自建調峰(feng)(feng)資(zi)源指發電(dian)企(qi)業(ye)按(an)全資(zi)比(bi)例建設抽水(shui)蓄能(neng)(neng)、化學儲能(neng)(neng)電(dian)站、氣電(dian)、光熱(re)電(dian)站或開(kai)展煤電(dian)靈(ling)活性改造(zao)。為鼓勵發電(dian)企(qi)業(ye)市場化參與調峰(feng)(feng)資(zi)源建設,超過電(dian)網企(qi)業(ye)保障性并網以(yi)外的規模(mo)初期按(an)照(zhao)功率15%的掛鉤(gou)比(bi)例(時長4小時以(yi)上,下同)配建調峰(feng)(feng)能(neng)(neng)力,按(an)照(zhao)20%以(yi)上掛鉤(gou)比(bi)例進行配建的優先并網。


購買(mai)(mai)調(diao)(diao)峰(feng)(feng)資(zi)源(yuan)主(zhu)要方(fang)(fang)式(shi)。購買(mai)(mai)調(diao)(diao)峰(feng)(feng)資(zi)源(yuan)指(zhi)發電企業(ye)通過(guo)市場交(jiao)易的方(fang)(fang)式(shi)向抽水蓄(xu)能(neng)、化學(xue)儲能(neng)電站(zhan)、氣電、光熱電站(zhan)或開展靈活性改(gai)造的火電等市場主(zhu)體(ti)購買(mai)(mai)調(diao)(diao)峰(feng)(feng)能(neng)力,包括購買(mai)(mai)調(diao)(diao)峰(feng)(feng)儲能(neng)項目和購買(mai)(mai)調(diao)(diao)峰(feng)(feng)儲能(neng)服務兩種方(fang)(fang)式(shi)。為保證發電企業(ye)購買(mai)(mai)的調(diao)(diao)峰(feng)(feng)資(zi)源(yuan)不占用電網企業(ye)統籌負責(ze)的系統消納能(neng)力,被(bei)購買(mai)(mai)的主(zhu)體(ti)僅限于本年度(du)新(xin)建的調(diao)(diao)峰(feng)(feng)資(zi)源(yuan)。


此外(wai),未用(yong)(yong)完的調(diao)峰資(zi)源可交易(yi)至其(qi)他市場主體。通(tong)(tong)過自建(jian)或合建(jian)方式落實調(diao)峰資(zi)源的發(fa)電(dian)(dian)企(qi)業,如果當年(nian)配建(jian)的可再生能源發(fa)電(dian)(dian)規(gui)模低于規(gui)定比例(li),不允許結轉至下年(nian)繼續使(shi)用(yong)(yong),可通(tong)(tong)過市場化方式交易(yi)給(gei)其(qi)他發(fa)電(dian)(dian)企(qi)業。

一、充分認識提高可再生能源并網規模的重要性(xing)和緊迫性(xing)


近年來,我國可再(zai)生(sheng)能源(yuan)(yuan)(yuan)迅猛發展,但電力系(xi)統靈活性不足、調節能力不夠等短板和(he)問題突(tu)出(chu),制約(yue)更高比(bi)例和(he)更大(da)規模可再(zai)生(sheng)能源(yuan)(yuan)(yuan)發展。未來我國實(shi)(shi)現(xian)2030年前碳(tan)(tan)達(da)(da)峰和(he)努(nu)力爭取2060年前碳(tan)(tan)中(zhong)和(he)的目(mu)標任務艱巨,需要(yao)付出(chu)艱苦卓(zhuo)絕(jue)的努(nu)力。實(shi)(shi)現(xian)碳(tan)(tan)達(da)(da)峰關鍵在促進可再(zai)生(sheng)能源(yuan)(yuan)(yuan)發展,促進可再(zai)生(sheng)能源(yuan)(yuan)(yuan)發展關鍵在于消(xiao)(xiao)納,保障可再(zai)生(sheng)能源(yuan)(yuan)(yuan)消(xiao)(xiao)納關鍵在于電網(wang)接入、調峰和(he)儲能。各(ge)地、各(ge)有(you)關電力企業(ye)要(yao)充分認識可再(zai)生(sheng)能源(yuan)(yuan)(yuan)發展和(he)消(xiao)(xiao)納的同等重(zhong)要(yao)意義,高度重(zhong)視可再(zai)生(sheng)能源(yuan)(yuan)(yuan)并網(wang)工作,將可再(zai)生(sheng)能源(yuan)(yuan)(yuan)發展、并網(wang)、消(xiao)(xiao)納同步研究、同步推(tui)進,確(que)保2030年前碳(tan)(tan)達(da)(da)峰、2060年前碳(tan)(tan)中(zhong)和(he)目(mu)標如期實(shi)(shi)現(xian)。


