為(wei)深入貫徹落實(shi)黨中央、國務院關于碳達峰(feng)、碳中和重(zhong)大戰略決策部(bu)署和省委、省政府工作部(bu)署要(yao)求,有(you)力有(you)序有(you)效推(tui)動全(quan)市(shi)碳達峰(feng)工作,確(que)保(bao)如期實(shi)現(xian)碳達峰(feng)目標(biao),特制(zhi)定本方案。

一、總體要求

(一)指導思想。

堅(jian)持(chi)以習(xi)(xi)近平新時代中(zhong)國(guo)特色社(she)會主義思想(xiang)為指(zhi)導(dao),全(quan)面貫徹黨的二十大(da)(da)精神(shen),深入(ru)貫徹習(xi)(xi)近平生(sheng)態(tai)文明思想(xiang)和(he)習(xi)(xi)近平總書記對廣(guang)東(dong)、珠海系列重要(yao)(yao)講話(hua)、重要(yao)(yao)指(zhi)示(shi)精神(shen),完整(zheng)、準(zhun)確、全(quan)面貫徹新發(fa)展(zhan)(zhan)(zhan)(zhan)理念,緊抓(zhua)“四(si)區(qu)”疊加重大(da)(da)歷史機遇,牢牢把握“產業(ye)第一(yi)、交通提升、城市(shi)跨越、民生(sheng)為要(yao)(yao)”的總抓(zhua)手,將碳(tan)(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和(he)納入(ru)經濟(ji)社(she)會發(fa)展(zhan)(zhan)(zhan)(zhan)全(quan)局,堅(jian)持(chi)先立后(hou)破、穩中(zhong)求進,強化系統觀念和(he)戰(zhan)略思維,突出科學(xue)降(jiang)(jiang)碳(tan)(tan)(tan)(tan)、精準(zhun)降(jiang)(jiang)碳(tan)(tan)(tan)(tan)、依法降(jiang)(jiang)碳(tan)(tan)(tan)(tan)、安全(quan)降(jiang)(jiang)碳(tan)(tan)(tan)(tan),統籌穩增長(chang)(chang)和(he)調結構(gou),堅(jian)持(chi)降(jiang)(jiang)碳(tan)(tan)(tan)(tan)、減污、擴綠(lv)、增長(chang)(chang)協同推進,明確各(ge)區(qu)、各(ge)領(ling)域(yu)、各(ge)行業(ye)目標(biao)任務,加快實現(xian)生(sheng)產方(fang)式(shi)和(he)生(sheng)活方(fang)式(shi)的綠(lv)色轉型,推動我市(shi)經濟(ji)社(she)會發(fa)展(zhan)(zhan)(zhan)(zhan)建立在資源(yuan)高效利用和(he)綠(lv)色低(di)碳(tan)(tan)(tan)(tan)發(fa)展(zhan)(zhan)(zhan)(zhan)的基(ji)礎之上(shang),加快建成(cheng)現(xian)代化國(guo)際化、未來型生(sheng)態(tai)型智慧型城市(shi),為全(quan)省實現(xian)碳(tan)(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和(he)目標(biao)探索(suo)新路徑作出珠海貢獻。

(二)主要(yao)目(mu)標(biao)。

“十四五”期間(jian),綠色低碳(tan)循(xun)環(huan)發展的經濟體系基本形成,產(chan)(chan)業(ye)結構(gou)、能(neng)源結構(gou)和(he)交通運(yun)輸(shu)結構(gou)調整取得明(ming)顯(xian)進展,全(quan)社會能(neng)源資源利用(yong)和(he)碳(tan)排放效率持(chi)續提升。到(dao)2025年,單(dan)位地區生產(chan)(chan)總值(zhi)能(neng)源消耗比2020年下降14.5%,單(dan)位地區生產(chan)(chan)總值(zhi)二氧化碳(tan)排放確保完成省下達指標,為(wei)全(quan)市碳(tan)達峰奠(dian)定(ding)堅實基礎。

“十(shi)五五”期間,經濟社(she)會(hui)發展綠色(se)轉型取(qu)得顯(xian)著成(cheng)效(xiao),清潔(jie)低(di)碳安(an)全高(gao)(gao)效(xiao)的(de)(de)能(neng)源體(ti)系初步建立,高(gao)(gao)質量現代化產(chan)業體(ti)系基本形成(cheng),在全社(she)會(hui)廣泛形成(cheng)綠色(se)低(di)碳的(de)(de)生產(chan)生活方式(shi)。到2030年,單位(wei)地區生產(chan)總值(zhi)能(neng)源消耗和單位(wei)地區生產(chan)總值(zhi)二氧化碳排放確(que)保完成(cheng)省下達指(zhi)標,確(que)保2030年前實(shi)現碳達峰。

二、重點任務

堅決(jue)把碳達峰貫穿(chuan)于經濟社(she)會發展各方(fang)面和全過程,扭住碳排放(fang)重(zhong)點(dian)領域(yu)和關鍵環節(jie),重(zhong)點(dian)實施(shi)“碳達峰十三大行(xing)動”。

(一)能(neng)源綠色(se)低碳(tan)轉型行動(dong)。

嚴(yan)格控制化石能(neng)(neng)源(yuan)消費,大力(li)發展新(xin)(xin)能(neng)(neng)源(yuan),傳統能(neng)(neng)源(yuan)逐步退出必須建立在新(xin)(xin)能(neng)(neng)源(yuan)安(an)全(quan)(quan)可靠替代(dai)的基礎上(shang),建設(she)適(shi)應新(xin)(xin)能(neng)(neng)源(yuan)占比逐漸提(ti)高的新(xin)(xin)型電力(li)系(xi)統,加快(kuai)構建清潔低碳安(an)全(quan)(quan)高效的能(neng)(neng)源(yuan)體系(xi)。

1.嚴格(ge)合理(li)控制煤炭消(xiao)費(fei)。立足以煤為主的基本國情,有(you)序(xu)推(tui)動(dong)珠(zhu)海電(dian)廠(chang)、金灣(wan)電(dian)廠(chang)節能降碳改(gai)(gai)造(zao)、靈活性改(gai)(gai)造(zao)、供(gong)熱(re)改(gai)(gai)造(zao)“三改(gai)(gai)聯動(dong)”,保障能源供(gong)應(ying)安全(quan)(quan)。推(tui)進煤炭消(xiao)費(fei)減(jian)量替代和清潔高效利用,大力壓減(jian)非發電(dian)用煤,“十(shi)四(si)五(wu)(wu)”期(qi)間推(tui)動(dong)淘汰華潤富山臨時(shi)供(gong)熱(re)鍋爐(lu),推(tui)動(dong)華豐紙業(ye)自(zi)備電(dian)廠(chang)升級改(gai)(gai)造(zao),全(quan)(quan)面鞏(gong)固(gu)“煤改(gai)(gai)氣”工作成果(guo)。“十(shi)四(si)五(wu)(wu)”時(shi)期(qi)嚴格(ge)合理(li)控制煤炭消(xiao)費(fei)增長,“十(shi)五(wu)(wu)五(wu)(wu)”時(shi)期(qi)煤炭消(xiao)費(fei)逐步減(jian)少(shao)。

2.大力(li)(li)發(fa)(fa)(fa)展可再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源。完成省下(xia)達的可再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源電(dian)(dian)(dian)(dian)力(li)(li)消納責(ze)任權重。加快(kuai)開(kai)發(fa)(fa)(fa)利(li)用(yong)海(hai)上(shang)風(feng)(feng)電(dian)(dian)(dian)(dian),推(tui)進開(kai)工建設高(gao)欄海(hai)上(shang)風(feng)(feng)電(dian)(dian)(dian)(dian)項(xiang)目(mu),逐步形成沿海(hai)風(feng)(feng)電(dian)(dian)(dian)(dian)規(gui)模(mo)(mo)化(hua)發(fa)(fa)(fa)展格局。大力(li)(li)提升光(guang)伏(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)規(gui)模(mo)(mo),堅持集(ji)中式(shi)(shi)與分布式(shi)(shi)開(kai)發(fa)(fa)(fa)并舉,支持漁(yu)光(guang)互補(bu)、農光(guang)互補(bu)綜合利(li)用(yong)示范工程,積極推(tui)進光(guang)伏(fu)(fu)建筑一體化(hua)建設,鼓勵發(fa)(fa)(fa)展屋頂分布式(shi)(shi)光(guang)伏(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian),加快(kuai)推(tui)動斗(dou)門(men)“整縣推(tui)進分布式(shi)(shi)光(guang)伏(fu)(fu)試(shi)點”項(xiang)目(mu)建設。因地制宜發(fa)(fa)(fa)展生(sheng)(sheng)(sheng)物(wu)質(zhi)(zhi)能(neng)(neng)(neng),統(tong)籌規(gui)劃垃(la)圾焚燒發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)、農林生(sheng)(sheng)(sheng)物(wu)質(zhi)(zhi)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)項(xiang)目(mu)開(kai)發(fa)(fa)(fa),重點推(tui)進珠海(hai)環保(bao)生(sheng)(sheng)(sheng)物(wu)質(zhi)(zhi)熱電(dian)(dian)(dian)(dian)工程三期項(xiang)目(mu)建設。開(kai)展海(hai)洋(yang)能(neng)(neng)(neng)源資源普查,探(tan)索(suo)集(ji)風(feng)(feng)能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)、波浪能(neng)(neng)(neng)等發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)為一體的海(hai)島(dao)獨立(li)電(dian)(dian)(dian)(dian)力(li)(li)系統(tong)應用(yong)研究,推(tui)動海(hai)上(shang)風(feng)(feng)電(dian)(dian)(dian)(dian)與海(hai)洋(yang)牧場融合發(fa)(fa)(fa)展。到(dao)2025年,力(li)(li)爭(zheng)風(feng)(feng)電(dian)(dian)(dian)(dian)和光(guang)伏(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機容量達到(dao)355萬千瓦(wa),生(sheng)(sheng)(sheng)物(wu)質(zhi)(zhi)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機容量達到(dao)15萬千瓦(wa)。到(dao)2030年,力(li)(li)爭(zheng)風(feng)(feng)電(dian)(dian)(dian)(dian)和光(guang)伏(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機容量達到(dao)500萬千瓦(wa),生(sheng)(sheng)(sheng)物(wu)質(zhi)(zhi)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機容量達到(dao)20萬千瓦(wa)。

3.合(he)理調控油(you)氣(qi)(qi)(qi)消(xiao)費(fei)。嚴格(ge)控制新(xin)增(zeng)石化(hua)、化(hua)工(gong)項目(mu),加快交通(tong)領域(yu)油(you)品替代,保(bao)持油(you)品消(xiao)費(fei)處于(yu)合(he)理區(qu)間,“十(shi)五(wu)五(wu)”期間油(you)品消(xiao)費(fei)力爭進入平臺(tai)期。發(fa)(fa)揮天(tian)然(ran)氣(qi)(qi)(qi)在能(neng)(neng)源結構(gou)低(di)碳轉型(xing)過程(cheng)中(zhong)的(de)(de)支撐過渡(du)作用,在工(gong)業(ye)(ye)園區(qu)、產(chan)業(ye)(ye)集聚區(qu)等有用熱(re)(re)需求(qiu)的(de)(de)區(qu)域(yu)按“以熱(re)(re)定(ding)電(dian)(dian)”原(yuan)則布局天(tian)然(ran)氣(qi)(qi)(qi)熱(re)(re)電(dian)(dian)聯(lian)產(chan)及分布式能(neng)(neng)源站(zhan)項目(mu)。建(jian)成投(tou)產(chan)洪灣熱(re)(re)電(dian)(dian)聯(lian)產(chan)、斗門熱(re)(re)電(dian)(dian)聯(lian)產(chan)等天(tian)然(ran)氣(qi)(qi)(qi)熱(re)(re)電(dian)(dian)聯(lian)產(chan)項目(mu),加快推(tui)進鈺海熱(re)(re)電(dian)(dian)聯(lian)產(chan)二期、依海電(dian)(dian)廠(chang)(chang)二期等天(tian)然(ran)氣(qi)(qi)(qi)發(fa)(fa)電(dian)(dian)項目(mu)前(qian)期工(gong)作。推(tui)動現役燃(ran)煤電(dian)(dian)廠(chang)(chang)向燃(ran)氣(qi)(qi)(qi)電(dian)(dian)廠(chang)(chang)轉型(xing),有序推(tui)進臨港熱(re)(re)電(dian)(dian)聯(lian)產(chan)項目(mu),“十(shi)四五(wu)”新(xin)增(zeng)天(tian)然(ran)氣(qi)(qi)(qi)發(fa)(fa)電(dian)(dian)裝機(ji)容量460萬千瓦。大力推(tui)進天(tian)然(ran)氣(qi)(qi)(qi)與多種能(neng)(neng)源融合(he)發(fa)(fa)展(zhan),在保(bao)障氣(qi)(qi)(qi)源供(gong)應的(de)(de)情況下,全(quan)面推(tui)進天(tian)然(ran)氣(qi)(qi)(qi)在工(gong)業(ye)(ye)、交通(tong)、商業(ye)(ye)、居民生活等領域(yu)的(de)(de)高效(xiao)利用。

