近日能源(yuan)局出臺了《國家發(fa)(fa)展改革委 國家能源(yuan)局關(guan)于積(ji)極推進風電、光伏(fu)發(fa)(fa)電無補貼平(ping)(ping)價(jia)上(shang)(shang)網(wang)有關(guan)工作的通(tong)(tong)知》,在當(dang)前2019年國內(nei)光伏(fu)主要政策仍未落地,國內(nei)市(shi)場仍具不確定性的情況下,加上(shang)(shang)又值531之(zhi)(zhi)后到平(ping)(ping)價(jia)上(shang)(shang)網(wang)之(zhi)(zhi)間的重要時(shi)刻,業內(nei)人士無不引(yin)頸期盼新的能源(yuan)局政策。根據蓋(gai)錫咨詢(xun)的分析(xi),本次《通(tong)(tong)知》主要為各省平(ping)(ping)價(jia)上(shang)(shang)網(wang)項目(mu)(mu)掃平(ping)(ping)了一些官方組織在流程中可能對(dui)項目(mu)(mu)會造成的成本上(shang)(shang)升與風險(xian),比如(ru)明定不允(yun)許(xu)(xu)政府將平(ping)(ping)價(jia)上(shang)(shang)網(wang)項目(mu)(mu)與當(dang)地投資綁定、保(bao)障優先發(fa)(fa)電與鼓勵電力交(jiao)易等(deng),降低許(xu)(xu)多平(ping)(ping)價(jia)上(shang)(shang)網(wang)項目(mu)(mu)的細節風險(xian),茲將主要內(nei)容(rong)與分析(xi)分列(lie)于下:
政(zheng)策梳理: 平(ping)價(jia)上網項目的條件與限(xian)制 1. 平(ping)價上網項(xiang)目雖(sui)不受年度指標限(xian)制,但(dan)需要符合三(san)個前提: (1)符(fu)合(he)各省可再生能(neng)源規(gui)劃 (2)符合國家年度監測預警管理要求(qiu) (3)電(dian)網落(luo)實接網與消納 2. 新(xin)的平(ping)價上網項目安排需(xu)符合國家(jia)年度監測(ce)預警管理(li)要求(qiu),紅色(se)地區原則上不安排、橘色(se)地區可優選資(zi)源條(tiao)件較(jiao)好的項目推(tui)展、綠色(se)地區在滿足條(tiao)件下自行開展。 3. 地方的平價上網項目信息需報送國家能源局,由國家發改委與國家能源局及時公布項目名單。 4. 本通知適用于2020年底以前核準并開工的平價上網項目。之后會根據發展狀況適時調整。 5. 即使領有地方政府的額外補貼,仍可視為平價上網項目。
增加平價上(shang)網項目(mu)的消(xiao)納與經濟(ji)可行性 6. 保(bao)障(zhang)優先發電(dian)與全(quan)額保(bao)障(zhang)收購。但如發生(sheng)棄風、棄光的現象,鼓勵將(jiang)馀(yu)電(dian)打包為”優先發電(dian)計劃”,在全(quan)國電(dian)力(li)交(jiao)易(yi)平臺出售。 7. 鼓勵并采用復合發電的方式降低土地利用成本。 8. 確定平價上網項目可同時申請綠證核定,并鼓勵平價上網項目同時透過綠證交易獲得成本補償。 9. 鼓勵參與分布式市場化交易,包含就近直接交易。 10. 要求國開行與四大民營銀行要開發適用于平價上網項目的金融產品、合理安排信貸資金規模。 11. 鼓勵平價上網項目發(fa)行(xing)企業債(zhai)券融資。
地方政府(fu)對(dui)平價上網項(xiang)目的支(zhi)持(chi) 12. 鼓(gu)勵清(qing)掃先前(qian)未能及(ji)時完成建設(she)的存量項(xiang)目,為平價上網項(xiang)目讓(rang)出空(kong)間。 13. 鼓勵地方政(zheng)府(fu)在土地費用予(yu)以(yi)支(zhi)持。 14. 禁(jin)止地方政府使用條件交換或(huo)資源出(chu)讓費等方式(shi)墊高項目開發成本(ben),如采(cai)購本(ben)地設(she)備、投資建廠等… 電網(wang)對平價上網(wang)項目(mu)的支持(chi) 15. 電網需作好(hao)前期接網方案(an)與消納論證,以(yi)及(ji)負責除(chu)升(sheng)壓站以(yi)外的(de)接網投資(zi)。 16. 降低直接交(jiao)易(yi)的(de)輸配(pei)電(dian)費與其(qi)他收(shou)費。 17. 省級電網負責與平價上網項目的PPA(購售電合同)簽定,價格(ge)基準(zhun)(zhun)為項目核準(zhun)(zhun)時(shi)的當地燃(ran)煤(mei)標桿上網電價,價格(ge)維持(chi)不變不少(shao)于20年。 18. 鼓勵跨(kua)省交易增加消納能力(li),PPA簽定原則(ze)與上(shang)述相(xiang)同,但需扣(kou)除輸電通道的輸電價格。
