近日(ri),重(zhong)慶(qing)九龍(long)坡區(qu)發布《重(zhong)慶(qing)市(shi)九龍(long)坡區(qu)氫(qing)能產業(ye)中(zhong)長期發展規劃(2023—2035)》。在已(yi)有氫(qing)能產業(ye)和成渝氫(qing)長廊的帶動之下,九龍(long)坡區(qu)分(fen)三個階(jie)段(duan)提出了節節向(xiang)上(shang)的氫(qing)目標。 (二)基礎條件 儲(chu)氫(qing)(qing)技術率(lv)先突(tu)破,傳(chuan)統基礎設(she)施充足。根據九(jiu)龍(long)坡(po)區(qu)加(jia)氫(qing)(qing)站(zhan)總體(ti)布局(ju)規劃,2021年已建成重(zhong)慶首座應用儲(chu)氫(qing)(qing)井技術的綜合能(neng)源(yuan)站(zhan),該(gai)儲(chu)氫(qing)(qing)技術國內領先,具有(you)安全系(xi)數高(gao)、占地面積小(xiao)等特(te)點,為儲(chu)氫(qing)(qing)安全技術應用推廣奠定基礎。九(jiu)龍(long)坡(po)區(qu)現(xian)有(you)加(jia)氣(qi)站(zhan)11座,LPG液化氣(qi)站(zhan)38座,加(jia)油站(zhan)83座,通過站(zhan)點布局(ju)優化,對現(xian)有(you)加(jia)油(氣(qi))站(zhan)配建、改建,可快速(su)形成綜合能(neng)源(yuan)站(zhan),服(fu)務燃(ran)料電池(chi)汽車規模化示范應用。 (三)存在問題 產(chan)(chan)業(ye)政(zheng)(zheng)策(ce)有待完善。氫(qing)氣(qi)在(zai)我(wo)國(guo)仍作(zuo)為危(wei)化(hua)品管理(li),氫(qing)能產(chan)(chan)業(ye)項目在(zai)審(shen)批(pi)、實施(shi)和運營(ying)等(deng)相關(guan)環(huan)節都存(cun)在(zai)機制障(zhang)礙,缺(que)(que)乏(fa)統籌管理(li)和配套(tao)政(zheng)(zheng)策(ce)措施(shi)。國(guo)家層面尚未明確加氫(qing)站(zhan)建(jian)(jian)設(she)審(shen)批(pi)及(ji)運營(ying)管理(li)等(deng)相關(guan)制度(du)(du),地方政(zheng)(zheng)府缺(que)(que)乏(fa)對于(yu)加氫(qing)站(zhan)建(jian)(jian)設(she)審(shen)批(pi)、經營(ying)許可和監督管理(li)等(deng)環(huan)節的明確流程和指導辦法,對于(yu)“油-氫(qing)-氣(qi)-電(dian)”綜合(he)站(zhan)、制氫(qing)加氫(qing)一體站(zhan)等(deng)也缺(que)(que)乏(fa)明確有效(xiao)的管理(li)機制,加氫(qing)站(zhan)建(jian)(jian)設(she)速(su)(su)度(du)(du)緩慢。此外,重慶市暫未納入國(guo)家燃料電(dian)池汽車示范城市群,氫(qing)能扶持(chi)力度(du)(du)不(bu)足,區內應聯合(he)重慶市、四川省(sheng)共同(tong)推動完善相關(guan)政(zheng)(zheng)策(ce)體系,保障(zhang)氫(qing)能產(chan)(chan)業(ye)快速(su)(su)發展。 (三)發展目標 依托區內整車企業(ye)、零部(bu)件(jian)企業(ye)、創新平臺與產業(ye)聯盟,通過(guo)技術創新推(tui)動氫能產業(ye)鏈建設(she),快速形成燃(ran)料(liao)電池(chi)產業(ye)集群,統籌加氫基礎設(she)施規劃(hua)和建設(she),有(you)序推(tui)進燃(ran)料(liao)電池(chi)汽車示范和商業(ye)化應用(yong)。 九龍坡區(qu)氫(qing)能產業(ye)中長期(qi)發展(zhan)分為三個階段:近期(qi)(2023—2027年)完成氫(qing)能產業(ye)優勢培育、中期(qi)(2027—2030年)達到氫(qing)能產業(ye)加速發展(zhan)、遠(yuan)期(qi)(2031—2035年)實現氫(qing)能產業(ye)規模(mo)引領。 近期目標(2023—2027年): 以氫(qing)能產(chan)業(ye)(ye)需求為牽引,建設(she)公(gong)共研(yan)發服務平臺氫(qing)能產(chan)業(ye)(ye)技術研(yan)究院,并以氫(qing)能產(chan)業(ye)(ye)技術研(yan)究院為基礎(chu)建設(she)新能源汽車(che)現代產(chan)業(ye)(ye)學院的人才培(pei)育基地,解決產(chan)業(ye)(ye)需求、人才、技術、設(she)備(bei)、金融和(he)合作機制的問題,實(shi)現人才聚集、技術創新、測試服務和(he)人才培(pei)育同步發展(zhan)。 