河北省(sheng)碳達峰實施方案(an)

為深入貫徹黨中央、國務院關于碳達峰(feng)、碳中和的重大決策(ce)部署(shu),扎(zha)實(shi)推進全(quan)省碳達峰(feng)行(xing)動(dong),根據(ju)《國務院關于印發2030年前碳達峰(feng)行(xing)動(dong)方案(an)的通知》(國發〔2021〕23號),結合(he)我省實(shi)際(ji),制定本實(shi)施方案(an)。

一、總體要求

(一)指導思想。以習(xi)近平新時代中國特色社會(hui)主義思想為指導,全面(mian)貫徹(che)黨的(de)(de)十(shi)九大和(he)十(shi)九屆(jie)歷(li)次全會(hui)精(jing)神,深入(ru)貫徹(che)習(xi)近平生(sheng)(sheng)態文(wen)明(ming)(ming)(ming)思想,貫徹(che)落實(shi)京津冀協同發(fa)(fa)(fa)展(zhan)戰略要求,立足新發(fa)(fa)(fa)展(zhan)階段、完整準確(que)全面(mian)貫徹(che)新發(fa)(fa)(fa)展(zhan)理念、積極服務(wu)和(he)融入(ru)新發(fa)(fa)(fa)展(zhan)格局(ju),將碳(tan)達峰、碳(tan)中和(he)工作納入(ru)生(sheng)(sheng)態文(wen)明(ming)(ming)(ming)建(jian)設整體(ti)(ti)布(bu)局(ju)和(he)經(jing)濟社會(hui)發(fa)(fa)(fa)展(zhan)全局(ju),強化系統觀念,處理好發(fa)(fa)(fa)展(zhan)與減(jian)排、整體(ti)(ti)與局(ju)部、長遠目(mu)標(biao)和(he)短期目(mu)標(biao)、政(zheng)府(fu)和(he)市場的(de)(de)關系,明(ming)(ming)(ming)確(que)各(ge)地、各(ge)領域(yu)、各(ge)行(xing)業目(mu)標(biao)任務(wu),重點實(shi)施(shi)十(shi)大專項行(xing)動(dong)(dong),健全政(zheng)策體(ti)(ti)系和(he)市場機(ji)制,推動(dong)(dong)經(jing)濟社會(hui)發(fa)(fa)(fa)展(zhan)全面(mian)綠色低碳(tan)轉型(xing),加快(kuai)形成節約(yue)資(zi)源和(he)保(bao)護環境的(de)(de)產(chan)業結構、生(sheng)(sheng)產(chan)方(fang)式、生(sheng)(sheng)活方(fang)式、空(kong)間格局(ju),確(que)保(bao)如(ru)期實(shi)現碳(tan)達峰目(mu)標(biao)。

(二)工作原則。

整體謀劃、分類實施。樹牢全國(guo)一盤棋思想,積極服務和(he)融入(ru)全國(guo)大局。加強(qiang)全省統籌,將(jiang)碳達峰貫穿于經濟社(she)會發(fa)展(zhan)全過程和(he)各(ge)方(fang)面,加強(qiang)政策的系統性、協(xie)同性。因地制宜(yi)、分類施策,推動各(ge)地、各(ge)領(ling)域、各(ge)行業(ye)梯(ti)次有序(xu)達峰。

立足實(shi)際、兼顧長(chang)遠。結合(he)資源環境稟賦、產業布局、發展階段(duan)等,明確符合(he)實(shi)際、滿足要求(qiu)、切實(shi)可行的(de)目標(biao)任(ren)務,既避(bi)免運動式“減碳(tan)(tan)”,又防止“沖高峰(feng)”,有(you)力(li)有(you)序有(you)效做好碳(tan)(tan)達峰(feng)工作,為碳(tan)(tan)中和奠定堅實(shi)基礎。

雙輪驅動(dong)、兩手發力。充分發揮市(shi)場在資源配置中的決定性(xing)作用,更好發揮政(zheng)(zheng)府作用,建(jian)立健全與碳(tan)達峰(feng)相適應的財(cai)政(zheng)(zheng)、價格、金融等政(zheng)(zheng)策體系,加(jia)快形成綠(lv)色低碳(tan)循(xun)環發展的經濟體系和市(shi)場機(ji)制。

防范(fan)風(feng)險(xian)、安(an)(an)(an)全(quan)降(jiang)碳。統籌發展(zhan)和安(an)(an)(an)全(quan),堅持先(xian)立后破,穩(wen)住存量,拓(tuo)展(zhan)增(zeng)量,以保障(zhang)能源(yuan)安(an)(an)(an)全(quan)和經(jing)濟發展(zhan)為底線(xian),處理好減污降(jiang)碳與能源(yuan)安(an)(an)(an)全(quan)、產業鏈(lian)供應鏈(lian)安(an)(an)(an)全(quan)、糧食(shi)安(an)(an)(an)全(quan)、群眾正常(chang)生活(huo)的(de)關系(xi),加強風(feng)險(xian)識別和管控,做好重大風(feng)險(xian)應對,確保經(jing)濟社會平(ping)穩(wen)運行(xing),能源(yuan)轉型平(ping)穩(wen)過渡,安(an)(an)(an)全(quan)有序(xu)降(jiang)碳。

二、主要目標

“十四五”期間,產(chan)業(ye)結(jie)構(gou)(gou)(gou)和(he)能(neng)源(yuan)結(jie)構(gou)(gou)(gou)明顯(xian)優化(hua)(hua),能(neng)源(yuan)資源(yuan)配置更加(jia)合理、利用(yong)效率大(da)幅提高,煤(mei)炭消費(fei)(fei)總(zong)量(liang)持續減少,新型電(dian)力系(xi)(xi)統加(jia)快構(gou)(gou)(gou)建,綠(lv)(lv)色(se)低碳(tan)技術研發和(he)推廣應(ying)用(yong)取(qu)得新進(jin)展(zhan),生(sheng)(sheng)產(chan)生(sheng)(sheng)活方式綠(lv)(lv)色(se)轉型成(cheng)效顯(xian)著,有利于(yu)綠(lv)(lv)色(se)低碳(tan)循環發展(zhan)的政策(ce)體系(xi)(xi)進(jin)一步完(wan)(wan)善,綠(lv)(lv)色(se)低碳(tan)循環發展(zhan)的經濟體系(xi)(xi)初(chu)步形成(cheng),為實現碳(tan)達(da)峰奠定堅(jian)實基礎。到2025年(nian),非化(hua)(hua)石能(neng)源(yuan)消費(fei)(fei)比(bi)重(zhong)達(da)到13%以(yi)上;單位(wei)地區生(sheng)(sheng)產(chan)總(zong)值能(neng)耗和(he)二氧化(hua)(hua)碳(tan)排放確(que)保完(wan)(wan)成(cheng)國家下達(da)指標。

“十(shi)五(wu)五(wu)”期(qi)間(jian),產業結構調整取(qu)得重(zhong)(zhong)大(da)進展(zhan),清(qing)潔低(di)碳(tan)(tan)安全高效的能源(yuan)體(ti)系初步建立,重(zhong)(zhong)點領域低(di)碳(tan)(tan)發展(zhan)模式基(ji)本形成,重(zhong)(zhong)點耗(hao)能行業能源(yuan)利用效率達(da)到(dao)國(guo)際先進水平,綠色(se)低(di)碳(tan)(tan)技術取(qu)得關鍵突破(po),綠色(se)生活(huo)方式成為公眾(zhong)自覺選擇,綠色(se)低(di)碳(tan)(tan)循環發展(zhan)政策體(ti)系基(ji)本健全,經濟社會發展(zhan)綠色(se)轉型(xing)取(qu)得顯著成效,二氧化(hua)碳(tan)(tan)排(pai)放量達(da)到(dao)峰(feng)值并實(shi)現穩(wen)中有降(jiang),2030年前碳(tan)(tan)達(da)峰(feng)目標順利實(shi)現。到(dao)2030年,煤(mei)炭消費比(bi)重(zhong)(zhong)降(jiang)至60%以下,非化(hua)石能源(yuan)消費比(bi)重(zhong)(zhong)達(da)到(dao)19%以上,單位地區(qu)生產總值能耗(hao)和二氧化(hua)碳(tan)(tan)排(pai)放在2025年基(ji)礎上繼續大(da)幅下降(jiang)。

三、重點任務

(一)能源綠色低碳轉(zhuan)型行動。

1.大力(li)削(xue)減(jian)煤(mei)(mei)(mei)炭消費。嚴控(kong)新(xin)增煤(mei)(mei)(mei)電(dian)項(xiang)目,有序(xu)淘汰煤(mei)(mei)(mei)電(dian)落后產能,等(deng)容(rong)量(liang)置(zhi)換建設(she)大容(rong)量(liang)、高(gao)參(can)數機組,推(tui)(tui)(tui)進煤(mei)(mei)(mei)電(dian)節能升(sheng)級(ji)、靈活性(xing)和(he)供(gong)熱改(gai)造,推(tui)(tui)(tui)動煤(mei)(mei)(mei)電(dian)逐步向基(ji)礎保(bao)障性(xing)和(he)系統調(diao)節性(xing)電(dian)源轉變(bian)。謀劃建設(she)新(xin)的輸電(dian)通(tong)道(dao),大幅(fu)提升(sheng)可再生(sheng)能源調(diao)入比(bi)例,新(xin)建通(tong)道(dao)可再生(sheng)能源電(dian)量(liang)比(bi)例原則(ze)上不低于50%。推(tui)(tui)(tui)動重(zhong)點行業通(tong)過工(gong)(gong)藝優化、技術(shu)改(gai)造等(deng)方式減(jian)少煤(mei)(mei)(mei)炭消費。實施工(gong)(gong)業、采暖(nuan)等(deng)領域(yu)電(dian)能和(he)天(tian)然氣替(ti)代,置(zhi)換鍋爐和(he)工(gong)(gong)業窯(yao)爐燃(ran)煤(mei)(mei)(mei)。有序(xu)推(tui)(tui)(tui)進散煤(mei)(mei)(mei)替(ti)代,逐步減(jian)少直至禁(jin)止(zhi)煤(mei)(mei)(mei)炭散燒,合理(li)劃定高(gao)污染燃(ran)料禁(jin)燃(ran)區。嚴格(ge)落實煤(mei)(mei)(mei)炭減(jian)(等(deng))量(liang)替(ti)代政策,嚴控(kong)新(xin)增產能的新(xin)改(gai)擴建耗(hao)煤(mei)(mei)(mei)項(xiang)目。