影響分析: 從時間來看(kan),如果(guo)未(wei)來燃煤標桿上網(wang)電價有調降的(de)(de)(de)風(feng)險,那視項(xiang)目(mu)可(ke)(ke)行性而定,2020年底可(ke)(ke)能會出(chu)現一波平價上網(wang)項(xiang)目(mu)的(de)(de)(de)搶裝潮。但(dan)是從蓋(gai)錫咨詢(xun)目(mu)前對兩(liang)年內(nei)供應(ying)鏈價格(ge)的(de)(de)(de)判(pan)斷來看(kan),2020年底要達(da)到大量的(de)(de)(de)平價上網(wang)經濟可(ke)(ke)行性仍未(wei)充足,僅有15-20%的(de)(de)(de)市(shi)場覆(fu)蓋(gai)率(lv),更(geng)多(duo)(duo)的(de)(de)(de)需要依賴直接電力交易(yi)、綠證交易(yi)、地(di)方政府補貼等額(e)外收入才可(ke)(ke)覆(fu)蓋(gai)成本。因此(ci)我們認為本次(ci)《通知(zhi)》對于2019年的(de)(de)(de)國內(nei)需求(qiu)不會有太多(duo)(duo)影(ying)響(xiang),但(dan)是由于優質資源區土地(di)有限,圈地(di)計畫仍將(jiang)大規模(mo)鋪開。
根據關于2018年前三季(ji)度光伏發(fa)電市場環(huan)境監測評價結果的(de)(de)(de)通知》顯(xian)示,紅(hong)色(se)(se)、橙色(se)(se)、綠(lv)色(se)(se)資(zi)(zi)源(yuan)(yuan)區(qu)分別有4、19、15個,其中(zhong)綠(lv)色(se)(se)資(zi)(zi)源(yuan)(yuan)區(qu)有12個在III類(lei)資(zi)(zi)源(yuan)(yuan)區(qu),I類(lei)和II類(lei)資(zi)(zi)源(yuan)(yuan)區(qu)幾乎全為(wei)紅(hong)色(se)(se)與橙色(se)(se),意味(wei)著(zhu)中(zhong)西部的(de)(de)(de)II類(lei)資(zi)(zi)源(yuan)(yuan)區(qu)雖然仍可圈地(di),但能(neng)獲得通過的(de)(de)(de)可能(neng)僅有少數優質項目,因此雖然II類(lei)資(zi)(zi)源(yuan)(yuan)區(qu)的(de)(de)(de)土(tu)地(di)競爭會較為(wei)激烈,但更多(duo)的(de)(de)(de)平價上網項目將集中(zhong)在III類(lei)資(zi)(zi)源(yuan)(yuan)區(qu)。
另外由于本次《通知》有特別提到(dao)對(dui)存量項(xiang)(xiang)目(mu)的清理(li),視地方政府的執行(xing)狀(zhuang)況,年底前可(ke)能會有一小波(bo)這(zhe)些存量項(xiang)(xiang)目(mu)的安裝需求,但(dan)是基于地方政府的效率與項(xiang)(xiang)目(mu)經濟可(ke)行(xing)性判斷,我們認為(wei)不(bu)會超過5GW。
在(zai)(zai)強烈的(de)(de)(de)國內(nei)(nei)平價(jia)上(shang)(shang)網壓力與海(hai)(hai)外(wai)的(de)(de)(de)高效(xiao)需求(qiu)高漲的(de)(de)(de)夾擊(ji)下,國內(nei)(nei)平價(jia)上(shang)(shang)網電站對多晶(jing)組件(jian)的(de)(de)(de)傾向將會進一步加劇。根據蓋(gai)錫咨(zi)詢對各國效(xiao)率-單(dan)(dan)價(jia)敏感度的(de)(de)(de)測算,由(you)于BOS成本的(de)(de)(de)明顯差(cha)距,使(shi)得單(dan)(dan)晶(jing)PERC組件(jian)相較于在(zai)(zai)國內(nei)(nei),可以在(zai)(zai)海(hai)(hai)外(wai)獲得更多的(de)(de)(de)溢價(jia)空間。如(ru)今多晶(jing)需求(qiu)的(de)(de)(de)大幅(fu)下降與國內(nei)(nei)需求(qiu)萎縮(suo)有著很大的(de)(de)(de)關系,然(ran)而(er)在(zai)(zai)國內(nei)(nei)平價(jia)上(shang)(shang)網大旗揮舞(wu)的(de)(de)(de)趨(qu)勢之下,產業仍需關注多晶(jing)產品在(zai)(zai)國內(nei)(nei)市場的(de)(de)(de)可能性。 一(yi)、開(kai)展平(ping)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)和(he)(he)低(di)(di)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)試(shi)點項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)建(jian)(jian)設(she)(she)。各(ge)地(di)區(qu)(qu)要(yao)認真總結本(ben)(ben)地(di)區(qu)(qu)風電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)開(kai)發(fa)(fa)建(jian)(jian)設(she)(she)經(jing)驗,結合資源、消納和(he)(he)新技(ji)術(shu)應用等條件,推(tui)進建(jian)(jian)設(she)(she)不需要(yao)國(guo)家補貼(tie)執(zhi)行燃煤標桿上(shang)(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)價(jia)(jia)的(de)(de)風電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)平(ping)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)試(shi)點項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(以下(xia)(xia)簡(jian)稱平(ping)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu))。