通知(zhi)指出(chu),要科(ke)學界定(ding)涉(she)網(wang)(wang)(wang)安(an)(an)(an)全(quan)(quan)管(guan)(guan)(guan)(guan)理范圍。國家(jia)能(neng)源(yuan)(yuan)局派出(chu)機構(gou)應當(dang)會同地方(fang)電力(li)管(guan)(guan)(guan)(guan)理部(bu)門,綜合考慮系統(tong)安(an)(an)(an)全(quan)(quan)需要、技術經濟性及并(bing)(bing)網(wang)(wang)(wang)主(zhu)體承受(shou)能(neng)力(li)等實際情況,根據新能(neng)源(yuan)(yuan)和新型主(zhu)體并(bing)(bing)網(wang)(wang)(wang)的(de)類型、容量規(gui)模、接入電壓等級、系統(tong)運行(xing)特性等,科(ke)學界定(ding)轄(xia)區內新能(neng)源(yuan)(yuan)和新型并(bing)(bing)網(wang)(wang)(wang)主(zhu)體涉(she)網(wang)(wang)(wang)安(an)(an)(an)全(quan)(quan)管(guan)(guan)(guan)(guan)理范圍,把必須管(guan)(guan)(guan)(guan)住的(de)管(guan)(guan)(guan)(guan)到(dao)位。對于已納入涉(she)網(wang)(wang)(wang)安(an)(an)(an)全(quan)(quan)管(guan)(guan)(guan)(guan)理范圍但暫不滿足涉(she)網(wang)(wang)(wang)管(guan)(guan)(guan)(guan)理要求的(de)存量新能(neng)源(yuan)(yuan)和新型并(bing)(bing)網(wang)(wang)(wang)主(zhu)體,國家(jia)能(neng)源(yuan)(yuan)局派出(chu)機構(gou)應會同地方(fang)電力(li)管(guan)(guan)(guan)(guan)理部(bu)門科(ke)學制定(ding)改(gai)造方(fang)案并(bing)(bing)穩(wen)妥推(tui)進。 推動(dong)并網(wang)(wang)主(zhu)(zhu)體(ti)友好并網(wang)(wang)。新(xin)能(neng)源和新(xin)型并網(wang)(wang)主(zhu)(zhu)體(ti)的業主(zhu)(zhu)(單位)要(yao)對照《電(dian)(dian)力系統安全穩(wen)定導(dao)(dao)則》(GB 38755-2019)、《電(dian)(dian)力系統網(wang)(wang)源協調技(ji)術導(dao)(dao)則》(GB/T 40594-2021)以及風電(dian)(dian)、光伏、儲能(neng)相關的國家標(biao)準及行業標(biao)準等(deng)規定要(yao)求,組織實施工程項目建設(she),保證繼電(dian)(dian)保護、安全穩(wen)定控制(zhi)裝置(zhi)(zhi)、通信設(she)備等(deng)二次(ci)系統配置(zhi)(zhi)符合要(yao)求,避免“帶(dai)病入網(wang)(wang)”。其中,遠端(duan)匯集(ji)(大基(ji)地等(deng))的集(ji)中式新(xin)能(neng)源應具備快(kuai)速調壓、抑制(zhi)寬頻振蕩等(deng)支撐能(neng)力,必要(yao)時配置(zhi)(zhi)調相機等(deng)裝置(zhi)(zhi),防止大規模脫網(wang)(wang)。 在碳達峰碳中(zhong)和(he)目標指(zhi)(zhi)引下(xia),新(xin)(xin)能(neng)(neng)源裝機占比快速提升(sheng),新(xin)(xin)型儲能(neng)(neng)、虛(xu)擬電(dian)(dian)(dian)廠、分(fen)(fen)布式智能(neng)(neng)電(dian)(dian)(dian)網(wang)(wang)等新(xin)(xin)型并(bing)網(wang)(wang)主(zhu)(zhu)體廣(guang)泛涌現,新(xin)(xin)型電(dian)(dian)(dian)力(li)系(xi)(xi)統建設(she)取得顯著進(jin)展。