近日,四(si)平(ping)市(shi)人民(min)政府(fu)印(yin)發了《四(si)平(ping)市(shi)能(neng)(neng)源(yuan)(yuan)發展“十四(si)五”規劃》。四(si)平(ping)市(shi)“十四(si)五”時期經濟(ji)社(she)會發展形勢將發生深刻變化(hua)(hua),新(xin)型工(gong)業化(hua)(hua)仍然(ran)是一個(ge)長(chang)期且(qie)緊迫的戰略任務,能(neng)(neng)源(yuan)(yuan)發展要(yao)與之(zhi)相匹配。全方(fang)位打造(zao)堅(jian)強智能(neng)(neng)電網(wang)。建設主網(wang)與配網(wang)、城網(wang)與農網(wang)、電網(wang)與電源(yuan)(yuan)協調發展的堅(jian)強智能(neng)(neng)電網(wang),提升(sheng)電網(wang)信息化(hua)(hua)、自動化(hua)(hua)、互動化(hua)(hua)水平(ping),滿足(zu)四(si)平(ping)經濟(ji)社(she)會發展需(xu)要(yao)。提高供電能(neng)(neng)力和供電可(ke)靠性,為(wei)新(xin)能(neng)(neng)源(yuan)(yuan)接入創造(zao)條件,重(zhong)點(dian)推進(jin)伊通、雙遼、梨(li)明變電站(zhan)(zhan)擴建工(gong)程(cheng)和范家屯(tun)變電站(zhan)(zhan)輸(shu)變電工(gong)程(cheng),謀劃新(xin)增(zeng)500千(qian)伏(fu)(fu)變電站(zhan)(zhan),加強四(si)平(ping)500千(qian)伏(fu)(fu)電網(wang)結構,提升(sheng)地區供電能(neng)(neng)力和新(xin)能(neng)(neng)源(yuan)(yuan)外送能(neng)(neng)力。到2025年,建設66千(qian)伏(fu)(fu)項目37個(ge)、10千(qian)伏(fu)(fu)項目2389個(ge)。


四平市能源發展“十四五”規劃

為(wei)全(quan)(quan)面貫(guan)徹習近平總書記“四個革(ge)命、一個合作”能(neng)源安(an)全(quan)(quan)新(xin)戰略(lve),深(shen)入落(luo)實“碳達(da)峰(feng)、碳中(zhong)和(he)”目標要求,按照吉林省(sheng)“十四五(wu)”期間將牢牢把握全(quan)(quan)面振(zhen)興(xing)全(quan)(quan)方位(wei)振(zhen)興(xing)總體部署,根據《四平市國民經濟和(he)社會(hui)發展第十四個五(wu)年規劃和(he)2035年遠景目標綱要》,制定本規劃。

一、能源發展基礎

(一)資源情況。

四平市能源(yuan)發展(zhan)(zhan)具備較強的可再生(sheng)能源(yuan)資(zi)源(yuan)優勢,風能、太陽能、生(sheng)物質等能源(yuan)發展(zhan)(zhan)潛力(li)較大,傳統化(hua)石等一次能源(yuan)資(zi)源(yuan)較為缺乏。

風(feng)能(neng)方面。全市70米(mi)高度年(nian)平均風(feng)速(su)在(zai)5.5-7.5米(mi)/秒之間(jian),風(feng)功率密度在(zai)250-420瓦/平方米(mi)之間(jian)。整(zheng)體趨勢為(wei)西部風(feng)能(neng)資源(yuan)較(jiao)好,其(qi)他地區相對(dui)略低。

太(tai)陽能方(fang)面。全市可利用光照資源充沛,西部雙(shuang)遼地區(qu)(qu)太(tai)陽輻射可達到5100兆焦(jiao)/平方(fang)米以上(shang),其他地區(qu)(qu)可達到5000兆焦(jiao)/平方(fang)米以上(shang)。

生物質能(neng)方面。作為吉林省重要的(de)農業(ye)基(ji)地,生物質資源屬于吉林省最豐富地區之一,秸稈(gan)資源量(liang)可達(da)600萬(wan)噸/年左(zuo)右,畜禽糞便量(liang)可達(da)500萬(wan)噸/年左(zuo)右。

地(di)(di)熱(re)(re)(re)能方面(mian)。全市(shi)有多處可(ke)開發(fa)利用的(de)地(di)(di)熱(re)(re)(re)資源,其中伊通滿族(zu)自治縣(xian)深部地(di)(di)熱(re)(re)(re)資源量潛(qian)力相當于1500萬噸標準(zhun)煤,地(di)(di)熱(re)(re)(re)水溫可(ke)達74攝氏度,具有供熱(re)(re)(re)和制冷潛(qian)力。

化石(shi)能(neng)源方(fang)面。煤炭保有資源儲量(liang)約1300萬(wan)(wan)噸(dun),目前(qian)年生(sheng)產(chan)量(liang)較低,基本全(quan)部由域外(wai)購入(ru);石(shi)油累計探(tan)明地質(zhi)(zhi)儲量(liang)約6億噸(dun),可(ke)開采(cai)儲量(liang)約9470萬(wan)(wan)噸(dun),目前(qian)年生(sheng)產(chan)量(liang)約10萬(wan)(wan)噸(dun);天然氣累計探(tan)明地質(zhi)(zhi)儲量(liang)約1900億立(li)(li)方(fang)米(mi),目前(qian)年生(sheng)產(chan)量(liang)約580萬(wan)(wan)立(li)(li)方(fang)米(mi)。

(二)“十三五”時期能(neng)源發展(zhan)情(qing)況。

“十(shi)三五”期間,四(si)平(ping)市(shi)能(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)按照“強基礎、調結構、促(cu)發(fa)(fa)展(zhan)、可持續(xu)、重保障”的原則,能(neng)源(yuan)(yuan)保障能(neng)力持續(xu)提升,能(neng)源(yuan)(yuan)消費(fei)結構不斷優(you)化,清潔取(qu)暖工作成效顯著,光伏(fu)扶貧取(qu)得(de)豐碩(shuo)成果,電力及天(tian)然氣基礎設施不斷完善,能(neng)源(yuan)(yuan)儲備能(neng)力明顯增強,新能(neng)源(yuan)(yuan)基礎設施實現突破(po),有效保障了四(si)平(ping)市(shi)經濟(ji)和社會發(fa)(fa)展(zhan)。

能(neng)源保障(zhang)能(neng)力持(chi)續提升。能(neng)源生(sheng)產規模(mo)的持(chi)續增長(chang)促(cu)進供(gong)給保障(zhang)能(neng)力提升,滿(man)足全社會生(sheng)產生(sheng)活用能(neng)需求(qiu)。截(jie)至2020年(nian)底,全市電(dian)(dian)(dian)(dian)力裝機總容量達到346.5萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),其(qi)中(zhong)火電(dian)(dian)(dian)(dian)255萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),占(zhan)(zhan)(zhan)比(bi)(bi)73.6%;風電(dian)(dian)(dian)(dian)54.1萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),占(zhan)(zhan)(zhan)比(bi)(bi)15.6%;光(guang)(guang)伏(fu)(fu)發電(dian)(dian)(dian)(dian)31.8萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),占(zhan)(zhan)(zhan)比(bi)(bi)9.2%;生(sheng)物(wu)質(zhi)及垃(la)圾發電(dian)(dian)(dian)(dian)4.8萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),占(zhan)(zhan)(zhan)比(bi)(bi)1.4%;水電(dian)(dian)(dian)(dian)0.8萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),占(zhan)(zhan)(zhan)比(bi)(bi)0.2%。2020年(nian)全年(nian)發電(dian)(dian)(dian)(dian)量117億千(qian)(qian)瓦(wa)時。“十(shi)三五”期(qi)間,全市電(dian)(dian)(dian)(dian)力裝機規模(mo)增長(chang)60萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),其(qi)中(zhong)風電(dian)(dian)(dian)(dian)裝機增長(chang)10萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),光(guang)(guang)伏(fu)(fu)發電(dian)(dian)(dian)(dian)裝機增長(chang)30萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),全市全口徑發電(dian)(dian)(dian)(dian)量增長(chang)32億千(qian)(qian)瓦(wa)時。2020年(nian),利用農作物(wu)秸(jie)稈(gan)生(sheng)產成型化(hua)燃料68萬(wan)(wan)(wan)噸。

能源(yuan)(yuan)消(xiao)(xiao)費(fei)結構不斷優化(hua)(hua)。全市風電、光(guang)伏、生物(wu)質(zhi)等非化(hua)(hua)石(shi)能源(yuan)(yuan)發展較快(kuai),非化(hua)(hua)石(shi)能源(yuan)(yuan)消(xiao)(xiao)費(fei)比(bi)(bi)重穩步提(ti)高。2020年(nian),全市全社(she)會綜合能源(yuan)(yuan)消(xiao)(xiao)費(fei)總(zong)量(liang)425.88萬噸標(biao)(biao)準煤,“十(shi)三(san)五”期間(jian),積極采取煤炭消(xiao)(xiao)費(fei)總(zong)量(liang)控制措施,通過煤炭消(xiao)(xiao)費(fei)減量(liang)替(ti)代降低了61萬噸;天然氣消(xiao)(xiao)費(fei)顯(xian)著增(zeng)加,占(zhan)比(bi)(bi)由(you)1.43%提(ti)高到(dao)3.24%,天然氣氣化(hua)(hua)率達到(dao)90%以上;非化(hua)(hua)石(shi)能源(yuan)(yuan)消(xiao)(xiao)費(fei)量(liang)30.64萬噸標(biao)(biao)準煤,占(zhan)比(bi)(bi)提(ti)高到(dao)7.19%;2020年(nian),全市全社(she)會用電量(liang)達到(dao)51.98億千瓦時。

清(qing)潔(jie)取暖(nuan)工(gong)作成效(xiao)顯著。中(zhong)心城(cheng)區冬季(ji)供暖(nuan)以(yi)熱(re)電聯產、集中(zhong)供熱(re)鍋爐(lu)房供熱(re)為(wei)主,以(yi)生物質、天然氣、電能供熱(re)為(wei)輔。四平市城(cheng)區清(qing)潔(jie)能源(yuan)取暖(nuan)面(mian)積達到3673萬(wan)平方(fang)米,清(qing)潔(jie)取暖(nuan)率(lv)為(wei)91.78%;四平市所(suo)轄縣(市)清(qing)潔(jie)取暖(nuan)面(mian)積達到4312萬(wan)平方(fang)米,清(qing)潔(jie)取暖(nuan)率(lv)為(wei)70.6%。

