1月31日,四川省廣安市(shi)人民政府印發《廣安市(shi)碳(tan)達(da)峰實(shi)(shi)施(shi)方(fang)案(an)》,《方(fang)案(an)》明確(que)要實(shi)(shi)施(shi)能源(yuan)綠色(se)低(di)碳(tan)轉(zhuan)型(xing)行動。做(zuo)好能源(yuan)安(an)(an)全(quan)保障,進(jin)一步(bu)優化能源(yuan)生(sheng)產、消費結構,持續推進(jin)清潔能源(yuan)替代,加快構建清潔低(di)碳(tan)安(an)(an)全(quan)高效的(de)現代能源(yuan)體(ti)系(xi)和新型(xing)電力系(xi)統。

大(da)力發展清潔(jie)能源。穩定(ding)東西關、桐子壕、四(si)九灘、涼灘、富流灘等(deng)水電站產能。因地制宜發展風電、光伏發電,穩步推進光伏發展。鼓勵大(da)型公(gong)共建(jian)筑、商(shang)業樓宇、居民社區等(deng)利用屋(wu)頂資源建(jian)設(she)分布(bu)式光伏,支(zhi)持(chi)開展整縣(xian)屋頂(ding)分布(bu)式光伏開發試點。

優(you)化新型基(ji)礎設施用(yong)能(neng)結(jie)構,采(cai)用(yong)直流(liu)供電、分布式儲能(neng)、“光伏+儲能(neng)”等模式,探索多樣化能(neng)源供應(ying)。

加快優化建(jian)筑(zhu)用(yong)能(neng)結構。持續(xu)推(tui)動太陽(yang)能(neng)、地(di)熱能(neng)、生(sheng)物質能(neng)、空氣熱能(neng)等可再(zai)(zai)生(sheng)能(neng)源(yuan)在建(jian)筑(zhu)領域(yu)的應用(yong),逐(zhu)步(bu)提(ti)高城鎮建(jian)筑(zhu)可再(zai)(zai)生(sheng)能(neng)源(yuan)替代(dai)率(lv)。因地(di)制宜開展建(jian)筑(zhu)屋頂光(guang)(guang)(guang)伏行動,推(tui)動既有公共建(jian)筑(zhu)屋頂加裝太陽(yang)能(neng)光(guang)(guang)(guang)伏系(xi)統,推(tui)動建(jian)設(she)光(guang)(guang)(guang)伏發(fa)電(dian)、儲能(neng)、直流配電(dian)、柔性用(yong)電(dian)為(wei)一體的“光(guang)(guang)(guang)儲直柔”技術建(jian)筑(zhu)。到2025年,力爭城鎮建(jian)筑(zhu)可再(zai)(zai)生(sheng)能(neng)源(yuan)替代(dai)率(lv)達(da)到8%,在太陽(yang)能(neng)資源(yuan)豐富且具備條件(jian)的地(di)區新建(jian)公共機構建(jian)筑(zhu)屋頂光(guang)(guang)(guang)伏覆(fu)蓋率(lv)力爭達(da)到50%。

廣安市碳達峰實施方案

為(wei)深入貫徹落實(shi)(shi)黨(dang)中(zhong)央、國務院關于碳(tan)達(da)(da)峰(feng)、碳(tan)中(zhong)和重大戰略決策和省委、省政府工(gong)作(zuo)部署,扎實(shi)(shi)推進碳(tan)達(da)(da)峰(feng)、碳(tan)中(zhong)和,確保(bao)實(shi)(shi)現(xian)碳(tan)達(da)(da)峰(feng)目(mu)標,制定本(ben)方案。

一、總體要求

(一)指(zhi)導(dao)思(si)想(xiang)。以(yi)習近平新時代中國特(te)色社會主義思(si)想(xiang)為指(zhi)導(dao),全(quan)面(mian)貫(guan)徹(che)黨的二(er)十大精神,深入(ru)貫(guan)徹(che)習近平生態文(wen)明思(si)想(xiang)和習近平總書記對四川工(gong)作系(xi)(xi)列重要(yao)指(zhi)示精神,認真落實省(sheng)第十二(er)次(ci)黨代會、省(sheng)委十二(er)屆二(er)次(ci)全(quan)會精神和市委六屆歷次(ci)全(quan)會有關決策部(bu)署(shu),立(li)足新發(fa)(fa)展(zhan)(zhan)階段,完整(zheng)(zheng)、準(zhun)確、全(quan)面(mian)貫(guan)徹(che)新發(fa)(fa)展(zhan)(zhan)理念,服務(wu)和融(rong)入(ru)新發(fa)(fa)展(zhan)(zhan)格(ge)局,堅(jian)持(chi)系(xi)(xi)統(tong)觀念,統(tong)籌發(fa)(fa)展(zhan)(zhan)和減排、整(zheng)(zheng)體和局部(bu)、長(chang)遠目(mu)標(biao)和短期(qi)目(mu)標(biao)、政府和市場的關系(xi)(xi),把碳(tan)達峰、碳(tan)中和納入(ru)經濟(ji)社會發(fa)(fa)展(zhan)(zhan)全(quan)局和生態文(wen)明建(jian)設整(zheng)(zheng)體布局,堅(jian)持(chi)降碳(tan)、減污、擴綠、增(zeng)長(chang)協同推進,以(yi)經濟(ji)社會發(fa)(fa)展(zhan)(zhan)全(quan)面(mian)綠色轉型為引領(ling),以(yi)能(neng)源綠色低碳(tan)發(fa)(fa)展(zhan)(zhan)為關鍵,以(yi)科(ke)技和制度創新為支撐,推動經濟(ji)社會發(fa)(fa)展(zhan)(zhan)建(jian)立(li)在(zai)資源高效利用(yong)和綠色低碳(tan)發(fa)(fa)展(zhan)(zhan)的基礎之上,確保2030年前(qian)如期(qi)實現碳(tan)達峰。

(二(er))工作原則

——總體部(bu)署、分類施策。強化頂層設(she)計,加強統籌部(bu)署,綜合考(kao)慮全(quan)市發展定(ding)(ding)位、發展階段(duan)、減排(pai)潛力和(he)成本、產業基礎、資源(yuan)能源(yuan)稟賦等(deng)因素(su),科學確定(ding)(ding)各(ge)地區、重點行(xing)業領域碳排(pai)放(fang)目標任務(wu),服務(wu)國家(jia)戰略全(quan)局(ju)和(he)區域發展大局(ju)。

——系統推進(jin)、重點(dian)突(tu)破(po)。實現碳達(da)峰(feng)(feng)、碳中(zhong)和是一場廣泛而深刻(ke)的(de)經(jing)濟社(she)會(hui)系統性變革,堅持系統觀(guan)念推進(jin)碳達(da)峰(feng)(feng),抓(zhua)住主要矛盾(dun)和中(zhong)心任務帶(dai)動全局工作,推動重點(dian)領域、重點(dian)行業率先達(da)峰(feng)(feng)。

——雙輪驅動、兩手發(fa)(fa)力。注重發(fa)(fa)揮市(shi)場(chang)主(zhu)體作用(yong),激發(fa)(fa)市(shi)場(chang)主(zhu)體低(di)(di)碳(tan)轉型發(fa)(fa)展的(de)內生動力,形成減排長效(xiao)機制。更好發(fa)(fa)揮政府引導作用(yong),大力推動綠(lv)色(se)低(di)(di)碳(tan)科技創新,構建有(you)利于綠(lv)色(se)低(di)(di)碳(tan)高質量(liang)發(fa)(fa)展的(de)政策體系。

——穩妥有序(xu)、安全(quan)(quan)降(jiang)碳。立足市情實際,堅(jian)持先立后破,穩住存(cun)量(liang),拓展增量(liang),以(yi)保障能源(yuan)安全(quan)(quan)和(he)(he)經濟發展為(wei)底線,推動能源(yuan)低碳轉型平(ping)穩過渡,切實保障產業鏈供應鏈安全(quan)(quan)、糧食安全(quan)(quan)和(he)(he)群(qun)眾(zhong)正常生產生活,著(zhu)力化解(jie)各(ge)類風(feng)險隱(yin)患,有計劃分步(bu)驟實施碳達(da)峰行(xing)動,積極穩妥推進碳達(da)峰、碳中(zhong)和(he)(he),確保安全(quan)(quan)降(jiang)碳。

(三(san))主要目標

“十四五”期間,產業(ye)結構(gou)和(he)能源結構(gou)明顯(xian)優(you)化,重點行(xing)業(ye)能源利用效率大幅提(ti)升,煤(mei)炭(tan)消費(fei)總(zong)量得到(dao)嚴格合理控制,清(qing)潔能源占比逐漸提(ti)高的(de)新(xin)(xin)型(xing)電(dian)力系(xi)統和(he)能源供應系(xi)統加快構(gou)建,綠色(se)(se)低碳技術研發和(he)推廣應用取得新(xin)(xin)進展(zhan),綠色(se)(se)生(sheng)產生(sheng)活方式(shi)普遍推行(xing),有利于(yu)綠色(se)(se)低碳循環發展(zhan)的(de)政策(ce)體系(xi)逐步完(wan)善。到(dao)2025年,單位地(di)區生(sheng)產總(zong)值能源消耗下(xia)降14.5%以(yi)上,單位地(di)區生(sheng)產總(zong)值二(er)氧化碳排(pai)放下(xia)降19.5%,非化石能源消費(fei)比重達(da)到(dao)35%左右,水電(dian)、風(feng)電(dian)、太陽能發電(dian)總(zong)裝機容量達(da)到(dao)40萬千瓦以(yi)上,為實(shi)現碳達(da)峰奠定(ding)堅(jian)實(shi)基礎。