二、引導市場主體多渠道(dao)增加可再生(sheng)能源并網規(gui)模(mo)


(一)多渠道增(zeng)加可(ke)再(zai)(zai)生(sheng)能源(yuan)(yuan)(yuan)并網(wang)(wang)消納(na)(na)能力(li)。電(dian)(dian)(dian)網(wang)(wang)企(qi)業要(yao)切實承(cheng)擔電(dian)(dian)(dian)網(wang)(wang)建(jian)設(she)發(fa)展和可(ke)再(zai)(zai)生(sheng)能源(yuan)(yuan)(yuan)并網(wang)(wang)消納(na)(na)的(de)主體責任,統籌調峰(feng)能力(li)建(jian)設(she)和資源(yuan)(yuan)(yuan)利用,每年(nian)新(xin)增(zeng)的(de)并網(wang)(wang)消納(na)(na)規(gui)(gui)模(mo)中,電(dian)(dian)(dian)網(wang)(wang)企(qi)業應承(cheng)擔主要(yao)責任,電(dian)(dian)(dian)源(yuan)(yuan)(yuan)企(qi)業適當承(cheng)擔可(ke)再(zai)(zai)生(sheng)能源(yuan)(yuan)(yuan)并網(wang)(wang)消納(na)(na)責任。隨著(zhu)新(xin)能源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)技(ji)術進步、效率提(ti)高(gao),以及系統調峰(feng)成本的(de)下降,將電(dian)(dian)(dian)網(wang)(wang)企(qi)業承(cheng)擔的(de)消納(na)(na)規(gui)(gui)模(mo)和比例(li)有序調減。


(二)鼓勵發(fa)(fa)電(dian)(dian)(dian)(dian)企業自建儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)或(huo)調峰(feng)(feng)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力增加并(bing)(bing)網(wang)(wang)規模(mo)。在電(dian)(dian)(dian)(dian)網(wang)(wang)企業承(cheng)擔風電(dian)(dian)(dian)(dian)和太陽能(neng)(neng)(neng)(neng)(neng)(neng)(neng)發(fa)(fa)電(dian)(dian)(dian)(dian)等(deng)可再生能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源保(bao)障(zhang)性并(bing)(bing)網(wang)(wang)責(ze)任以外(wai),仍有投(tou)資建設意愿的(de)可再生能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源發(fa)(fa)電(dian)(dian)(dian)(dian)企業,鼓勵在自愿的(de)前提下自建儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)或(huo)調峰(feng)(feng)資源增加并(bing)(bing)網(wang)(wang)規模(mo)。對(dui)按規定比例要(yao)求配(pei)建儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)或(huo)調峰(feng)(feng)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力的(de)可再生能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源發(fa)(fa)電(dian)(dian)(dian)(dian)企業,經(jing)電(dian)(dian)(dian)(dian)網(wang)(wang)企業按程序(xu)認定后,可安(an)排相應裝機(ji)并(bing)(bing)網(wang)(wang)。