但由于新(xin)(xin)能(neng)(neng)源和(he)新(xin)(xin)型并(bing)網(wang)(wang)主(zhu)(zhu)體涉(she)網(wang)(wang)安(an)(an)全(quan)管(guan)(guan)理相關規范標準(zhun)較(jiao)為分(fen)(fen)散,個別新(xin)(xin)型并(bing)網(wang)(wang)主(zhu)(zhu)體尚未納(na)入統一(yi)調度,導致涉(she)網(wang)(wang)安(an)(an)全(quan)管(guan)(guan)理出(chu)現部(bu)分(fen)(fen)真空,影響(xiang)電(dian)(dian)(dian)力(li)系(xi)(xi)統安(an)(an)全(quan)穩(wen)定運(yun)行。為深入貫徹“四(si)個革命、一(yi)個合作”能(neng)(neng)源安(an)(an)全(quan)新(xin)(xin)戰略,落實《國(guo)家發(fa)展改革委 國(guo)家能(neng)(neng)源局關于加強(qiang)新(xin)(xin)形勢下(xia)電(dian)(dian)(dian)力(li)系(xi)(xi)統穩(wen)定工作的(de)指(zhi)(zhi)導意(yi)見(jian)》《國(guo)家發(fa)展改革委 一、準確把握涉網安全管理工作的總體要求 (一)高度(du)重視(shi)涉(she)網安(an)全(quan)(quan)(quan)管(guan)(guan)理(li)工(gong)作。加強新能源(yuan)和新型并網主體涉(she)網安(an)全(quan)(quan)(quan)管(guan)(guan)理(li),保障其安(an)全(quan)(quan)(quan)穩定運行(xing),是服務新型電力系統高質量發(fa)展的基礎和前(qian)提,并網主體一旦(dan)發(fa)生(sheng)并網安(an)全(quan)(quan)(quan)事故(gu),既損(sun)害當(dang)前(qian)利益(yi),更給(gei)行(xing)業長期發(fa)展帶來不利影響(xiang)。各單位要緊(jin)扣新形(xing)勢(shi)下能源(yuan)轉型和電力保供目標,以(yi)高度(du)的責任感和使(shi)命感,創(chuang)新安(an)全(quan)(quan)(quan)管(guan)(guan)理(li)模式,有(you)效(xiao)管(guan)(guan)控安(an)全(quan)(quan)(quan)風險,堅(jian)決防范(fan)并網安(an)全(quan)(quan)(quan)事故(gu)發(fa)生(sheng)。 (二(er))科(ke)學界(jie)定涉(she)網(wang)(wang)安全管(guan)(guan)理(li)(li)范(fan)(fan)圍(wei)。國家(jia)能(neng)源(yuan)局派出機構(gou)應當會(hui)同(tong)地(di)方(fang)電(dian)力(li)管(guan)(guan)理(li)(li)部(bu)門,綜合考慮系(xi)統(tong)安全需(xu)要(yao)、技術經濟(ji)性及并(bing)網(wang)(wang)主體(ti)承受能(neng)力(li)等實際情(qing)況,根據(ju)新(xin)(xin)能(neng)源(yuan)和新(xin)(xin)型主體(ti)并(bing)網(wang)(wang)的類(lei)型、容量規模、接入電(dian)壓(ya)等級、系(xi)統(tong)運行特性等,科(ke)學界(jie)定轄區內新(xin)(xin)能(neng)源(yuan)和新(xin)(xin)型并(bing)網(wang)(wang)主體(ti)涉(she)網(wang)(wang)安全管(guan)(guan)理(li)(li)范(fan)(fan)圍(wei),把必須管(guan)(guan)住的管(guan)(guan)到位。