10月9日,交(jiao)(jiao)(jiao)通(tong)運輸部等九(jiu)部門(men)發布推進城市(shi)公共交(jiao)(jiao)(jiao)通(tong)健康可持續發展的若干意見(jian)。《意見(jian)》提出,完善峰谷分時電價政策,鼓勵各地通(tong)過多種形式對新能源城市(shi)公交(jiao)(jiao)(jiao)車輛充電給予(yu)政策支(zhi)持。 《意(yi)見》表示,各地(di)在(zai)(zai)保障(zhang)(zhang)新能源城(cheng)市(shi)公(gong)(gong)交車(che)輛夜(ye)間(jian)充(chong)電(dian)執(zhi)行低(di)谷(gu)電(dian)價(jia)(jia)的(de)基礎上,結合新能源城(cheng)市(shi)公(gong)(gong)交車(che)輛日間(jian)補電(dian)需求,可(ke)在(zai)(zai)日間(jian)設(she)置部分時(shi)段(duan)執(zhi)行低(di)谷(gu)電(dian)價(jia)(jia),以引導(dao)新能源城(cheng)市(shi)公(gong)(gong)交車(che)輛更多在(zai)(zai)低(di)谷(gu)時(shi)段(duan)充(chong)電(dian)。充(chong)分發(fa)揮省級層面對(dui)城(cheng)市(shi)交通發(fa)展(zhan)獎勵資(zi)金的(de)統籌作用,采用獎勵方式加強對(dui)轄區內城(cheng)市(shi)公(gong)(gong)共(gong)汽(qi)電(dian)車(che)行業(ye)轉型(xing)升級發(fa)展(zhan)、保障(zhang)(zhang)城(cheng)市(shi)公(gong)(gong)共(gong)汽(qi)電(dian)車(che)企(qi)業(ye)可(ke)持(chi)續運營、推廣(guang)應(ying)用新能源城(cheng)市(shi)公(gong)(gong)交車(che)輛等深化城(cheng)市(shi)公(gong)(gong)共(gong)交通優先發(fa)展(zhan)方面的(de)引導(dao)。 關于(yu)推進城市公(gong)共交通(tong)健(jian)康可(ke)持續(xu)發展的若干意見 為全面貫徹落實黨的二十(shi)大精神,加快建設交通強國,深入實施城市公(gong)共交通優先發展戰略(lve),加快推進城市公(gong)共交通健康可持續發展,現提出(chu)以下意見(jian)。 一、完善城市公共交通(tong)支持政策(ce) (一)落實(shi)(shi)(shi)(shi)運(yun)營補(bu)貼(tie)(tie)補(bu)償政(zheng)(zheng)策(ce)。各(ge)地(di)要(yao)(yao)綜合考慮城(cheng)(cheng)市規模、群眾(zhong)出(chu)行(xing)需求等(deng)因(yin)素,合理(li)確定城(cheng)(cheng)市公(gong)共(gong)(gong)(gong)汽電(dian)車線路(lu)(lu)首末班時(shi)間、發車間隔等(deng)服(fu)(fu)務(wu)(wu)(wu)標準。壓緊(jin)壓實(shi)(shi)(shi)(shi)城(cheng)(cheng)市公(gong)共(gong)(gong)(gong)交通的(de)(de)(de)(de)地(di)方(fang)主體責任,落實(shi)(shi)(shi)(shi)好(hao)城(cheng)(cheng)市公(gong)共(gong)(gong)(gong)交通作(zuo)為市縣級財政(zheng)(zheng)事(shi)權的(de)(de)(de)(de)支出(chu)責任。突出(chu)城(cheng)(cheng)市公(gong)共(gong)(gong)(gong)汽電(dian)車的(de)(de)(de)(de)基本公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)(wu)(wu)屬性(xing),各(ge)地(di)要(yao)(yao)在確定服(fu)(fu)務(wu)(wu)(wu)標準并開展(zhan)服(fu)(fu)務(wu)(wu)(wu)質量(liang)評價的(de)(de)(de)(de)基礎上,在不新(xin)增地(di)方(fang)政(zheng)(zheng)府隱(yin)性(xing)債務(wu)(wu)(wu)的(de)(de)(de)(de)前提(ti)下,因(yin)地(di)制宜建立(li)并實(shi)(shi)(shi)(shi)施城(cheng)(cheng)市公(gong)共(gong)(gong)(gong)汽電(dian)車企業運(yun)營成本核算和補(bu)貼(tie)(tie)補(bu)償制度,平(ping)等(deng)對(dui)待不同所有(you)制運(yun)營主體,及時(shi)撥付相(xiang)關資金(jin)(jin),鼓(gu)勵先行(xing)預撥部分資金(jin)(jin)。