光伏(fu)扶(fu)(fu)貧(pin)取得(de)豐碩成果。大力開展光伏(fu)扶(fu)(fu)貧(pin)促(cu)進脫貧(pin)攻堅,產業扶(fu)(fu)貧(pin)助力精準(zhun)扶(fu)(fu)貧(pin)。“十(shi)三(san)五”期(qi)間,全市共(gong)建成1個(ge)集中電站(zhan)、85個(ge)村(cun)級(ji)電站(zhan),合(he)計裝機容(rong)量為4.77萬(wan)千瓦,總投資3.35億元,經過三(san)年多的(de)建設、運營(ying),全部并(bing)網發電,村(cun)級(ji)電站(zhan)收(shou)益合(he)計達到947.08萬(wan)元。

專欄一(yi) “十(shi)三五(wu)”四平市光(guang)伏扶(fu)貧成效

集(ji)中電站:裝機(ji)容(rong)量合(he)計3萬(wan)千(qian)瓦,總投(tou)資2.06億元,位于(yu)雙遼市。

村級電站(zhan):共85座(zuo)(zuo),合計裝機容量(liang)1.77萬千瓦,總投資1.29億元,其中鐵(tie)(tie)東區2座(zuo)(zuo),鐵(tie)(tie)西區1座(zuo)(zuo),伊通縣2座(zuo)(zuo),梨樹縣3座(zuo)(zuo),雙遼(liao)市68座(zuo)(zuo),遼(liao)河墾區9座(zuo)(zuo)。

電(dian)(dian)(dian)力及天然(ran)氣(qi)(qi)基礎設施(shi)不斷完(wan)善。城鄉(xiang)電(dian)(dian)(dian)網(wang)(wang)(wang)建設加快,網(wang)(wang)(wang)架結構(gou)更加合理,供電(dian)(dian)(dian)可靠性進一(yi)步增強(qiang)。“十三(san)五(wu)”期(qi)間四平電(dian)(dian)(dian)網(wang)(wang)(wang)220千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)站(zhan)由8座(zuo)增加至10座(zuo),220千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)容量由2015年的189萬(wan)千(qian)(qian)(qian)伏(fu)(fu)安提(ti)高至2020年的249萬(wan)千(qian)(qian)(qian)伏(fu)(fu)安,220千(qian)(qian)(qian)伏(fu)(fu)線路總長(chang)度由2015年的1350公(gong)里(li)增加至2020年的1700公(gong)里(li)。配電(dian)(dian)(dian)網(wang)(wang)(wang)方面,新(xin)一(yi)輪農(nong)村電(dian)(dian)(dian)網(wang)(wang)(wang)改(gai)造(zao)升(sheng)級(ji)工程實(shi)施(shi)效果顯著,農(nong)村電(dian)(dian)(dian)網(wang)(wang)(wang)運(yun)行維護(hu)更加安全、可靠。到(dao)2020年底66千(qian)(qian)(qian)伏(fu)(fu)及以上變(bian)(bian)電(dian)(dian)(dian)容量、線路長(chang)度分別達到(dao)2015年1.11倍和(he)1.14倍。到(dao)“十三(san)五(wu)”期(qi)末(mo),四平電(dian)(dian)(dian)網(wang)(wang)(wang)每(mei)個(ge)(ge)縣(市)區至少有1座(zuo)220千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)站(zhan),基本(ben)實(shi)現每(mei)個(ge)(ge)鄉(xiang)(鎮)有1座(zuo)66千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)站(zhan)。“十三(san)五(wu)”期(qi)間,“氣(qi)(qi)化吉林(lin)”惠民工程加快實(shi)施(shi),天然(ran)氣(qi)(qi)管(guan)(guan)網(wang)(wang)(wang)基礎設施(shi)不斷完(wan)善,新(xin)建天然(ran)氣(qi)(qi)管(guan)(guan)網(wang)(wang)(wang)112公(gong)里(li),改(gai)建天然(ran)氣(qi)(qi)管(guan)(guan)網(wang)(wang)(wang)61公(gong)里(li),天然(ran)氣(qi)(qi)管(guan)(guan)網(wang)(wang)(wang)總長(chang)度達到(dao)241公(gong)里(li),天然(ran)氣(qi)(qi)供應(ying)能(neng)力大(da)幅提(ti)升(sheng)。

能源儲(chu)備(bei)能力(li)明顯增(zeng)強。雙遼省級(ji)儲(chu)煤基地(di)靜態(tai)儲(chu)煤量達到20萬(wan)噸;各(ge)縣(市)區的(de)潔(jie)凈(jing)煤配送中心都已(yi)建成(cheng)(cheng),兼具儲(chu)煤基地(di)功(gong)能;各(ge)供氣(qi)(qi)企業均具備(bei)年(nian)銷售(shou)氣(qi)(qi)量10%的(de)儲(chu)氣(qi)(qi)能力(li);各(ge)燃氣(qi)(qi)企業均具備(bei)年(nian)消費(fei)氣(qi)(qi)量5%的(de)儲(chu)氣(qi)(qi)能力(li);為保證天然氣(qi)(qi)供應安全,政府完成(cheng)(cheng)了3天儲(chu)氣(qi)(qi)能力(li)的(de)建設任(ren)務;建設東(dong)北(bei)成(cheng)(cheng)品油(you)倉儲(chu)基地(di),總儲(chu)量44萬(wan)噸,具備(bei)30000噸的(de)日裝卸載能力(li)和3000噸的(de)單次運(yun)輸(shu)油(you)品能力(li),大(da)幅提升全市石(shi)油(you)儲(chu)備(bei)能力(li)。

新能(neng)源(yuan)基礎設施實現突破。為(wei)新能(neng)源(yuan)公用基礎設施項目建設爭取資金200余萬元,建設直流(liu)充(chong)電樁(zhuang)4個(ge)和交流(liu)充(chong)電樁(zhuang)14個(ge),滿(man)足22臺(tai)電動汽車充(chong)電,滿(man)足社會(hui)電動汽車用戶充(chong)電需求。

(三)存在問題。

一(yi)次(ci)能(neng)源(yuan)(yuan)(yuan)對外依(yi)賴度較(jiao)高。一(yi)次(ci)能(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)生產量與(yu)市(shi)(shi)場需求(qiu)(qiu)不夠(gou)協調(diao),全(quan)市(shi)(shi)的(de)能(neng)源(yuan)(yuan)(yuan)消費(fei)以化石(shi)燃料(liao)為(wei)(wei)主,但(dan)地區煤炭(tan)、石(shi)油、天然(ran)氣等一(yi)次(ci)能(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)缺(que)乏,自(zi)給率較(jiao)低。2020年煤炭(tan)全(quan)部由市(shi)(shi)外調(diao)入,石(shi)油市(shi)(shi)外調(diao)入占(zhan)比(bi)為(wei)(wei)68.9%,天然(ran)氣市(shi)(shi)外調(diao)入占(zhan)比(bi)為(wei)(wei)94.5%。隨(sui)著經濟(ji)的(de)不斷發展,對能(neng)源(yuan)(yuan)(yuan)的(de)需求(qiu)(qiu)量也將(jiang)日(ri)益增加,一(yi)次(ci)能(neng)源(yuan)(yuan)(yuan)短缺(que)與(yu)需求(qiu)(qiu)增加之間的(de)矛盾將(jiang)進一(yi)步(bu)凸顯(xian)。

煤(mei)(mei)炭消(xiao)費總(zong)(zong)量(liang)(liang)控(kong)(kong)制(zhi)難度較大。國能雙遼發電(dian)廠為區域調峰(feng)電(dian)廠,總(zong)(zong)裝機容(rong)量(liang)(liang)200萬千(qian)(qian)瓦,“十(shi)三五”期間,發電(dian)量(liang)(liang)由2015年(nian)(nian)36.19億千(qian)(qian)瓦時上(shang)升(sheng)到2020年(nian)(nian)68.71億千(qian)(qian)瓦時,增(zeng)長89.86%;電(dian)煤(mei)(mei)消(xiao)耗由2015年(nian)(nian)258.84萬噸上(shang)升(sheng)到2020年(nian)(nian)528.86萬噸,增(zeng)長104.3%,占2020年(nian)(nian)全(quan)市煤(mei)(mei)炭消(xiao)費總(zong)(zong)量(liang)(liang)的57%。化工(gong)、冶金、建材、農產品深(shen)加(jia)工(gong)等高耗能行(xing)業(ye)比重較大,極大影響了全(quan)市煤(mei)(mei)炭消(xiao)費總(zong)(zong)量(liang)(liang)控(kong)(kong)制(zhi)工(gong)作。

城(cheng)鄉清(qing)潔(jie)(jie)取暖(nuan)(nuan)不平衡。清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)整體呈現城(cheng)區(qu)較(jiao)(jiao)高、農村(cun)較(jiao)(jiao)低的特點。四平市城(cheng)區(qu)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)98%,農村(cun)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)40%;梨(li)樹(shu)縣城(cheng)區(qu)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)97%,農村(cun)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)48%;雙遼市城(cheng)區(qu)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)82%,農村(cun)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)59%;伊通縣城(cheng)區(qu)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)95.6%,農村(cun)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)為(wei)(wei)44%。各(ge)縣(市)城(cheng)區(qu)與(yu)農村(cun)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)均(jun)相差較(jiao)(jiao)大,農村(cun)清(qing)潔(jie)(jie)取暖(nuan)(nuan)率(lv)(lv)有待進(jin)一步(bu)提高。

新(xin)能(neng)源(yuan)項(xiang)目(mu)開(kai)發(fa)受到制(zhi)約。“十三(san)五”初期(qi),按照國家能(neng)源(yuan)局發(fa)布的風電(dian)(dian)(dian)投資監測預警結果,吉林省為風電(dian)(dian)(dian)開(kai)發(fa)建設紅(hong)色(se)預警區(qu)域(yu),四平市風電(dian)(dian)(dian)項(xiang)目(mu)發(fa)展(zhan)(zhan)停滯。同時(shi),由(you)于新(xin)能(neng)源(yuan)發(fa)展(zhan)(zhan)與用電(dian)(dian)(dian)需求增速不匹配、新(xin)能(neng)源(yuan)外送通(tong)道(dao)能(neng)力(li)有(you)限(xian)等問題,造成(cheng)新(xin)能(neng)源(yuan)消(xiao)納能(neng)力(li)不足(zu)。受政策和(he)消(xiao)納兩方面因素(su)影響,新(xin)能(neng)源(yuan)項(xiang)目(mu)開(kai)發(fa)受到一定制(zhi)約。