在資源條件優良和(he)(he)市(shi)場消納條件保障(zhang)度(du)(du)高的(de)(de)地(di)區(qu)(qu),引導(dao)建(jian)(jian)設(she)(she)一(yi)批上(shang)(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)價(jia)(jia)低(di)(di)于燃煤標桿上(shang)(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)價(jia)(jia)的(de)(de)低(di)(di)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)試(shi)點項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(以下(xia)(xia)簡(jian)稱低(di)(di)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu))。在符合本(ben)(ben)省(sheng)(自治區(qu)(qu)、直轄(xia)市(shi))可再生能源建(jian)(jian)設(she)(she)規劃、國(guo)家風電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)年度(du)(du)監測預警有關管(guan)理要(yao)求、電(dian)(dian)網(wang)(wang)(wang)企業落實(shi)接網(wang)(wang)(wang)和(he)(he)消納條件的(de)(de)前提下(xia)(xia),由省(sheng)級政府能源主管(guan)部(bu)門組織實(shi)施本(ben)(ben)地(di)區(qu)(qu)平(ping)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)和(he)(he)低(di)(di)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu),有關項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)不受年度(du)(du)建(jian)(jian)設(she)(she)規模限制。對(dui)于未在規定期限內(nei)開(kai)工并(bing)完成建(jian)(jian)設(she)(she)的(de)(de)風電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu),項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)核準(備(bei)案)機關應及時予(yu)以清理和(he)(he)廢(fei)止,為平(ping)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)和(he)(he)低(di)(di)價(jia)(jia)上(shang)(shang)(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)讓出市(shi)場空間(jian)。 二、優化平(ping)價(jia)上(shang)網(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)和(he)低(di)價(jia)上(shang)網(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)投資(zi)環境。有關地(di)方(fang)政(zheng)府部門(men)對平(ping)價(jia)上(shang)網(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)和(he)低(di)價(jia)上(shang)網(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)在土地(di)利(li)用(yong)(yong)及(ji)土地(di)相(xiang)關收費方(fang)面予(yu)以支持,做好相(xiang)關規(gui)劃銜(xian)接,優先利(li)用(yong)(yong)國有未(wei)利(li)用(yong)(yong)土地(di),鼓勵(li)按復合型方(fang)式用(yong)(yong)地(di),降(jiang)低(di)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)場址相(xiang)關成本(ben),協調(diao)落(luo)實項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建設(she)和(he)電力送出(chu)消納(na)條(tiao)件(jian),禁(jin)止收取(qu)任何(he)形式的資(zi)源出(chu)讓費等費用(yong)(yong),不得(de)將在本(ben)地(di)投資(zi)建廠、要求(qiu)或(huo)變相(xiang)要求(qiu)采購本(ben)地(di)設(she)備作為(wei)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建設(she)的捆綁條(tiao)件(jian),切實降(jiang)低(di)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)的非技術成本(ben)。