對(dui)于因(yin)執(zhi)行(xing)低票價、減免票、經(jing)營冷(leng)僻(pi)線路(lu)(lu)、保(bao)障重大(da)活動(dong)、搶險救(jiu)災(zai)及其他指令性(xing)任務(wu)(wu)(wu)等(deng)形成的(de)(de)(de)(de)政(zheng)(zheng)策(ce)性(xing)虧損,地(di)方(fang)財政(zheng)(zheng)及時(shi)給予(yu)(yu)適當補(bu)貼(tie)(tie)補(bu)償。各(ge)地(di)要(yao)(yao)在落實(shi)(shi)(shi)(shi)法定乘(cheng)車優惠政(zheng)(zheng)策(ce)的(de)(de)(de)(de)基礎上,堅(jian)持(chi)量(liang)力而(er)行(xing),合理(li)確定城(cheng)(cheng)市公(gong)共(gong)(gong)(gong)交通乘(cheng)車優惠群體范(fan)圍。鼓(gu)勵有(you)條件的(de)(de)(de)(de)地(di)方(fang)對(dui)老年(nian)人按年(nian)齡給予(yu)(yu)綜合津貼(tie)(tie)的(de)(de)(de)(de)方(fang)式替代老年(nian)人優惠乘(cheng)車政(zheng)(zheng)策(ce)。 (二)完善(shan)價(jia)(jia)格(ge)機制。各地要合理界(jie)定(ding)(ding)城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共交通(tong)價(jia)(jia)格(ge)補(bu)償(chang)和財政補(bu)償(chang)范圍,綜合考慮城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共交通(tong)運營(ying)成(cheng)本、公(gong)(gong)眾承受能力、財政補(bu)貼等因素,制定(ding)(ding)城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共交通(tong)價(jia)(jia)格(ge)并建立動態調整機制。對城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共交通(tong)現有價(jia)(jia)格(ge)水平開展(zhan)評(ping)估并及時優化(hua)調整。對城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共交通(tong)價(jia)(jia)格(ge)動態調整機制進行(xing)(xing)聽證(zheng)的(de),要依法依規履行(xing)(xing)相(xiang)關(guan)程序。對定(ding)(ding)制公(gong)(gong)交等線(xian)路(lu)實行(xing)(xing)政府指導價(jia)(jia)或市(shi)(shi)(shi)場(chang)調節價(jia)(jia)。對遠郊等長距離(li)城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共汽(qi)電(dian)車運營(ying)線(xian)路(lu),可探索(suo)采用按里(li)程計價(jia)(jia)方式。 (三)加強(qiang)政策支(zhi)持(chi)。完善峰谷(gu)(gu)分時電(dian)(dian)價(jia)政策,鼓(gu)勵各(ge)地(di)(di)通(tong)過(guo)多種(zhong)形式對(dui)新能(neng)源(yuan)(yuan)城(cheng)(cheng)市(shi)(shi)公(gong)交(jiao)(jiao)車(che)輛(liang)(liang)充(chong)電(dian)(dian)給(gei)予政策支(zhi)持(chi)。各(ge)地(di)(di)在保(bao)障新能(neng)源(yuan)(yuan)城(cheng)(cheng)市(shi)(shi)公(gong)交(jiao)(jiao)車(che)輛(liang)(liang)夜間充(chong)電(dian)(dian)執行低(di)(di)谷(gu)(gu)電(dian)(dian)價(jia)的基礎(chu)上,結合(he)新能(neng)源(yuan)(yuan)城(cheng)(cheng)市(shi)(shi)公(gong)交(jiao)(jiao)車(che)輛(liang)(liang)日(ri)間補(bu)電(dian)(dian)需(xu)求,可(ke)在日(ri)間設置部分時段執行低(di)(di)谷(gu)(gu)電(dian)(dian)價(jia),以引(yin)導(dao)(dao)新能(neng)源(yuan)(yuan)城(cheng)(cheng)市(shi)(shi)公(gong)交(jiao)(jiao)車(che)輛(liang)(liang)更多在低(di)(di)谷(gu)(gu)時段充(chong)電(dian)(dian)。