“十五五”期(qi)間,經濟社會(hui)全(quan)面綠(lv)色(se)(se)發(fa)展轉型取(qu)得明顯成(cheng)(cheng)(cheng)效,產業結構(gou)持(chi)續優化(hua),清潔低(di)碳安全(quan)高效的能(neng)(neng)(neng)源(yuan)體(ti)系初(chu)步建立,重點(dian)領域低(di)碳發(fa)展模式基本(ben)形(xing)成(cheng)(cheng)(cheng),重點(dian)耗(hao)能(neng)(neng)(neng)行業能(neng)(neng)(neng)源(yuan)利用效率(lv)達到(dao)國內先進(jin)水(shui)平,非化(hua)石能(neng)(neng)(neng)源(yuan)消(xiao)費比(bi)重進(jin)一步提高,煤炭(tan)消(xiao)費占比(bi)進(jin)一步減少(shao),綠(lv)色(se)(se)低(di)碳技術(shu)創新(xin)應(ying)用取(qu)得關鍵突破。綠(lv)色(se)(se)生(sheng)(sheng)活方式成(cheng)(cheng)(cheng)為(wei)公眾自(zi)覺選擇(ze),綠(lv)色(se)(se)低(di)碳循環發(fa)展政策體(ti)系基本(ben)健(jian)全(quan)。到(dao)2030年,單(dan)位地(di)區生(sheng)(sheng)產總值(zhi)能(neng)(neng)(neng)源(yuan)消(xiao)耗(hao)和單(dan)位地(di)區生(sheng)(sheng)產總值(zhi)二(er)氧化(hua)碳排放(fang)完(wan)成(cheng)(cheng)(cheng)省上下達目標,非化(hua)石能(neng)(neng)(neng)源(yuan)消(xiao)費比(bi)重達到(dao)37%左右,如期(qi)實現2030年碳達峰目標。

二、重點行動

(一)實施能源綠色低碳(tan)轉型(xing)行動(dong)。做(zuo)好能源安全(quan)保障,進(jin)一步優(you)化能源生產、消費結(jie)構,持續推進(jin)清潔能源替代,加(jia)快(kuai)構建清潔低碳(tan)安全(quan)高效的現代能源體(ti)系(xi)(xi)和(he)新型(xing)電力系(xi)(xi)統。

1.大(da)力發展(zhan)清潔能源。穩(wen)定東(dong)西(xi)關、桐(tong)子壕、四九灘、涼灘、富流灘等水電(dian)站(zhan)產(chan)能。因地制宜發展(zhan)風電(dian)、光(guang)伏(fu)發電(dian),穩(wen)步(bu)推(tui)進(jin)光(guang)伏(fu)發展(zhan)。鼓(gu)勵大(da)型公共建(jian)筑、商業(ye)樓宇、居民社區(qu)等利用(yong)(yong)屋(wu)頂資(zi)源建(jian)設分布式光(guang)伏(fu),支持(chi)開(kai)展(zhan)整(zheng)縣屋(wu)頂分布式光(guang)伏(fu)開(kai)發試點(dian)。加(jia)快推(tui)進(jin)武勝(sheng)縣天(tian)(tian)然(ran)氣(qi)(qi)勘(kan)探(tan)開(kai)發利用(yong)(yong),到(dao)2025年,天(tian)(tian)然(ran)氣(qi)(qi)(頁巖氣(qi)(qi))年產(chan)量(liang)達(da)到(dao)20億立方米(mi)以上。建(jian)設廣安市(shi)新橋工業(ye)園第二氣(qi)(qi)源管道(dao)、廣安市(shi)第二氣(qi)(qi)源管道(dao)、華鎣(ying)市(shi)工業(ye)發展(zhan)區(qu)配氣(qi)(qi)站(zhan)氣(qi)(qi)源管道(dao)、花(hua)橋至官盛新區(qu)燃氣(qi)(qi)管道(dao)等項目,建(jian)設應(ying)急儲氣(qi)(qi)設施和武勝(sheng)城南應(ying)急調峰(feng)(feng)儲配站(zhan),補齊儲氣(qi)(qi)調峰(feng)(feng)能力短板。推(tui)進(jin)銅鑼(luo)山(shan)地區(qu)地熱(re)資(zi)源勘(kan)探(tan)開(kai)發,因地制宜開(kai)發地熱(re)資(zi)源綜合利用(yong)(yong)項目。

2.推(tui)進煤(mei)(mei)(mei)炭(tan)消費(fei)(fei)替代和(he)轉型升(sheng)級。加快煤(mei)(mei)(mei)炭(tan)替代步伐,嚴格合理控制煤(mei)(mei)(mei)炭(tan)消費(fei)(fei)增長。堅守能源安全底線,增強煤(mei)(mei)(mei)電(dian)頂峰兜底能力。對標國內先進煤(mei)(mei)(mei)耗水平,推(tui)動(dong)煤(mei)(mei)(mei)電(dian)行業(ye)實施(shi)節能降耗改造(zao)、供(gong)熱(re)改造(zao)和(he)靈活性改造(zao),推(tui)動(dong)煤(mei)(mei)(mei)電(dian)向基(ji)礎(chu)性保障和(he)系統調節性電(dian)源并重轉型。科學統籌煤(mei)(mei)(mei)炭(tan)生產與消費(fei)(fei),深入推(tui)進煤(mei)(mei)(mei)炭(tan)清潔(jie)(jie)高效(xiao)利用,推(tui)動(dong)重點(dian)用煤(mei)(mei)(mei)行業(ye)減煤(mei)(mei)(mei)和(he)使用清潔(jie)(jie)能源替代,持(chi)續實施(shi)煤(mei)(mei)(mei)改氣(qi)、煤(mei)(mei)(mei)改電(dian)工程,推(tui)動(dong)煤(mei)(mei)(mei)炭(tan)消費(fei)(fei)量穩定下降。積極有(you)序推(tui)進散(san)煤(mei)(mei)(mei)替代,大幅降低散(san)燒煤(mei)(mei)(mei)使用至禁止煤(mei)(mei)(mei)炭(tan)散(san)燒。

3.推(tui)(tui)動能(neng)(neng)(neng)源消費結(jie)構(gou)(gou)低碳化(hua)。加(jia)(jia)快天(tian)然(ran)(ran)氣(qi)(qi)、生物質(zhi)能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)等(deng)(deng)清(qing)潔能(neng)(neng)(neng)源推(tui)(tui)廣(guang)應(ying)用(yong)(yong),提高清(qing)潔能(neng)(neng)(neng)源和(he)可(ke)再(zai)生能(neng)(neng)(neng)源比例(li)。有(you)序(xu)引導(dao)天(tian)然(ran)(ran)氣(qi)(qi)消費,優化(hua)利(li)(li)用(yong)(yong)結(jie)構(gou)(gou),升(sheng)級改造城市供氣(qi)(qi)管網設施(shi),擴大天(tian)然(ran)(ran)氣(qi)(qi)利(li)(li)用(yong)(yong)范圍及水平,優先保(bao)障(zhang)民生用(yong)(yong)氣(qi)(qi),合理引導(dao)工(gong)(gong)業(ye)用(yong)(yong)氣(qi)(qi)和(he)化(hua)工(gong)(gong)原料(liao)用(yong)(yong)氣(qi)(qi)增長。大力推(tui)(tui)進天(tian)然(ran)(ran)氣(qi)(qi)與多種能(neng)(neng)(neng)源融(rong)合發(fa)展(zhan)(zhan),有(you)序(xu)發(fa)展(zhan)(zhan)工(gong)(gong)業(ye)園區(qu)(qu)天(tian)然(ran)(ran)氣(qi)(qi)分布式能(neng)(neng)(neng)源,實施(shi)工(gong)(gong)業(ye)、交通(tong)等(deng)(deng)領(ling)域(yu)天(tian)然(ran)(ran)氣(qi)(qi)燃(ran)(ran)料(liao)替代。在(zai)工(gong)(gong)業(ye)領(ling)域(yu)對(dui)燃(ran)(ran)煤(油、柴(chai)、氣(qi)(qi))鍋爐(lu)窯爐(lu)實施(shi)一批電能(neng)(neng)(neng)替代工(gong)(gong)程(cheng)。在(zai)建筑領(ling)域(yu)推(tui)(tui)動終端需求(qiu)全面電氣(qi)(qi)化(hua)。加(jia)(jia)快公共交通(tong)、環衛、旅游景區(qu)(qu)、工(gong)(gong)程(cheng)作業(ye)、家庭用(yong)(yong)車等(deng)(deng)領(ling)域(yu)的電動化(hua)進程(cheng)。

4.加快建(jian)設(she)新(xin)型電(dian)(dian)(dian)力(li)(li)系統。加快推進電(dian)(dian)(dian)力(li)(li)基礎設(she)施建(jian)設(she),持續完善(shan)優化(hua)(hua)電(dian)(dian)(dian)網(wang)(wang)主網(wang)(wang)架構,推進廣安(an)Ⅱ500千伏(fu)輸變電(dian)(dian)(dian)工程、廣安(an)鄰水南(nan)等220千伏(fu)輸變電(dian)(dian)(dian)工程、廣安(an)電(dian)(dian)(dian)廠(chang)至建(jian)豐220千伏(fu)線路增容工程。升級改(gai)(gai)造(zao)農村電(dian)(dian)(dian)網(wang)(wang)干支線路,改(gai)(gai)善(shan)農村電(dian)(dian)(dian)網(wang)(wang)質(zhi)量。深化(hua)(hua)電(dian)(dian)(dian)力(li)(li)負(fu)荷(he)管理,建(jian)立健全電(dian)(dian)(dian)力(li)(li)需(xu)求側響應(ying)市場(chang)機制(zhi),通(tong)過市場(chang)化(hua)(hua)方式(shi)引導(dao)工商用戶參(can)與系統調(diao)節(jie),引導(dao)自備(bei)電(dian)(dian)(dian)廠(chang)、傳統高(gao)耗能工業負(fu)荷(he)、工商業可中斷負(fu)荷(he)、虛擬電(dian)(dian)(dian)廠(chang)等參(can)與系統調(diao)節(jie)。到2030年,基本具(ju)備(bei)5%以上的(de)尖(jian)峰負(fu)荷(he)響應(ying)能力(li)(li)。建(jian)設(she)川渝高(gao)竹(zhu)新(xin)區(qu)“零碳+高(gao)可靠性”供電(dian)(dian)(dian)示范(fan)區(qu)和廣安(an)中心城區(qu)(國網(wang)(wang)供區(qu))“停電(dian)(dian)(dian)零感知”示范(fan)區(qu),打造(zao)智(zhi)慧安(an)全電(dian)(dian)(dian)網(wang)(wang)。深化(hua)(hua)電(dian)(dian)(dian)力(li)(li)體制(zhi)改(gai)(gai)革,開展綠色電(dian)(dian)(dian)力(li)(li)交易,構建(jian)公平(ping)開放、競爭有序、安(an)全低碳導(dao)向(xiang)的(de)電(dian)(dian)(dian)力(li)(li)市場(chang)體系。