對(dui)于(yu)已(yi)納入涉(she)網(wang)(wang)安全管(guan)(guan)理(li)(li)范(fan)(fan)圍(wei)但暫不(bu)滿足涉(she)網(wang)(wang)管(guan)(guan)理(li)(li)要(yao)求的存量新(xin)(xin)能(neng)源(yuan)和新(xin)(xin)型并(bing)網(wang)(wang)主體(ti),國家(jia)能(neng)源(yuan)局派出機構(gou)應會(hui)同(tong)地(di)方(fang)電(dian)力(li)管(guan)(guan)理(li)(li)部(bu)門科(ke)學制定改造方(fang)案(an)并(bing)穩妥推進(jin)。 (三)壓實(shi)各(ge)方涉(she)網(wang)(wang)安全(quan)(quan)(quan)管(guan)理(li)(li)責任。電(dian)(dian)力(li)調度(du)(du)機構要(yao)(yao)加強對納入涉(she)網(wang)(wang)安全(quan)(quan)(quan)管(guan)理(li)(li)范圍的(de)(de)新能源和新型(xing)并網(wang)(wang)主體的(de)(de)統(tong)一(yi)調度(du)(du)管(guan)理(li)(li),依據有關法律法規和標準規范,做好涉(she)網(wang)(wang)二次系統(tong)和監控系統(tong)的(de)(de)技術監督(du)工(gong)作。電(dian)(dian)網(wang)(wang)企業要(yao)(yao)加強電(dian)(dian)網(wang)(wang)安全(quan)(quan)(quan)風險管(guan)控,為并網(wang)(wang)主體安全(quan)(quan)(quan)并網(wang)(wang)提供保障。納入涉(she)網(wang)(wang)安全(quan)(quan)(quan)管(guan)理(li)(li)范圍的(de)(de)新能源和新型(xing)并網(wang)(wang)主體的(de)(de)業主(單位)要(yao)(yao)嚴(yan)格(ge)履行主體責任,接(jie)受電(dian)(dian)力(li)調度(du)(du)機構統(tong)一(yi)調度(du)(du),執行涉(she)網(wang)(wang)安全(quan)(quan)(quan)管(guan)理(li)(li)規章制(zhi)度(du)(du),滿足系統(tong)安全(quan)(quan)(quan)穩定運行需求。 二、切實提升涉網安全性能 (四)優化(hua)涉(she)網(wang)(wang)管理服(fu)務。電力調度機(ji)構要(yao)加強對(dui)并(bing)(bing)(bing)網(wang)(wang)主體(ti)的(de)(de)(de)專(zhuan)業培訓,幫助并(bing)(bing)(bing)網(wang)(wang)主體(ti)提升(sheng)技術人員專(zhuan)業水平和(he)工作能(neng)(neng)力。前置參與并(bing)(bing)(bing)網(wang)(wang)主體(ti)的(de)(de)(de)設計(ji)、建設過程,暢(chang)通(tong)溝通(tong)渠道,及(ji)時(shi)指導并(bing)(bing)(bing)網(wang)(wang)主體(ti)解決遇到的(de)(de)(de)涉(she)網(wang)(wang)技術問題(ti)。并(bing)(bing)(bing)網(wang)(wang)前,電力調度機(ji)構要(yao)嚴格審核(he)(he)納入涉(she)網(wang)(wang)安(an)全管理范圍內的(de)(de)(de)并(bing)(bing)(bing)網(wang)(wang)主體(ti)提供的(de)(de)(de)涉(she)網(wang)(wang)性能(neng)(neng)型式試驗(yan)報告,報告應由具備CNAS/CMA資質(zhi)(中(zhong)國(guo)(guo)合格評(ping)定(ding)國(guo)(guo)家(jia)認(ren)可委(wei)員會認(ren)可或中(zhong)國(guo)(guo)計(ji)量(liang)認(ren)證)或同等資質(zhi)能(neng)(neng)力的(de)(de)(de)第三方機(ji)構出(chu)具,審核(he)(he)同意后(hou)(hou)方可并(bing)(bing)(bing)網(wang)(wang);并(bing)(bing)(bing)網(wang)(wang)后(hou)(hou),電力調度機(ji)構要(yao)強化(hua)運行(xing)過程中(zhong)的(de)(de)(de)涉(she)網(wang)(wang)性能(neng)(neng)評(ping)估,及(ji)時(shi)提出(chu)改進要(yao)求,確保涉(she)網(wang)(wang)性能(neng)(neng)穩定(ding)。 (五)推(tui)動并(bing)(bing)網(wang)(wang)主體友好并(bing)(bing)網(wang)(wang)。新能(neng)源和(he)新型并(bing)(bing)網(wang)(wang)主體的業主(單位)要對照《電(dian)力(li)系(xi)統安(an)全穩(wen)定(ding)導(dao)(dao)則(ze)》(GB 38755-2019)、《電(dian)力(li)系(xi)統網(wang)(wang)源協調技術導(dao)(dao)則(ze)》(GB/T 40594-2021)以及(ji)(ji)風電(dian)、光伏、儲能(neng)相關的國家標準(zhun)及(ji)(ji)行業標準(zhun)等規定(ding)要求,組織實(shi)施工(gong)程項目(mu)建設(she),保證繼(ji)電(dian)保護、安(an)全穩(wen)定(ding)控(kong)制裝(zhuang)置、通信設(she)備等二(er)次(ci)系(xi)統配(pei)置符合要求,避免“帶病(bing)入網(wang)(wang)”。其中,遠端匯集(大基地等)的集中式新能(neng)源應具備快速調壓(ya)、抑制寬頻振蕩等支撐(cheng)能(neng)力(li),必(bi)要時配(pei)置調相機等裝(zhuang)置,防止大規模脫網(wang)(wang)。 (六)推進(jin)技術(shu)創新(xin)與(yu)(yu)涉網技術(shu)標準制修訂(ding)。積極開展新(xin)能(neng)源和新(xin)型(xing)并網主體涉網技術(shu)的(de)研究驗(yan)證(zheng)及推廣(guang)應(ying)(ying)用,提升其安全替代能(neng)力(li)。推進(jin)新(xin)技術(shu)、新(xin)設備(bei)的(de)并網標準制修訂(ding)工(gong)作,逐步(bu)構建與(yu)(yu)新(xin)型(xing)電力(li)系統(tong)發(fa)展相適(shi)應(ying)(ying)的(de)涉網安全性能(neng)。 三、加強涉網參數管理 (七(qi))規范涉(she)(she)(she)網(wang)(wang)參(can)數管(guan)理流程。電力調度(du)機(ji)構要加(jia)強對納入涉(she)(she)(she)網(wang)(wang)安全(quan)管(guan)理范圍的并網(wang)(wang)主(zhu)體涉(she)(she)(she)網(wang)(wang)參(can)數的統一(yi)管(guan)理。并網(wang)(wang)主(zhu)體涉(she)(she)(she)網(wang)(wang)安全(quan)相關設(she)備的控制邏輯和參(can)數、涉(she)(she)(she)網(wang)(wang)保(bao)護定值等不得(de)擅(shan)自調整,關鍵技術參(can)數的升級或改造相關方案應經充分(fen)論證并提交電力調度(du)機(ji)構審核同意后實施。控制邏輯或參(can)數發生(sheng)變化后,應在規定時間內開(kai)展涉(she)(she)(she)網(wang)(wang)性(xing)能復核測試,確(que)保(bao)滿足涉(she)(she)(she)網(wang)(wang)性(xing)能要求。 (八)強化(hua)建模(mo)及(ji)參數實測管理(li)。電(dian)(dian)(dian)(dian)(dian)力調度機(ji)(ji)構要基于并(bing)(bing)(bing)(bing)網(wang)主(zhu)(zhu)(zhu)體實測建模(mo),對高比例電(dian)(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)(dian)子設(she)備(bei)接入電(dian)(dian)(dian)(dian)(dian)網(wang)開(kai)展電(dian)(dian)(dian)(dian)(dian)磁(ci)(ci)暫態(tai)仿真或機(ji)(ji)電(dian)(dian)(dian)(dian)(dian)-電(dian)(dian)(dian)(dian)(dian)磁(ci)(ci)混(hun)合仿真校核(he)。