10月23日(ri),益陽市發(fa)展和(he)改革委員會發(fa)布關(guan)于(yu)印發(fa)《益陽市能源領域碳達峰實施(shi)方案》的通知。 《通(tong)知》指(zhi)出,大力發(fa)展(zhan)風(feng)電(dian)和光伏發(fa)電(dian)。堅持集中(zhong)(zhong)式與分(fen)布式并舉,全面(mian)推(tui)進(jin)風(feng)電(dian)、光伏發(fa)電(dian)大規模、高比例、市場化發(fa)展(zhan)。加(jia)快(kuai)推(tui)進(jin)赫(he)山區(qu)、安(an)化縣、桃(tao)江縣、沅江市、南縣、大通(tong)湖區(qu)等縣市區(qu)已批(pi)復的(de)“十四五”集中(zhong)(zhong)式光伏項(xiang)目開發(fa)建設(she)。充分(fen)發(fa)揮沅江市漉湖和安(an)化縣大峰(feng)山、芙(fu)蓉山、天子(zi)山等區(qu)域(yu)的(de)風(feng)能資(zi)源優勢(shi),推(tui)動集中(zhong)(zhong)式風(feng)電(dian)項(xiang)目開發(fa)建設(she)。 因地制宜(yi)開(kai)發(fa)(fa)利(li)用(yong)一(yi)批農光(guang)(guang)(guang)(guang)互補(bu)、林(lin)光(guang)(guang)(guang)(guang)互補(bu)和漁光(guang)(guang)(guang)(guang)互補(bu)等(deng)集中(zhong)式(shi)(shi)光(guang)(guang)(guang)(guang)伏項目,打造(zao)“光(guang)(guang)(guang)(guang)伏+生態治理”模式(shi)(shi)。重點(dian)依托資源稟賦較(jiao)好,且具(ju)備建設條(tiao)件的安化縣、沅(yuan)江市、大通湖(hu)區等(deng)縣市區,布局建設一(yi)批多(duo)能(neng)互補(bu)清(qing)潔能(neng)源基地。大力發(fa)(fa)展分布式(shi)(shi)光(guang)(guang)(guang)(guang)伏,支持“風(feng)/光(guang)(guang)(guang)(guang)+儲能(neng)”開(kai)發(fa)(fa)模式(shi)(shi),鼓勵分布式(shi)(shi)新(xin)能(neng)源就地就近(jin)開(kai)發(fa)(fa)利(li)用(yong),全(quan)面推進(jin)南縣整縣屋(wu)頂(ding)分布式(shi)(shi)光(guang)(guang)(guang)(guang)伏開(kai)發(fa)(fa)試點(dian)建設。 積極推(tui)動工業(ye)園(yuan)(yuan)區、公共機(ji)構(gou)、商(shang)場等屋頂光(guang)(guang)伏開(kai)發(fa),支持園(yuan)(yuan)區結(jie)合消(xiao)納條件積極發(fa)展(zhan)屋頂分(fen)布式(shi)光(guang)(guang)伏發(fa)電(dian)。促進分(fen)布式(shi)光(guang)(guang)伏與交通、建筑、園(yuan)(yuan)區等多場景融合發(fa)展(zhan)。深入落實鄉村(cun)振興戰略(lve),推(tui)進農村(cun)分(fen)布式(shi)新能源建設(she)。到(dao)2030年(nian),力爭(zheng)全市風電(dian)、光(guang)(guang)伏發(fa)電(dian)裝機(ji)規模達(da)到(dao)500萬千瓦(wa)以上。 同(tong)時,加快全市配(pei)(pei)電(dian)(dian)(dian)網智能(neng)(neng)化、數字化提(ti)檔升級(ji),鞏固(gu)滿足(zu)大規模(mo)分布式可再生能(neng)(neng)源(yuan)接入的(de)配(pei)(pei)電(dian)(dian)(dian)網,建(jian)設以(yi)消(xiao)納(na)新能(neng)(neng)源(yuan)為主(zhu)的(de)智能(neng)(neng)微(wei)電(dian)(dian)(dian)網,推(tui)動(dong)電(dian)(dian)(dian)網之間(jian)柔性可控互聯。增強系統資源(yuan)調節能(neng)(neng)力(li)。加快已(yi)開工抽(chou)水蓄能(neng)(neng)電(dian)(dian)(dian)站項目建(jian)設,為湖南省電(dian)(dian)(dian)網安全運行(xing)提(ti)供強有力(li)保(bao)障。