(三(san))允許發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)企業(ye)(ye)購買儲能(neng)(neng)(neng)(neng)(neng)(neng)或調(diao)峰能(neng)(neng)(neng)(neng)(neng)(neng)力增(zeng)(zeng)加并網(wang)規(gui)(gui)模。在電(dian)(dian)(dian)(dian)(dian)網(wang)企業(ye)(ye)承擔風電(dian)(dian)(dian)(dian)(dian)和(he)(he)太陽能(neng)(neng)(neng)(neng)(neng)(neng)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)等可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)保障性并網(wang)責任(ren)以(yi)外,仍(reng)有投資(zi)建設意愿的(de)可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)企業(ye)(ye),可通(tong)過(guo)與(yu)調(diao)峰資(zi)源(yuan)市(shi)場主體進行(xing)市(shi)場化(hua)交易的(de)方式承擔調(diao)峰責任(ren),以(yi)增(zeng)(zeng)加可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)裝(zhuang)機并網(wang)規(gui)(gui)模。鼓勵(li)可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)企業(ye)(ye)與(yu)新(xin)增(zeng)(zeng)抽(chou)水蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)和(he)(he)儲能(neng)(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)站等簽訂新(xin)增(zeng)(zeng)消納能(neng)(neng)(neng)(neng)(neng)(neng)力的(de)協議(yi)或合(he)同,明(ming)確市(shi)場化(hua)調(diao)峰資(zi)源(yuan)的(de)建設、運營等責任(ren)義務。簽訂儲能(neng)(neng)(neng)(neng)(neng)(neng)或調(diao)峰能(neng)(neng)(neng)(neng)(neng)(neng)力合(he)同的(de)可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)企業(ye)(ye),經電(dian)(dian)(dian)(dian)(dian)網(wang)企業(ye)(ye)按(an)程序認定后,可安排(pai)相(xiang)應裝(zhuang)機并網(wang)。


(四)鼓(gu)勵多(duo)渠道(dao)增(zeng)加調(diao)峰(feng)資(zi)(zi)源。承擔可再生能(neng)源消納對應(ying)的(de)調(diao)峰(feng)資(zi)(zi)源,包(bao)括抽水蓄能(neng)電(dian)站(zhan)、化學儲能(neng)等(deng)新型儲能(neng)、氣(qi)電(dian)、光熱(re)電(dian)站(zhan)、靈(ling)活(huo)性制造改造的(de)煤電(dian)。以(yi)上調(diao)峰(feng)資(zi)(zi)源不包(bao)括已列為應(ying)急備用和調(diao)峰(feng)電(dian)源的(de)資(zi)(zi)源。


三、自建(jian)合(he)建(jian)調峰(feng)和儲能(neng)能(neng)力(li)的確(que)認(ren)與管理


(一)自建(jian)調(diao)峰(feng)(feng)資源方式掛(gua)鉤比(bi)(bi)例(li)要求。自建(jian)調(diao)峰(feng)(feng)資源指(zhi)發(fa)電企(qi)業(ye)(ye)按全(quan)資比(bi)(bi)例(li)建(jian)設抽水(shui)蓄能(neng)、化學儲能(neng)電站、氣電、光(guang)熱(re)電站或開展煤電靈活性改造。為鼓勵發(fa)電企(qi)業(ye)(ye)市場化參與調(diao)峰(feng)(feng)資源建(jian)設,超(chao)過電網(wang)企(qi)業(ye)(ye)保障性并網(wang)以外的(de)規模初(chu)期按照功率15%的(de)掛(gua)鉤比(bi)(bi)例(li)(時(shi)長4小時(shi)以上,下同)配建(jian)調(diao)峰(feng)(feng)能(neng)力(li),按照20%以上掛(gua)鉤比(bi)(bi)例(li)進(jin)(jin)行(xing)配建(jian)的(de)優先并網(wang)。配建(jian)比(bi)(bi)例(li)2022年(nian)后(hou)根據(ju)情(qing)況(kuang)適時(shi)調(diao)整,每年(nian)公(gong)布一次(ci)。各省(sheng)級(ji)主管部門組織電網(wang)企(qi)業(ye)(ye)或第三方技術(shu)機構對項目調(diao)峰(feng)(feng)能(neng)力(li)措(cuo)施(shi)和效果進(jin)(jin)行(xing)評估確認后(hou),可結合實際情(qing)況(kuang)對掛(gua)鉤比(bi)(bi)例(li)進(jin)(jin)行(xing)適當調(diao)整。


