氣候(hou)變(bian)化(hua)(hua)(hua)所帶來(lai)的長期不利(li)影(ying)響和突發極端事件(正文黑(hei)體(ti)字為《國(guo)家(jia)適應(ying)氣候(hou)變(bian)化(hua)(hua)(hua)戰(zhan)略(lve)2035》表述,下同)是全面建設社會主義現代化(hua)(hua)(hua)四(si)川進程中面臨的重(zhong)要風險。為防范和化(hua)(hua)(hua)解(jie)氣候(hou)變(bian)化(hua)(hua)(hua)重(zhong)大風險,高效(xiao)統籌減緩與(yu)(yu)適應(ying)、發展與(yu)(yu)安(an)全,根據《國(guo)家(jia)適應(ying)氣候(hou)變(bian)化(hua)(hua)(hua)戰(zhan)略(lve)2035》,結(jie)合四(si)川實際(ji),制定本方案(an)。

一、面臨形勢

當前,全球正(zheng)經歷以變暖為(wei)突出(chu)特征的氣(qi)候(hou)變化(hua)。四川省(sheng)地(di)處青(qing)藏高(gao)原向長(chang)江(jiang)中下(xia)游平原的過渡地(di)帶(dai)(dai),深受(shou)東(dong)南季(ji)風、西南季(ji)風、副熱帶(dai)(dai)高(gao)壓(ya)、青(qing)藏高(gao)壓(ya)、西伯利亞寒(han)流(liu)等(deng)影響(xiang)(xiang),地(di)形、地(di)貌、地(di)質等(deng)環境復雜多(duo)樣,野生動植(zhi)物資源種類繁多(duo),滑(hua)坡(po)、山洪、泥(ni)石流(liu)等(deng)自然災害多(duo)發頻發,又是人口大省(sheng)、經濟大省(sheng),氣(qi)候(hou)變化(hua)脆弱性(xing)、暴露性(xing)較高(gao),極易(yi)受(shou)氣(qi)候(hou)變化(hua)不(bu)利影響(xiang)(xiang),是全球氣(qi)候(hou)變化(hua)的敏(min)感脆弱區(qu)和影響(xiang)(xiang)顯著(zhu)區(qu)。

1961—2021年(nian),四川(chuan)省四季(ji)平均氣(qi)(qi)溫均呈(cheng)升高趨勢(shi)(shi),年(nian)平均氣(qi)(qi)溫升溫速率(lv)達0.18℃/10a,氣(qi)(qi)候(hou)(hou)呈(cheng)顯著(zhu)變暖(nuan)趨勢(shi)(shi),攀西(xi)地(di)區升溫最(zui)為突出。受(shou)氣(qi)(qi)候(hou)(hou)變化(hua)的(de)主要影響(xiang),貢嘎山1966—2009年(nian)冰(bing)川(chuan)持續(xu)退縮,冰(bing)川(chuan)面(mian)積減少11.3%;若爾蓋濕地(di)1980—2016年(nian)徑流量以每10年(nian)0.85億立(li)方(fang)米的(de)速率(lv)減少;四川(chuan)盆地(di)柑橘種植(zhi)高適宜區呈(cheng)向(xiang)北遷移趨勢(shi)(shi)。氣(qi)(qi)候(hou)(hou)變化(hua)已經(jing)對(dui)全(quan)省生態安全(quan)、水安全(quan)、糧(liang)食安全(quan)、能(neng)源(yuan)安全(quan)和(he)經(jing)濟社(she)會可持續(xu)發展帶來(lai)一定程度的(de)影響(xiang)。根據預(yu)估,隨著(zhu)未(wei)來(lai)氣(qi)(qi)候(hou)(hou)進(jin)一步(bu)變暖(nuan),相關影響(xiang)和(he)風險(xian)將(jiang)進(jin)一步(bu)放大和(he)疊加(jia)。