能(neng)源科(ke)技(ji)創(chuang)(chuang)新(xin)(xin)能(neng)力不(bu)(bu)足。四平(ping)(ping)市能(neng)源領域創(chuang)(chuang)新(xin)(xin)原創(chuang)(chuang)性(xing)及總體科(ke)技(ji)創(chuang)(chuang)新(xin)(xin)能(neng)力不(bu)(bu)強,多數(shu)核心技(ji)術(shu)和關鍵部(bu)件需外部(bu)引進(jin),技(ji)術(shu)“空心化(hua)”沒有根本(ben)解決,互聯網、物聯網、大數(shu)據、云(yun)計(ji)算、人工智能(neng)等數(shu)字化(hua)技(ji)術(shu)融入(ru)能(neng)源產業不(bu)(bu)夠,企業原創(chuang)(chuang)性(xing)成果不(bu)(bu)多,創(chuang)(chuang)新(xin)(xin)的投入(ru)效益(yi)不(bu)(bu)高,能(neng)源科(ke)技(ji)創(chuang)(chuang)新(xin)(xin)水平(ping)(ping)總體不(bu)(bu)足。

二、能(neng)源發(fa)展面臨形勢

(一)總體形勢。

吉林(lin)省(sheng)(sheng)能源發展(zhan)要求。全(quan)(quan)(quan)(quan)面(mian)貫徹(che)落實國家能源戰(zhan)略,吉林(lin)省(sheng)(sheng)“十四五”期間將牢(lao)牢(lao)把握(wo)全(quan)(quan)(quan)(quan)面(mian)振興全(quan)(quan)(quan)(quan)方位振興總體(ti)目(mu)標(biao),全(quan)(quan)(quan)(quan)力(li)推進“四個革(ge)命(ming),一個合作”能源安全(quan)(quan)(quan)(quan)新戰(zhan)略向(xiang)縱深(shen)發展(zhan),緊緊圍(wei)繞“六(liu)穩(wen)”工作和“六(liu)保”任務,立(li)足能源稟賦(fu),發揮區位優勢,加強煤電(dian)油氣產供儲(chu)銷體(ti)系建設(she)。全(quan)(quan)(quan)(quan)面(mian)實施“一主六(liu)雙”高(gao)質量發展(zhan)戰(zhan)略,打造(zao)吉林(lin)“陸上風光三峽”。計(ji)劃到2025年,全(quan)(quan)(quan)(quan)省(sheng)(sheng)風電(dian)規模達到2200萬(wan)千(qian)瓦,光伏發電(dian)規模達到800萬(wan)千(qian)瓦,擬(ni)通過提升全(quan)(quan)(quan)(quan)省(sheng)(sheng)電(dian)力(li)消(xiao)納(na)(na)能力(li)、發展(zhan)制氫產業、新建以吉林(lin)省(sheng)(sheng)西部為起點的特高(gao)壓輸電(dian)通道外送等措施確保新能源電(dian)力(li)足額(e)消(xiao)納(na)(na)。

(二)發展挑戰。

能(neng)(neng)源(yuan)供需矛(mao)盾(dun)依然突(tu)出。目前(qian)四(si)平(ping)(ping)市(shi)煤炭、石(shi)油、天(tian)然氣(qi)自給率極(ji)低,對(dui)外(wai)依存(cun)度較高。隨著“十四(si)五(wu)”期間全市(shi)經濟(ji)穩步發展,工業化、城鎮化和農業現代化進程加(jia)快(kuai),對(dui)煤油氣(qi)等化石(shi)能(neng)(neng)源(yuan)需求量將進一步增(zeng)(zeng)加(jia),2025年預計(ji)煤炭消費1200萬噸,年均增(zeng)(zeng)速5.4%;石(shi)油消費與“十三(san)五(wu)”基本持平(ping)(ping);天(tian)然氣(qi)消費3億立方米,年均增(zeng)(zeng)速22.2%。能(neng)(neng)源(yuan)對(dui)外(wai)依存(cun)度加(jia)大,供需矛(mao)盾(dun)將依然突(tu)出,對(dui)全市(shi)能(neng)(neng)源(yuan)保障工作提出了更高的(de)要求。

能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費(fei)結構(gou)優(you)化任(ren)重(zhong)(zhong)道遠(yuan)。四平市傳統能(neng)(neng)源(yuan)(yuan)工業(ye)起步早,重(zhong)(zhong)工業(ye)比重(zhong)(zhong)大,以煤炭(tan)消(xiao)(xiao)(xiao)費(fei)為主(zhu)體的傳統能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費(fei)格(ge)局短期內無法根本改變。目前,四平煤炭(tan)消(xiao)(xiao)(xiao)費(fei)占一(yi)次能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費(fei)比重(zhong)(zhong)75.56%左右,高(gao)于(yu)全(quan)省(sheng)平均(jun)(jun)水(shui)(shui)平約(yue)15個百分點(dian)(dian);天然氣消(xiao)(xiao)(xiao)費(fei)占一(yi)次能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費(fei)比重(zhong)(zhong)3.24%左右,低(di)于(yu)全(quan)省(sheng)平均(jun)(jun)水(shui)(shui)平約(yue)2.5個百分點(dian)(dian);非(fei)化石能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費(fei)占一(yi)次能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費(fei)比重(zhong)(zhong)7.19%,低(di)于(yu)全(quan)省(sheng)平均(jun)(jun)水(shui)(shui)平約(yue)6.5個百分點(dian)(dian),能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費(fei)結構(gou)進一(yi)步優(you)化任(ren)務(wu)艱巨(ju)。

發(fa)展與“降(jiang)(jiang)碳”壓力并存。實(shi)現(xian)“碳達峰、碳中(zhong)和”是以習近平同(tong)志(zhi)為(wei)核心的(de)黨(dang)中(zhong)央統(tong)籌國內國際(ji)兩個大局做出的(de)重(zhong)(zhong)大戰略決策。在東北老(lao)工(gong)業基地(di)中(zhong)發(fa)展壯大的(de)四(si)平市(shi),高耗能產業比重(zhong)(zhong)較(jiao)大,其中(zhong)四(si)平熱電(dian)廠、雙遼電(dian)廠以及梨(li)樹縣新(xin)天龍實(shi)業股份有(you)(you)限公(gong)(gong)司(si)(si)熱電(dian)聯(lian)產背壓機組肩負著(zhu)供(gong)電(dian)供(gong)暖、區(qu)域(yu)調(diao)峰等重(zhong)(zhong)大任(ren)務(wu),煤炭消(xiao)費量較(jiao)高;吉林金鋼(gang)鋼(gang)鐵股份有(you)(you)限公(gong)(gong)司(si)(si)、吉林迎新(xin)玻璃有(you)(you)限公(gong)(gong)司(si)(si)等地(di)方重(zhong)(zhong)點企業均(jun)為(wei)用能大戶;“十四(si)五”期間四(si)平市(shi)預計將有(you)(you)更多(duo)重(zhong)(zhong)大項(xiang)目落地(di)實(shi)施,能源消(xiao)費水平預期仍將提高,為(wei)四(si)平市(shi)“降(jiang)(jiang)碳”工(gong)作帶來更大挑戰。

能(neng)(neng)源(yuan)(yuan)消費(fei)(fei)(fei)方面。到2025年(nian),全市能(neng)(neng)源(yuan)(yuan)消費(fei)(fei)(fei)總(zong)(zong)量(liang)(liang)達到550萬噸標(biao)準煤(mei)左右(you)。其(qi)中,煤(mei)炭(tan)消費(fei)(fei)(fei)1200萬噸,占總(zong)(zong)能(neng)(neng)源(yuan)(yuan)消費(fei)(fei)(fei)量(liang)(liang)比(bi)重(zhong)(zhong)降至72.42%,比(bi)2020年(nian)下降3.1個百分點;石油消費(fei)(fei)(fei)35萬噸,與(yu)2020年(nian)基本持平;天(tian)然氣消費(fei)(fei)(fei)3.0億(yi)立方米,占總(zong)(zong)能(neng)(neng)源(yuan)(yuan)消費(fei)(fei)(fei)量(liang)(liang)比(bi)重(zhong)(zhong)提升(sheng)至4.13%,比(bi)2020年(nian)增加0.9個百分點;非(fei)化石能(neng)(neng)源(yuan)(yuan)82萬噸標(biao)準煤(mei),占總(zong)(zong)能(neng)(neng)源(yuan)(yuan)消費(fei)(fei)(fei)量(liang)(liang)比(bi)重(zhong)(zhong)提升(sheng)至14.91%,比(bi)2020年(nian)增加7.7個百分點。全市全社(she)(she)會用(yong)電(dian)量(liang)(liang)達到70億(yi)千(qian)(qian)瓦時,“十(shi)四(si)五(wu)”期間年(nian)均增長(chang)率6%;全社(she)(she)會最(zui)大(da)負荷約136萬千(qian)(qian)瓦,“十(shi)四(si)五(wu)”期間年(nian)均增長(chang)率6%。

四、重點任務

(一)打造能(neng)源(yuan)綠色低碳發(fa)展示范區。

大(da)力(li)(li)推進風(feng)(feng)電(dian)建(jian)設。搶抓全省“陸上風(feng)(feng)光三峽”工程建(jian)設機(ji)遇,利用四(si)平(ping)風(feng)(feng)力(li)(li)資源及電(dian)網接(jie)網優勢,加快布局一批平(ping)價上網風(feng)(feng)電(dian)項目,重(zhong)點(dian)推進雙(shuang)遼(liao)井崗(gang)風(feng)(feng)電(dian)場二期10萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)風(feng)(feng)電(dian)、四(si)平(ping)遼(liao)河農墾(ken)管(guan)理區種(zhong)羊場風(feng)(feng)電(dian)場一期5萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)風(feng)(feng)電(dian)、雙(shuang)遼(liao)二龍山風(feng)(feng)電(dian)場一期5萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)風(feng)(feng)電(dian)等項目建(jian)設。推動雙(shuang)遼(liao)20萬(wan)噸燒堿(jian)、30萬(wan)噸電(dian)石(shi)等項目建(jian)設,實(shi)現清潔能源就地(di)消納。力(li)(li)爭(zheng)“十(shi)四(si)五”期間新增(zeng)風(feng)(feng)電(dian)裝(zhuang)機(ji)規模130萬(wan)千(qian)(qian)(qian)(qian)瓦(wa),到(dao)2025年,地(di)區風(feng)(feng)電(dian)裝(zhuang)機(ji)規模達(da)到(dao)184萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)。