各級地(di)方(fang)政(zheng)府能源主管部門(men)可(ke)會同其他相(xiang)關部門(men)出(chu)臺(tai)一定時期內的補(bu)貼政(zheng)策,僅享受地(di)方(fang)補(bu)貼的項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)仍視為(wei)平(ping)價(jia)上(shang)網(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)。 三、保障優(you)先(xian)發(fa)(fa)(fa)電(dian)和(he)全(quan)額(e)保障性收購。對風(feng)(feng)電(dian)、光伏發(fa)(fa)(fa)電(dian)平價(jia)上網項目和(he)低價(jia)上網項目,電(dian)網企業應確(que)保項目所發(fa)(fa)(fa)電(dian)量全(quan)額(e)上網,并按照可再生能(neng)源監(jian)(jian)測評價(jia)體系要求監(jian)(jian)測項目棄(qi)風(feng)(feng)、棄(qi)光狀(zhuang)況。如存在(zai)(zai)棄(qi)風(feng)(feng)棄(qi)光情況,將限發(fa)(fa)(fa)電(dian)量核定為可轉讓的優(you)先(xian)發(fa)(fa)(fa)電(dian)計(ji)劃(hua)。經(jing)核定的優(you)先(xian)發(fa)(fa)(fa)電(dian)計(ji)劃(hua)可在(zai)(zai)全(quan)國范圍內參加(jia)發(fa)(fa)(fa)電(dian)權交(jiao)易(yi)(轉讓),交(jiao)易(yi)價(jia)格由市場確(que)定。電(dian)力交(jiao)易(yi)機構應完(wan)善交(jiao)易(yi)平臺和(he)交(jiao)易(yi)品種(zhong),組織實施相關交(jiao)易(yi)。 四、鼓勵平價(jia)上(shang)網(wang)(wang)項(xiang)(xiang)目(mu)(mu)和(he)低(di)價(jia)上(shang)網(wang)(wang)項(xiang)(xiang)目(mu)(mu)通過綠(lv)證(zheng)(zheng)(zheng)(zheng)交(jiao)(jiao)易獲(huo)得(de)合理收益補(bu)償。風(feng)電(dian)(dian)、光伏發電(dian)(dian)平價(jia)上(shang)網(wang)(wang)項(xiang)(xiang)目(mu)(mu)和(he)低(di)價(jia)上(shang)網(wang)(wang)項(xiang)(xiang)目(mu)(mu),可(ke)按(an)國家(jia)(jia)可(ke)再(zai)生(sheng)能源綠(lv)色電(dian)(dian)力證(zheng)(zheng)(zheng)(zheng)書管理機制和(he)政策獲(huo)得(de)可(ke)交(jiao)(jiao)易的可(ke)再(zai)生(sheng)能源綠(lv)色電(dian)(dian)力證(zheng)(zheng)(zheng)(zheng)書(以下簡稱(cheng)綠(lv)證(zheng)(zheng)(zheng)(zheng)),通過出(chu)售綠(lv)證(zheng)(zheng)(zheng)(zheng)獲(huo)得(de)收益。國家(jia)(jia)通過多(duo)種措施引(yin)導綠(lv)證(zheng)(zheng)(zheng)(zheng)市場化交(jiao)(jiao)易。 五、認(ren)真落實電(dian)網(wang)(wang)(wang)企業(ye)(ye)接(jie)(jie)(jie)網(wang)(wang)(wang)工(gong)(gong)程建(jian)設(she)責(ze)任。在風電(dian)、光(guang)伏發(fa)電(dian)平價上(shang)網(wang)(wang)(wang)項目(mu)和(he)低價上(shang)網(wang)(wang)(wang)項目(mu)規劃(hua)階段(duan),有關省(sheng)級(ji)(ji)能源主管部(bu)門要督促省(sheng)級(ji)(ji)電(dian)網(wang)(wang)(wang)企業(ye)(ye)做好項目(mu)接(jie)(jie)(jie)網(wang)(wang)(wang)方案和(he)消(xiao)納條(tiao)件的論證(zheng)工(gong)(gong)作。