國家能源局印發2025年能源監管工作要點

1月10日,國(guo)家能源(yuan)局關(guan)于印發《2025年(nian)能源(yuan)監管工(gong)作(zuo)要點》的通知。

根據通知,2025年國家能源局將重點強調以下監管工作:

全過程(cheng)監(jian)管(guan)國(guo)家重(zhong)(zhong)大(da)規劃(hua)(hua)、政策和項(xiang)目落實。開展(zhan)“十四五”能(neng)源(yuan)規劃(hua)(hua)貫徹(che)落實情(qing)(qing)況(kuang)(kuang)監(jian)管(guan)和總結評估,對各(ge)省(區(qu)、市)完成國(guo)家“十四五”能(neng)源(yuan)規劃(hua)(hua)主要目標(biao)、重(zhong)(zhong)點任務、重(zhong)(zhong)大(da)工程(cheng)情(qing)(qing)況(kuang)(kuang)進行(xing)監(jian)管(guan)。推(tui)廣應(ying)用過程(cheng)監(jian)管(guan)試點經驗,探索建立轄(xia)區(qu)能(neng)源(yuan)發展(zhan)底數、能(neng)源(yuan)規劃(hua)(hua)政策執(zhi)行(xing)情(qing)(qing)況(kuang)(kuang)、重(zhong)(zhong)大(da)能(neng)源(yuan)工程(cheng)項(xiang)目執(zhi)行(xing)情(qing)(qing)況(kuang)(kuang)、能(neng)源(yuan)保供落實成效等(deng)“四張清單”,加大(da)對支撐性調節(jie)性電源(yuan)、跨(kua)省跨(kua)區(qu)輸電通道和靈活互濟工程(cheng)等(deng)開工建設監(jian)管(guan)力度,促(cu)進納規項(xiang)目如期建設投產。

在已開(kai)展現貨市場(chang)(chang)的地區,推(tui)動用戶側主動參(can)與(yu)系統調節(jie),報(bao)量報(bao)價參(can)與(yu)市場(chang)(chang);在未開(kai)展現貨市場(chang)(chang)的地區,開(kai)展分時(shi)段交(jiao)易,有效(xiao)引導用戶側削峰(feng)填谷。

強(qiang)(qiang)化(hua)(hua)新(xin)能(neng)源(yuan)(yuan)并(bing)(bing)網(wang)(wang)(wang)消納(na)監(jian)管(guan)(guan)。加強(qiang)(qiang)對(dui)“沙戈荒”新(xin)能(neng)源(yuan)(yuan)基地建(jian)設(she)進展情(qing)(qing)況(kuang)(kuang)監(jian)管(guan)(guan),推動項目按期并(bing)(bing)網(wang)(wang)(wang)。強(qiang)(qiang)化(hua)(hua)新(xin)能(neng)源(yuan)(yuan)送出工程建(jian)設(she)情(qing)(qing)況(kuang)(kuang)監(jian)管(guan)(guan),督促電(dian)(dian)網(wang)(wang)(wang)企業(ye)按要求(qiu)回購新(xin)能(neng)源(yuan)(yuan)企業(ye)自建(jian)工程。指導開展電(dian)(dian)力(li)(li)(li)系(xi)統調(diao)節能(neng)力(li)(li)(li)優(you)化(hua)(hua)專(zhuan)項行動,在華(hua)北、東北和(he)(he)(he)西北地區開展電(dian)(dian)力(li)(li)(li)系(xi)統調(diao)節能(neng)力(li)(li)(li)規劃(hua)建(jian)設(she)和(he)(he)(he)調(diao)用情(qing)(qing)況(kuang)(kuang)專(zhuan)項監(jian)管(guan)(guan),重點監(jian)管(guan)(guan)調(diao)節能(neng)力(li)(li)(li)建(jian)設(she)方案編制情(qing)(qing)況(kuang)(kuang)、各類調(diao)節資源(yuan)(yuan)規劃(hua)建(jian)設(she)和(he)(he)(he)調(diao)用情(qing)(qing)況(kuang)(kuang)等(deng)。加強(qiang)(qiang)新(xin)能(neng)源(yuan)(yuan)消納(na)利用率統計(ji)監(jian)管(guan)(guan),提高(gao)(gao)電(dian)(dian)力(li)(li)(li)系(xi)統對(dui)新(xin)能(neng)源(yuan)(yuan)的接納(na)、配置和(he)(he)(he)調(diao)控能(neng)力(li)(li)(li)。強(qiang)(qiang)化(hua)(hua)配電(dian)(dian)網(wang)(wang)(wang)建(jian)設(she)改(gai)造情(qing)(qing)況(kuang)(kuang)監(jian)管(guan)(guan),督促各地和(he)(he)(he)電(dian)(dian)網(wang)(wang)(wang)企業(ye)按要求(qiu)推進配電(dian)(dian)網(wang)(wang)(wang)高(gao)(gao)質量發展行動。

