前言

能(neng)源是(shi)(shi)經(jing)濟社會發展(zhan)的(de)(de)重要(yao)物質(zhi)基礎,也是(shi)(shi)碳排放的(de)(de)最主要(yao)來(lai)源。當前,全球(qiu)氣(qi)候變暖日趨嚴(yan)峻,能(neng)源資源約(yue)束日益加劇,節能(neng)已成為(wei)有效保障能(neng)源安全、源頭控(kong)制二(er)氧化碳排放和實(shi)現(xian)高質(zhi)量發展(zhan)的(de)(de)重要(yao)路徑。

寧波是華東地區重要(yao)的能(neng)源(yuan)和原材料產業(ye)基地,能(neng)源(yuan)消費需求巨大。同時(shi)寧波能(neng)源(yuan)資(zi)源(yuan)貧乏,石油、煤、天然氣等(deng)化石能(neng)源(yuan)均需要(yao)從市外(wai)輸入,做好節(jie)能(neng)工作對寧波具有十分重要(yao)意義。

“十四五”時期(qi)是寧波(bo)市開啟高水平(ping)全(quan)面建設社會主(zhu)義現代化新(xin)征程、奮(fen)力當(dang)好浙江(jiang)建設新(xin)時代全(quan)面展(zhan)示中(zhong)國特色社會主(zhu)義制度優越性重(zhong)要窗口的(de)(de)模范生、加(jia)快建設全(quan)球(qiu)先進(jin)制造業(ye)基地的(de)(de)關鍵期(qi),能源資源需求保持剛(gang)性增(zeng)(zeng)長(chang),必須(xu)以節(jie)能降碳(tan)為重(zhong)要抓手,加(jia)快轉變發展(zhan)方式、優化經(jing)濟結構、轉換增(zeng)(zeng)長(chang)動力,推動經(jing)濟社會發展(zhan)建立在(zai)資源高效利用和綠色低(di)碳(tan)發展(zhan)的(de)(de)基礎(chu)之上。

(一)工作成效

“十三五”期間,在市(shi)(shi)委、市(shi)(shi)政府的堅強領(ling)導下,全市(shi)(shi)上(shang)下深入學習貫徹(che)習近(jin)平新時代中國(guo)特色社會(hui)主義思想,把(ba)節(jie)能(neng)作為優化經濟結構(gou)、推(tui)動綠(lv)色循環低碳發展、加快生態(tai)文明建設(she)的重要(yao)抓手,狠抓各項節(jie)能(neng)措施(shi)落實,完成(cheng)了浙江省下達的目標任務,各項工作取得顯著成(cheng)效。

1、能源利用(yong)效率(lv)穩步提升(sheng)

“十三五”期間,我市單(dan)位GDP能(neng)耗(hao)(hao)(hao)(hao)累(lei)計下降(jiang)(jiang)率達到17.12%,2020年(nian)單(dan)位GDP能(neng)耗(hao)(hao)(hao)(hao)下降(jiang)(jiang)到0.402噸(dun)標(biao)(biao)煤(mei)/萬元(2015價),全市能(neng)源消費總量約為4702萬噸(dun)標(biao)(biao)準(zhun)煤(mei)。全省重(zhong)點監測(ce)的36項主要耗(hao)(hao)(hao)(hao)能(neng)產品中,煉(lian)油、火電(dian)(熱(re)電(dian))等(deng)單(dan)位能(neng)耗(hao)(hao)(hao)(hao)水平(ping)處于(yu)國內領先(xian)或先(xian)進(jin)水平(ping),鋼(gang)鐵(tie)、石化等(deng)傳(chuan)統(tong)高能(neng)耗(hao)(hao)(hao)(hao)行(xing)業能(neng)源利用效(xiao)率進(jin)一步(bu)提高,2020年(nian)噸(dun)鋼(gang)綜(zong)(zong)合(he)能(neng)耗(hao)(hao)(hao)(hao)降(jiang)(jiang)至(zhi)528.9千克標(biao)(biao)煤(mei)/噸(dun),下降(jiang)(jiang)4.9%;電(dian)廠火力發電(dian)綜(zong)(zong)合(he)能(neng)耗(hao)(hao)(hao)(hao)降(jiang)(jiang)至(zhi)284.1克標(biao)(biao)煤(mei)/千瓦(wa)時,下降(jiang)(jiang)0.8%;單(dan)位燒堿生產交(jiao)流電(dian)耗(hao)(hao)(hao)(hao)降(jiang)(jiang)至(zhi)2196.4千瓦(wa)時/噸(dun),下降(jiang)(jiang)3.5%;單(dan)位乙烯生產綜(zong)(zong)合(he)能(neng)耗(hao)(hao)(hao)(hao)降(jiang)(jiang)至(zhi)720.9千克標(biao)(biao)煤(mei)/噸(dun),下降(jiang)(jiang)1.2%。其中鎮海煉(lian)化、萬華氯堿分別成為國家乙烯、燒堿行(xing)業的能(neng)效(xiao)領跑(pao)者。

2、能(neng)源消(xiao)費結(jie)構加速優化

積極推(tui)進煤(mei)炭(tan)消(xiao)費總量控制和煤(mei)質管控工作,加快燃煤(mei)鍋(窯)爐淘汰、能效提(ti)(ti)升(sheng)(sheng)改造,提(ti)(ti)高可(ke)(ke)再(zai)生能源(yuan)(yuan)、天然氣清潔能源(yuan)(yuan)消(xiao)費比重。2020年,全(quan)市煤(mei)炭(tan)一次(ci)能源(yuan)(yuan)消(xiao)費占比下降(jiang)3.7個(ge)百分(fen)點,降(jiang)至35.0%;可(ke)(ke)再(zai)生能源(yuan)(yuan)消(xiao)費占比上升(sheng)(sheng)0.88個(ge)百分(fen)點,提(ti)(ti)升(sheng)(sheng)至1.9%;天然氣消(xiao)費占比上升(sheng)(sheng)1.17個(ge)百分(fen)點,提(ti)(ti)升(sheng)(sheng)至4.6%。2020年末,全(quan)市清潔能源(yuan)(yuan)裝(zhuang)機占比29.79%,比2015年提(ti)(ti)升(sheng)(sheng)10個(ge)百分(fen)點,其中(zhong)光伏裝(zhuang)機達(da)270.62萬(wan)千瓦,是2015年的26.4倍;垃圾發(fa)電裝(zhuang)機24.86萬(wan)千瓦,比2015年增長了1倍。

3、能源管理水(shui)平(ping)持續(xu)提(ti)升(sheng)

加強(qiang)能(neng)耗(hao)雙(shuang)控目(mu)標(biao)(biao)管(guan)(guan)理(li)。建立目(mu)標(biao)(biao)預警(jing)和應急響(xiang)應管(guan)(guan)理(li)機制(zhi),完(wan)善能(neng)耗(hao)雙(shuang)控目(mu)標(biao)(biao)考核(he)管(guan)(guan)理(li)辦(ban)法(fa)和獎懲辦(ban)法(fa),建立季(ji)度(du)(du)考核(he)通(tong)報制(zhi)度(du)(du),大力(li)開展(zhan)節(jie)(jie)能(neng)專項督查(cha)。強(qiang)化(hua)節(jie)(jie)能(neng)審查(cha)全(quan)(quan)過程(cheng)管(guan)(guan)理(li),嚴格落(luo)實(shi)節(jie)(jie)能(neng)評估審查(cha)制(zhi)度(du)(du),全(quan)(quan)過程(cheng)規范節(jie)(jie)能(neng)審查(cha)流程(cheng),對(dui)重(zhong)點項目(mu)實(shi)施節(jie)(jie)能(neng)審查(cha)事(shi)中事(shi)后監(jian)(jian)管(guan)(guan),對(dui)節(jie)(jie)能(neng)審查(cha)意見未有(you)(you)效落(luo)實(shi)、能(neng)耗(hao)等量置(zhi)換(huan)未按期(qi)(qi)完(wan)成的高(gao)耗(hao)能(neng)項目(mu),依法(fa)責令限期(qi)(qi)整改(gai)(gai),強(qiang)化(hua)能(neng)評制(zhi)度(du)(du)剛性(xing)約束和閉(bi)環管(guan)(guan)理(li)。推進區域能(neng)評改(gai)(gai)革(ge),加強(qiang)日常監(jian)(jian)管(guan)(guan),實(shi)現區域能(neng)耗(hao)雙(shuang)控、辦(ban)事(shi)效率“雙(shuang)提升”。深化(hua)用能(neng)權有(you)(you)償使用和交易改(gai)(gai)革(ge),出臺(tai)節(jie)(jie)能(neng)量確定(ding)和監(jian)(jian)測辦(ban)法(fa),編(bian)制(zhi)石化(hua)等行(xing)業(ye)用能(neng)確權規范,探索市場化(hua)用能(neng)新機制(zhi)。