(二)實施節(jie)能(neng)降碳(tan)增效行動。落實能(neng)源(yuan)消(xiao)費強度和(he)總量(liang)雙(shuang)控制度,全面推進節(jie)能(neng)降碳(tan)技(ji)術(shu)創新,加大技(ji)術(shu)改造力度,全面提高能(neng)源(yuan)資源(yuan)利用效率,建(jian)設能(neng)源(yuan)節(jie)約型社會。

5.堅(jian)(jian)決(jue)遏制“兩高(gao)(gao)一(yi)低(di)”項(xiang)(xiang)(xiang)目(mu)(mu)(mu)盲(mang)目(mu)(mu)(mu)發展。采取強有(you)力措施,對高(gao)(gao)耗(hao)能(neng)(neng)、高(gao)(gao)排(pai)放、低(di)水(shui)平(ping)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)實行(xing)清單管理、分類處置、動態監控(kong)。全面排(pai)查(cha)在建和(he)存(cun)量(liang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu),堅(jian)(jian)決(jue)拿下不(bu)(bu)(bu)符合要(yao)(yao)求(qiu)的項(xiang)(xiang)(xiang)目(mu)(mu)(mu),對手續不(bu)(bu)(bu)全、達不(bu)(bu)(bu)到(dao)(dao)能(neng)(neng)耗(hao)限額標準要(yao)(yao)求(qiu)的違規項(xiang)(xiang)(xiang)目(mu)(mu)(mu)按(an)有(you)關(guan)規定嚴格整改(gai),整改(gai)不(bu)(bu)(bu)到(dao)(dao)位(wei)的不(bu)(bu)(bu)得(de)繼續建設或生產(chan)(chan),推動能(neng)(neng)效水(shui)平(ping)應提(ti)盡提(ti),力爭(zheng)全面達到(dao)(dao)國(guo)內乃(nai)至國(guo)際先進(jin)水(shui)平(ping)。嚴把項(xiang)(xiang)(xiang)目(mu)(mu)(mu)準入關(guan),加強固定資產(chan)(chan)投資項(xiang)(xiang)(xiang)目(mu)(mu)(mu)節能(neng)(neng)審查(cha)、環(huan)境影響評價,對項(xiang)(xiang)(xiang)目(mu)(mu)(mu)用能(neng)(neng)和(he)碳排(pai)放情況進(jin)行(xing)綜合評價,嚴格項(xiang)(xiang)(xiang)目(mu)(mu)(mu)審批、備案和(he)核準。對于產(chan)(chan)能(neng)(neng)已飽和(he)的行(xing)業(ye)(ye),按(an)照“減量(liang)替(ti)代”原則(ze)壓減產(chan)(chan)能(neng)(neng);對產(chan)(chan)能(neng)(neng)尚未(wei)飽和(he)的行(xing)業(ye)(ye)要(yao)(yao)按(an)照國(guo)、省產(chan)(chan)業(ye)(ye)布局和(he)審批備案等要(yao)(yao)求(qiu),對標國(guo)際先進(jin)能(neng)(neng)效水(shui)平(ping)提(ti)高(gao)(gao)準入標準;對于能(neng)(neng)耗(hao)量(liang)較大的新興(xing)產(chan)(chan)業(ye)(ye),支持(chi)引導企業(ye)(ye)應用綠(lv)色(se)技術,提(ti)高(gao)(gao)能(neng)(neng)效水(shui)平(ping)。

(四)實施(shi)城(cheng)鄉(xiang)建(jian)設碳達(da)峰行動。圍繞推(tui)進(jin)(jin)新型城(cheng)鎮化和(he)(he)鄉(xiang)村(cun)(cun)振興,推(tui)進(jin)(jin)城(cheng)市更新行動和(he)(he)鄉(xiang)村(cun)(cun)建(jian)設行動,推(tui)動綠(lv)色建(jian)筑和(he)(he)既有建(jian)筑節能改造,提升星(xing)級綠(lv)色建(jian)筑比例(li)。推(tui)進(jin)(jin)公共建(jian)筑能耗(hao)監(jian)測(ce)和(he)(he)統計分析,逐步實施(shi)能耗(hao)限額管理,推(tui)行建(jian)筑能耗(hao)測(ce)評(ping)(ping)標(biao)識,開展建(jian)筑領域低碳發(fa)展績效評(ping)(ping)估。加快推(tui)進(jin)(jin)城(cheng)鄉(xiang)建(jian)設綠(lv)色低碳發(fa)展,提高城(cheng)鄉(xiang)建(jian)設發(fa)展質(zhi)量。

1.推(tui)進城(cheng)鄉(xiang)建(jian)(jian)(jian)設和(he)管理模式低碳(tan)轉(zhuan)型。加強國土(tu)空間規(gui)劃引領(ling),優化(hua)國土(tu)空間開發保護格(ge)局,科學確定建(jian)(jian)(jian)設規(gui)模合(he)理控制城(cheng)鄉(xiang)建(jian)(jian)(jian)筑面積總量,構(gou)建(jian)(jian)(jian)中(zhong)心城(cheng)區(qu)為(wei)(wei)引領(ling)、縣城(cheng)為(wei)(wei)支撐、中(zhong)心鎮和(he)小(xiao)城(cheng)鎮為(wei)(wei)基礎(chu)的城(cheng)鎮體系(xi)。協調產(chan)城(cheng)關系(xi),合(he)理布局生產(chan)、生活、生態空間。倡(chang)導(dao)綠(lv)色(se)低碳(tan)規(gui)劃設計(ji)理念,系(xi)統(tong)化(hua)全(quan)域推(tui)進海(hai)綿城(cheng)市(shi)(shi)建(jian)(jian)(jian)設,建(jian)(jian)(jian)設韌性城(cheng)市(shi)(shi)、公園城(cheng)市(shi)(shi)、低碳(tan)城(cheng)市(shi)(shi)、智慧城(cheng)市(shi)(shi)。大(da)力發展裝配式建(jian)(jian)(jian)筑,推(tui)廣鋼結構(gou)住宅,全(quan)面推(tui)廣節能(neng)門窗、綠(lv)色(se)建(jian)(jian)(jian)材。在城(cheng)市(shi)(shi)更新和(he)城(cheng)鎮老舊小(xiao)區(qu)改造中(zhong),加強建(jian)(jian)(jian)筑拆除管理,杜絕大(da)拆大(da)建(jian)(jian)(jian),大(da)力推(tui)進建(jian)(jian)(jian)筑廢棄物(wu)資(zi)源化(hua)利用。

2.加(jia)快提(ti)升建(jian)筑(zhu)(zhu)能(neng)效水平(ping)。加(jia)強建(jian)筑(zhu)(zhu)節能(neng)低(di)碳(tan)(tan)技術推(tui)(tui)廣,全面推(tui)(tui)進綠(lv)(lv)色(se)建(jian)筑(zhu)(zhu)創(chuang)建(jian)行(xing)動(dong),到2025年,城鎮新(xin)建(jian)建(jian)筑(zhu)(zhu)全面執(zhi)行(xing)綠(lv)(lv)色(se)建(jian)筑(zhu)(zhu)標準(zhun)(zhun),星級綠(lv)(lv)色(se)建(jian)筑(zhu)(zhu)占比達(da)到30%以上,新(xin)建(jian)政(zheng)府(fu)(fu)投資公(gong)益性(xing)建(jian)筑(zhu)(zhu)和大型(xing)公(gong)共建(jian)筑(zhu)(zhu)全部達(da)到一星級以上。推(tui)(tui)動(dong)超低(di)能(neng)耗(hao)建(jian)筑(zhu)(zhu)、低(di)碳(tan)(tan)建(jian)筑(zhu)(zhu)規模化發展。依法(fa)開展新(xin)建(jian)建(jian)筑(zhu)(zhu)節能(neng)審查(cha)工作,嚴格執(zhi)行(xing)新(xin)建(jian)建(jian)筑(zhu)(zhu)節能(neng)設計(ji)標準(zhun)(zhun),嚴格管(guan)控高能(neng)耗(hao)公(gong)共建(jian)筑(zhu)(zhu)建(jian)設。加(jia)快推(tui)(tui)進既(ji)有居住建(jian)筑(zhu)(zhu)和政(zheng)府(fu)(fu)機關、學(xue)校(xiao)、醫(yi)院(yuan)等公(gong)共建(jian)筑(zhu)(zhu)節能(neng)改造,加(jia)強公(gong)共建(jian)筑(zhu)(zhu)能(neng)耗(hao)監測和統(tong)計(ji)分析,逐步實施(shi)能(neng)耗(hao)限(xian)額管(guan)理(li)(li)。完善綠(lv)(lv)色(se)建(jian)筑(zhu)(zhu)標識管(guan)理(li)(li)制度,加(jia)強空調、照明、電梯等重(zhong)點用能(neng)設備運(yun)行(xing)調適,提(ti)升設備能(neng)效,提(ti)升城鎮建(jian)筑(zhu)(zhu)和基礎設施(shi)智能(neng)化運(yun)行(xing)管(guan)理(li)(li)水平(ping)。

4.推進(jin)農(nong)村(cun)(cun)建設(she)(she)和(he)用能(neng)(neng)(neng)(neng)(neng)低碳轉型。優化(hua)(hua)農(nong)村(cun)(cun)可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)結構(gou),推進(jin)太陽能(neng)(neng)(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)(neng)(neng)、地熱能(neng)(neng)(neng)(neng)(neng)等(deng)可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)在(zai)農(nong)業生(sheng)產和(he)農(nong)村(cun)(cun)生(sheng)活中的(de)應用,提升農(nong)村(cun)(cun)能(neng)(neng)(neng)(neng)(neng)源(yuan)利用水平。推進(jin)綠(lv)色農(nong)房建設(she)(she),加快既(ji)有農(nong)房節(jie)能(neng)(neng)(neng)(neng)(neng)改造。推廣使(shi)用高效照明、電(dian)動農(nong)用車、節(jie)能(neng)(neng)(neng)(neng)(neng)環保(bao)灶具、農(nong)機等(deng)設(she)(she)施設(she)(she)備,有序發展(zhan)節(jie)能(neng)(neng)(neng)(neng)(neng)低碳農(nong)業大棚。加快農(nong)村(cun)(cun)電(dian)網建設(she)(she),完善配電(dian)網及電(dian)力接入設(she)(she)施,鼓勵炊事、照明、交(jiao)通、熱水等(deng)用能(neng)(neng)(neng)(neng)(neng)電(dian)氣化(hua)(hua),提升農(nong)村(cun)(cun)用能(neng)(neng)(neng)(neng)(neng)的(de)電(dian)氣化(hua)(hua)水平。