改革(ge)創(chuang)新資質許可(ke)。研究制定進一(yi)步(bu)改革(ge)創(chuang)新電力業務(wu)資質許可(ke)管(guan)理的一(yi)攬子意見舉措,放(fang)寬電力業務(wu)許可(ke)豁免范圍(wei),支持新業態新模式多元化發展,健全持證(zheng)主(zhu)體權(quan)利(li)義務(wu),更好服務(wu)新型電力系統建設。

制定(ding)綠證(zheng)核(he)發實施細(xi)則(ze),分類別分階段(duan)逐(zhu)步開(kai)展(zhan)綠證(zheng)核(he)銷工作,按規定(ding)及時向(xiang)社會(hui)公開(kai)綠證(zheng)核(he)發交易信息(xi)。持續迭代升級(ji)國家綠證(zheng)核(he)發交易系(xi)統(tong),完善綠證(zheng)省(sheng)級(ji)賬戶及劃(hua)轉(zhuan)、核(he)銷、溯源等功能,組織做好(hao)存量常規水電綠證(zheng)劃(hua)轉(zhuan),探索與資質和信用信息(xi)系(xi)統(tong)的協調聯(lian)動。

加強管(guan)網(wang)設(she)施公(gong)平(ping)開放監管(guan)。開展電(dian)網(wang)公(gong)平(ping)開放專項監管(guan),重點監管(guan)各類主體接入電(dian)網(wang)流程(cheng)的(de)規(gui)范性、增量配(pei)電(dian)網(wang)與電(dian)網(wang)互聯、電(dian)網(wang)企(qi)(qi)業投資建設(she)接網(wang)工程(cheng)、信息公(gong)開與報送等情況,督促電(dian)網(wang)企(qi)(qi)業嚴(yan)格履(lv)行公(gong)平(ping)開放職(zhi)責(ze),規(gui)范開放服務(wu)行為。

2025年能源監管工作要點

2025年能(neng)源(yuan)監管(guan)工(gong)作的(de)總體思路是(shi):以習近(jin)平新時代(dai)(dai)中國特色(se)社會(hui)主義思想為指導,深入(ru)學習貫徹黨(dang)的(de)二十大和二十屆二中、三中全(quan)會(hui)精神,深入(ru)落實習近(jin)平總書記關于(yu)(yu)建設(she)全(quan)國統一(yi)電(dian)力市場、健全(quan)自然(ran)壟斷(duan)環(huan)節監管(guan)體制(zhi)機制(zhi)等重要論(lun)述,準確把(ba)握能(neng)源(yuan)監管(guan)政治屬(shu)性、人民屬(shu)性、經濟(ji)屬(shu)性和社會(hui)屬(shu)性,聚焦“四個(ge)監管(guan)”一(yi)體推進能(neng)源(yuan)監管(guan)效能(neng)提升,切實做(zuo)到(dao)敢于(yu)(yu)監管(guan)、科學監管(guan)、善(shan)用監管(guan),為新時代(dai)(dai)能(neng)源(yuan)高質量發展提供有力支撐。重點(dian)抓好以下工(gong)作。

一、圍繞“國之大者”,加強能源安全保供監管

(一(yi))完善監(jian)測預(yu)警會(hui)商聯動(dong)機制。緊盯迎峰(feng)度夏、度冬和重大(da)活動(dong)等(deng)關鍵節點(dian),嚴格(ge)執(zhi)行電(dian)(dian)力供(gong)(gong)需“日排查、周報告(gao)、月總結(jie)”機制,強(qiang)化安(an)全運行、市場(chang)交(jiao)易(yi)、供(gong)(gong)電(dian)(dian)服務等(deng)環節監(jian)管,督促地方和有關能源(yuan)(yuan)企業(ye)落(luo)實保供(gong)(gong)主體責任。充(chong)分(fen)發揮數字化手段(duan)在能源(yuan)(yuan)供(gong)(gong)需監(jian)測中(zhong)的(de)(de)作用(yong),加強(qiang)全國及重點(dian)地區用(yong)電(dian)(dian)、來水(shui)和燃料供(gong)(gong)應監(jian)測,強(qiang)化與氣(qi)象等(deng)有關部門會(hui)商聯動(dong),及時發現(xian)并報告(gao)影響(xiang)能源(yuan)(yuan)保供(gong)(gong)的(de)(de)苗頭性(xing)、傾向性(xing)、潛在性(xing)問題,確保能源(yuan)(yuan)供(gong)(gong)需平穩和安(an)全生產形勢穩定(ding)。

