吉林(lin)省干線公路網中長期(qi)規劃

(2023-2035年(nian))

為(wei)貫(guan)徹落實《國家綜(zong)合(he)(he)立體(ti)交通(tong)網(wang)規(gui)劃(hua)(hua)(hua)(hua)綱要》(中發(fa)〔2021〕5號)、《國家公(gong)路網(wang)規(gui)劃(hua)(hua)(hua)(hua)》(發(fa)改基礎〔2022〕1033號)和《吉林(lin)省(sheng)(sheng)國民經(jing)濟和社(she)(she)會發(fa)展第十四個五年規(gui)劃(hua)(hua)(hua)(hua)和2035年遠(yuan)景目標綱要》(吉政發(fa)〔2021〕7號),優(you)化完善全省(sheng)(sheng)干線公(gong)路網(wang)絡(luo),加(jia)快建設全省(sheng)(sheng)綜(zong)合(he)(he)立體(ti)交通(tong)網(wang),有力支撐(cheng)現代化經(jing)濟體(ti)系和建成社(she)(she)會主義現代化新(xin)吉林(lin),特編制本規(gui)劃(hua)(hua)(hua)(hua)。規(gui)劃(hua)(hua)(hua)(hua)期(qi)至(zhi)2035年,遠(yuan)景展望(wang)到本世紀(ji)中葉。

一、規劃基礎

(一)發展基(ji)礎。改革開(kai)放特別是黨的十(shi)八大以(yi)來,我(wo)省(sheng)(sheng)(sheng)堅持規(gui)劃先行引領,在《國(guo)(guo)(guo)(guo)家(jia)公(gong)(gong)(gong)(gong)路網(wang)規(gui)劃(2013年-2030年)》(發改基(ji)礎〔2013〕980號)的基(ji)礎上,2014年省(sheng)(sheng)(sheng)政府批準(zhun)《吉(ji)林省(sheng)(sheng)(sheng)省(sheng)(sheng)(sheng)級公(gong)(gong)(gong)(gong)路網(wang)規(gui)劃(2014年-2030年)》(吉(ji)政函〔2014〕116號),明(ming)確全(quan)省(sheng)(sheng)(sheng)干線(xian)公(gong)(gong)(gong)(gong)路網(wang)規(gui)劃總(zong)(zong)(zong)里(li)(li)程為(wei)(wei)17330公(gong)(gong)(gong)(gong)里(li)(li),其中:高(gao)(gao)(gao)(gao)速公(gong)(gong)(gong)(gong)路共25條(tiao)(tiao)(tiao),路線(xian)總(zong)(zong)(zong)里(li)(li)程約5602公(gong)(gong)(gong)(gong)里(li)(li),包括國(guo)(guo)(guo)(guo)家(jia)高(gao)(gao)(gao)(gao)速公(gong)(gong)(gong)(gong)路(以(yi)下簡(jian)稱國(guo)(guo)(guo)(guo)高(gao)(gao)(gao)(gao))14條(tiao)(tiao)(tiao)4155公(gong)(gong)(gong)(gong)里(li)(li)、省(sheng)(sheng)(sheng)級高(gao)(gao)(gao)(gao)速公(gong)(gong)(gong)(gong)路(以(yi)下簡(jian)稱省(sheng)(sheng)(sheng)高(gao)(gao)(gao)(gao))11條(tiao)(tiao)(tiao)1447公(gong)(gong)(gong)(gong)里(li)(li),總(zong)(zong)(zong)體(ti)布局為(wei)(wei)“五(wu)縱(zong)四射三(san)(san)橫(heng)兩環(huan)十(shi)聯”;普(pu)通國(guo)(guo)(guo)(guo)省(sheng)(sheng)(sheng)道(dao)共56條(tiao)(tiao)(tiao),路線(xian)總(zong)(zong)(zong)里(li)(li)程11728公(gong)(gong)(gong)(gong)里(li)(li),包括普(pu)通國(guo)(guo)(guo)(guo)道(dao)17條(tiao)(tiao)(tiao)7388公(gong)(gong)(gong)(gong)里(li)(li)、普(pu)通省(sheng)(sheng)(sheng)道(dao)39條(tiao)(tiao)(tiao)4340公(gong)(gong)(gong)(gong)里(li)(li),總(zong)(zong)(zong)體(ti)布局為(wei)(wei)“一環(huan)三(san)(san)射二(er)十(shi)縱(zong)十(shi)橫(heng)二(er)十(shi)二(er)聯”。2022年國(guo)(guo)(guo)(guo)務院批準(zhun)的《國(guo)(guo)(guo)(guo)家(jia)公(gong)(gong)(gong)(gong)路網(wang)規(gui)劃》中,我(wo)省(sheng)(sheng)(sheng)新增5條(tiao)(tiao)(tiao)802公(gong)(gong)(gong)(gong)里(li)(li)國(guo)(guo)(guo)(guo)高(gao)(gao)(gao)(gao)路線(xian)、7條(tiao)(tiao)(tiao)598公(gong)(gong)(gong)(gong)里(li)(li)普(pu)通國(guo)(guo)(guo)(guo)道(dao)路線(xian),干線(xian)公(gong)(gong)(gong)(gong)路網(wang)行政等(deng)級結構發生變化(hua)。目前,全(quan)省(sheng)(sheng)(sheng)共有(you)國(guo)(guo)(guo)(guo)高(gao)(gao)(gao)(gao)19條(tiao)(tiao)(tiao)4947公(gong)(gong)(gong)(gong)里(li)(li)、普(pu)通國(guo)(guo)(guo)(guo)道(dao)24條(tiao)(tiao)(tiao)7904公(gong)(gong)(gong)(gong)里(li)(li)。

在(zai)交通(tong)(tong)運輸部等有(you)關(guan)部委大力(li)支(zhi)持和(he)(he)全省上(shang)下共同努力(li)下,截(jie)至(zhi)2022年底,全省高(gao)速(su)公路(lu)(lu)(lu)(lu)(lu)通(tong)(tong)車里(li)程4395公里(li)、占規(gui)劃的78.5%,普(pu)通(tong)(tong)國省公路(lu)(lu)(lu)(lu)(lu)建成二(er)級及以上(shang)公路(lu)(lu)(lu)(lu)(lu)9312公里(li)、占規(gui)劃的79.4%。高(gao)速(su)公路(lu)(lu)(lu)(lu)(lu)聯通(tong)(tong)鄰省(區(qu))主要(yao)城市,以及我省所有(you)市(州)和(he)(he)92%的縣(xian)(市)、民航機場(chang)和(he)(he)重要(yao)鐵路(lu)(lu)(lu)(lu)(lu)樞紐站;普(pu)通(tong)(tong)國省道上(shang)連(lian)高(gao)速(su)公路(lu)(lu)(lu)(lu)(lu)、下接(jie)農村公路(lu)(lu)(lu)(lu)(lu),二(er)級及以上(shang)公路(lu)(lu)(lu)(lu)(lu)通(tong)(tong)達所有(you)縣(xian)(市)、覆蓋90%以上(shang)的鄉鎮,聯通(tong)(tong)重點旅游景區(qu)、邊境口岸(an)和(he)(he)機場(chang)、鐵路(lu)(lu)(lu)(lu)(lu)站(場(chang))等節點。