有關省(sheng)級(ji)(ji)電(dian)網(wang)(wang)(wang)企業(ye)(ye)負(fu)責(ze)投資(zi)項目(mu)升壓站之外的接(jie)(jie)(jie)網(wang)(wang)(wang)等(deng)全部(bu)配套電(dian)網(wang)(wang)(wang)工(gong)(gong)程,做好接(jie)(jie)(jie)網(wang)(wang)(wang)等(deng)配套電(dian)網(wang)(wang)(wang)建(jian)設(she)與項目(mu)建(jian)設(she)進(jin)度銜(xian)接(jie)(jie)(jie),使項目(mu)建(jian)成后能夠(gou)及時(shi)并網(wang)(wang)(wang)運行。 六、促進風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)通過電(dian)(dian)(dian)(dian)(dian)(dian)力市(shi)(shi)場化交(jiao)易無補貼(tie)發(fa)展(zhan)(zhan)(zhan)。國(guo)(guo)家發(fa)展(zhan)(zhan)(zhan)改革委(wei)、國(guo)(guo)家能源(yuan)局會(hui)同有(you)關(guan)單位組織開展(zhan)(zhan)(zhan)分布(bu)式(shi)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)市(shi)(shi)場化交(jiao)易試點工(gong)作(zuo)。鼓勵(li)在國(guo)(guo)家組織實(shi)施的社會(hui)資本投資增量配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)網、清(qing)潔(jie)能源(yuan)消納(na)產業(ye)園區、局域網、新能源(yuan)微電(dian)(dian)(dian)(dian)(dian)(dian)網、能源(yuan)互聯(lian)網等(deng)示范項目(mu)中(zhong)建設無需國(guo)(guo)家補貼(tie)的風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)項目(mu),并(bing)以(yi)試點方式(shi)開展(zhan)(zhan)(zhan)就近(jin)直接(jie)交(jiao)易。鼓勵(li)用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)負荷較(jiao)大且持續穩定的工(gong)業(ye)企業(ye)、數據中(zhong)心和配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)網經營企業(ye)與(yu)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)企業(ye)開展(zhan)(zhan)(zhan)中(zhong)長期(qi)電(dian)(dian)(dian)(dian)(dian)(dian)力交(jiao)易,實(shi)現(xian)有(you)關(guan)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)項目(mu)無需國(guo)(guo)家補貼(tie)的市(shi)(shi)場化發(fa)展(zhan)(zhan)(zhan)。 七、降低(di)就近直(zhi)(zhi)接(jie)交(jiao)(jiao)易的輸配電(dian)(dian)價(jia)及收費(fei)。對納入國家有關試點(dian)示范(fan)中的分布式市場化(hua)交(jiao)(jiao)易試點(dian)項目,交(jiao)(jiao)易電(dian)(dian)量(liang)僅執(zhi)行風(feng)電(dian)(dian)、光伏發電(dian)(dian)項目接(jie)網(wang)及消納所(suo)涉及電(dian)(dian)壓等(deng)級的配電(dian)(dian)網(wang)輸配電(dian)(dian)價(jia),免交(jiao)(jiao)未涉及的上一(yi)電(dian)(dian)壓等(deng)級的輸電(dian)(dian)費(fei)。對納入試點(dian)的就近直(zhi)(zhi)接(jie)交(jiao)(jiao)易可再生能源電(dian)(dian)量(liang),政(zheng)策性交(jiao)(jiao)叉補貼予(yu)以減免。 八、扎實(shi)推進本(ben)地(di)消納(na)平價(jia)上網(wang)(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)和(he)低(di)(di)價(jia)上網(wang)(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)建(jian)設(she)。接(jie)入(ru)公共電網(wang)(wang)在(zai)本(ben)省(sheng)級(ji)電網(wang)(wang)區域(yu)內消納(na)的(de)無補貼風(feng)(feng)電、光伏發電平價(jia)上網(wang)(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)和(he)低(di)(di)價(jia)上網(wang)(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu),由有關省(sheng)級(ji)能源主管部門協調落實(shi)支持政策后自主組織(zhi)建(jian)設(she)。