(二)合建(jian)(jian)(jian)調(diao)峰資(zi)(zi)源(yuan)(yuan)方式掛鉤比(bi)(bi)例(li)(li)(li)要求。合建(jian)(jian)(jian)調(diao)峰資(zi)(zi)源(yuan)(yuan)指發電(dian)企業按(an)一定(ding)出(chu)資(zi)(zi)比(bi)(bi)例(li)(li)(li)與其他市(shi)場主體聯(lian)合建(jian)(jian)(jian)設(she)抽(chou)水蓄能(neng)、化學儲能(neng)電(dian)站(zhan)、氣(qi)電(dian)、光熱電(dian)站(zhan)或(huo)開展煤(mei)電(dian)靈活性(xing)改造(zao)。合建(jian)(jian)(jian)調(diao)峰資(zi)(zi)源(yuan)(yuan)完成后,可(ke)按(an)照自(zi)建(jian)(jian)(jian)調(diao)峰資(zi)(zi)源(yuan)(yuan)方式掛鉤比(bi)(bi)例(li)(li)(li)乘以(yi)出(chu)資(zi)(zi)比(bi)(bi)例(li)(li)(li)配建(jian)(jian)(jian)可(ke)再生能(neng)源(yuan)(yuan)發電(dian)。為鼓勵(li)發電(dian)企業積極參(can)與自(zi)建(jian)(jian)(jian)調(diao)峰資(zi)(zi)源(yuan)(yuan),初期可(ke)以(yi)適當高(gao)于出(chu)資(zi)(zi)比(bi)(bi)例(li)(li)(li)進行配建(jian)(jian)(jian)。


(三)自(zi)(zi)(zi)建(jian)(jian)(jian)(jian)(jian)合(he)(he)(he)建(jian)(jian)(jian)(jian)(jian)調(diao)(diao)(diao)峰(feng)和儲(chu)能(neng)能(neng)力確定(ding)。自(zi)(zi)(zi)建(jian)(jian)(jian)(jian)(jian)合(he)(he)(he)建(jian)(jian)(jian)(jian)(jian)調(diao)(diao)(diao)峰(feng)和儲(chu)能(neng)能(neng)力按(an)照(zhao)“企(qi)業承(cheng)諾、政(zheng)(zheng)府備(bei)案、過程核(he)查(cha)、假(jia)一罰二”的原則(ze)進(jin)行(xing)(xing)確定(ding)。主(zhu)(zhu)動自(zi)(zi)(zi)建(jian)(jian)(jian)(jian)(jian)合(he)(he)(he)建(jian)(jian)(jian)(jian)(jian)調(diao)(diao)(diao)峰(feng)和儲(chu)能(neng)能(neng)力的發電企(qi)業,自(zi)(zi)(zi)行(xing)(xing)提供調(diao)(diao)(diao)峰(feng)和儲(chu)能(neng)項目建(jian)(jian)(jian)(jian)(jian)設(she)證明(ming)(ming)材料,對(dui)項目基本情況(kuang)、調(diao)(diao)(diao)峰(feng)能(neng)力、投產時(shi)間等作(zuo)出明(ming)(ming)確承(cheng)諾,提交省級政(zheng)(zheng)府主(zhu)(zhu)管部門(men)備(bei)案;實施(shi)過程中省級主(zhu)(zhu)管部門(men)委托電網企(qi)業或(huo)第三方(fang)機(ji)構對(dui)企(qi)業自(zi)(zi)(zi)建(jian)(jian)(jian)(jian)(jian)合(he)(he)(he)建(jian)(jian)(jian)(jian)(jian)項目進(jin)行(xing)(xing)全面核(he)查(cha)或(huo)抽查(cha),對(dui)于發現未(wei)(wei)按(an)承(cheng)諾履行(xing)(xing)建(jian)(jian)(jian)(jian)(jian)設(she)責任的企(qi)業,在計算調(diao)(diao)(diao)峰(feng)能(neng)力時(shi)按(an)照(zhao)未(wei)(wei)完成容量的2倍(bei)予以扣(kou)除;相關企(qi)業要限期整改,未(wei)(wei)按(an)期整改的企(qi)業不得參與下年(nian)度可再生(sheng)能(neng)源市場化并網。