全(quan)力(li)推(tui)進(jin)(jin)雙遼(liao)“綠(lv)(lv)電(dian)(dian)(dian)(dian)(dian)”產業(ye)(ye)園(yuan)(yuan)區(qu)建(jian)(jian)(jian)設。依托四平西(xi)部地區(qu)新能源(yuan)資源(yuan)優(you)勢和(he)綠(lv)(lv)電(dian)(dian)(dian)(dian)(dian)消納(na)優(you)勢,圍繞打造“新能源(yuan)+儲能+微(wei)電(dian)(dian)(dian)(dian)(dian)網”的源(yuan)網荷儲模(mo)式,全(quan)力(li)推(tui)進(jin)(jin)雙遼(liao)市“綠(lv)(lv)電(dian)(dian)(dian)(dian)(dian)”產業(ye)(ye)園(yuan)(yuan)區(qu)項目建(jian)(jian)(jian)設,提(ti)升電(dian)(dian)(dian)(dian)(dian)力(li)系統消納(na)風電(dian)(dian)(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)(dian)(dian)等間(jian)歇(xie)性新能源(yuan)的能力(li),提(ti)高新能源(yuan)應用比重。拓展(zhan)(zhan)電(dian)(dian)(dian)(dian)(dian)力(li)消納(na)空間(jian),推(tui)進(jin)(jin)化工、新能源(yuan)裝備制(zhi)造及制(zhi)氫等產業(ye)(ye)落戶園(yuan)(yuan)區(qu)。完善綠(lv)(lv)電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)價機制(zhi),打造電(dian)(dian)(dian)(dian)(dian)價洼地,實(shi)現(xian)綠(lv)(lv)色用電(dian)(dian)(dian)(dian)(dian),降(jiang)低用電(dian)(dian)(dian)(dian)(dian)成本,推(tui)進(jin)(jin)資源(yuan)開發(fa)、產業(ye)(ye)發(fa)展(zhan)(zhan)、園(yuan)(yuan)區(qu)建(jian)(jian)(jian)設“三位一體”協同(tong)發(fa)展(zhan)(zhan)。園(yuan)(yuan)區(qu)建(jian)(jian)(jian)成后,發(fa)電(dian)(dian)(dian)(dian)(dian)和(he)供電(dian)(dian)(dian)(dian)(dian)負荷均達到(dao)一定(ding)規模(mo)。

專欄三(san) “十四五”規(gui)劃“陸上風光三(san)峽”重點項目(mu)

雙遼(liao)市“綠電(dian)”園區項目:開(kai)發建設風電(dian)規(gui)模120萬(wan)千瓦、光伏(fu)發電(dian)規(gui)模80萬(wan)千瓦,總投資(zi)估算(suan)90億元。

風電項目:

雙(shuang)山秀水10萬千瓦(wa)風電場:建設規模10萬千瓦(wa),總(zong)投資9億元。

二龍山(shan)5萬千(qian)瓦風電場:建設規模5萬千(qian)瓦,總(zong)投資3.5億(yi)元。

四平遼河農墾(ken)管理(li)區(qu)種羊風(feng)電場一期工程項目:建設規(gui)模(mo)4.95萬(wan)千瓦,安裝單機(ji)容(rong)量3300千瓦風(feng)電機(ji)組15臺,總投資4.3億元。

四平市鐵東區(qu)30萬(wan)千瓦(wa)風(feng)電項目:項目位于四平市鐵東區(qu)山(shan)門鎮、石嶺鎮和(he)葉赫滿族鎮及周邊一帶,場(chang)址中心位于東經124°35'49.2330",北緯43°01'36.5657"。地形為海拔高度300~450m的丘(qiu)陵(ling)。場(chang)區(qu)規劃面(mian)積約(yue)為625平方(fang)公里。建設規模30萬(wan)千瓦(wa),總投資21.22億元。

伊(yi)通2萬(wan)千瓦生(sheng)態旅游分散式風電示(shi)范項目:建(jian)設規模2萬(wan)千瓦,總投資1.3億元。

雙遼(liao)井(jing)崗(gang)風(feng)電場工程(cheng)項目(mu):建(jian)設規模(mo)10萬千瓦,安裝單(dan)機(ji)容量3300千瓦風(feng)電機(ji)組30臺,總(zong)投(tou)資6.5億元。

華(hua)能5期5萬千瓦(wa)風(feng)電(dian)項目:建設規模5萬千瓦(wa),總投資3.5億(yi)元(yuan)。

伊通10萬千瓦風力發電項目:新建(jian)10萬千瓦風電,總(zong)投資7.5億元。

鐵東(dong)區山(shan)門(men)1萬千(qian)瓦分(fen)散(san)式(shi)風(feng)電(dian)(dian)項(xiang)目(mu):新建單機容量3000千(qian)瓦風(feng)電(dian)(dian)機組(zu)2臺、4000千(qian)瓦風(feng)電(dian)(dian)機組(zu)1臺,總投資7702萬元。

新(xin)能(neng)源“鄉村(cun)振興”項目:計劃建(jian)設7.55萬(wan)千瓦集中式風電場。

蓮花山一(yi)期5萬千(qian)瓦(wa)風電(dian)場:續建(jian)5萬千(qian)瓦(wa)風電(dian),總投資3.5億(yi)元。

光伏項目:

雙(shuang)遼華燦(can)新能源有限責任公司5萬(wan)千瓦牧光互(hu)補(bu)光伏發電項目(二期(qi)1.5萬(wan)千瓦):建設規模(mo)1.5萬(wan)千瓦,總(zong)投資6500萬(wan)元。

吉林省天合(he)太陽能電力(li)有限(xian)公司6.95萬千瓦(wa)(wa)牧光(guang)(guang)互(hu)補(bu)光(guang)(guang)伏發電項目:建設(she)規(gui)模(mo)6.95萬千瓦(wa)(wa),總投資1.8億元(yuan)。

雙(shuang)遼(liao)分布式(shi)光(guang)伏“整縣推(tui)進(jin)”項目:推(tui)進(jin)雙(shuang)遼(liao)整縣光(guang)伏發(fa)展,推(tui)進(jin)“光(guang)伏+”模式(shi),開發(fa)建(jian)設20萬千瓦(wa)光(guang)伏發(fa)電。

有序推(tui)(tui)進生物(wu)(wu)質(zhi)(zhi)能(neng)(neng)開發(fa)利(li)用(yong)。注(zhu)重生物(wu)(wu)質(zhi)(zhi)能(neng)(neng)開發(fa)節奏(zou)與(yu)原料(liao)保障能(neng)(neng)力(li)的銜接,鼓勵生物(wu)(wu)質(zhi)(zhi)燃料(liao)生產企業發(fa)展(zhan)秸(jie)稈(gan)成型顆粒、燃料(liao)棒生產,推(tui)(tui)進生物(wu)(wu)質(zhi)(zhi)顆粒加工技(ji)術工藝(yi)的研發(fa)試驗與(yu)應用(yong),提升市(shi)場競爭力(li)。加快伊通、梨樹等生物(wu)(wu)質(zhi)(zhi)熱(re)電(dian)聯產項(xiang)(xiang)目進度。推(tui)(tui)進全市(shi)生活(huo)垃圾能(neng)(neng)源化再利(li)用(yong),加快生活(huo)垃圾發(fa)電(dian)項(xiang)(xiang)目落地(di),積極推(tui)(tui)動生活(huo)污泥發(fa)電(dian)技(ji)術應用(yong)。推(tui)(tui)進60萬(wan)噸(dun)燃料(liao)乙醇(chun)、秸(jie)稈(gan)制纖(xian)維素(su)燃料(liao)乙醇(chun)等項(xiang)(xiang)目建(jian)設。到2025年,在經濟性(xing)、技(ji)術成熟(shu)度實現穩(wen)步發(fa)展(zhan)基礎上,力(li)爭每個(ge)縣(xian)(市(shi))至少建(jian)設1個(ge)生物(wu)(wu)天然氣項(xiang)(xiang)目,新增生物(wu)(wu)質(zhi)(zhi)發(fa)電(dian)裝機(ji)規(gui)模(mo)5.2萬(wan)千瓦,全市(shi)生物(wu)(wu)質(zhi)(zhi)和垃圾發(fa)電(dian)裝機(ji)規(gui)模(mo)達到10萬(wan)千瓦。

伊通(tong)縣華大2×30兆瓦生物質(zhi)熱(re)電聯產工程:續建(jian)3萬千瓦生物質(zhi)熱(re)電聯產工程(一期(qi)),總投資2.6億(yi)元。

梨樹縣華(hua)大生(sheng)物(wu)質熱電聯產項目:續建3萬(wan)千瓦生(sheng)物(wu)質熱電聯產工程,總投資2.9億元(yuan)。

四平經濟開發區生物質熱電(dian)(dian)聯產項目:新建(jian)3萬千瓦生物質熱電(dian)(dian)聯產項目,總投資(zi)3.4億(yi)元。

四平第一熱(re)電(dian)公司生物(wu)質(30兆瓦)熱(re)電(dian)聯(lian)產機(ji)組項(xiang)目(mu):新建(jian)1×3萬(wan)千瓦生物(wu)質熱(re)電(dian)聯(lian)產項(xiang)目(mu),總投資2.5億元(yuan)。

伊(yi)通(tong)縣華大生物(wu)質熱(re)(re)電(dian)有限公(gong)司生物(wu)質熱(re)(re)電(dian)聯(lian)產(chan)項目二(er)期(qi)工程:新建1×4萬千瓦生物(wu)質熱(re)(re)電(dian)聯(lian)產(chan)項目,總投資(zi)2.1億(yi)元。