省(sheng)級(ji)電網(wang)(wang)企業承擔收購平價(jia)上網(wang)(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)和(he)低(di)(di)價(jia)上網(wang)(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)的(de)電量(liang)收購責任,按項(xiang)(xiang)(xiang)目(mu)(mu)(mu)核準時國家(jia)規定的(de)當(dang)地(di)燃煤(mei)標桿上網(wang)(wang)電價(jia)與風(feng)(feng)電、光伏發電項(xiang)(xiang)(xiang)目(mu)(mu)(mu)單位簽訂(ding)長(chang)期固定電價(jia)購售(shou)電合同(不少于20年(nian)),不要求(qiu)此類(lei)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)參與電力市場化交易(yi)(yi)(就(jiu)近(jin)直接(jie)交易(yi)(yi)試點和(he)分布式(shi)市場交易(yi)(yi)除外)。 九、結(jie)合跨(kua)省(sheng)(sheng)跨(kua)區(qu)(qu)輸電(dian)(dian)(dian)(dian)通(tong)(tong)道(dao)建(jian)設推進無(wu)(wu)(wu)補(bu)貼(tie)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)建(jian)設。利用跨(kua)省(sheng)(sheng)跨(kua)區(qu)(qu)輸電(dian)(dian)(dian)(dian)通(tong)(tong)道(dao)外(wai)送(song)(song)消納的無(wu)(wu)(wu)補(bu)貼(tie)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu),在送(song)(song)受端(duan)雙方充分(fen)銜接(jie)落(luo)(luo)實(shi)消納市場(chang)(chang)和電(dian)(dian)(dian)(dian)價(jia)并明確建(jian)設規模(mo)和時(shi)序(xu)后(hou),由送(song)(song)受端(duan)省(sheng)(sheng)級能源主管部門(men)具體組織實(shi)施。鼓勵具備(bei)跨(kua)省(sheng)(sheng)跨(kua)區(qu)(qu)輸電(dian)(dian)(dian)(dian)通(tong)(tong)道(dao)的送(song)(song)端(duan)地(di)區(qu)(qu)優先(xian)配置無(wu)(wu)(wu)補(bu)貼(tie)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu),按受端(duan)地(di)區(qu)(qu)燃煤(mei)標桿上網(wang)(wang)電(dian)(dian)(dian)(dian)價(jia)(或(huo)略(lve)低(di))扣除輸電(dian)(dian)(dian)(dian)通(tong)(tong)道(dao)的輸電(dian)(dian)(dian)(dian)價(jia)格(ge)確定(ding)(ding)送(song)(song)端(duan)的上網(wang)(wang)電(dian)(dian)(dian)(dian)價(jia),受端(duan)地(di)區(qu)(qu)有關政(zheng)府部門(men)和電(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)(ye)負責落(luo)(luo)實(shi)跨(kua)省(sheng)(sheng)跨(kua)區(qu)(qu)輸送(song)(song)無(wu)(wu)(wu)補(bu)貼(tie)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)的電(dian)(dian)(dian)(dian)量消納,在送(song)(song)受端(duan)電(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)(ye)協(xie)商一致的基礎上,與(yu)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)企業(ye)(ye)簽訂長期固定(ding)(ding)電(dian)(dian)(dian)(dian)價(jia)購(gou)(gou)售電(dian)(dian)(dian)(dian)合同(不少于20年)。對(dui)無(wu)(wu)(wu)補(bu)貼(tie)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)要嚴格(ge)落(luo)(luo)實(shi)優先(xian)上網(wang)(wang)和全額保障性收購(gou)(gou)政(zheng)策,不要求參(can)與(yu)跨(kua)區(qu)(qu)電(dian)(dian)(dian)(dian)力(li)市場(chang)(chang)化交(jiao)易(yi)。 十、創(chuang)新(xin)金(jin)融支(zhi)持(chi)方(fang)式。