4、節能重點(dian)工(gong)程全面推進(jin)

“十三五”期間,市(shi)級審核(he)確認(ren)重點節(jie)(jie)(jie)能(neng)(neng)改(gai)造(zao)(zao)(zao)和(he)合同(tong)能(neng)(neng)源(yuan)管(guan)理項目151個,總投(tou)資10.9億元,節(jie)(jie)(jie)能(neng)(neng)量56.9萬噸標(biao)準煤。開(kai)展熱電行(xing)業(ye)(ye)能(neng)(neng)效提(ti)升(sheng)(sheng)專項行(xing)動(dong),推進熱電企(qi)業(ye)(ye)加快實(shi)施抽凝改(gai)背壓節(jie)(jie)(jie)能(neng)(neng)改(gai)造(zao)(zao)(zao)和(he)次高(gao)溫次高(gao)壓機(ji)組改(gai)造(zao)(zao)(zao)工作(zuo)。對石化(hua)、造(zao)(zao)(zao)紙等重點行(xing)業(ye)(ye)創新開(kai)展系統節(jie)(jie)(jie)能(neng)(neng)診斷,深挖節(jie)(jie)(jie)能(neng)(neng)空間,形(xing)成系統優化(hua)項目計劃(hua)73個,實(shi)施后可實(shi)現節(jie)(jie)(jie)能(neng)(neng)量35.4萬噸標(biao)煤。開(kai)展重點用能(neng)(neng)設備效率提(ti)升(sheng)(sheng)工程,淘(tao)(tao)汰(tai)192家(jia)企(qi)業(ye)(ye)落后電機(ji)12057臺。開(kai)展“低散(san)亂污”整治提(ti)升(sheng)(sheng)專項行(xing)動(dong)、制(zhi)造(zao)(zao)(zao)業(ye)(ye)“兩小企(qi)業(ye)(ye)”和(he)工業(ye)(ye)區(qu)塊(行(xing)業(ye)(ye))治理提(ti)升(sheng)(sheng)工作(zuo),累計淘(tao)(tao)汰(tai)落后產(chan)能(neng)(neng)企(qi)業(ye)(ye)908家(jia),整治提(ti)升(sheng)(sheng)低散(san)亂企(qi)業(ye)(ye)(作(zuo)坊)7978家(jia)。

5、重點領域節能成效明顯

“十三五(wu)”期間,工業(ye)領(ling)(ling)域累(lei)計入(ru)選國(guo)(guo)(guo)家(jia)(jia)(jia)級(ji)綠(lv)(lv)色(se)工廠(chang)30家(jia)(jia)(jia)、綠(lv)(lv)色(se)產(chan)業(ye)鏈(lian)管理企(qi)業(ye)3家(jia)(jia)(jia)、綠(lv)(lv)色(se)工業(ye)園區(qu)3個(ge)、綠(lv)(lv)色(se)設(she)計產(chan)品達(da)到80個(ge)、國(guo)(guo)(guo)家(jia)(jia)(jia)綠(lv)(lv)色(se)系統集成項(xiang)目4個(ge),入(ru)選數量位居全國(guo)(guo)(guo)同(tong)類城市前列。建(jian)筑(zhu)(zhu)(zhu)領(ling)(ling)域新建(jian)建(jian)筑(zhu)(zhu)(zhu)綠(lv)(lv)色(se)建(jian)筑(zhu)(zhu)(zhu)比例達(da)到100%,新增可(ke)再(zai)生(sheng)能(neng)源建(jian)筑(zhu)(zhu)(zhu)應用(yong)面積2280萬平方(fang)米,新增節能(neng)示范建(jian)筑(zhu)(zhu)(zhu)項(xiang)目10項(xiang),既有(you)公共(gong)建(jian)筑(zhu)(zhu)(zhu)節能(neng)改造262萬平方(fang)米。交通領(ling)(ling)域超額完成“十三五(wu)”計劃目標,完成綠(lv)(lv)色(se)交通城市創(chuang)建(jian),港(gang)口生(sheng)產(chan)單(dan)(dan)位吞吐(tu)量綜(zong)合能(neng)耗降低3%以上(shang)。公共(gong)機構領(ling)(ling)域,創(chuang)建(jian)2家(jia)(jia)(jia)全國(guo)(guo)(guo)能(neng)效領(ling)(ling)跑者和10家(jia)(jia)(jia)國(guo)(guo)(guo)家(jia)(jia)(jia)級(ji)、28家(jia)(jia)(jia)省級(ji)、31家(jia)(jia)(jia)市級(ji)節約型公共(gong)機構示范單(dan)(dan)位,市行(xing)政中心信(xin)息化集中機房獲評國(guo)(guo)(guo)家(jia)(jia)(jia)綠(lv)(lv)色(se)數據中心。

編制《寧(ning)波市(shi)(shi)能(neng)(neng)(neng)源(yuan)》(白(bai)皮書(shu))、《寧(ning)波工業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)效》,出(chu)臺《寧(ning)波市(shi)(shi)固定資(zi)(zi)(zi)(zi)產投(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目節(jie)(jie)能(neng)(neng)(neng)審查辦(ban)(ban)法》《寧(ning)波市(shi)(shi)固定資(zi)(zi)(zi)(zi)產投(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目節(jie)(jie)能(neng)(neng)(neng)審查事中事后(hou)監(jian)(jian)管(guan)實(shi)施辦(ban)(ban)法》《寧(ning)波市(shi)(shi)“十(shi)三(san)五(wu)”節(jie)(jie)能(neng)(neng)(neng)減排綜合(he)工作(zuo)方(fang)案》《寧(ning)波市(shi)(shi)“十(shi)三(san)五(wu)”節(jie)(jie)能(neng)(neng)(neng)降(jiang)耗目標責(ze)任考核工作(zuo)實(shi)施方(fang)案》等,形成了較為完善的節(jie)(jie)能(neng)(neng)(neng)工作(zuo)政策體系。修(xiu)訂《寧(ning)波市(shi)(shi)節(jie)(jie)能(neng)(neng)(neng)專(zhuan)項(xiang)(xiang)(xiang)資(zi)(zi)(zi)(zi)金(jin)管(guan)理辦(ban)(ban)法》,加強節(jie)(jie)能(neng)(neng)(neng)領(ling)域財政資(zi)(zi)(zi)(zi)金(jin)支持力(li)度,累計投(tou)(tou)入市(shi)(shi)級(ji)節(jie)(jie)能(neng)(neng)(neng)專(zhuan)項(xiang)(xiang)(xiang)資(zi)(zi)(zi)(zi)金(jin)1.78億(yi)元。按照“雙隨機”工作(zuo)要求,加大能(neng)(neng)(neng)源(yuan)監(jian)(jian)察工作(zuo)力(li)度,提高執法規(gui)范(fan)化(hua)水平。對熱(re)電等重點(dian)行業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)開(kai)展能(neng)(neng)(neng)效對標專(zhuan)項(xiang)(xiang)(xiang)監(jian)(jian)察,開(kai)展能(neng)(neng)(neng)源(yuan)監(jian)(jian)察回(hui)頭看,跟蹤企業(ye)(ye)(ye)(ye)違法違規(gui)用(yong)(yong)能(neng)(neng)(neng)問(wen)題整改(gai)落實(shi)情(qing)況。“十(shi)三(san)五(wu)”期(qi)間,完成486家重點(dian)用(yong)(yong)能(neng)(neng)(neng)企業(ye)(ye)(ye)(ye)現場監(jian)(jian)察,對100家固定資(zi)(zi)(zi)(zi)產投(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目開(kai)展節(jie)(jie)能(neng)(neng)(neng)審查事中事后(hou)監(jian)(jian)管(guan)。