伊通(tong)滿(man)族自治縣億(yi)(yi)澤(ze)熱(re)電(dian)有限公司大孤山(shan)鎮1×30兆瓦生物質熱(re)電(dian)聯(lian)產(chan)項(xiang)(xiang)目:新建1×3萬千(qian)瓦生物質熱(re)電(dian)聯(lian)產(chan)項(xiang)(xiang)目,總投資(zi)3.3億(yi)(yi)元。

60萬(wan)噸燃(ran)料(liao)乙(yi)醇(chun)建設項目:在新開區建設年(nian)(nian)產(chan)60萬(wan)噸燃(ran)料(liao)乙(yi)醇(chun)項目,可作為四平(ping)玉米深加工產(chan)業園主導產(chan)業,年(nian)(nian)加工玉米184.4萬(wan)噸,51.6萬(wan)噸高(gao)脂(zhi)DDGS,占地(di)面(mian)積為70.79萬(wan)平(ping)方米秸稈制纖維素燃(ran)料(liao)乙(yi)醇(chun)項目。

秸稈制纖(xian)維(wei)素(su)燃料乙醇項目(mu)(mu):新建年(nian)產8萬噸纖(xian)維(wei)素(su)燃料乙醇項目(mu)(mu),總投(tou)資8億元(yuan)。

嚴(yan)格合理控(kong)制(zhi)煤(mei)炭(tan)消(xiao)(xiao)(xiao)費(fei)(fei)總量(liang)(liang)。通(tong)過減量(liang)(liang)化(hua)(hua)、清(qing)潔化(hua)(hua)、替代(dai)化(hua)(hua)實(shi)(shi)現(xian)煤(mei)炭(tan)消(xiao)(xiao)(xiao)費(fei)(fei)優化(hua)(hua)存量(liang)(liang)、主動減量(liang)(liang)、嚴(yan)控(kong)增量(liang)(liang)。調(diao)整(zheng)優化(hua)(hua)產(chan)業(ye)(ye)(ye)結構,構建節(jie)能低碳的(de)產(chan)業(ye)(ye)(ye)發展體系;優化(hua)(hua)資源配置,促進傳統產(chan)業(ye)(ye)(ye)轉(zhuan)型升級(ji),提高(gao)能源利用(yong)(yong)和煤(mei)炭(tan)利用(yong)(yong)效率(lv);調(diao)整(zheng)產(chan)業(ye)(ye)(ye)政策,積極發展第三產(chan)業(ye)(ye)(ye),有效降(jiang)低能源消(xiao)(xiao)(xiao)費(fei)(fei)強(qiang)(qiang)度(du),優化(hua)(hua)能源消(xiao)(xiao)(xiao)費(fei)(fei)結構,實(shi)(shi)現(xian)產(chan)業(ye)(ye)(ye)結構升級(ji)對煤(mei)炭(tan)消(xiao)(xiao)(xiao)費(fei)(fei)減量(liang)(liang)化(hua)(hua)有效驅動。圍繞(rao)資源能源利用(yong)(yong)效率(lv)和清(qing)潔生產(chan)水平提升,推動技術進步、強(qiang)(qiang)化(hua)(hua)監督管理,促進重點耗煤(mei)行(xing)業(ye)(ye)(ye)提高(gao)煤(mei)炭(tan)利用(yong)(yong)效率(lv)。提高(gao)煤(mei)炭(tan)消(xiao)(xiao)(xiao)費(fei)(fei)集(ji)中度(du),著(zhu)力(li)(li)(li)提高(gao)電力(li)(li)(li)、熱力(li)(li)(li)行(xing)業(ye)(ye)(ye)煤(mei)炭(tan)消(xiao)(xiao)(xiao)費(fei)(fei)量(liang)(liang)占比(bi)(bi)。到2025年,煤(mei)炭(tan)消(xiao)(xiao)(xiao)費(fei)(fei)量(liang)(liang)控(kong)制(zhi)在1200萬噸左右,占總能源消(xiao)(xiao)(xiao)費(fei)(fei)量(liang)(liang)比(bi)(bi)重降(jiang)至72.42%左右。

推(tui)進(jin)(jin)天(tian)(tian)(tian)(tian)然(ran)氣(qi)(qi)(qi)多(duo)元化利(li)用。持續推(tui)進(jin)(jin)“氣(qi)(qi)(qi)化吉林(lin)”惠民工(gong)程,加大對天(tian)(tian)(tian)(tian)然(ran)氣(qi)(qi)(qi)下游市(shi)場的(de)(de)培育力度,提(ti)高(gao)天(tian)(tian)(tian)(tian)然(ran)氣(qi)(qi)(qi)普及率。優先發展居民生(sheng)活天(tian)(tian)(tian)(tian)然(ran)氣(qi)(qi)(qi),基本(ben)實現(xian)縣級及以上城市(shi)主(zhu)城區居民管道燃氣(qi)(qi)(qi)入戶。提(ti)高(gao)公交(jiao)車和出租車等交(jiao)通服務(wu)領域(yu)天(tian)(tian)(tian)(tian)然(ran)氣(qi)(qi)(qi)使用比率。加強工(gong)業鍋爐(lu)和窯爐(lu)“以氣(qi)(qi)(qi)代煤(mei)”改(gai)造,對價格承受能力強、環境效益好、產品質量(liang)(liang)提(ti)升顯(xian)著的(de)(de)工(gong)業用戶逐步實現(xian)天(tian)(tian)(tian)(tian)然(ran)氣(qi)(qi)(qi)替(ti)代。到2025年(nian),天(tian)(tian)(tian)(tian)然(ran)氣(qi)(qi)(qi)消費量(liang)(liang)提(ti)升至3億立方米(mi),占比提(ti)升至4.13%左右。

加快能(neng)(neng)(neng)源(yuan)(yuan)(yuan)與旅(lv)游(you)業融(rong)合發展(zhan)。依托二龍湖生(sheng)態旅(lv)游(you)度假區、葉赫文化(hua)(hua)旅(lv)游(you)小鎮等有供能(neng)(neng)(neng)需求(qiu)的景區開(kai)展(zhan)智(zhi)慧能(neng)(neng)(neng)源(yuan)(yuan)(yuan)系統(tong)示范,打造多種(zhong)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)融(rong)合互補的優(you)(you)化(hua)(hua)配置平(ping)臺(tai),通(tong)過(guo)天然氣熱(re)電冷三聯供、分(fen)布式可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)和能(neng)(neng)(neng)源(yuan)(yuan)(yuan)智(zhi)能(neng)(neng)(neng)微網(wang)等方式,因地制宜(yi)實(shi)施傳統(tong)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)與風能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)等新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的互補開(kai)發利(li)用(yong),提高能(neng)(neng)(neng)源(yuan)(yuan)(yuan)綜合利(li)用(yong)效率,為用(yong)戶提供高效智(zhi)能(neng)(neng)(neng)的能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供應和相(xiang)關增值服務(wu)。充分(fen)利(li)用(yong)伊(yi)通(tong)地區的地熱(re)資(zi)(zi)源(yuan)(yuan)(yuan)優(you)(you)勢(shi),開(kai)發伊(yi)通(tong)滿族民俗文化(hua)(hua)、山地生(sheng)態休閑游(you)和田園綜合體,實(shi)現地熱(re)資(zi)(zi)源(yuan)(yuan)(yuan)和旅(lv)游(you)資(zi)(zi)源(yuan)(yuan)(yuan)的協同開(kai)發,實(shi)現跨(kua)產業資(zi)(zi)源(yuan)(yuan)(yuan)的優(you)(you)化(hua)(hua)配置。

(四)建設能源(yuan)保(bao)障儲備(bei)集散基地。

強化煤(mei)(mei)炭儲(chu)(chu)(chu)備及(ji)供(gong)應保障。完(wan)善電(dian)煤(mei)(mei)供(gong)應保障機制,增(zeng)強儲(chu)(chu)(chu)備能(neng)力(li)。強化供(gong)熱電(dian)廠儲(chu)(chu)(chu)煤(mei)(mei),確保采暖(nuan)期庫存可用天數達(da)(da)到(dao)15天。提(ti)升雙遼省級儲(chu)(chu)(chu)煤(mei)(mei)基(ji)(ji)地儲(chu)(chu)(chu)煤(mei)(mei)能(neng)力(li),做好應急電(dian)煤(mei)(mei)儲(chu)(chu)(chu)備工(gong)作,采暖(nuan)期開栓(shuan)前省級儲(chu)(chu)(chu)煤(mei)(mei)基(ji)(ji)地靜態儲(chu)(chu)(chu)煤(mei)(mei)量達(da)(da)到(dao)標準要求(qiu)。加強潔凈煤(mei)(mei)配送體系建設,依托各縣(市)區的(de)潔凈煤(mei)(mei)配送中心,增(zeng)強儲(chu)(chu)(chu)存和(he)(he)配送能(neng)力(li)。繼(ji)續督促企業完(wan)善配送中心基(ji)(ji)礎設施,不斷加大儲(chu)(chu)(chu)煤(mei)(mei)基(ji)(ji)地的(de)儲(chu)(chu)(chu)存和(he)(he)配送能(neng)力(li)。

合理發(fa)展煤電(dian)項(xiang)目(mu)。以用電(dian)、用熱(re)需(xu)求引(yin)導煤電(dian)建(jian)設,控制新(xin)建(jian)、擴(kuo)建(jian)大(da)型常規煤電(dian),以“上大(da)壓(ya)小”方式科(ke)學(xue)發(fa)展大(da)型熱(re)電(dian)聯(lian)產機(ji)組(zu),以供(gong)熱(re)需(xu)求為基礎(chu)合理推進(jin)背壓(ya)機(ji)組(zu)建(jian)設,優化城區熱(re)電(dian)聯(lian)產布局,重點推進(jin)四平第一(yi)熱(re)電(dian)公司續建(jian)5號(hao)(35萬千瓦)機(ji)組(zu)“等容量替代”項(xiang)目(mu)、梨樹縣(xian)新(xin)天(tian)龍實業股份有限公司熱(re)電(dian)聯(lian)產背壓(ya)機(ji)組(zu)項(xiang)目(mu)。推動落(luo)實省(sheng)關于(yu)“十四五”期間對雙遼(liao)電(dian)廠、四平熱(re)電(dian)廠煤電(dian)機(ji)組(zu)的升(sheng)級改造(zao)任務(wu),推進(jin)雙遼(liao)電(dian)廠200萬千瓦超超臨(lin)界(jie)機(ji)組(zu)項(xiang)目(mu)前期工作。