并(bing)(bing)(bing)(bing)網(wang)主(zhu)(zhu)(zhu)體要根據電(dian)(dian)(dian)(dian)(dian)力系(xi)統穩定計算分析要求,開(kai)展電(dian)(dian)(dian)(dian)(dian)磁(ci)(ci)暫態(tai)和機(ji)(ji)電(dian)(dian)(dian)(dian)(dian)暫態(tai)建模(mo)及(ji)參數實測,并(bing)(bing)(bing)(bing)網(wang)前并(bing)(bing)(bing)(bing)網(wang)主(zhu)(zhu)(zhu)體應向電(dian)(dian)(dian)(dian)(dian)力調度機(ji)(ji)構提供(gong)并(bing)(bing)(bing)(bing)網(wang)發電(dian)(dian)(dian)(dian)(dian)設(she)備(bei)相應型號的電(dian)(dian)(dian)(dian)(dian)磁(ci)(ci)暫態(tai)和機(ji)(ji)電(dian)(dian)(dian)(dian)(dian)暫態(tai)模(mo)型。未納入涉網(wang)安全(quan)管理(li)范圍的新能源和新型并(bing)(bing)(bing)(bing)網(wang)主(zhu)(zhu)(zhu)體,可由設(she)備(bei)廠家代為(wei)提供(gong)。 (九)落(luo)實(shi)涉(she)(she)網參數(shu)復測要求。電力(li)調(diao)(diao)度(du)機(ji)構要完(wan)善并網主(zhu)體涉(she)(she)網參數(shu)全周期(qi)、精細化管理機(ji)制(zhi),確保電力(li)系統穩定(ding)計(ji)算分析結(jie)論科(ke)學準確。并網主(zhu)體的AGC、AVC、SVG、一次調(diao)(diao)頻等涉(she)(she)網參數(shu)應(ying)定(ding)期(qi)開展復測,復測周期(qi)不應(ying)超過(guo)5年,檢測應(ying)由具備CNAS/CMA資(zi)質或(huo)同等資(zi)質能力(li)的第三方機(ji)構開展,試驗(yan)方案(an)、試驗(yan)結(jie)果和(he)試驗(yan)報告應(ying)經電力(li)調(diao)(diao)度(du)機(ji)構審核確認。 四、優化并網接入服務 (十)加強接(jie)(jie)入(ru)電網(wang)安(an)(an)全(quan)風(feng)險評(ping)(ping)估(gu)。電網(wang)企業要深入(ru)研究分(fen)析(xi)分(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)接(jie)(jie)入(ru)安(an)(an)全(quan)風(feng)險,配合做好分(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)接(jie)(jie)入(ru)電網(wang)承載力(li)評(ping)(ping)估(gu)工(gong)作,引導分(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)科學布(bu)局、安(an)(an)全(quan)接(jie)(jie)入(ru)、高效消納。地方電力(li)管理部(bu)門在開展分(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)接(jie)(jie)入(ru)電網(wang)承載力(li)評(ping)(ping)估(gu)工(gong)作時(shi),應充分(fen)考慮分(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)接(jie)(jie)入(ru)對電網(wang)安(an)(an)全(quan)運行的影響。 (十一)執(zhi)行并網(wang)(wang)調(diao)度(du)協(xie)(xie)議管(guan)理(li)(li)。