2.加(jia)快發(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)可(ke)再(zai)(zai)(zai)生能源。堅持(chi)集中式與(yu)分布式開發(fa)(fa)(fa)(fa)(fa)(fa)并舉(ju),全面推(tui)(tui)(tui)進(jin)風(feng)電(dian)(dian)、太(tai)(tai)陽能發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)大規模開發(fa)(fa)(fa)(fa)(fa)(fa)利用和(he)(he)高(gao)質(zhi)量發(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)。打造張家口、承德、唐山(shan)、滄州(zhou)及太(tai)(tai)行山(shan)沿(yan)線等百萬(wan)千(qian)瓦級(ji)光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)基地(di)(di),探索(suo)農光(guang)、林(lin)光(guang)、牧光(guang)互補和(he)(he)礦(kuang)山(shan)修復(fu)等特色光(guang)伏(fu)開發(fa)(fa)(fa)(fa)(fa)(fa)模式,大力發(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)農村分布式光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian),加(jia)快發(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)城(cheng)市屋頂分布式光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)。推(tui)(tui)(tui)進(jin)張家口、承德千(qian)萬(wan)千(qian)瓦級(ji)風(feng)電(dian)(dian)基地(di)(di)建(jian)(jian)設。鼓勵建(jian)(jian)設太(tai)(tai)陽能光(guang)熱發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)示(shi)范項(xiang)目。在(zai)糧食主產區和(he)(he)林(lin)業發(fa)(fa)(fa)(fa)(fa)(fa)達(da)地(di)(di)區有序推(tui)(tui)(tui)動生物質(zhi)熱電(dian)(dian)聯產項(xiang)目建(jian)(jian)設。因地(di)(di)制(zhi)宜發(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)地(di)(di)熱能。完善可(ke)再(zai)(zai)(zai)生能源消(xiao)納(na)保障機制(zhi),創新支持(chi)政策(ce),推(tui)(tui)(tui)進(jin)可(ke)再(zai)(zai)(zai)生能源在(zai)大數據(ju)、制(zhi)氫等產業和(he)(he)清潔供暖、公共交(jiao)通領域應(ying)用,提高(gao)可(ke)再(zai)(zai)(zai)生能源就地(di)(di)消(xiao)納(na)能力,完成國(guo)家下(xia)達(da)的可(ke)再(zai)(zai)(zai)生能源電(dian)(dian)力消(xiao)納(na)責(ze)任(ren)(ren)權重任(ren)(ren)務。到2030年,風(feng)電(dian)(dian)、光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)裝(zhuang)機容量達(da)到1.35億千(qian)瓦以上。

3.積極發(fa)展(zhan)氫(qing)(qing)(qing)(qing)能(neng)(neng)。統籌推(tui)(tui)進氫(qing)(qing)(qing)(qing)能(neng)(neng)“制儲輸用(yong)”全鏈條發(fa)展(zhan),占據氫(qing)(qing)(qing)(qing)能(neng)(neng)發(fa)展(zhan)新(xin)高地(di)。加(jia)(jia)快推(tui)(tui)進壩上地(di)區氫(qing)(qing)(qing)(qing)能(neng)(neng)基地(di)列入國家氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)(ye)發(fa)展(zhan)規劃,推(tui)(tui)進河北(bei)氫(qing)(qing)(qing)(qing)燃料電(dian)(dian)池(chi)(chi)汽(qi)車推(tui)(tui)廣(guang)應(ying)(ying)用(yong)示范城市群建(jian)設。加(jia)(jia)快發(fa)展(zhan)電(dian)(dian)解水制氫(qing)(qing)(qing)(qing)、工業(ye)(ye)副產氣純化制氫(qing)(qing)(qing)(qing),擴(kuo)(kuo)大(da)氫(qing)(qing)(qing)(qing)氣供給能(neng)(neng)力(li)。加(jia)(jia)快氫(qing)(qing)(qing)(qing)燃料電(dian)(dian)池(chi)(chi)汽(qi)車推(tui)(tui)廣(guang)應(ying)(ying)用(yong),鼓勵加(jia)(jia)氫(qing)(qing)(qing)(qing)站與(yu)(yu)加(jia)(jia)油站、加(jia)(jia)氣站和充電(dian)(dian)站多站合一布(bu)(bu)局(ju),逐步擴(kuo)(kuo)展(zhan)氫(qing)(qing)(qing)(qing)能(neng)(neng)在大(da)型(xing)應(ying)(ying)急電(dian)(dian)源(yuan)、通信基站、分布(bu)(bu)式發(fa)電(dian)(dian)、戶(hu)用(yong)熱(re)電(dian)(dian)聯供等領域的應(ying)(ying)用(yong),支持長距離(li)、大(da)規模儲運(yun)技術研究(jiu),開展(zhan)氫(qing)(qing)(qing)(qing)能(neng)(neng)多領域應(ying)(ying)用(yong)示范。建(jian)立健全氫(qing)(qing)(qing)(qing)能(neng)(neng)安全監(jian)管制度與(yu)(yu)標準(zhun)規范。到2030年,氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)(ye)產值達到1200億元以上,利用(yong)量達到10%。

2.實施節(jie)(jie)(jie)能(neng)降(jiang)碳(tan)重(zhong)點工程。加(jia)快實施節(jie)(jie)(jie)能(neng)降(jiang)碳(tan)改(gai)造(zao),發布重(zhong)點行業(ye)(ye)節(jie)(jie)(jie)能(neng)降(jiang)碳(tan)技(ji)術(shu)改(gai)造(zao)導(dao)向目錄,實施節(jie)(jie)(jie)能(neng)、節(jie)(jie)(jie)水(shui)和綜(zong)合(he)利用技(ji)術(shu)改(gai)造(zao)及示(shi)范(fan)項(xiang)目。選擇(ze)高(gao)耗能(neng)高(gao)排放項(xiang)目聚集度高(gao)的產業(ye)(ye)園區(qu)(qu)開展節(jie)(jie)(jie)能(neng)改(gai)造(zao),加(jia)強園區(qu)(qu)能(neng)源(yuan)資源(yuan)梯級利用和系統優化,提(ti)升產業(ye)(ye)園區(qu)(qu)循環化水(shui)平,全面提(ti)高(gao)能(neng)源(yuan)資源(yuan)產出率。實施城(cheng)市(shi)節(jie)(jie)(jie)能(neng)降(jiang)碳(tan)工程,開展建(jian)筑、交(jiao)通、照(zhao)明、供熱等(deng)基礎設施節(jie)(jie)(jie)能(neng)升級改(gai)造(zao),推進先進綠(lv)色建(jian)筑技(ji)術(shu)示(shi)范(fan)應用,推動(dong)城(cheng)市(shi)綜(zong)合(he)能(neng)效(xiao)提(ti)升。大(da)力推進科技(ji)創新,加(jia)速(su)鋼鐵、煤電、水(shui)泥、焦化等(deng)重(zhong)點行業(ye)(ye)關鍵共性技(ji)術(shu)攻關,打造(zao)一批典(dian)型示(shi)范(fan)樣板。

3.推(tui)進(jin)重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)用(yong)(yong)(yong)能(neng)(neng)(neng)設備(bei)(bei)能(neng)(neng)(neng)效(xiao)提升。全面落實國家能(neng)(neng)(neng)效(xiao)標準和節(jie)能(neng)(neng)(neng)要(yao)(yao)求,新(xin)建(jian)高耗能(neng)(neng)(neng)項目重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)用(yong)(yong)(yong)能(neng)(neng)(neng)設備(bei)(bei)要(yao)(yao)達(da)到一級能(neng)(neng)(neng)效(xiao)。鼓(gu)勵企業(ye)以電機、風機、變壓器、工業(ye)鍋爐、壓縮(suo)機等(deng)主要(yao)(yao)用(yong)(yong)(yong)能(neng)(neng)(neng)設備(bei)(bei)為(wei)重(zhong)(zhong)(zhong)(zhong)點(dian)(dian),開展(zhan)節(jie)能(neng)(neng)(neng)改造。發布工業(ye)節(jie)能(neng)(neng)(neng)、資源綜合(he)利用(yong)(yong)(yong)等(deng)先進(jin)適用(yong)(yong)(yong)技(ji)術及“能(neng)(neng)(neng)效(xiao)之星(xing)”產(chan)品目錄,推(tui)廣先進(jin)高效(xiao)產(chan)品設備(bei)(bei),加快淘(tao)汰(tai)落后低效(xiao)設備(bei)(bei)。加強重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)用(yong)(yong)(yong)能(neng)(neng)(neng)設備(bei)(bei)日常監管,強化生(sheng)產(chan)、經營、銷售、使用(yong)(yong)(yong)、報廢(fei)全鏈(lian)條管理,嚴禁使用(yong)(yong)(yong)國家明令淘(tao)汰(tai)的用(yong)(yong)(yong)能(neng)(neng)(neng)設備(bei)(bei),嚴肅查處(chu)違(wei)法違(wei)規用(yong)(yong)(yong)能(neng)(neng)(neng)行為(wei)。

4.加強新型基礎設(she)(she)(she)施節(jie)能(neng)(neng)降碳。優(you)化數(shu)據(ju)中(zhong)心等(deng)新型基礎設(she)(she)(she)施空間布局,新建大型、超大型數(shu)據(ju)中(zhong)心原(yuan)則上布局在(zai)國家(jia)樞(shu)紐(niu)節(jie)點(dian)數(shu)據(ju)中(zhong)心集群范圍(wei)內,避免低水平重(zhong)復建設(she)(she)(she)。鼓勵數(shu)據(ju)中(zhong)心企(qi)業與風電、光伏企(qi)業開展深度合作,優(you)先(xian)支持可再生能(neng)(neng)源用電比例達到(dao)50%及以上的數(shu)據(ju)中(zhong)心建設(she)(she)(she)。對標國際(ji)先(xian)進水平,加快完善通信、運(yun)算、存儲、傳輸(shu)等(deng)設(she)(she)(she)備(bei)能(neng)(neng)效標準,提升準入門檻,淘(tao)汰(tai)落后設(she)(she)(she)備(bei)和(he)技術(shu)。加大數(shu)據(ju)中(zhong)心節(jie)能(neng)(neng)改造(zao)力度,加快推進全(quan)閃存、液冷(leng)技術(shu)、間接(jie)蒸發冷(leng)卻機組等(deng)綠色節(jie)能(neng)(neng)設(she)(she)(she)備(bei)應(ying)用,鼓勵數(shu)據(ju)中(zhong)心回收余熱(re)供暖。加強新型基礎設(she)(she)(she)施用能(neng)(neng)管(guan)理(li),將年(nian)綜合能(neng)(neng)耗超過1萬噸標準煤的數(shu)據(ju)中(zhong)心全(quan)部納入重(zhong)點(dian)用能(neng)(neng)單位能(neng)(neng)耗在(zai)線監測系統(tong),開展能(neng)(neng)源計量審(shen)查(cha)。