4.加快(kuai)構(gou)建(jian)(jian)新型(xing)電力(li)系統(tong)。構(gou)建(jian)(jian)適應(ying)(ying)(ying)新能(neng)(neng)(neng)源占比逐(zhu)漸提(ti)高的新型(xing)電力(li)系統(tong),強化電力(li)調峰(feng)和應(ying)(ying)(ying)急能(neng)(neng)(neng)力(li)建(jian)(jian)設,提(ti)升(sheng)電網(wang)(wang)安(an)全(quan)保障水平。推進(jin)智(zhi)慧能(neng)(neng)(neng)源示范,建(jian)(jian)設一批智(zhi)能(neng)(neng)(neng)電網(wang)(wang)和智(zhi)能(neng)(neng)(neng)配網(wang)(wang),推進(jin)唐(tang)家灣多端交直流混合(he)柔性配網(wang)(wang)互聯(lian)工程,在全(quan)市范圍擴大(da)(da)多端柔直配網(wang)(wang)應(ying)(ying)(ying)用(yong)(yong),支撐新能(neng)(neng)(neng)源靈(ling)活高效接入(ru)電網(wang)(wang)和就(jiu)地消納。大(da)(da)力(li)提(ti)升(sheng)電力(li)需求側(ce)響應(ying)(ying)(ying)調節能(neng)(neng)(neng)力(li),探索利(li)用(yong)(yong)市場(chang)化手(shou)段加快(kuai)形成較成熟的需求側(ce)響應(ying)(ying)(ying)商(shang)業模式。增強電力(li)供給側(ce)靈(ling)活調節能(neng)(neng)(neng)力(li),推進(jin)煤電靈(ling)活性改造。因地制宜開展新型(xing)儲(chu)能(neng)(neng)(neng)電站示范及(ji)規模化應(ying)(ying)(ying)用(yong)(yong),穩步推進(jin)“新能(neng)(neng)(neng)源+儲(chu)能(neng)(neng)(neng)”項(xiang)目建(jian)(jian)設。到2030年,市級電網(wang)(wang)基本具備5%以(yi)上的尖(jian)峰(feng)負荷響應(ying)(ying)(ying)能(neng)(neng)(neng)力(li)。

(二(er))節能降碳增效行(xing)動。

堅持節(jie)約(yue)優先,不斷降低單位產出能源資源消耗和碳排放,從源頭(tou)和入口形成有效的(de)碳排放控制閥門(men)。

5.全面提升(sheng)節(jie)(jie)能(neng)(neng)降(jiang)碳(tan)(tan)(tan)管(guan)理能(neng)(neng)力。按(an)省(sheng)統一部署(shu)建(jian)立健全碳(tan)(tan)(tan)排(pai)放(fang)強度(du)控制為(wei)(wei)主(zhu)、碳(tan)(tan)(tan)排(pai)放(fang)總(zong)量(liang)控制為(wei)(wei)輔的制度(du),推(tui)動(dong)能(neng)(neng)耗“雙控”向碳(tan)(tan)(tan)排(pai)放(fang)總(zong)量(liang)和強度(du)“雙控”轉變。加快形成減污降(jiang)碳(tan)(tan)(tan)的激勵約束機制。推(tui)行(xing)用能(neng)(neng)預算管(guan)理,強化固定(ding)資產投資項目節(jie)(jie)能(neng)(neng)審查(cha),對(dui)項目用能(neng)(neng)和碳(tan)(tan)(tan)排(pai)放(fang)情況進(jin)行(xing)綜(zong)(zong)合(he)評(ping)價(jia),從源頭推(tui)進(jin)節(jie)(jie)能(neng)(neng)降(jiang)碳(tan)(tan)(tan)。完善(shan)能(neng)(neng)源計量(liang)體(ti)系,鼓(gu)勵采用認(ren)證手段提升(sheng)節(jie)(jie)能(neng)(neng)管(guan)理水(shui)平。建(jian)立跨部門聯動(dong)的節(jie)(jie)能(neng)(neng)監(jian)察機制,綜(zong)(zong)合(he)運用行(xing)政處罰、信(xin)用監(jian)管(guan)、綠色(se)電價(jia)等手段,增強節(jie)(jie)能(neng)(neng)監(jian)察約束力。按(an)省(sheng)統一部署(shu)探(tan)索區(qu)域能(neng)(neng)評(ping)、碳(tan)(tan)(tan)評(ping)工(gong)作機制,推(tui)動(dong)區(qu)域能(neng)(neng)效和碳(tan)(tan)(tan)排(pai)放(fang)水(shui)平綜(zong)(zong)合(he)提升(sheng)。

6.推(tui)(tui)動減(jian)污降(jiang)碳協(xie)(xie)(xie)同增效。加強溫室(shi)氣(qi)體(ti)和大氣(qi)污染物(wu)協(xie)(xie)(xie)同控(kong)(kong)制(zhi)(zhi)。從政策規(gui)劃、技術標準、數據統計及(ji)考核機(ji)制(zhi)(zhi)等(deng)層面探索構建協(xie)(xie)(xie)同控(kong)(kong)制(zhi)(zhi)框架體(ti)系。加快推(tui)(tui)廣應用(yong)減(jian)污降(jiang)碳技術,從源頭減(jian)少廢棄物(wu)產生和污染排(pai)放(fang),按省統一部署探索在石化行業統籌開展有關(guan)建設項目減(jian)污降(jiang)碳協(xie)(xie)(xie)同治理試(shi)點。

7.加強重(zhong)(zhong)點(dian)(dian)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)單位節能(neng)(neng)(neng)(neng)(neng)降(jiang)碳。實(shi)施(shi)城市(shi)節能(neng)(neng)(neng)(neng)(neng)降(jiang)碳工程(cheng)(cheng),開展建(jian)筑(zhu)(zhu)、交(jiao)通(tong)、照明(ming)、供熱等(deng)(deng)基礎設(she)(she)(she)施(shi)節能(neng)(neng)(neng)(neng)(neng)升(sheng)(sheng)級改(gai)(gai)造(zao),推進(jin)先(xian)進(jin)綠(lv)色建(jian)筑(zhu)(zhu)技術(shu)示范應用(yong)(yong),推動城市(shi)綜(zong)合(he)能(neng)(neng)(neng)(neng)(neng)效(xiao)提升(sheng)(sheng)。以高(gao)(gao)欄(lan)和(he)富(fu)山等(deng)(deng)高(gao)(gao)耗能(neng)(neng)(neng)(neng)(neng)高(gao)(gao)排放項目(mu)聚集度高(gao)(gao)的(de)園區為重(zhong)(zhong)點(dian)(dian),實(shi)施(shi)園區節能(neng)(neng)(neng)(neng)(neng)降(jiang)碳改(gai)(gai)造(zao),推進(jin)能(neng)(neng)(neng)(neng)(neng)源系(xi)統優化和(he)梯級利用(yong)(yong)。實(shi)施(shi)高(gao)(gao)耗能(neng)(neng)(neng)(neng)(neng)行(xing)業和(he)數據中心提效(xiao)達標改(gai)(gai)造(zao)工程(cheng)(cheng),擬建(jian)、在建(jian)項目(mu)力爭全面達到(dao)國家(jia)標桿(gan)水平(ping),能(neng)(neng)(neng)(neng)(neng)效(xiao)低于行(xing)業基準(zhun)水平(ping)的(de)存量項目(mu)限期分批(pi)改(gai)(gai)造(zao)升(sheng)(sheng)級和(he)淘(tao)汰。在建(jian)筑(zhu)(zhu)、交(jiao)通(tong)等(deng)(deng)領域實(shi)施(shi)節能(neng)(neng)(neng)(neng)(neng)降(jiang)碳重(zhong)(zhong)點(dian)(dian)工程(cheng)(cheng),對(dui)標國際先(xian)進(jin)標準(zhun),引導重(zhong)(zhong)點(dian)(dian)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)單位深入挖掘節能(neng)(neng)(neng)(neng)(neng)降(jiang)碳潛力。建(jian)立以能(neng)(neng)(neng)(neng)(neng)效(xiao)為導向(xiang)的(de)激(ji)勵約束機(ji)制(zhi)(zhi),綜(zong)合(he)運用(yong)(yong)稅收(shou)、價格、補(bu)貼等(deng)(deng)多種手(shou)段(duan),推廣先(xian)進(jin)高(gao)(gao)效(xiao)產品設(she)(she)(she)備(bei),加快淘(tao)汰落后低效(xiao)設(she)(she)(she)備(bei)。推進(jin)全市(shi)重(zhong)(zhong)點(dian)(dian)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)單位能(neng)(neng)(neng)(neng)(neng)耗在線監測系(xi)統建(jian)設(she)(she)(she),強化對(dui)重(zhong)(zhong)點(dian)(dian)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)設(she)(she)(she)備(bei)的(de)能(neng)(neng)(neng)(neng)(neng)效(xiao)監測,嚴厲打擊違法違規用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)行(xing)為。充分發(fa)揮市(shi)場機(ji)制(zhi)(zhi)作用(yong)(yong),積極推動企業參與(yu)碳排放權交(jiao)易。

8.推(tui)動(dong)新(xin)型(xing)基(ji)礎設(she)施(shi)節能(neng)(neng)降碳(tan)。優化新(xin)型(xing)基(ji)礎設(she)施(shi)空間布局,推(tui)動(dong)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)綠色(se)(se)(se)化發展(zhan)。有序推(tui)動(dong)老舊基(ji)站、“老舊小(xiao)散”數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)綠色(se)(se)(se)技術(shu)改(gai)造(zao)。加(jia)強新(xin)型(xing)基(ji)礎設(she)施(shi)用(yong)能(neng)(neng)管理,將年能(neng)(neng)耗(hao)量超過1萬噸標準煤的數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)納入重點用(yong)能(neng)(neng)單位能(neng)(neng)耗(hao)在線監測系統,開(kai)展(zhan)能(neng)(neng)源計量審查,新(xin)建大型(xing)和超大型(xing)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)全(quan)部達到綠色(se)(se)(se)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)要求(qiu),綠色(se)(se)(se)低(di)碳(tan)等級達到4A級以上,電能(neng)(neng)利用(yong)效率(PUE)不高于1.3。嚴禁以任何形式開(kai)展(zhan)虛擬貨幣(bi)“挖礦”活動(dong)。

(三)工業領域降碳行動(dong)。

工(gong)(gong)業是產(chan)生碳排放的(de)主(zhu)要領域,要抓住重點行業和關鍵環節,積極推行綠色制(zhi)造,深(shen)入推進清潔生產(chan),不斷提升行業整(zheng)體能(neng)效水(shui)平,深(shen)度調整(zheng)優化(hua)產(chan)業結構,堅決遏制(zhi)高耗能(neng)高排放低水(shui)平項(xiang)目(mu)盲目(mu)發(fa)展,大力發(fa)展綠色低碳產(chan)業,加快形成綠色經濟新(xin)動能(neng)和可持(chi)續增長(chang)極,推動工(gong)(gong)業綠色低碳發(fa)展。

9.推動重點行業(ye)(ye)(ye)(ye)綠色低(di)碳發展(zhan)。推進(jin)鋼(gang)鐵行業(ye)(ye)(ye)(ye)存(cun)量優(you)(you)化(hua),推廣先(xian)進(jin)適用(yong)(yong)技術,降低(di)化(hua)石(shi)能源(yuan)(yuan)消耗。推進(jin)石(shi)化(hua)化(hua)工(gong)產(chan)(chan)業(ye)(ye)(ye)(ye)集群(qun)發展(zhan),加快推動減油增化(hua),積極(ji)發展(zhan)綠氫化(hua)工(gong)產(chan)(chan)業(ye)(ye)(ye)(ye),優(you)(you)化(hua)產(chan)(chan)品結構,積極(ji)開發優(you)(you)質、耐用(yong)(yong)、可循(xun)環(huan)的(de)綠色石(shi)化(hua)化(hua)工(gong)產(chan)(chan)品。發展(zhan)高端建筑陶(tao)瓷(ci)和(he)電子陶(tao)瓷(ci)等(deng)先(xian)進(jin)材(cai)料產(chan)(chan)業(ye)(ye)(ye)(ye),提(ti)高陶(tao)瓷(ci)行業(ye)(ye)(ye)(ye)清潔能源(yuan)(yuan)消費比(bi)重。推動單(dan)位工(gong)業(ye)(ye)(ye)(ye)增加值二氧化(hua)碳排放下降幅(fu)度大于全社會下降幅(fu)度,重點行業(ye)(ye)(ye)(ye)二氧化(hua)碳排放強度穩步下降。到(dao)2030年,長流程粗鋼(gang)單(dan)位產(chan)(chan)品碳排放比(bi)2020年降低(di)8%以上。

