二、主要目標 ——“十四五”期間,有利于(yu)綠色低碳發展的資(zi)源環境價格政策進一步完善(shan),推動資(zi)源利用效率提(ti)升和(he)生態(tai)環境改善(shan)取(qu)得積極進展。 ——“十(shi)五五”期(qi)間,有(you)利于綠(lv)色低碳發(fa)展(zhan)的資(zi)源(yuan)環(huan)境價格(ge)政策體系基(ji)本健全,形(xing)成(cheng)(cheng)有(you)效(xiao)激勵約束價格(ge)機制,推動(dong)生產生活方式綠(lv)色轉型、資(zi)源(yuan)科學配置和節約高(gao)效(xiao)利用取得顯著(zhu)成(cheng)(cheng)效(xiao),助力實現2030年(nian)前碳達峰目標。 三、深化能源價格改革,推動能源結構綠色低碳轉型 (一)改(gai)革完(wan)善煤電價(jia)格(ge)市(shi)場(chang)化形成機制。持續抓好煤炭價(jia)格(ge)調控監管政(zheng)策落實,預防(fang)和糾正(zheng)市(shi)場(chang)失(shi)靈,引導(dao)動力煤價(jia)格(ge)在合理(li)區間(jian)運行。根(gen)據煤炭生產成本和形勢變化,適時對(dui)省內電煤出礦(kuang)環(huan)節交易價(jia)格(ge)合理(li)區間(jian)進行評估完(wan)善,促進能(neng)源安全穩(wen)定供應。 (二)健全(quan)適應新(xin)型電(dian)(dian)(dian)(dian)力(li)(li)系統(tong)的(de)(de)電(dian)(dian)(dian)(dian)價(jia)(jia)機制(zhi)(zhi)。完善(shan)峰谷分時(shi)電(dian)(dian)(dian)(dian)價(jia)(jia)政策(ce),強化(hua)分時(shi)電(dian)(dian)(dian)(dian)價(jia)(jia)機制(zhi)(zhi)執(zhi)行,更好引導用(yong)(yong)戶錯峰用(yong)(yong)電(dian)(dian)(dian)(dian)、削峰填(tian)谷。按照國家(jia)(jia)統(tong)一部署,建(jian)立健全(quan)有利(li)于新(xin)能源、儲能發(fa)展的(de)(de)價(jia)(jia)格機制(zhi)(zhi),提高(gao)系統(tong)靈(ling)活(huo)調節能力(li)(li)。落實(shi)(shi)水(shui)(shui)力(li)(li)、光伏、風力(li)(li)、垃圾(ji)焚(fen)燒、農林生(sheng)物質等(deng)(deng)(deng)可再生(sheng)能源發(fa)電(dian)(dian)(dian)(dian)上(shang)網(wang)(wang)電(dian)(dian)(dian)(dian)價(jia)(jia)政策(ce)。合理(li)確定(ding)抽水(shui)(shui)蓄能電(dian)(dian)(dian)(dian)站建(jian)設規模(mo),有序落實(shi)(shi)抽水(shui)(shui)蓄能電(dian)(dian)(dian)(dian)站容(rong)(rong)量(liang)(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)機制(zhi)(zhi)。結合電(dian)(dian)(dian)(dian)力(li)(li)系統(tong)運行實(shi)(shi)際(ji),落實(shi)(shi)支持靈(ling)活(huo)性煤電(dian)(dian)(dian)(dian)機組(zu)、水(shui)(shui)電(dian)(dian)(dian)(dian)、新(xin)型儲能等(deng)(deng)(deng)調節性電(dian)(dian)(dian)(dian)源運行的(de)(de)價(jia)(jia)格補償機制(zhi)(zhi),建(jian)立市場化(hua)的(de)(de)發(fa)電(dian)(dian)(dian)(dian)容(rong)(rong)量(liang)(liang)成(cheng)本回收機制(zhi)(zhi)。支持新(xin)能源項目與用(yong)(yong)戶開展直(zhi)接交(jiao)(jiao)易(yi)(yi),鼓勵簽(qian)訂長期(qi)購售電(dian)(dian)(dian)(dian)協議,電(dian)(dian)(dian)(dian)網(wang)(wang)企業應采取(qu)有效措施確保協議執(zhi)行。