5月(yue)26日,景德鎮市人民(min)政府(fu)關(guan)于印發景德鎮市“十四五”節(jie)能減排綜合工(gong)作實施(shi)方案的通(tong)知(zhi),通(tong)知(zhi)指出,推(tui)進(jin)農(nong)村能源消(xiao)費升級,加快(kuai)風(feng)能、太(tai)陽能、生(sheng)(sheng)物質能等可(ke)再生(sheng)(sheng)能源在農業生(sheng)(sheng)產(chan)和農村(cun)生(sheng)(sheng)活中的應(ying)用。 為深入貫(guan)徹落實(shi)黨中(zhong)央、國(guo)務院和省委(wei)、省政府決策部署(shu),大力推(tui)動節能(neng)減排,深入打(da)好(hao)污染防治攻堅戰,加快建立健全綠色低碳循環(huan)發(fa)展經濟(ji)體(ti)系,推(tui)進全市(shi)經濟(ji)社會(hui)全面綠色轉型(xing),助力實(shi)現碳達峰、碳中(zhong)和目標,根(gen)據(ju)《江(jiang)西(xi)省人(ren)民政府關于(yu)印(yin)發(fa)江(jiang)西(xi)省“十(shi)四五(wu)”節能(neng)減排綜合工作方案的通(tong)知》(贛(gan)府字〔2022〕31號)要求,結合我(wo)市(shi)實(shi)際,制定(ding)本方案。 一、總體要求 以(yi)習(xi)近平(ping)新時代中國特色(se)社會(hui)主義思(si)想為指導,深入踐行習(xi)近平(ping)生(sheng)態文明思(si)想,認真(zhen)落實習(xi)近平(ping)總書記視察江西重(zhong)要講(jiang)話精神,準(zhun)確把握新發展(zhan)階(jie)段、深入貫徹新發展(zhan)理念、加快構(gou)(gou)建新發展(zhan)格局,以(yi)改善生(sheng)態環(huan)(huan)境質量(liang)為核(he)心(xin),堅(jian)持(chi)精準(zhun)治(zhi)污(wu)(wu)、科學治(zhi)污(wu)(wu)、依法治(zhi)污(wu)(wu),突出產業(ye)結(jie)構(gou)(gou)、能(neng)源結(jie)構(gou)(gou)、交通運輸結(jie)構(gou)(gou)調整,推進源頭防控;聚焦園區、城鎮、農村三類重(zhong)點區域,強化協同減排(pai);補齊揮(hui)發性有機物綜(zong)合整治(zhi)短(duan)板,實施(shi)一批重(zhong)點減排(pai)工(gong)程,形成(cheng)有效(xiao)減排(pai)能(neng)力,為促進生(sheng)態環(huan)(huan)境質量(liang)持(chi)續(xu)改善、建設好現(xian)代化國際瓷都提供有力支撐。 二、主要目標 到(dao)2025年,全市(shi)重點縣(市(shi)、區)和行業能源利用(yong)效(xiao)率顯著(zhu)提高,全市(shi)單(dan)位(wei)地區生產(chan)總(zong)值能耗比2020年下降15.5%,力爭達(da)到(dao)16%。單(dan)位(wei)地區生產(chan)總(zong)值二氧化碳(tan)排(pai)放(fang)確保(bao)完成(cheng)省下達(da)指標(biao),氮氧化物、揮(hui)發(fa)性有(you)機物、化學需氧量(liang)、氨氮重點工程(cheng)減(jian)排(pai)量(liang)分別完成(cheng)省下達(da)的695噸、470噸、3372噸、233噸目標(biao)。節能減(jian)排(pai)政策制(zhi)(zhi)(zhi)度日(ri)趨完善,重點行業能源利用(yong)效(xiao)率和主(zhu)要污染物排(pai)放(fang)控制(zhi)(zhi)(zhi)水平基本達(da)到(dao)省內(nei)先(xian)進水平,綠色、低碳(tan)、循(xun)環發(fa)展的經(jing)濟(ji)機制(zhi)(zhi)(zhi)初(chu)步形成(cheng),經(jing)濟(ji)社會發(fa)展綠色全面轉型取得新突(tu)破。 三、實施節能減排重點工程 (一)重點(dian)(dian)行業(ye)(ye)(ye)(ye)綠(lv)色(se)(se)(se)(se)升(sheng)(sheng)級(ji)工(gong)(gong)(gong)(gong)程。實(shi)施新一輪技術改(gai)(gai)造優(you)化升(sheng)(sheng)級(ji)行動(dong),加快推進(jin)陶瓷、精細化工(gong)(gong)(gong)(gong)、生物醫(yi)藥(yao)等(deng)(deng)重點(dian)(dian)行業(ye)(ye)(ye)(ye)節能(neng)(neng)(neng)改(gai)(gai)造和污染物深度治理。嚴格(ge)落實(shi)產(chan)(chan)能(neng)(neng)(neng)減量置(zhi)換(huan)政(zheng)策。加大節能(neng)(neng)(neng)技術裝備產(chan)(chan)品推廣力(li)度,培育(yu)一批工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)重點(dian)(dian)用(yong)能(neng)(neng)(neng)行業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)效(xiao)領跑者(zhe),打造一批綠(lv)色(se)(se)(se)(se)工(gong)(gong)(gong)(gong)廠、綠(lv)色(se)(se)(se)(se)園(yuan)區、綠(lv)色(se)(se)(se)(se)產(chan)(chan)品,推動(dong)重點(dian)(dian)行業(ye)(ye)(ye)(ye)綠(lv)色(se)(se)(se)(se)化發展。加強(qiang)行業(ye)(ye)(ye)(ye)工(gong)(gong)(gong)(gong)藝(yi)革新,實(shi)施涂裝類(lei)(lei)、化工(gong)(gong)(gong)(gong)類(lei)(lei)等(deng)(deng)產(chan)(chan)業(ye)(ye)(ye)(ye)集群(qun)分(fen)類(lei)(lei)治理,開展重點(dian)(dian)行業(ye)(ye)(ye)(ye)清(qing)潔生產(chan)(chan)和工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)廢水(shui)資源(yuan)化利用(yong)改(gai)(gai)造。