7、循(xun)環(huan)經濟發展縱(zong)深推進(jin)

“十三五”期間,全市圍繞節能降(jiang)碳、節水(shui)與(yu)中水(shui)回用(yong)、清(qing)(qing)潔生產(chan)、資(zi)源綜(zong)合利用(yong)、機電設備(bei)回收利用(yong)與(yu)再制造(zao)、循(xun)環產(chan)業(ye)鏈(lian)等六大(da)領域,全面(mian)實施工(gong)業(ye)循(xun)環經(jing)濟(ji)“611”工(gong)程。工(gong)業(ye)循(xun)環經(jing)濟(ji)重(zhong)點(dian)(dian)建設項目20個,100家工(gong)業(ye)循(xun)環經(jing)濟(ji)示(shi)范(fan)企業(ye),其中17家企業(ye)被(bei)列(lie)入(ru)省級示(shi)范(fan)企業(ye),清(qing)(qing)潔生產(chan)審核(he)項目1100個以(yi)上。重(zhong)點(dian)(dian)培(pei)育和發展10個工(gong)業(ye)循(xun)環經(jing)濟(ji)示(shi)范(fan)區,其中有5個園(yuan)區被(bei)列(lie)入(ru)省循(xun)環經(jing)濟(ji)示(shi)范(fan)園(yuan)區。寧波經(jing)濟(ji)技(ji)術開(kai)發區、寧波石化(hua)經(jing)濟(ji)技(ji)術開(kai)發區通過國家園(yuan)區循(xun)環化(hua)改(gai)造(zao)示(shi)范(fan)試點(dian)(dian)終(zhong)期驗收,基本形成上下游一體化(hua)的循(xun)環經(jing)濟(ji)產(chan)業(ye)鏈(lian)。

堅持把節約能(neng)源(yuan)資(zi)源(yuan)放在首(shou)位(wei),實現全面節約戰略,降低(di)單位(wei)產出(chu)能(neng)源(yuan)資(zi)源(yuan)消耗和(he)碳(tan)排(pai)放,倡(chang)導(dao)節約、綠色(se)、低(di)碳(tan)生活方式,從源(yuan)頭有效控制碳(tan)排(pai)放。倡(chang)導(dao)終端消費優(you)先利用清(qing)(qing)潔(jie)能(neng)源(yuan),大力(li)提高電力(li)、天然氣(qi)、太(tai)陽能(neng)等清(qing)(qing)潔(jie)能(neng)源(yuan)在用戶端使用的比例。鼓勵加快綠色(se)低(di)碳(tan)科技創(chuang)新(xin)和(he)推廣應用,全面提高綜合能(neng)效和(he)低(di)碳(tan)化水平。

三、主要任務

將節能貫穿于經(jing)濟(ji)社會發(fa)展各領域和全(quan)(quan)過程(cheng),推進能源(yuan)資源(yuan)全(quan)(quan)面(mian)節約、集(ji)約、循(xun)環利用,增強全(quan)(quan)民節約意(yi)識,倡導簡約適度、綠色低碳(tan)的生產、生活方(fang)式,促進經(jing)濟(ji)社會全(quan)(quan)面(mian)綠色轉(zhuan)型。

(一)構(gou)建(jian)清潔(jie)低碳安全高效能源體系

嚴格(ge)控制地方煤(mei)炭(tan)消費總量,實(shi)現煤(mei)炭(tan)的清潔高效(xiao)利用。擴大天然氣應用規(gui)模,大力發展(zhan)光伏、風(feng)電、生(sheng)物質等(deng)清潔能(neng)(neng)源。實(shi)施電代(dai)(dai)油、電代(dai)(dai)煤(mei)等(deng)終(zhong)端電能(neng)(neng)替代(dai)(dai),推進終(zhong)端用戶電能(neng)(neng)替代(dai)(dai)。積極探索開展(zhan)工業園區、未來社區綜合能(neng)(neng)源服務,加快構(gou)建清潔低碳安全高效(xiao)能(neng)(neng)源體系。

1、實(shi)施煤炭(tan)清潔高效利(li)用(yong)

堅持先立后破,嚴格合理控(kong)制煤炭(tan)消費增長,抓(zhua)好煤炭(tan)清(qing)潔(jie)高(gao)效利(li)用(yong)。推(tui)(tui)進(jin)存(cun)量煤電(dian)機組節煤降(jiang)耗改(gai)(gai)造(zao)、供熱(re)(re)改(gai)(gai)造(zao)、靈活性改(gai)(gai)造(zao)“三(san)改(gai)(gai)聯(lian)動”。嚴格控(kong)制新(xin)增地(di)方耗煤項(xiang)目,新(xin)建、改(gai)(gai)擴建項(xiang)目實施(shi)煤炭(tan)減量替(ti)(ti)代,禁止建設企(qi)業(ye)自備燃煤設施(shi)。穩妥有序推(tui)(tui)進(jin)非電(dian)用(yong)煤減量,實施(shi)清(qing)潔(jie)電(dian)力(li)和天然氣(qi)替(ti)(ti)代。推(tui)(tui)廣大型燃煤電(dian)廠熱(re)(re)電(dian)聯(lian)產改(gai)(gai)造(zao),充分挖掘工業(ye)余熱(re)(re)和垃圾焚燒供熱(re)(re)潛力(li),推(tui)(tui)動淘汰(tai)供熱(re)(re)管(guan)網覆蓋范(fan)圍內的燃煤鍋(guo)爐。

2、擴大天然氣應用規模(mo)

積(ji)極(ji)布(bu)局建設城鄉天(tian)(tian)然(ran)氣(qi)管(guan)網(wang),不斷提高(gao)管(guan)網(wang)覆(fu)蓋率,大力培(pei)育用(yong)戶市場。有(you)(you)序發(fa)展(zhan)天(tian)(tian)然(ran)氣(qi)調峰電(dian)站;在(zai)有(you)(you)穩定熱、電(dian)負荷(he)的(de)產(chan)業(ye)園(yuan)區(qu)等適(shi)度發(fa)展(zhan)天(tian)(tian)然(ran)氣(qi)熱電(dian)聯(lian)產(chan)項目;在(zai)有(you)(you)冷、熱、電(dian)需求的(de)物流倉儲園(yuan)區(qu)、旅(lv)游服務區(qu)、商(shang)業(ye)中(zhong)心、交通樞紐、醫(yi)院(yuan)、學校等能(neng)(neng)源負荷(he)中(zhong)心,有(you)(you)序發(fa)展(zhan)天(tian)(tian)然(ran)氣(qi)分布(bu)式能(neng)(neng)源項目。在(zai)能(neng)(neng)耗(hao)較高(gao)的(de)有(you)(you)色、紡織等行業(ye),鼓勵(li)采用(yong)天(tian)(tian)然(ran)氣(qi)滿足新增用(yong)能(neng)(neng)需求。積(ji)極(ji)推(tui)廣富氧燃(ran)燒、蓄熱式燃(ran)燒等天(tian)(tian)然(ran)氣(qi)高(gao)效利用(yong)技術。

3、大(da)力發展(zhan)可再生能源

深(shen)化“光伏+”建筑、園區、交通、戶用(yong)、旅游、機關公(gong)共事業等(deng)專項(xiang)行動。引導企業加大可再生能源(yuan)使用(yong)比(bi)例,支持具(ju)備(bei)條(tiao)件的企業開(kai)展“光伏+儲能”等(deng)自備(bei)電(dian)(dian)廠、自備(bei)電(dian)(dian)源(yuan)建設。加強(qiang)海(hai)(hai)(hai)上(shang)(shang)(shang)風電(dian)(dian)項(xiang)目的謀(mou)劃(hua)論證和(he)建設實施工作,按(an)照“海(hai)(hai)(hai)上(shang)(shang)(shang)風電(dian)(dian)+海(hai)(hai)(hai)上(shang)(shang)(shang)牧場+陸上(shang)(shang)(shang)基地”模式,重點推進象山1#海(hai)(hai)(hai)上(shang)(shang)(shang)風電(dian)(dian)一期(qi)、二(er)期(qi)項(xiang)目、涂茨海(hai)(hai)(hai)上(shang)(shang)(shang)風電(dian)(dian)等(deng)項(xiang)目,積極謀(mou)劃(hua)推進深(shen)遠海(hai)(hai)(hai)海(hai)(hai)(hai)上(shang)(shang)(shang)發電(dian)(dian)項(xiang)目。鼓(gu)勵氫能、生物燃(ran)(ran)料(liao)、垃圾衍生燃(ran)(ran)料(liao)等(deng)替代能源(yuan)在高耗(hao)能行業的應用(yong)。到2025年,全(quan)市可再生能源(yuan)裝機容量(liang)達到680萬千瓦以上(shang)(shang)(shang)。