電(dian)(dian)(dian)力調(diao)度(du)機(ji)(ji)構要(yao)(yao)堅(jian)持統一調(diao)度(du)、分級管(guan)理(li)(li),組織納入涉(she)網(wang)(wang)安(an)全管(guan)理(li)(li)范圍的(de)新能源(yuan)和新型并網(wang)(wang)主體簽(qian)訂(ding)并網(wang)(wang)調(diao)度(du)協(xie)(xie)議。電(dian)(dian)(dian)力調(diao)度(du)機(ji)(ji)構在(zai)與虛(xu)擬電(dian)(dian)(dian)廠簽(qian)訂(ding)并網(wang)(wang)調(diao)度(du)協(xie)(xie)議時,可(ke)根據聚(ju)合可(ke)調(diao)節資源(yuan)所在(zai)電(dian)(dian)(dian)網(wang)(wang)物理(li)(li)電(dian)(dian)(dian)氣分區的(de)不同,將聚(ju)合可(ke)調(diao)節資源(yuan)劃分為一個或多個虛(xu)擬電(dian)(dian)(dian)廠單元。虛(xu)擬電(dian)(dian)(dian)廠內部接(jie)入的(de)電(dian)(dian)(dian)源(yuan),要(yao)(yao)按照并網(wang)(wang)電(dian)(dian)(dian)源(yuan)要(yao)(yao)求進行涉(she)網(wang)(wang)安(an)全管(guan)理(li)(li),虛(xu)擬電(dian)(dian)(dian)廠整(zheng)體執(zhi)行運行管(guan)理(li)(li)要(yao)(yao)求,不涉(she)及涉(she)網(wang)(wang)參數和性能管(guan)理(li)(li)。 (十二)強化并(bing)(bing)網(wang)接入過程管控。納入涉(she)(she)網(wang)安全管理范圍的(de)新能源和新型并(bing)(bing)網(wang)主(zhu)體應(ying)組(zu)織開展并(bing)(bing)網(wang)驗收工作,確保一、二次設備及(ji)各類系統滿足并(bing)(bing)網(wang)要(yao)求(qiu)。電網(wang)企業及(ji)其電力調度(du)機構應(ying)做好并(bing)(bing)網(wang)主(zhu)體涉(she)(she)網(wang)設備的(de)配置(zhi)、參(can)數、性能、調控能力等并(bing)(bing)網(wang)條件(jian)確認工作,條件(jian)不滿足的(de)不得并(bing)(bing)網(wang)。并(bing)(bing)網(wang)后,各并(bing)(bing)網(wang)主(zhu)體應(ying)完成(cheng)全部涉(she)(she)網(wang)試驗,在規定時間內將合(he)格的(de)試驗結(jie)果提交電力調度(du)機構。 五、強化并網運行管理 (十三(san))強化容(rong)量(liang)變(bian)(bian)更管(guan)理(li)。地方(fang)電(dian)力管(guan)理(li)部門要(yao)會同電(dian)網(wang)企(qi)業建立新(xin)能源(yuan)和新(xin)型并(bing)網(wang)主(zhu)體容(rong)量(liang)(包(bao)括(kuo)交流(liu)側(ce)及直流(liu)側(ce))變(bian)(bian)更的申請、審(shen)核、測試等(deng)管(guan)理(li)機(ji)制,電(dian)網(wang)企(qi)業要(yao)完善并(bing)網(wang)主(zhu)體停運、檢修管(guan)理(li)流(liu)程(cheng),確(que)保并(bing)網(wang)主(zhu)體并(bing)網(wang)運行期間(jian)發電(dian)及調節(jie)能力得到(dao)有效管(guan)控。并(bing)網(wang)主(zhu)體要(yao)嚴(yan)格執行容(rong)量(liang)變(bian)(bian)更管(guan)理(li)流(liu)程(cheng),嚴(yan)禁私自變(bian)(bian)更容(rong)量(liang)。 (十(shi)四)加強調控能(neng)力(li)和(he)信(xin)(xin)(xin)息(xi)采集(ji)能(neng)力(li)建設。納入(ru)涉網(wang)(wang)安全(quan)管理(li)范圍的并(bing)(bing)網(wang)(wang)主(zhu)(zhu)體(ti)應具備接(jie)收和(he)執(zhi)行(xing)(xing)電(dian)力(li)調度機構控制(zhi)和(he)調節指令的能(neng)力(li),滿足電(dian)網(wang)(wang)運(yun)行(xing)(xing)“可調可控”要(yao)(yao)求(qiu)。并(bing)(bing)網(wang)(wang)主(zhu)(zhu)體(ti)應按照電(dian)網(wang)(wang)運(yun)行(xing)(xing)“可觀可測”要(yao)(yao)求(qiu),實時上(shang)傳(chuan)主(zhu)(zhu)要(yao)(yao)設備運(yun)行(xing)(xing)信(xin)(xin)(xin)息(xi),包(bao)括但不限(xian)于有功功率(lv)、無功功率(lv)、電(dian)壓、電(dian)流等遙(yao)測量和(he)主(zhu)(zhu)要(yao)(yao)設備位置(zhi)、重要(yao)(yao)保護信(xin)(xin)(xin)號等遙(yao)信(xin)(xin)(xin)量,以及并(bing)(bing)網(wang)(wang)調度協(xie)議要(yao)(yao)求(qiu)的其他信(xin)(xin)(xin)息(xi)。信(xin)(xin)(xin)息(xi)上(shang)傳(chuan)應滿足分鐘級采集(ji)要(yao)(yao)求(qiu),相關運(yun)行(xing)(xing)信(xin)(xin)(xin)息(xi)和(he)調度控制(zhi)功能(neng)應接(jie)入(ru)調度系統(tong),通(tong)(tong)信(xin)(xin)(xin)方式、通(tong)(tong)信(xin)(xin)(xin)協(xie)議應滿足電(dian)力(li)調度機構要(yao)(yao)求(qiu)。 (十五)強(qiang)化虛擬(ni)(ni)電(dian)(dian)廠運行(xing)管理(li)。納(na)入涉網安全管理(li)范圍的(de)(de)虛擬(ni)(ni)電(dian)(dian)廠按月(yue)(yue)向電(dian)(dian)力(li)調(diao)度機構提交(jiao)可(ke)調(diao)節資源清(qing)單和變更申請(qing),月(yue)(yue)內原(yuan)則上不得隨意(yi)變換可(ke)調(diao)節資源及其容量,確(que)需調(diao)整的(de)(de),應在(zai)調(diao)整前(qian)向電(dian)(dian)力(li)調(diao)度機構提交(jiao)變更申請(qing)。虛擬(ni)(ni)電(dian)(dian)廠開(kai)展實(shi)時運行(xing)監測,實(shi)時掌握聚合可(ke)調(diao)節資源的(de)(de)運行(xing)狀態,自動接收、嚴格執行(xing)參(can)與(yu)市場的(de)(de)出清(qing)結果,并及時向市場運營機構自動報送執行(xing)情況,嚴禁私(si)自篡改(gai)各(ge)類(lei)數據。 (十六)強(qiang)化網(wang)絡(luo)安全(quan)管理。并(bing)網(wang)主體要(yao)嚴格(ge)執行(xing)(xing)網(wang)絡(luo)安全(quan)相關法律法規(gui)、國家標準及行(xing)(xing)業標準要(yao)求(qiu)(qiu),優化電力監控(kong)系統網(wang)絡(luo)安全(quan)防護(hu)體系,強(qiang)化供(gong)應鏈(lian)安全(quan)管控(kong),禁止擅自(zi)設置或預留任何外部控(kong)制(zhi)接口(kou)。采用云平(ping)臺等(deng)互聯網(wang)技術(shu)進行(xing)(xing)監測(ce)的(de)(de)新能源和(he)(he)新型并(bing)網(wang)主體,應當按照法規(gui)、標準,安裝網(wang)絡(luo)安全(quan)監測(ce)、隔離(li)裝置等(deng)網(wang)絡(luo)安全(quan)設施,并(bing)向(xiang)相應調度機構(gou)備(bei)案。