(三)工業領域碳達峰行動。

1.推(tui)(tui)動工業(ye)(ye)領域綠(lv)(lv)色(se)(se)低碳(tan)(tan)(tan)發展。優化產(chan)(chan)(chan)(chan)業(ye)(ye)結構,調(diao)整產(chan)(chan)(chan)(chan)業(ye)(ye)布局(ju),鞏固去(qu)產(chan)(chan)(chan)(chan)能(neng)成果,打造(zao)一(yi)批(pi)(pi)優勢產(chan)(chan)(chan)(chan)業(ye)(ye)集群(qun)。深(shen)入實施(shi)“萬企(qi)轉型”行(xing)(xing)動,加快(kuai)傳統產(chan)(chan)(chan)(chan)業(ye)(ye)工藝(yi)、技術(shu)、裝備、產(chan)(chan)(chan)(chan)品(pin)(pin)升(sheng)級,推(tui)(tui)進高(gao)碳(tan)(tan)(tan)行(xing)(xing)業(ye)(ye)綠(lv)(lv)色(se)(se)低碳(tan)(tan)(tan)改造(zao)和清潔生產(chan)(chan)(chan)(chan)。促進工業(ye)(ye)企(qi)業(ye)(ye)化石能(neng)源消費(fei)低碳(tan)(tan)(tan)替代和清潔高(gao)效(xiao)利(li)用(yong),推(tui)(tui)廣應(ying)用(yong)可再生能(neng)源,加強電(dian)力需(xu)求側管(guan)理,提(ti)升(sheng)工業(ye)(ye)電(dian)氣(qi)化水平。健全“散亂污”企(qi)業(ye)(ye)監管(guan)長效(xiao)機(ji)制,持續保持動態清零。加快(kuai)發展信息智(zhi)能(neng)、生物醫(yi)藥健康(kang)、新(xin)材料、新(xin)能(neng)源、綠(lv)(lv)色(se)(se)環保等(deng)戰略性(xing)新(xin)興產(chan)(chan)(chan)(chan)業(ye)(ye)。推(tui)(tui)行(xing)(xing)產(chan)(chan)(chan)(chan)品(pin)(pin)綠(lv)(lv)色(se)(se)設計,建設綠(lv)(lv)色(se)(se)制造(zao)體系(xi),構建綠(lv)(lv)色(se)(se)供應(ying)鏈,支持創建一(yi)批(pi)(pi)綠(lv)(lv)色(se)(se)工廠、綠(lv)(lv)色(se)(se)園區(qu)、綠(lv)(lv)色(se)(se)設計示范企(qi)業(ye)(ye)和綠(lv)(lv)色(se)(se)設計產(chan)(chan)(chan)(chan)品(pin)(pin)。推(tui)(tui)動互聯(lian)網、大數據、人工智(zhi)能(neng)等(deng)與各產(chan)(chan)(chan)(chan)業(ye)(ye)深(shen)度(du)融合。在高(gao)碳(tan)(tan)(tan)行(xing)(xing)業(ye)(ye)率先推(tui)(tui)廣應(ying)用(yong)碳(tan)(tan)(tan)捕集利(li)用(yong)與封存技術(shu)。建立以(yi)碳(tan)(tan)(tan)排(pai)放(fang)、污染物排(pai)放(fang)、能(neng)耗總量(liang)為依據的產(chan)(chan)(chan)(chan)量(liang)約束機(ji)制,探索實施(shi)鋼鐵、水泥等(deng)高(gao)碳(tan)(tan)(tan)行(xing)(xing)業(ye)(ye)以(yi)污控產(chan)(chan)(chan)(chan)、以(yi)煤定產(chan)(chan)(chan)(chan)。

2.推(tui)(tui)動(dong)(dong)鋼鐵(tie)行業碳達峰。嚴控鋼鐵(tie)行業產能(neng)和(he)產量規模,嚴格執行產能(neng)置換規定,嚴禁新(xin)增鋼鐵(tie)產能(neng),推(tui)(tui)進存量優化,合(he)理控制鋼鐵(tie)產量。優化產業布局,推(tui)(tui)動(dong)(dong)產能(neng)“走出(chu)去”,加(jia)快(kuai)企業兼并重組和(he)搬遷改造。推(tui)(tui)進鋼鐵(tie)行業短流(liu)程改造,加(jia)快(kuai)清潔能(neng)源(yuan)替代。提(ti)高廢鋼資源(yuan)保(bao)障能(neng)力,打造回收、加(jia)工、配送(song)、流(liu)通(tong)體系,提(ti)升廢鋼資源(yuan)化利(li)用水平。推(tui)(tui)廣高效節能(neng)降碳技術(shu),鼓勵鋼化聯(lian)產,試(shi)點示范富氫(qing)燃氣煉鐵(tie),推(tui)(tui)動(dong)(dong)低品位(wei)余熱供暖(nuan)發展。

3.推動建(jian)材(cai)行(xing)業(ye)碳達峰。加強(qiang)產能(neng)(neng)(neng)(neng)(neng)置(zhi)換監管,嚴(yan)禁新增水(shui)泥(ni)(ni)熟料(liao)(liao)、平板玻璃(li)產能(neng)(neng)(neng)(neng)(neng),引導(dao)建(jian)材(cai)行(xing)業(ye)向輕(qing)型化(hua)、集約化(hua)、制品化(hua)轉(zhuan)型。推動水(shui)泥(ni)(ni)錯峰生產常態(tai)化(hua),合理(li)縮(suo)短(duan)水(shui)泥(ni)(ni)熟料(liao)(liao)裝置(zhi)運(yun)行(xing)時間。推進建(jian)材(cai)行(xing)業(ye)非化(hua)石能(neng)(neng)(neng)(neng)(neng)源替(ti)代,推廣應用光伏發(fa)電(dian)、風能(neng)(neng)(neng)(neng)(neng)、氫能(neng)(neng)(neng)(neng)(neng)技術(shu),促進能(neng)(neng)(neng)(neng)(neng)源結(jie)構(gou)清潔低碳轉(zhuan)型。鼓勵使(shi)用粉煤灰、工業(ye)廢(fei)渣、尾(wei)礦渣等作為原料(liao)(liao)或(huo)水(shui)泥(ni)(ni)混合材(cai),加強(qiang)低碳建(jian)材(cai)產品的研(yan)發(fa)應用。推動水(shui)泥(ni)(ni)窯協同(tong)處理(li)固體廢(fei)物。推廣節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)技術(shu)設備(bei),開展(zhan)能(neng)(neng)(neng)(neng)(neng)源管理(li)體系建(jian)設,實現節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)增效。

4.推動(dong)(dong)石(shi)化(hua)化(hua)工(gong)行業碳達(da)峰。嚴(yan)格落實國家石(shi)化(hua)布局規(gui)劃和政策規(gui)定(ding),有序實施列入國家規(gui)劃的(de)重大石(shi)化(hua)項目,合理控(kong)制煤化(hua)工(gong)、煤制油氣等行業產(chan)(chan)能(neng)(neng)(neng)。轉變行業用(yong)能(neng)(neng)(neng)方式,推動(dong)(dong)太(tai)陽能(neng)(neng)(neng)、風能(neng)(neng)(neng)、氫能(neng)(neng)(neng)、地熱等可再生(sheng)能(neng)(neng)(neng)源替代。促進石(shi)化(hua)化(hua)工(gong)與冶(ye)金、建材、化(hua)纖等產(chan)(chan)業協(xie)同發展,加強(qiang)(qiang)煉廠干氣、液化(hua)氣等副產(chan)(chan)氣體高效利用(yong)。優化(hua)技術工(gong)藝(yi)路線,調整原料結構,提升產(chan)(chan)品催化(hua)劑效率,加強(qiang)(qiang)廢物(wu)綜(zong)合利用(yong)。鼓勵企業節能(neng)(neng)(neng)升級(ji)改造,推動(dong)(dong)能(neng)(neng)(neng)量梯級(ji)利用(yong)、物(wu)料循(xun)環利用(yong)。

5.堅決遏制高(gao)耗能、高(gao)排(pai)(pai)(pai)放、低(di)水(shui)平項(xiang)(xiang)目盲目發展。加強規劃和產(chan)(chan)業(ye)(ye)政策約(yue)束,嚴(yan)(yan)格核準(zhun)備案、節能審(shen)查、環境影響評價等(deng)審(shen)批,對(dui)高(gao)耗能、高(gao)排(pai)(pai)(pai)放、低(di)水(shui)平項(xiang)(xiang)目實(shi)行(xing)(xing)清(qing)單管理、分類處置、動(dong)態(tai)監控,嚴(yan)(yan)禁建(jian)設不符合要求的(de)(de)(de)高(gao)耗能、高(gao)排(pai)(pai)(pai)放、低(di)水(shui)平項(xiang)(xiang)目。嚴(yan)(yan)把擬建(jian)項(xiang)(xiang)目準(zhun)入關(guan),對(dui)產(chan)(chan)能已(yi)飽(bao)和的(de)(de)(de)行(xing)(xing)業(ye)(ye),按照(zhao)“減量替代”原則壓(ya)減產(chan)(chan)能;對(dui)產(chan)(chan)能尚未(wei)飽(bao)和的(de)(de)(de)行(xing)(xing)業(ye)(ye),嚴(yan)(yan)格落實(shi)國(guo)家(jia)布局和審(shen)批備案等(deng)要求,對(dui)標國(guo)際先(xian)進水(shui)平提(ti)高(gao)準(zhun)入門檻;對(dui)能耗量較大的(de)(de)(de)新(xin)興產(chan)(chan)業(ye)(ye),支持(chi)引導企業(ye)(ye)應用綠色低(di)碳技(ji)術,提(ti)高(gao)能效(xiao)水(shui)平。全面(mian)排(pai)(pai)(pai)查清(qing)理在建(jian)項(xiang)(xiang)目,對(dui)能效(xiao)水(shui)平低(di)于(yu)本行(xing)(xing)業(ye)(ye)能耗限額準(zhun)入值的(de)(de)(de),按照(zhao)有關(guan)規定停工整(zheng)改,提(ti)高(gao)能效(xiao)水(shui)平。深入挖潛(qian)存量項(xiang)(xiang)目,依(yi)法依(yi)規加快淘汰落后產(chan)(chan)能,通過(guo)改造升級(ji)深挖節能減排(pai)(pai)(pai)潛(qian)力。

(四)城(cheng)鄉建設碳(tan)達峰行動。

1.推(tui)進城(cheng)鄉建(jian)(jian)設綠(lv)(lv)色(se)(se)低碳(tan)(tan)轉型。推(tui)動城(cheng)市(shi)組團式(shi)發(fa)(fa)展,優化城(cheng)市(shi)空間布(bu)局,構(gou)建(jian)(jian)京津冀世界(jie)級城(cheng)市(shi)群,建(jian)(jian)設現代化、國際化美(mei)麗省(sheng)會,打造(zao)雄安新區(qu)(qu)綠(lv)(lv)色(se)(se)生態宜居新城(cheng)。倡(chang)導(dao)綠(lv)(lv)色(se)(se)低碳(tan)(tan)規劃設計(ji)理(li)念(nian),增(zeng)強(qiang)城(cheng)鄉氣(qi)候韌性,在設市(shi)城(cheng)市(shi)建(jian)(jian)成(cheng)區(qu)(qu)系(xi)統化推(tui)進海綿(mian)城(cheng)市(shi)建(jian)(jian)設。大力發(fa)(fa)展裝(zhuang)配式(shi)建(jian)(jian)筑(zhu),重點(dian)推(tui)動鋼結構(gou)裝(zhuang)配式(shi)住宅建(jian)(jian)設,推(tui)動建(jian)(jian)材循環利(li)用,強(qiang)化綠(lv)(lv)色(se)(se)設計(ji)和綠(lv)(lv)色(se)(se)施(shi)工管(guan)理(li)。加強(qiang)縣(xian)城(cheng)綠(lv)(lv)色(se)(se)低碳(tan)(tan)建(jian)(jian)設。推(tui)動建(jian)(jian)立以綠(lv)(lv)色(se)(se)低碳(tan)(tan)為導(dao)向的(de)城(cheng)鄉規劃建(jian)(jian)設管(guan)理(li)機制,嚴格建(jian)(jian)筑(zhu)拆(chai)除管(guan)理(li),杜絕“大拆(chai)大建(jian)(jian)”。建(jian)(jian)設綠(lv)(lv)色(se)(se)城(cheng)鎮(zhen)、綠(lv)(lv)色(se)(se)社區(qu)(qu)。

2.加快提升建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)效水平。城(cheng)鎮(zhen)民用建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面(mian)推(tui)行(xing)(xing)超低(di)能(neng)(neng)耗(hao)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標準(zhun)。加快發展近(jin)零能(neng)(neng)耗(hao)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。推(tui)進(jin)既有(you)居住建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和公共建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)改造,持(chi)續推(tui)動(dong)老舊(jiu)供(gong)熱管網改造。提升城(cheng)鎮(zhen)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和基礎設(she)施運行(xing)(xing)管理(li)智能(neng)(neng)化水平,逐(zhu)步(bu)開展公共建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)耗(hao)限額管理(li)。推(tui)動(dong)高(gao)質量(liang)綠色建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)規模化發展,2025年城(cheng)鎮(zhen)新建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面(mian)執行(xing)(xing)綠色建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標準(zhun)。