對國家(jia)(jia)已(yi)有明(ming)確價(jia)(jia)格政策(ce)的(de)(de)新(xin)能源項目,電(dian)(dian)(dian)(dian)網(wang)(wang)企業嚴格落實(shi)(shi)全(quan)額(e)保障性收購政策(ce),全(quan)生(sheng)命周期(qi)合理(li)小時(shi)數外電(dian)(dian)(dian)(dian)量(liang)(liang)可參與電(dian)(dian)(dian)(dian)力(li)(li)市場交(jiao)(jiao)易(yi)(yi)。積極(ji)配(pei)合國家(jia)(jia)完善(shan)跨省跨區、省級電(dian)(dian)(dian)(dian)網(wang)(wang)、增量(liang)(liang)配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang)輸配(pei)價(jia)(jia)格形(xing)成(cheng)機制(zhi)(zhi),加(jia)快優化(hua)輸配(pei)電(dian)(dian)(dian)(dian)價(jia)(jia)結構。開展綠色電(dian)(dian)(dian)(dian)力(li)(li)交(jiao)(jiao)易(yi)(yi),推動綠色電(dian)(dian)(dian)(dian)力(li)(li)在交(jiao)(jiao)易(yi)(yi)組(zu)織、電(dian)(dian)(dian)(dian)網(wang)(wang)調度、價(jia)(jia)格形(xing)成(cheng)機制(zhi)(zhi)等(deng)(deng)(deng)方面體現優先地位。 (三)持續深化電(dian)(dian)(dian)力價格市場(chang)化改革。有序推動工商業用戶全(quan)部進(jin)入電(dian)(dian)(dian)力市場(chang),確保(bao)居民(min)、農(nong)業用電(dian)(dian)(dian)價格穩(wen)定。評估完善(shan)電(dian)(dian)(dian)網企業代理購電(dian)(dian)(dian)機制,促進(jin)代理購電(dian)(dian)(dian)公平、公開。 (四)縱深(shen)(shen)推進(jin)天然(ran)(ran)(ran)氣(qi)產(chan)供儲(chu)銷價(jia)(jia)(jia)格(ge)改(gai)革(ge)。深(shen)(shen)化(hua)天然(ran)(ran)(ran)氣(qi)全(quan)產(chan)業鏈價(jia)(jia)(jia)格(ge)改(gai)革(ge),推動形(xing)成有(you)序競爭、高效保供的(de)市(shi)(shi)場(chang)(chang)體系(xi)。健全(quan)完善促進(jin)輸氣(qi)管(guan)網(wang)加(jia)快建設、公平(ping)開放(fang)和集約輸送的(de)管(guan)道(dao)運輸價(jia)(jia)(jia)格(ge)機(ji)(ji)制,探(tan)索按最優路徑收取管(guan)輸費。創新以標準(zhun)成本為基礎,有(you)利于加(jia)快推進(jin)燃(ran)氣(qi)管(guan)道(dao)設施更新改(gai)造、激勵(li)燃(ran)氣(qi)企業降本增效和主動公平(ping)開放(fang)管(guan)網(wang)的(de)配(pei)氣(qi)價(jia)(jia)(jia)格(ge)機(ji)(ji)制。持(chi)續強(qiang)化(hua)輸配(pei)環(huan)節價(jia)(jia)(jia)格(ge)監管(guan),厘(li)清供氣(qi)環(huan)節,最大(da)限度壓減供氣(qi)層(ceng)級(ji)。完善天然(ran)(ran)(ran)氣(qi)上下游價(jia)(jia)(jia)格(ge)聯動機(ji)(ji)制,建立(li)健全(quan)燃(ran)氣(qi)企業氣(qi)源采購成本信息公開制度和激勵(li)約束機(ji)(ji)制。探(tan)索推進(jin)非(fei)居民(min)用氣(qi)價(jia)(jia)(jia)格(ge)市(shi)(shi)場(chang)(chang)化(hua)改(gai)革(ge)。落實好頁巖氣(qi)、煤層(ceng)氣(qi)、生物天然(ran)(ran)(ran)氣(qi)等非(fei)常(chang)(chang)規(gui)天然(ran)(ran)(ran)氣(qi)市(shi)(shi)場(chang)(chang)定價(jia)(jia)(jia)機(ji)(ji)制,支持(chi)非(fei)常(chang)(chang)規(gui)天然(ran)(ran)(ran)氣(qi)并入城鎮燃(ran)氣(qi)管(guan)網(wang),鼓勵(li)非(fei)常(chang)(chang)規(gui)天然(ran)(ran)(ran)氣(qi)企業與用戶進(jin)行市(shi)(shi)場(chang)(chang)化(hua)交(jiao)易。