(二(er))全過程(cheng)(cheng)監管(guan)國家重(zhong)大規(gui)劃(hua)、政策和(he)(he)項目(mu)(mu)落(luo)實(shi)。開展“十(shi)(shi)四(si)五”能(neng)(neng)(neng)源(yuan)(yuan)(yuan)規(gui)劃(hua)貫徹落(luo)實(shi)情況監管(guan)和(he)(he)總結評估(gu),對各(ge)省(區、市)完成(cheng)(cheng)國家“十(shi)(shi)四(si)五”能(neng)(neng)(neng)源(yuan)(yuan)(yuan)規(gui)劃(hua)主要(yao)目(mu)(mu)標、重(zhong)點任務(wu)、重(zhong)大工(gong)程(cheng)(cheng)情況進(jin)行監管(guan)。推廣應(ying)用(yong)過程(cheng)(cheng)監管(guan)試點經驗,探索建立轄(xia)區能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發展底數、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)規(gui)劃(hua)政策執(zhi)(zhi)行情況、重(zhong)大能(neng)(neng)(neng)源(yuan)(yuan)(yuan)工(gong)程(cheng)(cheng)項目(mu)(mu)執(zhi)(zhi)行情況、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)保供落(luo)實(shi)成(cheng)(cheng)效等“四(si)張清(qing)單”,加大對支撐(cheng)性(xing)調節性(xing)電源(yuan)(yuan)(yuan)、跨(kua)省跨(kua)區輸電通道和(he)(he)靈活互(hu)濟工(gong)程(cheng)(cheng)等開工(gong)建設監管(guan)力度,促進(jin)納規(gui)項目(mu)(mu)如期建設投產。

(三)積極推動(dong)源(yuan)(yuan)網荷儲參(can)與(yu)(yu)能源(yuan)(yuan)保供(gong)。推動(dong)優化(hua)煤電(dian)(dian)容量電(dian)(dian)價(jia)機(ji)制,保障頂峰(feng)(feng)煤電(dian)(dian)機(ji)組合(he)理收益。發揮電(dian)(dian)力(li)(li)市場(chang)(chang)(chang)資源(yuan)(yuan)優化(hua)配(pei)置作用(yong)(yong),加強省(sheng)間(jian)中長(chang)期(qi)合(he)同履約(yue)監管(guan),促進電(dian)(dian)力(li)(li)資源(yuan)(yuan)跨(kua)省(sheng)互濟,加大(da)保供(gong)期(qi)間(jian)發電(dian)(dian)機(ji)組并網運行考核力(li)(li)度。在(zai)已(yi)開展現貨(huo)市場(chang)(chang)(chang)的地區(qu),推動(dong)用(yong)(yong)戶側主動(dong)參(can)與(yu)(yu)系統調節,報量報價(jia)參(can)與(yu)(yu)市場(chang)(chang)(chang);在(zai)未開展現貨(huo)市場(chang)(chang)(chang)的地區(qu),開展分(fen)時段(duan)交易,有(you)效引導用(yong)(yong)戶側削峰(feng)(feng)填谷。