10.加快(kuai)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)結構(gou)優化(hua)(hua)升級(ji)。強化(hua)(hua)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)規(gui)劃(hua)布局(ju)和(he)碳(tan)達峰、碳(tan)中(zhong)和(he)政策(ce)的銜接,引導各(ge)區(qu)重(zhong)點(dian)(dian)布局(ju)高(gao)附加值(zhi)、低消耗、低碳(tan)排(pai)放的重(zhong)大(da)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)項目。圍繞“4+3”產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)集群(qun),推動(dong)傳統制造(zao)(zao)業(ye)(ye)(ye)(ye)綠色化(hua)(hua)改(gai)造(zao)(zao),發展(zhan)(zhan)壯(zhuang)大(da)以(yi)集成電(dian)路為重(zhong)點(dian)(dian)的新一代電(dian)子信(xin)息、生(sheng)物醫藥、新能(neng)(neng)源、新材料、高(gao)端打印(yin)設備(bei)、智能(neng)(neng)家電(dian)等(deng)高(gao)科(ke)技產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)和(he)先進制造(zao)(zao)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)。著力(li)打造(zao)(zao)新能(neng)(neng)源產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)高(gao)地,壯(zhuang)大(da)發展(zhan)(zhan)動(dong)力(li)電(dian)池(chi)(chi)、儲(chu)能(neng)(neng)電(dian)池(chi)(chi)和(he)光伏設備(bei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye),布局(ju)發展(zhan)(zhan)配電(dian)成套設備(bei)、終端設備(bei)、信(xin)息通信(xin)設備(bei)等(deng)智能(neng)(neng)電(dian)網(wang)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye),提升新能(neng)(neng)源汽車整車制造(zao)(zao)競爭力(li)。加快(kuai)服務(wu)業(ye)(ye)(ye)(ye)數字化(hua)(hua)網(wang)絡化(hua)(hua)智能(neng)(neng)化(hua)(hua)發展(zhan)(zhan),推動(dong)現代服務(wu)業(ye)(ye)(ye)(ye)與先進制造(zao)(zao)業(ye)(ye)(ye)(ye)、現代農業(ye)(ye)(ye)(ye)深度融(rong)合。到(dao)(dao)2025年,高(gao)技術制造(zao)(zao)業(ye)(ye)(ye)(ye)增加值(zhi)占(zhan)規(gui)模以(yi)上工業(ye)(ye)(ye)(ye)增加值(zhi)比重(zhong)提高(gao)到(dao)(dao)35%。

11.大力發(fa)展(zhan)(zhan)綠(lv)色(se)低(di)碳(tan)(tan)產(chan)業(ye)。制定綠(lv)色(se)低(di)碳(tan)(tan)產(chan)業(ye)引導目錄及配套支持政策,重(zhong)點發(fa)展(zhan)(zhan)節能(neng)環(huan)保、清潔生產(chan)、清潔能(neng)源、生態環(huan)境和基(ji)礎設施綠(lv)色(se)升(sheng)級、綠(lv)色(se)服務等(deng)綠(lv)色(se)產(chan)業(ye),加快培育低(di)碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)等(deng)新興產(chan)業(ye)。推(tui)動(dong)綠(lv)色(se)低(di)碳(tan)(tan)產(chan)業(ye)集群化發(fa)展(zhan)(zhan),培育一批綠(lv)色(se)標(biao)桿園區和企業(ye)。制定氫能(neng)、儲能(neng)、智慧(hui)能(neng)源等(deng)產(chan)業(ye)發(fa)展(zhan)(zhan)規劃(hua)。

12.堅決遏制(zhi)高(gao)(gao)耗(hao)能(neng)高(gao)(gao)排放(fang)低(di)水平(ping)項(xiang)(xiang)(xiang)目(mu)(mu)盲目(mu)(mu)發(fa)展。對(dui)高(gao)(gao)耗(hao)能(neng)高(gao)(gao)排放(fang)項(xiang)(xiang)(xiang)目(mu)(mu)實行(xing)清單管理、分類(lei)處(chu)置、動態監(jian)控。全面排查在建項(xiang)(xiang)(xiang)目(mu)(mu),推動能(neng)效水平(ping)應提(ti)盡提(ti),力爭全面達到(dao)(dao)國內乃至國際先(xian)進(jin)水平(ping)。科學評(ping)估擬(ni)建項(xiang)(xiang)(xiang)目(mu)(mu),嚴格落實產(chan)業規劃和政策(ce),產(chan)能(neng)已飽和的行(xing)業按照“減量(liang)替代”原(yuan)則壓(ya)減產(chan)能(neng),尚未(wei)飽和的要對(dui)標國際先(xian)進(jin)水平(ping)提(ti)高(gao)(gao)準入(ru)(ru)門(men)檻。深入(ru)(ru)挖掘存量(liang)項(xiang)(xiang)(xiang)目(mu)(mu),依法依規淘汰落后低(di)效產(chan)能(neng),提(ti)高(gao)(gao)行(xing)業整體能(neng)效水平(ping)。到(dao)(dao)2030年,鋼鐵、水泥、煉油、乙烯等重點行(xing)業整體能(neng)效水平(ping)和碳排放(fang)強(qiang)度達到(dao)(dao)國際先(xian)進(jin)水平(ping)。

(四)城鄉建設降碳(tan)行動。

將綠色低(di)碳(tan)要求(qiu)貫穿城(cheng)(cheng)鄉(xiang)規劃(hua)建設管理各環節(jie),結合城(cheng)(cheng)市更新、新型城(cheng)(cheng)鎮化(hua)和鄉(xiang)村振興,加(jia)快推進城(cheng)(cheng)鄉(xiang)建設綠色低(di)碳(tan)發(fa)展。

13.推(tui)動(dong)(dong)城(cheng)(cheng)鄉(xiang)建(jian)(jian)(jian)(jian)(jian)設(she)(she)綠色(se)轉型(xing)。優化(hua)城(cheng)(cheng)鄉(xiang)空(kong)間(jian)(jian)布局(ju),構(gou)建(jian)(jian)(jian)(jian)(jian)“一(yi)主一(yi)副、一(yi)特一(yi)優、若干組團”城(cheng)(cheng)鎮(zhen)空(kong)間(jian)(jian)結(jie)構(gou),推(tui)動(dong)(dong)東(dong)、西“雙城(cheng)(cheng)”聯動(dong)(dong)融合(he)。合(he)理規(gui)(gui)劃城(cheng)(cheng)市(shi)(shi)建(jian)(jian)(jian)(jian)(jian)設(she)(she)面積發(fa)(fa)展目標,控制新增建(jian)(jian)(jian)(jian)(jian)設(she)(she)用地過快增長,提高(gao)城(cheng)(cheng)鎮(zhen)土地利用效率。加快海綿(mian)城(cheng)(cheng)市(shi)(shi)建(jian)(jian)(jian)(jian)(jian)設(she)(she),大(da)力建(jian)(jian)(jian)(jian)(jian)設(she)(she)綠色(se)城(cheng)(cheng)鎮(zhen)、綠色(se)社區(qu)、美麗圩鎮(zhen)和美麗鄉(xiang)村(cun),增強(qiang)城(cheng)(cheng)鄉(xiang)應對氣候變化(hua)能力。建(jian)(jian)(jian)(jian)(jian)立(li)完(wan)善(shan)以綠色(se)低碳為突出導(dao)向的(de)城(cheng)(cheng)鄉(xiang)規(gui)(gui)劃建(jian)(jian)(jian)(jian)(jian)設(she)(she)管理機制,杜絕大(da)拆大(da)建(jian)(jian)(jian)(jian)(jian)。嚴格(ge)管控城(cheng)(cheng)鎮(zhen)建(jian)(jian)(jian)(jian)(jian)設(she)(she)用地總量(liang)(liang),引導(dao)形成集約緊湊的(de)城(cheng)(cheng)鎮(zhen)空(kong)間(jian)(jian)格(ge)局(ju),劃定城(cheng)(cheng)鎮(zhen)開發(fa)(fa)邊界面積525.16平方公(gong)里(li)。開展我市(shi)(shi)綠色(se)生態城(cheng)(cheng)區(qu)示(shi)范,推(tui)動(dong)(dong)城(cheng)(cheng)市(shi)(shi)新中心(xin)、高(gao)新區(qu)唐家灣(wan)主園區(qu)創建(jian)(jian)(jian)(jian)(jian)綠色(se)生態城(cheng)(cheng)區(qu)。實施“百(bai)縣千鎮(zhen)萬村(cun)高(gao)質量(liang)(liang)發(fa)(fa)展工程”示(shi)范創建(jian)(jian)(jian)(jian)(jian)行動(dong)(dong),在洪灣(wan)、東(dong)岸(an)等城(cheng)(cheng)中舊(jiu)村(cun)和老(lao)舊(jiu)小區(qu)改造項目中,推(tui)動(dong)(dong)既(ji)有(you)居住建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)節能和綠色(se)化(hua)改造,鼓勵老(lao)舊(jiu)小區(qu)按照綠色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)評(ping)價標準進(jin)行改造。2025年底前,全市(shi)(shi)完(wan)整居住社區(qu)覆蓋率顯著提升。

14.推廣綠(lv)(lv)(lv)色建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)設(she)計。加(jia)快(kuai)提升建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)效水(shui)平(ping),城鎮新建(jian)民用建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)嚴格執行綠(lv)(lv)(lv)色建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)設(she)計標準(zhun),鼓勵農(nong)民自(zi)建(jian)住(zhu)房參照綠(lv)(lv)(lv)色建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)標準(zhun)建(jian)設(she)。在有條件(jian)的(de)區域(yu)率先推廣超低(di)能(neng)耗建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)及近零能(neng)耗建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)。支(zhi)持(chi)金灣(wan)航(hang)空新城片區、唐家(jia)灣(wan)片區等重點區域(yu),對標國(guo)際先進節(jie)能(neng)水(shui)平(ping),打(da)造高星(xing)級(ji)(ji)綠(lv)(lv)(lv)色低(di)碳建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)集群(qun)。到(dao)2025年,城鎮新建(jian)建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)全面建(jian)成綠(lv)(lv)(lv)色建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu),星(xing)級(ji)(ji)綠(lv)(lv)(lv)色建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)占比達到(dao)95%以上(shang)(shang),單體建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)面積5000平(ping)方米以上(shang)(shang)財(cai)政性資金投資的(de)公共建(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)全部達到(dao)二星(xing)級(ji)(ji)以上(shang)(shang)。

15.全(quan)面推行綠(lv)色(se)施(shi)(shi)工(gong)。貫徹落實(shi)《珠(zhu)海市綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)設計要點》《珠(zhu)海市綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)施(shi)(shi)工(gong)圖審查(cha)要點》《珠(zhu)海市綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)程質量控制要點》,加(jia)強綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)施(shi)(shi)工(gong)督(du)導檢查(cha)。加(jia)快(kuai)推進建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)業化,大力發展裝配式(shi)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu),推廣鋼(gang)結構(gou)住宅,開展裝配式(shi)裝修(xiu)試點。推廣應用綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)材(cai),優先選用獲得綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)材(cai)認證標識的建(jian)(jian)(jian)(jian)(jian)材(cai)產品(pin)。鼓勵利(li)用建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)廢(fei)棄(qi)物生產建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)材(cai)料(liao)和再生利(li)用,提高(gao)資(zi)源化利(li)用水平,降低(di)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)材(cai)料(liao)消耗。到(dao)2030年,裝配式(shi)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)占當年城鎮(zhen)新(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)的比例(li)達到(dao)40%。星(xing)級綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)全(quan)面推廣綠(lv)色(se)建(jian)(jian)(jian)(jian)(jian)材(cai),施(shi)(shi)工(gong)現場(chang)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)材(cai)料(liao)損耗率(lv)比2020年降低(di)20%以上,建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)廢(fei)棄(qi)物資(zi)源化利(li)用率(lv)達到(dao)55%。加(jia)強施(shi)(shi)工(gong)現場(chang)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)垃圾(ji)(ji)管控,到(dao)2030年,新(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)施(shi)(shi)工(gong)現場(chang)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)垃圾(ji)(ji)(不(bu)包括工(gong)程渣土、工(gong)程泥漿)排放量不(bu)高(gao)于300噸/萬(wan)平方(fang)米(mi)。

16.加強綠(lv)色(se)(se)運(yun)營管(guan)(guan)理(li)。強化公(gong)共建(jian)(jian)筑(zhu)(zhu)節(jie)能,重點抓(zhua)好辦公(gong)樓、學校、醫(yi)院、商(shang)場、酒店等能耗(hao)限額管(guan)(guan)理(li),提升(sheng)物業節(jie)能降碳管(guan)(guan)理(li)水(shui)平(ping)。開(kai)展綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)后評(ping)估工作,建(jian)(jian)立綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)用戶評(ping)價和反饋機制,對星(xing)級綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)實(shi)行(xing)動態管(guan)(guan)理(li)。到2030年(nian)(nian),大(da)型公(gong)共建(jian)(jian)筑(zhu)(zhu)制冷能效比2020年(nian)(nian)提升(sheng)20%,公(gong)共機構單位建(jian)(jian)筑(zhu)(zhu)面(mian)積(ji)能耗(hao)和人均綜合能耗(hao)分(fen)別比2020年(nian)(nian)降低7%和8%。推進城市(shi)綠(lv)色(se)(se)照明,LED等高效能節(jie)能燈具使(shi)用占比100%。按省規劃要求建(jian)(jian)成全市(shi)綠(lv)道網。到2030年(nian)(nian),建(jian)(jian)成區綠(lv)地率(lv)不低于43%。