充(chong)分發揮省級層面(mian)對(dui)城(cheng)(cheng)市(shi)(shi)交(jiao)(jiao)通(tong)發展(zhan)獎勵資金(jin)的統(tong)籌(chou)作用(yong),采(cai)用(yong)獎勵方(fang)(fang)式加強(qiang)對(dui)轄區內城(cheng)(cheng)市(shi)(shi)公(gong)共(gong)汽電(dian)(dian)車(che)行業轉型升(sheng)級發展(zhan)、保(bao)障城(cheng)(cheng)市(shi)(shi)公(gong)共(gong)汽電(dian)(dian)車(che)企業可(ke)持(chi)續運(yun)(yun)營(ying)、推(tui)廣應用(yong)新能(neng)源(yuan)(yuan)城(cheng)(cheng)市(shi)(shi)公(gong)交(jiao)(jiao)車(che)輛(liang)(liang)等(deng)深(shen)化(hua)城(cheng)(cheng)市(shi)(shi)公(gong)共(gong)交(jiao)(jiao)通(tong)優先發展(zhan)方(fang)(fang)面(mian)的引(yin)導(dao)(dao)。用(yong)好農村(cun)客(ke)運(yun)(yun)補(bu)貼資金(jin)政策,統(tong)籌(chou)用(yong)于(yu)保(bao)障農村(cun)客(ke)運(yun)(yun)(含服務(wu)農村(cun)地(di)(di)區的公(gong)共(gong)汽電(dian)(dian)車(che))線(xian)路車(che)輛(liang)(liang)正常(chang)運(yun)(yun)營(ying)。利(li)用(yong)地(di)(di)方(fang)(fang)政府專項債券(quan)等(deng)工具,支(zhi)持(chi)符(fu)合(he)條(tiao)件的公(gong)共(gong)汽電(dian)(dian)車(che)場站(zhan)充(chong)換電(dian)(dian)基礎(chu)設施(shi)建設。支(zhi)持(chi)符(fu)合(he)條(tiao)件的公(gong)交(jiao)(jiao)票款收益權資產證券(quan)化(hua),拓寬企業融資渠道。鼓(gu)勵金(jin)融機構在依(yi)法合(he)規、風(feng)險可(ke)控的前提下,以市(shi)(shi)場化(hua)為導(dao)(dao)向改進授信評價(jia)機制,為城(cheng)(cheng)市(shi)(shi)公(gong)共(gong)交(jiao)(jiao)通(tong)企業提供融資服務(wu),嚴禁違規新增地(di)(di)方(fang)(fang)政府隱性債務(wu)。 (四)保(bao)障公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)優先通(tong)(tong)(tong)行。積極(ji)推進在城(cheng)市公(gong)(gong)(gong)共汽電車(che)運(yun)營線路(lu)和班次較為(wei)集中的道(dao)(dao)路(lu)設(she)置公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao),實現(xian)公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao)連(lian)續成(cheng)網,推廣公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)信號優先。修訂完善公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao)相關技(ji)術(shu)標準(zhun)。優化公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao)管(guan)理(li)(li),科學設(she)定專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)時(shi)段(duan),在保(bao)障公(gong)(gong)(gong)共汽電車(che)運(yun)行速度的前提下,可(ke)以允(yun)許單位班車(che)、專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)校車(che)、大型營運(yun)客(ke)車(che)等大運(yun)力載客(ke)車(che)輛(liang)使用(yong)(yong)(yong)(yong)公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao),提高道(dao)(dao)路(lu)資源利(li)用(yong)(yong)(yong)(yong)率。動態評(ping)估公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao)使用(yong)(yong)(yong)(yong)情況,根據公(gong)(gong)(gong)共交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)線網、道(dao)(dao)路(lu)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)流量變化情況合理(li)(li)調整(zheng)。