(四)加強(qiang)自(zi)建(jian)(jian)(jian)合(he)建(jian)(jian)(jian)調(diao)(diao)(diao)峰(feng)(feng)和(he)(he)儲(chu)能項(xiang)(xiang)目運行(xing)管理(li)。自(zi)建(jian)(jian)(jian)合(he)建(jian)(jian)(jian)調(diao)(diao)(diao)峰(feng)(feng)和(he)(he)儲(chu)能項(xiang)(xiang)目建(jian)(jian)(jian)成投運后,企業可選擇自(zi)主運營(ying)項(xiang)(xiang)目或交由(you)本地電(dian)(dian)網(wang)(wang)企業調(diao)(diao)(diao)度(du)管理(li)。對(dui)于發電(dian)(dian)企業自(zi)主運營(ying)的調(diao)(diao)(diao)峰(feng)(feng)和(he)(he)儲(chu)能項(xiang)(xiang)目,可作為獨立市(shi)場主體參與(yu)電(dian)(dian)力(li)市(shi)場,按照國家相(xiang)關政策(ce)獲取收益;對(dui)于交由(you)電(dian)(dian)網(wang)(wang)企業調(diao)(diao)(diao)度(du)管理(li)的調(diao)(diao)(diao)峰(feng)(feng)和(he)(he)儲(chu)能項(xiang)(xiang)目,電(dian)(dian)網(wang)(wang)調(diao)(diao)(diao)度(du)機構根據電(dian)(dian)網(wang)(wang)調(diao)(diao)(diao)峰(feng)(feng)需要對(dui)相(xiang)關項(xiang)(xiang)目開展(zhan)調(diao)(diao)(diao)度(du)管理(li),項(xiang)(xiang)目按相(xiang)關價格政策(ce)獲取收益。為保證項(xiang)(xiang)目調(diao)(diao)(diao)峰(feng)(feng)和(he)(he)儲(chu)能能力(li)可用(yong)性(xing),電(dian)(dian)網(wang)(wang)調(diao)(diao)(diao)度(du)機構不定(ding)期(qi)對(dui)相(xiang)關項(xiang)(xiang)目開展(zhan)調(diao)(diao)(diao)度(du)測試。


四、購(gou)買調峰與(yu)儲能能力的確認與(yu)管(guan)理


(一)購(gou)(gou)買(mai)(mai)(mai)調(diao)(diao)峰(feng)(feng)資源(yuan)主(zhu)要方(fang)式(shi)。購(gou)(gou)買(mai)(mai)(mai)調(diao)(diao)峰(feng)(feng)資源(yuan)指發電企(qi)業通過市(shi)場交易的方(fang)式(shi)向(xiang)抽(chou)水蓄能(neng)、化學儲能(neng)電站、氣(qi)電、光(guang)熱電站或開展靈活性改造的火電等市(shi)場主(zhu)體購(gou)(gou)買(mai)(mai)(mai)調(diao)(diao)峰(feng)(feng)能(neng)力(li),包括購(gou)(gou)買(mai)(mai)(mai)調(diao)(diao)峰(feng)(feng)儲能(neng)項目和購(gou)(gou)買(mai)(mai)(mai)調(diao)(diao)峰(feng)(feng)儲能(neng)服(fu)務(wu)兩種(zhong)方(fang)式(shi)。為保(bao)證(zheng)發電企(qi)業購(gou)(gou)買(mai)(mai)(mai)的調(diao)(diao)峰(feng)(feng)資源(yuan)不(bu)占用電網企(qi)業統籌負責的系統消納能(neng)力(li),被(bei)購(gou)(gou)買(mai)(mai)(mai)的主(zhu)體僅限于本(ben)年度(du)新建的調(diao)(diao)峰(feng)(feng)資源(yuan)。