4、推進終端用戶電能替代

綜(zong)合考慮電(dian)(dian)力供需形勢,拓寬電(dian)(dian)能替代領(ling)域,在鑄造、玻璃、陶瓷等重點(dian)行業推廣電(dian)(dian)鍋(guo)爐、電(dian)(dian)窯爐、電(dian)(dian)加熱(re)等技術,開展高溫熱(re)泵(beng)、大功率電(dian)(dian)熱(re)儲能鍋(guo)爐等電(dian)(dian)能替代,重點(dian)對工業生產過程1000℃以(yi)下(xia)中低溫熱(re)源進行電(dian)(dian)氣(qi)化改造。持續(xu)提升工業終端用(yong)能電(dian)(dian)氣(qi)化水平,提高電(dian)(dian)力資源利(li)(li)用(yong)效率和有序(xu)利(li)(li)用(yong)水平。

5、探索開展綜合能源服(fu)務(wu)

依托熱電(dian)聯產企業在工業園(yuan)區開(kai)展(zhan)一體化(hua)電(dian)冷(leng)熱氣(qi)供應、多(duo)能協同供應、綜(zong)(zong)合(he)梯級利用,以(yi)及低(di)品(pin)位余熱利用等(deng)(deng)綜(zong)(zong)合(he)能源(yuan)服務。引(yin)導企業、園(yuan)區加快分布(bu)式光伏(fu)、分散(san)式風電(dian)、多(duo)元儲能、高(gao)效熱泵、智(zhi)慧能源(yuan)管控等(deng)(deng)一體化(hua)系(xi)統開(kai)發運行,推(tui)進多(duo)能高(gao)效互補(bu)利用,就近消(xiao)納大規(gui)模(mo)高(gao)比例(li)可再生能源(yuan)。依托未來(lai)社(she)區低(di)碳場景落地(di)城(cheng)鄉社(she)區綜(zong)(zong)合(he)能源(yuan)服務,推(tui)廣近零能耗建(jian)筑、建(jian)設集中供熱(冷(leng))和(he)微(wei)電(dian)網系(xi)統。

到(dao) 2025年,節(jie)(jie)(jie)能提效工(gong)藝(yi)技術裝備廣泛應用(yong),工(gong)業(ye)節(jie)(jie)(jie)能從局(ju)部(bu)單體節(jie)(jie)(jie)能向全(quan)流程系(xi)統節(jie)(jie)(jie)能轉變,重點工(gong)業(ye)行(xing)(xing)業(ye)能效全(quan)面提升,鋼鐵、石化化工(gong)、有色金屬、電(dian)力等行(xing)(xing)業(ye)重點產品能效達到(dao)國際先進水(shui)平,綠色低(di)碳(tan)能源利用(yong)比(bi)例顯著提高,綠色制造體系(xi)基本建成,規模以(yi)上工(gong)業(ye)單位增加值能耗比(bi)2020年下降16%,制造業(ye)高效低(di)碳(tan)產業(ye)增加值占比(bi)達到(dao)55%以(yi)上。

以(yi)紡織業(ye)(ye)(ye)(ye)(ye)(ye)、非金屬礦物制(zhi)品業(ye)(ye)(ye)(ye)(ye)(ye)、金屬冶煉和(he)壓延(yan)加(jia)工業(ye)(ye)(ye)(ye)(ye)(ye)、化(hua)學原料(liao)及化(hua)學制(zhi)品制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)(ye)、石油加(jia)工煉焦和(he)核燃料(liao)加(jia)工業(ye)(ye)(ye)(ye)(ye)(ye)、造(zao)(zao)紙和(he)紙制(zhi)品業(ye)(ye)(ye)(ye)(ye)(ye)、化(hua)學纖(xian)維(wei)制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)(ye)、電力(li)熱力(li)的生(sheng)產(chan)和(he)供應業(ye)(ye)(ye)(ye)(ye)(ye)、數據(ju)中心等行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)為(wei)重(zhong)點(dian),建立擬建、在建、存(cun)量(liang)(liang)“兩高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)清(qing)單,實行(xing)分(fen)類處置、動(dong)態監控。已建“兩高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)接入(ru)(ru)重(zhong)點(dian)用(yong)能單位在線監測系統、納入(ru)(ru)用(yong)能預算管理。嚴(yan)把高(gao)耗能高(gao)排放(fang)低水平(ping)項(xiang)(xiang)目(mu)(mu)(mu)節能審(shen)查(cha)(cha)準(zhun)入(ru)(ru)關,對標(biao)(biao)國內領先、國際(ji)先進水平(ping)提(ti)高(gao)準(zhun)入(ru)(ru)標(biao)(biao)準(zhun),強化(hua)新建項(xiang)(xiang)目(mu)(mu)(mu)對能耗雙(shuang)控影響評估和(he)用(yong)能指標(biao)(biao)來(lai)源審(shen)查(cha)(cha),嚴(yan)格項(xiang)(xiang)目(mu)(mu)(mu)審(shen)批、備案和(he)核準(zhun),對不符合產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)規劃、產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)政策、產(chan)能置換、煤炭(tan)消費減量(liang)(liang)替代和(he)能耗平(ping)衡等要(yao)求的項(xiang)(xiang)目(mu)(mu)(mu)堅決停批。提(ti)高(gao)工業(ye)(ye)(ye)(ye)(ye)(ye)項(xiang)(xiang)目(mu)(mu)(mu)準(zhun)入(ru)(ru)性(xing)標(biao)(biao)準(zhun),將“十四五”單位工業(ye)(ye)(ye)(ye)(ye)(ye)增加(jia)值能效控制(zhi)標(biao)(biao)準(zhun)降至0.52噸標(biao)(biao)準(zhun)煤/萬(wan)元,對超過標(biao)(biao)準(zhun)的新上工業(ye)(ye)(ye)(ye)(ye)(ye)項(xiang)(xiang)目(mu)(mu)(mu),嚴(yan)格落實能耗減量(liang)(liang)(等量(liang)(liang))替代、用(yong)能權交易等政策。

2、推進既(ji)有建筑節能(neng)改造和運行管理

健全(quan)既(ji)(ji)(ji)有建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)改造標(biao)準體系(xi),分類制(zhi)(zhi)(zhi)定公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)用(yong)(yong)(yong)能(neng)(neng)(neng)限(xian)額(e),探索實施基于用(yong)(yong)(yong)電限(xian)額(e)指標(biao)的(de)(de)公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)用(yong)(yong)(yong)能(neng)(neng)(neng)管理(li)制(zhi)(zhi)(zhi)度。對超過(guo)能(neng)(neng)(neng)耗限(xian)額(e)的(de)(de)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)進行(xing)改造,推廣應用(yong)(yong)(yong)中(zhong)央空調智控、綠(lv)色家居、新(xin)型保(bao)溫材料、反射涂料、高(gao)效節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)門窗和(he)玻璃、綠(lv)色照明等(deng)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)低碳新(xin)技術與新(xin)產品,市(shi)和(he)區(縣(xian)、市(shi))公共機構建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)以及國有企(qi)業所有的(de)(de)房屋(wu)(wu)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)改建(jian)(jian)(jian)(jian)(jian)、擴建(jian)(jian)(jian)(jian)(jian)應當在立項前將節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)改造(含建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋(wu)(wu)頂分布式太陽(yang)能(neng)(neng)(neng)光伏系(xi)統)納入(ru)到工程建(jian)(jian)(jian)(jian)(jian)設內容,確(que)保(bao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)率不得低于 10%。結合老舊小區改造、未(wei)來社區創建(jian)(jian)(jian)(jian)(jian),積極穩(wen)妥推進居住建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)改造。加強空調、照明、電梯等(deng)重(zhong)點用(yong)(yong)(yong)能(neng)(neng)(neng)設備運行(xing)調適,提升(sheng)設備能(neng)(neng)(neng)效。全(quan)面落實既(ji)(ji)(ji)有建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)耗定(限(xian))額(e)和(he)審(shen)計(ji)、統計(ji)制(zhi)(zhi)(zhi)度,制(zhi)(zhi)(zhi)定出臺(tai)《寧波市(shi)公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)源審(shen)計(ji)管理(li)暫行(xing)辦法》,全(quan)面開展重(zhong)點公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)源審(shen)計(ji)工作、節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)監察(cha),建(jian)(jian)(jian)(jian)(jian)立常態(tai)化公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)閉環監管機制(zhi)(zhi)(zhi)。到2025年,完(wan)成(cheng)既(ji)(ji)(ji)有公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)改造312萬平(ping)方米,完(wan)成(cheng)既(ji)(ji)(ji)有居住建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)改造40萬平(ping)方米,建(jian)(jian)(jian)(jian)(jian)成(cheng)一批(pi)既(ji)(ji)(ji)有建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)效提升(sheng)示范項目。