強化公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao)使用(yong)(yong)(yong)(yong)監管(guan),完善沿線交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)技(ji)術(shu)監控設(she)備,鼓勵在公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)車(che)輛(liang)配備交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)違法(fa)取證記錄系統,嚴查違法(fa)占用(yong)(yong)(yong)(yong)公(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)(yong)道(dao)(dao)行為(wei)。 (五)合理引導(dao)公眾(zhong)出(chu)(chu)(chu)(chu)行(xing)(xing)。組織(zhi)開展綠(lv)色出(chu)(chu)(chu)(chu)行(xing)(xing)宣傳(chuan)月和公交出(chu)(chu)(chu)(chu)行(xing)(xing)宣傳(chuan)周(zhou)等主(zhu)題活(huo)動,營造優(you)選公交、綠(lv)色出(chu)(chu)(chu)(chu)行(xing)(xing)的(de)良好(hao)氛圍。鼓(gu)勵各地(di)(di)結合交通(tong)運行(xing)(xing)狀況研(yan)究出(chu)(chu)(chu)(chu)臺不同區(qu)域通(tong)行(xing)(xing)管理、停車(che)(che)管理等政策(ce)(ce),制定分區(qu)域、分路段、分時段、分車(che)(che)型的(de)差異化停車(che)(che)收費政策(ce)(ce),對城(cheng)市(shi)核心區(qu)、擁堵(du)區(qu)域的(de)出(chu)(chu)(chu)(chu)行(xing)(xing)停車(che)(che)服務,可實(shi)行(xing)(xing)較(jiao)高收費標準,降低小汽車(che)(che)在相關區(qu)域的(de)使(shi)用強度。在城(cheng)市(shi)外圍周(zhou)邊軌道交通(tong)等站點(dian)配(pei)套建設駐車(che)(che)換(huan)乘(cheng)(P+R)停車(che)(che)場,并對駐車(che)(che)換(huan)乘(cheng)實(shi)施(shi)停車(che)(che)優(you)惠(hui),引導(dao)換(huan)乘(cheng)公共(gong)交通(tong)進入城(cheng)市(shi)中(zhong)心區(qu)域。鼓(gu)勵各地(di)(di)建立綠(lv)色出(chu)(chu)(chu)(chu)行(xing)(xing)獎(jiang)勵和錯峰(feng)出(chu)(chu)(chu)(chu)行(xing)(xing)制度。 二(er)、夯實城市公共交通發(fa)展基礎 (六(liu))加強規(gui)(gui)劃(hua)(hua)(hua)引領和(he)用(yong)地(di)(di)(di)保障。科學制定(ding)城(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)(tong)專(zhuan)項規(gui)(gui)劃(hua)(hua)(hua),確保城(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)(tong)網絡(luo)布局(ju)與(yu)國(guo)(guo)土(tu)空(kong)間(jian)(jian)總體(ti)規(gui)(gui)劃(hua)(hua)(hua)所確定(ding)的空(kong)間(jian)(jian)布局(ju)優(you)化安(an)排相一致;涉(she)及空(kong)間(jian)(jian)利(li)用(yong)的相關內容(rong)統籌落實(shi)到國(guo)(guo)土(tu)空(kong)間(jian)(jian)規(gui)(gui)劃(hua)(hua)(hua)“一張圖”實(shi)施管控。依據國(guo)(guo)土(tu)空(kong)間(jian)(jian)總體(ti)規(gui)(gui)劃(hua)(hua)(hua),在國(guo)(guo)土(tu)空(kong)間(jian)(jian)詳(xiang)細規(gui)(gui)劃(hua)(hua)(hua)中(zhong)統籌落實(shi)城(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)(tong)場站用(yong)地(di)(di)(di)需求,提(ti)高節約集約水平。在國(guo)(guo)土(tu)空(kong)間(jian)(jian)規(gui)(gui)劃(hua)(hua)(hua)體(ti)檢評(ping)(ping)估(gu)中(zhong)開(kai)展城(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)(tong)專(zhuan)項評(ping)(ping)估(gu),為規(gui)(gui)劃(hua)(hua)(hua)編制管理提(ti)供依據。