(二)購(gou)買(mai)調(diao)(diao)(diao)峰資(zi)源掛(gua)鉤(gou)(gou)比(bi)例(li)(li)要(yao)求。超過電(dian)網企業(ye)保障性并網以外的規模初期按照15%的掛(gua)鉤(gou)(gou)比(bi)例(li)(li)購(gou)買(mai)調(diao)(diao)(diao)峰能(neng)力(li),鼓勵按照20%以上掛(gua)鉤(gou)(gou)比(bi)例(li)(li)購(gou)買(mai)。購(gou)買(mai)比(bi)例(li)(li)2022年后根據情況適時調(diao)(diao)(diao)整,每(mei)年度(du)公布一次。各省級主管部門組織電(dian)網企業(ye)或第(di)三方技術機構(gou)對(dui)項目(mu)調(diao)(diao)(diao)峰能(neng)力(li)措施和效果進行(xing)評估確認后,可結合實際(ji)情況對(dui)掛(gua)鉤(gou)(gou)比(bi)例(li)(li)進行(xing)適當調(diao)(diao)(diao)整。


(三)購(gou)買(mai)調峰(feng)(feng)(feng)和(he)儲能能力(li)確定(ding)。購(gou)買(mai)調峰(feng)(feng)(feng)和(he)儲能項目由買(mai)方(fang)企業(ye)向省級政府主(zhu)管(guan)部門(men)作出承(cheng)諾(nuo)并(bing)提供(gong)購(gou)買(mai)合(he)同,根據(ju)購(gou)買(mai)合(he)同中(zhong)簽訂(ding)的(de)調峰(feng)(feng)(feng)能力(li)進行(xing)確定(ding)。實施過程(cheng)中(zhong)買(mai)方(fang)企業(ye)負(fu)責(ze)督促賣方(fang)企業(ye)保(bao)證項目落(luo)實到位,省級政府主(zhu)管(guan)部門(men)委托電網企業(ye)或第三方(fang)機(ji)構(gou)對購(gou)買(mai)合(he)同中(zhong)的(de)項目進行(xing)全(quan)面(mian)核查或抽查,對于發(fa)現(xian)未按(an)承(cheng)諾(nuo)履行(xing)建設責(ze)任的(de)企業(ye),在計算調峰(feng)(feng)(feng)能力(li)時按(an)照未完成容量的(de)2倍予以扣(kou)除;相(xiang)關企業(ye)要限期(qi)整改,未按(an)期(qi)整改的(de)企業(ye)不得參與下(xia)年(nian)度可再生能源市場化并(bing)網。


(四)加強購(gou)買調(diao)峰(feng)和(he)儲(chu)能項(xiang)目(mu)(mu)運行(xing)管理(li)。購(gou)買調(diao)峰(feng)和(he)儲(chu)能項(xiang)目(mu)(mu)建成投(tou)運后,對于(yu)購(gou)買調(diao)峰(feng)儲(chu)能項(xiang)目(mu)(mu)的,視同企業(ye)自建項(xiang)目(mu)(mu)進行(xing)運行(xing)管理(li);對于(yu)購(gou)買調(diao)峰(feng)儲(chu)能服務(wu)(wu)的,發(fa)電企業(ye)與調(diao)峰(feng)儲(chu)能項(xiang)目(mu)(mu)企業(ye)簽訂調(diao)峰(feng)服務(wu)(wu)綁(bang)定協議或合(he)同,約定雙方權責和(he)收益分配方式,鼓勵簽訂10年以上的長期協議或合(he)同。為保(bao)證項(xiang)目(mu)(mu)調(diao)峰(feng)和(he)儲(chu)能能力可(ke)用性,電網調(diao)度機(ji)構不(bu)定期對相關項(xiang)目(mu)(mu)開展調(diao)度測(ce)試。


五、自建(jian)或(huo)購買調(diao)峰(feng)與儲能(neng)能(neng)力的數量標準與動態調(diao)整


(一)抽(chou)水蓄(xu)能(neng)、電化學(xue)儲(chu)能(neng)和(he)光熱電站調峰能(neng)力認(ren)定。抽(chou)水蓄(xu)能(neng)電站、電化學(xue)儲(chu)能(neng)和(he)光熱電站,按(an)照裝(zhuang)機(ji)規模(mo)認(ren)定調峰能(neng)力。