國(guo)家開發(fa)(fa)銀(yin)行、四大國(guo)有商業(ye)銀(yin)行等金(jin)融機構應根據國(guo)家新(xin)能(neng)(neng)源(yuan)發(fa)(fa)電(dian)發(fa)(fa)展(zhan)規劃和有關(guan)地(di)區(qu)新(xin)能(neng)(neng)源(yuan)發(fa)(fa)電(dian)平價上網(wang)實(shi)施(shi)方(fang)案,合理安排(pai)信貸資金(jin)規模,創(chuang)新(xin)金(jin)融服(fu)務,開發(fa)(fa)適合項(xiang)目特(te)點(dian)的金(jin)融產品(pin),積(ji)極支(zhi)持(chi)新(xin)能(neng)(neng)源(yuan)發(fa)(fa)電(dian)實(shi)現平價上網(wang)。同時,鼓勵支(zhi)持(chi)符合條件(jian)的發(fa)(fa)電(dian)項(xiang)目及(ji)相關(guan)發(fa)(fa)行人(ren)通(tong)過發(fa)(fa)行企業(ye)債(zhai)券進行融資,并參考專(zhuan)項(xiang)債(zhai)券品(pin)種推進審核(he)。 十一、做(zuo)好(hao)預警管(guan)理銜接。風電(dian)、光(guang)伏發(fa)電(dian)監測預警(評價(jia))為(wei)紅色(se)的(de)(de)(de)地(di)(di)區除已安(an)(an)排建設(she)的(de)(de)(de)平(ping)價(jia)上(shang)網(wang)(wang)(wang)示(shi)范(fan)項(xiang)(xiang)(xiang)目及通(tong)過跨省跨區輸電(dian)通(tong)道外送消(xiao)納(na)的(de)(de)(de)無補貼風電(dian)、光(guang)伏發(fa)電(dian)項(xiang)(xiang)(xiang)目外,原則上(shang)不安(an)(an)排新的(de)(de)(de)本地(di)(di)消(xiao)納(na)的(de)(de)(de)平(ping)價(jia)上(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目和低價(jia)上(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目;鼓勵橙色(se)地(di)(di)區選取資源條件(jian)較(jiao)好(hao)的(de)(de)(de)已核(he)準(備(bei)案)項(xiang)(xiang)(xiang)目開(kai)(kai)展平(ping)價(jia)上(shang)網(wang)(wang)(wang)和低價(jia)上(shang)網(wang)(wang)(wang)工作;綠色(se)地(di)(di)區在落(luo)實消(xiao)納(na)條件(jian)的(de)(de)(de)基礎上(shang)自行開(kai)(kai)展平(ping)價(jia)上(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目和低價(jia)上(shang)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目建設(she)。 十(shi)二(er)、動態完善能(neng)源消(xiao)費總(zong)量(liang)考核支(zhi)持機制。開展省(sheng)級(ji)人(ren)民政府能(neng)源消(xiao)耗總(zong)量(liang)和強度(du)“雙控(kong)(kong)”考核時,在(zai)確保完成全國能(neng)耗“雙控(kong)(kong)”目標條件下,對各地區(qu)超出規劃部分可(ke)再生能(neng)源消(xiao)費量(liang)不納入其“雙控(kong)(kong)”考核。 請各有(you)關(guan)單(dan)位按照上(shang)述要(yao)求,積極推進風電、光伏(fu)發(fa)電平價上(shang)網項目和(he)低(di)價上(shang)網項目建(jian)設,各省(自治區(qu)、直轄市(shi))能(neng)源(yuan)(yuan)主管部門應將(jiang)有(you)關(guan)項目信息(xi)報送國家能(neng)源(yuan)(yuan)局。國家發(fa)展改革委(wei)、國家能(neng)源(yuan)(yuan)局將(jiang)及時公布(bu)平價上(shang)網項目和(he)低(di)價上(shang)網項目名(ming)單(dan),協調和(he)督促有(you)關(guan)方面做好相(xiang)關(guan)支持政策(ce)的落實(shi)工作(zuo)。 對(dui)按照本通知要求在2020年(nian)底前核準(zhun)(備案)并(bing)開工建設(she)的風電(dian)、光伏發(fa)(fa)電(dian)平價上(shang)網項目和低價上(shang)網項目,在其項目經營期內有關(guan)支持(chi)政策保持(chi)不變。國家發(fa)(fa)展改革委(wei)、國家能源局將及時研究(jiu)總(zong)結各(ge)地區的試點(dian)經驗,根(gen)據風電(dian)、光伏發(fa)(fa)電(dian)的發(fa)(fa)展狀(zhuang)況適時調整2020年(nian)后的平價上(shang)網政策。