國(guo)(guo)土(tu)空(kong)間(jian)(jian)詳(xiang)細規(gui)(gui)劃(hua)(hua)(hua)確定(ding)的城(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)(tong)場站和(he)駐車換(huan)乘(P+R)停車場用(yong)地(di)(di)(di)優(you)先(xian)納入土(tu)地(di)(di)(di)利(li)用(yong)年(nian)度計(ji)劃(hua)(hua)(hua)。 (七)改善設(she)(she)施(shi)條件(jian)。鼓勵有(you)條件(jian)的(de)地方采取直接投資(zi)、資(zi)本金注入、投資(zi)補助、貸款貼息等方式(shi),支持城(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)交通(tong)場站(zhan)建設(she)(she)與改造、車(che)(che)輛購置(zhi)。嚴格(ge)落實城(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)汽電(dian)車(che)(che)場站(zhan)配置(zhi)標準,在大型居(ju)住區、商業區等附(fu)近(jin)設(she)(she)置(zhi)公(gong)(gong)共(gong)汽電(dian)車(che)(che)首(shou)末(mo)站(zhan)或樞紐站(zhan)。支持在城(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)汽電(dian)車(che)(che)企(qi)業自有(you)、租賃場站(zhan)建設(she)(she)完(wan)善新能源城(cheng)市(shi)(shi)(shi)公(gong)(gong)交車(che)(che)輛充(chong)電(dian)設(she)(she)施(shi),保障用電(dian)接入條件(jian),有(you)效滿足車(che)(che)輛充(chong)電(dian)需求(qiu)。靈活(huo)設(she)(she)置(zhi)微循環(huan)公(gong)(gong)交、定制公(gong)(gong)交等停靠(kao)站(zhan)點(dian)(dian),提高港(gang)灣(wan)式(shi)公(gong)(gong)交站(zhan)點(dian)(dian)設(she)(she)置(zhi)比例(li)。加(jia)強北斗衛星導航系統的(de)推廣應用。因(yin)地制宜(yi)(yi)推進適宜(yi)(yi)區域合理布局光伏發電(dian)設(she)(she)施(shi)。推動各地因(yin)地制宜(yi)(yi)、分類實施(shi)城(cheng)市(shi)(shi)(shi)軌道交通(tong)既有(you)線網優(you)化提升行(xing)動。 (八(ba))促進公(gong)交(jiao)(jiao)(jiao)服(fu)(fu)(fu)務(wu)(wu)(wu)提(ti)質增(zeng)效(xiao)。持(chi)(chi)(chi)續(xu)優化城(cheng)市(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)線網,促進城(cheng)市(shi)(shi)公(gong)共(gong)汽(qi)電車(che)與(yu)城(cheng)市(shi)(shi)軌道交(jiao)(jiao)(jiao)通(tong)在線網、站點及運(yun)營(ying)層面(mian)的銜接融(rong)合,通(tong)過大數據應用提(ti)升城(cheng)市(shi)(shi)公(gong)共(gong)汽(qi)電車(che)運(yun)營(ying)效(xiao)率。鼓勵(li)發(fa)展(zhan)微循環公(gong)交(jiao)(jiao)(jiao)服(fu)(fu)(fu)務(wu)(wu)(wu),根(gen)據客流需求(qiu)應用小型(xing)化公(gong)交(jiao)(jiao)(jiao)車(che)輛。支持(chi)(chi)(chi)城(cheng)市(shi)(shi)公(gong)共(gong)汽(qi)電車(che)企業(ye)充(chong)分利用運(yun)力資源,開(kai)通(tong)通(tong)勤、通(tong)學、就醫等(deng)(deng)定制公(gong)交(jiao)(jiao)(jiao)線路。優化定制公(gong)交(jiao)(jiao)(jiao)管理流程(cheng),提(ti)高辦理效(xiao)率。支持(chi)(chi)(chi)發(fa)展(zhan)“公(gong)交(jiao)(jiao)(jiao)+旅游(you)”服(fu)(fu)(fu)務(wu)(wu)(wu)模(mo)式,適(shi)度加密主要客運(yun)樞紐至城(cheng)市(shi)(shi)景(jing)區景(jing)點的公(gong)交(jiao)(jiao)(jiao)線路,支持(chi)(chi)(chi)城(cheng)市(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)樞紐場站拓展(zhan)旅游(you)服(fu)(fu)(fu)務(wu)(wu)(wu)功能(neng)。