通(tong)過“氫(qing)(qing)能(neng)全產(chan)業(ye)(ye)鏈創新(xin)(xin)創業(ye)(ye)平臺”、“氫(qing)(qing)能(neng)檢測服務平臺”、“氫(qing)(qing)燃(ran)料電池產(chan)業(ye)(ye)協同創新(xin)(xin)聯盟(meng)”、“重慶市氫(qing)(qing)能(neng)源產(chan)業(ye)(ye)創新(xin)(xin)聯盟(meng)”、“氫(qing)(qing)能(neng)產(chan)業(ye)(ye)技術(shu)研(yan)究院”和“新(xin)(xin)能(neng)源汽車現代(dai)產(chan)業(ye)(ye)學(xue)院”把九龍坡區培育成為全國(guo)重要的氫(qing)(qing)燃(ran)料電池發動機技術(shu)創新(xin)(xin)中(zhong)心。 以(yi)健(jian)全(quan)氫(qing)(qing)(qing)(qing)能(neng)全(quan)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)為(wei)目標,打造(zao)氫(qing)(qing)(qing)(qing)能(neng)源產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)態圈,助力(li)(li)九龍坡(po)(po)區(qu)氫(qing)(qing)(qing)(qing)能(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)。一是(shi)以(yi)氫(qing)(qing)(qing)(qing)燃(ran)(ran)料(liao)(liao)電池(chi)(chi)研(yan)發(fa)(fa)為(wei)核心(xin)。以(yi)博(bo)世氫(qing)(qing)(qing)(qing)動力(li)(li)系(xi)統(重(zhong)(zhong)慶(qing))有限(xian)(xian)公司和(he)重(zhong)(zhong)慶(qing)國(guo)(guo)鴻氫(qing)(qing)(qing)(qing)能(neng)科技(ji)有限(xian)(xian)公司為(wei)兩翼,吸引(yin)燃(ran)(ran)料(liao)(liao)電池(chi)(chi)關鍵(jian)核心(xin)部件、檢驗檢測、制(zhi)氫(qing)(qing)(qing)(qing)、加氫(qing)(qing)(qing)(qing)、儲(chu)運(yun)及下游應用的研(yan)發(fa)(fa)生(sheng)(sheng)產(chan)(chan)(chan)(chan)企(qi)業(ye)(ye)(ye)(ye)(ye)入駐,通過(guo)招商引(yin)資(zi)和(he)自(zi)身(shen)培育等(deng)(deng)方式,重(zhong)(zhong)點引(yin)育1~2家(jia)制(zhi)氫(qing)(qing)(qing)(qing)企(qi)業(ye)(ye)(ye)(ye)(ye),完善九龍坡(po)(po)地區(qu)的制(zhi)氫(qing)(qing)(qing)(qing)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)。通過(guo)招商引(yin)資(zi)和(he)自(zi)身(shen)培育等(deng)(deng)方式,發(fa)(fa)展(zhan)2~3家(jia)國(guo)(guo)家(jia)級的氫(qing)(qing)(qing)(qing)能(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)獨角獸企(qi)業(ye)(ye)(ye)(ye)(ye),將氫(qing)(qing)(qing)(qing)能(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)培育成(cheng)對全(quan)區(qu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)轉型升(sheng)級具(ju)有重(zhong)(zhong)大引(yin)領(ling)帶動作用的戰略性新興(xing)(xing)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)和(he)綠色振興(xing)(xing)先導(dao)性產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)。二是(shi)加快提高雙極(ji)板(ban)、質子(zi)交換膜、膜電極(ji)、電池(chi)(chi)電堆、碳紙、催化(hua)(hua)劑、空氣壓縮機、氫(qing)(qing)(qing)(qing)氣循環泵等(deng)(deng)燃(ran)(ran)料(liao)(liao)電池(chi)(chi)子(zi)系(xi)統的國(guo)(guo)產(chan)(chan)(chan)(chan)化(hua)(hua)水(shui)平和(he)規(gui)模(mo)化(hua)(hua)生(sheng)(sheng)產(chan)(chan)(chan)(chan)能(neng)力(li)(li)。