3.加快優化建(jian)筑(zhu)(zhu)(zhu)用能(neng)(neng)結構。鼓勵可再(zai)生能(neng)(neng)源與綠色建(jian)筑(zhu)(zhu)(zhu)融(rong)合創新發展(zhan),推廣光伏(fu)(fu)發電(dian)(dian)與建(jian)筑(zhu)(zhu)(zhu)一(yi)體(ti)(ti)化,開(kai)展(zhan)整縣屋頂分布(bu)式光伏(fu)(fu)開(kai)發試點。推進熱電(dian)(dian)聯產集(ji)中供(gong)暖,加快工業余(yu)熱供(gong)暖規模化應用,因地制宜(yi)推行熱泵、生物質能(neng)(neng)、地熱能(neng)(neng)、太陽能(neng)(neng)等清潔低碳供(gong)暖。加快建(jian)筑(zhu)(zhu)(zhu)領(ling)域(yu)電(dian)(dian)氣化進程,建(jian)設(she)集(ji)光伏(fu)(fu)發電(dian)(dian)、儲能(neng)(neng)、直(zhi)(zhi)流配電(dian)(dian)、柔性用電(dian)(dian)于一(yi)體(ti)(ti)的“光儲直(zhi)(zhi)柔”建(jian)筑(zhu)(zhu)(zhu)。到(dao)2025年(nian),城鎮建(jian)筑(zhu)(zhu)(zhu)可再(zai)生能(neng)(neng)源替(ti)代率(lv)達(da)到(dao)8%以上,新建(jian)公共機構建(jian)筑(zhu)(zhu)(zhu)、新建(jian)廠房屋頂光伏(fu)(fu)覆蓋率(lv)力爭(zheng)達(da)到(dao)50%。

4.推(tui)(tui)進農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)建(jian)設(she)和用(yong)能(neng)(neng)(neng)(neng)低(di)碳(tan)轉型(xing)。深入開展農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)住房建(jian)設(she)試點,推(tui)(tui)廣(guang)農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)住房建(jian)筑導則,推(tui)(tui)進既有農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)住房節能(neng)(neng)(neng)(neng)改(gai)造,引導建(jian)設(she)綠(lv)色(se)環保宜(yi)居型(xing)農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)住房。持續推(tui)(tui)進農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)地(di)區清(qing)潔(jie)取(qu)暖(nuan)(nuan),因地(di)制(zhi)宜(yi)選(xuan)擇適宜(yi)取(qu)暖(nuan)(nuan)方式,建(jian)立健全農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)冬季(ji)清(qing)潔(jie)取(qu)暖(nuan)(nuan)常態化管(guan)理機制(zhi)。發展節能(neng)(neng)(neng)(neng)低(di)碳(tan)農(nong)(nong)(nong)(nong)(nong)業大棚(peng)。推(tui)(tui)廣(guang)節能(neng)(neng)(neng)(neng)環保灶具、電動(dong)農(nong)(nong)(nong)(nong)(nong)用(yong)車輛、節能(neng)(neng)(neng)(neng)環保農(nong)(nong)(nong)(nong)(nong)機和漁船。優化農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)用(yong)能(neng)(neng)(neng)(neng)結構(gou),提升農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)清(qing)潔(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)占比,加快(kuai)推(tui)(tui)廣(guang)生物質能(neng)(neng)(neng)(neng)資源(yuan)(yuan)(yuan)化利用(yong),鼓(gu)勵采(cai)用(yong)太陽能(neng)(neng)(neng)(neng)、空(kong)氣源(yuan)(yuan)(yuan)熱能(neng)(neng)(neng)(neng)、淺層地(di)熱能(neng)(neng)(neng)(neng)等清(qing)潔(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)滿足(zu)農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)用(yong)能(neng)(neng)(neng)(neng)需求(qiu)。加快(kuai)農(nong)(nong)(nong)(nong)(nong)村(cun)(cun)電網(wang)、天然氣管(guan)網(wang)、熱力管(guan)網(wang)等建(jian)設(she)改(gai)造。

(五(wu))交通運輸綠色(se)低碳行動。

1.推(tui)動運(yun)(yun)輸工具裝備低(di)碳(tan)轉(zhuan)型。積極擴大電力、氫(qing)(qing)能(neng)(neng)、天然氣、先進(jin)(jin)生物(wu)液(ye)體燃料等新(xin)(xin)能(neng)(neng)源、清潔能(neng)(neng)源在交(jiao)通運(yun)(yun)輸領域應用。加大電動汽(qi)車(che)(che)支(zhi)持(chi)推(tui)廣(guang)力度,持(chi)續推(tui)進(jin)(jin)城(cheng)市(shi)(shi)公(gong)交(jiao)、出租汽(qi)車(che)(che)、市(shi)(shi)政(zheng)、城(cheng)市(shi)(shi)配(pei)送、郵政(zheng)快遞(di)、鐵路貨(huo)場、水運(yun)(yun)、機(ji)場、大宗物(wu)料和(he)產品運(yun)(yun)輸等車(che)(che)輛電動化(hua)(hua)進(jin)(jin)程。加快氫(qing)(qing)燃料電池(chi)重卡推(tui)廣(guang)應用。加快淘(tao)汰高(gao)能(neng)(neng)耗(hao)老舊營運(yun)(yun)車(che)(che)輛,積極推(tui)廣(guang)智能(neng)(neng)化(hua)(hua)、輕量(liang)化(hua)(hua)、高(gao)能(neng)(neng)效、低(di)排放的(de)營運(yun)(yun)車(che)(che)輛。推(tui)進(jin)(jin)船(chuan)舶靠港使(shi)用岸(an)電,新(xin)(xin)建(jian)碼頭(油氣化(hua)(hua)工碼頭除外)同步規劃(hua)、設(she)計(ji)和(he)建(jian)設(she)岸(an)基(ji)供電設(she)施,推(tui)進(jin)(jin)建(jian)成碼頭岸(an)基(ji)供電設(she)施改(gai)造,鼓勵靠港船(chuan)舶積極使(shi)用岸(an)電。到2025年(nian)(nian),港口5萬噸級(ji)以上專業(ye)化(hua)(hua)泊位(wei)(不(bu)含(han)危(wei)化(hua)(hua)品泊位(wei))岸(an)電覆蓋率(lv)達(da)(da)到80%。到2030年(nian)(nian),城(cheng)市(shi)(shi)公(gong)共交(jiao)通領域新(xin)(xin)增(zeng)的(de)機(ji)動車(che)(che)基(ji)本采用新(xin)(xin)能(neng)(neng)源和(he)清潔能(neng)(neng)源,營運(yun)(yun)車(che)(che)輛及船(chuan)舶單位(wei)換算周轉(zhuan)量(liang)碳(tan)排放強度比2020年(nian)(nian)下降9.5%左右。陸(lu)路交(jiao)通運(yun)(yun)輸石油消費力爭2030年(nian)(nian)前達(da)(da)到峰值(zhi)。

2.構建綠色高(gao)效交通運(yun)(yun)輸體(ti)系。發(fa)展(zhan)智能(neng)交通,推(tui)(tui)動(dong)不同運(yun)(yun)輸方式(shi)合(he)理(li)分工、有(you)效銜接,降(jiang)低空載率和(he)不合(he)理(li)客(ke)貨(huo)運(yun)(yun)周(zhou)轉(zhuan)量。加(jia)(jia)快推(tui)(tui)進(jin)鋼鐵(tie)、煤炭、電力(li)(li)(li)、汽車(che)制(zhi)造(zao)等大型企業(ye)及物(wu)(wu)(wu)流(liu)(liu)園區、交易集散基地鐵(tie)路(lu)專用線建設(she)。加(jia)(jia)快鐵(tie)路(lu)擴能(neng)改造(zao),提升鐵(tie)路(lu)貨(huo)運(yun)(yun)能(neng)力(li)(li)(li),加(jia)(jia)快大宗貨(huo)物(wu)(wu)(wu)和(he)中長(chang)距離貨(huo)物(wu)(wu)(wu)運(yun)(yun)輸“公(gong)轉(zhuan)鐵(tie)”、“公(gong)轉(zhuan)水”。推(tui)(tui)動(dong)鐵(tie)水、公(gong)鐵(tie)、公(gong)水、空陸(lu)等聯(lian)運(yun)(yun)發(fa)展(zhan),實施多式(shi)聯(lian)運(yun)(yun)示范(fan)工程(cheng),推(tui)(tui)進(jin)內陸(lu)港建設(she)。大力(li)(li)(li)發(fa)展(zhan)智慧物(wu)(wu)(wu)流(liu)(liu),推(tui)(tui)動(dong)國家物(wu)(wu)(wu)流(liu)(liu)樞紐承載城(cheng)市建設(she),構建集約高(gao)效、綠色智能(neng)的(de)(de)城(cheng)市貨(huo)運(yun)(yun)配送(song)服務體(ti)系。加(jia)(jia)快完善縣(xian)、鄉(xiang)、村三級農村物(wu)(wu)(wu)流(liu)(liu)網(wang)絡(luo)體(ti)系,提升農村物(wu)(wu)(wu)流(liu)(liu)配送(song)效率。落實公(gong)交優(you)先發(fa)展(zhan)戰略,加(jia)(jia)快構建以(yi)公(gong)共交通為主的(de)(de)城(cheng)市出行(xing)(xing)體(ti)系。推(tui)(tui)進(jin)自行(xing)(xing)車(che)、步行(xing)(xing)道慢行(xing)(xing)系統(tong)建設(she)。“十(shi)四(si)五(wu)”期間,港口集裝(zhuang)箱鐵(tie)水聯(lian)運(yun)(yun)量年(nian)均增長(chang)15%以(yi)上(shang)。到2030年(nian),城(cheng)區常住人口100萬以(yi)上(shang)城(cheng)市綠色出行(xing)(xing)比例不低于70%。

3.加快(kuai)綠色(se)交(jiao)通(tong)(tong)基礎(chu)設(she)(she)施(shi)(shi)建設(she)(she)。將綠色(se)低(di)碳(tan)理念貫穿于交(jiao)通(tong)(tong)基礎(chu)設(she)(she)施(shi)(shi)規劃、建設(she)(she)、運(yun)營和維(wei)護全(quan)(quan)過程,推動交(jiao)通(tong)(tong)基礎(chu)設(she)(she)施(shi)(shi)與(yu)可再生能源(yuan)(yuan)發(fa)電(dian)(dian)、儲(chu)能與(yu)充(chong)電(dian)(dian)設(she)(she)施(shi)(shi)一體化建設(she)(she)。提(ti)高(gao)資(zi)源(yuan)(yuan)利(li)用(yong)(yong)效率,統籌利(li)用(yong)(yong)綜合運(yun)輸(shu)通(tong)(tong)道線(xian)位、土地、空域(yu)、海域(yu)等(deng)資(zi)源(yuan)(yuan)。推動交(jiao)通(tong)(tong)基礎(chu)設(she)(she)施(shi)(shi)節能降碳(tan)改(gai)造,推廣(guang)清潔(jie)能源(yuan)(yuan)應用(yong)(yong)和智能控制新(xin)技(ji)術與(yu)新(xin)設(she)(she)備(bei),推行廢舊瀝青路面、鋼材等(deng)材料深度再生和循環(huan)利(li)用(yong)(yong)。加快(kuai)充(chong)電(dian)(dian)樁(站)布局,在高(gao)速(su)公路服務區、港區、交(jiao)通(tong)(tong)樞紐、快(kuai)遞轉運(yun)中(zhong)心、物流(liu)園區、公交(jiao)場站等(deng)建設(she)(she)充(chong)電(dian)(dian)基礎(chu)設(she)(she)施(shi)(shi)。到(dao)2030年,民用(yong)(yong)運(yun)輸(shu)機場場內(nei)車輛裝備(bei)等(deng)力爭全(quan)(quan)面實(shi)現電(dian)(dian)動化。