支持(chi)(chi)(chi)城(cheng)市(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)企業(ye)拓展(zhan)站臺(tai)、車(che)身、車(che)廂內等(deng)(deng)廣告業(ye)務(wu)(wu)(wu),在保障安(an)全(quan)運(yun)營(ying)的前提(ti)下,面(mian)向(xiang)社會開(kai)放加氣、加油(you)、充(chong)電、維修(xiu)等(deng)(deng)服(fu)(fu)(fu)務(wu)(wu)(wu)。鼓勵(li)城(cheng)市(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)企業(ye)持(chi)(chi)(chi)續(xu)提(ti)升適(shi)老化、無(wu)障礙出行服(fu)(fu)(fu)務(wu)(wu)(wu)。壓實企業(ye)安(an)全(quan)生產主體責(ze)任,保障城(cheng)市(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)運(yun)營(ying)安(an)全(quan)。 三、加快落實城市(shi)公共(gong)交通用地綜合開發政策 (九)積極推動新增用(yong)地(di)(di)(di)(di)(di)綜合開發(fa)(fa)。在符合國土空(kong)間(jian)詳細(xi)規(gui)劃、不(bu)改變用(yong)地(di)(di)(di)(di)(di)性質、優先保(bao)障場站交(jiao)通服(fu)務基本功能(neng)的(de)前提下,允許新增城(cheng)(cheng)市(shi)(shi)公共(gong)汽(qi)電車樞紐場站配套一定比(bi)例的(de)附屬商業(ye)等(deng)面積。利(li)用(yong)城(cheng)(cheng)市(shi)(shi)公共(gong)交(jiao)通用(yong)地(di)(di)(di)(di)(di)進行地(di)(di)(di)(di)(di)上地(di)(di)(di)(di)(di)下空(kong)間(jian)綜合開發(fa)(fa)的(de),應根據設施(shi)功能(neng)分層設定建(jian)設用(yong)地(di)(di)(di)(di)(di)使用(yong)權。實施(shi)城(cheng)(cheng)市(shi)(shi)公共(gong)交(jiao)通場站綜合開發(fa)(fa)的(de),應依據國土空(kong)間(jian)詳細(xi)規(gui)劃,將相(xiang)關設施(shi)規(gui)劃建(jian)設需求納入土地(di)(di)(di)(di)(di)供應條件(jian)。 (十)因地制宜實施既有(you)用地綜合開發。支(zhi)持(chi)現有(you)的(de)城(cheng)市公共汽電車(che)樞紐站(zhan)(zhan)(zhan)、首末站(zhan)(zhan)(zhan)、停保場(chang)和城(cheng)市軌(gui)道交通(tong)車(che)站(zhan)(zhan)(zhan)、車(che)輛(liang)基(ji)地等,在不改變用地性質、優先保障(zhang)場(chang)站(zhan)(zhan)(zhan)交通(tong)服(fu)(fu)務(wu)(wu)基(ji)本(ben)功能(neng)(neng)的(de)前提下,利(li)用場(chang)站(zhan)(zhan)(zhan)內部分(fen)閑置設(she)施開展(zhan)社會化商業服(fu)(fu)務(wu)(wu)。鼓勵(li)有(you)條件的(de)存量(liang)城(cheng)市公共交通(tong)場(chang)站(zhan)(zhan)(zhan)實施地上地下空間綜合開發,根(gen)據設(she)施功能(neng)(neng)分(fen)層設(she)定(ding)建設(she)用地使用權。符合國土(tu)空間詳細規劃的(de),在保障(zhang)城(cheng)市公共交通(tong)服(fu)(fu)務(wu)(wu)基(ji)本(ben)功能(neng)(neng)的(de)前提下,允許(xu)適當提高容積率(lv)。 (十一)建(jian)立用地(di)綜合開發(fa)(fa)收益反哺(bu)機制。對城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)通用地(di)實施綜合開發(fa)(fa),城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)通企業單獨開發(fa)(fa)的(de),相關收益用于城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)通企業的(de)可(ke)持續發(fa)(fa)展(zhan);城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)通企業與(yu)其他開發(fa)(fa)主體(ti)共(gong)同(tong)實施綜合開發(fa)(fa),或(huo)其他開發(fa)(fa)主體(ti)單獨實施綜合開發(fa)(fa)的(de),相關收益反哺(bu)城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)通可(ke)持續發(fa)(fa)展(zhan)。 