發(fa)(fa)揮重(zhong)(zhong)慶(qing)在中西(xi)部地區(qu)的人力(li)(li)資(zi)源、區(qu)位和(he)政(zheng)策優勢,著重(zhong)(zhong)引(yin)進(jin)5~6家(jia)具(ju)有燃(ran)(ran)料(liao)(liao)電池(chi)(chi)子(zi)系(xi)統規(gui)模(mo)化(hua)(hua)生(sheng)(sheng)產(chan)(chan)(chan)(chan)的企(qi)業(ye)(ye)(ye)(ye)(ye),帶動行業(ye)(ye)(ye)(ye)(ye)規(gui)模(mo)化(hua)(hua)生(sheng)(sheng)產(chan)(chan)(chan)(chan)能(neng)力(li)(li)。三是(shi)創建氫(qing)(qing)(qing)(qing)能(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)孵(fu)化(hua)(hua)器(qi),通過(guo)政(zheng)策和(he)資(zi)金扶持(chi)涉氫(qing)(qing)(qing)(qing)中小微企(qi)業(ye)(ye)(ye)(ye)(ye),培育未來增(zeng)量空間(jian),爭取孵(fu)化(hua)(hua)出15~20家(jia)行業(ye)(ye)(ye)(ye)(ye)領(ling)軍(jun)企(qi)業(ye)(ye)(ye)(ye)(ye),增(zeng)強我區(qu)燃(ran)(ran)料(liao)(liao)電池(chi)(chi)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)競爭力(li)(li)。通過(guo)“補鏈(lian)”、“壯鏈(lian)”、“擴(kuo)鏈(lian)”等(deng)(deng)行動,把九龍坡(po)(po)區(qu)培育成(cheng)為(wei)全(quan)國(guo)(guo)重(zhong)(zhong)要的氫(qing)(qing)(qing)(qing)燃(ran)(ran)料(liao)(liao)電池(chi)(chi)研(yan)發(fa)(fa)制(zhi)造(zao)中心(xin)。 (3)氫能產業(ye)示(shi)范(fan)應用基地 重點(dian)把交通領域(yu)作為氫能主要的應用(yong)場(chang)景,不斷的培育(yu)成(cheng)熟,探索氫能在九龍坡區“兩區,多節點(dian)”應用(yong)。 “兩區”是指(zhi)是以黃磏港(gang)為主打(da)造(zao)(zao)氫(qing)燃(ran)料(liao)(liao)動力(li)港(gang)口(kou)物流(liu)試驗區;以公(gong)交(jiao)車(che)、市政車(che)為主打(da)造(zao)(zao)氫(qing)能(neng)綠色交(jiao)通(tong)(tong)線(xian)路,打(da)造(zao)(zao)氫(qing)能(neng)公(gong)共(gong)(gong)示(shi)(shi)范應(ying)用(yong)(yong)(yong)(yong)區。在港(gang)口(kou)物流(liu)試驗區內,重點推(tui)進燃(ran)料(liao)(liao)電(dian)池(chi)商(shang)用(yong)(yong)(yong)(yong)車(che)在這(zhe)些領(ling)(ling)域(yu)內的示(shi)(shi)范應(ying)用(yong)(yong)(yong)(yong),探索開展城(cheng)(cheng)際(ji)物流(liu)及物流(liu)燃(ran)料(liao)(liao)電(dian)池(chi)汽車(che)商(shang)業(ye)化應(ying)用(yong)(yong)(yong)(yong)。公(gong)共(gong)(gong)示(shi)(shi)范應(ying)用(yong)(yong)(yong)(yong)區內,構建覆蓋公(gong)交(jiao)客車(che)、通(tong)(tong)勤客車(che)等(deng)(deng)領(ling)(ling)域(yu)的綜合示(shi)(shi)范應(ying)用(yong)(yong)(yong)(yong)場景(jing),探索建設中運(yun)量公(gong)交(jiao)線(xian)路,在有(you)條件的區域(yu)開展氫(qing)燃(ran)料(liao)(liao)電(dian)池(chi)車(che)區域(yu)間(jian)及城(cheng)(cheng)際(ji)間(jian)示(shi)(shi)范應(ying)用(yong)(yong)(yong)(yong);鼓勵城(cheng)(cheng)市環衛的垃圾運(yun)輸車(che)、清掃車(che)、灑(sa)水車(che)等(deng)(deng)環保(bao)專用(yong)(yong)(yong)(yong)車(che)使(shi)用(yong)(yong)(yong)(yong)氫(qing)燃(ran)料(liao)(liao)電(dian)池(chi)車(che)。 “多節(jie)(jie)點”是(shi)指探(tan)索氫(qing)能(neng)多元化(hua)應(ying)用場景,開(kai)(kai)展示范(fan)應(ying)用。構建氫(qing)能(neng)社區綜合(he)能(neng)源示范(fan)建設(she),推動燃料電池智能(neng)化(hua)家用和公共建筑用燃料電池熱電聯(lian)供的示范(fan)應(ying)用。