3、加(jia)強可再生(sheng)能源建筑(zhu)應用

優先推(tui)進(jin)新建(jian)(jian)項目太陽(yang)能(neng)(neng)光伏(fu)(fu)應(ying)(ying)用(yong)(yong),不斷提升(sheng)新建(jian)(jian)建(jian)(jian)筑的(de)可(ke)再生能(neng)(neng)源(yuan)應(ying)(ying)用(yong)(yong)量(liang)。根據建(jian)(jian)筑特點大(da)力推(tui)廣應(ying)(ying)用(yong)(yong)光伏(fu)(fu)、光熱、空氣源(yuan)熱泵熱水等多種可(ke)再生能(neng)(neng)源(yuan),推(tui)進(jin)天然工(gong)質制冷劑(ji)中央(yang)空調技術的(de)示(shi)范應(ying)(ying)用(yong)(yong),“十四五”期間城鎮新建(jian)(jian)建(jian)(jian)筑可(ke)再生能(neng)(neng)源(yuan)應(ying)(ying)用(yong)(yong)核算(suan)替代率達到(dao)8%。穩步(bu)推(tui)進(jin)既有(you)建(jian)(jian)筑屋頂分布式光伏(fu)(fu)應(ying)(ying)用(yong)(yong),到(dao)2025年,新建(jian)(jian)公(gong)共(gong)機構建(jian)(jian)筑、新建(jian)(jian)工(gong)業(ye)廠房屋頂光伏(fu)(fu)覆蓋率力爭達到(dao)50%,累計新增建(jian)(jian)筑太陽(yang)能(neng)(neng)光伏(fu)(fu)裝(zhuang)機容量(liang)達到(dao)40萬千瓦。

(四)聚焦(jiao)綠色低(di)碳運輸轉型提升交通領域能效

1、建設綠色低碳交通(tong)基礎設施

加(jia)快(kuai)美麗公(gong)(gong)(gong)路(lu)(lu)、城鄉綠(lv)道網(wang)(wang)建(jian)(jian)(jian)(jian)設(she),新(xin)建(jian)(jian)(jian)(jian)高(gao)(gao)速(su)公(gong)(gong)(gong)路(lu)(lu)、普通國省干線全面落實綠(lv)色(se)公(gong)(gong)(gong)路(lu)(lu)建(jian)(jian)(jian)(jian)設(she)要求(qiu),鼓勵(li)積極應用工(gong)業化產(chan)品,引(yin)導有條件的農村(cun)公(gong)(gong)(gong)路(lu)(lu)參(can)照(zhao)綠(lv)色(se)公(gong)(gong)(gong)路(lu)(lu)要求(qiu)協同推進(jin)“四好農村(cun)路(lu)(lu)”建(jian)(jian)(jian)(jian)設(she)。因地制宜推進(jin)公(gong)(gong)(gong)路(lu)(lu)沿線、服(fu)務區(qu)(qu)等適宜區(qu)(qu)域合理布局光伏發電設(she)施(shi)。鼓勵(li)老舊服(fu)務區(qu)(qu)、客運樞紐、物(wu)流園區(qu)(qu)開展節能(neng)(neng)環保(bao)升級(ji)改造,新(xin)建(jian)(jian)(jian)(jian)項目推行節能(neng)(neng)建(jian)(jian)(jian)(jian)筑設(she)計和(he)建(jian)(jian)(jian)(jian)設(she)。到2025年,全市低碳(tan)高(gao)(gao)速(su)公(gong)(gong)(gong)路(lu)(lu)服(fu)務區(qu)(qu)占比達到30%。大力推進(jin)“互聯網(wang)(wang)+智能(neng)(neng)汽車+充電設(she)施(shi)”建(jian)(jian)(jian)(jian)設(she),加(jia)快(kuai)形成適度超前、快(kuai)充為主(zhu)、慢充為輔的公(gong)(gong)(gong)共(gong)充電網(wang)(wang)絡。加(jia)快(kuai)公(gong)(gong)(gong)共(gong)停車場一體化建(jian)(jian)(jian)(jian)設(she)充電設(she)施(shi),支持企(qi)事業單(dan)位、居(ju)民區(qu)(qu)按(an)需(xu)配(pei)建(jian)(jian)(jian)(jian)以交(jiao)流慢充為主(zhu)的自用充電設(she)施(shi),推動(dong)鄉鎮、農村(cun)充電設(she)施(shi)建(jian)(jian)(jian)(jian)設(she)。推動(dong)與加(jia)油站(zhan)、加(jia)氣(qi)(qi)站(zhan)等合建(jian)(jian)(jian)(jian)新(xin)能(neng)(neng)源(yuan)汽車充(換)電設(she)施(shi),因地制宜改造提升現有加(jia)油(氣(qi)(qi))站(zhan)為綜合供能(neng)(neng)服(fu)務站(zhan)。

2、發(fa)展集約(yue)高效運(yun)輸組(zu)織方式(shi)

落實海(hai)(hai)鐵(tie)(tie)聯運(yun)(yun)(yun)(yun)扶持政策,加(jia)快(kuai)海(hai)(hai)鐵(tie)(tie)聯運(yun)(yun)(yun)(yun)信息(xi)平臺(tai)對接,強化(hua)腹地拓展,促進(jin)(jin)海(hai)(hai)鐵(tie)(tie)聯運(yun)(yun)(yun)(yun)提質擴量。以“雙(shuang)層(ceng)集(ji)(ji)裝箱(xiang)(xiang)(xiang)(xiang)海(hai)(hai)鐵(tie)(tie)聯運(yun)(yun)(yun)(yun)創新”交(jiao)通強國部(bu)級試點(dian)和“全國海(hai)(hai)鐵(tie)(tie)聯運(yun)(yun)(yun)(yun)示范工(gong)程(cheng)”省級試點(dian)為(wei)契機,推(tui)動甬金(jin)鐵(tie)(tie)路(lu)按滿足‘雙(shuang)層(ceng)高(gao)箱(xiang)(xiang)(xiang)(xiang)’標準(zhun)加(jia)快(kuai)建(jian)設,創新全程(cheng)物流作(zuo)業(ye)模(mo)(mo)式,探(tan)索海(hai)(hai)鐵(tie)(tie)聯運(yun)(yun)(yun)(yun)的新技術、新標準(zhun)、新模(mo)(mo)式。到(dao)2025年(nian)集(ji)(ji)裝箱(xiang)(xiang)(xiang)(xiang)海(hai)(hai)鐵(tie)(tie)聯運(yun)(yun)(yun)(yun)量達(da)到(dao)170萬標箱(xiang)(xiang)(xiang)(xiang)。深化(hua)與杭州、湖州、紹興、嘉興等港口(kou)和物流園區(qu)合作(zuo),積極推(tui)進(jin)(jin)干散貨(huo)、集(ji)(ji)裝箱(xiang)(xiang)(xiang)(xiang)江海(hai)(hai)直達(da)運(yun)(yun)(yun)(yun)輸,提高(gao)水水中轉(zhuan)貨(huo)運(yun)(yun)(yun)(yun)量,到(dao)2025年(nian),寧波港域江海(hai)(hai)聯運(yun)(yun)(yun)(yun)量分別達(da)到(dao)90萬標箱(xiang)(xiang)(xiang)(xiang)。建(jian)設完善杭甬運(yun)(yun)(yun)(yun)河(he)內河(he)航道等水運(yun)(yun)(yun)(yun)基(ji)礎設施,加(jia)快(kuai)推(tui)進(jin)(jin)港口(kou)集(ji)(ji)疏運(yun)(yun)(yun)(yun)鐵(tie)(tie)路(lu)、物流園區(qu)及大(da)型工(gong)礦企業(ye)鐵(tie)(tie)路(lu)專用線建(jian)設,謀劃(hua)梅山港區(qu)鐵(tie)(tie)路(lu)支(zhi)(zhi)線、北(bei)侖鐵(tie)(tie)路(lu)支(zhi)(zhi)線復線改造等,推(tui)動大(da)宗(zong)貨(huo)物及中長距離貨(huo)物運(yun)(yun)(yun)(yun)輸“公轉(zhuan)鐵(tie)(tie)”“公轉(zhuan)水”。