(五)實施(shi)交通運(yun)輸綠色低(di)碳行(xing)動(dong)(dong)。加快構建綠色高(gao)效交通體系,大(da)力(li)倡(chang)導(dao)推行(xing)綠色低(di)碳出行(xing),推動(dong)(dong)運(yun)輸工具和基礎(chu)設施(shi)的綠色低(di)碳轉型。

1.推(tui)(tui)動(dong)(dong)(dong)運(yun)輸工具(ju)裝備低(di)(di)碳轉(zhuan)(zhuan)型。積極擴大(da)電(dian)力(li)(li)、天然氣(qi)、氫能(neng)、先進生物液體(ti)燃(ran)(ran)料等新能(neng)源(yuan)(yuan)(yuan)、清潔能(neng)源(yuan)(yuan)(yuan)在(zai)交(jiao)通領域(yu)的應用。大(da)力(li)(li)推(tui)(tui)廣(guang)新能(neng)源(yuan)(yuan)(yuan)汽車(che)(che)(che),逐步降(jiang)(jiang)低(di)(di)傳(chuan)統燃(ran)(ran)油汽車(che)(che)(che)在(zai)新車(che)(che)(che)產銷和(he)汽車(che)(che)(che)保有量中的占比(bi)(bi)。推(tui)(tui)動(dong)(dong)(dong)城(cheng)市公共(gong)服務及貨(huo)運(yun)配(pei)送(song)車(che)(che)(che)輛(liang)電(dian)動(dong)(dong)(dong)化(hua)(hua)替代,逐步擴大(da)清潔能(neng)源(yuan)(yuan)(yuan)公交(jiao)車(che)(che)(che)和(he)出(chu)租(zu)車(che)(che)(che)等營運(yun)車(che)(che)(che)輛(liang)占比(bi)(bi),新增或更換(huan)公交(jiao)車(che)(che)(che)中新能(neng)源(yuan)(yuan)(yuan)車(che)(che)(che)輛(liang)占比(bi)(bi)達90%。加快推(tui)(tui)進交(jiao)通工具(ju)向電(dian)氣(qi)化(hua)(hua)、低(di)(di)碳化(hua)(hua)、智能(neng)化(hua)(hua)轉(zhuan)(zhuan)型升級。積極推(tui)(tui)廣(guang)液化(hua)(hua)天然氣(qi)動(dong)(dong)(dong)力(li)(li)重型貨(huo)運(yun)車(che)(che)(che)輛(liang)和(he)船舶,加快發展電(dian)動(dong)(dong)(dong)船舶。推(tui)(tui)進廣(guang)安(an)港(gang)港(gang)作機(ji)械、物流樞紐和(he)園(yuan)區場(chang)內車(che)(che)(che)輛(liang)裝備電(dian)動(dong)(dong)(dong)化(hua)(hua)更新改造(zao),到2030年基本實現電(dian)動(dong)(dong)(dong)化(hua)(hua)。加快淘(tao)汰高(gao)能(neng)耗、高(gao)污染老舊車(che)(che)(che)船。到2030年,營運(yun)交(jiao)通工具(ju)單位換(huan)算(suan)周轉(zhuan)(zhuan)量碳排放強度比(bi)(bi)2020年下(xia)降(jiang)(jiang)9.5%左右。陸路交(jiao)通運(yun)輸石油消費力(li)(li)爭“十五(wu)五(wu)”末進入峰值平臺期。

2.構(gou)建(jian)(jian)綠色高(gao)效交(jiao)(jiao)通(tong)運輸(shu)體系。著(zhu)眼融(rong)入重慶、連接成(cheng)都(dou)、融(rong)通(tong)全國,打通(tong)對外(wai)戰(zhan)略大通(tong)道,加(jia)快構(gou)建(jian)(jian)內暢外(wai)聯、便捷高(gao)效的“空(kong)鐵公(gong)(gong)水”立體化現代交(jiao)(jiao)通(tong)運輸(shu)體系,建(jian)(jian)成(cheng)川東渝北區(qu)域(yu)綜合(he)交(jiao)(jiao)通(tong)樞紐。推(tui)(tui)廣智(zhi)能交(jiao)(jiao)通(tong),建(jian)(jian)設城(cheng)市智(zhi)能交(jiao)(jiao)通(tong)指揮中心(xin),推(tui)(tui)動不同運輸(shu)方(fang)式合(he)理(li)分工、有效銜接,降低(di)(di)空(kong)載率和(he)不合(he)理(li)客貨(huo)運周(zhou)轉量。協(xie)同推(tui)(tui)進(jin)(jin)長江(jiang)上游航運中心(xin)建(jian)(jian)設,加(jia)強(qiang)港口協(xie)作(zuo)和(he)航道聯建(jian)(jian),聯動提升渠江(jiang)、嘉陵江(jiang)航道通(tong)行等級,打造長江(jiang)水運物流網(wang)絡主要節(jie)點(dian)(dian)。規劃建(jian)(jian)設廣安港新(xin)東門作(zuo)業(ye)區(qu)進(jin)(jin)港鐵路(lu)專用線,深(shen)化港航物流產(chan)業(ye)合(he)作(zuo),推(tui)(tui)動大宗(zong)貨(huo)物運輸(shu)向鐵路(lu)、水路(lu)轉移。建(jian)(jian)立完(wan)善綠色物流體系,推(tui)(tui)進(jin)(jin)綠色低(di)(di)碳、集約高(gao)效的城(cheng)鄉物流配送服(fu)務模式創(chuang)新(xin)。深(shen)入實施(shi)公(gong)(gong)交(jiao)(jiao)優(you)先戰(zhan)略,優(you)化公(gong)(gong)交(jiao)(jiao)線網(wang)功能和(he)布局,積(ji)極推(tui)(tui)進(jin)(jin)公(gong)(gong)交(jiao)(jiao)信號優(you)先和(he)智(zhi)能化系統建(jian)(jian)設,加(jia)強(qiang)重點(dian)(dian)地區(qu)公(gong)(gong)交(jiao)(jiao)保障(zhang)服(fu)務,構(gou)建(jian)(jian)“公(gong)(gong)交(jiao)(jiao)+慢行”出行體系。積(ji)極開(kai)展(zhan)綠色出行創(chuang)建(jian)(jian)行動,引(yin)導公(gong)(gong)眾主動選擇綠色低(di)(di)碳交(jiao)(jiao)通(tong)方(fang)式。

3.加(jia)(jia)快綠色(se)(se)交(jiao)通(tong)基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)。將綠色(se)(se)低碳(tan)理(li)念貫穿(chuan)于交(jiao)通(tong)基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)規劃、建(jian)設(she)(she)(she)、運(yun)(yun)營和(he)維護全(quan)過程,降低全(quan)生命周期(qi)能耗和(he)碳(tan)排(pai)放。實(shi)施(shi)(shi)既有交(jiao)通(tong)基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)的(de)綠色(se)(se)化改(gai)造,統籌利(li)用綜合運(yun)(yun)輸(shu)通(tong)道線位、土地(di)、空(kong)域等資(zi)源,提(ti)高利(li)用效率。完善港區(qu)、客(ke)(ke)運(yun)(yun)樞(shu)紐、園區(qu)、公交(jiao)場站(zhan)(zhan)(zhan)(zhan)等區(qu)域汽車充換(huan)電(dian)、加(jia)(jia)氣、加(jia)(jia)氫等新能源基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)。加(jia)(jia)快推進城鄉充(換(huan))電(dian)網絡布局,統籌推進全(quan)市(shi)新能源汽車充電(dian)站(zhan)(zhan)(zhan)(zhan)基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she),提(ti)升(sheng)城市(shi)公共交(jiao)通(tong)基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)水(shui)平。推進港口岸電(dian)設(she)(she)(she)施(shi)(shi)和(he)船舶受電(dian)設(she)(she)(she)施(shi)(shi)安裝。到(dao)2025年,全(quan)市(shi)新建(jian)集中式(shi)充電(dian)站(zhan)(zhan)(zhan)(zhan)254座,新建(jian)分散式(shi)充電(dian)樁4869個,基(ji)(ji)本實(shi)現快充站(zhan)(zhan)(zhan)(zhan)(換(huan)電(dian)站(zhan)(zhan)(zhan)(zhan))覆蓋50%的(de)公路客(ke)(ke)運(yun)(yun)樞(shu)紐站(zhan)(zhan)(zhan)(zhan)。

(六)實施(shi)循(xun)(xun)環(huan)經濟助(zhu)力(li)降(jiang)碳行(xing)動。大力(li)發(fa)展循(xun)(xun)環(huan)經濟,優化資(zi)(zi)源配置,加強(qiang)資(zi)(zi)源節(jie)約集(ji)約循(xun)(xun)環(huan)利用(yong),充分發(fa)揮(hui)節(jie)約資(zi)(zi)源和降(jiang)碳的協同作(zuo)用(yong),建立綠色低碳循(xun)(xun)環(huan)發(fa)展經濟體系。

3.健全資(zi)(zi)源(yuan)(yuan)循(xun)環利用(yong)(yong)體系(xi)。完善廢(fei)舊物(wu)資(zi)(zi)回(hui)收網(wang)絡,合理(li)布局垃(la)圾收運(yun)處理(li)設(she)施,協(xie)同推(tui)進(jin)垃(la)圾分類回(hui)收與再生(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)收體系(xi)建設(she)及“兩(liang)網(wang)融合”。發展和(he)(he)規(gui)范二手(shou)商(shang)品流通交易(yi),推(tui)動(dong)線(xian)上線(xian)下二手(shou)市場規(gui)范建設(she)和(he)(he)運(yun)營。促(cu)進(jin)再生(sheng)資(zi)(zi)源(yuan)(yuan)產業(ye)集聚發展,探索建立再生(sheng)資(zi)(zi)源(yuan)(yuan)區域交易(yi)中(zhong)心和(he)(he)數(shu)字(zi)化信息平臺。促(cu)進(jin)汽車零部件、工程機械等(deng)再制造產業(ye)高質量發展,加(jia)強資(zi)(zi)源(yuan)(yuan)再生(sheng)產品和(he)(he)再制造產品推(tui)廣應(ying)用(yong)(yong)。加(jia)快落實(shi)生(sheng)產者(zhe)責任延伸制度(du),引(yin)導生(sheng)產企(qi)業(ye)建立逆向物(wu)流回(hui)收體系(xi)。推(tui)行(xing)“互聯(lian)網(wang)+資(zi)(zi)源(yuan)(yuan)循(xun)環”回(hui)收模式,到2025年,廢(fei)鋼鐵、廢(fei)有色(se)金屬、廢(fei)紙、廢(fei)塑料、廢(fei)舊輪胎(tai)、廢(fei)玻璃、廢(fei)舊家電等(deng)再生(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)收利用(yong)(yong)量達到83萬噸,到2030年達到100萬噸。