專欄九 “十(shi)四(si)五”規(gui)劃煤電重點項目

四(si)平第一熱電(dian)公司(si)續建(jian)5號(35萬千瓦(wa))超(chao)(chao)臨(lin)界(jie)熱電(dian)聯產(chan)機組(zu)工程:本工程建(jian)設1×35萬千瓦(wa)超(chao)(chao)臨(lin)界(jie)熱電(dian)聯產(chan)機組(zu),擬于2023年(nian)6月開(kai)工建(jian)設。

梨樹新天龍實(shi)業股(gu)份有限公(gong)司熱(re)電聯產背壓機組項目:建設(she)11.2(2×5+1×1.2)萬千瓦(wa)熱(re)電聯產發電機組及配套鍋爐、輔機、廠房等設(she)施。

健全油氣產供(gong)儲(chu)銷體系(xi)。推(tui)(tui)進梨樹斷(duan)陷頁巖(yan)氣資源開發利用,力爭(zheng)取得新突破。以城際長(chang)輸(shu)管(guan)(guan)線和城燃(ran)企業(ye)為依(yi)托,加快(kuai)城市(shi)、縣域、鄉(xiang)鎮(zhen)天(tian)然(ran)(ran)氣管(guan)(guan)網(wang)及(ji)配套利用工(gong)(gong)程的開發建(jian)(jian)設(she),逐步提高天(tian)然(ran)(ran)氣管(guan)(guan)網(wang)覆蓋率和氣化(hua)(hua)率。重點推(tui)(tui)進四平港(gang)華燃(ran)氣有(you)限公司(si)(si)供(gong)氣項(xiang)(xiang)目、伊通(tong)天(tian)倫(lun)燃(ran)氣有(you)限公司(si)(si)擬(ni)建(jian)(jian)天(tian)然(ran)(ran)氣長(chang)輸(shu)管(guan)(guan)線及(ji)配套設(she)施項(xiang)(xiang)目建(jian)(jian)設(she)。謀劃推(tui)(tui)進政府(fu)天(tian)然(ran)(ran)氣儲(chu)備(bei)庫項(xiang)(xiang)目建(jian)(jian)設(she),加強應急(ji)氣源儲(chu)備(bei)工(gong)(gong)作,完(wan)成(cheng)“政府(fu)5天(tian)”天(tian)然(ran)(ran)氣儲(chu)備(bei)工(gong)(gong)作任務(wu)。推(tui)(tui)動四平潤發燃(ran)氣有(you)限公司(si)(si)在梨樹縣建(jian)(jian)設(she)LNG氣化(hua)(hua)調(diao)峰站(zhan)。

專欄十 “十四五”規劃油氣(qi)重點(dian)項目

伊(yi)通縣鄉(xiang)鎮燃氣管道項目:建設中壓管線580公里。

雙遼市天(tian)然(ran)氣管網工程(cheng)項目:新建LNG標準站6座,低壓(ya)管道111.44公里。

梨樹(shu)縣新開區(qu)應急調峰(feng)LNG加工(gong)(gong)廠建設(she)工(gong)(gong)程及(ji)LNG-CNG加氣站建設(she)項目:建設(she)日產(chan)149.14噸(dun)的天然氣LNG液化(hua)裝置2套、LNG加注(zhu)站1座(zuo)、150萬立方(fang)米(mi)LNG儲罐(guan)4臺等。

四平港華(hua)燃氣有限公(gong)司供氣項目:直接從中石化接駁(bo)管(guan)道氣,建設(she)西八大場(chang)站和使用(yong)CNG進行補充等多種方式滿足用(yong)戶(hu)需求。

吉林(lin)伊通天(tian)倫燃氣有限(xian)公司(si)擬建天(tian)然氣長輸(shu)管線及配套設施項目:在(zai)伊通縣建設天(tian)然氣門站1座(zuo),占地1萬(wan)平(ping)方米,建設DE200長輸(shu)管線26公里,起點長春市樂山鎮,終點為伊通縣,預(yu)計未(wei)來(lai)五(wu)年全縣銷氣量將達到1180萬(wan)方/年,投資0.43億(yi)元。

四平(ping)市政府(fu)天然(ran)氣儲備庫項目(mu):建(jian)設(she)10座150立方(fang)米LNG儲罐,占地2.3萬平(ping)方(fang)米,儲存天然(ran)氣90萬立方(fang)米,總投資1.5億元。

四平潤(run)發燃氣有限(xian)公司特許經營權增擴以及中壓管(guan)線鋪設:“十四五”期間公司年銷(xiao)氣量可達200萬方以上(shang)。

適度發展氣(qi)電(dian)項(xiang)目。遵循國家產(chan)業政策,結合中俄東線(xian)天然(ran)氣(qi)管道工程(cheng)建(jian)設(she),在靠(kao)近四(si)平市負荷中心且氣(qi)源有保(bao)障的(de)地區(qu),科(ke)學規劃(hua)建(jian)設(she)天然(ran)氣(qi)發電(dian)項(xiang)目,同(tong)步提升四(si)平市電(dian)力(li)(li)(li)保(bao)障能(neng)(neng)力(li)(li)(li)與電(dian)力(li)(li)(li)調(diao)節(jie)能(neng)(neng)力(li)(li)(li),滿足(zu)用(yong)電(dian)需求(qiu)的(de)同(tong)時提高新(xin)能(neng)(neng)源消(xiao)納能(neng)(neng)力(li)(li)(li)。

全方(fang)位打造堅(jian)強。建(jian)設(she)主(zhu)網與配網、城網與農網、電(dian)(dian)網與電(dian)(dian)源協調發展(zhan)的堅(jian)強智能(neng)(neng)電(dian)(dian)網,提(ti)升(sheng)、自(zi)動化、互(hu)動化水平,滿足四平經濟社會發展(zhan)需要。提(ti)高供(gong)電(dian)(dian)能(neng)(neng)力(li)和(he),為新能(neng)(neng)源接入創造條件,重點推進伊(yi)通、雙遼、梨明變(bian)電(dian)(dian)站(zhan)擴建(jian)工程和(he)范(fan)家屯變(bian)電(dian)(dian)站(zhan)輸變(bian)電(dian)(dian)工程,謀劃新增500千(qian)伏(fu)(fu)變(bian)電(dian)(dian)站(zhan),加強四平500千(qian)伏(fu)(fu)電(dian)(dian)網結構,提(ti)升(sheng)地(di)區供(gong)電(dian)(dian)能(neng)(neng)力(li)和(he)新能(neng)(neng)源外送能(neng)(neng)力(li)。到(dao)2025年,建(jian)設(she)66千(qian)伏(fu)(fu)項目37個、10千(qian)伏(fu)(fu)項目2389個。

提升系(xi)(xi)統安(an)全(quan)風險(xian)(xian)應(ying)(ying)(ying)對(dui)能(neng)力。建(jian)立(li)(li)安(an)全(quan)風險(xian)(xian)管(guan)控體系(xi)(xi),保(bao)障核心用能(neng)需求,增強自(zi)然災(zai)害等(deng)極端狀態下(xia)生(sheng)存能(neng)力和(he)應(ying)(ying)(ying)急(ji)(ji)恢復(fu)能(neng)力,提升正(zheng)常和(he)一(yi)般應(ying)(ying)(ying)急(ji)(ji)情況下(xia)重(zhong)點(dian)地區(qu)、重(zhong)要(yao)用戶供能(neng)安(an)全(quan)保(bao)障水平。建(jian)立(li)(li)健全(quan)油氣(qi)(qi)供需預(yu)警機制,形成多層次、分級別的(de)預(yu)警與應(ying)(ying)(ying)對(dui)策略。強化安(an)全(quan)防范,加(jia)(jia)大油氣(qi)(qi)長輸(shu)(shu)管(guan)道(dao)的(de)保(bao)護力度(du),常態化開展油氣(qi)(qi)長輸(shu)(shu)管(guan)道(dao)高后果區(qu)管(guan)控和(he)安(an)全(quan)風險(xian)(xian)排查整治(zhi)。持續推(tui)進電力應(ying)(ying)(ying)急(ji)(ji)體系(xi)(xi)建(jian)設,建(jian)立(li)(li)電力安(an)全(quan)應(ying)(ying)(ying)急(ji)(ji)指揮平臺、培訓演(yan)練基地和(he)搶險(xian)(xian)救(jiu)援隊伍。完(wan)善應(ying)(ying)(ying)急(ji)(ji)預(yu)案體系(xi)(xi),進一(yi)步修(xiu)訂完(wan)善各項(xiang)應(ying)(ying)(ying)急(ji)(ji)預(yu)案,強化預(yu)案演(yan)練和(he)動態管(guan)理。加(jia)(jia)強應(ying)(ying)(ying)急(ji)(ji)值班值守,加(jia)(jia)強輿(yu)情應(ying)(ying)(ying)對(dui),切實提高應(ying)(ying)(ying)對(dui)突(tu)發(fa)事故及各類安(an)全(quan)事故的(de)能(neng)力。

五、環境影響評價

堅(jian)持(chi)保護和發(fa)展并重,按照創新、協調、綠(lv)色、開放、共享發(fa)展理(li)念和節(jie)能(neng)減(jian)排的要求,突(tu)出生(sheng)態系(xi)統(tong)保護與恢復,在(zai)生(sheng)態環境承載空間內開發(fa)能(neng)源項目。

