuo)的組織領導(dao),明確職(zhi)責(ze)分工(gong)(gong),細化(hua)工(gong)(gong)作(zuo)(zuo)(zuo)責(ze)任,強(qiang)化(hua)督促(cu)落實,加強(qiang)工(gong)(gong)作(zuo)(zuo)(zuo)統籌,強(qiang)化(hua)協同聯動。發揮廣州市(shi)(shi)保障能源供(gong)應協調(diao)領導(dao)小組、廣州市(shi)(shi)能源電力(li)保供(gong)工(gong)(gong)作(zuo)(zuo)(zuo)專(zhuan)班、市(shi)(shi)電力(li)基(ji)礎設施建設和電力(li)設施遷(qian)改(gai)指(zhi)揮部辦(ban)公室等統籌協調(diao)作(zuo)(zuo)(zuo)用,統籌研究(jiu)重要(yao)事項,及時協調(diao)解決,確保各項任務措施落實落細。 (二)加強要(yao)素保(bao)障。 落實(shi)關于價(jia)格、財政、投資、金融等(deng)政策。充分發揮(hui)價(jia)格杠桿作用(yong),推動可(ke)再(zai)生能源發展利用(yong)、電(dian)力(li)結構優化升級等(deng)。對電(dian)網、電(dian)源等(deng)重大建設項(xiang)目,在用(yong)地、用(yong)林(lin)等(deng)要素方(fang)面依法依規給予支持(chi)。引導鼓(gu)勵社會資本參與光伏、儲能等(deng)項(xiang)目建設。 (三)加強監測預警。 建立(li)完善(shan)電(dian)(dian)(dian)(dian)力安(an)全監測(ce)預警(jing)工(gong)作機制(zhi),動(dong)(dong)態監測(ce)電(dian)(dian)(dian)(dian)力安(an)全風(feng)險,按照局部突發性風(feng)險、區(qu)域性風(feng)險、系統性風(feng)險等界定預警(jing)級(ji)別(bie),適(shi)時(shi)啟動(dong)(dong)分級(ji)動(dong)(dong)用(yong)和應急響應機制(zhi)。市、區(qu)電(dian)(dian)(dian)(dian)力管理部門(men)組織(zhi)有關部門(men)和單(dan)位落實《電(dian)(dian)(dian)(dian)能(neng)質量管理辦法(暫行)》等規定。各區(qu)要切實履行電(dian)(dian)(dian)(dian)力供(gong)應保(bao)障的主(zhu)體責任(ren),加快建立(li)本區(qu)監測(ce)預警(jing)機制(zhi),保(bao)障電(dian)(dian)(dian)(dian)力安(an)全。 (四)加強(qiang)實施跟蹤。 各區、各單位要(yao)(yao)按照(zhao)規劃(hua)確(que)定的發(fa)展目(mu)標、主要(yao)(yao)任(ren)(ren)務和(he)職責(ze)分工(gong),加(jia)強工(gong)作(zuo)統籌(chou)和(he)日常調度,協調推進工(gong)作(zuo),確(que)保規劃(hua)成(cheng)果有序落地,規劃(hua)目(mu)標任(ren)(ren)務順利完(wan)成(cheng)。根據國家政策要(yao)(yao)求、供需(xu)形勢(shi)和(he)項(xiang)目(mu)實(shi)際情況,及(ji)時調整工(gong)作(zuo)部署,加(jia)強實(shi)施情況監(jian)測與評估,對(dui)各項(xiang)目(mu)建設進度開展督查及(ji)通報工(gong)作(zuo)。