4.大(da)力發(fa)展(zhan)綠(lv)色低(di)碳(tan)循環農(nong)(nong)(nong)(nong)(nong)業。圍繞“311”現(xian)代農(nong)(nong)(nong)(nong)(nong)業產(chan)業體系(xi),提升(sheng)農(nong)(nong)(nong)(nong)(nong)業質(zhi)量(liang)效(xiao)益(yi),打造綠(lv)色低(di)碳(tan)農(nong)(nong)(nong)(nong)(nong)業產(chan)業鏈。實施低(di)碳(tan)循環農(nong)(nong)(nong)(nong)(nong)業試點(dian)建(jian)設(she),推(tui)動(dong)農(nong)(nong)(nong)(nong)(nong)作(zuo)物(wu)(wu)秸稈多元化(hua)(hua)(hua)利用(yong)(yong),拓展(zhan)肥(fei)(fei)(fei)料(liao)化(hua)(hua)(hua)、飼料(liao)化(hua)(hua)(hua)、燃料(liao)化(hua)(hua)(hua)等離田利用(yong)(yong)方式。推(tui)動(dong)畜(chu)(chu)禽養殖廢棄(qi)物(wu)(wu)資源化(hua)(hua)(hua)利用(yong)(yong),加(jia)快規模化(hua)(hua)(hua)養殖場配套糞污(wu)處(chu)(chu)(chu)理設(she)施建(jian)設(she),強化(hua)(hua)(hua)糞污(wu)還田利用(yong)(yong)過(guo)程監管,提高畜(chu)(chu)禽糞污(wu)處(chu)(chu)(chu)理利用(yong)(yong)管理水平。加(jia)強廢棄(qi)農(nong)(nong)(nong)(nong)(nong)膜和(he)(he)農(nong)(nong)(nong)(nong)(nong)藥包裝(zhuang)廢棄(qi)物(wu)(wu)回(hui)收(shou)(shou)處(chu)(chu)(chu)置,健全廢舊(jiu)農(nong)(nong)(nong)(nong)(nong)膜和(he)(he)農(nong)(nong)(nong)(nong)(nong)藥包裝(zhuang)廢棄(qi)物(wu)(wu)回(hui)收(shou)(shou)體系(xi),力爭實現(xian)全量(liang)回(hui)收(shou)(shou)。加(jia)大(da)生物(wu)(wu)肥(fei)(fei)(fei)、緩(控)釋肥(fei)(fei)(fei)、水溶肥(fei)(fei)(fei)等高效(xiao)新型肥(fei)(fei)(fei)料(liao)和(he)(he)有機(ji)肥(fei)(fei)(fei)的(de)推(tui)廣應用(yong)(yong)力度(du),推(tui)進化(hua)(hua)(hua)學肥(fei)(fei)(fei)料(liao)和(he)(he)農(nong)(nong)(nong)(nong)(nong)藥減施增效(xiao)。

5.大力推(tui)進(jin)生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)減量(liang)化(hua)(hua)資(zi)源(yuan)化(hua)(hua)。全(quan)面推(tui)進(jin)生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)分類(lei),完善分類(lei)投放(fang)、分類(lei)收(shou)集(ji)、分類(lei)運(yun)輸、分類(lei)處(chu)理(li)的(de)(de)生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)處(chu)理(li)系(xi)統(tong)。深(shen)入(ru)推(tui)進(jin)塑(su)料污(wu)染治(zhi)理(li),強(qiang)化(hua)(hua)一次(ci)性塑(su)料制品源(yuan)頭減量(liang),規范塑(su)料廢棄物的(de)(de)回收(shou)利(li)用(yong)(yong)。加快推(tui)動(dong)快遞(di)包(bao)裝(zhuang)綠(lv)色(se)轉(zhuan)型,整治(zhi)過度包(bao)裝(zhuang),推(tui)廣可(ke)循(xun)環、易(yi)回收(shou)的(de)(de)包(bao)裝(zhuang)物,減少一次(ci)性用(yong)(yong)品使用(yong)(yong),推(tui)進(jin)生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)源(yuan)頭減量(liang)。強(qiang)化(hua)(hua)生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)、廚余垃(la)(la)圾(ji)(ji)(ji)、污(wu)泥資(zi)源(yuan)化(hua)(hua)利(li)用(yong)(yong),統(tong)籌規劃建設生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)焚燒(shao)發電(dian)設施。到(dao)2025年,城(cheng)市生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)分類(lei)體系(xi)基本健(jian)全(quan),生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)資(zi)源(yuan)化(hua)(hua)利(li)用(yong)(yong)比例提(ti)升(sheng)至80%左右(you),全(quan)面實現原(yuan)生(sheng)(sheng)生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)零填埋。到(dao)2030年,城(cheng)市生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)分類(lei)實現全(quan)覆(fu)蓋(gai),生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)(ji)(ji)資(zi)源(yuan)化(hua)(hua)利(li)用(yong)(yong)比例提(ti)升(sheng)至85%。

(七)實施綠色低碳科(ke)技創(chuang)新(xin)行動。聚焦工業、農業、民生等相關領域低碳轉(zhuan)型關鍵技術,完善科(ke)技創(chuang)新(xin)的體制機制,強化創(chuang)新(xin)能力,發揮科(ke)技創(chuang)新(xin)支撐引領作用。

1.完善創新體(ti)制(zhi)機(ji)(ji)制(zhi)。貫徹落實中(zhong)省相關文件精神,采取“揭榜掛帥”“賽馬”等(deng)多種(zhong)機(ji)(ji)制(zhi),加快(kuai)低(di)碳(tan)、零(ling)碳(tan)、負碳(tan)關鍵核心技(ji)(ji)術(shu)創新。強化(hua)企(qi)業創新主體(ti)地位(wei),支(zhi)(zhi)持(chi)(chi)企(qi)業承(cheng)擔國家綠色低(di)碳(tan)重大(da)科技(ji)(ji)項目。鼓勵設施、數據等(deng)資(zi)源開放共享,支(zhi)(zhi)持(chi)(chi)龍頭企(qi)業聯合上下游、產(chan)學研力(li)量組建創新聯盟,加快(kuai)創新成果(guo)轉(zhuan)化(hua)。優化(hua)科技(ji)(ji)獎(jiang)勵和補助項目,健全獎(jiang)補結合的資(zi)金支(zhi)(zhi)持(chi)(chi)機(ji)(ji)制(zhi)。鼓勵創業投資(zi)等(deng)各(ge)類(lei)基(ji)金支(zhi)(zhi)持(chi)(chi)綠色技(ji)(ji)術(shu)創新成果(guo)轉(zhuan)化(hua)應(ying)用。加強綠色低(di)碳(tan)技(ji)(ji)術(shu)和產(chan)品知識產(chan)權保護。

(八)實施碳(tan)匯(hui)能力鞏(gong)固提(ti)(ti)升行動。統(tong)籌山(shan)水林田湖(hu)草(cao)系統(tong)治理,強化(hua)國土空間規劃和用途管(guan)控,實施生態(tai)保護與修復工程,加強森(sen)林資源保育,持續(xu)提(ti)(ti)升生態(tai)系統(tong)碳(tan)匯(hui)能力。

1.鞏固生(sheng)態系統(tong)固碳作用(yong)。將碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中和相關內(nei)容作為(wei)國(guo)土(tu)(tu)空間(jian)(jian)規劃(hua)審查要點(dian),結合國(guo)土(tu)(tu)空間(jian)(jian)規劃(hua),加快(kuai)構(gou)建(jian)有利于碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中和的(de)(de)國(guo)土(tu)(tu)空間(jian)(jian)開發保(bao)(bao)(bao)(bao)護(hu)格局(ju)。構(gou)建(jian)以華(hua)鎣山、銅鑼山、明月山生(sheng)(sheng)態(tai)涵養帶和嘉陵江、渠江生(sheng)(sheng)態(tai)廊道為(wei)重點(dian)的(de)(de)“三帶兩廊”生(sheng)(sheng)態(tai)保(bao)(bao)(bao)(bao)護(hu)安全格局(ju),嚴守生(sheng)(sheng)態(tai)保(bao)(bao)(bao)(bao)護(hu)紅線,加快(kuai)整合優化各類自(zi)然(ran)(ran)保(bao)(bao)(bao)(bao)護(hu)地(di)(di),構(gou)建(jian)以自(zi)然(ran)(ran)保(bao)(bao)(bao)(bao)護(hu)區為(wei)基礎、各類自(zi)然(ran)(ran)公(gong)園為(wei)補充的(de)(de)自(zi)然(ran)(ran)保(bao)(bao)(bao)(bao)護(hu)地(di)(di)體系(xi),穩定(ding)現有森林、濕(shi)地(di)(di)、土(tu)(tu)壤、巖溶等固(gu)碳(tan)(tan)(tan)作用。完善(shan)并嚴格執行土(tu)(tu)地(di)(di)使用標(biao)準,加強(qiang)土(tu)(tu)地(di)(di)節約集約利用評價考核管理,推廣節地(di)(di)技(ji)術和節地(di)(di)模式。強(qiang)化森林火災、有害(hai)(hai)(hai)生(sheng)(sheng)物等生(sheng)(sheng)態(tai)災害(hai)(hai)(hai)防治,降低災害(hai)(hai)(hai)對生(sheng)(sheng)態(tai)固(gu)碳(tan)(tan)(tan)能力的(de)(de)損害(hai)(hai)(hai)。