(六)循(xun)環(huan)經濟助力降(jiang)碳行動。

1.推(tui)進產(chan)業園區循環(huan)化(hua)(hua)(hua)發展。深入實(shi)施(shi)園區循環(huan)化(hua)(hua)(hua)改造,優化(hua)(hua)(hua)園區空間(jian)格局,合(he)(he)理延伸產(chan)業鏈條(tiao)并(bing)循環(huan)鏈接,推(tui)動(dong)園區內企(qi)業清(qing)潔生產(chan),深化(hua)(hua)(hua)副(fu)產(chan)物(wu)(wu)交換利(li)(li)用(yong)(yong)(yong),促進能(neng)(neng)源梯級利(li)(li)用(yong)(yong)(yong)、水資(zi)源循環(huan)利(li)(li)用(yong)(yong)(yong)、廢(fei)物(wu)(wu)綜合(he)(he)利(li)(li)用(yong)(yong)(yong),推(tui)進工(gong)業余(yu)壓余(yu)熱、廢(fei)氣(qi)廢(fei)液(ye)廢(fei)渣資(zi)源化(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong),推(tui)廣集(ji)中(zhong)供氣(qi)供熱,實(shi)現園區資(zi)源高效、循環(huan)利(li)(li)用(yong)(yong)(yong)和廢(fei)物(wu)(wu)“零(ling)排(pai)放”,全面提(ti)高園區資(zi)源產(chan)出(chu)率(lv)。搭(da)建公共基礎設施(shi)和物(wu)(wu)質(zhi)流(liu)管理服務平臺,創新組織(zhi)形式(shi)和管理機制,推(tui)廣合(he)(he)同(tong)能(neng)(neng)源管理、合(he)(he)同(tong)節水管理、污(wu)染第三方治(zhi)理等模式(shi)。到2030年,省級以上(shang)重(zhong)點產(chan)業園區全部實(shi)施(shi)循環(huan)化(hua)(hua)(hua)改造。

2.加強大(da)(da)宗(zong)固(gu)廢綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)。提高(gao)(gao)礦產資源(yuan)綜(zong)(zong)(zong)合(he)開發(fa)利(li)(li)用(yong)(yong)水(shui)平和綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)率(lv),以低品位礦、共伴生(sheng)礦、難(nan)選冶(ye)礦、尾(wei)礦等(deng)為重(zhong)點,推進有價組(zu)分(fen)高(gao)(gao)效提取利(li)(li)用(yong)(yong),鼓勵替代(dai)水(shui)泥原(yuan)料,協同生(sheng)產建(jian)(jian)筑材料。推動煤矸(gan)石、粉(fen)煤灰、高(gao)(gao)爐渣、脫硫石膏等(deng)工業(ye)(ye)(ye)固(gu)廢在工業(ye)(ye)(ye)和建(jian)(jian)筑領域高(gao)(gao)值化、梯(ti)級化、規模(mo)化利(li)(li)用(yong)(yong)。加強建(jian)(jian)筑垃圾分(fen)類處(chu)理(li),推動工程渣土(tu)就地回填、堆(dui)土(tu)造景(jing)、生(sheng)產建(jian)(jian)材。推進國家大(da)(da)宗(zong)固(gu)廢綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)基(ji)地建(jian)(jian)設。推動國家工業(ye)(ye)(ye)資源(yuan)綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)基(ji)地高(gao)(gao)質量發(fa)展,創建(jian)(jian)一(yi)(yi)批示范(fan)(fan)企業(ye)(ye)(ye)和示范(fan)(fan)基(ji)地(開發(fa)區)。到(dao)2025年,新增大(da)(da)宗(zong)固(gu)廢綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)處(chu)置率(lv)達到(dao)95%;到(dao)2030年,綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)處(chu)置率(lv)進一(yi)(yi)步提高(gao)(gao)。

3.健全資(zi)(zi)(zi)源(yuan)循(xun)環利(li)(li)用體系。完善廢(fei)舊物(wu)資(zi)(zi)(zi)回(hui)收(shou)(shou)網(wang)絡,合(he)理布(bu)局(ju)建設(she)“交(jiao)投點、中轉(zhuan)站、分揀中心”三級回(hui)收(shou)(shou)體系,推(tui)(tui)進垃圾(ji)分類與(yu)(yu)再(zai)生資(zi)(zi)(zi)源(yuan)回(hui)收(shou)(shou)“兩網(wang)融合(he)”。推(tui)(tui)行“互(hu)聯(lian)網(wang)+回(hui)收(shou)(shou)”模(mo)(mo)式,推(tui)(tui)廣智能回(hui)收(shou)(shou)終端(duan),培(pei)育(yu)新型(xing)商業模(mo)(mo)式。鼓(gu)勵有基(ji)(ji)礎的市(shi)建立再(zai)生資(zi)(zi)(zi)源(yuan)區(qu)域(yu)交(jiao)易中心,爭創廢(fei)舊物(wu)資(zi)(zi)(zi)循(xun)環利(li)(li)用體系建設(she)示范(fan)市(shi)。依托國家(jia)“城市(shi)礦產(chan)(chan)”基(ji)(ji)地(di)、資(zi)(zi)(zi)源(yuan)循(xun)環利(li)(li)用基(ji)(ji)地(di),推(tui)(tui)動再(zai)生資(zi)(zi)(zi)源(yuan)產(chan)(chan)業聚集(ji)發展,加強再(zai)生資(zi)(zi)(zi)源(yuan)回(hui)收(shou)(shou)利(li)(li)用。推(tui)(tui)進退(tui)役(yi)動力電(dian)池(chi)、光伏組(zu)件(jian)、風電(dian)機(ji)組(zu)葉(xie)片等(deng)新興(xing)產(chan)(chan)業廢(fei)物(wu)循(xun)環利(li)(li)用。促(cu)進汽車零(ling)部件(jian)、工程機(ji)械等(deng)領域(yu)再(zai)制造產(chan)(chan)業發展,加快國家(jia)再(zai)制造產(chan)(chan)業示范(fan)基(ji)(ji)地(di)和機(ji)電(dian)產(chan)(chan)品再(zai)制造試(shi)點建設(she),加強再(zai)制造產(chan)(chan)品認證與(yu)(yu)推(tui)(tui)廣應用。到2025年,主(zhu)要再(zai)生資(zi)(zi)(zi)源(yuan)循(xun)環利(li)(li)用量比2020年增長10%以上;到2030年,比2025年增長8%以上。

4.大力推(tui)(tui)進(jin)生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)減(jian)量化(hua)資(zi)源(yuan)化(hua)。全(quan)(quan)面推(tui)(tui)行生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)分(fen)(fen)(fen)(fen)類,加(jia)(jia)(jia)快建設(she)分(fen)(fen)(fen)(fen)類投放(fang)、分(fen)(fen)(fen)(fen)類收集、分(fen)(fen)(fen)(fen)類運輸、分(fen)(fen)(fen)(fen)類處(chu)理(li)的(de)生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)處(chu)理(li)系(xi)統。推(tui)(tui)進(jin)生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)焚(fen)(fen)燒處(chu)理(li)設(she)施建設(she),提(ti)高垃(la)(la)(la)圾(ji)(ji)資(zi)源(yuan)化(hua)利(li)(li)用(yong)水平,加(jia)(jia)(jia)快實現全(quan)(quan)省原生(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)零填埋、全(quan)(quan)焚(fen)(fen)燒。強化(hua)塑(su)料污染全(quan)(quan)鏈條(tiao)治理(li),持續加(jia)(jia)(jia)大監督執法、替代(dai)產品推(tui)(tui)廣和宣傳引導力度,有序禁止(zhi)限制一批塑(su)料制品。嚴格(ge)執行限制商(shang)品過度包裝(zhuang)強制性標準(zhun),推(tui)(tui)進(jin)快遞包裝(zhuang)綠色(se)轉型。加(jia)(jia)(jia)強廚(chu)余垃(la)(la)(la)圾(ji)(ji)資(zi)源(yuan)化(hua)利(li)(li)用(yong)。推(tui)(tui)進(jin)污水資(zi)源(yuan)化(hua)利(li)(li)用(yong)。到2025年,城市生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)分(fen)(fen)(fen)(fen)類體系(xi)基本(ben)健全(quan)(quan),生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)資(zi)源(yuan)化(hua)利(li)(li)用(yong)比例達到60%。到2030年,城市生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)分(fen)(fen)(fen)(fen)類實現全(quan)(quan)覆蓋,生(sheng)(sheng)(sheng)活(huo)垃(la)(la)(la)圾(ji)(ji)資(zi)源(yuan)化(hua)利(li)(li)用(yong)比例達到65%。

(七)綠(lv)色低碳(tan)科技創新行動。

1.完善(shan)創(chuang)(chuang)新體制機制。實(shi)施省碳(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)中和(he)創(chuang)(chuang)新專(zhuan)項,采取“揭榜(bang)掛帥”等方式,持(chi)續推動(dong)綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)關鍵核心技(ji)術(shu)(shu)攻關和(he)典型(xing)場景應用示范。將綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)技(ji)術(shu)(shu)創(chuang)(chuang)新成(cheng)果納入高等學校、科(ke)研單位、國有(you)企業(ye)(ye)有(you)關績效考核。支持(chi)企業(ye)(ye)聯(lian)合高校、院所(suo)承擔(dan)國家(jia)和(he)省綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)重大科(ke)技(ji)項目,鼓(gu)勵設施、數據等資(zi)源開放共享。充分(fen)發揮省科(ke)技(ji)成(cheng)果展(zhan)示交(jiao)易中心和(he)省產業(ye)(ye)技(ji)術(shu)(shu)研究院作用,推動(dong)低(di)(di)(di)碳(tan)(tan)(tan)技(ji)術(shu)(shu)成(cheng)果轉化(hua)和(he)產業(ye)(ye)化(hua)。加(jia)強(qiang)綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)技(ji)術(shu)(shu)和(he)產品(pin)知識產權保護。完善(shan)綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)技(ji)術(shu)(shu)和(he)產品(pin)檢測、評估體系,加(jia)快開展(zhan)綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)(tan)產品(pin)認證(zheng)。