開(kai)(kai)拓燃料電池軌道交通、船(chuan)舶、發電、備用電源及無人機等領(ling)域示范(fan)運營,構建氫(qing)能(neng)應(ying)用多節(jie)(jie)點格(ge)局。 (4)籌建(jian)氫能研究院或(huo)現代產業學院 加強與重(zhong)慶理工(gong)大(da)(da)學(xue)、重(zhong)慶交(jiao)通大(da)(da)學(xue)等校地協同創(chuang)新,以(yi)國家大(da)(da)學(xue)科技園為支撐(cheng),建立氫(qing)(qing)能發展(zhan)基金,校地共建氫(qing)(qing)能研究院或現代產業學(xue)院,開(kai)展(zhan)氫(qing)(qing)能教育培(pei)訓,培(pei)養本土高端氫(qing)(qing)能人才,進行(xing)氫(qing)(qing)能技術攻(gong)關,解決氫(qing)(qing)能產業“卡(ka)脖子”問題,補(bu)強區內氫(qing)(qing)能企業發展(zhan)鏈(lian)條。 (5)建(jian)立健全氫燃料電池(chi)汽車(che)碳減(jian)排量(liang)核(he)算(suan)方法學(xue) 為貫徹落實(shi)(shi)國家應對(dui)氣候變化和(he)碳(tan)達(da)峰碳(tan)中和(he)重大戰略部署,加(jia)快建立健全重慶市降碳(tan)產品價值(zhi)實(shi)(shi)現機制,促進碳(tan)減(jian)排(pai)量價值(zhi)轉化,加(jia)快氫燃(ran)料電池汽車推(tui)廣應用(yong),助力交通運(yun)輸(shu)實(shi)(shi)現深度脫碳(tan)。 四、重點任務 (一)完善創新(xin)支撐載體 依托(tuo)一個核心“西(xi)部氫谷(gu)”建設“兩院(yuan)三平臺”創新支撐(cheng)體系(xi)(xi),打(da)造“產(chan)(chan)(chan)業(ye)智庫—科技研(yan)發—檢驗(yan)檢測—產(chan)(chan)(chan)業(ye)合作”創新生(sheng)態系(xi)(xi)統,加(jia)快推(tui)動以市場為導(dao)向、企業(ye)為主(zhu)體、產(chan)(chan)(chan)學研(yan)相結合的(de)氫能產(chan)(chan)(chan)業(ye)創新載體建設。 (二)加快完善產業鏈條 梳理氫(qing)能產(chan)(chan)業(ye)鏈企業(ye)及技術現狀,形(xing)成(cheng)氫(qing)能產(chan)(chan)業(ye)技術路線圖譜、產(chan)(chan)業(ye)鏈企業(ye)數據(ju)庫、招商(shang)(shang)清單、補缺(que)清單、替(ti)代清單、培育清單,聚焦產(chan)(chan)業(ye)缺(que)環和弱項,加大招商(shang)(shang)引(yin)育力度,進一步(bu)補短板、鍛長板,加快提升產(chan)(chan)業(ye)鏈本地化水平,逐步(bu)完善全區氫(qing)能產(chan)(chan)業(ye)鏈條。 (三)構筑(zhu)氫能供應網絡 1.確保(bao)氫(qing)(qing)源(yuan)穩定。利用本區(qu)天(tian)然氣(qi)(qi)資源(yuan)的(de)(de)(de)優勢,重點考慮引進(jin)和(he)扶(fu)持(chi)天(tian)然氣(qi)(qi)制(zhi)(zhi)氫(qing)(qing)技(ji)術打(da)造(zao)天(tian)然氣(qi)(qi)制(zhi)(zhi)氫(qing)(qing)體系(xi)。鼓勵(li)區(qu)內(nei)制(zhi)(zhi)氫(qing)(qing)企(qi)業(ye)(ye)重慶(qing)金宏(hong)海格氣(qi)(qi)體有限公司、重慶(qing)和(he)友堿胺實業(ye)(ye)有限公司加大副(fu)產(chan)氫(qing)(qing)提純(chun)技(ji)術改(gai)造(zao)力度(du),以減(jian)少碳排放量(liang)和(he)降低制(zhi)(zhi)氫(qing)(qing)成本。積(ji)極推動促進(jin)市級制(zhi)(zhi)氫(qing)(qing)加氫(qing)(qing)政策出臺。充分利用長(chang)壽、潼南、綦(qi)江等市內(nei)周(zhou)邊區(qu)縣氫(qing)(qing)氣(qi)(qi)資源(yuan)豐富的(de)(de)(de)優勢,加快與四川雅安、樂山、宜賓、瀘州等地富余水電制(zhi)(zhi)氫(qing)(qing)和(he)工業(ye)(ye)副(fu)產(chan)氫(qing)(qing)的(de)(de)(de)消納合作,打(da)造(zao)立足(zu)本地和(he)周(zhou)邊區(qu)縣協同成渝(yu)經濟圈的(de)(de)(de)氫(qing)(qing)能中長(chang)期(qi)供應體系(xi)。 2.完(wan)善儲(chu)運體系。