2.提升生(sheng)態(tai)(tai)系(xi)統碳匯能(neng)力(li)。統籌實施前鋒區(qu)巖(yan)溶地區(qu)石漠化綜合整治(zhi)、重(zhong)(zhong)點(dian)(dian)區(qu)域(yu)歷史遺留廢棄礦山生(sheng)態(tai)(tai)修(xiu)(xiu)復(fu)和(he)治(zhi)理、嘉陵(ling)江(jiang)和(he)渠江(jiang)流域(yu)濕地保護(hu)修(xiu)(xiu)復(fu)工程等生(sheng)態(tai)(tai)保護(hu)修(xiu)(xiu)復(fu)重(zhong)(zhong)大(da)工程,加強重(zhong)(zhong)點(dian)(dian)河湖生(sheng)態(tai)(tai)保護(hu)和(he)治(zhi)理,深化小流域(yu)和(he)坡(po)(po)耕(geng)地、疏(shu)林(lin)地、荒(huang)草地水(shui)土(tu)流失治(zhi)理,完善城市綠(lv)地體系(xi),開(kai)展山水(shui)林(lin)田湖草濕地一體化保護(hu)與(yu)修(xiu)(xiu)復(fu)。推進國土(tu)綠(lv)化行動,加強森(sen)林(lin)資源保護(hu),深入貫徹天然林(lin)保護(hu)修(xiu)(xiu)復(fu)制度,實施森(sen)林(lin)質量提升工程,科(ke)學開(kai)展宜林(lin)荒(huang)山荒(huang)坡(po)(po)植樹造林(lin)。到2025年,森(sen)林(lin)覆蓋率達到32%左右,森(sen)林(lin)蓄積量達到0.08億(yi)立方米。

3.加(jia)強生(sheng)態系(xi)統碳(tan)(tan)匯(hui)基礎支(zhi)撐。依托(tuo)和(he)拓展(zhan)(zhan)自然(ran)資源(yuan)調(diao)查(cha)監(jian)測體系(xi),以“三(san)調(diao)”成(cheng)果及法(fa)定年度調(diao)查(cha)變更(geng)(geng)為“底(di)版”,利用好國家森林草(cao)原濕(shi)地生(sheng)態綜合監(jian)測評價成(cheng)果,建立(li)(li)完善生(sheng)態系(xi)統碳(tan)(tan)匯(hui)監(jian)測核算體系(xi),開(kai)展(zhan)(zhan)森林、草(cao)地、濕(shi)地、土壤等生(sheng)態碳(tan)(tan)匯(hui)本(ben)底(di)與更(geng)(geng)新調(diao)查(cha)、碳(tan)(tan)儲量評估和(he)潛(qian)力分析,實施生(sheng)態保(bao)護(hu)修復(fu)碳(tan)(tan)匯(hui)成(cheng)效監(jian)測評估。建立(li)(li)健全能夠體現(xian)碳(tan)(tan)匯(hui)價值(zhi)的(de)生(sheng)態保(bao)護(hu)補償機制。

4.推進(jin)農(nong)業(ye)(ye)農(nong)村減排固碳。大力發展(zhan)(zhan)綠色低碳循環農(nong)業(ye)(ye),推進(jin)農(nong)光(guang)互補、“光(guang)伏(fu)+設(she)(she)施(shi)農(nong)業(ye)(ye)”等低碳農(nong)業(ye)(ye)模式(shi)(shi)(shi)。優化(hua)農(nong)業(ye)(ye)生產(chan)結構(gou)(gou)和(he)區域布(bu)局,研發應用(yong)(yong)增(zeng)匯型農(nong)業(ye)(ye)技術(shu),推廣綠色生產(chan)技術(shu)和(he)模式(shi)(shi)(shi),科學使用(yong)(yong)農(nong)業(ye)(ye)投(tou)入品(pin),推動(dong)種植業(ye)(ye)、養殖業(ye)(ye)單位農(nong)產(chan)品(pin)排放強度下降。開展(zhan)(zhan)耕地(di)質(zhi)量(liang)提(ti)升(sheng)行動(dong),完(wan)善農(nong)用(yong)(yong)地(di)分類管理(li),構(gou)(gou)建用(yong)(yong)地(di)養地(di)結合的培肥固碳模式(shi)(shi)(shi),實(shi)施(shi)保護性耕作(zuo),有效減輕土壤(rang)(rang)(rang)風蝕水蝕,提(ti)升(sheng)土壤(rang)(rang)(rang)有機碳儲量(liang),增(zeng)強農(nong)田(tian)土壤(rang)(rang)(rang)固碳能力。持(chi)續推進(jin)高標(biao)準農(nong)田(tian)建設(she)(she),加快補齊農(nong)業(ye)(ye)基礎設(she)(she)施(shi)短板,提(ti)高水土資源利(li)用(yong)(yong)效率(lv)。嚴格(ge)控制(zhi)土壤(rang)(rang)(rang)污染(ran)來源,開展(zhan)(zhan)土壤(rang)(rang)(rang)污染(ran)治理(li)與修復試點,加強污染(ran)耕地(di)安全利(li)用(yong)(yong)。推進(jin)化(hua)肥農(nong)藥減量(liang)增(zeng)效,提(ti)升(sheng)農(nong)膜回收利(li)用(yong)(yong)率(lv),加強農(nong)作(zuo)物秸(jie)稈和(he)畜禽糞污染(ran)資源化(hua)利(li)用(yong)(yong)。

(九)實施綠色(se)低碳(tan)全民行(xing)動(dong)。圍(wei)繞踐行(xing)生態(tai)(tai)文明理念(nian),強化宣傳(chuan)教育(yu),增強全民節(jie)約意(yi)識、低碳(tan)意(yi)識、環保意(yi)識、生態(tai)(tai)意(yi)識,大力(li)倡導簡(jian)約適(shi)度(du)的(de)消(xiao)費理念(nian),全面推行(xing)文明健(jian)康的(de)生活方(fang)式,形成全社會(hui)自覺踐行(xing)綠色(se)低碳(tan)的(de)良好氛圍(wei)。

1.加(jia)強生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)宣傳教育。推進建(jian)設生(sheng)(sheng)態(tai)(tai)環境(jing)研學(xue)基(ji)(ji)(ji)(ji)地(di)(di)、生(sheng)(sheng)態(tai)(tai)環境(jing)宣傳教育基(ji)(ji)(ji)(ji)地(di)(di)、生(sheng)(sheng)態(tai)(tai)環保科(ke)普(pu)基(ji)(ji)(ji)(ji)地(di)(di),將生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)教育納入國民(min)教育全過程,推動污染治(zhi)理(li)(li)設施(shi)、河道治(zhi)理(li)(li)示范點等更多(duo)環保基(ji)(ji)(ji)(ji)礎設施(shi)向公(gong)(gong)眾(zhong)開放,開展多(duo)種形(xing)式的資源環境(jing)國情、省(sheng)情、市情教育,普(pu)及碳達峰、碳中和基(ji)(ji)(ji)(ji)礎知識。充(chong)分(fen)發揮(hui)數字化公(gong)(gong)共文(wen)(wen)化服務平臺、智慧(hui)廣電等平臺作用,加(jia)強對公(gong)(gong)眾(zhong)的生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)科(ke)普(pu)教育。創作反映綠色低(di)(di)(di)碳理(li)(li)念的文(wen)(wen)藝作品(pin)、文(wen)(wen)創產品(pin)和公(gong)(gong)益廣告,依托世(shi)界地(di)(di)球日、世(shi)界環境(jing)日、全國節能宣傳周(zhou)、全國低(di)(di)(di)碳日等開展綠色低(di)(di)(di)碳主題宣傳活動,增強社會(hui)公(gong)(gong)眾(zhong)綠色低(di)(di)(di)碳意識,推動生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)理(li)(li)念更加(jia)深入人心。

2.推(tui)廣綠(lv)(lv)色(se)(se)(se)(se)(se)低碳(tan)生(sheng)活(huo)方(fang)式。深入(ru)實施節(jie)(jie)能減排全民(min)(min)行(xing)動(dong)、節(jie)(jie)儉(jian)養德全民(min)(min)節(jie)(jie)約(yue)行(xing)動(dong)、節(jie)(jie)水行(xing)動(dong),開展綠(lv)(lv)色(se)(se)(se)(se)(se)家庭、綠(lv)(lv)色(se)(se)(se)(se)(se)學校、綠(lv)(lv)色(se)(se)(se)(se)(se)商場、綠(lv)(lv)色(se)(se)(se)(se)(se)社區等創建(jian)行(xing)動(dong),評選宣傳一批優秀典(dian)型,引導市(shi)民(min)(min)全面(mian)深入(ru)踐行(xing)綠(lv)(lv)色(se)(se)(se)(se)(se)消(xiao)費(fei)理念和綠(lv)(lv)色(se)(se)(se)(se)(se)生(sheng)活(huo)方(fang)式,營(ying)造綠(lv)(lv)色(se)(se)(se)(se)(se)低碳(tan)生(sheng)活(huo)新(xin)風尚。持(chi)續(xu)推(tui)動(dong)“節(jie)(jie)約(yue)型機(ji)關”建(jian)設,加快公共機(ji)構綠(lv)(lv)色(se)(se)(se)(se)(se)低碳(tan)轉型,充分發(fa)揮公共機(ji)構示范引領作用(yong)(yong)。推(tui)廣節(jie)(jie)能照(zhao)明、節(jie)(jie)水器具,推(tui)動(dong)快遞、外賣包裝(zhuang)“減塑”,鼓(gu)勵引導節(jie)(jie)能、環保、低碳(tan)綠(lv)(lv)色(se)(se)(se)(se)(se)產(chan)品消(xiao)費(fei)。推(tui)行(xing)“光盤行(xing)動(dong)”,倡導糧食節(jie)(jie)約(yue)、抵(di)制餐飲浪費(fei)。推(tui)進(jin)電(dian)(dian)子產(chan)品、家電(dian)(dian)、書籍(ji)等二手商品的(de)重(zhong)復使用(yong)(yong)。提升綠(lv)(lv)色(se)(se)(se)(se)(se)產(chan)品在政府采購中的(de)比例。