推進(jin)新型基礎設施能(neng)(neng)(neng)效(xiao)提(ti)升(sheng)(sheng),加快綠(lv)色(se)(se)(se)(se)數據中心(xin)建設。“十(shi)四五”時期,規模以上工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)單位增加值能(neng)(neng)(neng)耗下(xia)降13%,萬元工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)增加值用(yong)水(shui)量下(xia)降18%。到2025年,重點(dian)(dian)行業(ye)(ye)(ye)(ye)產(chan)(chan)能(neng)(neng)(neng)和數據中心(xin)達到能(neng)(neng)(neng)效(xiao)標桿水(shui)平的比例超過30%。〔市(shi)工(gong)(gong)(gong)(gong)信局、市(shi)發改(gai)(gai)委(wei)、市(shi)生態環境局、市(shi)市(shi)場監管局、市(shi)商務局、市(shi)水(shui)利局等(deng)(deng)按職(zhi)責分(fen)工(gong)(gong)(gong)(gong)負責,各縣(市(shi)、區)政(zheng)府負責落實(shi)。以下(xia)均需各縣(市(shi)、區)政(zheng)府落實(shi),不再(zai)列出〕 (二)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)節(jie)能(neng)(neng)(neng)環(huan)保提(ti)升工(gong)(gong)程(cheng)。開展(zhan)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)綠色低碳循(xun)環(huan)發(fa)展(zhan)綜合診(zhen)斷(duan),在綠色產(chan)業(ye)(ye)集(ji)(ji)聚、能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)利用、清(qing)潔生產(chan)等方面查(cha)找薄弱環(huan)節(jie),系統挖掘園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)綠色發(fa)展(zhan)潛(qian)力(li)。推(tui)(tui)(tui)動園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)能(neng)(neng)(neng)源(yuan)(yuan)系統整體優(you)化,鼓勵優(you)先利用可再生能(neng)(neng)(neng)源(yuan)(yuan)。以(yi)工(gong)(gong)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)為(wei)重點(dian),推(tui)(tui)(tui)進供熱、供電(dian)、污水(shui)處理、中(zhong)水(shui)回用等公共(gong)基礎(chu)設施(shi)共(gong)建共(gong)享,提(ti)高能(neng)(neng)(neng)源(yuan)(yuan)、水(shui)、土地(di)等資源(yuan)(yuan)利用效率。推(tui)(tui)(tui)進工(gong)(gong)業(ye)(ye)固體廢(fei)(fei)物綜合利用,提(ti)升危險廢(fei)(fei)物集(ji)(ji)中(zhong)處置能(neng)(neng)(neng)力(li)。推(tui)(tui)(tui)動揮發(fa)性有機物、電(dian)鍍廢(fei)(fei)水(shui)及特征污染物集(ji)(ji)中(zhong)治(zhi)理等“綠島”項(xiang)目建設。開展(zhan)工(gong)(gong)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)和產(chan)業(ye)(ye)集(ji)(ji)群排查(cha),重點(dian)排查(cha)以(yi)化工(gong)(gong)、制(zhi)藥(yao)、農藥(yao)、電(dian)子(zi)等行業(ye)(ye)為(wei)主導的(de)(de)涉揮發(fa)性有機物工(gong)(gong)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu),以(yi)陶瓷(ci)、精細(xi)化工(gong)(gong)、生物醫(yi)藥(yao)等行業(ye)(ye)為(wei)主導的(de)(de)產(chan)業(ye)(ye)集(ji)(ji)群,建立(li)管理臺賬(zhang),分類(lei)推(tui)(tui)(tui)動產(chan)業(ye)(ye)集(ji)(ji)群治(zhi)理改造(zao)。加強工(gong)(gong)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)污水(shui)處理,推(tui)(tui)(tui)動工(gong)(gong)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)污水(shui)集(ji)(ji)中(zhong)處理,實現工(gong)(gong)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)治(zhi)污設施(shi)全(quan)覆蓋。到2025年,符合條件的(de)(de)市(shi)級以(yi)上重點(dian)產(chan)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)全(quan)部實施(shi)循(xun)環(huan)化改造(zao),園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)節(jie)能(neng)(neng)(neng)環(huan)保水(shui)平(ping)顯著(zhu)提(ti)升。