全省(sheng)(sheng)(sheng)干(gan)線公路(lu)(lu)網的快(kuai)(kuai)速(su)發(fa)(fa)展(zhan),有(you)(you)(you)力支撐了(le)國省(sheng)(sheng)(sheng)重(zhong)大戰略實施,極(ji)大便利(li)了(le)人民群眾出行(xing),為全面建成小康社會提供了(le)堅(jian)實保障。但(dan)現有(you)(you)(you)干(gan)線公路(lu)(lu)網仍存在(zai)一些問題。一是干(gan)線公路(lu)(lu)布局不(bu)完善。貫(guan)通(tong)鄰省(sheng)(sheng)(sheng)(區(qu))縣(xian)級以上節(jie)點(dian)、聯通(tong)省(sheng)(sheng)(sheng)內中東(dong)西“三大板塊”、區(qu)域中心城(cheng)(cheng)市(shi)向外輻射、沿邊抵(di)邊地區(qu)融入(ru)內地的干(gan)線不(bu)足,尤其是快(kuai)(kuai)速(su)通(tong)道(dao)較(jiao)少,網絡化(hua)程度不(bu)高(gao)(gao),路(lu)(lu)網韌(ren)性不(bu)夠。二是路(lu)(lu)網仍存在(zai)不(bu)暢(chang)之處。圈河、長白等(deng)抵(di)邊重(zhong)要(yao)節(jie)點(dian)還未通(tong)高(gao)(gao)速(su)公路(lu)(lu),省(sheng)(sheng)(sheng)際、縣(xian)際間(jian)還有(you)(you)(you)待貫(guan)通(tong)路(lu)(lu)段,少數國省(sheng)(sheng)(sheng)道(dao)還是砂石路(lu)(lu)面,有(you)(you)(you)的城(cheng)(cheng)市(shi)過境段已經街道(dao)化(hua)。京哈高(gao)(gao)速(su)吉遼省(sheng)(sheng)(sheng)界段未來存在(zai)擁堵隱(yin)患(huan),部分縣(xian)(市(shi))、主要(yao)景區(qu)到長春都市(shi)圈核心區(qu)和(he)附近機場(chang)繞行(xing)較(jiao)遠(yuan),白山(shan)和(he)部分城(cheng)(cheng)市(shi)(口岸)利(li)用(yong)高(gao)(gao)速(su)出行(xing)不(bu)太便利(li)。三是發(fa)(fa)展(zhan)的質量效率(lv)有(you)(you)(you)待進(jin)(jin)一步提高(gao)(gao)。資金資源環境等(deng)剛性約束進(jin)(jin)一步增強(qiang),發(fa)(fa)展(zhan)的要(yao)素(su)成本逐年走高(gao)(gao),設施安全、災害隱(yin)患(huan)不(bu)容忽視(shi)。干(gan)線公路(lu)(lu)網與其他運輸方(fang)式一體銜接需加強(qiang),資源節(jie)約集約利(li)用(yong)水平(ping)還有(you)(you)(you)提升空(kong)間(jian),綠色低碳(tan)發(fa)(fa)展(zhan)任務艱(jian)巨(ju),智慧發(fa)(fa)展(zhan)任重(zhong)道(dao)遠(yuan)。

(二(er)(er))形勢(shi)要(yao)(yao)求(qiu)(qiu)(qiu)。黨的(de)二(er)(er)十大(da)對全(quan)(quan)面(mian)建(jian)(jian)(jian)成社會主義現(xian)代化(hua)(hua)(hua)(hua)強(qiang)國、實(shi)現(xian)第二(er)(er)個百(bai)年奮斗目標(biao),以(yi)中(zhong)(zhong)(zhong)國式現(xian)代化(hua)(hua)(hua)(hua)全(quan)(quan)面(mian)推(tui)進(jin)中(zhong)(zhong)(zhong)華民族偉大(da)復興作(zuo)(zuo)出了(le)戰略部署和分兩步走的(de)戰略安排,特別是(shi)(shi)明確提(ti)(ti)出推(tui)動(dong)東北(bei)全(quan)(quan)面(mian)振興取得新(xin)突(tu)破。新(xin)時代新(xin)征(zheng)程(cheng),我省(sheng)(sheng)要(yao)(yao)在東北(bei)全(quan)(quan)面(mian)振興率先實(shi)現(xian)新(xin)突(tu)破,全(quan)(quan)面(mian)實(shi)施(shi)“一主六雙(shuang)”高(gao)(gao)質量(liang)發(fa)展(zhan)戰略,建(jian)(jian)(jian)設(she)生(sheng)態強(qiang)省(sheng)(sheng),區域(yu)(yu)經濟與(yu)(yu)產業(ye)(ye)布(bu)局、國土空間(jian)保護與(yu)(yu)開發(fa)、新(xin)型(xing)城(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)(hua)(hua)與(yu)(yu)人口結構(gou)分布(bu)等都將發(fa)生(sheng)深(shen)刻變化(hua)(hua)(hua)(hua),都對公路交通發(fa)揮好先行引領(ling)和基(ji)(ji)(ji)礎(chu)保障(zhang)作(zuo)(zuo)用提(ti)(ti)出新(xin)的(de)更高(gao)(gao)要(yao)(yao)求(qiu)(qiu)(qiu)。一是(shi)(shi)打造我國向北(bei)開放的(de)重要(yao)(yao)窗口和東北(bei)亞地區合(he)作(zuo)(zuo)中(zhong)(zhong)(zhong)心(xin)樞(shu)紐,建(jian)(jian)(jian)設(she)長春現(xian)代化(hua)(hua)(hua)(hua)都市(shi)圈。要(yao)(yao)求(qiu)(qiu)(qiu)加快形成“通道(dao)(dao)+樞(shu)紐+網絡(luo)”的(de)高(gao)(gao)質量(liang)綜合(he)立體(ti)交通網,加速各類要(yao)(yao)素合(he)理流(liu)動(dong)和高(gao)(gao)效(xiao)聚集(ji),支(zhi)撐更高(gao)(gao)水平對外開放。二(er)(er)是(shi)(shi)建(jian)(jian)(jian)設(she)“數字吉(ji)林”,實(shi)施(shi)“百(bai)千萬(wan)”產業(ye)(ye)培育工程(cheng),特別是(shi)(shi)打造3個萬(wan)億級(ji)產業(ye)(ye);強(qiang)化(hua)(hua)(hua)(hua)投資(zi)消費(fei)雙(shuang)輪驅動(dong),全(quan)(quan)面(mian)提(ti)(ti)升(sheng)供(gong)給體(ti)系對需求(qiu)(qiu)(qiu)的(de)適配(pei)(pei)性(xing),推(tui)動(dong)生(sheng)產、分配(pei)(pei)、流(liu)通、消費(fei)深(shen)度融入雙(shuang)循環(huan)。要(yao)(yao)求(qiu)(qiu)(qiu)不(bu)斷優化(hua)(hua)(hua)(hua)完(wan)善交通基(ji)(ji)(ji)礎(chu)設(she)施(shi)建(jian)(jian)(jian)設(she),擴大(da)有效(xiao)投資(zi),提(ti)(ti)供(gong)更好運輸(shu)服務。三是(shi)(shi)構(gou)建(jian)(jian)(jian)以(yi)“一圈三區四軸”為(wei)主體(ti)、以(yi)節點(dian)(dian)城(cheng)(cheng)(cheng)市(shi)為(wei)支(zhi)撐、以(yi)重點(dian)(dian)小城(cheng)(cheng)(cheng)鎮(zhen)為(wei)補充、以(yi)便捷高(gao)(gao)效(xiao)基(ji)(ji)(ji)礎(chu)設(she)施(shi)為(wei)紐帶,大(da)中(zhong)(zhong)(zhong)小城(cheng)(cheng)(cheng)市(shi)與(yu)(yu)小城(cheng)(cheng)(cheng)鎮(zhen)協調發(fa)展(zhan)的(de)城(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)(hua)(hua)發(fa)展(zhan)新(xin)格局,強(qiang)化(hua)(hua)(hua)(hua)縣(xian)域(yu)(yu)新(xin)型(xing)城(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)(hua)(hua)載體(ti)功(gong)能,人口逐漸向城(cheng)(cheng)(cheng)鎮(zhen)集(ji)中(zhong)(zhong)(zhong)。要(yao)(yao)求(qiu)(qiu)(qiu)強(qiang)化(hua)(hua)(hua)(hua)基(ji)(ji)(ji)礎(chu)設(she)施(shi)保障(zhang),增(zeng)強(qiang)可(ke)達性(xing)、便捷性(xing)。四是(shi)(shi)落實(shi)“五大(da)安全(quan)(quan)”要(yao)(yao)求(qiu)(qiu)(qiu),打造糧食(shi)安全(quan)(quan)產業(ye)(ye)帶,完(wan)善糧食(shi)應(ying)急加工、儲運、配(pei)(pei)送、供(gong)應(ying)網絡(luo);要(yao)(yao)求(qiu)(qiu)(qiu)強(qiang)化(hua)(hua)(hua)(hua)區域(yu)(yu)通道(dao)(dao)網絡(luo)韌性(xing),提(ti)(ti)升(sheng)綜合(he)保障(zhang)能力。五是(shi)(shi)交通運輸(shu)行業(ye)(ye)是(shi)(shi)資(zi)源能源消耗的(de)重點(dian)(dian)領(ling)域(yu)(yu),也是(shi)(shi)推(tui)動(dong)綠色發(fa)展(zhan)的(de)關鍵領(ling)域(yu)(yu),必須嚴格落實(shi)生(sheng)態強(qiang)省(sheng)(sheng)建(jian)(jian)(jian)設(she)要(yao)(yao)求(qiu)(qiu)(qiu),支(zhi)撐美麗吉(ji)林建(jian)(jian)(jian)設(she)。