加快新型儲能(neng)(neng)規模(mo)化應用,支(zhi)持新能(neng)(neng)源(yuan)合理配(pei)(pei)置(zhi)儲能(neng)(neng)系統,推(tui)動(dong)風電(dian)(dian)(dian)、集中式光伏發電(dian)(dian)(dian)項目分別按照不低(di)于裝機容(rong)量的(de)15%、5%比(bi)例(儲能(neng)(neng)時長2小時)配(pei)(pei)建(jian)儲能(neng)(neng)電(dian)(dian)(dian)站。 《通知(zhi)》還指出,積極推動清(qing)潔能(neng)源(yuan)(yuan)+生態(tai)環(huan)境協同治理(li),大力推廣(guang)生態(tai)修復(fu)類新(xin)(xin)能(neng)源(yuan)(yuan)項(xiang)目(mu)(mu),充分發(fa)揮新(xin)(xin)能(neng)源(yuan)(yuan)的(de)生態(tai)環(huan)境保護(hu)效(xiao)益(yi)。科(ke)學評價新(xin)(xin)能(neng)源(yuan)(yuan)項(xiang)目(mu)(mu)的(de)生態(tai)環(huan)境影響和(he)效(xiao)益(yi),支持在荒(huang)山、廢(fei)棄工業場地及周邊協同開發(fa)建設(she)(she)一(yi)批具有生態(tai)環(huan)境保護(hu)和(he)修復(fu)效(xiao)益(yi)的(de)風(feng)電(dian)、光伏發(fa)電(dian)、植物碳(tan)匯等新(xin)(xin)能(neng)源(yuan)(yuan)項(xiang)目(mu)(mu)。進一(yi)步完善“三(san)線一(yi)單”生態(tai)環(huan)境分區(qu)管控制度,聚焦(jiao)產業結構與(yu)能(neng)源(yuan)(yuan)結構調整,加強(qiang)“三(san)線一(yi)單”與(yu)碳(tan)達峰碳(tan)中和(he)頂層設(she)(she)計體系的(de)銜接(jie)。探索風(feng)光儲設(she)(she)施,強(qiang)化(hua)風(feng)電(dian)、抽水(shui)蓄能(neng)電(dian)站建設(she)(she)與(yu)生態(tai)環(huan)境保護(hu)協調發(fa)展。 一、總體要求 二、主要目標 錨定力爭2060年前(qian)實現碳(tan)中和的遠景(jing)目標,力爭全市能(neng)源(yuan)領域碳(tan)排放2030年前(qian)達到峰值。主要目標如(ru)下: 到(dao)2025年,能源(yuan)(yuan)安全保(bao)供能力持(chi)續(xu)增強。能源(yuan)(yuan)結構進(jin)一步(bu)優化(hua),非化(hua)石能源(yuan)(yuan)消(xiao)(xiao)費(fei)比重提(ti)高到(dao)22%左(zuo)右,單位地(di)區(qu)生(sheng)(sheng)產(chan)(chan)總(zong)值(zhi)能源(yuan)(yuan)消(xiao)(xiao)耗較2020年下降(jiang)14.5%,單位地(di)區(qu)生(sheng)(sheng)產(chan)(chan)總(zong)值(zhi)二氧化(hua)碳排放(fang)下降(jiang)確保(bao)完成省下達(da)目標(biao),風、光等可再(zai)生(sheng)(sheng)能源(yuan)(yuan)裝機規模逐步(bu)提(ti)高,新(xin)型(xing)電力系統建(jian)設穩步(bu)推進(jin),電能占終端(duan)能源(yuan)(yuan)消(xiao)(xiao)費(fei)比重達(da)到(dao)22%左(zuo)右,能源(yuan)(yuan)生(sheng)(sheng)產(chan)(chan)環節持(chi)續(xu)降(jiang)碳提(ti)效,能源(yuan)(yuan)利(li)用效率大幅提(ti)升,為實(shi)(shi)現碳達(da)峰奠(dian)定(ding)堅(jian)實(shi)(shi)基(ji)礎。 到2030年,清潔(jie)低碳(tan)安全高效能(neng)(neng)源(yuan)體(ti)系初(chu)步(bu)形成(cheng),能(neng)(neng)源(yuan)領域(yu)碳(tan)排放如期實現達峰。能(neng)(neng)源(yuan)結構(gou)優(you)化取(qu)得顯(xian)(xian)著(zhu)成(cheng)果,新型電力(li)系統建設(she)取(qu)得重要進展,非(fei)化石(shi)能(neng)(neng)源(yuan)消(xiao)費(fei)比重提高到25%左右,單位地區生產總值能(neng)(neng)源(yuan)消(xiao)耗和(he)二氧(yang)化碳(tan)排放下降(jiang)完成(cheng)省下達目標,電能(neng)(neng)占終端能(neng)(neng)源(yuan)消(xiao)費(fei)比重顯(xian)(xian)著(zhu)提升(sheng),能(neng)(neng)源(yuan)綠色低碳(tan)技(ji)術創新能(neng)(neng)力(li)顯(xian)(xian)著(zhu)增(zeng)強,能(neng)(neng)源(yuan)轉型體(ti)制機制更加健全。 