當前和(he)未來較(jiao)長(chang)時(shi)期,四川(chuan)省(sheng)氣(qi)候變(bian)化(hua)影響和(he)風(feng)(feng)險(xian)(xian)凸顯。高(gao)溫熱(re)浪(lang)、暴雨等(deng)極端天氣(qi)氣(qi)候事件更(geng)趨頻發,四川(chuan)盆地(di)、川(chuan)西南遭受熱(re)浪(lang)襲擊風(feng)(feng)險(xian)(xian)增(zeng)大(da);現代冰川(chuan)、高(gao)寒(han)凍(dong)土消(xiao)融(rong)加劇;水(shui)旱(han)災害、地(di)質災害、森林草原火災、農林病(bing)蟲害致(zhi)災危險(xian)(xian)性增(zeng)大(da),自然災害更(geng)具突(tu)發性、異常性和(he)不(bu)可(ke)預見性;部(bu)分物(wu)種(zhong)(zhong)將向高(gao)緯度、高(gao)海拔移(yi)動,川(chuan)西高(gao)原物(wu)種(zhong)(zhong)數量將增(zeng)加,自然帶譜向更(geng)高(gao)緯度、更(geng)高(gao)海拔緩慢遷(qian)移(yi),典型生(sheng)(sheng)(sheng)(sheng)態(tai)環(huan)境加快演(yan)替,干擾生(sheng)(sheng)(sheng)(sheng)物(wu)多樣性和(he)生(sheng)(sheng)(sheng)(sheng)態(tai)系統穩定(ding)性;若爾蓋濕地(di)徑(jing)流(liu)量將減少,長(chang)江上游及各子流(liu)域年(nian)徑(jing)流(liu)量呈增(zeng)加趨勢,水(shui)文(wen)水(shui)資源(yuan)波(bo)動幅(fu)度增(zeng)大(da),水(shui)安(an)全保(bao)障(zhang)挑戰更(geng)多;農業氣(qi)候資源(yuan)分布格局逐步改變(bian),農作物(wu)種(zhong)(zhong)植界限北(bei)移(yi),生(sheng)(sheng)(sheng)(sheng)產不(bu)穩定(ding)性增(zeng)加,威脅糧食和(he)重要農產品生(sheng)(sheng)(sheng)(sheng)產安(an)全;氣(qi)候變(bian)化(hua)也將使(shi)基礎設施(shi)(shi)服役(yi)環(huan)境惡(e)化(hua),城鎮(zhen)、梯級(ji)水(shui)庫、交通(tong)線(xian)網、能(neng)源(yuan)管網等(deng)基礎設施(shi)(shi)運行環(huan)境惡(e)化(hua);自然文(wen)化(hua)遺(yi)產保(bao)護和(he)旅游可(ke)持續發展氣(qi)候脅迫增(zeng)大(da);電力供應(ying)結構性問題突(tu)出,極端條件下保(bao)供壓力增(zeng)大(da);可(ke)能(neng)產生(sheng)(sheng)(sheng)(sheng)更(geng)為廣泛的適(shi)合(he)媒(mei)介生(sheng)(sheng)(sheng)(sheng)物(wu)及病(bing)原體孳生(sheng)(sheng)(sheng)(sheng)的環(huan)境,農牧(mu)民(min)增(zeng)收不(bu)確定(ding)性增(zeng)多,居民(min)健康風(feng)(feng)險(xian)(xian)增(zeng)大(da)。

面(mian)對日益凸顯的(de)氣(qi)(qi)(qi)候(hou)變化(hua)影響和風(feng)險,亟需統(tong)籌推動減緩(huan)和適應氣(qi)(qi)(qi)候(hou)變化(hua),二(er)者相輔相成,缺一不可。減緩(huan)與(yu)碳達峰碳中和、控制溫(wen)室氣(qi)(qi)(qi)體排(pai)放(fang)要求一致,是通過經濟系(xi)統(tong)和自然(ran)生(sheng)(sheng)態系(xi)統(tong)較長時間的(de)調(diao)整,減少溫(wen)室氣(qi)(qi)(qi)體排(pai)放(fang),增加(jia)碳匯,以穩定(ding)和降低大(da)氣(qi)(qi)(qi)溫(wen)室氣(qi)(qi)(qi)體濃(nong)度,減緩(huan)氣(qi)(qi)(qi)候(hou)變化(hua)速(su)率。適應指通過加(jia)強自然(ran)生(sheng)(sheng)態系(xi)統(tong)和經濟社會系(xi)統(tong)的(de)風(feng)險識別與(yu)管理,采取(qu)調(diao)整措施,充分利用有利因素、防范不利因素,以減輕(qing)氣(qi)(qi)(qi)候(hou)變化(hua)產生(sheng)(sheng)的(de)不利影響和潛在風(feng)險。