17.優化(hua)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)用能結構。積極推(tui)進可再生(sheng)能源建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)應用,鼓(gu)(gu)勵(li)有(you)條件、屋頂面積適宜(yi)的大型公(gong)共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)、工業廠房(fang)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)應用太(tai)陽(yang)能光(guang)伏(fu)發(fa)(fa)電技術(shu),進一(yi)步加(jia)大太(tai)陽(yang)能光(guang)熱(re)系(xi)統在中低層(ceng)住(zhu)宅、酒店、學校建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)中的應用,鼓(gu)(gu)勵(li)光(guang)伏(fu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)一(yi)體化(hua)建(jian)(jian)(jian)設。提高城鄉居民生(sheng)活電氣化(hua)水平,積極研發(fa)(fa)并推(tui)廣生(sheng)活熱(re)水、炊事高效電氣化(hua)技術(shu)與(yu)設備(bei)。提升城鄉居民管道天然氣普及(ji)率。到2025年(nian),城鎮建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)可再生(sheng)能源替代率達(da)到8%,新(xin)建(jian)(jian)(jian)公(gong)共機(ji)構建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)、新(xin)建(jian)(jian)(jian)廠房(fang)屋頂光(guang)伏(fu)覆(fu)蓋率力爭達(da)到50%。到2030年(nian),建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)用電占建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能耗(hao)比例超過85%。

(五)交通運輸綠色低碳行動。

交(jiao)通運輸是(shi)碳(tan)排(pai)(pai)放的(de)重點領(ling)域(yu),要加快推(tui)進低(di)碳(tan)交(jiao)通運輸體(ti)系(xi)建設,推(tui)廣節能低(di)碳(tan)型交(jiao)通工(gong)具,優化交(jiao)通運輸結(jie)構,完善基礎設施(shi)網絡,確保交(jiao)通運輸領(ling)域(yu)碳(tan)排(pai)(pai)放增長(chang)保持在合理(li)區間(jian)。

18.推(tui)(tui)(tui)動(dong)交通運輸工具裝備低(di)碳轉型。大(da)力(li)(li)(li)推(tui)(tui)(tui)廣(guang)節能(neng)及(ji)新(xin)能(neng)源汽(qi)車(che),積極推(tui)(tui)(tui)動(dong)城(cheng)市公共服務車(che)輛(liang)電(dian)動(dong)化(hua)(hua)替代(dai),2025年底(di)前實現(xian)巡游車(che)全面新(xin)能(neng)源化(hua)(hua),2028年底(di)前實現(xian)網(wang)約車(che)全面電(dian)動(dong)化(hua)(hua)。逐(zhu)步降(jiang)低(di)傳統燃(ran)油(you)(you)車(che)輛(liang)占(zhan)比(bi)(bi),促進(jin)私家車(che)電(dian)動(dong)化(hua)(hua)。有(you)(you)序發展氫燃(ran)料(liao)電(dian)池(chi)汽(qi)車(che),探(tan)索推(tui)(tui)(tui)動(dong)電(dian)力(li)(li)(li)、氫燃(ran)料(liao)車(che)輛(liang)對(dui)燃(ran)油(you)(you)商用(yong)(yong)(yong)、專用(yong)(yong)(yong)等(deng)車(che)輛(liang)的替代(dai)。推(tui)(tui)(tui)進(jin)珠海港(gang)(gang)綠色港(gang)(gang)口(kou)和公用(yong)(yong)(yong)碼(ma)頭建設,有(you)(you)序推(tui)(tui)(tui)動(dong)船(chuan)舶(bo)、港(gang)(gang)作機械等(deng)“油(you)(you)改(gai)氣”“油(you)(you)改(gai)電(dian)”,降(jiang)低(di)港(gang)(gang)口(kou)柴油(you)(you)使(shi)(shi)用(yong)(yong)(yong)比(bi)(bi)例。加快(kuai)船(chuan)舶(bo)LNG清潔動(dong)力(li)(li)(li)改(gai)造及(ji)內(nei)河(he)LNG加注碼(ma)頭布局(ju)建設。加快(kuai)推(tui)(tui)(tui)進(jin)碼(ma)頭岸(an)電(dian)設施建設,推(tui)(tui)(tui)進(jin)船(chuan)舶(bo)靠岸(an)使(shi)(shi)用(yong)(yong)(yong)岸(an)電(dian)應接盡接。到2030年,當(dang)年新(xin)增新(xin)能(neng)源、清潔能(neng)源動(dong)力(li)(li)(li)的交通工具比(bi)(bi)例達到40%左(zuo)右,電(dian)動(dong)乘用(yong)(yong)(yong)車(che)銷(xiao)售量力(li)(li)(li)爭達到乘用(yong)(yong)(yong)車(che)新(xin)車(che)銷(xiao)售量的30%以上,營運交通工具單位換算周(zhou)轉量碳排放強度比(bi)(bi)2020年下(xia)降(jiang)10%,陸路交通運輸石油(you)(you)消(xiao)費力(li)(li)(li)爭2030年前進(jin)入平臺期(qi)。

19.構建綠(lv)色智慧(hui)高(gao)效(xiao)交(jiao)(jiao)通(tong)運(yun)輸(shu)體系(xi)。推(tui)(tui)動(dong)(dong)不同(tong)運(yun)輸(shu)方式的(de)(de)(de)合(he)(he)理分工、有效(xiao)銜接(jie),降低(di)空(kong)(kong)載率和不合(he)(he)理客(ke)貨運(yun)周轉量,提升(sheng)綜合(he)(he)運(yun)輸(shu)效(xiao)率。積極引導大宗(zong)貨物(wu)(wu)和中(zhong)長途貨運(yun)“公轉鐵(tie)”“公轉水”。積極推(tui)(tui)行公鐵(tie)、空(kong)(kong)鐵(tie)、鐵(tie)水、江海(hai)等(deng)多式聯(lian)運(yun),配(pei)合(he)(he)省(sheng)推(tui)(tui)動(dong)(dong)發(fa)展“一票(piao)式”“一單制”聯(lian)程客(ke)貨運(yun)服(fu)(fu)務。加快城鄉物(wu)(wu)流配(pei)送綠(lv)色發(fa)展,推(tui)(tui)進(jin)綠(lv)色低(di)碳、集約高(gao)效(xiao)的(de)(de)(de)城市(shi)物(wu)(wu)流配(pei)送服(fu)(fu)務模式創(chuang)新(xin)。加強(qiang)北斗導航、物(wu)(wu)聯(lian)網、移動(dong)(dong)互(hu)聯(lian)網等(deng)信息(xi)技術在物(wu)(wu)流領域的(de)(de)(de)應(ying)用,選擇高(gao)欄港(gang)國際物(wu)(wu)流園(yuan)(yuan)區、粵港(gang)澳物(wu)(wu)流園(yuan)(yuan)、富山工業(ye)園(yuan)(yuan)物(wu)(wu)流中(zhong)心等(deng)園(yuan)(yuan)區開展一批智慧(hui)物(wu)(wu)流示范項目。結合(he)(he)珠海(hai)的(de)(de)(de)區位和政策優勢(shi),選取珠海(hai)高(gao)新(xin)等(deng)片區,構建自(zi)動(dong)(dong)駕駛技術試驗區,引進(jin)相(xiang)關產業(ye),支持交(jiao)(jiao)通(tong)新(xin)技術發(fa)展。實施(shi)公交(jiao)(jiao)優先戰略(lve),強(qiang)化(hua)城市(shi)公共交(jiao)(jiao)通(tong)與城際客(ke)運(yun)的(de)(de)(de)無(wu)縫(feng)銜接(jie),打(da)造高(gao)效(xiao)銜接(jie)、快捷舒適的(de)(de)(de)城市(shi)公共交(jiao)(jiao)通(tong)服(fu)(fu)務體系(xi),積極引導綠(lv)色出行。到2030年,城市(shi)綠(lv)色出行比例不低(di)于(yu)70%。

20.加快綠(lv)色交(jiao)通(tong)(tong)運(yun)輸基(ji)礎(chu)設(she)施建(jian)(jian)設(she)。將(jiang)綠(lv)色節能低碳(tan)貫穿(chuan)交(jiao)通(tong)(tong)基(ji)礎(chu)設(she)施規(gui)劃、建(jian)(jian)設(she)、運(yun)營和(he)維護(hu)全過程,有效降低交(jiao)通(tong)(tong)基(ji)礎(chu)設(she)施建(jian)(jian)設(she)全生命周(zhou)期能耗和(he)碳(tan)排(pai)放。積極(ji)推(tui)(tui)廣(guang)可再生能源(yuan)在交(jiao)通(tong)(tong)基(ji)礎(chu)設(she)施建(jian)(jian)設(she)運(yun)營中的應用(yong)(yong),構(gou)建(jian)(jian)綜合(he)交(jiao)通(tong)(tong)樞紐場站綠(lv)色能源(yuan)系統。加快布局城鄉(xiang)公(gong)共充換電(dian)網絡,積極(ji)建(jian)(jian)設(she)城際充電(dian)網絡和(he)高速公(gong)路服(fu)務區(qu)快充站配套設(she)施,加強與(yu)電(dian)網雙向智能互動,到2025年,配合(he)省(sheng)實(shi)現高速公(gong)路服(fu)務區(qu)快充站全覆蓋(gai)。積極(ji)推(tui)(tui)動新材料、新技術、新工藝在交(jiao)通(tong)(tong)運(yun)輸領域的應用(yong)(yong),打造一批綠(lv)色交(jiao)通(tong)(tong)基(ji)礎(chu)設(she)施工程。到2030年,珠海金灣機(ji)場場內車輛裝備等力爭(zheng)全面(mian)實(shi)現電(dian)動化。

(六)農(nong)業(ye)農(nong)村(cun)減排固(gu)碳行動。

大力(li)發展綠(lv)色低碳循環(huan)農(nong)(nong)業。加快農(nong)(nong)業農(nong)(nong)村用能方式轉(zhuan)變,提升農(nong)(nong)業生(sheng)產效率和能效水(shui)平,提高農(nong)(nong)業減(jian)排固碳能力(li)。

21.提升農(nong)(nong)(nong)業生產效(xiao)率和能效(xiao)水平。嚴守耕地保(bao)護紅線,全面落實永(yong)久基本農(nong)(nong)(nong)田特殊保(bao)護政(zheng)策(ce)措(cuo)施(shi)。推(tui)進高標準農(nong)(nong)(nong)田建設(she),全面發展農(nong)(nong)(nong)業機(ji)械化(hua)(hua)。實施(shi)智慧(hui)農(nong)(nong)(nong)業工程(cheng),探索建設(she)農(nong)(nong)(nong)業大數據(ju)和智慧(hui)農(nong)(nong)(nong)機(ji)裝備,加大節水節肥(fei)節藥(yao)(yao)等生態友好(hao)型農(nong)(nong)(nong)技與(yu)農(nong)(nong)(nong)機(ji)裝備的推(tui)廣應用。實施(shi)化(hua)(hua)肥(fei)農(nong)(nong)(nong)藥(yao)(yao)減量(liang)增效(xiao)行動,合(he)理控制化(hua)(hua)肥(fei)、農(nong)(nong)(nong)藥(yao)(yao)使用量(liang),推(tui)廣商品(pin)有機(ji)肥(fei)施(shi)用、綠肥(fei)種植、秸稈還田。

22.加快(kuai)農(nong)(nong)業(ye)農(nong)(nong)村(cun)(cun)用(yong)(yong)能(neng)(neng)(neng)(neng)方式(shi)轉變。全(quan)面推(tui)進珠海(hai)(hai)市農(nong)(nong)村(cun)(cun)基(ji)礎設(she)施提(ti)(ti)檔升(sheng)級(ji),進一步完善農(nong)(nong)村(cun)(cun)電網(wang)工程,提(ti)(ti)升(sheng)農(nong)(nong)村(cun)(cun)電網(wang)供電用(yong)(yong)電可(ke)靠率,提(ti)(ti)升(sheng)農(nong)(nong)村(cun)(cun)用(yong)(yong)能(neng)(neng)(neng)(neng)電氣(qi)化水平。加快(kuai)太陽(yang)能(neng)(neng)(neng)(neng)、風(feng)能(neng)(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)(neng)、地熱能(neng)(neng)(neng)(neng)等可(ke)再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)在農(nong)(nong)用(yong)(yong)生(sheng)產和農(nong)(nong)村(cun)(cun)建筑中的利用(yong)(yong),促進鄉(xiang)村(cun)(cun)分布式(shi)儲能(neng)(neng)(neng)(neng)、新能(neng)(neng)(neng)(neng)源(yuan)并(bing)網(wang)試點應用(yong)(yong)。推(tui)廣(guang)節(jie)(jie)能(neng)(neng)(neng)(neng)環保灶具、電動農(nong)(nong)用(yong)(yong)車輛、節(jie)(jie)能(neng)(neng)(neng)(neng)環保農(nong)(nong)機(ji)和漁(yu)船。大力發(fa)(fa)展綠色低碳(tan)循環農(nong)(nong)業(ye),發(fa)(fa)展節(jie)(jie)能(neng)(neng)(neng)(neng)低碳(tan)農(nong)(nong)業(ye)大棚,推(tui)進“光伏+設(she)施農(nong)(nong)業(ye)”“海(hai)(hai)上風(feng)電+海(hai)(hai)洋(yang)牧場(chang)”等低碳(tan)農(nong)(nong)漁(yu)業(ye)模式(shi)。有序推(tui)進供氣(qi)設(she)施向鄉(xiang)村(cun)(cun)延伸(shen)。