2.加強創(chuang)(chuang)新(xin)能(neng)力建(jian)設(she)和人才(cai)(cai)培養(yang)。培育壯大綠色低碳(tan)領域(yu)創(chuang)(chuang)新(xin)平(ping)臺(tai),建(jian)設(she)省(sheng)級重大科(ke)技(ji)基(ji)礎設(she)施和科(ke)技(ji)成(cheng)果(guo)(guo)中試熟化(hua)(hua)(hua)基(ji)地。高水平(ping)建(jian)設(she)省(sheng)產(chan)業(ye)技(ji)術研(yan)(yan)究院(yuan)和省(sheng)科(ke)技(ji)成(cheng)果(guo)(guo)轉化(hua)(hua)(hua)中心。鼓勵高等學(xue)(xue)校(xiao)加快新(xin)能(neng)源、儲(chu)能(neng)、氫(qing)能(neng)、碳(tan)減排(pai)、碳(tan)匯、碳(tan)排(pai)放權交易等學(xue)(xue)科(ke)建(jian)設(she)和人才(cai)(cai)培養(yang),推進(jin)綠色低碳(tan)相(xiang)關基(ji)礎學(xue)(xue)科(ke)交叉研(yan)(yan)究,以(yi)及相(xiang)關應用學(xue)(xue)科(ke)的(de)多領域(yu)融合(he)(he)研(yan)(yan)究。鼓勵京津冀地區科(ke)研(yan)(yan)院(yuan)所、高校(xiao)和企業(ye)開(kai)展科(ke)技(ji)交流和區域(yu)性綠色低碳(tan)技(ji)術研(yan)(yan)發合(he)(he)作,引(yin)進(jin)國(guo)際(ji)(ji)創(chuang)(chuang)新(xin)團隊,建(jian)設(she)國(guo)際(ji)(ji)科(ke)技(ji)合(he)(he)作基(ji)地,強化(hua)(hua)(hua)科(ke)技(ji)卓越人才(cai)(cai)國(guo)際(ji)(ji)交流。深化(hua)(hua)(hua)產(chan)教融合(he)(he),鼓勵校(xiao)企聯(lian)合(he)(he)開(kai)展產(chan)學(xue)(xue)合(he)(he)作協同育人項目。

3.強化應(ying)用(yong)基礎研(yan)(yan)究(jiu)。圍繞鋼鐵、電力、建材(cai)、化工石化重(zhong)點(dian)行(xing)業,開展(zhan)低碳(tan)零碳(tan)負碳(tan)關鍵技術(shu)(shu)基礎理論研(yan)(yan)究(jiu),推動(dong)重(zhong)點(dian)行(xing)業降(jiang)碳(tan)技術(shu)(shu)取得明顯(xian)進展(zhan)。聚焦高(gao)效可再生能源利用(yong)、新型光電儲能材(cai)料、生物質化學品制造(zao)和碳(tan)捕集(ji)利用(yong)與封存(cun)、森林和海洋碳(tan)匯(hui)等重(zhong)點(dian)方向(xiang),開展(zhan)前沿引領技術(shu)(shu)研(yan)(yan)究(jiu),為重(zhong)點(dian)領域碳(tan)達峰碳(tan)中和提供技術(shu)(shu)支撐。

4.加(jia)(jia)(jia)(jia)快先進(jin)適(shi)用(yong)技術(shu)(shu)(shu)研(yan)發(fa)(fa)(fa)和(he)推廣應(ying)(ying)用(yong)。在(zai)新(xin)型節能(neng)材料、高效節能(neng)電(dian)機(ji)及拖(tuo)動設備、余(yu)熱(re)余(yu)壓利用(yong)、高效光(guang)伏電(dian)池及組(zu)件(jian)、高效儲能(neng)、智能(neng)電(dian)網工程、氫能(neng)制運儲加(jia)(jia)(jia)(jia)、大型風力發(fa)(fa)(fa)電(dian)機(ji)組(zu)、可再(zai)生能(neng)源(yuan)與(yu)(yu)建筑一體(ti)化(hua)、軌道交(jiao)通能(neng)量回收、新(xin)能(neng)源(yuan)汽車能(neng)效提升等(deng)方面(mian),加(jia)(jia)(jia)(jia)大科(ke)技攻關力度。深入推進(jin)電(dian)網、光(guang)電(dian)轉換效率提升、氫能(neng)、儲能(neng)等(deng)技術(shu)(shu)(shu)裝備研(yan)發(fa)(fa)(fa)和(he)規模化(hua)應(ying)(ying)用(yong)。加(jia)(jia)(jia)(jia)快高效低成本的(de)氫氣制取(qu)、儲運、加(jia)(jia)(jia)(jia)注和(he)燃料電(dian)池等(deng)關鍵(jian)(jian)技術(shu)(shu)(shu)研(yan)發(fa)(fa)(fa)和(he)示范應(ying)(ying)用(yong)。推進(jin)碳(tan)減排(pai)關鍵(jian)(jian)技術(shu)(shu)(shu)的(de)突破(po)與(yu)(yu)創新(xin),鼓勵(li)二(er)氧化(hua)碳(tan)規模化(hua)利用(yong),支持(chi)二(er)氧化(hua)碳(tan)捕集(ji)利用(yong)與(yu)(yu)封存技術(shu)(shu)(shu)研(yan)發(fa)(fa)(fa)和(he)示范應(ying)(ying)用(yong)。

(八(ba))碳匯能力鞏固提升(sheng)行動。

1.鞏固(gu)生(sheng)態系統固(gu)碳(tan)作用(yong)。結合(he)國土空(kong)間規(gui)劃編制和實(shi)(shi)施(shi),構(gou)建(jian)有利于碳(tan)達峰(feng)、碳(tan)中和的(de)國土空(kong)間開(kai)發保(bao)護(hu)格局。落實(shi)(shi)主(zhu)體功能(neng)區(qu)和生(sheng)態功能(neng)分區(qu)定位,嚴守生(sheng)態保(bao)護(hu)紅線,嚴格保(bao)護(hu)各類重要生(sheng)態系統,科學劃定城鎮開(kai)發邊界,嚴肅查(cha)處違規(gui)占(zhan)用(yong)生(sheng)態用(yong)地行為,全面完成責任主(zhu)體滅失礦山跡地綜合(he)治理,穩定森林、草(cao)原、濕地、海(hai)洋、耕地等(deng)固(gu)碳(tan)作用(yong)。

2.提(ti)升森(sen)(sen)(sen)林(lin)(lin)(lin)草(cao)原(yuan)碳匯能力(li)。開(kai)展大規(gui)模(mo)國土(tu)綠(lv)化(hua)行(xing)(xing)動,扎實推進(jin)京津(jin)風沙源(yuan)治(zhi)理、三北(bei)防護(hu)林(lin)(lin)(lin)、太行(xing)(xing)山、燕山、“三沿(yan)三旁”、規(gui)模(mo)化(hua)林(lin)(lin)(lin)場等重(zhong)點(dian)國土(tu)綠(lv)化(hua)工程,深入創建森(sen)(sen)(sen)林(lin)(lin)(lin)城市(shi),高(gao)標準建設(she)雄安郊(jiao)野公園,加(jia)強城市(shi)綠(lv)化(hua),持續(xu)增加(jia)綠(lv)化(hua)面積。加(jia)強森(sen)(sen)(sen)林(lin)(lin)(lin)撫育,調整(zheng)優化(hua)林(lin)(lin)(lin)分(fen)結構,提(ti)高(gao)森(sen)(sen)(sen)林(lin)(lin)(lin)生態(tai)系(xi)統穩定性(xing)和蓄(xu)積量。實施(shi)草(cao)原(yuan)生態(tai)保(bao)護(hu)修復(fu),以壩上、太行(xing)(xing)山燕山等地(di)區為重(zhong)點(dian),推進(jin)沙化(hua)、退化(hua)、鹽堿化(hua)草(cao)原(yuan)治(zhi)理。到2030年,森(sen)(sen)(sen)林(lin)(lin)(lin)覆蓋率達到38%左右,森(sen)(sen)(sen)林(lin)(lin)(lin)蓄(xu)積量達到2.20億立方(fang)米。

3.增強濕(shi)(shi)地(di)(di)海(hai)(hai)(hai)洋(yang)(yang)等系統(tong)固(gu)碳(tan)能力(li)(li)。加強濕(shi)(shi)地(di)(di)保護,實(shi)施(shi)(shi)(shi)(shi)白洋(yang)(yang)淀、衡(heng)水湖、南大港等濕(shi)(shi)地(di)(di)修復(fu)工程(cheng),逐步(bu)恢復(fu)濕(shi)(shi)地(di)(di)面積、提升濕(shi)(shi)地(di)(di)生態(tai)質(zhi)量(liang)。深入推(tui)進地(di)(di)下水超采綜(zong)合(he)治理,加大生態(tai)補水力(li)(li)度,實(shi)施(shi)(shi)(shi)(shi)河(he)湖連通工程(cheng),全面恢復(fu)重(zhong)要(yao)河(he)流濕(shi)(shi)地(di)(di)功(gong)能,逐步(bu)實(shi)現有(you)(you)河(he)有(you)(you)水、有(you)(you)草(cao)有(you)(you)魚。實(shi)施(shi)(shi)(shi)(shi)最嚴格(ge)的岸線管制(zhi)措施(shi)(shi)(shi)(shi),除國(guo)家(jia)重(zhong)大項目外,全面停止(zhi)新增圍填海(hai)(hai)(hai)項目審批。推(tui)進“藍色(se)海(hai)(hai)(hai)灣”和海(hai)(hai)(hai)岸帶整治修復(fu),實(shi)施(shi)(shi)(shi)(shi)海(hai)(hai)(hai)草(cao)床(chuang)、鹽沼等海(hai)(hai)(hai)洋(yang)(yang)藍碳(tan)生態(tai)系統(tong)修復(fu)工程(cheng),推(tui)動海(hai)(hai)(hai)洋(yang)(yang)碳(tan)匯開發利用(yong)。

4.加強生態(tai)(tai)系統碳(tan)(tan)匯(hui)基(ji)礎支撐。充分利用國家(jia)自然資源(yuan)調查和林草生態(tai)(tai)綜合(he)監(jian)測評(ping)價(jia)成果,建立生態(tai)(tai)系統碳(tan)(tan)匯(hui)監(jian)測核算體系,開展森(sen)林、草原、濕地(di)、海洋、土壤等碳(tan)(tan)匯(hui)本(ben)底調查、碳(tan)(tan)儲(chu)量評(ping)估(gu)、潛力分析,實(shi)施生態(tai)(tai)保護修復碳(tan)(tan)匯(hui)成效監(jian)測評(ping)估(gu)。健全生態(tai)(tai)產品價(jia)值實(shi)現和生態(tai)(tai)補償機(ji)制,推(tui)動我省碳(tan)(tan)匯(hui)項目參與溫室氣體自愿(yuan)減排交(jiao)易。

5.推(tui)進農(nong)業農(nong)村減(jian)(jian)排固(gu)碳(tan)。加快發(fa)展“生態綠(lv)色(se)、品質優良、環境友好”為基本(ben)特(te)征的綠(lv)色(se)低碳(tan)循(xun)環農(nong)業。增(zeng)加農(nong)田有機(ji)(ji)質投(tou)入(ru),提(ti)高土(tu)壤(rang)有機(ji)(ji)碳(tan)儲量。推(tui)進化肥農(nong)藥減(jian)(jian)量增(zeng)效(xiao),提(ti)升秸稈、畜禽糞污等農(nong)業廢棄物綜合(he)利(li)用水平(ping)。