虛擬電廠的(de)(de)技術(shu)支撐(cheng)系統(或平(ping)臺)的(de)(de)涉控(kong)功能的(de)(de)網(wang)絡(luo)安全(quan)防護(hu)應當嚴格(ge)落實《電力監控(kong)系統安全(quan)防護(hu)規(gui)定》(中華人民共和(he)(he)國國家發展和(he)(he)改革委員會2014年第14號令)要(yao)求(qiu)(qiu)。 (十七)強化通(tong)(tong)(tong)信(xin)運行(xing)管理。接入(ru)電力通(tong)(tong)(tong)信(xin)網(wang)的新(xin)能源和新(xin)型并(bing)網(wang)主(zhu)體通(tong)(tong)(tong)信(xin)設(she)備的運行(xing)條件應(ying)符合電力通(tong)(tong)(tong)信(xin)網(wang)運行(xing)要求,并(bing)由專人維護,通(tong)(tong)(tong)信(xin)設(she)備應(ying)納(na)入(ru)電力通(tong)(tong)(tong)信(xin)網(wang)管系統(tong)統(tong)一管理,并(bing)嚴(yan)格執行(xing)通(tong)(tong)(tong)信(xin)調度(du)運行(xing)檢(jian)修管理要求。上送至(zhi)電力調度(du)機構的信(xin)息(xi)應(ying)完整(zheng)、齊(qi)全、準(zhun)確,通(tong)(tong)(tong)訊(xun)鏈路應(ying)可靠(kao)穩定。 六、營造安全發展環境 (十八)健全(quan)(quan)(quan)監(jian)(jian)(jian)(jian)督(du)管(guan)(guan)理機制。國家能源局及其(qi)派出機構(gou)、地(di)方電(dian)(dian)(dian)力(li)(li)管(guan)(guan)理部(bu)門應(ying)加強涉(she)網安(an)全(quan)(quan)(quan)監(jian)(jian)(jian)(jian)督(du)管(guan)(guan)理,健全(quan)(quan)(quan)監(jian)(jian)(jian)(jian)督(du)管(guan)(guan)理協調機制,定(ding)(ding)期(qi)組織對(dui)電(dian)(dian)(dian)網企(qi)業及其(qi)電(dian)(dian)(dian)力(li)(li)調度(du)(du)機構(gou)、并(bing)(bing)(bing)(bing)網主(zhu)體開展(zhan)監(jian)(jian)(jian)(jian)督(du)檢查。電(dian)(dian)(dian)力(li)(li)調度(du)(du)機構(gou)應(ying)加強并(bing)(bing)(bing)(bing)網主(zhu)體涉(she)網安(an)全(quan)(quan)(quan)管(guan)(guan)理,對(dui)于(yu)并(bing)(bing)(bing)(bing)網主(zhu)體為規(gui)避電(dian)(dian)(dian)力(li)(li)調度(du)(du)機構(gou)調控而采(cai)取破(po)壞通信設備設施等的行為,要嚴肅調度(du)(du)紀(ji)律并(bing)(bing)(bing)(bing)按照相關規(gui)定(ding)(ding)進(jin)行考核,必要時(shi)按照規(gui)定(ding)(ding)履行電(dian)(dian)(dian)網解列程序,并(bing)(bing)(bing)(bing)將情況報告國家能源局及其(qi)派出機構(gou)、地(di)方電(dian)(dian)(dian)力(li)(li)管(guan)(guan)理部(bu)門。 (十九)加強(qiang)宣傳引導工作(zuo)。加強(qiang)政策文件(jian)宣傳和(he)(he)解讀,強(qiang)化安全共治意識,凝聚安全發(fa)展(zhan)共識,營造有利于并網(wang)主體發(fa)展(zhan)的安全環境。積極宣傳正面典型,及(ji)時(shi)總結(jie)推廣各地在實踐中探索的先進經驗和(he)(he)有效做法(fa)。 國家能(neng)源局