23.大(da)力(li)發展綠色低(di)碳(tan)循(xun)環農業(ye)(ye)(ye)。依托珠海(hai)國家農業(ye)(ye)(ye)科技園(yuan)(yuan)區(qu)(qu)(qu)(qu)、臺灣(wan)農民創業(ye)(ye)(ye)園(yuan)(yuan)等(deng),加(jia)強與(yu)相關科研機構、重(zhong)點(dian)企業(ye)(ye)(ye)合作,全面提(ti)升農業(ye)(ye)(ye)科技引(yin)領(ling)能力(li)。重(zhong)點(dian)提(ti)升斗門(men)區(qu)(qu)(qu)(qu)白(bai)蕉海(hai)鱸產(chan)業(ye)(ye)(ye)園(yuan)(yuan)、金灣(wan)區(qu)(qu)(qu)(qu)黃鰭(qi)鯛產(chan)業(ye)(ye)(ye)園(yuan)(yuan)、金灣(wan)區(qu)(qu)(qu)(qu)特色水果園(yuan)(yuan)藝作物產(chan)業(ye)(ye)(ye)園(yuan)(yuan)和斗門(men)區(qu)(qu)(qu)(qu)休閑農業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)園(yuan)(yuan)等(deng)4個現(xian)代農業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)設水平,打造(zao)粵港澳大(da)灣(wan)區(qu)(qu)(qu)(qu)美麗(li)鄉村和綠色低(di)碳(tan)農業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)園(yuan)(yuan)。推進畜(chu)禽(qin)規模化(hua)標準(zhun)化(hua)養(yang)殖(zhi)(zhi),逐步實現(xian)畜(chu)禽(qin)養(yang)殖(zhi)(zhi)業(ye)(ye)(ye)“規范化(hua)、生態(tai)化(hua)、無害化(hua)、資源化(hua)”。推進“美麗(li)魚(yu)塘”“美麗(li)漁(yu)場(chang)(chang)”建(jian)(jian)設,推進養(yang)殖(zhi)(zhi)池塘升級(ji)改(gai)造(zao)與(yu)尾水治理,加(jia)快深遠海(hai)大(da)型智(zhi)能養(yang)殖(zhi)(zhi)漁(yu)場(chang)(chang)建(jian)(jian)設,創建(jian)(jian)水產(chan)生態(tai)健康養(yang)殖(zhi)(zhi)示范區(qu)(qu)(qu)(qu)。

24.提高農(nong)(nong)業(ye)減排(pai)(pai)固碳能(neng)力(li)。鼓勵(li)選育高產低排(pai)(pai)放良(liang)種,改(gai)善(shan)水(shui)(shui)分和(he)肥(fei)(fei)料管理,推廣水(shui)(shui)稻間歇灌溉(gai)、節水(shui)(shui)灌溉(gai)、施(shi)用(yong)緩釋肥(fei)(fei)等(deng)技(ji)(ji)術,控(kong)制(zhi)甲烷、氧(yang)化亞氮(dan)等(deng)溫室氣體排(pai)(pai)放。加強(qiang)農(nong)(nong)作(zuo)物秸稈和(he)畜禽糞(fen)污(wu)資(zi)源(yuan)化、能(neng)源(yuan)化利用(yong),提升(sheng)農(nong)(nong)業(ye)廢棄(qi)物綜合利用(yong)水(shui)(shui)平。開展耕地質(zhi)量(liang)提升(sheng)行(xing)動。通過農(nong)(nong)業(ye)技(ji)(ji)術改(gai)進(jin)、種植模(mo)式調整等(deng)措施(shi),提升(sheng)土壤有機碳儲(chu)量(liang)。支持(chi)研發應用(yong)增匯型農(nong)(nong)業(ye)技(ji)(ji)術,探索(suo)推廣二氧(yang)化碳氣肥(fei)(fei)等(deng)固碳技(ji)(ji)術。

(七)循環經(jing)濟助力降(jiang)碳行動。

大力(li)發展循環經濟,推(tui)動(dong)資源(yuan)節約集約循環利用(yong),推(tui)進廢棄物(wu)減量(liang)化資源(yuan)化,通過提(ti)高(gao)資源(yuan)利用(yong)效率(lv)助力(li)實現碳達(da)峰。

25.建立健全資(zi)(zi)(zi)源循(xun)環(huan)(huan)利(li)(li)用(yong)體系。深入(ru)推(tui)(tui)進園(yuan)區循(xun)環(huan)(huan)化改(gai)造,推(tui)(tui)動企業(ye)循(xun)環(huan)(huan)式生產、產業(ye)循(xun)環(huan)(huan)式組(zu)合(he),搭建資(zi)(zi)(zi)源共享、廢(fei)(fei)(fei)物處理、服(fu)務高效的公共平(ping)臺。到2030年,全市省(sheng)級以(yi)上產業(ye)園(yuan)區按省(sheng)要求全部(bu)完成循(xun)環(huan)(huan)化改(gai)造。完善(shan)廢(fei)(fei)(fei)舊(jiu)物資(zi)(zi)(zi)回(hui)收(shou)網絡,推(tui)(tui)行“互(hu)聯網+”回(hui)收(shou)模式。積(ji)極(ji)培育再制造產業(ye),推(tui)(tui)動汽車零部(bu)件(jian)、工(gong)程機(ji)械、辦公設(she)備等(deng)方面再制造產業(ye)高質量發展。加快大(da)宗(zong)固廢(fei)(fei)(fei)綜合(he)利(li)(li)用(yong)示范(fan)項目(mu)建設(she),拓寬建筑(zhu)垃(la)圾(ji)、冶煉渣等(deng)大(da)宗(zong)固廢(fei)(fei)(fei)綜合(he)利(li)(li)用(yong)渠道(dao),推(tui)(tui)動退役動力電池、光(guang)伏(fu)組(zu)件(jian)、風(feng)電機(ji)組(zu)葉(xie)片等(deng)新興產業(ye)固廢(fei)(fei)(fei)循(xun)環(huan)(huan)利(li)(li)用(yong)。到2025年,大(da)宗(zong)工(gong)業(ye)固廢(fei)(fei)(fei)年綜合(he)利(li)(li)用(yong)率達到93%,到2030年達到95%。

26.推(tui)進廢棄(qi)(qi)物(wu)減量化資源(yuan)(yuan)化。全面推(tui)行(xing)生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)分類,在香洲(zhou)區(qu)、斗門區(qu)打造生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)分類示(shi)范片區(qu),加(jia)快建立(li)分類投放、分類收集、分類運輸、分類處(chu)(chu)理(li)的生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)管(guan)理(li)系統,提升生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)減量化、資源(yuan)(yuan)化、無害化處(chu)(chu)理(li)水(shui)(shui)平。高標(biao)準建設(she)生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)無害化處(chu)(chu)理(li)設(she)施(shi),發展以(yi)(yi)焚(fen)燒為主的垃(la)(la)圾(ji)(ji)處(chu)(chu)理(li)方(fang)式,保持原生(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)焚(fen)燒處(chu)(chu)理(li)占比100%。實施(shi)塑料污染全鏈條治理(li),加(jia)快推(tui)廣應用(yong)(yong)替(ti)代產品和模式,推(tui)進塑料廢棄(qi)(qi)物(wu)資源(yuan)(yuan)化、能源(yuan)(yuan)化利用(yong)(yong)。積極推(tui)進非常規水(shui)(shui)和污水(shui)(shui)資源(yuan)(yuan)化利用(yong)(yong),合理(li)布局再生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)利用(yong)(yong)基(ji)礎設(she)施(shi)。到(dao)2025年(nian),城市生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)資源(yuan)(yuan)化利用(yong)(yong)比例不低于60%。到(dao)2030年(nian),城市生(sheng)(sheng)(sheng)(sheng)活(huo)垃(la)(la)圾(ji)(ji)資源(yuan)(yuan)化利用(yong)(yong)比例達到(dao)65%以(yi)(yi)上(shang),全市規模以(yi)(yi)上(shang)工(gong)業(ye)用(yong)(yong)水(shui)(shui)重復利用(yong)(yong)率提高到(dao)90%以(yi)(yi)上(shang)。

(八)科技賦能(neng)碳達(da)峰行動。

聚焦綠色低碳關鍵核心技術,完(wan)善科技創(chuang)新(xin)(xin)體制(zhi)機制(zhi),強化創(chuang)新(xin)(xin)和成(cheng)果轉化能(neng)力,搶占綠色低碳技術制(zhi)高點,為(wei)實現碳達峰注(zhu)入(ru)強大動能(neng)。

27.推動低碳關(guan)(guan)(guan)鍵核(he)心(xin)(xin)技(ji)(ji)術(shu)創新(xin)。強化可再生能(neng)(neng)源、氫能(neng)(neng)、儲能(neng)(neng)、新(xin)型電力(li)系統(tong)等(deng)新(xin)能(neng)(neng)源技(ji)(ji)術(shu)創新(xin)。引導傳統(tong)高耗能(neng)(neng)行業的低碳燃(ran)料與原料替代、零碳工業流(liu)程再造、數據中心(xin)(xin)和(he)5G等(deng)新(xin)型基(ji)礎設(she)施的過程智能(neng)(neng)調控(kong)等(deng)關(guan)(guan)(guan)鍵核(he)心(xin)(xin)技(ji)(ji)術(shu)與裝備研(yan)發。推進建(jian)筑、交通運(yun)輸行業節能(neng)(neng)減排關(guan)(guan)(guan)鍵技(ji)(ji)術(shu)研(yan)究與示(shi)范。鼓勵開展森林、農(nong)田、濕(shi)地等(deng)生態碳匯關(guan)(guan)(guan)鍵技(ji)(ji)術(shu)研(yan)究。支持(chi)典型固廢(fei)、電子廢(fei)棄物等(deng)資源循環利用(yong)關(guan)(guan)(guan)鍵核(he)心(xin)(xin)技(ji)(ji)術(shu)攻關(guan)(guan)(guan)。

28.加快低碳先進(jin)技(ji)術(shu)(shu)成(cheng)(cheng)果(guo)轉化(hua)。探索建立綠色技(ji)術(shu)(shu)推(tui)廣(guang)(guang)機制,推(tui)動(dong)傳統高耗能(neng)(neng)行業、數據中心(xin)和(he)5G等(deng)新基建、建筑和(he)交通(tong)等(deng)行業節能(neng)(neng)降碳先進(jin)適(shi)用(yong)(yong)(yong)技(ji)術(shu)(shu)、裝(zhuang)備、工(gong)(gong)藝的推(tui)廣(guang)(guang)應(ying)用(yong)(yong)(yong)。積極推(tui)動(dong)大(da)容量風電、高效光伏、大(da)容量儲能(neng)(neng)、低成(cheng)(cheng)本(ben)可再生能(neng)(neng)源制氫等(deng)技(ji)術(shu)(shu)創新,推(tui)動(dong)新能(neng)(neng)源技(ji)術(shu)(shu)在能(neng)(neng)源消納、電網調(diao)峰等(deng)場景以及交通(tong)、建筑、工(gong)(gong)業等(deng)不同(tong)領域(yu)的示范(fan)應(ying)用(yong)(yong)(yong)。支持生態系(xi)統碳匯、固廢資源回收(shou)利用(yong)(yong)(yong)等(deng)潛力行業成(cheng)(cheng)果(guo)培(pei)育示范(fan)。

29.促進低(di)(di)碳(tan)科(ke)(ke)(ke)(ke)技(ji)(ji)(ji)(ji)(ji)(ji)創(chuang)新能(neng)力(li)提升。推動(dong)建(jian)立(li)以政府投(tou)(tou)入為(wei)引(yin)導、企(qi)業(ye)(ye)投(tou)(tou)入為(wei)主體、社會投(tou)(tou)入為(wei)補充的綠(lv)(lv)色(se)科(ke)(ke)(ke)(ke)技(ji)(ji)(ji)(ji)(ji)(ji)投(tou)(tou)入機制。加強綠(lv)(lv)色(se)技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)創(chuang)新能(neng)力(li)建(jian)設,創(chuang)建(jian)一批省級(ji)以上綠(lv)(lv)色(se)低(di)(di)碳(tan)技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)創(chuang)新平臺(tai),推動(dong)基礎研究和(he)前沿技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)創(chuang)新發展(zhan)。培育(yu)(yu)企(qi)業(ye)(ye)創(chuang)新能(neng)力(li),強化(hua)企(qi)業(ye)(ye)創(chuang)新主體地位,完善產(chan)(chan)學研技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)轉化(hua)體系,引(yin)導行業(ye)(ye)龍頭企(qi)業(ye)(ye)聯合(he)高校(xiao)、科(ke)(ke)(ke)(ke)研院(yuan)所和(he)上下游(you)企(qi)業(ye)(ye)共建(jian)低(di)(di)碳(tan)產(chan)(chan)業(ye)(ye)創(chuang)新中心,開展(zhan)關鍵技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)協(xie)同創(chuang)新。培育(yu)(yu)低(di)(di)碳(tan)科(ke)(ke)(ke)(ke)技(ji)(ji)(ji)(ji)(ji)(ji)創(chuang)新主體,實施高端人才團(tuan)隊(dui)引(yin)進和(he)培育(yu)(yu)工程,鼓(gu)勵在珠高校(xiao)建(jian)立(li)多學科(ke)(ke)(ke)(ke)交叉的綠(lv)(lv)色(se)低(di)(di)碳(tan)人才培養體系,形成一批碳(tan)達蜂、碳(tan)中和(he)科(ke)(ke)(ke)(ke)技(ji)(ji)(ji)(ji)(ji)(ji)人才隊(dui)伍。深化(hua)產(chan)(chan)教融合(he),鼓(gu)勵校(xiao)企(qi)聯合(he)開展(zhan)產(chan)(chan)學合(he)作(zuo)協(xie)同育(yu)(yu)人項目。