研(yan)究培育非(fei)常(chang)(chang)規(gui)天然(ran)(ran)(ran)氣(qi)網(wang)上交(jiao)易,探(tan)索推進(jin)公平(ping)規(gui)范(fan)的(de)現貨(huo)市(shi)(shi)場(chang)(chang)交(jiao)易,促進(jin)形(xing)成公允合理(li)的(de)基準(zhun)交(jiao)易價(jia)(jia)(jia)格(ge)。建立(li)健全(quan)政(zheng)府購買天然(ran)(ran)(ran)氣(qi)儲(chu)氣(qi)調峰和應急服務價(jia)(jia)(jia)格(ge)機(ji)(ji)制。 四、完善工業用能價格政策,推動工業綠色低碳轉型 (五)實(shi)(shi)施統(tong)一的(de)高(gao)耗能(neng)(neng)企業(ye)階(jie)梯電(dian)(dian)(dian)價(jia)(jia)制(zhi)度(du)。按照國家統(tong)一部署,整(zheng)合差(cha)別(bie)電(dian)(dian)(dian)價(jia)(jia)、階(jie)梯電(dian)(dian)(dian)價(jia)(jia)、懲罰性電(dian)(dian)(dian)價(jia)(jia)等差(cha)別(bie)化電(dian)(dian)(dian)價(jia)(jia)政策,建(jian)立統(tong)一的(de)高(gao)耗能(neng)(neng)行(xing)(xing)(xing)業(ye)階(jie)梯電(dian)(dian)(dian)價(jia)(jia)制(zhi)度(du),推動(dong)提升(sheng)行(xing)(xing)(xing)業(ye)整(zheng)體能(neng)(neng)效水平(ping)(ping)。對能(neng)(neng)效達(da)到(dao)基準水平(ping)(ping)的(de)存(cun)量企業(ye)和能(neng)(neng)效達(da)到(dao)標桿水平(ping)(ping)的(de)在建(jian)、擬建(jian)企業(ye)用(yong)電(dian)(dian)(dian)不加(jia)價(jia)(jia),未達(da)到(dao)的(de)根據能(neng)(neng)效水平(ping)(ping)差(cha)距(ju)實(shi)(shi)行(xing)(xing)(xing)階(jie)梯電(dian)(dian)(dian)價(jia)(jia),加(jia)價(jia)(jia)電(dian)(dian)(dian)費專(zhuan)項用(yong)于支持(chi)企業(ye)節能(neng)(neng)減污降碳技術改造。嚴禁對高(gao)耗能(neng)(neng)、高(gao)排(pai)放、資源型行(xing)(xing)(xing)業(ye)實(shi)(shi)施電(dian)(dian)(dian)價(jia)(jia)優惠。 (六)完善促進(jin)工(gong)業(ye)綠色能源消(xiao)費價格(ge)政策。支持(chi)產業(ye)園區和工(gong)業(ye)企業(ye)在(zai)自有場所(suo)開(kai)發(fa)(fa)利用(yong)清(qing)潔(jie)低碳(tan)能源,對余熱余壓余氣等(deng)綜(zong)合利用(yong)發(fa)(fa)電減免(mian)交叉補(bu)貼(tie)和系(xi)統備(bei)用(yong)費。落實支持(chi)自發(fa)(fa)自用(yong)分布式(shi)清(qing)潔(jie)能源發(fa)(fa)電的(de)價格(ge)政策。 五、系統推進水資源價格改革,推動水務行業綠色低碳轉型 (七)有序推進水(shui)(shui)資(zi)源(yuan)費改(gai)稅(shui)改(gai)革。根據(ju)國家部署,適時(shi)推進水(shui)(shui)資(zi)源(yuan)費改(gai)稅(shui)改(gai)革,探索建立合(he)(he)理(li)(li)的水(shui)(shui)資(zi)源(yuan)稅(shui)制度體系,科學設置差別化(hua)稅(shui)率,按照鼓勵使(shi)用再生水(shui)(shui)、合(he)(he)理(li)(li)使(shi)用地表水(shui)(shui)、抑(yi)制使(shi)用地下水(shui)(shui)的原則分檔設定稅(shui)額標準,有效抑(yi)制不合(he)(he)理(li)(li)用水(shui)(shui)需求,促進水(shui)(shui)資(zi)源(yuan)節約(yue)和保(bao)護(hu)。 (八)健全完(wan)善水(shui)利(li)工(gong)(gong)(gong)程(cheng)供水(shui)價(jia)(jia)(jia)(jia)格(ge)機制。