3.引導(dao)(dao)企(qi)業(ye)(ye)(ye)履(lv)行(xing)社(she)會責(ze)任。引導(dao)(dao)企(qi)業(ye)(ye)(ye)主動(dong)適(shi)應綠(lv)色低碳(tan)發展要(yao)(yao)求,強化資源能(neng)源節(jie)約和(he)環境保護責(ze)任意識,提(ti)(ti)升(sheng)綠(lv)色創新水(shui)平。重(zhong)點領域國(guo)有企(qi)業(ye)(ye)(ye)要(yao)(yao)制定實施企(qi)業(ye)(ye)(ye)碳(tan)達峰行(xing)動(dong)方(fang)案,做好示范引領作用。重(zhong)點用能(neng)單位(wei)要(yao)(yao)根據自身(shen)碳(tan)排放情況,制定節(jie)能(neng)減碳(tan)工作方(fang)案,推進節(jie)能(neng)降碳(tan)改造(zao)和(he)管理(li)水(shui)平提(ti)(ti)升(sheng)。倡導(dao)(dao)零(ling)碳(tan)活動(dong),鼓勵各類(lei)企(qi)業(ye)(ye)(ye)在賽事、會議、論壇(tan)、展覽等各類(lei)活動(dong)中注重(zhong)節(jie)能(neng)降耗(hao)、綠(lv)色消費并實現碳(tan)中和(he)。相(xiang)(xiang)關上市公(gong)司和(he)發債(zhai)企(qi)業(ye)(ye)(ye)要(yao)(yao)按照相(xiang)(xiang)關要(yao)(yao)求加強環境信息(xi)披露,定期公(gong)布企(qi)業(ye)(ye)(ye)碳(tan)排放信息(xi),主動(dong)接受(shou)社(she)會監督。

4.強化領(ling)導干部培訓(xun)。將深入(ru)學(xue)(xue)習貫徹(che)習近平生態文明(ming)思(si)想作(zuo)為干部教育培訓(xun)的重(zhong)要內(nei)容,市(shi)、縣兩級(ji)黨校(行(xing)政(zheng)學(xue)(xue)院)要把(ba)碳達峰、碳中和(he)相(xiang)關(guan)內(nei)容列入(ru)教學(xue)(xue)計(ji)劃,分(fen)階段、多層次對各級(ji)領(ling)導干部開(kai)展培訓(xun),普及科學(xue)(xue)知識,宣講政(zheng)策要點(dian),強化法(fa)治意(yi)識,深化各級(ji)領(ling)導干部對碳達峰、碳中和(he)工(gong)作(zuo)重(zhong)要性、緊迫性、科學(xue)(xue)性、系統性的認識。提升(sheng)從事綠(lv)(lv)色低碳發展相(xiang)關(guan)工(gong)作(zuo)的領(ling)導干部的專業(ye)(ye)素養和(he)業(ye)(ye)務(wu)能力,切實增強推動綠(lv)(lv)色低碳發展的本領(ling)。

(十)實施縣(xian)(市、區(qu))梯(ti)次(ci)有(you)序(xu)碳達(da)峰行動。各(ge)縣(xian)(市、區(qu))要結合經濟社會發展和(he)資(zi)源環境稟賦(fu),堅持分(fen)類(lei)施策(ce)、因地制宜、上下聯動,有(you)序(xu)推進各(ge)地梯(ti)次(ci)碳達(da)峰。

1.上下聯動強化落(luo)(luo)實(shi)。各地要深入貫徹落(luo)(luo)實(shi)中省市有關要求,結合(he)自身資源(yuan)稟賦(fu)、產業布局、發(fa)(fa)展階段等,把(ba)節能(neng)降碳目標擺(bai)在突(tu)出位置,嚴(yan)格落(luo)(luo)實(shi)能(neng)源(yuan)消費強度和(he)總量(liang)雙(shuang)控要求,大力優化調整產業結構和(he)能(neng)源(yuan)結構,建立健(jian)全綠色(se)低碳循環發(fa)(fa)展經濟體系,逐步實(shi)現碳排放(fang)增(zeng)長(chang)與經濟增(zeng)長(chang)脫(tuo)鉤(gou),加快推進經濟社會發(fa)(fa)展全面綠色(se)低碳轉型。

2.開(kai)(kai)展(zhan)示范創建。推動(dong)(dong)(dong)廣(guang)安(an)經開(kai)(kai)區(qu)產(chan)業(ye)(ye)結構向(xiang)低碳(tan)(tan)(tan)新業(ye)(ye)態發(fa)展(zhan),加快(kuai)探(tan)索規劃引領、土(tu)地集(ji)約節約利用(yong)、重(zhong)(zhong)大(da)(da)產(chan)業(ye)(ye)項目準(zhun)入、綠色金融引導、區(qu)域協同達(da)峰(feng)等重(zhong)(zhong)大(da)(da)體(ti)制機制創新,推動(dong)(dong)(dong)能(neng)源(yuan)替代技術、碳(tan)(tan)(tan)捕集(ji)利用(yong)與封存技術、工(gong)(gong)藝降碳(tan)(tan)(tan)技術、低碳(tan)(tan)(tan)管理技術在(zai)園(yuan)區(qu)率先開(kai)(kai)展(zhan)示范應用(yong)。以能(neng)源(yuan)、化工(gong)(gong)、建材等重(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)(ye)為重(zhong)(zhong)點(dian)(dian),開(kai)(kai)展(zhan)二氧化碳(tan)(tan)(tan)排(pai)放達(da)峰(feng)行(xing)(xing)動(dong)(dong)(dong),支持(chi)有條件的重(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)(ye)、重(zhong)(zhong)點(dian)(dian)企(qi)(qi)業(ye)(ye)率先達(da)峰(feng)。鼓勵廣(guang)安(an)發(fa)電公司、利萬步森(sen)水泥等大(da)(da)型企(qi)(qi)業(ye)(ye)制定(ding)碳(tan)(tan)(tan)達(da)峰(feng)行(xing)(xing)動(dong)(dong)(dong)方案,推動(dong)(dong)(dong)重(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)(ye)企(qi)(qi)業(ye)(ye)開(kai)(kai)展(zhan)碳(tan)(tan)(tan)排(pai)放對(dui)標活動(dong)(dong)(dong)。

三、對外合作

(二(er))開展綠色貿易、技(ji)術(shu)(shu)與金融(rong)合(he)(he)作(zuo)(zuo)(zuo)。加快綠色貿易支撐體系、市場結構體系和技(ji)術(shu)(shu)服務體系“三大(da)體系”建(jian)設,持續優化貿易結構,以龍(long)頭企業(ye)、產(chan)(chan)業(ye)集(ji)群、重點園(yuan)區(qu)為牽(qian)引,擴大(da)高(gao)質(zhi)量、高(gao)新(xin)技(ji)術(shu)(shu)、高(gao)附加值綠色產(chan)(chan)品貿易。加大(da)綠色技(ji)術(shu)(shu)國際(ji)合(he)(he)作(zuo)(zuo)(zuo)力度,推動(dong)開展可(ke)再生能(neng)源(yuan)(yuan)、儲能(neng)、氫能(neng)、二(er)氧化碳(tan)捕集(ji)利(li)用(yong)與封存等領域(yu)科(ke)研合(he)(he)作(zuo)(zuo)(zuo)和技(ji)術(shu)(shu)交流(liu)。推動(dong)川渝兩地科(ke)研布局互補、創(chuang)新(xin)資(zi)源(yuan)(yuan)共(gong)享、新(xin)興產(chan)(chan)業(ye)互動(dong)、創(chuang)新(xin)平臺共(gong)建(jian),科(ke)技(ji)成(cheng)果對接(jie)轉化、創(chuang)新(xin)人才柔性流(liu)動(dong)、科(ke)技(ji)干部交流(liu)互訪、科(ke)技(ji)政策同覆蓋(gai)、科(ke)技(ji)項目同申報(bao)、科(ke)技(ji)服務同融(rong)通(tong),形成(cheng)復制(zhi)可(ke)推廣的(de)跨(kua)省(sheng)域(yu)科(ke)技(ji)創(chuang)新(xin)合(he)(he)作(zuo)(zuo)(zuo)模式。深化綠色金融(rong)合(he)(he)作(zuo)(zuo)(zuo),與各方共(gong)同推進綠色低碳(tan)轉型(xing)。

四、政策保障

(一(yi))提升碳排放(fang)統(tong)計核(he)算能力(li)。做好本市(shi)各(ge)區域、重點(dian)領域和重點(dian)企業(ye)的(de)碳排放(fang)核(he)算工(gong)作。著力(li)推進遙感(gan)測(ce)量(liang)、大(da)數據(ju)、云計算等新興技術(shu)在(zai)碳排放(fang)實測(ce)技術(shu)領域的(de)應用(yong),提高統(tong)計核(he)算水平。建(jian)立健全電力(li)、能源(yuan)化工(gong)、建(jian)材等重點(dian)行業(ye)領域能耗統(tong)計監(jian)測(ce)和計量(liang)體系。

(二(er))健全制(zhi)度標(biao)準(zhun)(zhun)(zhun)體(ti)系(xi)(xi)。全面(mian)清(qing)理(li)現行(xing)(xing)規(gui)(gui)(gui)章(zhang)、規(gui)(gui)(gui)范(fan)性文(wen)件中(zhong)(zhong)與碳(tan)(tan)達峰(feng)、碳(tan)(tan)中(zhong)(zhong)和工作(zuo)不相適應的(de)(de)內容。推(tui)動完善節(jie)約能源、清(qing)潔生產(chan)、循環(huan)經濟等(deng)(deng)方(fang)面(mian)規(gui)(gui)(gui)章(zhang)制(zhi)度,建立健全有(you)利于綠色低碳(tan)(tan)循環(huan)發展的(de)(de)規(gui)(gui)(gui)章(zhang)制(zhi)度體(ti)系(xi)(xi)。落實(shi)能耗(hao)限額、產(chan)品(pin)設備(bei)能效強制(zhi)性國(guo)家(jia)標(biao)準(zhun)(zhun)(zhun),落實(shi)能源核(he)算、檢測認證、評估、審(shen)計(ji)等(deng)(deng)配套標(biao)準(zhun)(zhun)(zhun)。支(zhi)持(chi)本市相關機構和企(qi)業(ye)(ye)(ye)積極參與和推(tui)動節(jie)能等(deng)(deng)國(guo)家(jia)標(biao)準(zhun)(zhun)(zhun)、行(xing)(xing)業(ye)(ye)(ye)標(biao)準(zhun)(zhun)(zhun)制(zhi)定。鼓(gu)勵社會團(tuan)(tuan)體(ti)協調相關市場主體(ti)制(zhi)定節(jie)能低碳(tan)(tan)的(de)(de)團(tuan)(tuan)體(ti)標(biao)準(zhun)(zhun)(zhun)。鼓(gu)勵企(qi)業(ye)(ye)(ye)制(zhi)定高于國(guo)家(jia)標(biao)準(zhun)(zhun)(zhun)、行(xing)(xing)業(ye)(ye)(ye)標(biao)準(zhun)(zhun)(zhun)、地(di)方(fang)標(biao)準(zhun)(zhun)(zhun)的(de)(de)標(biao)準(zhun)(zhun)(zhun)體(ti)系(xi)(xi),形成(cheng)具有(you)競爭(zheng)力(li)的(de)(de)企(qi)業(ye)(ye)(ye)標(biao)準(zhun)(zhun)(zhun)體(ti)系(xi)(xi)。