二、圍繞低碳轉型,加強能源綠色發展監管

(四)強化(hua)新能(neng)源(yuan)并(bing)網(wang)消納監(jian)管(guan)。加強對“沙(sha)戈(ge)荒”新能(neng)源(yuan)基地(di)建設(she)(she)進展情況(kuang)監(jian)管(guan),推動(dong)項(xiang)目按期并(bing)網(wang)。強化(hua)新能(neng)源(yuan)送出工(gong)程建設(she)(she)情況(kuang)監(jian)管(guan),督(du)促電(dian)(dian)網(wang)企業按要求回購新能(neng)源(yuan)企業自建工(gong)程。指導開展電(dian)(dian)力系(xi)統調(diao)節能(neng)力優化(hua)專項(xiang)行動(dong),在(zai)華北(bei)、東北(bei)和西(xi)北(bei)地(di)區開展電(dian)(dian)力系(xi)統調(diao)節能(neng)力規劃(hua)建設(she)(she)和調(diao)用(yong)情況(kuang)專項(xiang)監(jian)管(guan),重(zhong)點監(jian)管(guan)調(diao)節能(neng)力建設(she)(she)方案編(bian)制(zhi)情況(kuang)、各(ge)類調(diao)節資源(yuan)規劃(hua)建設(she)(she)和調(diao)用(yong)情況(kuang)等。加強新能(neng)源(yuan)消納利用(yong)率統計監(jian)管(guan),提高(gao)電(dian)(dian)力系(xi)統對新能(neng)源(yuan)的接(jie)納、配(pei)置和調(diao)控能(neng)力。強化(hua)配(pei)電(dian)(dian)網(wang)建設(she)(she)改造情況(kuang)監(jian)管(guan),督(du)促各(ge)地(di)和電(dian)(dian)網(wang)企業按要求推進配(pei)電(dian)(dian)網(wang)高(gao)質量發(fa)展行動(dong)。

(五(wu))深(shen)化傳統(tong)能源(yuan)轉型(xing)保供監管。開(kai)展重(zhong)(zhong)點(dian)煤炭企(qi)業(ye)智(zhi)能化建設專項監管,督(du)促(cu)企(qi)業(ye)落實國(guo)家(jia)相關要求,推(tui)進(jin)國(guo)家(jia)級智(zhi)能化示(shi)范煤礦(kuang)建設,持(chi)續推(tui)動傳統(tong)能源(yuan)產業(ye)迭代升級,實現清潔能源(yuan)產業(ye)培(pei)育壯大。開(kai)展油氣行業(ye)重(zhong)(zhong)點(dian)任(ren)務(wu)專項工(gong)作,聚焦2025年度產供儲(chu)銷體系建設省內保供重(zhong)(zhong)點(dian)工(gong)程,加強(qiang)監管協調,確保重(zhong)(zhong)點(dian)工(gong)程按期投產。

(六(liu))高(gao)效推進綠(lv)證(zheng)(zheng)核發工作。制(zhi)定綠(lv)證(zheng)(zheng)核發實施細則,分類(lei)別分階段逐(zhu)步開(kai)展綠(lv)證(zheng)(zheng)核銷工作,按規定及(ji)時向社會公(gong)開(kai)綠(lv)證(zheng)(zheng)核發交(jiao)易信(xin)息(xi)(xi)。持續迭代升級國家(jia)綠(lv)證(zheng)(zheng)核發交(jiao)易系(xi)統,完善綠(lv)證(zheng)(zheng)省級賬戶(hu)及(ji)劃(hua)轉、核銷、溯源等功能,組織做好存量常規水(shui)電(dian)綠(lv)證(zheng)(zheng)劃(hua)轉,探索與資質和(he)信(xin)用(yong)信(xin)息(xi)(xi)系(xi)統的協調聯動。建立完善與生態(tai)環(huan)境(jing)部門信(xin)息(xi)(xi)共享(xiang)機(ji)制(zhi),加強綠(lv)證(zheng)(zheng)、綠(lv)電(dian)和(he)碳市(shi)場銜接,壯大培育綠(lv)證(zheng)(zheng)市(shi)場,為(wei)新能源和(he)各類(lei)新型主體參與市(shi)場交(jiao)易提供(gong)良好政策(ce)環(huan)境(jing),提高(gao)綠(lv)證(zheng)(zheng)國際認可度和(he)影響(xiang)力。

三、圍繞公平公正,加強能源自然壟斷環節監管

(七)健全自然(ran)壟斷環節(jie)監(jian)管(guan)(guan)(guan)(guan)制度(du)。深(shen)入(ru)學習《能(neng)源(yuan)(yuan)法》,構建(jian)與(yu)《能(neng)源(yuan)(yuan)法》相(xiang)配套的監(jian)管(guan)(guan)(guan)(guan)規(gui)章(zhang)制度(du)體系。研(yan)究(jiu)修(xiu)訂《石油天(tian)然(ran)氣(qi)基礎設(she)施規(gui)劃建(jian)設(she)與(yu)運(yun)營管(guan)(guan)(guan)(guan)理(li)辦法》,指導油氣(qi)管(guan)(guan)(guan)(guan)網(wang)(wang)設(she)施接入(ru)和使用(yong)。研(yan)究(jiu)修(xiu)訂《油氣(qi)管(guan)(guan)(guan)(guan)網(wang)(wang)設(she)施公(gong)平(ping)開放監(jian)管(guan)(guan)(guan)(guan)辦法》,進(jin)一步明確(que)(que)公(gong)平(ping)開放服(fu)務基本(ben)要(yao)求、申請與(yu)受理(li)流程等(deng)內容。研(yan)究(jiu)修(xiu)訂《電(dian)網(wang)(wang)公(gong)平(ping)開放監(jian)管(guan)(guan)(guan)(guan)辦法》,進(jin)一步明確(que)(que)電(dian)源(yuan)(yuan)接入(ru)和電(dian)網(wang)(wang)互聯要(yao)求,推動電(dian)網(wang)(wang)企業公(gong)平(ping)無歧視開放。總結應用(yong)穿透式(shi)監(jian)管(guan)(guan)(guan)(guan)試(shi)點(dian)經驗,推動從源(yuan)(yuan)頭上(shang)解決自然(ran)壟斷環節(jie)監(jian)管(guan)(guan)(guan)(guan)難題。