四、加(jia)強從業人員權益(yi)保障(zhang) (十(shi)二)保(bao)(bao)障從業人員工(gong)(gong)資(zi)(zi)(zi)待遇。督促城市(shi)公共(gong)(gong)交通企業按(an)時足額發放工(gong)(gong)資(zi)(zi)(zi)、繳納社會保(bao)(bao)險,引導企業建立城市(shi)公共(gong)(gong)交通從業人員工(gong)(gong)資(zi)(zi)(zi)收入(ru)正常增長機制,按(an)不低于當(dang)地(di)在(zai)崗(gang)職工(gong)(gong)平均工(gong)(gong)資(zi)(zi)(zi)確定駕駛員工(gong)(gong)資(zi)(zi)(zi)收入(ru)水平。鼓勵(li)各地(di)因地(di)制宜(yi)將(jiang)城市(shi)公共(gong)(gong)汽電車駕駛員列入(ru)緊(jin)缺職業(工(gong)(gong)種(zhong))目錄,對符合條件(jian)的高技能(neng)人才給(gei)予崗(gang)位津貼。 (十三)關(guan)心(xin)(xin)(xin)關(guan)愛(ai)(ai)從業(ye)人(ren)(ren)員(yuan)(yuan)。指導城市(shi)公共交通(tong)企業(ye)不斷改善從業(ye)人(ren)(ren)員(yuan)(yuan)生(sheng)產(chan)環境,推進職(zhi)工(gong)休(xiu)息(xi)室、愛(ai)(ai)心(xin)(xin)(xin)驛站等建(jian)設,妥善解(jie)決駕駛員(yuan)(yuan)就(jiu)餐、休(xiu)息(xi)等實際問題(ti)。加強從業(ye)人(ren)(ren)員(yuan)(yuan)勞動(dong)(dong)保護,定期對從業(ye)人(ren)(ren)員(yuan)(yuan)開(kai)展(zhan)體檢(jian)和(he)(he)心(xin)(xin)(xin)理(li)健(jian)康(kang)輔導,關(guan)心(xin)(xin)(xin)關(guan)愛(ai)(ai)城市(shi)公共汽電車駕駛員(yuan)(yuan)身心(xin)(xin)(xin)健(jian)康(kang),合理(li)安排作(zuo)息(xi)時(shi)(shi)間,防(fang)止(zhi)疲勞駕駛,對身體狀況難以適(shi)應駕駛崗位的(de),及(ji)(ji)時(shi)(shi)調整到適(shi)合崗位。廣泛開(kai)展(zhan)送溫暖活(huo)動(dong)(dong),及(ji)(ji)時(shi)(shi)足額為符(fu)合條件的(de)失業(ye)人(ren)(ren)員(yuan)(yuan)發放失業(ye)保險待遇,加大(da)(da)對困難從業(ye)人(ren)(ren)員(yuan)(yuan)的(de)幫扶力度(du)。組織開(kai)展(zhan)“最(zui)美公交司機”“最(zui)美地鐵人(ren)(ren)”推選宣傳活(huo)動(dong)(dong),大(da)(da)力弘揚勞模精(jing)神(shen)、勞動(dong)(dong)精(jing)神(shen)和(he)(he)工(gong)匠精(jing)神(shen),提升(sheng)從業(ye)人(ren)(ren)員(yuan)(yuan)職(zhi)業(ye)自豪(hao)感和(he)(he)歸屬感,營造尊重(zhong)關(guan)愛(ai)(ai)從業(ye)人(ren)(ren)員(yuan)(yuan)的(de)良好氛圍。 五、加強組織實施保障 (十四)建立績(ji)效評價制度。加強(qiang)對城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通運行的動態監測(ce),依據乘客滿意度、城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通機動化出行分擔率、早晚高峰時段城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)汽電(dian)車平(ping)(ping)均運行速度、城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)汽電(dian)車進場率、城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通正點率、城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通企業(ye)職工(gong)工(gong)資收入(ru)水平(ping)(ping)等建立城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通發展績(ji)效評價制度,推動落(luo)實(shi)城(cheng)市(shi)(shi)(shi)人民政(zheng)府發展城(cheng)市(shi)(shi)(shi)公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通的主體責任(ren)。