四川(chuan)省在(zai)歷史發展進程(cheng)中,已經(jing)發生(sheng)的氣(qi)(qi)候風(feng)險不會(hui)消除(chu),潛(qian)在(zai)的氣(qi)(qi)候風(feng)險仍在(zai)累積,甚至在(zai)實(shi)(shi)現(xian)碳中和后一定時(shi)期內仍將(jiang)持續。因(yin)此,開展適(shi)應(ying)氣(qi)(qi)候變化行(xing)動,減輕氣(qi)(qi)候變化的不利影響(xiang)和潛(qian)在(zai)風(feng)險,防范氣(qi)(qi)候變化風(feng)險從自然生(sheng)態系統(tong)向經(jing)濟社會(hui)系統(tong)的傳遞,具(ju)有(you)現(xian)實(shi)(shi)必要性和迫切性。

二、總體要求

(一(yi))指導思想

(二)基(ji)本原則(ze)

——堅持風險導向,預防為主。識別氣(qi)(qi)候變(bian)化(hua)長期(qi)緩發(fa)不利影響和(he)突發(fa)極端天氣(qi)(qi)氣(qi)(qi)候事件風險,樹牢(lao)極限(xian)思(si)維,強化(hua)備份考慮,推(tui)動系統(tong)源頭治理,促進適應氣(qi)(qi)候變(bian)化(hua)從減少損失向控(kong)制風險轉(zhuan)變(bian)。

——堅持系統部署,分類施策。以(yi)易(yi)受氣候變化影(ying)響(xiang)的敏(min)感脆弱領(ling)域、區域和(he)人(ren)群為重點,系統布局、因(yin)時因(yin)地開(kai)展適(shi)應(ying)氣候變化行動,增強(qiang)適(shi)應(ying)的針對(dui)性(xing)、適(shi)配性(xing)、有效性(xing)。

——堅持政府引導,社會參與。充分發揮政府作用,加強工作協調和政策協同,健全可持續性(xing)激(ji)(ji)勵約束機(ji)制,最大程度激(ji)(ji)發各類(lei)主體的活力(li)(li)和創(chuang)造力(li)(li),形成適應氣候變化(hua)合力(li)(li)。

到2025年,具有(you)(you)區(qu)域(yu)特點(dian)的(de)適應(ying)氣(qi)(qi)候(hou)變(bian)(bian)化政策(ce)體系(xi)和體制(zhi)機制(zhi)基(ji)本形(xing)成,氣(qi)(qi)候(hou)變(bian)(bian)化和極端天(tian)氣(qi)(qi)氣(qi)(qi)候(hou)事件監測預警能力(li)持續增強,氣(qi)(qi)候(hou)變(bian)(bian)化不利影響(xiang)和風險(xian)評(ping)估水平有(you)(you)效提升,高溫干旱(han)、暴雨洪澇、山地災害等氣(qi)(qi)候(hou)相關災害防治體系(xi)和能力(li)現代化取得重大進展,全社會(hui)自覺參(can)與適應(ying)氣(qi)(qi)候(hou)變(bian)(bian)化行動的(de)氛圍初步(bu)形(xing)成,全國氣(qi)(qi)候(hou)適應(ying)型發展先行區(qu)建設邁出堅實步(bu)伐。

到2035年,氣(qi)(qi)候變化(hua)監測預警能力進一步提升,氣(qi)(qi)候風險管理和防范(fan)體系(xi)基本成熟,持(chi)續性高(gao)溫、大(da)范(fan)圍干旱、流域(yu)性洪水等重特大(da)氣(qi)(qi)候相關災害風險得到有效(xiao)防控,適(shi)(shi)(shi)應氣(qi)(qi)候變化(hua)技術體系(xi)更加完善,全社(she)會適(shi)(shi)(shi)應氣(qi)(qi)候變化(hua)能力顯著提升,全國(guo)氣(qi)(qi)候適(shi)(shi)(shi)應型(xing)發展先行(xing)區、氣(qi)(qi)候適(shi)(shi)(shi)應型(xing)社(she)會基本建成。