(八)加強管(guan)網設(she)施(shi)(shi)(shi)公(gong)平開(kai)放監(jian)管(guan)。開(kai)展電(dian)網公(gong)平開(kai)放專項監(jian)管(guan),重點監(jian)管(guan)各類(lei)主(zhu)體接入電(dian)網流程的規范(fan)(fan)性、增(zeng)量配電(dian)網與(yu)電(dian)網互聯、電(dian)網企(qi)業投資建(jian)設(she)接網工程、信(xin)息公(gong)開(kai)與(yu)報送等(deng)情況(kuang),督促電(dian)網企(qi)業嚴格履(lv)(lv)行(xing)公(gong)平開(kai)放職責,規范(fan)(fan)開(kai)放服(fu)(fu)務行(xing)為。常態化(hua)抓好油氣(qi)管(guan)網設(she)施(shi)(shi)(shi)公(gong)平開(kai)放監(jian)管(guan),對部分(fen)省級管(guan)網設(she)施(shi)(shi)(shi)運(yun)營企(qi)業開(kai)展重點監(jian)管(guan)或問題整改“回頭看”,進一步規范(fan)(fan)油氣(qi)管(guan)網設(she)施(shi)(shi)(shi)運(yun)營企(qi)業制度(du)建(jian)設(she)、設(she)施(shi)(shi)(shi)服(fu)(fu)務、合同履(lv)(lv)約、信(xin)息報送等(deng)行(xing)為。

(九(jiu))探索開展(zhan)跨部(bu)門(men)協同(tong)監(jian)管。鞏固拓展(zhan)與相關部(bu)委協同(tong)監(jian)管機制,定(ding)期進行溝通會商,強化政策(ce)協同(tong),加(jia)大能源(yuan)領域(yu)市(shi)場成員基(ji)礎數(shu)據、市(shi)場數(shu)據、行政處罰信息(xi)、典型案(an)例等(deng)信息(xi)共享力度,提(ti)高信息(xi)資(zi)源(yuan)利用(yong)率。適(shi)時(shi)圍(wei)繞能源(yuan)行業自(zi)然壟(long)斷環節、電力市(shi)場秩序等(deng)方面開展(zhan)協同(tong)工作,有效提(ti)升監(jian)管執法影(ying)響力、震懾(she)力。

四、圍繞頂層設計,加強電力市場建設與監管

(十(shi))健全基(ji)礎規(gui)則制度。研究建(jian)立全國(guo)統一電(dian)(dian)力(li)市(shi)場(chang)(chang)評價體系,推(tui)動各地電(dian)(dian)力(li)市(shi)場(chang)(chang)建(jian)設統一規(gui)范、公正透明。制修訂電(dian)(dian)力(li)中長期(qi)交(jiao)(jiao)易(yi)、輔(fu)助服務(wu)市(shi)場(chang)(chang)和(he)計量(liang)結算(suan)基(ji)本規(gui)則,完(wan)善中長期(qi)、現貨、輔(fu)助服務(wu)交(jiao)(jiao)易(yi)機制,做好區(qu)域(yu)內省間交(jiao)(jiao)易(yi)與跨區(qu)交(jiao)(jiao)易(yi)、省內交(jiao)(jiao)易(yi)的(de)有效(xiao)銜接。加快建(jian)立有利于促進綠色能源生(sheng)產消費的(de)市(shi)場(chang)(chang)體系和(he)長效(xiao)機制,推(tui)動綠色電(dian)(dian)力(li)交(jiao)(jiao)易(yi)融(rong)入電(dian)(dian)力(li)中長期(qi)交(jiao)(jiao)易(yi)。