(一)能源開發對環境的影響。

全市能(neng)源(yuan)項(xiang)目(mu)建(jian)設對生(sheng)態環(huan)(huan)(huan)境的(de)影響(xiang)主(zhu)要(yao)為(wei):土(tu)地的(de)占用(yong)和(he)擾動、使原有地表植被和(he)土(tu)地功能(neng)發(fa)生(sheng)變化(hua)、石油開采的(de)過(guo)程中對地下水(shui)的(de)污(wu)(wu)(wu)染(ran)(ran)(ran)、風能(neng)開發(fa)及電(dian)網(wang)項(xiang)目(mu)產(chan)生(sheng)的(de)噪聲(sheng)和(he)電(dian)磁干擾、污(wu)(wu)(wu)染(ran)(ran)(ran)物廢棄(qi)物排(pai)(pai)放對環(huan)(huan)(huan)境污(wu)(wu)(wu)染(ran)(ran)(ran)。污(wu)(wu)(wu)染(ran)(ran)(ran)物廢棄(qi)物排(pai)(pai)放主(zhu)要(yao)包(bao)括廢水(shui)和(he)廢氣(qi)(qi),其中廢水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)主(zhu)要(yao)指(zhi)標(biao)為(wei)廢水(shui)排(pai)(pai)放量(liang)(liang)(liang)、化(hua)學需氧量(liang)(liang)(liang)排(pai)(pai)放量(liang)(liang)(liang)、氨氮排(pai)(pai)放量(liang)(liang)(liang)等;廢氣(qi)(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)指(zhi)標(biao)主(zhu)要(yao)為(wei)二(er)氧化(hua)硫排(pai)(pai)放量(liang)(liang)(liang)、氮氧化(hua)物排(pai)(pai)放量(liang)(liang)(liang)等。各地要(yao)以“三(san)線一(yi)單”確(que)定的(de)分(fen)區(qu)域、分(fen)階段環(huan)(huan)(huan)境質(zhi)量(liang)(liang)(liang)底線目(mu)標(biao)作為(wei)基本(ben)要(yao)求,合理(li)制定環(huan)(huan)(huan)境保護(hu)規(gui)劃和(he)環(huan)(huan)(huan)境質(zhi)量(liang)(liang)(liang)達標(biao)方案,逐步實(shi)現區(qu)域生(sheng)態環(huan)(huan)(huan)境質(zhi)量(liang)(liang)(liang)目(mu)標(biao)。強化(hua)“三(san)線一(yi)單”在生(sheng)態、水(shui)、大(da)氣(qi)(qi)、土(tu)壤等要(yao)素環(huan)(huan)(huan)境管理(li)中的(de)應用(yong),為(wei)深入(ru)落實(shi)生(sheng)態環(huan)(huan)(huan)境保護(hu)工作提供有力(li)支撐。“十四(si)五(wu)”期間全市能(neng)源(yuan)規(gui)劃實(shi)施過(guo)程中,對環(huan)(huan)(huan)境影響(xiang)較(jiao)大(da)的(de)建(jian)設項(xiang)目(mu)主(zhu)要(yao)為(wei)規(gui)劃的(de)熱電(dian)聯產(chan)燃煤機組等。

(二)環境效益。

建設(she)風電、太陽能(neng)(neng)發(fa)(fa)電、生(sheng)(sheng)物質(zhi)發(fa)(fa)電等(deng)利用可再生(sheng)(sheng)能(neng)(neng)源(yuan)項目,可充分利用地(di)區(qu)優勢,有(you)利于(yu)促進地(di)區(qu)經(jing)濟發(fa)(fa)展,且(qie)在能(neng)(neng)源(yuan)生(sheng)(sheng)產過程(cheng)中不(bu)排(pai)放(fang)污(wu)(wu)染物和(he)(he)(he)溫室(shi)氣體,可顯(xian)著(zhu)減少各類化(hua)石能(neng)(neng)源(yuan)消(xiao)耗(hao),降低煤(mei)(mei)炭開(kai)采的生(sheng)(sheng)態破壞和(he)(he)(he)燃煤(mei)(mei)發(fa)(fa)電的水(shui)(shui)(shui)資(zi)源(yuan)消(xiao)耗(hao)。農林生(sheng)(sheng)物質(zhi)從生(sheng)(sheng)長(chang)到最終利用的全生(sheng)(sheng)命周期(qi)內不(bu)增加二(er)氧(yang)化(hua)碳排(pai)放(fang),生(sheng)(sheng)物質(zhi)發(fa)(fa)電排(pai)放(fang)的二(er)氧(yang)化(hua)硫、氮氧(yang)化(hua)物和(he)(he)(he)煙塵等(deng)污(wu)(wu)染物也遠(yuan)少于(yu)燃煤(mei)(mei)發(fa)(fa)電。同時(shi),有(you)助于(yu)推動廣大農村地(di)區(qu)生(sheng)(sheng)產和(he)(he)(he)生(sheng)(sheng)活(huo)用能(neng)(neng)方(fang)式轉變,提高農村能(neng)(neng)源(yuan)供應(ying)等(deng)公用設(she)施的現代化(hua)水(shui)(shui)(shui)平,減少秸(jie)稈直接焚燒產生(sheng)(sheng)的大氣污(wu)(wu)染以及(ji)畜禽糞(fen)便對河流(liu)、水(shui)(shui)(shui)源(yuan)和(he)(he)(he)地(di)下(xia)水(shui)(shui)(shui)的污(wu)(wu)染,有(you)益于(yu)提高全市環(huan)(huan)境質(zhi)量、改善居(ju)民生(sheng)(sheng)活(huo)條件,做到環(huan)(huan)境保(bao)護與(yu)社會發(fa)(fa)展相統一,人與(yu)自然和(he)(he)(he)諧(xie)發(fa)(fa)展。

本次規劃(hua)實施后的環(huan)境效益(yi)主要包括:2025年(nian)(nian)(nian)可再生(sheng)能源開(kai)發(fa)利(li)用(yong)量(liang)(liang)相當于82萬噸標(biao)準煤,每(mei)年(nian)(nian)(nian)可節水約(yue)65萬噸,每(mei)年(nian)(nian)(nian)可減少(shao)煙塵排(pai)放量(liang)(liang)約(yue)60噸、二氧(yang)(yang)化硫(liu)排(pai)放量(liang)(liang)約(yue)276噸、氮(dan)氧(yang)(yang)化物排(pai)放量(liang)(liang)約(yue)415噸,二氧(yang)(yang)化碳排(pai)放量(liang)(liang)約(yue)226萬噸。到(dao)2025年(nian)(nian)(nian),單位地區生(sheng)產總(zong)值二氧(yang)(yang)化碳排(pai)放比2020年(nian)(nian)(nian)降幅約(yue)18%,與全省基本持平。

(三)預(yu)防(fang)和減輕環境影(ying)響的(de)措施。

嚴格執行環(huan)(huan)境(jing)(jing)(jing)保護相(xiang)關法(fa)規(gui)和(he)(he)建設項(xiang)目環(huan)(huan)境(jing)(jing)(jing)影(ying)(ying)響(xiang)(xiang)評價制度,開(kai)展(zhan)能源項(xiang)目建設的環(huan)(huan)境(jing)(jing)(jing)影(ying)(ying)響(xiang)(xiang)評價工作,加強能源建設和(he)(he)生(sheng)產運營(ying)的環(huan)(huan)境(jing)(jing)(jing)監測。嚴格落實相(xiang)關能源環(huan)(huan)境(jing)(jing)(jing)治(zhi)理措施,開(kai)展(zhan)污染治(zhi)理和(he)(he)生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)修復,預防和(he)(he)減輕能源開(kai)發使用對(dui)環(huan)(huan)境(jing)(jing)(jing)的影(ying)(ying)響(xiang)(xiang)。以(yi)“雙碳”目標為導向,研究制定能源領域(yu)降碳方案,減少溫室氣(qi)體排放。

加(jia)大污染治理(li)力度(du)。改革環境(jing)治理(li)基礎制度(du),建(jian)立覆(fu)蓋所(suo)有(you)固定污染源的企業排放許可制。嚴格執行(xing)國家(jia)有(you)關規定,按標準控(kong)制使用(yong)劣(lie)質煤(mei),推(tui)進煤(mei)炭(tan)高(gao)(gao)效(xiao)(xiao)(xiao)清潔(jie)利用(yong)。嚴格控(kong)制燃(ran)煤(mei)電(dian)(dian)廠污染物排放,新(xin)建(jian)火電(dian)(dian)機組必須同步安裝運(yun)行(xing)高(gao)(gao)效(xiao)(xiao)(xiao)除塵、脫(tuo)(tuo)硫、脫(tuo)(tuo)硝設(she)施(shi)。加(jia)快現(xian)役電(dian)(dian)廠煙氣除塵、脫(tuo)(tuo)硫、脫(tuo)(tuo)硝設(she)施(shi)改造(zao),提高(gao)(gao)污染物脫(tuo)(tuo)除效(xiao)(xiao)(xiao)率(lv)。開展(zhan)二(er)氧化(hua)碳捕捉封存(cun)研(yan)究,積極(ji)支持油田(tian)二(er)氧化(hua)碳驅油規模化(hua)應用(yong)與埋存(cun)關鍵技術研(yan)究。加(jia)快能源企業污水處理(li)設(she)施(shi)建(jian)設(she)。采取有(you)效(xiao)(xiao)(xiao)措施(shi)降低(di)電(dian)(dian)網電(dian)(dian)磁輻射、風(feng)電(dian)(dian)運(yun)行(xing)噪聲等區域環境(jing)影響。加(jia)強(qiang)風(feng)電(dian)(dian)、光(guang)伏發(fa)電(dian)(dian)等新(xin)能源項目(mu)用(yong)地(di)管理(li),鼓(gu)勵利用(yong)未(wei)利用(yong)地(di)建(jian)設(she)。

積極開展生(sheng)態(tai)環(huan)(huan)境(jing)修(xiu)復。大力(li)推廣油田伴生(sheng)氣回收利(li)用(yong)技術(shu),采用(yong)清潔(jie)生(sheng)產工(gong)藝,提高(gao)節(jie)水水平,促進廢(fei)水循環(huan)(huan)使(shi)用(yong)和綜合利(li)用(yong)。加強石油天然(ran)氣管網建設運(yun)營的環(huan)(huan)境(jing)保(bao)護,減少耕地占用(yong),采取水土保(bao)持(chi)措施,做好(hao)地形地貌恢復,逐步(bu)形成與生(sheng)產同步(bu)的生(sheng)態(tai)恢復建設機制(zhi)。