深入推進水(shui)利(li)工(gong)(gong)(gong)程(cheng)供水(shui)價(jia)(jia)(jia)(jia)格(ge)改(gai)革,制定(ding)貴(gui)州(zhou)省水(shui)利(li)工(gong)(gong)(gong)程(cheng)供水(shui)價(jia)(jia)(jia)(jia)格(ge)管理辦法(fa),持(chi)續完(wan)善促進水(shui)資源節約(yue)和水(shui)利(li)工(gong)(gong)(gong)程(cheng)良性運行(xing)、與水(shui)利(li)投融資和行(xing)業管理體制改(gai)革相銜接的價(jia)(jia)(jia)(jia)格(ge)機制,健全有(you)利(li)于(yu)推動(dong)水(shui)利(li)工(gong)(gong)(gong)程(cheng)降本增效(xiao)的重要定(ding)價(jia)(jia)(jia)(jia)參(can)數指標體系。鼓勵(li)有(you)條件的水(shui)利(li)工(gong)(gong)(gong)程(cheng)實行(xing)供需(xu)雙方(fang)協商定(ding)價(jia)(jia)(jia)(jia)。積極推進供需(xu)雙方(fang)在新建(jian)(jian)水(shui)利(li)工(gong)(gong)(gong)程(cheng)項目前期工(gong)(gong)(gong)作(zuo)階段簽訂(ding)框架協議(yi),約(yue)定(ding)水(shui)價(jia)(jia)(jia)(jia)測算邊界條件。探索(suo)構建(jian)(jian)助(zhu)力(li)貴(gui)州(zhou)大水(shui)網加快建(jian)(jian)設、推動(dong)提升水(shui)資源優(you)化配置能力(li)的價(jia)(jia)(jia)(jia)格(ge)機制。 (九)持續推進(jin)(jin)農(nong)業(ye)水價綜合改(gai)革(ge)。以有(you)效(xiao)(xiao)灌溉面積(ji)范圍內(nei)的(de)新增大中型灌溉工程、高標(biao)準農(nong)田和(he)高效(xiao)(xiao)節水灌溉項目(mu)(mu)為改(gai)革(ge)實施重點,壓茬推進(jin)(jin)農(nong)業(ye)水價綜合改(gai)革(ge),確保2025年底前全(quan)面實現改(gai)革(ge)目(mu)(mu)標(biao),有(you)效(xiao)(xiao)促進(jin)(jin)農(nong)業(ye)節水。加大力度完(wan)善供水計(ji)量(liang)體系,合理細化(hua)計(ji)量(liang)單元。大力推動農(nong)田水利工程管(guan)護(hu)(hu)(hu)機制建(jian)設,明確管(guan)護(hu)(hu)(hu)主(zhu)體,充(chong)實管(guan)護(hu)(hu)(hu)力量(liang)。穩妥有(you)序將農(nong)業(ye)水價調(diao)整(zheng)至不低于運行維(wei)護(hu)(hu)(hu)成本(ben)水平,確有(you)困難(nan)的(de)可(ke)以一次(ci)公布調(diao)價目(mu)(mu)標(biao)、分步調(diao)整(zheng)到位。積(ji)極推進(jin)(jin)超定額累進(jin)(jin)加價制度,切實增強農(nong)民節水意識。因地制宜健全(quan)和(he)落實精準補(bu)貼和(he)節水獎勵機制,多渠道籌(chou)集資(zi)金,簡化(hua)操(cao)作方(fang)式,提(ti)高獎補(bu)效(xiao)(xiao)果。 六、穩步推進城鄉建設領域環保和用能價格改革,推動提升城鄉建設綠色低碳發展質量 七、健全交通運輸價格機制,推進交通運輸體系綠色低碳轉型 (十四)優化車輛通(tong)行收費政(zheng)策。全面推進(jin)高(gao)(gao)速公(gong)路(lu)(lu)差異(yi)化收費政(zheng)策實(shi)施,在(zai)深(shen)入分析測算基礎上,動(dong)態評估和完(wan)善差異(yi)化收費機制,持續提升高(gao)(gao)速公(gong)路(lu)(lu)網通(tong)行效率,促進(jin)交通(tong)物流降本增效。 (十六)建立體現農業(ye)生態產(chan)品(pin)價(jia)值的價(jia)格形(xing)成機(ji)制。生物天然氣(qi)企業(ye)在(zai)秸(jie)稈等原(yuan)料預處(chu)理和農業(ye)有機(ji)肥加(jia)工等涉及(ji)農產(chan)品(pin)初加(jia)工環節享受農業(ye)生產(chan)用電電價(jia)政策。鼓勵燃氣(qi)企業(ye)結合城鎮(zhen)燃氣(qi)發(fa)展布局,開發(fa)建設(she)生物天然氣(qi)項(xiang)目,對投資(zi)建設(she)項(xiang)目以(yi)及(ji)并入燃氣(qi)管網消納生物天然氣(qi)的燃氣(qi)企業(ye),在(zai)配(pei)氣(qi)價(jia)格準許收益率上(shang)給(gei)予(yu)支持。