干線(xian)公路網(wang)作(zuo)為(wei)全省公路網(wang)的(de)(de)骨干和支撐、綜合(he)立體(ti)交(jiao)通(tong)網(wang)的(de)(de)重(zhong)(zhong)要(yao)組成部分(fen),必須(xu)適應新形(xing)勢、抓住(zhu)新機遇、滿足新需(xu)求,有效(xiao)對接國(guo)(guo)家(jia)公路網(wang),加(jia)快(kuai)補齊(qi)短板,優化(hua)提升供(gong)給(gei),緊(jin)密區域空(kong)(kong)間聯系,滿足對外互聯互通(tong)和產業(ye)鏈供(gong)應鏈穩定(ding)暢(chang)(chang)通(tong)需(xu)要(yao);更(geng)加(jia)注(zhu)重(zhong)(zhong)與(yu)其(qi)他運輸方式統(tong)(tong)籌融(rong)合(he),強化(hua)銜接轉換功能(neng),促(cu)進交(jiao)通(tong)網(wang)整(zheng)體(ti)效(xiao)率提升;更(geng)加(jia)突出(chu)科(ke)技創新賦能(neng),堅持(chi)發(fa)揮實用科(ke)技作(zuo)用,注(zhu)重(zhong)(zhong)與(yu)新型基(ji)礎(chu)設施(shi)和關聯產業(ye)的(de)(de)融(rong)合(he)發(fa)展,適應高品質(zhi)、多樣(yang)化(hua)、個性化(hua)需(xu)求,提升服務水平;更(geng)加(jia)突出(chu)綠色低碳發(fa)展,注(zhu)重(zhong)(zhong)國(guo)(guo)土空(kong)(kong)間保(bao)護與(yu)開發(fa);更(geng)加(jia)注(zhu)重(zhong)(zhong)安全保(bao)障能(neng)力,增強路網(wang)安全水平和系統(tong)(tong)韌性,有力促(cu)進要(yao)素資源(yuan)有序高效(xiao)流動,暢(chang)(chang)通(tong)國(guo)(guo)內國(guo)(guo)際雙循環。

二、總體要求

(一)指導思(si)想(xiang)。以(yi)習近平新時代(dai)中(zhong)國(guo)(guo)特色(se)社會主義思(si)想(xiang)為指導,全(quan)(quan)面(mian)貫徹(che)黨的二十大(da)精神,堅持以(yi)人民為中(zhong)心,立足新發展(zhan)(zhan)階段,完(wan)(wan)(wan)整、準確、全(quan)(quan)面(mian)貫徹(che)新發展(zhan)(zhan)理念,服(fu)務構建新發展(zhan)(zhan)格局(ju),以(yi)推動高質(zhi)量(liang)發展(zhan)(zhan)為主題,以(yi)滿足人民日益(yi)增長的美好生活(huo)需要為根本目的,統(tong)籌發展(zhan)(zhan)和安(an)全(quan)(quan),依托國(guo)(guo)家公路網,優化完(wan)(wan)(wan)善省級公路網,打造覆(fu)蓋廣泛、功能完(wan)(wan)(wan)備、集約高效、綠色(se)智能、安(an)全(quan)(quan)可靠的全(quan)(quan)省現代(dai)化高質(zhi)量(liang)干線公路網,為建設高質(zhi)量(liang)交(jiao)通強省夯實基礎,推動吉林全(quan)(quan)面(mian)振興率先實現新突破。

(二)基本原則(ze)。

——服(fu)務大局,強化支撐。堅持擴大內需戰略基點(dian),堅持省地共建,兼顧效(xiao)率與(yu)公平、腹地與(yu)沿邊,突出重點(dian)、補齊短板(ban),適度超前發(fa)展,加快(kuai)構建高質(zhi)量(liang)干線(xian)網(wang),更好發(fa)揮交通基礎性、先導性、戰略性和服(fu)務性作用(yong),提升振興發(fa)展支撐能力。

——統籌規劃,有(you)序推進。聚焦(jiao)東北全面(mian)振(zhen)興、哈長城市群和“一主六雙”高質(zhi)量發(fa)展(zhan)戰略實施(shi)需(xu)要,加強與相關規劃銜接,適應城鎮化發(fa)展(zhan)新格(ge)局,強化對流通(tong)體系的支撐,系統完善干線公(gong)路網。盡力而為、量力而行(xing),合理安排(pai)建(jian)設時序,科學確定建(jian)設標準,積(ji)極穩妥推進項目建(jian)設。

——強化銜接(jie),融合互促。注重省際縣際公(gong)路與(yu)其(qi)他基礎設施同步規劃建設,與(yu)城市道路和其(qi)他運(yun)輸方式(shi)有效銜接(jie),打造綜(zong)合交(jiao)通樞紐(niu),提升運(yun)輸整體效率(lv)。推(tui)動(dong)公(gong)路基礎設施共(gong)建共(gong)享(xiang),推(tui)動(dong)與(yu)沿線旅游、制造、郵(you)政快(kuai)遞(di)、倉儲(chu)加工、冷鏈物流等產業融合發展、相互促進。

——創新(xin)驅動(dong),提(ti)質增效。綜合施(shi)策,為交(jiao)通(tong)運輸發(fa)展提(ti)效能、擴功能、增動(dong)能。持續推進融(rong)資模式變(bian)革,改變(bian)不適應(ying)發(fa)展需(xu)要的(de)規制。堅持實(shi)際(ji)實(shi)用實(shi)效的(de)技(ji)(ji)術(shu)材料(liao)裝備(bei)工(gong)藝研究推廣(guang)應(ying)用,推進可持續發(fa)展;關注前沿(yan)科技(ji)(ji)進展,強化數字(zi)交(jiao)通(tong)頂層(ceng)設(she)計,積(ji)極有(you)序有(you)效推動(dong)新(xin)一代信息技(ji)(ji)術(shu)應(ying)用。

