河南:加強氫能應用技術研發 (二)基本原則 堅持目標導向(xiang)。圍(wei)繞落實碳達峰目標與碳中和愿景,加強頂層設計,著力解決與新(xin)形勢新(xin)任務新(xin)要(yao)求不(bu)相適應的(de)問題,按照“先立(li)后破(po)、不(bu)立(li)不(bu)破(po)”原則,協同推動經(jing)濟(ji)社會(hui)高質量發展和生態(tai)環境高水(shui)平保護(hu)。 強化統(tong)籌協調。將經(jing)濟社(she)會(hui)高質量發(fa)展與碳(tan)達峰、碳(tan)中和(he)(he)及生態環境(jing)保護統(tong)一謀劃、統(tong)一布置、統(tong)一實施、統(tong)一檢查,正確處理發(fa)展和(he)(he)減排、整(zheng)體和(he)(he)局(ju)部、長(chang)遠目(mu)標(biao)和(he)(he)短期目(mu)標(biao)、政府和(he)(he)市場等關系(xi),建立(li)健(jian)全(quan)統(tong)籌融合的戰略、規劃、政策(ce)和(he)(he)行動體系(xi)。 突出(chu)協同增效(xiao)。把減污降碳作為(wei)源頭(tou)治(zhi)理的“牛鼻子”,協同控制二氧(yang)化碳與(yu)污染(ran)物排放,協同推進適應氣(qi)候(hou)變化與(yu)生態保護等工作,深入打好污染(ran)防(fang)治(zhi)攻堅戰,促進碳達峰行動實施。 (三)目標指標 到2025年底,全(quan)省(sheng)單位生產(chan)總值二(er)氧化(hua)碳排(pai)放(fang)強(qiang)度(du)降低指標達到國(guo)家要求(qiu),空氣環境質量持(chi)續改善,逐步建(jian)立以強(qiang)度(du)為主(zhu)、總量為輔的二(er)氧化(hua)碳排(pai)放(fang)控制(zhi)體系,減(jian)污(wu)降碳協同管理(li)機制(zhi)初步建(jian)立,統籌融合工作(zuo)格局基(ji)本形(xing)成。 到2030年前,全(quan)省(sheng)單位生產總(zong)值(zhi)二氧化碳(tan)排放強度持續下降(jiang),空氣(qi)環境(jing)質量顯著改善,減污降(jiang)碳(tan)協同(tong)管理體(ti)系更加完善,能力顯著提升(sheng),有力推動(dong)碳(tan)達(da)峰(feng)目標實現。 二、重點任務 (一)協同推進生(sheng)態保護(hu)源頭控制 1. 探索實施碳(tan)(tan)排(pai)(pai)(pai)(pai)放(fang)(fang)影響(xiang)(xiang)(xiang)評價(jia)。把碳(tan)(tan)排(pai)(pai)(pai)(pai)放(fang)(fang)評價(jia)作為環(huan)境(jing)(jing)影響(xiang)(xiang)(xiang)評價(jia)的重(zhong)要內容,在(zai)環(huan)評文件中設置(zhi)碳(tan)(tan)排(pai)(pai)(pai)(pai)放(fang)(fang)評價(jia)專章,開展碳(tan)(tan)排(pai)(pai)(pai)(pai)放(fang)(fang)量核(he)算(suan),落實區(qu)域和行業達峰行動方案、清潔能源替代(dai)、清潔運(yun)輸(shu)、煤炭消費總(zong)量控制等政策要求,推動實現碳(tan)(tan)排(pai)(pai)(pai)(pai)放(fang)(fang)作為建設項(xiang)目環(huan)評管理的約束指標,建立(li)碳(tan)(tan)排(pai)(pai)(pai)(pai)放(fang)(fang)源頭控制機(ji)制。按照國家(jia)統一部署,初步建立(li)以綠(lv)色(se)低(di)碳(tan)(tan)為導向的重(zhong)大經(jing)濟、技術政策生態(tai)環(huan)境(jing)(jing)影響(xiang)(xiang)(xiang)論證工(gong)作機(ji)制。(省生態(tai)環(huan)境(jing)(jing)廳牽(qian)頭,省工(gong)業和信息化(hua)廳、省自然資(zi)源廳、省政府國資(zi)委(wei)等按職(zhi)責(ze)分工(gong)負責(ze))