五、圍繞風險防范,加強電力安全監管

(十三)完(wan)善安全(quan)(quan)監管(guan)(guan)(guan)制(zhi)度機制(zhi)。加(jia)(jia)快修訂《電(dian)(dian)力(li)安全(quan)(quan)事故(gu)應急處置和(he)(he)(he)調查處理條(tiao)例》和(he)(he)(he)電(dian)(dian)力(li)安全(quan)(quan)信息報(bao)送(song)制(zhi)度,完(wan)善電(dian)(dian)力(li)安全(quan)(quan)監管(guan)(guan)(guan)政策(ce)法規和(he)(he)(he)標準體系(xi)。編制(zhi)《電(dian)(dian)力(li)安全(quan)(quan)生(sheng)產(chan)“十五(wu)五(wu)”行(xing)動計(ji)劃》,明確“十五(wu)五(wu)”期間(jian)電(dian)(dian)力(li)安全(quan)(quan)工作目標、主要任(ren)務和(he)(he)(he)重點(dian)行(xing)動。推(tui)(tui)進(jin)關于(yu)加(jia)(jia)強(qiang)電(dian)(dian)力(li)安全(quan)(quan)治(zhi)理、新能源和(he)(he)(he)新型(xing)并(bing)網主體涉網等文件落實,加(jia)(jia)強(qiang)縣域大范圍停(ting)電(dian)(dian)風險管(guan)(guan)(guan)控(kong),推(tui)(tui)動大電(dian)(dian)網安全(quan)(quan)風險管(guan)(guan)(guan)控(kong)體系(xi)向配電(dian)(dian)網延伸,構(gou)建源網荷儲共建共治(zhi)共享的電(dian)(dian)力(li)安全(quan)(quan)治(zhi)理體系(xi)。

(十四)強化(hua)(hua)安(an)全風險隱患(huan)排查整治。深(shen)入推進能源電力(li)(li)系統(tong)安(an)全生產(chan)治本攻堅(jian)(jian)三年行(xing)動,加(jia)強重要輸電通道、電力(li)(li)關(guan)鍵信(xin)息基礎設(she)施(shi)、新能源及新型(xing)主體(ti)涉(she)網安(an)全風險管(guan)控(kong),完成重要能源基礎設(she)施(shi)安(an)全風險評估,建立(li)電力(li)(li)安(an)全生產(chan)經驗教(jiao)訓常態化(hua)(hua)分析(xi)總(zong)結機制,提(ti)升(sheng)事故(gu)防控(kong)水平。堅(jian)(jian)持預防為(wei)主,強化(hua)(hua)重大、高頻(pin)電力(li)(li)安(an)全隱患(huan)排查整治,圍繞電力(li)(li)安(an)全治理、施(shi)工安(an)全和(he)質量(liang)管(guan)控(kong)等開(kai)展專項監管(guan)。

(十五(wu)(wu))加強網絡(luo)安(an)(an)(an)(an)全(quan)風(feng)險管控。研(yan)究修訂(ding)電(dian)力監控系統安(an)(an)(an)(an)全(quan)防(fang)護總(zong)體方(fang)案等(deng)(deng)安(an)(an)(an)(an)全(quan)防(fang)護方(fang)案和評估(gu)規范,完善電(dian)力監控系統安(an)(an)(an)(an)全(quan)防(fang)護政策體系。組(zu)織開(kai)展電(dian)力行業網絡(luo)安(an)(an)(an)(an)全(quan)演(yan)習,推動(dong)網絡(luo)安(an)(an)(an)(an)全(quan)靶場、漏(lou)洞(dong)庫等(deng)(deng)基礎設施建設。編制“十五(wu)(wu)五(wu)(wu)”能(neng)(neng)源(yuan)關鍵信息基礎設施安(an)(an)(an)(an)全(quan)規劃,推動(dong)能(neng)(neng)源(yuan)行業北斗應用。