重點培育本土重慶長安民生物流(liu)股份(fen)有(you)(you)(you)限公司、重慶渝鴻創能物聯科(ke)技(ji)有(you)(you)(you)限公司等(deng)(deng)頭部物流(liu)企業(ye)并加快引進相關氫(qing)(qing)儲(chu)運企業(ye),不斷完(wan)善35MPa車載儲(chu)氫(qing)(qing)技(ji)術(shu)(shu),重點攻關70MPa車載儲(chu)氫(qing)(qing)和加氫(qing)(qing)設(she)備(bei)等(deng)(deng)關鍵技(ji)術(shu)(shu)及設(she)備(bei),鼓(gu)勵(li)發展低溫液態(tai)(tai)儲(chu)氫(qing)(qing)、有(you)(you)(you)機液態(tai)(tai)儲(chu)氫(qing)(qing)及固(gu)態(tai)(tai)儲(chu)氫(qing)(qing)等(deng)(deng)關鍵技(ji)術(shu)(shu)。加快開(kai)展氫(qing)(qing)氣(qi)(qi)高(gao)壓長管(guan)拖車運輸(shu)技(ji)術(shu)(shu)研(yan)究(jiu)與示(shi)(shi)范,探(tan)索大(da)規(gui)模液氫(qing)(qing)運輸(shu)業(ye)務,打通域外氫(qing)(qing)能生產(chan)基地-九龍坡液氫(qing)(qing)運輸(shu)通道;中(zhong)遠期支持探(tan)索在(zai)氫(qing)(qing)能產(chan)業(ye)園等(deng)(deng)開(kai)展輸(shu)氫(qing)(qing)管(guan)道基礎設(she)施示(shi)(shi)范及全區輸(shu)氫(qing)(qing)干線(xian)管(guan)網建設(she),形成(cheng)“干線(xian)管(guan)道+支線(xian)拖車”,提高(gao)氫(qing)(qing)氣(qi)(qi)儲(chu)運效率(lv)。 3.統籌(chou)(chou)布(bu)(bu)(bu)局(ju)(ju)(ju)加氫(qing)(qing)設(she)施。圍繞氫(qing)(qing)能產業(ye)布(bu)(bu)(bu)局(ju)(ju)(ju)、氫(qing)(qing)源保(bao)障及(ji)終端推(tui)廣應(ying)(ying)(ying)用統籌(chou)(chou)推(tui)動加氫(qing)(qing)基(ji)礎(chu)設(she)施布(bu)(bu)(bu)局(ju)(ju)(ju)。優(you)先保(bao)障博(bo)世-慶(qing)鈴項目氫(qing)(qing)能供應(ying)(ying)(ying),重(zhong)點選擇在(zai)(zai)燃(ran)料電(dian)池物流車、公交示范(fan)線及(ji)工業(ye)園(yuan)區周(zhou)邊等布(bu)(bu)(bu)局(ju)(ju)(ju)加氫(qing)(qing)站。加強與市(shi)內各區縣及(ji)成都在(zai)(zai)加氫(qing)(qing)基(ji)礎(chu)設(she)施建(jian)設(she)方面統籌(chou)(chou)布(bu)(bu)(bu)局(ju)(ju)(ju)和一體(ti)化發(fa)展。探索多元(yuan)化建(jian)站模式,積極推(tui)動加油(氣(qi))站擴(kuo)建(jian)、改(gai)建(jian)、合(he)(he)建(jian)加氫(qing)(qing)站,加大中石(shi)化等企業(ye)在(zai)(zai)氫(qing)(qing)、電(dian)、油、氣(qi)綜(zong)合(he)(he)能源站建(jian)設(she)的(de)支持力度,在(zai)(zai)合(he)(he)規前提下,鼓(gu)勵(li)國鴻氫(qing)(qing)能建(jian)設(she)制氫(qing)(qing)加氫(qing)(qing)母站。整合(he)(he)社會(hui)資源,創新合(he)(he)作模式,積極吸引社會(hui)資本參(can)與投資建(jian)站,實(shi)現加氫(qing)(qing)站商業(ye)化運營。合(he)(he)理布(bu)(bu)(bu)局(ju)(ju)(ju)公交路線沿線、園(yuan)區、重(zhong)要交通樞紐(niu)、城際沿線以及(ji)港口航道(dao)等應(ying)(ying)(ying)用場景的(de)加氫(qing)(qing)站點,保(bao)障汽車及(ji)船舶等加氫(qing)(qing)需求。 (四)打造示范(fan)應用場景 1.推(tui)動西部氫(qing)谷示(shi)范項目(mu)落地(di)(di)。在九龍(long)坡區積極打造西部氫(qing)谷示(shi)范項目(mu),推(tui)動國家級氫(qing)能(neng)商用(yong)車生產基地(di)(di)、燃料電池(chi)研發制造基地(di)(di)、氫(qing)能(neng)產業示(shi)范應用(yong)基地(di)(di),氫(qing)能(neng)制取、儲運、裝備、應用(yong)4大(da)重點產業鏈條落地(di)(di)。 2.加快燃(ran)(ran)料(liao)電池汽摩(mo)市(shi)場應(ying)用(yong)。積(ji)極響應(ying)全市(shi)新(xin)能(neng)源汽車推廣(guang)應(ying)用(yong)激勵(li)措施,制定燃(ran)(ran)料(liao)電池公交車示(shi)范(fan)運營(ying)方案,擴(kuo)大燃(ran)(ran)料(liao)電池汽車物流運輸示(shi)范(fan)運營(ying)范(fan)圍(wei),為燃(ran)(ran)料(liao)電池物流車規模(mo)化推廣(guang)提供(gong)可行的商業化運營(ying)模(mo)式。 