(二)氣電調(diao)峰能力(li)(li)認定(ding)。氣電按(an)照(zhao)機(ji)組設計出(chu)力(li)(li)認定(ding)調(diao)峰能力(li)(li),對(dui)于(yu)因氣源、天(tian)氣等(deng)原(yuan)因導致(zhi)發電出(chu)力(li)(li)受限的(de)情(qing)況,按(an)照(zhao)實際最大(da)出(chu)力(li)(li)認定(ding)調(diao)峰能力(li)(li)。


(三(san))煤(mei)電(dian)(dian)靈活性制(zhi)造(zao)改(gai)造(zao)調(diao)(diao)峰能力(li)(li)(li)認(ren)定。靈活性制(zhi)造(zao)改(gai)造(zao)的煤(mei)電(dian)(dian)機組,按照制(zhi)造(zao)改(gai)造(zao)可(ke)調(diao)(diao)出(chu)(chu)力(li)(li)(li)范(fan)圍與改(gai)造(zao)前可(ke)調(diao)(diao)出(chu)(chu)力(li)(li)(li)或者平均可(ke)調(diao)(diao)出(chu)(chu)力(li)(li)(li)范(fan)圍的差值(zhi)認(ren)定調(diao)(diao)峰能力(li)(li)(li)。


(四)統(tong)籌安排發(fa)電和調峰項(xiang)(xiang)目(mu)建(jian)設投(tou)產時(shi)序。考(kao)慮(lv)新建(jian)調峰資源項(xiang)(xiang)目(mu)的建(jian)設周(zhou)期,各地在安排發(fa)電項(xiang)(xiang)目(mu)時(shi)要做到與新增調峰項(xiang)(xiang)目(mu)同步建(jian)成、同步并網。調峰儲能配建(jian)比例按可再生能源發(fa)電項(xiang)(xiang)目(mu)核準(備(bei)案)當年(nian)標準執(zhi)行。


(五)建(jian)立調峰(feng)(feng)與儲能(neng)(neng)能(neng)(neng)力(li)(li)標準(zhun)和配建(jian)比例動(dong)態調整機制。隨著可(ke)(ke)再生能(neng)(neng)源并網規(gui)模和比例的不斷擴大,以及調峰(feng)(feng)儲能(neng)(neng)技(ji)術進步和成本下降,各(ge)地要統籌處理好企業積極性和系統調峰(feng)(feng)需求的關系,可(ke)(ke)結合本地實(shi)際情況對調峰(feng)(feng)與儲能(neng)(neng)能(neng)(neng)力(li)(li)標準(zhun)和配建(jian)比例進行動(dong)態調整。


六(liu)、調峰和(he)儲能交易機制的運行與監管


(一)未用(yong)完的調(diao)峰資源(yuan)可(ke)交易至其(qi)(qi)他(ta)市場(chang)(chang)主(zhu)體。通過(guo)自建或(huo)合建方(fang)式落實調(diao)峰資源(yuan)的發(fa)電企業,如(ru)果當(dang)年(nian)配建的可(ke)再生能源(yuan)發(fa)電規(gui)模低于規(gui)定比(bi)例,不允許結轉(zhuan)至下年(nian)繼續使(shi)用(yong),可(ke)通過(guo)市場(chang)(chang)化(hua)方(fang)式交易給(gei)其(qi)(qi)他(ta)發(fa)電企業。


(二)指標交易需(xu)在(zai)省內(nei)統籌。為(wei)保證新增調峰(feng)能力切實(shi)發(fa)揮(hui)促(cu)進可再生能源(yuan)消納作(zuo)用,發(fa)電(dian)企(qi)業在(zai)自建、共建、購買調峰(feng)資(zi)源(yuan)以及開展(zhan)調峰(feng)資(zi)源(yuan)指標交易過程中,均在(zai)本省(區、市)范圍內(nei)進行(xing)統籌。