〔市(shi)發(fa)改委、市(shi)工(gong)(gong)信局(ju)(ju)、市(shi)生態環(huan)境局(ju)(ju)、市(shi)商務局(ju)(ju)等按職(zhi)責分工(gong)(gong)負(fu)責〕 (三)城(cheng)鎮(zhen)綠(lv)(lv)(lv)色(se)(se)(se)節能(neng)改(gai)造(zao)(zao)工(gong)程。倡(chang)導綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)規(gui)(gui)劃(hua)設計理(li)念,推(tui)廣(guang)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)建(jian)(jian)(jian)(jian)(jian)(jian)材和(he)綠(lv)(lv)(lv)色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)方(fang)式(shi),強(qiang)化綠(lv)(lv)(lv)色(se)(se)(se)施(shi)工(gong)管理(li),探索推(tui)動(dong)(dong)低(di)碳(tan)城(cheng)市(shi)(shi)(shi)(shi)、韌性(xing)城(cheng)市(shi)(shi)(shi)(shi)、海綿城(cheng)市(shi)(shi)(shi)(shi)、“無(wu)廢城(cheng)市(shi)(shi)(shi)(shi)”建(jian)(jian)(jian)(jian)(jian)(jian)設。全(quan)面提高建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)節能(neng)標(biao)準,鼓勵低(di)碳(tan)和(he)近零能(neng)耗(hao)(hao)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)技術應(ying)(ying)用(yong),加快推(tui)進被(bei)動(dong)(dong)式(shi)超(chao)低(di)能(neng)耗(hao)(hao)、近零能(neng)耗(hao)(hao)、低(di)碳(tan)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)發展建(jian)(jian)(jian)(jian)(jian)(jian)設近零能(neng)耗(hao)(hao)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)、零能(neng)耗(hao)(hao)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)、零碳(tan)小屋(wu)等示范項目。將(jiang)既有居住建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)綠(lv)(lv)(lv)色(se)(se)(se)改(gai)造(zao)(zao)與老舊小區(qu)改(gai)造(zao)(zao)有機結合,推(tui)動(dong)(dong)公共(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)能(neng)效(xiao)提升(sheng)改(gai)造(zao)(zao),推(tui)廣(guang)光伏發電與建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)一體化應(ying)(ying)用(yong)。落實(shi)國家(jia)綠(lv)(lv)(lv)色(se)(se)(se)高效(xiao)制冷行動(dong)(dong)要求,提升(sheng)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)中(zhong)央空調、數據中(zhong)心(xin)、商(shang)務(wu)產(chan)業園區(qu)、冷鏈物流等領域制冷系統能(neng)效(xiao)水(shui)平(ping)。實(shi)施(shi)公共(gong)(gong)供水(shui)管網漏(lou)損治理(li)工(gong)程。到2025年,城(cheng)鎮(zhen)新建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)100%執(zhi)行綠(lv)(lv)(lv)色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)標(biao)準,綠(lv)(lv)(lv)色(se)(se)(se)高效(xiao)制冷產(chan)品市(shi)(shi)(shi)(shi)場占有率大幅提升(sheng),力爭城(cheng)市(shi)(shi)(shi)(shi)公共(gong)(gong)供水(shui)管網漏(lou)損率控制在(zai)9%以內。〔市(shi)(shi)(shi)(shi)住建(jian)(jian)(jian)(jian)(jian)(jian)局(ju)(ju)、市(shi)(shi)(shi)(shi)城(cheng)管局(ju)(ju)、市(shi)(shi)(shi)(shi)生(sheng)態環(huan)境局(ju)(ju)、市(shi)(shi)(shi)(shi)發改(gai)委、市(shi)(shi)(shi)(shi)自然資源和(he)規(gui)(gui)劃(hua)局(ju)(ju)、市(shi)(shi)(shi)(shi)交通局(ju)(ju)、市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場監(jian)管局(ju)(ju)、市(shi)(shi)(shi)(shi)工(gong)信局(ju)(ju)、市(shi)(shi)(shi)(shi)機關事務(wu)管理(li)中(zhong)心(xin)等按(an)職責分工(gong)負責〕