(九)綠色經貿合作行(xing)動。

開(kai)展綠色經貿(mao)(mao)、技術與金(jin)融合作,積(ji)極參與綠色“一帶一路”建設,推動發展高(gao)質量、高(gao)技術、高(gao)附加值的(de)綠色低(di)碳產品國(guo)際貿(mao)(mao)易。

30.提高(gao)(gao)外(wai)貿(mao)(mao)行業(ye)綠(lv)色(se)(se)競(jing)爭力。結合珠(zhu)海(hai)市(shi)實(shi)際情況按省統一(yi)部署(shu)推動發(fa)展高(gao)(gao)質量、高(gao)(gao)技術、高(gao)(gao)附(fu)加值(zhi)的(de)綠(lv)色(se)(se)低(di)碳(tan)產品(pin)國際貿(mao)(mao)易(yi)(yi),提高(gao)(gao)外(wai)貿(mao)(mao)行業(ye)綠(lv)色(se)(se)競(jing)爭力。嚴格控(kong)制高(gao)(gao)耗能(neng)、高(gao)(gao)排放產品(pin)出(chu)口(kou),鼓勵(li)節能(neng)環保、清潔能(neng)源等關鍵原(yuan)材料和核心技術等進口(kou)。積(ji)極應(ying)對綠(lv)色(se)(se)貿(mao)(mao)易(yi)(yi)國際規則,探索建(jian)立產品(pin)碳(tan)足跡(ji)評價與標識(shi)制度。按省統一(yi)部署(shu)做好綠(lv)色(se)(se)貿(mao)(mao)易(yi)(yi)規則與進出(chu)口(kou)政策的(de)銜接(jie)。擴大綠(lv)色(se)(se)低(di)碳(tan)貿(mao)(mao)易(yi)(yi)主體規模,培育一(yi)批低(di)碳(tan)外(wai)向型骨干企業(ye),促進外(wai)貿(mao)(mao)轉型升級基地(di)、國家級經濟技術開發(fa)區和海(hai)關特殊監管區域(yu)綠(lv)色(se)(se)發(fa)展。

31.積極參與綠(lv)色“一帶一路”建設。堅持互惠共贏(ying)原則(ze),探索與沿線(xian)國家在綠(lv)色貿易規則(ze)對接、綠(lv)色產(chan)業政策對接和(he)綠(lv)色投資項(xiang)目(mu)對接等領域(yu)加強互聯互通。支持企業結合自身優勢對接沿線(xian)國家綠(lv)色產(chan)業和(he)新能(neng)源項(xiang)目(mu),深化國際產(chan)能(neng)合作,擴大新能(neng)源技(ji)術和(he)裝備出口(kou)。加強在應對氣候變化、海洋合作等方面的國際交流合作。推(tui)進(jin)“綠(lv)色展會”建設,在展館設置(zhi)、搭建及組織參展等工作環節上減少污染和(he)浪(lang)費。

(十)生態(tai)碳匯能力(li)鞏(gong)固提升(sheng)行動。

堅持系統(tong)(tong)(tong)觀念,推進山水林田湖草沙(sha)一體(ti)化保護和系統(tong)(tong)(tong)治(zhi)理,提高(gao)生(sheng)態(tai)系統(tong)(tong)(tong)質(zhi)量和穩(wen)定性,有效(xiao)提升森林、濕地、海洋等生(sheng)態(tai)系統(tong)(tong)(tong)碳(tan)匯增量。

32.鞏固(gu)生態(tai)系(xi)(xi)統固(gu)碳(tan)(tan)作用(yong)。結(jie)合國(guo)土空(kong)間規(gui)劃編制和實施,構建(jian)有(you)利(li)于碳(tan)(tan)達(da)峰、碳(tan)(tan)中和的國(guo)土空(kong)間開發保(bao)(bao)護格局。嚴(yan)守生態(tai)保(bao)(bao)護紅線,嚴(yan)控(kong)生態(tai)空(kong)間占用(yong),建(jian)立(li)完(wan)善全市自(zi)然保(bao)(bao)護地(di)(di)體系(xi)(xi),穩定現有(you)森林、濕地(di)(di)、海洋、土壤等固(gu)碳(tan)(tan)作用(yong)。劃定城鎮開發邊(bian)界,嚴(yan)控(kong)新增建(jian)設用(yong)地(di)(di)規(gui)模(mo),推(tui)動城鄉存量建(jian)設用(yong)地(di)(di)盤活利(li)用(yong)。嚴(yan)格執行土地(di)(di)使用(yong)標準,加強節約(yue)集約(yue)用(yong)地(di)(di)評價,推(tui)廣節地(di)(di)技術和節地(di)(di)模(mo)式。

33.持續提升(sheng)森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)碳(tan)(tan)(tan)匯(hui)(hui)能力(li)。開展森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)質(zhi)量(liang)精(jing)準提升(sheng)工(gong)(gong)程建(jian)設(she),培育高(gao)(gao)質(zhi)量(liang)水源(yuan)林(lin)(lin)(lin)(lin)和大徑材資源(yuan),建(jian)設(she)沿(yan)海(hai)(hai)(hai)防(fang)護林(lin)(lin)(lin)(lin)體(ti)系(xi)和高(gao)(gao)質(zhi)量(liang)生(sheng)物防(fang)火(huo)林(lin)(lin)(lin)(lin)帶,提升(sheng)生(sheng)態(tai)系(xi)統質(zhi)量(liang)和穩定(ding)性,增(zeng)強(qiang)碳(tan)(tan)(tan)匯(hui)(hui)能力(li)。根(gen)據(ju)《廣東省高(gao)(gao)質(zhi)量(liang)水源(yuan)林(lin)(lin)(lin)(lin)建(jian)設(she)規劃(hua)(2021-2025年(nian))》,“十四五”期間,高(gao)(gao)質(zhi)量(liang)完成我市(shi)(shi)水源(yuan)林(lin)(lin)(lin)(lin)建(jian)設(she)任務(wu)42300畝。積(ji)極參與“珠(zhu)(zhu)三角森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)城(cheng)市(shi)(shi)群”創(chuang)建(jian)工(gong)(gong)作。推進“公(gong)園城(cheng)市(shi)(shi)”“千里綠(lv)廊”建(jian)設(she),努力(li)提高(gao)(gao)全(quan)市(shi)(shi)森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)覆蓋(gai)率,擴大森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)碳(tan)(tan)(tan)匯(hui)(hui)增(zeng)量(liang)規模。實(shi)(shi)施(shi)綠(lv)美(mei)珠(zhu)(zhu)海(hai)(hai)(hai)建(jian)設(she)行動(dong),建(jian)設(she)珠(zhu)(zhu)海(hai)(hai)(hai)9大森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)公(gong)園和城(cheng)市(shi)(shi)公(gong)園精(jing)品工(gong)(gong)程,全(quan)面實(shi)(shi)現海(hai)(hai)(hai)島森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)提質(zhi)升(sheng)級。積(ji)極探(tan)索能夠體(ti)現碳(tan)(tan)(tan)匯(hui)(hui)價值的(de)林(lin)(lin)(lin)(lin)業生(sheng)態(tai)保(bao)護補(bu)償機(ji)制。到2030年(nian),全(quan)市(shi)(shi)森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)覆蓋(gai)率達(da)32.2%,森(sen)(sen)(sen)林(lin)(lin)(lin)(lin)蓄積(ji)量(liang)達(da)249萬立方(fang)米。

34.鞏固(gu)提升濕地(di)(di)碳匯能力(li)。加強自然濕地(di)(di)保護(hu)(hu),充分發揮濕地(di)(di)、泥炭的碳匯作用(yong),重點保護(hu)(hu)野生(sheng)(sheng)動(dong)物(wu)棲息(xi)地(di)(di)、野生(sheng)(sheng)植物(wu)原(yuan)生(sheng)(sheng)地(di)(di)等,維護(hu)(hu)濕地(di)(di)生(sheng)(sheng)態(tai)系統健康(kang)穩定(ding)。深(shen)入推(tui)(tui)進(jin)“美(mei)麗河(he)湖”創建(jian),建(jian)立功能完(wan)整的河(he)涌水(shui)系和綠(lv)色(se)生(sheng)(sheng)態(tai)水(shui)網,推(tui)(tui)動(dong)水(shui)生(sheng)(sheng)態(tai)保護(hu)(hu)修復(fu)(fu),保障河(he)湖生(sheng)(sheng)態(tai)流量。嚴(yan)格紅(hong)(hong)樹(shu)林用(yong)途管制,嚴(yan)守紅(hong)(hong)樹(shu)林生(sheng)(sheng)態(tai)空間。開展紅(hong)(hong)樹(shu)林保護(hu)(hu)修復(fu)(fu)行動(dong),鞏固(gu)淇澳(ao)紅(hong)(hong)樹(shu)林濕地(di)(di)修復(fu)(fu)成(cheng)效,推(tui)(tui)進(jin)淇澳(ao)-擔桿島省級(ji)自然保護(hu)(hu)區(qu)紅(hong)(hong)樹(shu)林種植與修復(fu)(fu)工程,著力(li)打(da)造(zao)全省紅(hong)(hong)樹(shu)林濕地(di)(di)保護(hu)(hu)與生(sheng)(sheng)態(tai)修復(fu)(fu)的范例。到2024年(nian),全面完(wan)成(cheng)省下達我市的紅(hong)(hong)樹(shu)林營造(zao)修復(fu)(fu)任務(wu)。

35.大(da)力(li)發掘海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)碳(tan)匯(hui)(hui)(hui)(hui)潛力(li)。推進(jin)(jin)海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)生(sheng)態(tai)系統保(bao)(bao)護(hu)(hu)和(he)修(xiu)(xiu)復重大(da)工程建(jian)(jian)設,養(yang)護(hu)(hu)海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)生(sheng)物資源,維(wei)護(hu)(hu)海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)生(sheng)物多樣性,構(gou)建(jian)(jian)以海(hai)(hai)(hai)(hai)岸帶、海(hai)(hai)(hai)(hai)島(dao)鏈和(he)各類自然保(bao)(bao)護(hu)(hu)地為支撐(cheng)的海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)生(sheng)態(tai)安全(quan)格局。加強海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)碳(tan)匯(hui)(hui)(hui)(hui)基礎(chu)理論和(he)方法研究,落實海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)碳(tan)匯(hui)(hui)(hui)(hui)計量(liang)標準體系,完善海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)碳(tan)匯(hui)(hui)(hui)(hui)監(jian)測系統,開展海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)碳(tan)匯(hui)(hui)(hui)(hui)摸底調查。嚴(yan)格保(bao)(bao)護(hu)(hu)和(he)修(xiu)(xiu)復海(hai)(hai)(hai)(hai)草床、珊(shan)瑚礁等(deng)海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)生(sheng)態(tai)系統,積(ji)極推動海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)碳(tan)匯(hui)(hui)(hui)(hui)開發利用。探索開展海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)生(sheng)態(tai)系統碳(tan)匯(hui)(hui)(hui)(hui)試(shi)點,推進(jin)(jin)海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)生(sheng)態(tai)牧場建(jian)(jian)設,有(you)序(xu)發展海(hai)(hai)(hai)(hai)水(shui)立體綜合養(yang)殖(zhi),提高海(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)漁業碳(tan)匯(hui)(hui)(hui)(hui)功能。

(十一)綠色低碳全民行動。

加強(qiang)生(sheng)(sheng)態文明宣(xuan)傳教育,增強(qiang)全民(min)節約意識(shi)、環保(bao)意識(shi)、生(sheng)(sheng)態意識(shi),倡(chang)導簡約適度、綠(lv)色低(di)碳、文明健康的(de)生(sheng)(sheng)活(huo)方式,把綠(lv)色低(di)碳理念轉(zhuan)化為(wei)全社(she)會自(zi)覺行(xing)動。

36.加(jia)強(qiang)生(sheng)態(tai)文(wen)明(ming)(ming)宣傳(chuan)教(jiao)育(yu)。開展(zhan)全(quan)民節(jie)(jie)能(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)教(jiao)育(yu),在全(quan)市高校、中小學開展(zhan)多(duo)種形式的(de)資源環(huan)境(jing)國情教(jiao)育(yu),普及(ji)(ji)碳(tan)達(da)峰、碳(tan)中和基礎知識。把節(jie)(jie)能(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)納入文(wen)明(ming)(ming)城市、文(wen)明(ming)(ming)村鎮(zhen)、文(wen)明(ming)(ming)單(dan)位、文(wen)明(ming)(ming)家庭、文(wen)明(ming)(ming)校園創建(jian)及(ji)(ji)有關教(jiao)育(yu)示(shi)范基地建(jian)設要求。加(jia)強(qiang)生(sheng)態(tai)文(wen)明(ming)(ming)科普教(jiao)育(yu),辦好世界地球日、世界環(huan)境(jing)日、節(jie)(jie)能(neng)(neng)宣傳(chuan)周、全(quan)國低(di)(di)碳(tan)日等主題宣傳(chuan)活(huo)動。廣泛組織(zhi)開展(zhan)生(sheng)態(tai)環(huan)保(bao)、綠色低(di)(di)碳(tan)志愿活(huo)動。支持和鼓勵公眾、社(she)會組織(zhi)對節(jie)(jie)能(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)工(gong)作進(jin)(jin)行輿論(lun)監督,各類新聞媒體及(ji)(ji)時(shi)宣傳(chuan)報道節(jie)(jie)能(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)的(de)先進(jin)(jin)典型、經驗和做法(fa),營(ying)造良好社(she)會氛圍。