(三(san))加強(qiang)(qiang)運行監管(guan)。各(ge)地(di)政府主管(guan)部(bu)門會同電網企業(ye),對(dui)發電企業(ye)承(cheng)(cheng)諾自建(jian)、共建(jian)或購買調(diao)(diao)峰項目(mu)(mu)加強(qiang)(qiang)監管(guan),項目(mu)(mu)投(tou)產后(hou)調(diao)(diao)度機構不定(ding)期(qi)按(an)照企業(ye)承(cheng)(cheng)諾的調(diao)(diao)峰能(neng)(neng)力開(kai)展調(diao)(diao)度運行,確保調(diao)(diao)峰能(neng)(neng)力真實(shi)可信可操作,對(dui)于虛假承(cheng)(cheng)諾調(diao)(diao)峰能(neng)(neng)力的企業(ye),取消(xiao)下年度自行承(cheng)(cheng)擔可再生(sheng)能(neng)(neng)源消(xiao)納責任資格。


七、保(bao)障措施


(一)加強組織領(ling)導。國(guo)(guo)家發(fa)展(zhan)改革委、國(guo)(guo)家能(neng)源局統籌推進(jin)全國(guo)(guo)可再生能(neng)源發(fa)電(dian)企(qi)業自(zi)建或購買調峰能(neng)力增加并網(wang)規模相關(guan)工(gong)作(zuo),全面(mian)跟(gen)蹤各地、各企(qi)業落實進(jin)展(zhan),協調解決推進(jin)中的重大(da)問題(ti)。各省(自(zi)治區、直轄市)發(fa)展(zhan)改革委、能(neng)源局會同省級相關(guan)部門(men)結合本地電(dian)力發(fa)展(zhan)實際,推動(dong)本地發(fa)電(dian)企(qi)業自(zi)行承擔可再生能(neng)源消納責任相關(guan)工(gong)作(zuo),與電(dian)網(wang)企(qi)業保障性并網(wang)、應急(ji)備用和調峰機組建設(she)工(gong)作(zuo)做好有(you)效銜接,避免項目重復計入(ru)。


(二(er))電網(wang)企業(ye)切實發(fa)揮監督(du)(du)和(he)并網(wang)責任(ren)。國家電網(wang)公司、南方電網(wang)公司要(yao)組織好各地(di)電網(wang)企業(ye),配(pei)合(he)地(di)方政府主管部門加強對發(fa)電企業(ye)自建共建和(he)購買調峰儲能項(xiang)(xiang)目(mu)的有(you)效監督(du)(du),保證各項(xiang)(xiang)目(mu)順利推進和(he)真實可用(yong)。對于按要(yao)求完成調峰儲能能力建設(she)的企業(ye),要(yao)認真做好相應匹配(pei)規(gui)模(mo)新能源并網(wang)接入工作(zuo)。


(三)健(jian)(jian)全(quan)完善(shan)獎懲和評(ping)(ping)估(gu)機(ji)制。國(guo)家發(fa)展(zhan)(zhan)改革委、國(guo)家能(neng)源局將(jiang)健(jian)(jian)全(quan)完善(shan)獎懲和評(ping)(ping)估(gu)機(ji)制,對可(ke)再(zai)(zai)生能(neng)源發(fa)電(dian)企(qi)業自建或購買(mai)調峰(feng)能(neng)力增加(jia)并網規(gui)模工(gong)(gong)作(zuo)進(jin)展(zhan)(zhan)成效顯(xian)著的地(di)區進(jin)行表揚,對工(gong)(gong)作(zuo)進(jin)展(zhan)(zhan)滯后的地(di)區進(jin)行約談;在工(gong)(gong)作(zuo)推(tui)進(jin)過程中,將(jiang)適時采取第三方評(ping)(ping)估(gu)等方式,對各(ge)地(di)可(ke)再(zai)(zai)生能(neng)源發(fa)電(dian)企(qi)業自建或購買(mai)調峰(feng)能(neng)力增加(jia)并網規(gui)模工(gong)(gong)作(zuo)開展(zhan)(zhan)全(quan)面評(ping)(ping)估(gu)。