3、推廣應(ying)用新能(neng)源(yuan)和清潔能(neng)源(yuan)運(yun)輸裝備

實施新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)推(tui)廣計劃(hua),加(jia)快推(tui)進城市公共交通(tong)、公務車(che)(che)(che)(che)、郵(you)政快遞、環衛清掃、工程專(zhuan)用車(che)(che)(che)(che)等(deng)領域新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)推(tui)廣應用,到2025年(nian),新(xin)增或(huo)更新(xin)的公共交通(tong)、公務車(che)(che)(che)(che)、物(wu)流(liu)配送等(deng)車(che)(che)(che)(che)輛中新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)比例不低于80%。鼓勵開(kai)展氫(qing)燃料(liao)電池(chi)汽(qi)車(che)(che)(che)(che)試點應用。推(tui)進新(xin)一(yi)輪老(lao)(lao)舊柴(chai)油(you)貨車(che)(che)(che)(che)更新(xin)淘(tao)(tao)(tao)汰(tai)。加(jia)快完成國(guo)(guo)三及以(yi)(yi)(yi)(yi)下(xia)排放(fang)標準柴(chai)油(you)貨車(che)(che)(che)(che)淘(tao)(tao)(tao)汰(tai),逐步推(tui)進國(guo)(guo)四及以(yi)(yi)(yi)(yi)下(xia)排放(fang)標準柴(chai)油(you)貨車(che)(che)(che)(che)淘(tao)(tao)(tao)汰(tai)。到2025年(nian),淘(tao)(tao)(tao)汰(tai)60%的國(guo)(guo)四及以(yi)(yi)(yi)(yi)下(xia)營(ying)運柴(chai)油(you)貨車(che)(che)(che)(che);嚴格(ge)實施道路運輸車(che)(che)(che)(che)輛燃料(liao)消耗量限(xian)值準入制度(du),加(jia)速(su)推(tui)廣營(ying)運貨車(che)(che)(che)(che)國(guo)(guo)六及以(yi)(yi)(yi)(yi)上(shang)(shang)排放(fang)標準。到2025年(nian)營(ying)運貨車(che)(che)(che)(che)國(guo)(guo)六及以(yi)(yi)(yi)(yi)上(shang)(shang)排放(fang)標準占比達到25%以(yi)(yi)(yi)(yi)上(shang)(shang)。進一(yi)步淘(tao)(tao)(tao)汰(tai)更新(xin)或(huo)改(gai)造老(lao)(lao)舊運輸船(chuan)舶(bo),嚴格(ge)實施船(chuan)舶(bo)報廢(fei)制度(du),依(yi)法強制報廢(fei)超過使用年(nian)限(xian)的船(chuan)舶(bo),鼓勵老(lao)(lao)舊營(ying)運客貨船(chuan)淘(tao)(tao)(tao)汰(tai)更新(xin),引(yin)導(dao)高耗能(neng)船(chuan)舶(bo)進行節能(neng)技術改(gai)造升級。

(四)余能高效綜合利用工程

指導(dao)鎮海(hai)煉化(hua)、中金(jin)石化(hua)、大榭石化(hua)、等(deng)重點(dian)企業按照《工(gong)業余(yu)能(neng)(neng)資(zi)(zi)源(yuan)(yuan)(yuan)評(ping)價(jia)方法》(GB/T1028-2018)開(kai)展(zhan)余(yu)能(neng)(neng)資(zi)(zi)源(yuan)(yuan)(yuan)評(ping)價(jia),采用(yong)(yong)(yong)熱(re)(re)(re)(re)(re)(re)泵(beng)(beng)、熱(re)(re)(re)(re)(re)(re)夾點(dian)、熱(re)(re)(re)(re)(re)(re)聯合(he)等(deng)技術優化(hua)企業內部(bu)能(neng)(neng)供需(xu)匹配,制訂企業余(yu)能(neng)(neng)資(zi)(zi)源(yuan)(yuan)(yuan)高效利(li)(li)(li)(li)(li)用(yong)(yong)(yong)改(gai)造工(gong)作方案(an)。重點(dian)推廣乏汽、熱(re)(re)(re)(re)(re)(re)水的高效回(hui)(hui)收(shou)和(he)提質回(hui)(hui)收(shou)技術、自回(hui)(hui)熱(re)(re)(re)(re)(re)(re)精餾、工(gong)藝(yi)預熱(re)(re)(re)(re)(re)(re)、溴化(hua)鋰制冷(leng)、熱(re)(re)(re)(re)(re)(re)泵(beng)(beng)回(hui)(hui)收(shou)、低(di)溫膨脹螺桿機發電(dian)、有機朗肯循環發電(dian)、低(di)品(pin)位余(yu)熱(re)(re)(re)(re)(re)(re)供熱(re)(re)(re)(re)(re)(re)、智(zhi)慧熱(re)(re)(re)(re)(re)(re)島等(deng)余(yu)熱(re)(re)(re)(re)(re)(re)利(li)(li)(li)(li)(li)用(yong)(yong)(yong)技術,建成一(yi)批余(yu)熱(re)(re)(re)(re)(re)(re)綜合(he)利(li)(li)(li)(li)(li)用(yong)(yong)(yong)示(shi)范(fan)項(xiang)目。開(kai)展(zhan)鎮海(hai)、北侖、大榭等(deng)重點(dian)區(qu)域余(yu)能(neng)(neng)資(zi)(zi)源(yuan)(yuan)(yuan)調查,編制熱(re)(re)(re)(re)(re)(re)源(yuan)(yuan)(yuan)、熱(re)(re)(re)(re)(re)(re)阱清單,建立全市(shi)可利(li)(li)(li)(li)(li)用(yong)(yong)(yong)余(yu)熱(re)(re)(re)(re)(re)(re)余(yu)壓等(deng)余(yu)能(neng)(neng)資(zi)(zi)源(yuan)(yuan)(yuan)位置及質量(liang)分布(bu)圖,促進企業間余(yu)能(neng)(neng)回(hui)(hui)收(shou)利(li)(li)(li)(li)(li)用(yong)(yong)(yong)和(he)能(neng)(neng)量(liang)梯(ti)級利(li)(li)(li)(li)(li)用(yong)(yong)(yong)。鼓勵、支持工(gong)業余(yu)熱(re)(re)(re)(re)(re)(re)作為區(qu)域供熱(re)(re)(re)(re)(re)(re)系統(tong)的重要補充熱(re)(re)(re)(re)(re)(re)源(yuan)(yuan)(yuan),納入區(qu)域集中供熱(re)(re)(re)(re)(re)(re)統(tong)一(yi)管理(li)。實(shi)施LNG冷(leng)能(neng)(neng)綜合(he)利(li)(li)(li)(li)(li)用(yong)(yong)(yong),通過(guo)建設冷(leng)能(neng)(neng)空分、冷(leng)能(neng)(neng)發電(dian)、低(di)溫冷(leng)處(chu)理(li)等(deng)項(xiang)目,對LNG接收(shou)站液化(hua)天(tian)然(ran)氣的冷(leng)能(neng)(neng)加以(yi)利(li)(li)(li)(li)(li)用(yong)(yong)(yong),建成1個LNG項(xiang)目冷(leng)能(neng)(neng)回(hui)(hui)收(shou)利(li)(li)(li)(li)(li)用(yong)(yong)(yong)示(shi)范(fan)樣本園區(qu)。2025年前,全市(shi)實(shi)現新增余(yu)能(neng)(neng)資(zi)(zi)源(yuan)(yuan)(yuan)利(li)(li)(li)(li)(li)用(yong)(yong)(yong)量(liang)25萬噸標準(zhun)煤以(yi)上。