3.加(jia)大(da)燃料電(dian)池在(zai)儲能(neng)發電(dian)領(ling)域(yu)應(ying)(ying)用。開展氫能(neng)智慧能(neng)源(yuan)(yuan)建設,推動(dong)熱電(dian)聯供、固定(ding)式(shi)備用電(dian)源(yuan)(yuan)、便攜式(shi)電(dian)源(yuan)(yuan)、無人機、航天、氫-電(dian)綜合調峰電(dian)站(zhan)等領(ling)域(yu)的示(shi)范應(ying)(ying)用。 4.探(tan)索(suo)燃(ran)料(liao)電池軌(gui)交機車船(chuan)舶應用(yong)。加強與成都市在氫能及燃(ran)料(liao)電池領域協同,加快推(tui)動(dong)燃(ran)料(liao)電池在軌(gui)道交通(tong)領域的商業運營。依托本地綜合交通(tong)體系(xi)建設(she),緊抓成渝氫走(zou)廊、渝萬氫走(zou)廊、長江氫走(zou)廊建設(she)機遇,逐(zhu)步向長江中下游沿線城市推(tui)廣燃(ran)料(liao)電池船(chuan)舶動(dong)力系(xi)統的應用(yong)。 (五(wu))加強區(qu)域協同發展 加強(qiang)與(yu)長壽、潼南、綦江、兩江新區(qu)等市(shi)內(nei)區(qu)縣(xian)在氫氣供給(gei)合作,補足區(qu)內(nei)氫能上游(you)產(chan)業(ye),擴大市(shi)內(nei)氫能發展(zhan)“朋友圈”。緊(jin)抓“成渝、渝萬氫走(zou)廊、長江氫走(zou)廊”、成渝地區(qu)雙城經濟圈建設。融入成渝產(chan)業(ye)協同創新體系,聯合開(kai)展(zhan)關鍵(jian)核心技術(shu)攻關,共(gong)同構建區(qu)域創新共(gong)同體。 (六(liu))營造氫能社(she)會氛圍 加強氫(qing)能科(ke)普宣(xuan)傳(chuan),注重輿論引導,及(ji)時回應(ying)社(she)會關(guan)切問題,推動形成社(she)會共識(shi)。建立科(ke)普宣(xuan)傳(chuan)保障機制,制定科(ke)普宣(xuan)傳(chuan)計劃,組(zu)織編訂科(ke)普知(zhi)識(shi)宣(xuan)傳(chuan)資料,提高公眾(zhong)對氫(qing)能的(de)認知(zhi)度和(he)認同感。 五、保障措施 (一)機制保障 一(yi)是成立以區(qu)(qu)政(zheng)府主要領導(dao)為(wei)組(zu)長,區(qu)(qu)政(zheng)府相關(guan)分管(guan)領導(dao)為(wei)副組(zu)長,相關(guan)部門為(wei)成員的氫能(neng)產(chan)(chan)業(ye)(ye)發(fa)(fa)展領導(dao)小(xiao)組(zu),統(tong)籌協調全區(qu)(qu)氫能(neng)產(chan)(chan)業(ye)(ye)發(fa)(fa)展戰略編制(zhi)(zhi)和實施工(gong)作(zuo),研究制(zhi)(zhi)定氫能(neng)產(chan)(chan)業(ye)(ye)發(fa)(fa)展的重大(da)政(zheng)策(ce)措施。二(er)是成立氫能(neng)產(chan)(chan)業(ye)(ye)專門工(gong)作(zuo)機構——九龍坡區(qu)(qu)氫能(neng)產(chan)(chan)業(ye)(ye)發(fa)(fa)展管(guan)委會,推(tui)動區(qu)(qu)內氫能(neng)產(chan)(chan)業(ye)(ye)布局規(gui)劃、政(zheng)策(ce)制(zhi)(zhi)定、重大(da)項目建設、標準體(ti)(ti)系(xi)搭建、技(ji)術創新指導(dao)、應用推(tui)廣、招商引資等工(gong)作(zuo)。三是強化(hua)績(ji)效考核,依(yi)據(ju)規(gui)劃任(ren)務,明確(que)各部門職責,將氫能(neng)產(chan)(chan)業(ye)(ye)發(fa)(fa)展任(ren)務尤其是以氫燃料電池(chi)為(wei)核心的 “氫能(neng)科技(ji)園”“氫能(neng)產(chan)(chan)業(ye)(ye)園”“氫能(neng)會展宣傳基(ji)地”三位一(yi)體(ti)(ti)的“西部氫谷(gu)”的建設納(na)入領導(dao)績(ji)效考核,加強監督和管(guan)理,確(que)保(bao)規(gui)劃任(ren)務扎實推(tui)進(jin)。 (二)政策保障 年(nian)(nian))》、《促進(jin)綠色(se)消(xiao)費實施方案》、《能(neng)(neng)(neng)(neng)源碳達峰碳中(zhong)(zhong)和(he)標(biao)準(zhun)(zhun)化提(ti)升行(xing)動(dong)計劃》、《中(zhong)(zhong)華(hua)人民(min)共和(he)國(guo)國(guo)民(min)經(jing)濟和(he)社會發(fa)(fa)展(zhan)(zhan)第十四(si)個五(wu)年(nian)(nian)規劃和(he)2035年(nian)(nian)遠景目(mu)標(biao)綱要(yao)》、《關于開展(zhan)(zhan)燃(ran)(ran)(ran)(ran)料(liao)電池汽車(che)(che)示(shi)范(fan)應(ying)用(yong)的(de)(de)(de)通(tong)(tong)知》、《重(zhong)(zhong)慶(qing)(qing)市(shi)燃(ran)(ran)(ran)(ran)料(liao)電池汽車(che)(che)產(chan)(chan)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)指導(dao)意見(2020—2025年(nian)(nian))》、《重(zhong)(zhong)慶(qing)(qing)市(shi)氫(qing)能(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)(ye)(ye)規劃(2021—2025年(nian)(nian))》、《重(zhong)(zhong)慶(qing)(qing)市(shi)支持(chi)燃(ran)(ran)(ran)(ran)料(liao)電池汽車(che)(che)推廣(guang)應(ying)用(yong)政策(ce)措施(2021—2023年(nian)(nian))》、《重(zhong)(zhong)慶(qing)(qing)市(shi)人民(min)政府關于印發(fa)(fa)重(zhong)(zhong)慶(qing)(qing)市(shi)戰略性新興產(chan)(chan)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)“十四(si)五(wu)”規劃(2021—2025年(nian)(nian))的(de)(de)(de)通(tong)(tong)知》、《重(zhong)(zhong)慶(qing)(qing)市(shi)九龍坡區(qu)(qu)(qu)戰略性新興產(chan)(chan)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)“十四(si)五(wu)”規劃》等(deng)(deng)國(guo)家、市(shi)級(ji)以及(ji)區(qu)(qu)(qu)級(ji)產(chan)(chan)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)政策(ce),確保相關補貼(tie)、優(you)惠(hui)等(deng)(deng)鼓勵政策(ce)的(de)(de)(de)全面落(luo)實,全力爭取國(guo)家燃(ran)(ran)(ran)(ran)料(liao)電池汽車(che)(che)示(shi)范(fan)應(ying)用(yong)城市(shi)群項目(mu)及(ji)資(zi)金支持(chi)。二是(shi)研(yan)究制(zhi)(zhi)定區(qu)(qu)(qu)級(ji)氫(qing)能(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)(ye)(ye)扶持(chi)政策(ce),拓展(zhan)(zhan)氫(qing)能(neng)(neng)(neng)(neng)技術應(ying)用(yong)范(fan)圍,對技術先進(jin)的(de)(de)(de)優(you)質氫(qing)能(neng)(neng)(neng)(neng)企業(ye)(ye)(ye)(ye)按(an)“一(yi)事一(yi)議”原則給予(yu)科(ke)技、人才(cai)、土地、資(zi)金等(deng)(deng)要(yao)素支持(chi),對涉氫(qing)項目(mu)、研(yan)發(fa)(fa)檢(jian)測(ce)服務平臺以及(ji)加(jia)氫(qing)站等(deng)(deng)基礎設施建設納入審批“綠色(se)通(tong)(tong)道”。三是(shi)不(bu)斷(duan)完善氫(qing)能(neng)(neng)(neng)(neng)相關政策(ce)與(yu)標(biao)準(zhun)(zhun)規范(fan)體系,建立健全氫(qing)氣生產(chan)(chan)和(he)儲(chu)運(yun)、燃(ran)(ran)(ran)(ran)料(liao)電池汽車(che)(che)、加(jia)氫(qing)站的(de)(de)(de)建設運(yun)營管(guan)理辦法,打通(tong)(tong)體制(zhi)(zhi)壁壘,使氫(qing)能(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)有規可依。四(si)是(shi)加(jia)強監(jian)管(guan)核查(cha),依托(tuo)重(zhong)(zhong)慶(qing)(qing)燃(ran)(ran)(ran)(ran)料(liao)電池汽車(che)(che)綜合(he)運(yun)行(xing)監(jian)控平臺,建設區(qu)(qu)(qu)級(ji)數據監(jian)控管(guan)理平臺,對區(qu)(qu)(qu)內氫(qing)能(neng)(neng)(neng)(neng)全產(chan)(chan)業(ye)(ye)(ye)(ye)鏈(lian)的(de)(de)(de)運(yun)行(xing)情(qing)況進(jin)行(xing)監(jian)控,降低政策(ce)執行(xing)風險。 (三)資金保障 一是加大(da)財政(zheng)支持力度(du)。研究(jiu)組建(jian)區級氫(qing)(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)發展(zhan)基(ji)金(jin)(jin)(jin)(jin)(jin)(jin),通過(guo)政(zheng)府(fu)出資(zi)帶(dai)動(dong)龍(long)頭企(qi)業(ye)(ye)(ye)、金(jin)(jin)(jin)(jin)(jin)(jin)融(rong)、風(feng)投和產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)資(zi)本(ben)等(deng)社會(hui)資(zi)本(ben),分階段設立(li)規模適度(du)的氫(qing)(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)金(jin)(jin)(jin)(jin)(jin)(jin),支持氫(qing)(qing)(qing)(qing)能(neng)(neng)核(he)心關(guan)鍵技術(shu)創(chuang)新與轉化、氫(qing)(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)(chan)品(pin)推廣應(ying)用、產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)發展(zhan)支撐平臺建(jian)設、重(zhong)點企(qi)業(ye)(ye)(ye)成長(chang)扶持等(deng)。完善(shan)(shan)資(zi)金(jin)(jin)(jin)(jin)(jin)(jin)使(shi)用辦法,鼓勵(li)(li)采(cai)用種(zhong)子基(ji)金(jin)(jin)(jin)(jin)(jin)(jin)、股權(quan)、債(zhai)權(quan)投資(zi)等(deng)多(duo)種(zhong)融(rong)資(zi)形(xing)式,建(jian)立(li)完善(shan)(shan)的股權(quan)退出機制,確保基(ji)金(jin)(jin)(jin)(jin)(jin)(jin)滾(gun)動(dong)發展(zhan)。二是積(ji)極(ji)落實項目投資(zi)資(zi)金(jin)(jin)(jin)(jin)(jin)(jin)。充分發揮市區兩級財政(zheng)補貼資(zi)金(jin)(jin)(jin)(jin)(jin)(jin)在(zai)基(ji)礎設施(shi)建(jian)設、配套運(yun)營、技術(shu)攻關(guan)等(deng)方(fang)面的引導促(cu)進(jin)作用,鼓勵(li)(li)企(qi)業(ye)(ye)(ye)多(duo)渠道籌措(cuo)、落實項目投資(zi)資(zi)金(jin)(jin)(jin)(jin)(jin)(jin),鼓勵(li)(li)不同所有(you)制資(zi)本(ben)參與氫(qing)(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)項目投資(zi)。三是充分發揮金(jin)(jin)(jin)(jin)(jin)(jin)融(rong)促(cu)進(jin)作用。成立(li)氫(qing)(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)產(chan)(chan)(chan)(chan)融(rong)合(he)作貸款擔保風(feng)險(xian)補償資(zi)金(jin)(jin)(jin)(jin)(jin)(jin)池(chi),開(kai)展(zhan)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)化股權(quan)債(zhai)權(quan)資(zi)助扶持,引導金(jin)(jin)(jin)(jin)(jin)(jin)融(rong)機構(gou)加大(da)對氫(qing)(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)資(zi)金(jin)(jin)(jin)(jin)(jin)(jin)支持,支持創(chuang)新能(neng)(neng)源金(jin)(jin)(jin)(jin)(jin)(jin)融(rong)產(chan)(chan)(chan)(chan)品(pin)和服(fu)務,積(ji)極(ji)探索氫(qing)(qing)(qing)(qing)能(neng)(neng)源領(ling)域股權(quan)、債(zhai)權(quan)融(rong)資(zi)模式,加大(da)擔保力度(du),鼓勵(li)(li)風(feng)險(xian)投資(zi),按照風(feng)險(xian)可控原(yuan)則,以多(duo)種(zhong)方(fang)式參與氫(qing)(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)項目實施(shi)。