——綠色低碳,安(an)全(quan)可靠。落(luo)實建(jian)設生(sheng)態強(qiang)省要求,注重土地等資源節約集約利用,充分挖掘存量資源潛力(li),聚焦(jiao)短板(ban)弱項擴大優質增量供給,促進(jin)公路交通與自然和諧共生(sheng)。堅持生(sheng)命至上、安(an)全(quan)第一、質量優先(xian)理(li)念,提高路網系(xi)統(tong)韌性(xing)和功能(neng)(neng)可靠性(xing),增強(qiang)安(an)全(quan)與應急(ji)保障能(neng)(neng)力(li),滿足(zu)人(ren)民安(an)全(quan)出行需要。

(三)規劃(hua)目標。到2035年,基本形(xing)成覆蓋(gai)廣泛、功能(neng)完備、集約高效、綠色智能(neng)、安全(quan)可(ke)靠的現代化高質量干線公路網,實現國際互(hu)聯(lian)互(hu)通、東(dong)北區域(yu)高速(su)(su)成網、城(cheng)市(shi)群城(cheng)際便捷暢通、市(shi)市(shi)(州)高速(su)(su)暢達、縣縣(市(shi))干線直連、沿邊抵邊內外聯(lian)通。

1.覆(fu)蓋(gai)廣泛。高(gao)速公路連接(jie)所有(you)縣(xian)級以上(shang)(shang)行政區和(he)重要冰(bing)雪旅游景區、邊(bian)境口岸,覆(fu)蓋(gai)“一主六(liu)雙”空間布(bu)局,長春至周(zhou)邊(bian)縣(xian)(市(shi))及周(zhou)邊(bian)縣(xian)(市(shi))間高(gao)速互聯互通(tong);普通(tong)國省干線公路連接(jie)所有(you)市(shi)(州(zhou))、縣(xian)(市(shi))和(he)城區常住人(ren)口5萬以上(shang)(shang)鄉(xiang)鎮,覆(fu)蓋(gai)全(quan)省95%的鄉(xiang)鎮、全(quan)部邊(bian)境口岸和(he)交通(tong)樞紐、經濟(ji)開發區、4A級以上(shang)(shang)旅游景區、3S以上(shang)(shang)滑雪場。

2.功能完備。東北(bei)區域、京哈和京延通(tong)道(dao)、省(sheng)內中東西“三(san)大板塊”多條干(gan)線縱橫連通(tong),省(sheng)際(ji)高速(su)(su)(su)出(chu)口(kou)達到(dao)22個,長(chang)春都市(shi)(shi)圈到(dao)哈爾濱、沈陽(yang)都市(shi)(shi)圈主要城(cheng)市(shi)(shi)2小(xiao)時(shi)左右(you),哈長(chang)城(cheng)市(shi)(shi)群城(cheng)際(ji)干(gan)線公路全(quan)面(mian)暢通(tong),全(quan)面(mian)對接中蒙俄經濟走廊和“濱海(hai)2號”國際(ji)運輸(shu)走廊,長(chang)春都市(shi)(shi)圈形成“兩環十三(san)射(she)”高速(su)(su)(su)格局(ju)、核心區形成1小(xiao)時(shi)交(jiao)(jiao)通(tong)圈,口(kou)岸城(cheng)市(shi)(shi)便捷快速(su)(su)(su)融入高速(su)(su)(su)公路網(wang)。高速(su)(su)(su)公路網(wang)能力更加充分(fen),普通(tong)國省(sheng)干(gan)線公路達到(dao)二級及(ji)以上(shang)公路標準,有力支撐全(quan)省(sheng)綜合立體交(jiao)(jiao)通(tong)網(wang)建(jian)設。

3.集約高(gao)(gao)效。便捷連接長(chang)春、吉林全國性(xing)綜(zong)合(he)交通樞紐城(cheng)市和省內(nei)其(qi)他區(qu)域性(xing)交通樞紐城(cheng)市,與其(qi)他運輸方式銜接更(geng)加順(shun)暢,市(州)政(zheng)府(fu)所在城(cheng)市基本形成繞越主(zhu)城(cheng)區(qu)高(gao)(gao)速(su)公(gong)路(lu)環線,干線公(gong)路(lu)有效對(dui)接城(cheng)市道(dao)路(lu),重要通道(dao)資源利用的(de)集約化、綜(zong)合(he)化水平(ping)大幅提(ti)高(gao)(gao)。

4.綠(lv)色(se)智能。公路網(wang)合理(li)避讓生態保護(hu)區域、環境敏感區域,國土空(kong)間、自然資(zi)源(yuan)利用效(xiao)率明(ming)顯(xian)提(ti)高,基本實現建設全過程、全周期綠(lv)色(se)化。與運輸(shu)服務網(wang)、信息網(wang)、能源(yuan)網(wang)等融合更加緊密(mi),數(shu)(shu)字化轉(zhuan)型邁出堅(jian)實步伐,基本實現運行管理(li)智能化和出行場(chang)景數(shu)(shu)字化。

5.安(an)全可靠(kao)。公路網韌性(xing)(xing)顯著增(zeng)強,自然災害多發、地理自然阻隔、邊境等重點(dian)區域網絡可靠(kao)性(xing)(xing)明(ming)顯改(gai)善,設施安(an)全性(xing)(xing)明(ming)顯提升,全天候通行保障率(lv)進一步提升,具備應對各類重大安(an)全風險能力。

到(dao)本(ben)世紀(ji)中葉,高水平(ping)建成(cheng)與現代(dai)化高質(zhi)量(liang)綜合(he)(he)立體(ti)交通網(wang)相(xiang)(xiang)匹(pi)配(pei)、與先進信息網(wang)絡相(xiang)(xiang)融合(he)(he)、與生(sheng)態文明相(xiang)(xiang)協(xie)調、與總體(ti)國家安全觀相(xiang)(xiang)統一(yi)、與人(ren)民美(mei)好生(sheng)活需要相(xiang)(xiang)適應的干線(xian)公(gong)路(lu)網(wang),發展水平(ping)進入全國前列,有力支(zhi)撐基本(ben)建成(cheng)社會主(zhu)義現代(dai)化新吉(ji)林。

三、規劃方案

全省(sheng)干(gan)線(xian)公(gong)(gong)路網規劃(hua)總規模約(yue)1.96萬公(gong)(gong)里(li)(li)(li),其中:高(gao)速公(gong)(gong)路約(yue)7212公(gong)(gong)里(li)(li)(li),包(bao)括(kuo)國高(gao)4947公(gong)(gong)里(li)(li)(li)、省(sheng)高(gao)2265公(gong)(gong)里(li)(li)(li);普通國省(sheng)干(gan)線(xian)公(gong)(gong)路約(yue)12476公(gong)(gong)里(li)(li)(li),包(bao)含普通國道(dao)7904公(gong)(gong)里(li)(li)(li)、普通省(sheng)道(dao)4572公(gong)(gong)里(li)(li)(li)。

