安陽市實施擴大內需戰略三年行動方案

(2023—2025年)

為深入貫徹落(luo)實《河南省實施擴大內(nei)需(xu)戰略(lve)三年行(xing)動(dong)(dong)方案(2023—2025年)》,更(geng)好發(fa)揮內(nei)需(xu)拉動(dong)(dong)作用,推動(dong)(dong)全市經濟發(fa)展(zhan)質量(liang)更(geng)高(gao)、效益更(geng)好、速度更(geng)快、更(geng)可持續,結合我市實際,制定本行(xing)動(dong)(dong)方案。

一、總體要求

(一)指(zhi)(zhi)導思想。以習近(jin)(jin)平新時代(dai)中(zhong)國(guo)特色社會主義思想為指(zhi)(zhi)導,全面貫徹黨的二(er)(er)十大精(jing)(jing)神(shen)和(he)(he)習近(jin)(jin)平總書記(ji)視察(cha)陜(shan)西延安、河南安陽重要講話精(jing)(jing)神(shen),落實市(shi)第十二(er)(er)次黨代(dai)會以及市(shi)委十二(er)(er)屆五次全會決策部署(shu),完整、準確、全面貫徹新發展(zhan)理念,緊抓(zhua)加(jia)(jia)快構建新發展(zhan)格局戰略(lve)機遇,積極服務和(he)(he)融入國(guo)內經濟大循環,把(ba)擴大內需戰略(lve)同深(shen)化供(gong)給側結構性改革有機結合起(qi)來,大力實施“十大戰略(lve)、百(bai)條舉(ju)措”,不斷強化投資(zi)、消費(fei)、出口(kou)、物(wu)流“四個(ge)拉(la)動(dong)”,以創新驅動(dong)、高(gao)質量供(gong)給引領和(he)(he)創造新需求,充分釋放和(he)(he)激(ji)發市(shi)場(chang)潛力,為扎實推進中(zhong)國(guo)式現代(dai)化建設安陽實踐、加(jia)(jia)快建設現代(dai)化區域中(zhong)心強市(shi)提(ti)供(gong)強勁動(dong)力和(he)(he)堅實支(zhi)撐。

(二)主(zhu)要目標。

——內(nei)需規模顯著擴大(da)。持續(xu)發揮有效投資(zi)的關鍵拉動作(zuo)用,投資(zi)質量和效益不(bu)斷(duan)提升,固定資(zi)產投資(zi)保(bao)持年(nian)均(jun)增(zeng)長10%以上。消(xiao)費的基礎性作(zuo)用顯著增(zeng)強,高品質消(xiao)費新場(chang)景(jing)、新業態、新模式(shi)不(bu)斷(duan)增(zeng)加,社(she)會消(xiao)費品零售總額(e)突破1100億元、年(nian)均(jun)增(zeng)長9%以上。

——內需潛能不(bu)斷釋放。城鄉區域發(fa)(fa)展(zhan)差(cha)距和(he)居(ju)民生活水平(ping)差(cha)距逐步(bu)縮小(xiao),累(lei)計城鎮新增就業20.7萬人(ren)以上,居(ju)民人(ren)均(jun)可支配(pei)收(shou)入增長(chang)(chang)和(he)經濟增長(chang)(chang)協(xie)調(diao)同步(bu),收(shou)入增速高于(yu)全省(sheng)平(ping)均(jun)水平(ping),基本公共服務均(jun)等化水平(ping)持續提升,多層次社會保障體系更加(jia)健全,社會事業加(jia)快(kuai)發(fa)(fa)展(zhan)。

——供給(gei)質(zhi)量顯著(zhu)提升。糧食產(chan)(chan)(chan)量保(bao)持(chi)在73.3億斤(jin)以(yi)上。制造業(ye)增(zeng)(zeng)加(jia)值(zhi)、服務(wu)業(ye)增(zeng)(zeng)加(jia)值(zhi)占地區(qu)生產(chan)(chan)(chan)總值(zhi)的比重(zhong)分別(bie)達到(dao)30%、50%,產(chan)(chan)(chan)業(ye)基礎高級化(hua)、產(chan)(chan)(chan)業(ye)鏈現代化(hua)水平(ping)明(ming)顯提高,戰略性(xing)新(xin)興(xing)產(chan)(chan)(chan)業(ye)增(zeng)(zeng)加(jia)值(zhi)占規模以(yi)上工業(ye)增(zeng)(zeng)加(jia)值(zhi)的比重(zhong)達到(dao)20%以(yi)上。

——市場(chang)體(ti)(ti)系更(geng)加完善(shan)。統一(yi)開(kai)放、競(jing)爭有(you)序、制度完備、治理完善(shan)的高(gao)標準(zhun)市場(chang)體(ti)(ti)系基(ji)本建成(cheng),要素(su)配置質量(liang)和效率明顯提升,現代流通體(ti)(ti)系更(geng)加便捷通暢,營(ying)商環境(jing)市場(chang)化、法治化、國際化水平顯著提高(gao),市場(chang)主(zhu)體(ti)(ti)保持平穩增長、質量(liang)提升。

二、全面促進消費,加快消費提質升級

堅持把恢(hui)復和擴(kuo)大(da)(da)(da)消(xiao)(xiao)費(fei)(fei)擺在優先位置,順應消(xiao)(xiao)費(fei)(fei)升(sheng)級趨勢,提升(sheng)傳統消(xiao)(xiao)費(fei)(fei),穩(wen)定大(da)(da)(da)宗(zong)消(xiao)(xiao)費(fei)(fei),培育新型消(xiao)(xiao)費(fei)(fei),擴(kuo)大(da)(da)(da)服務(wu)消(xiao)(xiao)費(fei)(fei),著力(li)滿(man)足(zu)廣大(da)(da)(da)人民群眾(zhong)個性化、多樣化、高品質(zhi)消(xiao)(xiao)費(fei)(fei)需求。

(一)持(chi)續提升(sheng)傳統(tong)消費。