(九)綠(lv)色低碳全民(min)行動(dong)。

1.加強生(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)宣(xuan)(xuan)傳(chuan)教(jiao)育(yu)。把生(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)教(jiao)育(yu)納入國民教(jiao)育(yu)體系。組(zu)織各(ge)類(lei)新(xin)聞媒體廣泛宣(xuan)(xuan)傳(chuan),加強對公(gong)眾生(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)科(ke)普教(jiao)育(yu),普及碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和基礎知(zhi)識,樹立綠色(se)低碳(tan)(tan)生(sheng)(sheng)活(huo)理念。把節能(neng)降(jiang)碳(tan)(tan)納入文(wen)(wen)明(ming)(ming)(ming)城市、文(wen)(wen)明(ming)(ming)(ming)村鎮、文(wen)(wen)明(ming)(ming)(ming)單位、文(wen)(wen)明(ming)(ming)(ming)家庭、文(wen)(wen)明(ming)(ming)(ming)校園創建及有(you)關教(jiao)育(yu)示(shi)范基地建設要求。深入實施(shi)節能(neng)減排(pai)降(jiang)碳(tan)(tan)全民行動,辦好世(shi)界地球(qiu)日(ri)(ri)(ri)、世(shi)界環境日(ri)(ri)(ri)、全國節能(neng)宣(xuan)(xuan)傳(chuan)周(zhou)、全國低碳(tan)(tan)日(ri)(ri)(ri)等主題(ti)宣(xuan)(xuan)傳(chuan)活(huo)動,推(tui)動生(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)理念更加深入人心。

2.推廣綠(lv)色(se)低(di)(di)碳(tan)(tan)生(sheng)活方式。堅決遏制奢(she)侈浪費(fei)和(he)不合理(li)(li)消(xiao)費(fei),著力破除奢(she)靡(mi)鋪張的(de)歪(wai)風陋習,堅決制止餐(can)飲浪費(fei)行為。深(shen)入開展節約(yue)型機關、綠(lv)色(se)家(jia)庭、綠(lv)色(se)學校、綠(lv)色(se)社(she)區、綠(lv)色(se)出行、綠(lv)色(se)商場、綠(lv)色(se)建(jian)筑創建(jian)行動,廣泛宣傳推廣簡(jian)約(yue)適度(du)、綠(lv)色(se)低(di)(di)碳(tan)(tan)、文(wen)明(ming)健(jian)康的(de)生(sheng)活理(li)(li)念(nian)和(he)生(sheng)活方式。完善綠(lv)色(se)消(xiao)費(fei)激勵(li)機制,健(jian)全綠(lv)色(se)產品、能(neng)(neng)效(xiao)、水效(xiao)和(he)環保標識制度(du),引(yin)導消(xiao)費(fei)者購買節能(neng)(neng)與新能(neng)(neng)源汽車、高(gao)效(xiao)家(jia)電、節水型器具等(deng)綠(lv)色(se)低(di)(di)碳(tan)(tan)產品。

3.引導企(qi)業(ye)(ye)履行(xing)社(she)會(hui)責(ze)任。鋼鐵、電(dian)力、建材、化工等重(zhong)點(dian)領(ling)域國(guo)有企(qi)業(ye)(ye)要(yao)制(zhi)(zhi)定(ding)(ding)實(shi)施企(qi)業(ye)(ye)碳(tan)(tan)達峰(feng)行(xing)動方(fang)(fang)案,明確碳(tan)(tan)達峰(feng)路線圖和時(shi)間(jian)表,發揮(hui)示范引領(ling)作用(yong)(yong)。重(zhong)點(dian)用(yong)(yong)能單(dan)位要(yao)梳理核算自身碳(tan)(tan)排放情況,制(zhi)(zhi)定(ding)(ding)專項工作方(fang)(fang)案,落實(shi)節能降碳(tan)(tan)措施。相關上市公(gong)司和發債(zhai)企(qi)業(ye)(ye)要(yao)按照環境(jing)信息依法披露的要(yao)求,定(ding)(ding)期公(gong)布企(qi)業(ye)(ye)碳(tan)(tan)排放信息。充分發揮(hui)行(xing)業(ye)(ye)協會(hui)等社(she)會(hui)團體作用(yong)(yong),督(du)促企(qi)業(ye)(ye)自覺履行(xing)社(she)會(hui)責(ze)任。

4.強化領(ling)(ling)導干(gan)部(bu)(bu)培(pei)訓。將(jiang)學習(xi)貫徹習(xi)近平生態文明思(si)想作為干(gan)部(bu)(bu)教育培(pei)訓的重要(yao)內(nei)容,把碳達峰、碳中和(he)相關(guan)內(nei)容列入省委黨校(河北行政(zheng)學院)教學計劃,分階段、分層次(ci)對各級(ji)領(ling)(ling)導干(gan)部(bu)(bu)開展培(pei)訓,提高各級(ji)領(ling)(ling)導干(gan)部(bu)(bu)抓(zhua)好綠色低(di)碳發展的能(neng)力和(he)水(shui)平。從事綠色低(di)碳發展相關(guan)工(gong)作的領(ling)(ling)導干(gan)部(bu)(bu)要(yao)加快知識更新、加強實踐鍛煉,盡快提升專業(ye)素養和(he)業(ye)務能(neng)力,努力成為做(zuo)好工(gong)作的行家里(li)手。

(十)梯次有序推進(jin)區域碳達峰(feng)行動(dong)。

1.統籌(chou)推進各地(di)(di)梯次達峰。根(gen)據各地(di)(di)資(zi)源(yuan)(yuan)稟賦、產業布局、發展階段、排放(fang)(fang)總量等,堅(jian)持(chi)分類施策(ce)、因地(di)(di)制宜(yi)、上下聯(lian)動(dong)(dong)(dong),推動(dong)(dong)(dong)分區(qu)域分梯次達峰。產業結構(gou)較(jiao)輕、能源(yuan)(yuan)結構(gou)較(jiao)優(you)的地(di)(di)區(qu)要堅(jian)持(chi)綠色低碳(tan)發展,堅(jian)決不走(zou)依靠高(gao)耗能、高(gao)排放(fang)(fang)、低水平(ping)項目拉動(dong)(dong)(dong)經(jing)濟(ji)增(zeng)長(chang)(chang)(chang)的老路。產業結構(gou)偏重、能源(yuan)(yuan)結構(gou)偏煤的地(di)(di)區(qu)和(he)資(zi)源(yuan)(yuan)型地(di)(di)區(qu)要把(ba)節能降(jiang)碳(tan)擺在突出(chu)位置,大(da)力優(you)化調(diao)整產業結構(gou)和(he)能源(yuan)(yuan)結構(gou),逐步實現碳(tan)排放(fang)(fang)增(zeng)長(chang)(chang)(chang)與經(jing)濟(ji)增(zeng)長(chang)(chang)(chang)脫鉤,力爭與全(quan)省同步實現碳(tan)達峰。

2.協調聯動(dong)(dong)制定區域(yu)達(da)(da)峰(feng)方案。各地(di)(di)要(yao)按(an)照全省(sheng)(sheng)統一部署(shu),科學制定本(ben)(ben)地(di)(di)碳(tan)(tan)達(da)(da)峰(feng)行動(dong)(dong)方案,提出符合實(shi)(shi)際、滿足要(yao)求、切實(shi)(shi)可行的碳(tan)(tan)達(da)(da)峰(feng)時間表、路線圖(tu)、施工圖(tu),嚴(yan)禁“一刀切”限電限產或(huo)運動(dong)(dong)式“減碳(tan)(tan)”。各地(di)(di)碳(tan)(tan)達(da)(da)峰(feng)行動(dong)(dong)方案報經(jing)省(sheng)(sheng)碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)和工作領(ling)導小組審(shen)核通過(guo)后,由(you)本(ben)(ben)地(di)(di)自(zi)行印發實(shi)(shi)施。

3.積極(ji)創(chuang)建國(guo)家碳達峰試(shi)點(dian)(dian)。按(an)照國(guo)家統一(yi)部(bu)署(shu),選擇具有(you)典型(xing)代表(biao)性(xing)的(de)城市和(he)園(yuan)區(qu)開(kai)展碳達峰創(chuang)建工作,對列入(ru)國(guo)家碳達峰試(shi)點(dian)(dian)的(de)城市和(he)園(yuan)區(qu),加大(da)政策、資金等方(fang)面支持力度(du),確保(bao)試(shi)點(dian)(dian)取得預期(qi)效果(guo),打造一(yi)批具有(you)地方(fang)特色、可復制可推廣(guang)的(de)典型(xing)樣板。

四、國際合作

(一)開(kai)展綠色(se)(se)經貿(mao)、技(ji)術(shu)(shu)與金(jin)融(rong)合(he)(he)作。持續(xu)優化(hua)貿(mao)易結構,大(da)力發展高質(zhi)量、高技(ji)術(shu)(shu)、高附加值綠色(se)(se)產品(pin)貿(mao)易。擴大(da)綠色(se)(se)低碳產品(pin)、節(jie)能環保服務、環境服務等(deng)進口。加大(da)綠色(se)(se)技(ji)術(shu)(shu)合(he)(he)作力度(du),推動開(kai)展可再生能源、儲能、氫能、碳捕集利用與封存等(deng)領域科研合(he)(he)作和(he)技(ji)術(shu)(shu)交(jiao)流。積(ji)極參與綠色(se)(se)金(jin)融(rong)國際合(he)(he)作。

(二)推進綠(lv)(lv)色“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路(lu)”建設。深化(hua)與“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路(lu)”國(guo)家(jia)在綠(lv)(lv)色技(ji)術、綠(lv)(lv)色裝備、綠(lv)(lv)色服務、綠(lv)(lv)色基礎設施建設等(deng)方面的合(he)(he)(he)作,帶(dai)(dai)動先進技(ji)術、裝備、產能(neng)走出去,引進我(wo)省急需(xu)的綠(lv)(lv)色低碳發(fa)展關鍵技(ji)術裝備并(bing)消(xiao)化(hua)吸收再創(chuang)(chuang)新。加強綠(lv)(lv)色標準國(guo)際(ji)合(he)(he)(he)作,積(ji)極(ji)(ji)引領和參(can)與鋼鐵、氫能(neng)等(deng)優勢領域國(guo)際(ji)標準制定。積(ji)極(ji)(ji)參(can)與“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路(lu)”應對氣候(hou)變化(hua)南(nan)南(nan)合(he)(he)(he)作計劃和“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路(lu)”科技(ji)創(chuang)(chuang)新行動計劃。

五、政策保障

(一(yi))建(jian)立(li)(li)完善碳(tan)(tan)排(pai)放(fang)(fang)統計(ji)(ji)核算(suan)(suan)體系(xi)(xi)(xi)。提升碳(tan)(tan)排(pai)放(fang)(fang)統計(ji)(ji)核算(suan)(suan)能力(li),加強人才隊伍建(jian)設,嚴格執行國(guo)家(jia)碳(tan)(tan)排(pai)放(fang)(fang)統計(ji)(ji)核算(suan)(suan)體系(xi)(xi)(xi),支持(chi)行業、企(qi)業依據(ju)(ju)自身特(te)點開(kai)(kai)(kai)展(zhan)(zhan)碳(tan)(tan)排(pai)放(fang)(fang)核算(suan)(suan)方法學(xue)研究,建(jian)立(li)(li)健全碳(tan)(tan)排(pai)放(fang)(fang)計(ji)(ji)量(liang)體系(xi)(xi)(xi)。在(zai)能源(yuan)利用(yong)、工(gong)業、交通、城(cheng)鄉(xiang)建(jian)設、農(nong)林等(deng)重點領域(yu)開(kai)(kai)(kai)展(zhan)(zhan)碳(tan)(tan)減(jian)排(pai)量(liang)評估、低(di)碳(tan)(tan)評價等(deng)河北省地方性(xing)標(biao)準的研究制(zhi)定(ding),開(kai)(kai)(kai)展(zhan)(zhan)移動源(yuan)大氣污染物和(he)(he)溫室氣體排(pai)放(fang)(fang)協同控(kong)制(zhi)相關標(biao)準可(ke)行性(xing)研究。推進碳(tan)(tan)排(pai)放(fang)(fang)信息化體系(xi)(xi)(xi)建(jian)設,加快遙感測(ce)量(liang)、大數據(ju)(ju)、云計(ji)(ji)算(suan)(suan)等(deng)新興技術在(zai)碳(tan)(tan)排(pai)放(fang)(fang)實(shi)測(ce)技術領域(yu)的整(zheng)合利用(yong)和(he)(he)分析應用(yong),提高統計(ji)(ji)核算(suan)(suan)水平。