六、保障措施

(一)強化組(zu)織領導。

全面(mian)貫(guan)徹落(luo)實(shi)(shi)省(sheng)能(neng)源局、市委(wei)和市政府決策部署,明確(que)職責(ze)(ze)分(fen)工(gong)(gong),細化(hua)工(gong)(gong)作(zuo)(zuo)(zuo)責(ze)(ze)任(ren)(ren),強化(hua)督(du)導落(luo)實(shi)(shi),加強工(gong)(gong)作(zuo)(zuo)(zuo)統籌,深(shen)化(hua)部門、地(di)區(qu)之(zhi)間協同(tong)聯動(dong),及時協調解決重大問題,確(que)保各項(xiang)任(ren)(ren)務措施落(luo)實(shi)(shi)落(luo)細。完善權責(ze)(ze)對等、分(fen)級負責(ze)(ze)、監督(du)評估(gu)的能(neng)源規(gui)劃實(shi)(shi)施機制(zhi)。深(shen)化(hua)落(luo)實(shi)(shi)“五化(hua)”工(gong)(gong)作(zuo)(zuo)(zuo)法,建立工(gong)(gong)作(zuo)(zuo)(zuo)總臺(tai)賬,制(zhi)定任(ren)(ren)務清單(dan)(dan)、責(ze)(ze)任(ren)(ren)清單(dan)(dan)、措施清單(dan)(dan)和完成時限清單(dan)(dan);將重點工(gong)(gong)作(zuo)(zuo)(zuo)繪制(zhi)成圖表,掛(gua)圖作(zuo)(zuo)(zuo)戰(zhan),督(du)導工(gong)(gong)作(zuo)(zuo)(zuo);建立責(ze)(ze)任(ren)(ren)機制(zhi)、會商(shang)機制(zhi)、對接機制(zhi)、調度機制(zhi)等確(que)保各項(xiang)工(gong)(gong)作(zuo)(zuo)(zuo)任(ren)(ren)務落(luo)細、落(luo)實(shi)(shi)、落(luo)到位。

(二)完(wan)善體系(xi)建設。

加快構建符合高質量發(fa)展(zhan)的(de)(de)指(zhi)標(biao)體(ti)(ti)系(xi)、政(zheng)策(ce)(ce)體(ti)(ti)系(xi)、標(biao)準(zhun)體(ti)(ti)系(xi)、統(tong)計(ji)(ji)體(ti)(ti)系(xi)。在政(zheng)策(ce)(ce)體(ti)(ti)系(xi)上,以提(ti)(ti)(ti)高發(fa)展(zhan)質量、提(ti)(ti)(ti)升能(neng)(neng)源(yuan)效(xiao)率,增強可持續為(wei)導向,優化(hua)政(zheng)策(ce)(ce)的(de)(de)設計(ji)(ji),實現規劃計(ji)(ji)劃、產業政(zheng)策(ce)(ce)、投(tou)資政(zheng)策(ce)(ce)、環保(bao)政(zheng)策(ce)(ce)、財稅(shui)金融政(zheng)策(ce)(ce)統(tong)一協調,形成協同、良(liang)性互動(dong)(dong)的(de)(de)效(xiao)應。在標(biao)準(zhun)體(ti)(ti)系(xi)上,大(da)力實施標(biao)準(zhun)化(hua)戰略,瞄(miao)準(zhun)世界先進(jin),全面提(ti)(ti)(ti)升標(biao)準(zhun)化(hua)水平(ping),深化(hua)重(zhong)點標(biao)準(zhun)的(de)(de)研(yan)制(zhi)和專題的(de)(de)研(yan)究,為(wei)推動(dong)(dong)能(neng)(neng)源(yuan)高質量發(fa)展(zhan)提(ti)(ti)(ti)供(gong)有力的(de)(de)基礎(chu)支撐。在統(tong)計(ji)(ji)體(ti)(ti)系(xi)上,充分配(pei)合相關部門(men)進(jin)一步完善能(neng)(neng)源(yuan)統(tong)計(ji)(ji)數據(ju)(ju)的(de)(de)統(tong)計(ji)(ji)機制(zhi)和發(fa)布機制(zhi),著力增強統(tong)計(ji)(ji)數據(ju)(ju)的(de)(de)及時(shi)性、全面性、權威性,為(wei)能(neng)(neng)源(yuan)發(fa)展(zhan)提(ti)(ti)(ti)供(gong)可靠的(de)(de)參考(kao)。

(三(san))強化政策支持。

積(ji)極(ji)推(tui)動(dong)能源(yuan)(yuan)(yuan)體制(zhi)改革(ge),完善現代能源(yuan)(yuan)(yuan)市場體系,實(shi)(shi)行統(tong)一的(de)市場準(zhun)入(ru)制(zhi)度(du),鼓(gu)勵和(he)引導各類市場主體依(yi)法(fa)平等(deng)進(jin)(jin)入(ru)能源(yuan)(yuan)(yuan)領(ling)域(yu),推(tui)進(jin)(jin)能源(yuan)(yuan)(yuan)投資(zi)主體多(duo)元化,創造良(liang)好的(de)能源(yuan)(yuan)(yuan)產(chan)業發(fa)展環境。積(ji)極(ji)引導創業資(zi)本進(jin)(jin)入(ru)能源(yuan)(yuan)(yuan)領(ling)域(yu),作為(wei)能源(yuan)(yuan)(yuan)企業融資(zi)的(de)有效途徑(jing)。落實(shi)(shi)國家相(xiang)關(guan)財(cai)政(zheng)(zheng)、稅收等(deng)政(zheng)(zheng)策(ce),推(tui)進(jin)(jin)實(shi)(shi)施(shi)油頁巖資(zi)源(yuan)(yuan)(yuan)稅減免。發(fa)揮(hui)各級財(cai)政(zheng)(zheng)資(zi)金引導作用,綜合運用財(cai)政(zheng)(zheng)補助、財(cai)政(zheng)(zheng)貼息,推(tui)動(dong)能源(yuan)(yuan)(yuan)安(an)全保障(zhang)、能源(yuan)(yuan)(yuan)轉型(xing)等(deng)重(zhong)點任務實(shi)(shi)施(shi)。加強相(xiang)關(guan)政(zheng)(zheng)策(ce)的(de)統(tong)籌協(xie)調,形成推(tui)動(dong)能源(yuan)(yuan)(yuan)規劃實(shi)(shi)施(shi)的(de)合力。

(四)加強監督管(guan)理。

深化(hua)“放管(guan)(guan)服”改革(ge),加強和規(gui)范事(shi)中事(shi)后監(jian)管(guan)(guan),健全(quan)(quan)依(yi)法依(yi)規(gui)、全(quan)(quan)面覆蓋、透明高(gao)效(xiao)、執紀嚴格(ge)的現代能(neng)(neng)源監(jian)管(guan)(guan)體系(xi)(xi),保(bao)(bao)障能(neng)(neng)源規(gui)劃有(you)效(xiao)實(shi)施。加強能(neng)(neng)源安(an)全(quan)(quan)監(jian)管(guan)(guan),健全(quan)(quan)各類能(neng)(neng)源供(gong)應(ying)協調、基礎設(she)施保(bao)(bao)護(hu)、雙重(zhong)預(yu)防等機制,完善監(jian)控防護(hu)和應(ying)急體系(xi)(xi),提升系(xi)(xi)統運(yun)(yun)行風(feng)險應(ying)對能(neng)(neng)力(li),確保(bao)(bao)能(neng)(neng)源供(gong)應(ying)安(an)全(quan)(quan)。加強能(neng)(neng)源市場監(jian)管(guan)(guan),落實(shi)電力(li)、油氣等重(zhong)點領域(yu)市場準入(ru)、價格(ge)成本、接入(ru)服務(wu)等方面監(jian)管(guan)(guan)規(gui)定,維護(hu)公平、開放、公正的市場秩序。加強能(neng)(neng)源服務(wu)監(jian)管(guan)(guan),健全(quan)(quan)供(gong)電、供(gong)暖(nuan)、供(gong)氣服務(wu)監(jian)管(guan)(guan)機制,提高(gao)城鄉居(ju)民用能(neng)(neng)質(zhi)量。加強監(jian)管(guan)(guan)平臺建(jian)設(she),運(yun)(yun)用“互聯(lian)網+”、大數(shu)據、云(yun)計算等現代技(ji)術手段(duan),實(shi)現橫向(xiang)互聯(lian)、縱向(xiang)互通的全(quan)(quan)過程協同監(jian)管(guan)(guan),提高(gao)能(neng)(neng)源監(jian)管(guan)(guan)效(xiao)率(lv)。

(五)增強資金保(bao)障。

增加對(dui)專(zhuan)項(xiang)(xiang)債券資(zi)(zi)(zi)金(jin)(jin)(jin)、氣候投融(rong)資(zi)(zi)(zi)、中央預算資(zi)(zi)(zi)金(jin)(jin)(jin)的申請。加大(da)招(zhao)商引(yin)資(zi)(zi)(zi)力(li)度,進(jin)一步擴大(da)外(wai)來(lai)資(zi)(zi)(zi)金(jin)(jin)(jin)規(gui)模,積極引(yin)進(jin)戰略投資(zi)(zi)(zi)者(zhe)參(can)與規(gui)劃項(xiang)(xiang)目投資(zi)(zi)(zi)建(jian)設,充分引(yin)導社會(hui)資(zi)(zi)(zi)本進(jin)入能源產業發(fa)展。提升能源企業融(rong)資(zi)(zi)(zi)能力(li),統(tong)籌(chou)各類財政資(zi)(zi)(zi)金(jin)(jin)(jin),加大(da)對(dui)清潔(jie)能源發(fa)展、能源裝備研(yan)發(fa)制造、傳統(tong)能源升級改造等(deng)扶持(chi)力(li)度。強(qiang)化(hua)各類資(zi)(zi)(zi)金(jin)(jin)(jin)有序投入,鼓勵(li)和(he)引(yin)導金(jin)(jin)(jin)融(rong)機(ji)構開(kai)發(fa)專(zhuan)項(xiang)(xiang)金(jin)(jin)(jin)融(rong)產品,探索差異化(hua)的投融(rong)資(zi)(zi)(zi)模式(shi)(shi)、組(zu)織(zhi)形式(shi)(shi)、服務方(fang)式(shi)(shi)和(he)管理模式(shi)(shi),有效抑制高碳投資(zi)(zi)(zi)、創新激勵(li)約束機(ji)制和(he)資(zi)(zi)(zi)金(jin)(jin)(jin)安(an)排的聯動機(ji)制。