37.推廣(guang)(guang)綠(lv)色低(di)碳(tan)生活方(fang)式。堅決遏制(zhi)奢侈(chi)浪費和(he)不合理消費,杜絕過度包裝,制(zhi)止餐(can)飲浪費行(xing)為。深入開展(zhan)節(jie)約型機(ji)關、綠(lv)色家庭、綠(lv)色學校、綠(lv)色社(she)區、綠(lv)色交通、綠(lv)色商場、綠(lv)色建筑等綠(lv)色生活創(chuang)建行(xing)動(dong),廣(guang)(guang)泛宣(xuan)傳(chuan)推廣(guang)(guang)簡約適度、綠(lv)色低(di)碳(tan)、文明健康的生活理念(nian)和(he)生活方(fang)式,評選宣(xuan)傳(chuan)一(yi)批優秀示范典型。積極(ji)倡導綠(lv)色消費,大(da)力推廣(guang)(guang)高(gao)效節(jie)能電機(ji)、節(jie)能環保汽車、高(gao)效照明等節(jie)能低(di)碳(tan)產品,探(tan)索(suo)碳(tan)普惠商業模式創(chuang)新。

38.引導企(qi)業(ye)(ye)(ye)履行(xing)(xing)社會(hui)責任。鼓勵重點(dian)國有企(qi)業(ye)(ye)(ye)、重點(dian)用能(neng)(neng)單位和(he)行(xing)(xing)業(ye)(ye)(ye)龍頭企(qi)業(ye)(ye)(ye)制(zhi)定實施(shi)碳(tan)(tan)達峰行(xing)(xing)動方(fang)案(an),深入(ru)研究(jiu)減排(pai)路徑,發揮引領帶動作用。督促上(shang)市公司和(he)發債(zhai)企(qi)業(ye)(ye)(ye)按照強制(zhi)性環(huan)境信息披(pi)露要(yao)求,定期(qi)公布企(qi)業(ye)(ye)(ye)碳(tan)(tan)排(pai)放(fang)信息。完善綠色產品認證與標識制(zhi)度(du),推動國有企(qi)業(ye)(ye)(ye)率先執行(xing)(xing)企(qi)業(ye)(ye)(ye)綠色采購(gou)指南。充分發揮行(xing)(xing)業(ye)(ye)(ye)協(xie)會(hui)等社會(hui)團體(ti)作用,引導企(qi)業(ye)(ye)(ye)主動適應(ying)綠色低(di)碳(tan)(tan)發展要(yao)求,加強能(neng)(neng)源資源節約(yue),自覺履行(xing)(xing)低(di)碳(tan)(tan)環(huan)保社會(hui)責任。

39.強化(hua)領(ling)(ling)導(dao)干(gan)(gan)部(bu)(bu)培訓。將學(xue)習貫徹習近平生態文明思想作(zuo)為干(gan)(gan)部(bu)(bu)教育培訓的重要(yao)內容(rong),市、區黨校(行政學(xue)院)要(yao)把碳(tan)達(da)(da)峰(feng)、碳(tan)中和(he)相關內容(rong)列入教學(xue)計劃,分階(jie)段對領(ling)(ling)導(dao)干(gan)(gan)部(bu)(bu)開展(zhan)培訓,深化(hua)各(ge)級領(ling)(ling)導(dao)干(gan)(gan)部(bu)(bu)對碳(tan)達(da)(da)峰(feng)、碳(tan)中和(he)工(gong)(gong)作(zuo)重要(yao)性、緊迫性、科學(xue)性、系統性的認識。從事綠色低碳(tan)發展(zhan)工(gong)(gong)作(zuo)的領(ling)(ling)導(dao)干(gan)(gan)部(bu)(bu),要(yao)提升專(zhuan)業(ye)(ye)能力(li)素養,切實增強專(zhuan)業(ye)(ye)本領(ling)(ling)。

(十二)試點示范創建行動(dong)。

開展(zhan)綠色低碳試點和(he)先行示范建設,支持有條件的(de)區域和(he)重點行業、重點企業率先實現(xian)碳達峰,形成一批可(ke)操作、可(ke)復制、可(ke)推廣的(de)經驗(yan)做法。

40.開展碳達(da)峰(feng)試點建(jian)設。加(jia)大對(dui)各區(qu)(qu)、鎮街推(tui)進(jin)碳達(da)峰(feng)的支(zhi)(zhi)持(chi)力度,綜合考慮區(qu)(qu)域經濟發展程度、產業布(bu)局(ju)、資源能源稟賦和(he)碳排放趨(qu)勢等因素,在(zai)政策、資金、技術等方面給(gei)予支(zhi)(zhi)持(chi)。支(zhi)(zhi)持(chi)有條件的區(qu)(qu)域建(jian)設碳達(da)峰(feng)、碳中和(he)試點,鼓勵各區(qu)(qu)(功能區(qu)(qu))選擇具有典(dian)型代表性(xing)的鎮街、村居(ju)開展碳達(da)峰(feng)試點示范建(jian)設,加(jia)快推(tui)進(jin)綠色低(di)碳轉型,為(wei)全省(sheng)全市提(ti)供可復(fu)制可推(tui)廣經驗做法(fa)。

41.開展綠(lv)色低(di)碳(tan)試點示(shi)范。支(zhi)持企(qi)業(ye)(ye)(ye)、園(yuan)(yuan)區(qu)(qu)、社區(qu)(qu)、公共機構深入開展綠(lv)色低(di)碳(tan)試點示(shi)范。著力打造一批各(ge)具特色、具有(you)示(shi)范引領效應的(de)近零碳(tan)/零碳(tan)企(qi)業(ye)(ye)(ye)、園(yuan)(yuan)區(qu)(qu)、社區(qu)(qu)、學(xue)校(xiao)、醫院、交通樞紐(niu)等。以富(fu)山工(gong)業(ye)(ye)(ye)園(yuan)(yuan)的(de)新能源(yuan)領軍企(qi)業(ye)(ye)(ye)及周邊區(qu)(qu)域為(wei)載體(ti),規劃建設零碳(tan)科技城。鼓勵鋼(gang)鐵、石化(hua)等重點行(xing)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)提出碳(tan)達(da)峰、碳(tan)中和目標并制定中長期行(xing)動方案,鼓勵示(shi)范推(tui)廣二氧化(hua)碳(tan)捕集(ji)利用與封存(CCUS)技術。

(十三(san))協同橫琴粵(yue)澳深度(du)合作區同步開展降碳(tan)行(xing)動。

強(qiang)化與橫琴(qin)粵(yue)澳(ao)深度合(he)作(zuo)區在低碳發(fa)展領(ling)域的交流(liu)合(he)作(zuo),加(jia)強(qiang)地區產業、資(zi)金(jin)、技(ji)術、人才(cai)等優勢要素互聯互通,從(cong)能(neng)源(yuan)利用(yong)、產業發(fa)展、科技(ji)創(chuang)新(xin)、綠色金(jin)融等方(fang)面協(xie)同(tong)推進減碳行(xing)動,支持橫琴(qin)粵(yue)澳(ao)深度合(he)作(zuo)區建設碳中和試點(dian),加(jia)快建立應對氣候變化共同(tong)機制(zhi)。

42.推進橫(heng)(heng)琴(qin)(qin)(qin)(qin)粵(yue)(yue)澳(ao)深度合作區(qu)能源(yuan)體系(xi)高(gao)(gao)效(xiao)低碳發展(zhan)。支持橫(heng)(heng)琴(qin)(qin)(qin)(qin)粵(yue)(yue)澳(ao)深度合作區(qu)大力發展(zhan)新型(xing)能源(yuan)技術(shu)及(ji)推廣(guang)應(ying)用(yong)(yong),推動區(qu)域集(ji)中供冷(leng)供熱進一步發展(zhan),實現能源(yuan)梯(ti)級利用(yong)(yong)。支持橫(heng)(heng)琴(qin)(qin)(qin)(qin)粵(yue)(yue)澳(ao)深度合作區(qu)發展(zhan)分布式光伏發電(dian)及(ji)儲能技術(shu)應(ying)用(yong)(yong),推進橫(heng)(heng)琴(qin)(qin)(qin)(qin)供電(dian)局(ju)線路工區(qu)大樓(lou)近零碳示范(fan)樓(lou)宇項目(mu)。提(ti)升橫(heng)(heng)琴(qin)(qin)(qin)(qin)區(qu)域電(dian)力供應(ying)保(bao)障能力,建(jian)設覆(fu)蓋輸(shu)、變、配、調控的(de)全方位(wei)數字智能電(dian)網(wang),構建(jian)適應(ying)新能源(yuan)占比逐漸提(ti)高(gao)(gao)的(de)新型(xing)電(dian)力系(xi)統建(jian)設。

43.聯動發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)低碳(tan)(tan)產(chan)(chan)(chan)(chan)業(ye)(ye)。做(zuo)好低碳(tan)(tan)產(chan)(chan)(chan)(chan)業(ye)(ye)項目(mu)引入(ru),支持橫琴粵(yue)澳(ao)(ao)深度合(he)作(zuo)區(qu)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)新(xin)(xin)(xin)產(chan)(chan)(chan)(chan)業(ye)(ye),推動科(ke)技(ji)創(chuang)新(xin)(xin)(xin)、中醫(yi)藥(yao)、跨(kua)境金融、文旅會展(zhan)(zhan)(zhan)(zhan)等產(chan)(chan)(chan)(chan)業(ye)(ye)鏈(lian)上(shang)下游(you)企(qi)業(ye)(ye)跨(kua)區(qu)域落戶。依托粵(yue)澳(ao)(ao)中醫(yi)藥(yao)科(ke)技(ji)產(chan)(chan)(chan)(chan)業(ye)(ye)園,建設世界一流中醫(yi)藥(yao)生產(chan)(chan)(chan)(chan)基(ji)地(di)和(he)創(chuang)新(xin)(xin)(xin)高(gao)地(di),優化中醫(yi)藥(yao)科(ke)技(ji)產(chan)(chan)(chan)(chan)業(ye)(ye)園發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)路徑,輻(fu)射推動金灣區(qu)生物醫(yi)藥(yao)與健康產(chan)(chan)(chan)(chan)業(ye)(ye)高(gao)質量集群發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)。基(ji)于(yu)廣東省低碳(tan)(tan)產(chan)(chan)(chan)(chan)品、粵(yue)港碳(tan)(tan)標(biao)簽(qian)互認機制(zhi)的工作(zuo)基(ji)礎,圍繞高(gao)端電子信息、生物醫(yi)藥(yao)、中醫(yi)藥(yao)等高(gao)端制(zhi)造主導產(chan)(chan)(chan)(chan)業(ye)(ye),共同探索(suo)建立低碳(tan)(tan)產(chan)(chan)(chan)(chan)品碳(tan)(tan)足跡評(ping)價(jia)方(fang)法(fa)、碳(tan)(tan)標(biao)簽(qian)互認管理辦法(fa)等制(zhi)度體系,協(xie)同增強產(chan)(chan)(chan)(chan)品低碳(tan)(tan)競爭力。

44.協(xie)同推動創(chuang)新(xin)(xin)(xin)科技(ji)(ji)成果轉化。加(jia)(jia)強低碳發(fa)展、節(jie)能環保(bao)技(ji)(ji)術(shu)的國際交流合作,聯合省、市內高校及研發(fa)機構,共同加(jia)(jia)快(kuai)能源節(jie)約(yue)、資源循環利(li)用、新(xin)(xin)(xin)能源開發(fa)、清潔生產(chan)(chan)技(ji)(ji)術(shu)、二氧化碳捕集利(li)用與封存(CCUS)技(ji)(ji)術(shu)等領域關(guan)鍵低碳技(ji)(ji)術(shu)創(chuang)新(xin)(xin)(xin)攻關(guan),創(chuang)新(xin)(xin)(xin)技(ji)(ji)術(shu)推廣模式,以技(ji)(ji)術(shu)突破壯大和(he)提升(sheng)電(dian)子(zi)信(xin)息產(chan)(chan)業、新(xin)(xin)(xin)能源產(chan)(chan)業、大健康產(chan)(chan)業發(fa)展。