(十六)提升(sheng)電(dian)(dian)(dian)力(li)(li)(li)(li)應(ying)(ying)急(ji)和(he)可(ke)靠性管(guan)理能力(li)(li)(li)(li)。加快推進國家級電(dian)(dian)(dian)力(li)(li)(li)(li)應(ying)(ying)急(ji)基地和(he)研(yan)究中心、局(ju)電(dian)(dian)(dian)力(li)(li)(li)(li)應(ying)(ying)急(ji)指揮平(ping)臺(tai)建(jian)設(she),與有(you)關部門和(he)地方加強電(dian)(dian)(dian)力(li)(li)(li)(li)應(ying)(ying)急(ji)救援協作(zuo),組織跨區域、多場(chang)景電(dian)(dian)(dian)力(li)(li)(li)(li)應(ying)(ying)急(ji)聯合演(yan)練,開展電(dian)(dian)(dian)力(li)(li)(li)(li)行業(ye)防范應(ying)(ying)對臺(tai)風(feng)、地震地質災害專項(xiang)研(yan)究,評(ping)估極(ji)端情(qing)形下電(dian)(dian)(dian)網(wang)獨立運(yun)行和(he)負荷保障(zhang)(zhang)能力(li)(li)(li)(li),強化(hua)重要電(dian)(dian)(dian)力(li)(li)(li)(li)用戶自備(bei)應(ying)(ying)急(ji)電(dian)(dian)(dian)源配置使用監督管(guan)理。做好電(dian)(dian)(dian)力(li)(li)(li)(li)可(ke)靠性管(guan)理和(he)改革工作(zuo),加快研(yan)究可(ke)靠性管(guan)理體(ti)系建(jian)設(she),提升(sheng)供電(dian)(dian)(dian)可(ke)靠性管(guan)理水平(ping),為保障(zhang)(zhang)電(dian)(dian)(dian)力(li)(li)(li)(li)系統(tong)安全穩定運(yun)行和(he)電(dian)(dian)(dian)力(li)(li)(li)(li)可(ke)靠供應(ying)(ying)提供有(you)力(li)(li)(li)(li)支撐。

六、圍繞監管為民,加強民生領域用能監管

(十七)提(ti)升“獲得(de)電(dian)(dian)(dian)(dian)(dian)力(li)”服務水(shui)平。制定出臺新一輪提(ti)升“獲得(de)電(dian)(dian)(dian)(dian)(dian)力(li)”服務水(shui)平政策文件,不斷深化“三(san)零”“三(san)省”服務,全力(li)打造具有中國特(te)色(se)的現代化用(yong)電(dian)(dian)(dian)(dian)(dian)營商環境。常態化推進(jin)頻繁停電(dian)(dian)(dian)(dian)(dian)治(zhi)理,持續推動解決人民群眾“急難愁(chou)盼”用(yong)電(dian)(dian)(dian)(dian)(dian)問(wen)題。按照職責分工持續做好電(dian)(dian)(dian)(dian)(dian)動自行(xing)車安(an)全隱患全鏈條整治(zhi),切(qie)實督促指導(dao)各地(di)和供電(dian)(dian)(dian)(dian)(dian)企業將接電(dian)(dian)(dian)(dian)(dian)服務要求(qiu)落到實處。

(十八)加強民(min)生用(yong)能服務保障(zhang)。開(kai)展民(min)生用(yong)電(dian)服務突(tu)出(chu)問(wen)(wen)題專項(xiang)監管(guan)(guan),重點(dian)對(dui)頻繁停電(dian)整治成果進行“回頭(tou)看”,并同步監管(guan)(guan)城鄉(xiang)居(ju)民(min)用(yong)電(dian)報裝、搶修復電(dian)等民(min)生用(yong)電(dian)突(tu)出(chu)問(wen)(wen)題。重點(dian)圍(wei)繞(rao)清(qing)潔(jie)(jie)取(qu)暖政(zheng)策落實(shi)、能源供(gong)應保障(zhang)等情況,開(kai)展北方地區(qu)清(qing)潔(jie)(jie)取(qu)暖專項(xiang)監管(guan)(guan)。全面宣貫落實(shi)12398熱(re)線投訴舉報處理制(zhi)度,加強派出(chu)機(ji)構(gou)和能源企業(ye)工作人員業(ye)務培(pei)訓,壓實(shi)能源企業(ye)投訴處理主體責任,切實(shi)提升投訴舉報工作效能。推動地方因地制(zhi)宜做好(hao)非電(dian)網(wang)直供(gong)電(dian)小區(qu)等用(yong)電(dian)薄弱區(qu)域綜合治理工作。