三、重點行動

(一)氣(qi)候變(bian)化感(gan)知與預警(jing)行動

1. 實施多圈層多要素(su)監(jian)測。統籌開展氣象、水文(wen)(wen)、森(sen)林(lin)、草(cao)原(yuan)、濕(shi)地、土(tu)(tu)壤、凍土(tu)(tu)、巖溶、冰川(chuan)、荒漠綜(zong)合調(diao)查(cha)(cha)監(jian)測,開展水土(tu)(tu)流失、荒漠化(hua)(hua)(hua)(hua)(hua)、沙(sha)化(hua)(hua)(hua)(hua)(hua)、石漠化(hua)(hua)(hua)(hua)(hua)等(deng)調(diao)查(cha)(cha)監(jian)測評(ping)價,建立多要素(su)、長序(xu)列、高精度基礎信(xin)息數(shu)據庫(ku)。組建四川(chuan)省溫室氣體及碳(tan)中和(he)監(jian)測評(ping)估分(fen)(fen)中心。加(jia)(jia)強(qiang)若爾蓋草(cao)原(yuan)濕(shi)地、川(chuan)滇森(sen)林(lin)及生(sheng)物多樣(yang)性、秦巴生(sheng)物多樣(yang)性、大小涼山(shan)(shan)水土(tu)(tu)保持和(he)生(sheng)物多樣(yang)性生(sheng)態功能區綜(zong)合立體生(sheng)態氣象監(jian)測。參與(yu)(yu)青藏(zang)高原(yuan)地表多圈層作用(yong)觀測網絡(luo)建設,加(jia)(jia)強(qiang)川(chuan)西高原(yuan)氣候系(xi)統綜(zong)合觀測能力(li)建設。加(jia)(jia)強(qiang)沙(sha)魯里山(shan)(shan)、大雪山(shan)(shan)、邛崍山(shan)(shan)冰川(chuan)調(diao)查(cha)(cha)和(he)重點(dian)冰川(chuan)動(dong)態監(jian)測。實施水文(wen)(wen)測站提檔升級(ji),完善(shan)水文(wen)(wen)監(jian)測體系(xi)。優化(hua)(hua)(hua)(hua)(hua)自(zi)然災害監(jian)測站網布(bu)局,建成全域覆蓋、全程貫通、韌(ren)性抗(kang)毀的自(zi)然災害風險(xian)(xian)感知網絡(luo)。應用(yong)衛星、雷達等(deng)現代(dai)監(jian)測技(ji)術,提高氣候變化(hua)(hua)(hua)(hua)(hua)風險(xian)(xian)感知自(zi)動(dong)化(hua)(hua)(hua)(hua)(hua)、數(shu)字(zi)化(hua)(hua)(hua)(hua)(hua)、智能化(hua)(hua)(hua)(hua)(hua)水平(ping)。〔責(ze)任單(dan)位(wei):自(zi)然資源廳、省氣象局、科(ke)技(ji)廳、水利廳、應急廳、省林(lin)草(cao)局、中國科(ke)學(xue)院水利部(bu)成都山(shan)(shan)地災害與(yu)(yu)環境研(yan)究(jiu)所(suo)等(deng)按(an)職(zhi)責(ze)分(fen)(fen)工負責(ze),各市(shi)(州(zhou))相關部(bu)門和(he)單(dan)位(wei)。以下均(jun)需(xu)市(shi)(州(zhou))落(luo)實,不再列出(chu)。〕