(一)高(gao)速公路(lu)(lu)網。按照“兼顧當前長(chang)遠、完(wan)善網絡(luo)布局(ju),保持總體穩(wen)定(ding)、增(zeng)補區域(yu)路(lu)(lu)線(xian)(xian)(xian)(xian),實(shi)現(xian)有效連接(jie)、提(ti)升支(zhi)(zhi)撐(cheng)能力”的(de)思路(lu)(lu),立足當下、從長(chang)計(ji)議,在保持全省既有高(gao)速公路(lu)(lu)網布局(ju)及框(kuang)架總體穩(wen)定(ding)的(de)基礎上,增(zeng)加國際(ji)、省際(ji)路(lu)(lu)線(xian)(xian)(xian)(xian)和沿(yan)邊抵邊地區快速通達(da)內地路(lu)(lu)線(xian)(xian)(xian)(xian),加密長(chang)春等(deng)區域(yu)中(zhong)心(xin)城(cheng)市輻射周邊縣(市)路(lu)(lu)線(xian)(xian)(xian)(xian),適當補充城(cheng)鎮集聚發(fa)展區、縣際(ji)連通路(lu)(lu)線(xian)(xian)(xian)(xian),新(xin)增(zeng)連接(jie)縣級以上節點或民航機場、4A級以上景區、重要口岸等(deng)節點路(lu)(lu)線(xian)(xian)(xian)(xian),支(zhi)(zhi)撐(cheng)形成區域(yu)快速通道,構建(jian)(jian)更(geng)加完(wan)善的(de)高(gao)速公路(lu)(lu)網,更(geng)好促進區域(yu)協調(diao)發(fa)展,服務構建(jian)(jian)現(xian)代產業體系,支(zhi)(zhi)撐(cheng)經濟(ji)社會(hui)發(fa)展。

本次調增12條路(lu)線(xian)(xian),其(qi)中:4條射(she)(she)線(xian)(xian)、2條縱(zong)線(xian)(xian)、6條聯絡線(xian)(xian)。調整(zheng)后,全省(sheng)高速公(gong)路(lu)網由2條省(sheng)會環線(xian)(xian)、9條省(sheng)會放射(she)(she)線(xian)(xian)、8條南北縱(zong)線(xian)(xian)、3條東西(xi)橫(heng)線(xian)(xian)、11條聯絡線(xian)(xian)組成,即布局方案為“兩環九射(she)(she)八縱(zong)三橫(heng)十一(yi)聯”。

兩環:長春(chun)繞城、長春(chun)都市(shi)圈環線。

九射:長春—哈爾(er)濱、長春—北(bei)大湖(hu)、長春—延吉、長春—開原、長春—長白、長春—北(bei)京(jing)、長春—深(shen)圳、長春—白城、長春—齊齊哈爾(er)。

八縱:牡丹江—三合、鶴崗—大(da)連、黑河—沈(shen)陽、哈(ha)爾(er)濱(bin)(bin)—臨(lin)江、北京—哈(ha)爾(er)濱(bin)(bin)、大(da)慶—廣州、哈(ha)爾(er)濱(bin)(bin)—通遼、嫩(nen)江—雙遼。

三橫(heng):鐵(tie)力—科右中旗(qi)、琿春—烏蘭(lan)浩特、集(ji)安—雙(shuang)遼。

十(shi)一(yi)聯:安圖—南坪、松江—長白山(shan)、長白山(shan)—沈陽、樺(hua)甸—梅河口(kou)、本溪(xi)—集(ji)安、輝南—臨江、舒(shu)(shu)蘭—蛟(jiao)河、舒(shu)(shu)蘭—德惠、營城子—東豐、白城—洮北、白城—突泉(quan)。

(二)普通國省(sheng)(sheng)干(gan)線(xian)公(gong)路(lu)(lu)(lu)網(wang)。按照(zhao)“主(zhu)體穩定(ding)、提升(sheng)等級,完善(shan)結構、增強能(neng)力”的(de)思路(lu)(lu)(lu),調整增加省(sheng)(sheng)道(dao)路(lu)(lu)(lu)線(xian),優化(hua)完善(shan)國省(sheng)(sheng)干(gan)線(xian)公(gong)路(lu)(lu)(lu)網(wang)。集(ji)約節約利用資源,保(bao)(bao)持全省(sheng)(sheng)現有(you)公(gong)路(lu)(lu)(lu)網(wang)布(bu)局及(ji)框(kuang)架穩定(ding),在干(gan)線(xian)公(gong)路(lu)(lu)(lu)部分空(kong)白區(qu)域,主(zhu)要利用連(lian)接重要景區(qu)、機場、高鐵站和較多城鎮的(de)既有(you)縣道(dao)路(lu)(lu)(lu)線(xian),整合(he)晉級為省(sheng)(sheng)道(dao)路(lu)(lu)(lu)線(xian),與現有(you)普通國省(sheng)(sheng)道(dao)共同(tong)構成更加完善(shan)的(de)一張普通國省(sheng)(sheng)干(gan)線(xian)公(gong)路(lu)(lu)(lu)網(wang),提升(sheng)冰雪(xue)旅(lv)游、糧食生產和集(ji)疏運、安全應急的(de)保(bao)(bao)障(zhang)能(neng)力和水平,引領區(qu)域協調發展(zhan),服務新型城鎮化(hua),促進共同(tong)富(fu)裕。

本次(ci)調增(zeng)8條(tiao)(tiao)路線(xian)(xian),其中:1條(tiao)(tiao)縱線(xian)(xian)、1條(tiao)(tiao)橫線(xian)(xian)、6條(tiao)(tiao)聯(lian)絡線(xian)(xian)。調整后,全省普通(tong)干線(xian)(xian)公路網由2條(tiao)(tiao)省會環線(xian)(xian)、2條(tiao)(tiao)省會放射線(xian)(xian)、8條(tiao)(tiao)東西橫線(xian)(xian)、12條(tiao)(tiao)南(nan)北縱線(xian)(xian)、37條(tiao)(tiao)聯(lian)絡線(xian)(xian)組成,即(ji)布局方(fang)案為“兩環兩射八橫十(shi)二(er)縱三十(shi)七(qi)聯(lian)”。

兩(liang)環(huan)(huan):長(chang)春半小時(shi)環(huan)(huan)線、長(chang)春經濟圈(quan)環(huan)(huan)線。

兩(liang)射:長(chang)春—吉林、長(chang)春—雙遼。

八橫:丹東(dong)—阿勒泰、五常(chang)—通(tong)榆、山河—太(tai)平(ping)川、琿春—阿爾山、龍井—東(dong)烏珠穆沁旗(qi)(qi)、撫松—扎賚特旗(qi)(qi)、集安—阿巴嘎旗(qi)(qi)、莫力達(da)瓦旗(qi)(qi)—三(san)合(he)。

十二(er)縱:穆棱—琿春、綏芬河—二(er)道白河、鶴(he)崗(gang)—大連(lian)、嘉蔭—臨(lin)江(jiang)、黑河—大連(lian)、饒(rao)河—蓋(gai)州(zhou)、北(bei)京—撫遠(yuan)、綏化(hua)—沈(shen)陽、牙克石—四平、王府—新賓、齊齊哈爾—通榆、嫩江(jiang)—雙遼。