2.積極(ji)推動水電深度挖(wa)潛(qian)和其它清潔能(neng)源(yuan)發(fa)電 統籌水(shui)電(dian)(dian)開發(fa)(fa)(fa)和生(sheng)態保(bao)護(hu),鼓勵有(you)(you)(you)條件(jian)的水(shui)電(dian)(dian)站(zhan)擴(kuo)機增容,重(zhong)點對現有(you)(you)(you)大型水(shui)電(dian)(dian)站(zhan)進行(xing)擴(kuo)機提質,有(you)(you)(you)序(xu)推(tui)進已開工抽水(shui)蓄能電(dian)(dian)站(zhan)項目、大型水(shui)庫項目建設。推(tui)進在(zai)運水(shui)電(dian)(dian)站(zhan)優化升(sheng)級,對老舊電(dian)(dian)站(zhan)設備實施改(gai)造與技術升(sheng)級,實現市域(yu)內多點式(shi)小(xiao)水(shui)電(dian)(dian)集中(zhong)式(shi)管(guan)理和智能化運維托管(guan)。穩步發(fa)(fa)(fa)展城鎮生(sheng)活垃圾焚(fen)燒發(fa)(fa)(fa)電(dian)(dian)及(ji)固體成(cheng)型燃料綜合利用(yong)項目,提高全市垃圾處置能力(li)。有(you)(you)(you)序(xu)發(fa)(fa)(fa)展農林生(sheng)物(wu)質直燃發(fa)(fa)(fa)電(dian)(dian)項目,鼓勵沼氣、液(ye)(ye)體生(sheng)物(wu)燃料、液(ye)(ye)體及(ji)固體成(cheng)型燃料綜合利用(yong)。繼續(xu)做(zuo)好桃花(hua)江(jiang)核電(dian)(dian)場(chang)址保(bao)護(hu)工作(zuo)。到2025年,常規(gui)水(shui)電(dian)(dian)裝機規(gui)模達(da)到140萬千(qian)瓦以上,生(sheng)物(wu)質發(fa)(fa)(fa)電(dian)(dian)裝機達(da)到11萬千(qian)瓦以上。 3.因地制宜推動非化(hua)石能源非電利用 四、組織實施 (一)加強組織領導(dao) 建立部門(men)、縣(xian)市區聯動(dong)協調工(gong)作機制(zhi),做好與國家、省碳(tan)達(da)峰行動(dong)方案(an)的銜接,統籌推進(jin)(jin)全(quan)市能源領域(yu)碳(tan)達(da)峰工(gong)作。各相(xiang)關部門(men)按照(zhao)職責分(fen)工(gong),定期對各地區和重點行業能源領域(yu)碳(tan)達(da)峰工(gong)作進(jin)(jin)展進(jin)(jin)行調度,督(du)促各項目標任務落實落細。 (二)強化(hua)責任(ren)落(luo)實(shi) 各(ge)(ge)縣市(shi)區結合地區經濟社會發展實際和資(zi)源(yuan)稟賦,根據實施方案提出的(de)工作目(mu)標和重點任(ren)務,明確(que)各(ge)(ge)部門主體責任(ren),做好專項規劃(hua)、部門規劃(hua)和年度計劃(hua)的(de)科學銜接(jie),使各(ge)(ge)類規劃(hua)在發展目(mu)標、空間(jian)布局、政策取(qu)向、重大項目(mu)等(deng)方面保持協調一致,確(que)保各(ge)(ge)項工作落實到(dao)位。各(ge)(ge)能源(yuan)企業要(yao)積極發揮(hui)市(shi)場主體作用,主動(dong)承擔企業社會責任(ren),推動(dong)全市(shi)能源(yuan)低碳轉型。 充分利用網絡、報紙(zhi)、廣播、電視(shi)等多種(zhong)形式和手段,全(quan)方位、多層次宣(xuan)傳能源綠色低(di)碳(tan)發展理念(nian),強化碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)(zhong)和政策宣(xuan)傳引導。將碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)(zhong)和納入(ru)國(guo)民教育體(ti)系,積極利用高等院校(xiao)、科(ke)研院所和各種(zhong)社會力量,開展能源碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)(zhong)和技(ji)術培訓、知識培訓和教育科(ke)普活動,促(cu)進(jin)全(quan)社會能源綠色低(di)碳(tan)發展。