嚴格(ge)執行《容積(ji)(ji)式空(kong)(kong)氣(qi)(qi)壓(ya)(ya)(ya)(ya)(ya)(ya)縮(suo)(suo)機(ji)能(neng)(neng)(neng)效(xiao)(xiao)(xiao)限(xian)定(ding)值和(he)能(neng)(neng)(neng)效(xiao)(xiao)(xiao)等(deng)級》(GB19153)、《壓(ya)(ya)(ya)(ya)(ya)(ya)縮(suo)(suo)空(kong)(kong)氣(qi)(qi)站運(yun)(yun)行電耗限(xian)額及節能(neng)(neng)(neng)監測(ce)技術要(yao)(yao)求》(DB33/ 805)等(deng)強制性要(yao)(yao)求,限(xian)期淘汰低(di)效(xiao)(xiao)(xiao)落后(hou)空(kong)(kong)壓(ya)(ya)(ya)(ya)(ya)(ya)機(ji),新上機(ji)組應(ying)達到2級以(yi)上能(neng)(neng)(neng)效(xiao)(xiao)(xiao)。新建園區、企(qi)業優先采用(yong)集(ji)中供氣(qi)(qi),推進現(xian)有“小、散、多”空(kong)(kong)壓(ya)(ya)(ya)(ya)(ya)(ya)機(ji)集(ji)中供氣(qi)(qi)改造(zao)(zao)(zao),針對(dui)不(bu)同壓(ya)(ya)(ya)(ya)(ya)(ya)力(li)(li)需求實施(shi)分壓(ya)(ya)(ya)(ya)(ya)(ya)供氣(qi)(qi),盡可能(neng)(neng)(neng)降低(di)壓(ya)(ya)(ya)(ya)(ya)(ya)力(li)(li)設(she)定(ding)值。積(ji)(ji)極推廣(guang)永磁變頻、雙(shuang)級壓(ya)(ya)(ya)(ya)(ya)(ya)縮(suo)(suo)等(deng)高能(neng)(neng)(neng)效(xiao)(xiao)(xiao)的空(kong)(kong)壓(ya)(ya)(ya)(ya)(ya)(ya)機(ji),蒸汽富余企(qi)業可采用(yong)蒸汽驅(qu)動空(kong)(kong)壓(ya)(ya)(ya)(ya)(ya)(ya)機(ji),大負(fu)荷場(chang)所應(ying)采用(yong)高壓(ya)(ya)(ya)(ya)(ya)(ya)供電機(ji)組。合理(li)設(she)計空(kong)(kong)壓(ya)(ya)(ya)(ya)(ya)(ya)機(ji)組合,機(ji)組特性應(ying)與負(fu)荷及管(guan)網阻力(li)(li)特性匹配(pei)。采用(yong)智能(neng)(neng)(neng)群控系(xi)統(tong)提升機(ji)組運(yun)(yun)行效(xiao)(xiao)(xiao)率(lv),對(dui)中低(di)負(fu)載空(kong)(kong)壓(ya)(ya)(ya)(ya)(ya)(ya)機(ji)實施(shi)變頻改造(zao)(zao)(zao)。積(ji)(ji)極開(kai)展空(kong)(kong)壓(ya)(ya)(ya)(ya)(ya)(ya)機(ji)余熱(re)回(hui)(hui)收(shou)利用(yong),提高冷卻效(xiao)(xiao)(xiao)果。壓(ya)(ya)(ya)(ya)(ya)(ya)縮(suo)(suo)空(kong)(kong)氣(qi)(qi)管(guan)道采用(yong)耐腐蝕、低(di)摩擦、無(wu)泄漏的節能(neng)(neng)(neng)管(guan)道,定(ding)期開(kai)展節能(neng)(neng)(neng)檢(jian)測(ce)治理(li)泄漏和(he)壓(ya)(ya)(ya)(ya)(ya)(ya)降。開(kai)展企(qi)業氣(qi)(qi)動系(xi)統(tong)能(neng)(neng)(neng)量消耗測(ce)試評(ping)價,從壓(ya)(ya)(ya)(ya)(ya)(ya)縮(suo)(suo)空(kong)(kong)氣(qi)(qi)的生產(chan)、輸送(song)、使用(yong)以(yi)及余熱(re)回(hui)(hui)收(shou)等(deng)多個環(huan)節入手進行節能(neng)(neng)(neng)改造(zao)(zao)(zao)和(he)系(xi)統(tong)優化(hua)。到2025年對(dui)不(bu)符合國家能(neng)(neng)(neng)效(xiao)(xiao)(xiao)標準要(yao)(yao)求的設(she)備實現(xian)清零,新增高效(xiao)(xiao)(xiao)設(she)備占比(bi)達到80%以(yi)上。建設(she)投運(yun)(yun)集(ji)中供氣(qi)(qi)項(xiang)(xiang)目10個以(yi)上,余熱(re)回(hui)(hui)收(shou)改造(zao)(zao)(zao)項(xiang)(xiang)目50個以(yi)上。

(六)鍋(guo)爐(lu)(窯爐(lu))能(neng)效提(ti)升(sheng)工程

嚴格執行國家(jia)標(biao)準《工業鍋(guo)(guo)(guo)(guo)爐(lu)(lu)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)限定值(zhi)及能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)等(deng)(deng)(deng)級(ji)》(GB24500)強制(zhi)要求,新改擴建(jian)鍋(guo)(guo)(guo)(guo)爐(lu)(lu)(窯爐(lu)(lu))項目(mu)原則上選用列入國家(jia)工業節能(neng)(neng)(neng)(neng)技(ji)術(shu)裝備(bei)推薦目(mu)錄(lu)、“能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)之星”產(chan)品(pin)目(mu)錄(lu)或能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)等(deng)(deng)(deng)級(ji)達到(dao)1級(ji)的(de)(de)產(chan)品(pin)。開展在用工業鍋(guo)(guo)(guo)(guo)爐(lu)(lu)(窯爐(lu)(lu))系統(tong)(tong)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)調查(cha)測(ce)試(shi),評估節能(neng)(neng)(neng)(neng)改造潛(qian)力,重(zhong)點推廣燃(ran)燒優化(hua)(蓄熱(re)式(shi)燃(ran)燒、富氧燃(ran)燒等(deng)(deng)(deng))、低溫(wen)余熱(re)回(hui)收、自動控制(zhi)、主(zhu)輔(fu)機優化(hua)、冷凝水回(hui)收利用、新型保(bao)溫(wen)材料等(deng)(deng)(deng)節能(neng)(neng)(neng)(neng)技(ji)術(shu)產(chan)品(pin),在用鍋(guo)(guo)(guo)(guo)爐(lu)(lu)經改造能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)等(deng)(deng)(deng)級(ji)應達到(dao)2級(ji)以上。依法(fa)依規加快(kuai)淘(tao)(tao)汰不符(fu)合能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)標(biao)準或國家(jia)明令淘(tao)(tao)汰的(de)(de)鍋(guo)(guo)(guo)(guo)爐(lu)(lu)、熱(re)處理(li)(li)爐(lu)(lu)、熔煉爐(lu)(lu)等(deng)(deng)(deng)落后(hou)低效(xiao)(xiao)(xiao)(xiao)設(she)備(bei)。鼓勵企業建(jian)立(li)鍋(guo)(guo)(guo)(guo)爐(lu)(lu)能(neng)(neng)(neng)(neng)源管(guan)理(li)(li)系統(tong)(tong),加強計量(liang)管(guan)理(li)(li),推進(jin)鍋(guo)(guo)(guo)(guo)爐(lu)(lu)系統(tong)(tong)的(de)(de)安全、節能(neng)(neng)(neng)(neng)、環保(bao)標(biao)準化(hua)管(guan)理(li)(li),開展達標(biao)試(shi)點示(shi)范(fan),推進(jin)標(biao)桿鍋(guo)(guo)(guo)(guo)爐(lu)(lu)房建(jian)設(she)。開展鍋(guo)(guo)(guo)(guo)爐(lu)(lu)系統(tong)(tong)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)在線(xian)監控、在線(xian)診斷,探索建(jian)立(li)鍋(guo)(guo)(guo)(guo)爐(lu)(lu)動態監管(guan)云平臺,爭取到(dao)2025年,10t/h蒸發量(liang)以上的(de)(de)非(fei)電(dian)站鍋(guo)(guo)(guo)(guo)爐(lu)(lu)全部實現(xian)數字化(hua)管(guan)理(li)(li)。