(十九)改(gai)革創新資(zi)質(zhi)許(xu)(xu)(xu)可(ke)。研究制定進一(yi)步改(gai)革創新電(dian)(dian)(dian)力(li)業(ye)務(wu)資(zi)質(zhi)許(xu)(xu)(xu)可(ke)管理的一(yi)攬子(zi)意見舉(ju)措,放寬電(dian)(dian)(dian)力(li)業(ye)務(wu)許(xu)(xu)(xu)可(ke)豁免范圍,支持(chi)新業(ye)態(tai)新模式多元(yuan)化發展,健全持(chi)證主體權利義務(wu),更好服務(wu)新型電(dian)(dian)(dian)力(li)系(xi)統建設。完善電(dian)(dian)(dian)力(li)業(ye)務(wu)資(zi)質(zhi)許(xu)(xu)(xu)可(ke)制度,明確電(dian)(dian)(dian)力(li)業(ye)務(wu)許(xu)(xu)(xu)可(ke)證延續及注(zhu)銷相關要求,壓減承裝(修、試)電(dian)(dian)(dian)力(li)設施許(xu)(xu)(xu)可(ke)等級,進一(yi)步激發市場活力(li)。選取部(bu)分重點地區開展電(dian)(dian)(dian)力(li)業(ye)務(wu)許(xu)(xu)(xu)可(ke)專項(xiang)監管,持(chi)續開展許(xu)(xu)(xu)可(ke)保持(chi)情況常態(tai)化監管,對派出機構資(zi)質(zhi)許(xu)(xu)(xu)可(ke)工作質(zhi)量實施監督,進一(yi)步提(ti)升(sheng)許(xu)(xu)(xu)可(ke)管理效能和風險防控水平。

七、圍繞依法行政,提升能源監管權威與影響力

(二十)深入開展(zhan)綜合(he)(he)監(jian)管(guan)(guan)。扎實做好2024年(nian)電力(li)領(ling)域綜合(he)(he)監(jian)管(guan)(guan)“后半篇文章”,分(fen)層(ceng)分(fen)類做好監(jian)管(guan)(guan)約談、責令(ling)整改(gai)、行政處罰等(deng)工(gong)作,形成監(jian)管(guan)(guan)閉(bi)環。繼續選取6個有代(dai)表性的省份開展(zhan)綜合(he)(he)監(jian)管(guan)(guan),突出規(gui)劃政策(ce)落(luo)實、自(zi)然壟斷環節監(jian)管(guan)(guan)、電力(li)市(shi)場建設、民生用能保障等(deng)重大事項,強化(hua)監(jian)管(guan)(guan)工(gong)作深度,優化(hua)組織協調機制,進一步(bu)提(ti)升綜合(he)(he)監(jian)管(guan)(guan)成效。

(二十一)提(ti)升行(xing)政(zheng)執(zhi)(zhi)法(fa)質(zhi)效。完(wan)善執(zhi)(zhi)法(fa)信息統計和(he)(he)(he)通報機(ji)制,健全(quan)派(pai)出機(ji)構(gou)全(quan)員執(zhi)(zhi)法(fa)工作機(ji)制;注重案件(jian)線(xian)索(suo)歸集,著力加強自然(ran)壟斷環節和(he)(he)(he)電力市(shi)場秩序領域執(zhi)(zhi)法(fa)力度,促(cu)進(jin)業務(wu)監管和(he)(he)(he)行(xing)政(zheng)執(zhi)(zhi)法(fa)工作同步深入、相互促(cu)進(jin);規范執(zhi)(zhi)法(fa)行(xing)為,推(tui)(tui)進(jin)“長牙帶刺”和(he)(he)(he)包容審慎監管有機(ji)銜接(jie),對于(yu)小微企(qi)業和(he)(he)(he)輕微違法(fa)行(xing)為,鼓勵推(tui)(tui)行(xing)柔(rou)性執(zhi)(zhi)法(fa)。

(二(er)(er)十(shi)二(er)(er))加(jia)(jia)強(qiang)執法成果運用。及時梳理(li)總結(jie)監管(guan)執法成果,對職責(ze)范圍內的(de)事項(xiang),要依法采取責(ze)令改正、行(xing)政處罰、監管(guan)約(yue)談等方(fang)式進行(xing)處理(li);加(jia)(jia)大典(dian)(dian)型問題(ti)通(tong)報力度,重點(dian)披露監管(guan)工作中發現(xian)(xian)的(de)問題(ti)和典(dian)(dian)型案例,發揮社會(hui)輿論監督作用;對于發現(xian)(xian)的(de)涉(she)及體制機制調整等方(fang)面(mian)的(de)深層次問題(ti),要強(qiang)化(hua)分析研(yan)究,研(yan)提改進措施(shi),為政策制定和科(ke)學決策提供參(can)考。

八、圍繞黨建引領,提升干部隊伍監管能力
