為深入貫徹(che)習近平(ping)總書(shu)記重要指示精神,落實黨(dang)中(zhong)央、國務(wu)院決策部署(shu),按照《中(zhong)共中(zhong)央 國務(wu)院關于(yu)促(cu)進民(min)營經濟(ji)發展壯大的(de)意見》和《國家(jia)發展改革委關于(yu)進一步抓好(hao)抓實促(cu)進民(min)間投(tou)資工(gong)(gong)作(zuo)努力調動(dong)民(min)間投(tou)資積(ji)極性(xing)的(de)通知》(發改投(tou)資〔2023〕1004號)要求,進一步深化(hua)、實化(hua)、細(xi)化(hua)政策措施,持續增強民(min)間投(tou)資意愿和能力,努力調動(dong)民(min)間投(tou)資積(ji)極性(xing),推動(dong)民(min)間投(tou)資高質量發展,經自(zi)治區人民(min)政府同意,現就有關工(gong)(gong)作(zuo)通知如(ru)下(xia)。

一、明確工作目標,提振民間投資信心

二、聚焦重點領域,支持民間資本參與重大項目

(六)搭建統一的(de)向民間(jian)資(zi)(zi)本(ben)(ben)推(tui)介(jie)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)平(ping)(ping)臺(tai)。按照國家統一部署,依托廣西投(tou)資(zi)(zi)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)在線審批監(jian)管平(ping)(ping)臺(tai),建立統一的(de)向民間(jian)資(zi)(zi)本(ben)(ben)推(tui)介(jie)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)平(ping)(ping)臺(tai),發(fa)(fa)布(bu)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)推(tui)介(jie)、支(zhi)持政策等(deng)(deng)信息(xi),便于民間(jian)資(zi)(zi)本(ben)(ben)更(geng)便捷地(di)獲取相關項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)信息(xi),吸引更(geng)多(duo)民間(jian)資(zi)(zi)本(ben)(ben)參與國家重大工程和補短(duan)板項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)、重點產業鏈(lian)供應(ying)鏈(lian)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)、完(wan)全使用者付費的(de)特許經營項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)等(deng)(deng)建設。各市投(tou)資(zi)(zi)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)在線審批監(jian)管平(ping)(ping)臺(tai)要完(wan)善功(gong)能(neng)、強化服務,及時更(geng)新項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)清(qing)單,動態(tai)發(fa)(fa)布(bu)地(di)方政策、推(tui)介(jie)活(huo)動、項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)進展等(deng)(deng)信息(xi),為統一的(de)向民間(jian)資(zi)(zi)本(ben)(ben)推(tui)介(jie)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)平(ping)(ping)臺(tai)提供更(geng)好支(zhi)撐。(自(zi)治區(qu)發(fa)(fa)展改革委(wei),各市、縣人民政府牽頭(tou)負責)

(七)引導(dao)(dao)民(min)間投資(zi)(zi)科學合(he)理(li)決策。各(ge)級發展改革部門要采取多種方式向民(min)營(ying)企(qi)業(ye)(ye)宣傳(chuan)解讀《企(qi)業(ye)(ye)投資(zi)(zi)項目可行性(xing)研究報(bao)告編寫參考大綱(gang)(2023年版)》,引導(dao)(dao)民(min)營(ying)企(qi)業(ye)(ye)切實(shi)重(zhong)視可行性(xing)研究工作,不斷提(ti)高投資(zi)(zi)決策的科學性(xing)和(he)精(jing)準性(xing),實(shi)現(xian)長(chang)期健康可持(chi)續發展。鼓勵民(min)營(ying)企(qi)業(ye)(ye)聚焦(jiao)實(shi)業(ye)(ye)、做精(jing)主業(ye)(ye)、提(ti)升核心(xin)競(jing)爭力,避免(mian)片面(mian)追求熱點、盲目擴大投資(zi)(zi)、增加(jia)運營(ying)風險。引導(dao)(dao)民(min)營(ying)企(qi)業(ye)(ye)量(liang)力而行,自(zi)覺強(qiang)化信用管理(li),合(he)理(li)控制債(zhai)務(wu)融資(zi)(zi)規模(mo)和(he)比例,避免(mian)超出自(zi)身能力的高杠桿投資(zi)(zi),防(fang)止資(zi)(zi)金(jin)鏈斷裂等重(zhong)大風險。(自(zi)治區發展改革委,各(ge)市、縣人民(min)政(zheng)府牽頭負責)

三、健全保障機制,促進民間投資項目落地實施