三(san)十七聯:復(fu)興—分水(shui)(shui)嶺、汪(wang)清—東(dong)寧(ning)、琿(hun)春—沙坨子(zi)、三(san)道灣—龍(long)井、和龍(long)—南(nan)(nan)(nan)坪、和龍(long)—崇善、敦化(hua)—和龍(long)、松(song)江(jiang)(jiang)—露水(shui)(shui)河、和平營(ying)子(zi)—天(tian)池(chi)北(bei)、天(tian)池(chi)南(nan)(nan)(nan)—長白(bai)、五(wu)常(chang)—敦化(hua)、天(tian)池(chi)西—松(song)江(jiang)(jiang)河、蛟(jiao)河—鳳凰山(shan)(shan)、松(song)花湖(hu)旅(lv)游環線、漫江(jiang)(jiang)—臨(lin)江(jiang)(jiang)、舒蘭—陶賴昭、舒蘭—大口(kou)欽、樺甸(dian)—朝陽山(shan)(shan)、輝南(nan)(nan)(nan)—三(san)道溝(gou)、白(bai)山(shan)(shan)—西豐、石人—通(tong)(tong)(tong)化(hua)、通(tong)(tong)(tong)化(hua)—桓仁、煙(yan)筒(tong)山(shan)(shan)—遼(liao)源、通(tong)(tong)(tong)化(hua)—武漢、營(ying)城子(zi)—小四(si)平、哈爾濱—松(song)原、查干湖(hu)旅(lv)游環線、秦家屯—八面城、四(si)平—楊木林子(zi)、鎮賚—莫(mo)(mo)莫(mo)(mo)格、前(qian)七號(hao)—太平川、到保—突泉、通(tong)(tong)(tong)榆—向海、洮南(nan)(nan)(nan)—科右前(qian)旗、洮南(nan)(nan)(nan)—向海、琿(hun)春—琿(hun)春(口(kou)岸)、集(ji)安—本溪。

四、規劃(hua)實施

(一)建(jian)設需(xu)(xu)求。截至2022年底,全省高速公(gong)(gong)(gong)(gong)(gong)路(lu)已建(jian)4395公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)、在建(jian)631公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li),隨著《吉(ji)林省公(gong)(gong)(gong)(gong)(gong)路(lu)水路(lu)交(jiao)通運輸發展“十四(si)五(wu)”規(gui)劃(hua)》(吉(ji)交(jiao)規(gui)劃(hua)〔2022〕21號(hao))的實施和交(jiao)通量的增長(chang),預計(ji)已建(jian)在建(jian)高速規(gui)模將達5518公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li),未(wei)來需(xu)(xu)新(xin)建(jian)1694公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)、占規(gui)劃(hua)總里(li)(li)(li)(li)程的24.4%,還約有200公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)左(zuo)右(you)繁忙(mang)路(lu)段需(xu)(xu)擴容改(gai)造。普(pu)通國省干線公(gong)(gong)(gong)(gong)(gong)路(lu)現已建(jian)成(cheng)11510公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li),其中:一級1885公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)、二級7427公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)、三級1674公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)、四(si)級510公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)、等外14公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li),二級以(yi)上公(gong)(gong)(gong)(gong)(gong)路(lu)占比約為(wei)(wei)80.9%、三四(si)級公(gong)(gong)(gong)(gong)(gong)路(lu)和等外占比約為(wei)(wei)19.1%,預計(ji)未(wei)來需(xu)(xu)新(xin)改(gai)建(jian)4000公(gong)(gong)(gong)(gong)(gong)里(li)(li)(li)(li)左(zuo)右(you)。

(二)近(jin)期建(jian)(jian)(jian)設重(zhong)點。未來五(wu)年,優先推(tui)進具有(you)補斷補短強鏈(lian)作(zuo)用(yong)的(de)項(xiang)目(mu)建(jian)(jian)(jian)設,進一步完善干(gan)線(xian)(xian)(xian)(xian)(xian)(xian)公路(lu)(lu)網(wang),提(ti)升(sheng)(sheng)網(wang)絡(luo)效(xiao)率和(he)能力(li)。高(gao)速公路(lu)(lu),確保建(jian)(jian)(jian)成(cheng)東環(huan)、蒲煙和(he)煙長(chang)(chang)(chang)(chang)、集桓(huan)、長(chang)(chang)(chang)(chang)太等(deng)續建(jian)(jian)(jian)項(xiang)目(mu),開(kai)工(gong)(gong)并力(li)爭建(jian)(jian)(jian)成(cheng)西環(huan)和(he)白(bai)臨(lin)、松長(chang)(chang)(chang)(chang)高(gao)速,延(yan)長(chang)(chang)(chang)(chang)、集桓(huan)、輝臨(lin)、長(chang)(chang)(chang)(chang)長(chang)(chang)(chang)(chang)高(gao)速全(quan)線(xian)(xian)(xian)(xian)(xian)(xian)通車,長(chang)(chang)(chang)(chang)春都(dou)市(shi)(shi)圈環(huan)線(xian)(xian)(xian)(xian)(xian)(xian)形成(cheng)完整的(de)“同心圓”。落實國(guo)家“71118”國(guo)高(gao)網(wang)主(zhu)線(xian)(xian)(xian)(xian)(xian)(xian)基本(ben)貫通要求,加(jia)快(kuai)琿(hun)(hun)烏高(gao)速圈河至(zhi)琿(hun)(hun)春項(xiang)目(mu)前期工(gong)(gong)作(zuo),盡早啟(qi)動、盡早通車。持續推(tui)動延(yan)牡高(gao)速汪清(qing)至(zhi)老(lao)爺嶺(ling)(省(sheng)界)、吉林至(zhi)樺甸(dian)等(deng)項(xiang)目(mu)前期工(gong)(gong)作(zuo),做好儲備,適(shi)時(shi)開(kai)工(gong)(gong)。普通干(gan)線(xian)(xian)(xian)(xian)(xian)(xian)公路(lu)(lu),多措并舉提(ti)質(zhi)升(sheng)(sheng)級(ji)國(guo)道丹阿線(xian)(xian)(xian)(xian)(xian)(xian)集安至(zhi)圖(tu)們(men)段,打造沿邊開(kai)放旅游大通道。加(jia)快(kuai)打通國(guo)道綏沈線(xian)(xian)(xian)(xian)(xian)(xian)、牙(ya)四線(xian)(xian)(xian)(xian)(xian)(xian)、饒(rao)蓋線(xian)(xian)(xian)(xian)(xian)(xian)和(he)省(sheng)道秦(qin)八線(xian)(xian)(xian)(xian)(xian)(xian)等(deng)跨江(河)路(lu)(lu)段,升(sheng)(sheng)級(ji)改造琿(hun)(hun)阿線(xian)(xian)(xian)(xian)(xian)(xian)、龍東線(xian)(xian)(xian)(xian)(xian)(xian)、牙(ya)四線(xian)(xian)(xian)(xian)(xian)(xian)等(deng)國(guo)道中的(de)三級(ji)及以下路(lu)(lu)段。支持新(xin)建(jian)(jian)(jian)國(guo)道京撫線(xian)(xian)(xian)(xian)(xian)(xian)長(chang)(chang)(chang)(chang)春、鶴(he)大線(xian)(xian)(xian)(xian)(xian)(xian)白(bai)山等(deng)城(cheng)市(shi)(shi)繞越線(xian)(xian)(xian)(xian)(xian)(xian),提(ti)質(zhi)升(sheng)(sheng)級(ji)糧食主(zhu)產區(qu)和(he)查干(gan)湖、向(xiang)海等(deng)景區(qu)對外公路(lu)(lu),穩步推(tui)動臨(lin)江、長(chang)(chang)(chang)(chang)白(bai)新(xin)口岸橋前期工(gong)(gong)作(zuo),具備適(shi)時(shi)啟(qi)動條件(jian)。屆時(shi),高(gao)速公路(lu)(lu)網(wang)建(jian)(jian)(jian)成(cheng)率達到75%,形成(cheng)“兩環(huan)六射五(wu)縱三橫多聯”格局,普通國(guo)省(sheng)道二級(ji)及以上公路(lu)(lu)比重(zhong)達到100%和(he)70%,基本(ben)建(jian)(jian)(jian)成(cheng)銜接(jie)國(guo)省(sheng)綜合(he)立體交通網(wang)、有(you)效(xiao)滿足客貨運(yun)需求的(de)全(quan)省(sheng)干(gan)線(xian)(xian)(xian)(xian)(xian)(xian)公路(lu)(lu)網(wang),對暢通國(guo)內國(guo)際(ji)雙(shuang)循環(huan)的(de)支撐和(he)先導作(zuo)用(yong)顯著增強。