45.加(jia)強(qiang)綠(lv)色(se)金(jin)(jin)融(rong)(rong)(rong)合(he)(he)作(zuo)(zuo)。支持橫琴(qin)粵(yue)澳(ao)深度(du)合(he)(he)作(zuo)(zuo)區申報國家第二批氣(qi)候(hou)投(tou)融(rong)(rong)(rong)資試點,與橫琴(qin)粵(yue)澳(ao)深度(du)合(he)(he)作(zuo)(zuo)區、澳(ao)門(men)共同(tong)探索推(tui)動氣(qi)候(hou)投(tou)融(rong)(rong)(rong)資。聯(lian)合(he)(he)多家大(da)型金(jin)(jin)融(rong)(rong)(rong)機構推(tui)動搭建(jian)粵(yue)澳(ao)綠(lv)色(se)金(jin)(jin)融(rong)(rong)(rong)平臺(tai),逐步實現境內外項目資金(jin)(jin)對(dui)接、培訓、綠(lv)色(se)技(ji)術交易(yi)、投(tou)融(rong)(rong)(rong)資中介(jie)服務等功能。借助橫琴(qin)粵(yue)澳(ao)深度(du)合(he)(he)作(zuo)(zuo)區氣(qi)候(hou)投(tou)融(rong)(rong)(rong)資試點和(he)金(jin)(jin)融(rong)(rong)(rong)平臺(tai)優勢(shi),有效推(tui)動綠(lv)色(se)金(jin)(jin)融(rong)(rong)(rong)資源(yuan)和(he)服務向金(jin)(jin)灣(wan)區、斗門(men)區實體(ti)產業(ye)輻射和(he)傾斜。強(qiang)化鶴(he)洲、萬(wan)山、保稅一體(ti)化區域對(dui)澳(ao)金(jin)(jin)融(rong)(rong)(rong)合(he)(he)作(zuo)(zuo)以及(ji)與橫琴(qin)粵(yue)澳(ao)深度(du)合(he)(he)作(zuo)(zuo)區的聯(lian)動,以綠(lv)色(se)金(jin)(jin)融(rong)(rong)(rong)發展助力(li)高質(zhi)量建(jian)設(she)環澳(ao)跨境金(jin)(jin)融(rong)(rong)(rong)合(he)(he)作(zuo)(zuo)區。

三、政策保障

(一(yi))建(jian)立(li)碳排放(fang)(fang)(fang)統(tong)(tong)計監(jian)測體(ti)系(xi)(xi)。按照國(guo)家和(he)省統(tong)(tong)一(yi)規范的(de)碳排放(fang)(fang)(fang)統(tong)(tong)計核算(suan)(suan)體(ti)系(xi)(xi)有關要求,加強(qiang)碳排放(fang)(fang)(fang)核算(suan)(suan)能力(li)建(jian)設,完善能源(yuan)活動、工業(ye)(ye)生(sheng)產過程、農業(ye)(ye)、土地利用(yong)變(bian)化與林業(ye)(ye)、廢棄物處理(li)等(deng)領域的(de)統(tong)(tong)計體(ti)系(xi)(xi),定期編制全市溫室氣(qi)體(ti)清單報告。加快(kuai)利用(yong)大(da)數據、云(yun)計算(suan)(suan)、區(qu)塊(kuai)鏈等(deng)先進(jin)技術,集成管理(li)能源(yuan)、工業(ye)(ye)、交通、建(jian)筑、農業(ye)(ye)等(deng)重點領域碳排放(fang)(fang)(fang)和(he)林業(ye)(ye)碳匯數據,提(ti)高碳排放(fang)(fang)(fang)智慧監(jian)測水平。建(jian)立(li)覆蓋陸(lu)地和(he)海(hai)洋生(sheng)態系(xi)(xi)統(tong)(tong)的(de)碳匯核算(suan)(suan)監(jian)測體(ti)系(xi)(xi),開展生(sheng)態系(xi)(xi)統(tong)(tong)碳匯本(ben)底調查(cha)和(he)碳儲(chu)量評估。

(二)健(jian)全制(zhi)(zhi)度體(ti)系標(biao)準(zhun)(zhun)(zhun)。推動清理現行制(zhi)(zhi)度中與(yu)(yu)(yu)碳達峰、碳中和工作(zuo)不(bu)相適應的(de)內容,構(gou)建有利于(yu)綠(lv)色低碳發展的(de)制(zhi)(zhi)度體(ti)系。配合省(sheng)加(jia)(jia)快能(neng)效(xiao)(xiao)標(biao)準(zhun)(zhun)(zhun)制(zhi)(zhi)定(ding)修訂,提高重(zhong)點產品能(neng)耗限額(e)標(biao)準(zhun)(zhun)(zhun),制(zhi)(zhi)定(ding)新(xin)型基礎設施(shi)能(neng)效(xiao)(xiao)標(biao)準(zhun)(zhun)(zhun),擴大能(neng)耗限額(e)標(biao)準(zhun)(zhun)(zhun)覆蓋(gai)范圍;加(jia)(jia)快完善碳排(pai)放(fang)核算(suan)、監(jian)測、評估、審(shen)計(ji)等配套標(biao)準(zhun)(zhun)(zhun),建立(li)傳統高耗能(neng)企業生(sheng)產碳排(pai)放(fang)計(ji)量體(ti)系。支(zhi)持相關機構(gou)積極參與(yu)(yu)(yu)國際(ji)國內的(de)能(neng)效(xiao)(xiao)、低碳、可(ke)再生(sheng)能(neng)源(yuan)標(biao)準(zhun)(zhun)(zhun)制(zhi)(zhi)定(ding)修訂,加(jia)(jia)強與(yu)(yu)(yu)國際(ji)和港(gang)澳標(biao)準(zhun)(zhun)(zhun)的(de)銜接和互認。

(三(san))完善投(tou)資(zi)金(jin)融政(zheng)策。嚴(yan)格控制不符合要(yao)求(qiu)的高耗能高排(pai)放(fang)低(di)水平項(xiang)目投(tou)融資(zi),加(jia)大(da)(da)對節能環(huan)保(bao)、新(xin)能源(yuan)、新(xin)能源(yuan)汽車、二氧化碳(tan)(tan)捕集利用(yong)與(yu)封存(CCUS)等(deng)項(xiang)目的支(zhi)持(chi)力(li)度(du)。國有企業要(yao)加(jia)大(da)(da)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)投(tou)資(zi),推動低(di)碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)技(ji)術(shu)研發推廣。探索設立(li)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)發展(zhan)基(ji)金(jin),加(jia)大(da)(da)對綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)產業發展(zhan)、技(ji)術(shu)研發等(deng)的支(zhi)持(chi)力(li)度(du)。鼓(gu)勵(li)社會資(zi)本以市場(chang)化方式設立(li)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)產業投(tou)資(zi)基(ji)金(jin)。支(zhi)持(chi)符合條件的企業上市融資(zi)和再融資(zi)用(yong)于綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)項(xiang)目建設運營,擴大(da)(da)綠(lv)(lv)(lv)色(se)(se)信(xin)(xin)貸、綠(lv)(lv)(lv)色(se)(se)債券、綠(lv)(lv)(lv)色(se)(se)保(bao)險規(gui)模。引(yin)導金(jin)融機構開展(zhan)綠(lv)(lv)(lv)色(se)(se)金(jin)融產品創新(xin),加(jia)大(da)(da)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)領(ling)域的信(xin)(xin)貸支(zhi)持(chi)。

(四)落實(shi)財稅(shui)(shui)價(jia)格信用(yong)政(zheng)(zheng)策(ce)。統籌做(zuo)好碳(tan)達(da)峰、碳(tan)中和重(zhong)大(da)(da)改革、重(zhong)大(da)(da)示(shi)范、重(zhong)大(da)(da)工程的資金保(bao)障。落實(shi)環(huan)境保(bao)護(hu)、節(jie)能(neng)節(jie)水(shui)、資源綜(zong)合利用(yong)等各項稅(shui)(shui)收優惠(hui)政(zheng)(zheng)策(ce)。對企(qi)業(ye)的綠色低碳(tan)研發投入支出,符合條件(jian)的可享(xiang)受企(qi)業(ye)所得(de)稅(shui)(shui)研發費用(yong)加計扣除(chu)政(zheng)(zheng)策(ce)。落實(shi)新能(neng)源汽車(che)稅(shui)(shui)收減免政(zheng)(zheng)策(ce)。研究完(wan)善可再(zai)生能(neng)源并網消(xiao)納財稅(shui)(shui)支持政(zheng)(zheng)策(ce)。配合省深入推進能(neng)源價(jia)格改革,完(wan)善綠色電價(jia)政(zheng)(zheng)策(ce)體系。對能(neng)源消(xiao)耗(hao)超過單位產品能(neng)耗(hao)限額標(biao)準(zhun)的用(yong)能(neng)單位嚴(yan)格執行懲罰性電價(jia)政(zheng)(zheng)策(ce),對高(gao)耗(hao)能(neng)、高(gao)排放行業(ye)實(shi)行差(cha)別(bie)電價(jia)、階梯(ti)電價(jia)政(zheng)(zheng)策(ce)。完(wan)善居民階梯(ti)電價(jia)制度(du)和峰谷分時電價(jia)政(zheng)(zheng)策(ce)。依托“信用(yong)珠(zhu)海”平(ping)臺加強(qiang)企(qi)業(ye)節(jie)能(neng)降碳(tan)信用(yong)信息成果(guo)共享(xiang),建立企(qi)業(ye)守信激勵和失信懲戒(jie)措施(shi)清(qing)單。

四、組織實施

(一)強(qiang)化統(tong)籌(chou)協調(diao)。堅持把黨的領(ling)導(dao)(dao)(dao)貫穿(chuan)碳達(da)峰、碳中(zhong)和工(gong)(gong)作全過程(cheng)。市(shi)(shi)(shi)碳達(da)峰碳中(zhong)和工(gong)(gong)作領(ling)導(dao)(dao)(dao)小(xiao)組對各項工(gong)(gong)作進行(xing)整體部署(shu)和系統(tong)推(tui)進,統(tong)籌(chou)研究重(zhong)要(yao)事項、制(zhi)定(ding)重(zhong)大政(zheng)策、部署(shu)重(zhong)點工(gong)(gong)作。市(shi)(shi)(shi)碳達(da)峰碳中(zhong)和工(gong)(gong)作領(ling)導(dao)(dao)(dao)小(xiao)組成員單位要(yao)按照國家和省委省政(zheng)府(fu)、市(shi)(shi)(shi)委市(shi)(shi)(shi)政(zheng)府(fu)決策部署(shu)和市(shi)(shi)(shi)碳達(da)峰碳中(zhong)和工(gong)(gong)作領(ling)導(dao)(dao)(dao)小(xiao)組工(gong)(gong)作要(yao)求,扎實推(tui)進相關工(gong)(gong)作。市(shi)(shi)(shi)碳達(da)峰碳中(zhong)和工(gong)(gong)作領(ling)導(dao)(dao)(dao)小(xiao)組辦公室要(yao)加強(qiang)統(tong)籌(chou)協調(diao),定(ding)期對各區和重(zhong)點領(ling)域、重(zhong)點行(xing)業工(gong)(gong)作進展(zhan)情況進行(xing)調(diao)度,科學提出(chu)碳達(da)峰分步驟的時間表、路(lu)線圖,督促將各項目標任務落實落細。

(二)強(qiang)化責任(ren)落(luo)實(shi)。各(ge)(ge)區各(ge)(ge)部門要深刻認(ren)識(shi)碳達(da)峰(feng)、碳中(zhong)和工作的重(zhong)要性(xing)、緊迫性(xing)、復雜性(xing),切實(shi)扛起責任(ren),按(an)照(zhao)本方案(an)確定的主要目標和重(zhong)點(dian)任(ren)務,著(zhu)力抓(zhua)好各(ge)(ge)項(xiang)任(ren)務落(luo)實(shi),確保政(zheng)策(ce)到(dao)位、措施到(dao)位、成效(xiao)到(dao)位。各(ge)(ge)相關單位、人民團體、社會組織(zhi)要按(an)照(zhao)國家(jia)和省、市有關部署,積極發(fa)揮自(zi)身作用(yong),推進綠色低碳發(fa)展。

(三)強化監督(du)考(kao)(kao)核(he)(he)(he)。加強碳(tan)達峰(feng)(feng)、碳(tan)中和目標任(ren)務完成(cheng)情況的(de)監測、評價和考(kao)(kao)核(he)(he)(he),對接(jie)全省工(gong)作(zuo)部(bu)署,逐步建立和完善碳(tan)排放強度和總量(liang)“雙控(kong)”制(zhi)度,對能源消費和碳(tan)排放指(zhi)標實行(xing)協同管理、協同分解、協同考(kao)(kao)核(he)(he)(he)。加強監督(du)考(kao)(kao)核(he)(he)(he)結果(guo)應用,對碳(tan)達峰(feng)(feng)工(gong)作(zuo)突出的(de)單位和個人按規定給予(yu)表彰獎勵,對未完成(cheng)目標任(ren)務的(de)部(bu)門實行(xing)通(tong)報(bao)批評和約(yue)談問(wen)責。考(kao)(kao)核(he)(he)(he)評估結果(guo)向(xiang)社會公開,接(jie)受輿論(lun)監督(du)。市各(ge)有關部(bu)門要組織開展碳(tan)達峰(feng)(feng)目標任(ren)務年(nian)度評估,有關工(gong)作(zuo)進展和重(zhong)大問(wen)題要及時向(xiang)市碳(tan)達峰(feng)(feng)碳(tan)中和工(gong)作(zuo)領導(dao)小組報(bao)告。