健全適(shi)應(ying)氣(qi)候(hou)變(bian)化(hua)(hua)協(xie)調(diao)工(gong)作(zuo)機(ji)制,形成(cheng)適(shi)應(ying)氣(qi)候(hou)變(bian)化(hua)(hua)政策行(xing)(xing)動合(he)力。生態(tai)環(huan)境(jing)(jing)廳(ting)負(fu)責牽頭(tou)組織(zhi)本(ben)方(fang)案(an)實(shi)施(shi),協(xie)調(diao)推動有關部(bu)門、各(ge)市(州(zhou))實(shi)施(shi)適(shi)應(ying)氣(qi)候(hou)變(bian)化(hua)(hua)行(xing)(xing)動,建(jian)立健全氣(qi)候(hou)系(xi)統觀(guan)測(ce)、影響(xiang)風險評估(gu)、綜合(he)適(shi)應(ying)行(xing)(xing)動、效(xiao)果(guo)評估(gu)反饋(kui)的工(gong)作(zuo)體系(xi)。相關部(bu)門按(an)照職責分(fen)工(gong),細化(hua)(hua)落實(shi)舉(ju)措,編(bian)制本(ben)領域適(shi)應(ying)氣(qi)候(hou)變(bian)化(hua)(hua)行(xing)(xing)動方(fang)案(an)。各(ge)市(州(zhou))生態(tai)環(huan)境(jing)(jing)局結合(he)本(ben)地實(shi)際,牽頭(tou)研究編(bian)制本(ben)地區適(shi)應(ying)氣(qi)候(hou)變(bian)化(hua)(hua)行(xing)(xing)動方(fang)案(an),并會同有關部(bu)門做好組織(zhi)實(shi)施(shi)。建(jian)立適(shi)應(ying)氣(qi)候(hou)變(bian)化(hua)(hua)成(cheng)效(xiao)評估(gu)機(ji)制,每個國民(min)經(jing)濟(ji)社(she)會發展(zhan)五年規劃期(qi)結束(shu)時(shi)組織(zhi)開展(zhan)實(shi)施(shi)情況評估(gu),并根據評估(gu)結果(guo)調(diao)整優(you)化(hua)(hua)方(fang)案(an)。(責任單(dan)位:生態(tai)環(huan)境(jing)(jing)廳(ting)牽頭(tou),各(ge)有關部(bu)門按(an)職責分(fen)工(gong)負(fu)責)

(二)加大資金投(tou)入

構建有利(li)于應對(dui)(dui)(dui)氣(qi)候(hou)變(bian)化的財政政策體系,加強(qiang)對(dui)(dui)(dui)基(ji)礎研究、能力提升、試點示范、工程(cheng)建設的資(zi)金支(zhi)(zhi)持。引(yin)導(dao)銀(yin)(yin)行(xing)、證(zheng)券(quan)、保險、基(ji)金等金融(rong)(rong)機(ji)構投(tou)資(zi)適應氣(qi)候(hou)變(bian)化項(xiang)目(mu)(mu)建設,鼓(gu)勵(li)發(fa)展巨災保險、重點領(ling)域(yu)氣(qi)候(hou)風(feng)(feng)險保險等創新(xin)型產品。支(zhi)(zhi)持符(fu)合條件(jian)的項(xiang)目(mu)(mu)申(shen)報(bao)國家和地(di)方(fang)氣(qi)候(hou)投(tou)融(rong)(rong)資(zi)項(xiang)目(mu)(mu)庫。深(shen)化四(si)川天府新(xin)區氣(qi)候(hou)投(tou)融(rong)(rong)資(zi)試點,提升區域(yu)輻射力。支(zhi)(zhi)持有條件(jian)的金融(rong)(rong)機(ji)構探索開展氣(qi)候(hou)風(feng)(feng)險壓力測試,制(zhi)定物理風(feng)(feng)險應對(dui)(dui)(dui)方(fang)案。深(shen)化與亞洲開發(fa)銀(yin)(yin)行(xing)、亞投(tou)行(xing)等國際機(ji)構的合作,爭(zheng)取贈款、優(you)惠貸款項(xiang)目(mu)(mu)落地(di)。建立(li)氣(qi)候(hou)投(tou)融(rong)(rong)資(zi)監(jian)測統(tong)計(ji)機(ji)制(zhi),加強(qiang)氣(qi)候(hou)投(tou)融(rong)(rong)資(zi)跟蹤研究。(責任單位:財政廳、省(sheng)(sheng)發(fa)展改革委、生態(tai)環境廳、省(sheng)(sheng)地(di)方(fang)金融(rong)(rong)監(jian)管局(ju)、人行(xing)成都分行(xing)、四(si)川銀(yin)(yin)保監(jian)局(ju)、四(si)川證(zheng)監(jian)局(ju)等按職責分工負責)