(三)完(wan)善(shan)落(luo)實(shi)(shi)經濟(ji)政(zheng)策(ce)。建立健(jian)全促進(jin)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)(tan)(tan)發(fa)展(zhan)的(de)(de)財政(zheng)政(zheng)策(ce)體(ti)(ti)系,多渠道籌(chou)措(cuo)資(zi)金(jin)(jin)(jin),加大對清潔能(neng)源發(fa)展(zhan)、綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)(tan)(tan)產業(ye)、資(zi)源節約利用、低(di)(di)(di)碳(tan)(tan)(tan)(tan)(tan)科技創(chuang)新、碳(tan)(tan)(tan)(tan)(tan)匯能(neng)力(li)(li)提升等(deng)碳(tan)(tan)(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)(tan)(tan)中和(he)重(zhong)(zhong)大行(xing)(xing)動、重(zhong)(zhong)大示范、重(zhong)(zhong)大工(gong)程(cheng)的(de)(de)支持力(li)(li)度,加快形成減(jian)(jian)污(wu)降碳(tan)(tan)(tan)(tan)(tan)的(de)(de)激勵機(ji)制。落(luo)實(shi)(shi)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)(tan)(tan)產品的(de)(de)政(zheng)府(fu)采購需求標準體(ti)(ti)系。全面落(luo)實(shi)(shi)好企(qi)業(ye)從(cong)事節能(neng)環(huan)保(bao)(bao)項目所(suo)得減(jian)(jian)免企(qi)業(ye)所(suo)得稅等(deng)國家促進(jin)節能(neng)環(huan)保(bao)(bao)稅費優惠政(zheng)策(ce)。嚴格執行(xing)(xing)差別(bie)電(dian)價(jia)(jia)、分時電(dian)價(jia)(jia)和(he)居民階梯電(dian)價(jia)(jia)政(zheng)策(ce)。完(wan)善(shan)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)金(jin)(jin)(jin)融(rong)(rong)體(ti)(ti)系,用好深入推進(jin)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)信(xin)貸、綠(lv)(lv)(lv)(lv)(lv)色(se)(se)基(ji)金(jin)(jin)(jin)、綠(lv)(lv)(lv)(lv)(lv)色(se)(se)債券、綠(lv)(lv)(lv)(lv)(lv)色(se)(se)保(bao)(bao)險(xian)等(deng)金(jin)(jin)(jin)融(rong)(rong)工(gong)具落(luo)地落(luo)實(shi)(shi),探(tan)索開展(zhan)法人金(jin)(jin)(jin)融(rong)(rong)機(ji)構(gou)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)金(jin)(jin)(jin)融(rong)(rong)評價(jia)(jia)工(gong)作,用好碳(tan)(tan)(tan)(tan)(tan)減(jian)(jian)排支持工(gong)具等(deng)貨幣政(zheng)策(ce)工(gong)具,引導金(jin)(jin)(jin)融(rong)(rong)機(ji)構(gou)持續增強對綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)(tan)(tan)項目的(de)(de)支持,加大綠(lv)(lv)(lv)(lv)(lv)色(se)(se)金(jin)(jin)(jin)融(rong)(rong)評價(jia)(jia)力(li)(li)度。鼓勵有條件的(de)(de)金(jin)(jin)(jin)融(rong)(rong)機(ji)構(gou)、企(qi)業(ye)設立低(di)(di)(di)碳(tan)(tan)(tan)(tan)(tan)轉型基(ji)金(jin)(jin)(jin)。推動發(fa)展(zhan)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)農(nong)業(ye)保(bao)(bao)險(xian)、環(huan)境污(wu)染責任險(xian)和(he)林木保(bao)(bao)險(xian)等(deng)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)保(bao)(bao)險(xian)產品。

(四)建(jian)立健(jian)全市(shi)場化(hua)機制(zhi)。全面落實(shi)全國碳(tan)排放權(quan)交(jiao)易市(shi)場建(jian)設(she)相關要(yao)求,加強數據(ju)質量監管、配額管理和(he)清繳履(lv)約,推(tui)動林(lin)草碳(tan)匯(hui)開發和(he)交(jiao)易,健(jian)全企業碳(tan)排放報告(gao)和(he)信息披(pi)露制(zhi)度,開展公共機構碳(tan)排放核查,創(chuang)(chuang)新推(tui)廣碳(tan)披(pi)露和(he)碳(tan)標簽落實(shi)中省用(yong)能權(quan)有(you)償使用(yong)和(he)交(jiao)易制(zhi)度,做好用(yong)能權(quan)交(jiao)易市(shi)場與節能降碳(tan)工作的銜接(jie),統籌推(tui)進市(shi)場主體(ti)參與碳(tan)排放權(quan)、用(yong)能權(quan)、用(yong)水權(quan)、電力交(jiao)易。支持通過綠(lv)色技(ji)術交(jiao)易市(shi)場促進綠(lv)色技(ji)術創(chuang)(chuang)新成果轉化(hua)。推(tui)行合同能源管理,推(tui)廣節能咨詢、診斷、設(she)計(ji)、融(rong)資(zi)、改造、托管等“一站式”綜合服務模(mo)式。

五、組織實施

(一(yi))加(jia)強統(tong)籌(chou)協(xie)調。加(jia)強市(shi)(shi)(shi)碳(tan)(tan)達(da)峰、碳(tan)(tan)中和(he)(he)工(gong)作委(wei)(wei)員(yuan)(yuan)會對(dui)全市(shi)(shi)(shi)碳(tan)(tan)達(da)峰相(xiang)關工(gong)作的(de)整(zheng)體部署和(he)(he)系統(tong)推進(jin),統(tong)籌(chou)研究重大(da)問題、制定(ding)重要(yao)政策、組(zu)織重點(dian)工(gong)程。市(shi)(shi)(shi)碳(tan)(tan)達(da)峰碳(tan)(tan)中和(he)(he)工(gong)作委(wei)(wei)員(yuan)(yuan)會各(ge)成(cheng)員(yuan)(yuan)單位要(yao)按照市(shi)(shi)(shi)委(wei)(wei)、市(shi)(shi)(shi)政府決策部署和(he)(he)有關工(gong)作要(yao)求,各(ge)司其職,形(xing)成(cheng)合力,扎實(shi)推進(jin)相(xiang)關工(gong)作。市(shi)(shi)(shi)碳(tan)(tan)達(da)峰、碳(tan)(tan)中和(he)(he)工(gong)作委(wei)(wei)員(yuan)(yuan)會辦公室要(yao)加(jia)強統(tong)籌(chou)協(xie)調,定(ding)期(qi)對(dui)各(ge)地(di)和(he)(he)重點(dian)領域、重點(dian)行業、重點(dian)園區工(gong)作進(jin)展情(qing)況進(jin)行調度,加(jia)強跟蹤評估和(he)(he)督促檢查(cha),確保各(ge)項目標任務落實(shi)落細(xi)。

(二)強(qiang)化責任(ren)落(luo)實(shi)。各地各部門(men)要深刻認識碳達(da)峰、碳中和(he)工(gong)作的重要性(xing)、緊迫性(xing)、復(fu)雜(za)性(xing),切實(shi)扛(kang)起責任(ren),建(jian)立健全(quan)工(gong)作機制(zhi),選(xuan)優配強(qiang)隊(dui)伍力(li)量(liang),按照本方案確定的工(gong)作目標和(he)重點任(ren)務(wu),著力(li)抓好各項任(ren)務(wu)落(luo)實(shi),確保政策到(dao)(dao)位、措(cuo)施(shi)到(dao)(dao)位、成(cheng)效(xiao)到(dao)(dao)位。各市場(chang)主體要積極承擔社(she)會責任(ren),對(dui)照國家和(he)省(sheng)、市相(xiang)關政策要求,積極發揮(hui)自身作用,主動實(shi)施(shi)有針(zhen)對(dui)性(xing)的節能降碳措(cuo)施(shi),推(tui)進綠色低碳發展。

(三)嚴格(ge)監督考(kao)(kao)核(he)。對(dui)能源消費和(he)碳(tan)排放指(zhi)標(biao)(biao)(biao)(biao)實(shi)行協(xie)同管理、協(xie)同分(fen)解、協(xie)同考(kao)(kao)核(he),逐步建立系(xi)統(tong)完善(shan)的碳(tan)達峰(feng)(feng)、碳(tan)中和(he)綜合(he)評(ping)價(jia)(jia)考(kao)(kao)核(he)制度。強化碳(tan)達峰(feng)(feng)、碳(tan)中和(he)任務目標(biao)(biao)(biao)(biao)落實(shi)情況考(kao)(kao)核(he),將碳(tan)達峰(feng)(feng)、碳(tan)中和(he)相(xiang)關(guan)(guan)指(zhi)標(biao)(biao)(biao)(biao)納(na)入經濟(ji)社會發展(zhan)綜合(he)評(ping)價(jia)(jia)體(ti)系(xi),增加(jia)考(kao)(kao)核(he)權重,加(jia)強指(zhi)標(biao)(biao)(biao)(biao)約(yue)束。將碳(tan)達峰(feng)(feng)、碳(tan)中和(he)目標(biao)(biao)(biao)(biao)任務落實(shi)情況納(na)入各縣(市(shi)、區)、各相(xiang)關(guan)(guan)部門領導(dao)班子(zi)績效考(kao)(kao)核(he)評(ping)價(jia)(jia)體(ti)系(xi)、生(sheng)態環境保護黨政同責考(kao)(kao)核(he)評(ping)價(jia)(jia)體(ti)系(xi),對(dui)工作(zuo)突出(chu)的地區、單位和(he)個人按照規定(ding)給予表彰獎(jiang)勵,對(dui)未(wei)完成目標(biao)(biao)(biao)(biao)任務的地區、部門依規依法實(shi)行通報(bao)批評(ping)和(he)約(yue)談問責。各級(ji)各部門有關(guan)(guan)工作(zuo)進展(zhan)和(he)重大問題要及時(shi)向(xiang)市(shi)碳(tan)達峰(feng)(feng)、碳(tan)中和(he)工作(zuo)領導(dao)小(xiao)組(zu)報(bao)告。