(二)完善(shan)地方(fang)(fang)法規(gui)(gui)政策標準(zhun)。推進全面(mian)清理現行地方(fang)(fang)性法規(gui)(gui)規(gui)(gui)章(zhang)行政規(gui)(gui)范性文件(jian)中與碳(tan)達峰工作不(bu)相(xiang)適(shi)應(ying)的(de)內容(rong),加(jia)(jia)強法規(gui)(gui)規(gui)(gui)章(zhang)間的(de)銜(xian)接。在資源能(neng)(neng)源節(jie)約利用、城鄉(xiang)規(gui)(gui)劃(hua)建設、生(sheng)態(tai)環(huan)境(jing)保護等地方(fang)(fang)性法規(gui)(gui)規(gui)(gui)章(zhang)制(zhi)(zhi)(zhi)修訂(ding)過程中,增加(jia)(jia)與碳(tan)達峰、碳(tan)中和相(xiang)適(shi)應(ying)的(de)內容(rong),鼓(gu)勵市級(ji)層面(mian)制(zhi)(zhi)(zhi)定(ding)支持(chi)綠色低碳(tan)發展(zhan)地方(fang)(fang)性法規(gui)(gui)規(gui)(gui)章(zhang)。加(jia)(jia)快(kuai)節(jie)能(neng)(neng)標準(zhun)更新,制(zhi)(zhi)(zhi)修訂(ding)一批嚴于強制(zhi)(zhi)(zhi)性國家標準(zhun)的(de)能(neng)(neng)耗限額地方(fang)(fang)標準(zhun)。完善(shan)工業綠色低碳(tan)標準(zhun)體系。健全可再(zai)生(sheng)能(neng)(neng)源標準(zhun)體系,加(jia)(jia)快(kuai)相(xiang)關(guan)領(ling)域標準(zhun)制(zhi)(zhi)(zhi)定(ding)修訂(ding)。

(三)完善(shan)經濟政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。各(ge)地要加(jia)大(da)對(dui)碳(tan)達(da)峰、碳(tan)中和(he)(he)工作(zuo)的(de)支持(chi)(chi)(chi)力度(du),各(ge)級(ji)財政(zheng)(zheng)(zheng)(zheng)要加(jia)大(da)對(dui)綠(lv)色(se)(se)(se)降碳(tan)項目、技術(shu)研(yan)發等支持(chi)(chi)(chi)力度(du)。強化(hua)節能(neng)減排、環境保護、資(zi)(zi)(zi)源綜(zong)合利用等稅收優惠(hui)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)落(luo)實,加(jia)快市(shi)(shi)場主體綠(lv)色(se)(se)(se)低(di)(di)碳(tan)發展(zhan)(zhan)。加(jia)大(da)節能(neng)低(di)(di)碳(tan)、節水、資(zi)(zi)(zi)源綜(zong)合利用技術(shu)工藝(yi)裝備示范項目和(he)(he)節能(neng)環保產業(ye)支持(chi)(chi)(chi)力度(du)。優化(hua)完善(shan)首(shou)臺(套(tao))重(zhong)大(da)技術(shu)裝備、重(zhong)點新材料首(shou)批次(ci)應用保險補償機(ji)制。完善(shan)懲罰性電(dian)(dian)價、差別(bie)電(dian)(dian)價等環保電(dian)(dian)價政(zheng)(zheng)(zheng)(zheng)策(ce)(ce),健全分時電(dian)(dian)價和(he)(he)居民階(jie)梯(ti)電(dian)(dian)價政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。大(da)力發展(zhan)(zhan)綠(lv)色(se)(se)(se)金(jin)(jin)融工具,引導金(jin)(jin)融機(ji)構為綠(lv)色(se)(se)(se)低(di)(di)碳(tan)項目提供(gong)長(chang)期(qi)限低(di)(di)成(cheng)本(ben)資(zi)(zi)(zi)金(jin)(jin)支持(chi)(chi)(chi),鼓勵(li)開發性政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性金(jin)(jin)融機(ji)構按照(zhao)市(shi)(shi)場化(hua)法(fa)治化(hua)原則為碳(tan)達(da)峰行動提供(gong)長(chang)期(qi)穩定(ding)融資(zi)(zi)(zi)支持(chi)(chi)(chi)。在防范政(zheng)(zheng)(zheng)(zheng)府債(zhai)(zhai)務(wu)風險的(de)前提下,鼓勵(li)各(ge)級(ji)政(zheng)(zheng)(zheng)(zheng)府將符合條件的(de)綠(lv)色(se)(se)(se)低(di)(di)碳(tan)發展(zhan)(zhan)項目納入政(zheng)(zheng)(zheng)(zheng)府債(zhai)(zhai)券(quan)支持(chi)(chi)(chi)范圍。支持(chi)(chi)(chi)符合條件的(de)綠(lv)色(se)(se)(se)企業(ye)掛牌上市(shi)(shi)融資(zi)(zi)(zi)。建立省(sheng)級(ji)綠(lv)色(se)(se)(se)低(di)(di)碳(tan)轉型(xing)(xing)基(ji)金(jin)(jin),積極參與國家低(di)(di)碳(tan)轉型(xing)(xing)基(ji)金(jin)(jin),鼓勵(li)社會資(zi)(zi)(zi)本(ben)以市(shi)(shi)場化(hua)方式設立綠(lv)色(se)(se)(se)低(di)(di)碳(tan)產業(ye)投資(zi)(zi)(zi)基(ji)金(jin)(jin)。

(四)加(jia)快(kuai)市(shi)場(chang)(chang)化機制(zhi)建(jian)設(she)(she)(she)。積極參與全(quan)國(guo)碳排(pai)放權交(jiao)(jiao)易(yi)市(shi)場(chang)(chang)建(jian)設(she)(she)(she),落實碳排(pai)放配額總量確定(ding)和分配方(fang)案,組織重(zhong)點行(xing)業(ye)企業(ye)入市(shi)交(jiao)(jiao)易(yi)、履約清(qing)繳,嚴肅查處弄虛作假和違約行(xing)為。積極組建(jian)中國(guo)雄安(an)綠(lv)色交(jiao)(jiao)易(yi)所,推動北京與雄安(an)聯(lian)合(he)爭取(qu)設(she)(she)(she)立國(guo)家級 CCER交(jiao)(jiao)易(yi)市(shi)場(chang)(chang)。加(jia)快(kuai)培育碳排(pai)放服(fu)務(wu)機構,探(tan)索碳減排(pai)咨(zi)詢設(she)(she)(she)計、減碳量核證、碳交(jiao)(jiao)易(yi)經紀(ji)、碳金融等“一(yi)攬子”服(fu)務(wu)。加(jia)快(kuai)融入全(quan)國(guo)用(yong)能(neng)(neng)權交(jiao)(jiao)易(yi)市(shi)場(chang)(chang)建(jian)設(she)(she)(she),完(wan)善用(yong)能(neng)(neng)權有償使(shi)用(yong)和交(jiao)(jiao)易(yi)制(zhi)度,發展市(shi)場(chang)(chang)化節能(neng)(neng)方(fang)式(shi)(shi),做(zuo)好(hao)與能(neng)(neng)耗(hao)雙(shuang)控制(zhi)度的銜接。大力(li)發展節能(neng)(neng)服(fu)務(wu)行(xing)業(ye),推廣(guang)節能(neng)(neng)咨(zi)詢、診(zhen)斷、設(she)(she)(she)計、改(gai)造、托管等“一(yi)站式(shi)(shi)”合(he)同(tong)能(neng)(neng)源管理服(fu)務(wu)模式(shi)(shi)。

六、組織實施

(一)加強(qiang)組(zu)織領(ling)(ling)導(dao)。加強(qiang)黨對(dui)碳(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)中和工作(zuo)(zuo)(zuo)的(de)領(ling)(ling)導(dao),省碳(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)中和工作(zuo)(zuo)(zuo)領(ling)(ling)導(dao)小(xiao)組(zu)負(fu)責統籌(chou)推進碳(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)中和工作(zuo)(zuo)(zuo),研(yan)究解決重大事(shi)項(xiang)。省有關(guan)部(bu)門要抓緊制定(ding)重點(dian)行業(ye)領(ling)(ling)域碳(tan)(tan)(tan)達峰(feng)方案和碳(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)中和保障方案,扎實推進相關(guan)工作(zuo)(zuo)(zuo)。省領(ling)(ling)導(dao)小(xiao)組(zu)辦公室負(fu)責全省碳(tan)(tan)(tan)達峰(feng)工作(zuo)(zuo)(zuo)的(de)統籌(chou)協調,定(ding)期(qi)對(dui)各地和重點(dian)領(ling)(ling)域、重點(dian)行業(ye)工作(zuo)(zuo)(zuo)進展情況(kuang)進行調度,督促各項(xiang)目(mu)標(biao)任務(wu)落地落實。

(二)壓實(shi)(shi)(shi)(shi)工(gong)作(zuo)責(ze)任。各(ge)(ge)地(di)各(ge)(ge)有(you)關(guan)部門和單位(wei)要深刻認識碳達峰工(gong)作(zuo)的(de)重(zhong)要性、緊迫性和復雜(za)性,切實(shi)(shi)(shi)(shi)扛起責(ze)任,嚴格落(luo)(luo)實(shi)(shi)(shi)(shi)中央和省(sheng)委、省(sheng)政府決策部署,明確(que)工(gong)作(zuo)目(mu)標、細化工(gong)作(zuo)舉措,推動各(ge)(ge)項目(mu)標任務(wu)落(luo)(luo)實(shi)(shi)(shi)(shi)落(luo)(luo)細。加強(qiang)督導檢查,將(jiang)碳達峰行動落(luo)(luo)實(shi)(shi)(shi)(shi)情況納入省(sheng)級生態環境保護(hu)督察。各(ge)(ge)地(di)要加強(qiang)對(dui)本地(di)碳達峰工(gong)作(zuo)的(de)自檢自查,確(que)保碳達峰行動方案目(mu)標任務(wu)落(luo)(luo)實(shi)(shi)(shi)(shi)到位(wei)。

(三)嚴格評估考核。建立健全碳(tan)(tan)達峰碳(tan)(tan)中和(he)(he)(he)綜合評價考核制度,落實以碳(tan)(tan)強(qiang)度控(kong)制為主、碳(tan)(tan)排(pai)(pai)放總量控(kong)制為輔的(de)制度,對能源消費和(he)(he)(he)碳(tan)(tan)排(pai)(pai)放指標(biao)實行協同管理、協同分(fen)解(jie)、協同考核,確保目標(biao)任(ren)務(wu)落實。組織開展碳(tan)(tan)達峰目標(biao)任(ren)務(wu)年度考核評估,對碳(tan)(tan)達峰工作成效(xiao)突出(chu)的(de)地(di)方(fang)、單(dan)位和(he)(he)(he)個(ge)人按規(gui)定給予表彰獎勵(li),對未完(wan)成目標(biao)任(ren)務(wu)的(de)地(di)方(fang)、部門(men)依(yi)規(gui)依(yi)法實行通報(bao)批(pi)評和(he)(he)(he)約談問責(ze)。