(三)強(qiang)化科技支撐

推動山地(di)(di)災(zai)害(hai)與工程安全國家重點(dian)實驗室(shi)、青藏高(gao)(gao)原(yuan)氣象研究(jiu)院(yuan)、高(gao)(gao)原(yuan)與盆(pen)地(di)(di)暴雨旱澇災(zai)害(hai)四川省(sheng)重點(dian)實驗室(shi)等(deng)平臺建設。加(jia)強監測(ce)(ce)預估(gu)、風險評(ping)估(gu)、損失損害(hai)等(deng)基礎(chu)性綜(zong)合性研究(jiu)。加(jia)強適(shi)應(ying)氣候(hou)變(bian)(bian)(bian)化(hua)(hua)關鍵技(ji)術(shu)研發(fa),研發(fa)區(qu)(qu)域氣候(hou)模式和(he)(he)評(ping)估(gu)模型(xing)方(fang)法,優化(hua)(hua)極端天氣氣候(hou)事件和(he)(he)復合型(xing)災(zai)害(hai)預測(ce)(ce)預警(jing)技(ji)術(shu)。推進適(shi)應(ying)技(ji)術(shu)集成創新、儲備和(he)(he)遴(lin)選(xuan),促進適(shi)應(ying)技(ji)術(shu)轉化(hua)(hua)和(he)(he)推廣。制定青藏高(gao)(gao)原(yuan)四川區(qu)(qu)域適(shi)應(ying)氣候(hou)變(bian)(bian)(bian)化(hua)(hua)創新行動方(fang)案,著(zhu)重強化(hua)(hua)氣候(hou)變(bian)(bian)(bian)化(hua)(hua)下的(de)草原(yuan)生態、山地(di)(di)生態、高(gao)(gao)寒(han)濕地(di)(di)、冰川凍土、自然災(zai)害(hai)研究(jiu)。(責(ze)任單(dan)位:科技(ji)廳、省(sheng)氣象局(ju)(ju)牽頭(tou),生態環(huan)境廳、自然資(zi)源廳、應(ying)急廳、省(sheng)林草局(ju)(ju)等(deng)按職責(ze)分工負責(ze))

推動氣(qi)(qi)(qi)象公園建(jian)(jian)(jian)設(she),支持(chi)開展(zhan)氣(qi)(qi)(qi)候(hou)(hou)好(hao)(hao)產品認證(zheng)(zheng)。選擇高附加值經濟作物,開展(zhan)氣(qi)(qi)(qi)候(hou)(hou)友好(hao)(hao)型(xing)(xing)(xing)低碳(tan)農產品認證(zheng)(zheng)試(shi)點,打(da)造優質氣(qi)(qi)(qi)候(hou)(hou)友好(hao)(hao)型(xing)(xing)(xing)農產品品牌(pai)。全面深化(hua)廣元氣(qi)(qi)(qi)候(hou)(hou)適應(ying)型(xing)(xing)(xing)城市建(jian)(jian)(jian)設(she)試(shi)點,推動更多城市創建(jian)(jian)(jian)氣(qi)(qi)(qi)候(hou)(hou)適應(ying)型(xing)(xing)(xing)城市建(jian)(jian)(jian)設(she),探(tan)索城市適應(ying)氣(qi)(qi)(qi)候(hou)(hou)變化(hua)建(jian)(jian)(jian)設(she)管理模式,打(da)造一(yi)批(pi)人與自然(ran)和(he)(he)(he)諧共生(sheng)的(de)美麗四川(chuan)樣板(ban)。結(jie)合(he)綜合(he)減災(zai)示范社(she)區創建(jian)(jian)(jian),建(jian)(jian)(jian)設(she)韌(ren)性宜居的(de)氣(qi)(qi)(qi)候(hou)(hou)適應(ying)型(xing)(xing)(xing)社(she)區。健(jian)全細胞工(gong)程創建(jian)(jian)(jian)標準和(he)(he)(he)機(ji)制,開展(zhan)氣(qi)(qi)(qi)候(hou)(hou)友好(hao)(hao)型(xing)(xing)(xing)基礎設(she)施、氣(qi)(qi)(qi)候(hou)(hou)友好(hao)(hao)型(xing)(xing)(xing)金(jin)融機(ji)構和(he)(he)(he)氣(qi)(qi)(qi)候(hou)(hou)友好(hao)(hao)型(xing)(xing)(xing)科研(yan)院(yuan)所建(jian)(jian)(jian)設(she)。(責任單位:生(sheng)態環境廳(ting)、科技廳(ting)、住(zhu)房城鄉建(jian)(jian)(jian)設(she)廳(ting)、交通運輸廳(ting)、農業農村廳(ting)、水利廳(ting)、應(ying)急廳(ting)、省(sheng)地(di)方(fang)金(jin)融監管局、人行成都分(fen)行、省(sheng)氣(qi)(qi)(qi)象局、國網(wang)四川(chuan)省(sheng)電力公司等按職責分(fen)工(gong)負責)