(三)實施要求。

1.節約集約利(li)用資(zi)源。協同推進(jin)綜合運輸通(tong)道(dao)的一體化(hua)建(jian)設,推動鐵路、公路等(deng)基礎設施線位(wei)統籌,促進(jin)通(tong)道(dao)線位(wei)資(zi)源共用共享。挖(wa)掘存(cun)量資(zi)源潛力,充分利(li)用既有設施進(jin)行改(gai)擴(kuo)建(jian)和(he)(he)升級改(gai)造。科(ke)學確定設施技術標準(zhun),采用多種技術手段(duan)提高設施利(li)用效率。嚴(yan)格(ge)落實(shi)保護耕(geng)地(di)(di)和(he)(he)永久基本農田尤其(qi)是黑土(tu)地(di)(di)政策,嚴(yan)格(ge)執行建(jian)設用地(di)(di)標準(zhun),突出立體、集約、節約思(si)維,優先采用行業最(zui)先進(jin)的節地(di)(di)技術和(he)(he)節地(di)(di)模式,保護好(hao)、利(li)用好(hao)資(zi)源,減少(shao)土(tu)地(di)(di)等(deng)資(zi)源占(zhan)用。

2.推進綠(lv)色(se)低碳發展。將生態保護、綠(lv)色(se)低碳理(li)(li)念貫穿公路(lu)規劃、設(she)計(ji)、建(jian)(jian)設(she)、運營、管理(li)(li)、養護等全(quan)過程、各環(huan)節,降低全(quan)壽命周期資源(yuan)能(neng)(neng)源(yuan)消耗和碳排放(fang),因(yin)地制宜建(jian)(jian)設(she)綠(lv)色(se)公路(lu),具備條件的(de)項目要(yao)力(li)爭做(zuo)到填挖平衡(heng),逐步推廣使用環(huan)保型融(rong)雪(xue)劑,生態敏感區域設(she)施(shi)采(cai)取物(wu)理(li)(li)防滑、物(wu)理(li)(li)清(qing)雪(xue)除(chu)冰措(cuo)施(shi)。規劃建(jian)(jian)設(she)便利高效、適度超前的(de)充換電網絡,統籌謀劃公路(lu)服務區傳統能(neng)(neng)源(yuan)與新能(neng)(neng)源(yuan)設(she)施(shi),鼓(gu)勵在公路(lu)沿(yan)線合(he)理(li)(li)布局(ju)光(guang)伏(fu)發電及儲能(neng)(neng)設(she)施(shi)。

3.注重科技(ji)創新(xin)賦能。保持(chi)科研投入(ru),鼓(gu)勵科研院校(xiao)、企事業單位持(chi)續(xu)開展(zhan)季(ji)凍(dong)區(qu)公(gong)(gong)路(lu)(lu)建管(guan)養(yang)運實(shi)用(yong)技(ji)術、材料、工(gong)(gong)藝、裝備的研究(jiu)推廣應用(yong),降低建管(guan)養(yang)成本,增強(qiang)可(ke)持(chi)續(xu)發展(zhan)能力(li)。關注新(xin)一(yi)代信(xin)息技(ji)術、車輛(liang)技(ji)術發展(zhan)趨勢,強(qiang)化數(shu)字交通頂層設(she)計,統籌干(gan)線公(gong)(gong)路(lu)(lu)與新(xin)型基礎設(she)施(shi)建設(she),將信(xin)息基礎設(she)施(shi)納入(ru)公(gong)(gong)路(lu)(lu)工(gong)(gong)程統一(yi)規劃建設(she),采用(yong)成熟技(ji)術,開展(zhan)長大橋(qiao)隧、地質(zhi)災害隱患、冰雪路(lu)(lu)面和便利化收費等方面監測處置試點示(shi)范,適(shi)時啟動普通干(gan)線公(gong)(gong)路(lu)(lu)升級為(wei)高速公(gong)(gong)路(lu)(lu)技(ji)術研究(jiu),優(you)先解決發展(zhan)關鍵問(wen)題,逐步走向智慧化。

4.注重(zhong)與(yu)產(chan)業(ye)(ye)融(rong)(rong)合發展。公路建管養要(yao)兼(jian)顧農田水利、電(dian)力電(dian)訊等(deng)設(she)施(shi)(shi),滿足排水灌溉、穿跨越(yue)等(deng)需要(yao),保證(zheng)設(she)施(shi)(shi)安全。按需實施(shi)(shi)公路服(fu)(fu)(fu)務(wu)區(qu)(qu)新(xin)改(gai)建,提(ti)升服(fu)(fu)(fu)務(wu)區(qu)(qu)服(fu)(fu)(fu)務(wu)品質,完善人性(xing)化(hua)(hua)服(fu)(fu)(fu)務(wu)設(she)施(shi)(shi),因地制宜豐富文化(hua)(hua)、旅游、休(xiu)閑等(deng)服(fu)(fu)(fu)務(wu)功能,合理設(she)置旅游包車、大型貨車或危化(hua)(hua)品車輛專用停車區(qu)(qu)。依(yi)托干線(xian)(xian)公路發展通道經濟,注重(zhong)與(yu)沿線(xian)(xian)旅游、制造、物流、電(dian)商、建材(cai)、土(tu)特產(chan)等(deng)關(guan)聯產(chan)業(ye)(ye)深度融(rong)(rong)合發展,引導優(you)化(hua)(hua)區(qu)(qu)域產(chan)業(ye)(ye)布局,促進產(chan)業(ye)(ye)鏈供應鏈安全穩定。

5.嚴格落(luo)實生態環保要求。規(gui)劃論證階段要盡可能規(gui)避

新增線路與國家公園等(deng)自然保護(hu)地(di)、飲用水(shui)水(shui)源地(di)等(deng)環(huan)(huan)境敏感目(mu)標(biao),以(yi)及(ji)生態保護(hu)紅(hong)線存在(zai)局部(bu)空間(jian)沖突。實(shi)施(shi)階(jie)段要(yao)嚴格(ge)落(luo)實(shi)環(huan)(huan)境影響評價(jia)制度(du)和“三線一單(dan)”管控要(yao)求,合(he)理避讓環(huan)(huan)境敏感目(mu)標(biao)并強(qiang)化生態環(huan)(huan)境保護(hu)舉措,注(zhu)重生態保護(hu)修復、資源循環(huan)(huan)利用、碳減排,加強(qiang)大氣、水(shui)及(ji)噪聲污(wu)染防(fang)治。

6.嚴(yan)控地(di)方政府債務風險。堅持盡力而(er)(er)為、量力而(er)(er)行(xing),合(he)理確(que)定建(jian)(jian)設(she)(she)規模和建(jian)(jian)設(she)(she)節奏,科學論證項(xiang)目建(jian)(jian)設(she)(she)時機(ji)及(ji)建(jian)(jian)設(she)(she)標準,強化技(ji)術(shu)方案比選,合(he)理控制(zhi)工程(cheng)造價,穩步(bu)有序推(tui)進項(xiang)目建(jian)(jian)設(she)(she)。對于無法落實配(pei)套資(zi)金(jin)的建(jian)(jian)設(she)(she)項(xiang)目,不予列(lie)入交(jiao)通行(xing)業五年規劃。

五、保障措施

(一(yi))加(jia)強(qiang)規劃銜接(jie)協(xie)調(diao)。加(jia)強(qiang)與鄰省(區)的(de)規劃協(xie)調(diao),統(tong)籌(chou)市(州(zhou))、縣(xian)(市、區)間的(de)項目建(jian)設(she)(she),推動建(jian)設(she)(she)項目同(tong)步(bu)規劃同(tong)步(bu)實施同(tong)步(bu)通車。強(qiang)化與機場、鐵路(lu)、水利、城市道路(lu)和(he)信息(xi)、能源基礎設(she)(she)施建(jian)設(she)(she)的(de)一(yi)體銜接(jie)協(xie)調(diao),合(he)理安(an)排公路(lu)項目建(jian)設(she)(she)時序,互促互動,緊密融合(he),保(bao)障(zhang)到位,避免(mian)浪費。統(tong)籌(chou)各層次路(lu)網(wang)協(xie)調(diao)發展,省交通運輸(shu)廳指導各市(州(zhou))、縣(xian)(市、區)開(kai)展縣(xian)級(ji)及以(yi)下公路(lu)網(wang)調(diao)整(zheng)工作,保(bao)證(zheng)形成(cheng)全省一(yi)張公路(lu)網(wang)。

(二)完善資金保(bao)障(zhang)機制。改革(ge)創新投(tou)(tou)融資政(zheng)(zheng)(zheng)策(ce),進一步完善多(duo)(duo)渠道、多(duo)(duo)層次、多(duo)(duo)元化投(tou)(tou)融資模式。密(mi)切關(guan)(guan)(guan)注(zhu)國(guo)(guo)家(jia)(jia)相關(guan)(guan)(guan)政(zheng)(zheng)(zheng)策(ce)走勢,積極(ji)參與(yu)相關(guan)(guan)(guan)政(zheng)(zheng)(zheng)策(ce)調整(zheng),全力將本規(gui)(gui)(gui)劃(hua)(hua)建設(she)項(xiang)目納入國(guo)(guo)家(jia)(jia)有關(guan)(guan)(guan)規(gui)(gui)(gui)劃(hua)(hua),尤其是交通(tong)行業五年(nian)發(fa)展(zhan)(zhan)規(gui)(gui)(gui)劃(hua)(hua),奠(dian)定爭取國(guo)(guo)家(jia)(jia)政(zheng)(zheng)(zheng)策(ce)資金支(zhi)持的基礎和贏得發(fa)展(zhan)(zhan)的主動。省地共同努力,用足(zu)用好(hao)國(guo)(guo)家(jia)(jia)政(zheng)(zheng)(zheng)策(ce),發(fa)揮好(hao)國(guo)(guo)家(jia)(jia)投(tou)(tou)資補助資金、債(zhai)券資金、資產資源(yuan)的組合作(zuo)用,鼓勵統籌開展(zhan)(zhan)公路(lu)(lu)網沿線大數據、旅游、光伏、物流(liu)、砂石材料(liao)等(deng)關(guan)(guan)(guan)聯(lian)產業規(gui)(gui)(gui)劃(hua)(hua),規(gui)(gui)(gui)范效益(yi)測算,研究(jiu)出(chu)臺路(lu)(lu)衍(yan)經濟規(gui)(gui)(gui)劃(hua)(hua),以路(lu)(lu)衍(yan)經濟收益(yi)彌補發(fa)展(zhan)(zhan)資金不足(zu),吸引社會資本參與(yu)公路(lu)(lu)建設(she)。落實事權(quan)支(zhi)出(chu)責任,堅持專(zhuan)(zhuan)款專(zhuan)(zhuan)用,保(bao)證各級(ji)交通(tong)發(fa)展(zhan)(zhan)資金投(tou)(tou)入,實現可持續發(fa)展(zhan)(zhan)。

(三)加強實施(shi)要(yao)素支(zhi)撐。加強與國(guo)土空間等(deng)(deng)相(xiang)關規劃(hua)銜接,按照(zhao)集約(yue)節(jie)約(yue)高效要(yao)求,合(he)理(li)安排(pai)年度(du)(du)新增建(jian)設用(yong)地計(ji)劃(hua)指標,合(he)理(li)保障建(jian)設項(xiang)(xiang)目土地等(deng)(deng)資(zi)源供給,依法(fa)加快辦理(li)規劃(hua)選址、用(yong)地用(yong)林(lin)用(yong)草(cao)、環境影響評價(jia)、水土保持(chi)等(deng)(deng)報建(jian)手續(xu),為(wei)規劃(hua)項(xiang)(xiang)目實施(shi)提(ti)供政策和要(yao)素支(zhi)持(chi)。研究布局分區域的(de)地產砂(sha)石材料等(deng)(deng)礦產資(zi)源,加大開發(fa)力度(du)(du),滿足公路(lu)等(deng)(deng)基礎設施(shi)建(jian)管(guan)養(yang)需要(yao),降低工程造價(jia),帶動地方經濟發(fa)展。通過資(zi)金資(zi)產資(zi)源注(zhu)入、鼓勵發(fa)展衍生產業等(deng)(deng)方式,做大做強交通國(guo)有企業,提(ti)升投(tou)資(zi)公路(lu)建(jian)設能力。

(四)優化規(gui)(gui)(gui)劃(hua)(hua)(hua)實施(shi)管理。落實省、市(shi)(州)、縣(市(shi)、區)在干線(xian)公(gong)(gong)路(lu)(lu)建(jian)設(she)(she)、運(yun)營、養(yang)(yang)護、管理中的(de)(de)事權和職(zhi)責,提高養(yang)(yang)護質量和運(yun)營管理水平(ping)。扎實開展(zhan)(zhan)路(lu)(lu)線(xian)線(xian)位規(gui)(gui)(gui)劃(hua)(hua)(hua)、項(xiang)目(mu)(mu)前(qian)(qian)期(qi)工(gong)(gong)作,適時開展(zhan)(zhan)路(lu)(lu)線(xian)命(ming)名編號調(diao)整工(gong)(gong)作,本(ben)規(gui)(gui)(gui)劃(hua)(hua)(hua)路(lu)(lu)線(xian)上(shang)的(de)(de)項(xiang)目(mu)(mu)可能(neng)列(lie)(lie)入交通(tong)行(xing)(xing)業五年規(gui)(gui)(gui)劃(hua)(hua)(hua),強化部門協同和上(shang)下(xia)聯(lian)動,穩妥有序推進(jin)規(gui)(gui)(gui)劃(hua)(hua)(hua)實施(shi)。注重(zhong)鞏固建(jian)設(she)(she)成果,普通(tong)干線(xian)公(gong)(gong)路(lu)(lu)已建(jian)成二級(ji)及(ji)(ji)以(yi)上(shang)標準的(de)(de)要按(an)國省道列(lie)(lie)養(yang)(yang),三(san)級(ji)及(ji)(ji)以(yi)下(xia)標準的(de)(de)仍按(an)本(ben)規(gui)(gui)(gui)劃(hua)(hua)(hua)實施(shi)前(qian)(qian)行(xing)(xing)政等級(ji)列(lie)(lie)養(yang)(yang),保證路(lu)(lu)網安全(quan)暢通(tong)運(yun)行(xing)(xing)。加(jia)強規(gui)(gui)(gui)劃(hua)(hua)(hua)實施(shi)進(jin)展(zhan)(zhan)和成效監測分析,適時開展(zhan)(zhan)規(gui)(gui)(gui)劃(hua)(hua)(hua)評(ping)估(gu),規(gui)(gui)(gui)范做好規(gui)(gui)(gui)劃(hua)(hua)(hua)動態調(diao)整或修訂。