(七)數據中心(xin)能(neng)效提升工程(cheng)

大(da)力(li)推(tui)動(dong)綠(lv)色數(shu)據中(zhong)心(xin)(xin)創建(jian)(jian)、運維和改造(zao),新(xin)建(jian)(jian)大(da)型及以上數(shu)據中(zhong)心(xin)(xin)達(da)到(dao)綠(lv)色數(shu)據中(zhong)心(xin)(xin)要(yao)求(qiu),綠(lv)色低(di)碳等(deng)(deng)(deng)級(ji)達(da)到(dao)4A級(ji)以上。引(yin)導數(shu)據中(zhong)心(xin)(xin)走高(gao)(gao)效(xiao)(xiao)、清(qing)潔、集(ji)約(yue)、循環的綠(lv)色發展(zhan)道(dao)路,對高(gao)(gao)耗低(di)效(xiao)(xiao)的數(shu)據中(zhong)心(xin)(xin)加快整合與改造(zao)。依托云平臺(tai)和公共服務平臺(tai)資(zi)源(yuan)(yuan)(yuan),減少中(zhong)小型數(shu)據中(zhong)心(xin)(xin)新(xin)建(jian)(jian)項目。積極(ji)引(yin)導新(xin)建(jian)(jian)數(shu)據中(zhong)心(xin)(xin)向(xiang)新(xin)能(neng)源(yuan)(yuan)(yuan)發電(dian)側、冷(leng)(leng)能(neng)資(zi)源(yuan)(yuan)(yuan)附近(jin)建(jian)(jian)設,就近(jin)消納新(xin)能(neng)源(yuan)(yuan)(yuan)、冷(leng)(leng)能(neng)資(zi)源(yuan)(yuan)(yuan)。鼓勵應用(yong)高(gao)(gao)密度(du)集(ji)成等(deng)(deng)(deng)高(gao)(gao)效(xiao)(xiao)IT設備(bei)、液冷(leng)(leng)等(deng)(deng)(deng)高(gao)(gao)效(xiao)(xiao)制冷(leng)(leng)系統(tong)(tong)、高(gao)(gao)壓直流(liu)等(deng)(deng)(deng)高(gao)(gao)效(xiao)(xiao)供配電(dian)系統(tong)(tong)、能(neng)效(xiao)(xiao)環境集(ji)成檢測等(deng)(deng)(deng)高(gao)(gao)效(xiao)(xiao)輔(fu)助系統(tong)(tong)技術產品。支(zhi)持(chi)探索(suo)利用(yong)鋰(li)電(dian)池、儲(chu)(chu)氫和飛(fei)輪儲(chu)(chu)能(neng)等(deng)(deng)(deng)作為數(shu)據中(zhong)心(xin)(xin)多(duo)元(yuan)化儲(chu)(chu)能(neng)和備(bei)用(yong)電(dian)源(yuan)(yuan)(yuan)裝置。探索(suo)利用(yong)數(shu)據中(zhong)心(xin)(xin)、通信基站的儲(chu)(chu)能(neng)模塊構建(jian)(jian)“虛(xu)擬(ni)電(dian)廠”,提升(sheng)電(dian)網靈(ling)活調度(du)能(neng)力(li)。

(一)“兩高”項目節能審查制度執行情況(kuang)。

監察對象:近兩年開工建(jian)設和竣工投產的“兩高”項目。

監察(cha)內(nei)容:依據《固定資產投資項(xiang)目(mu)節(jie)能審查辦法》,檢(jian)查項(xiang)目(mu)是否(fou)按規定進行節(jie)能審查,項(xiang)目(mu)是否(fou)符合強制(zhi)性節(jie)能標準及節(jie)能審查意(yi)見落實情況。

(二)單(dan)位產品能耗限額標準執行情(qing)況。

監察對(dui)象(xiang):鋼鐵、焦化、有色金(jin)屬、火(huo)電、石化、化工、建材等高(gao)耗能行業的(de)重點企業。

監(jian)察內容:依據國家強制(zhi)性單(dan)位(wei)產品能耗限額(e)標(biao)準,檢(jian)查企業單(dan)位(wei)產品能耗水平是否符合標(biao)準要(yao)求。

(三)用能設備和生(sheng)產工藝淘汰(tai)制度(du)執行情況(kuang)。

監察對(dui)象:工業(ye)企業(ye)、大型公建、商場超市、公共機構等(deng)用能(neng)單位(wei)。

監察內容(rong):依據國家有(you)關用能產(chan)品、設備(bei)、生產(chan)工藝淘汰(tai)目錄和強(qiang)制(zhi)性能效標準(zhun),檢查用能單位是否使(shi)用國家明(ming)令淘汰(tai)的用能產(chan)品、設備(bei)、生產(chan)工藝。

(四(si))重點用能(neng)單位節能(neng)管理制度執行情(qing)況(kuang)。

監察對象:年綜合能(neng)(neng)源消費(fei)量1萬噸標準(zhun)煤及以上的用(yong)能(neng)(neng)單(dan)位(wei)及地方節(jie)能(neng)(neng)主管部(bu)門指(zhi)定的其他用(yong)能(neng)(neng)單(dan)位(wei)。

扶(fu)持(chi)專業化節(jie)(jie)能(neng)(neng)服(fu)務(wu)(wu)(wu)(wu)機(ji)構(gou),推廣節(jie)(jie)能(neng)(neng)咨(zi)詢、診斷、設計、融資、改造(zao)、托(tuo)管(guan)等“一站式”綜合(he)服(fu)務(wu)(wu)(wu)(wu)模(mo)式,鼓勵(li)園區(qu)、大型(xing)(xing)公建(jian)、公共機(ji)構(gou)實施(shi)能(neng)(neng)源(yuan)(yuan)費用(yong)(yong)托(tuo)管(guan)型(xing)(xing)合(he)同能(neng)(neng)源(yuan)(yuan)管(guan)理項目。加大財(cai)稅政(zheng)(zheng)策(ce)(ce)扶(fu)持(chi)力度,加大對從事節(jie)(jie)能(neng)(neng)降碳(tan)技(ji)術創新的研究機(ji)構(gou)或企業支持(chi),引導社會(hui)資金投向節(jie)(jie)能(neng)(neng)降碳(tan)領域(yu)。進(jin)一步(bu)完善節(jie)(jie)能(neng)(neng)技(ji)改、合(he)同能(neng)(neng)源(yuan)(yuan)管(guan)理扶(fu)持(chi)政(zheng)(zheng)策(ce)(ce),推廣能(neng)(neng)源(yuan)(yuan)管(guan)理、碳(tan)排放管(guan)理等第三方服(fu)務(wu)(wu)(wu)(wu)機(ji)制。發(fa)揮節(jie)(jie)能(neng)(neng)服(fu)務(wu)(wu)(wu)(wu)行(xing)業組(zu)織作(zuo)用(yong)(yong),建(jian)立健全節(jie)(jie)能(neng)(neng)服(fu)務(wu)(wu)(wu)(wu)行(xing)業自律機(ji)制,提升(sheng)節(jie)(jie)能(neng)(neng)服(fu)務(wu)(wu)(wu)(wu)機(ji)構(gou)規(gui)范(fan)化運作(zuo)水(shui)平,維護市(shi)場秩序,提高(gao)服(fu)務(wu)(wu)(wu)(wu)質量,促進(jin)節(jie)(jie)能(neng)(neng)服(fu)務(wu)(wu)(wu)(wu)產業健康發(fa)展。鼓勵(li)大型(xing)(xing)重(zhong)點(dian)用(yong)(yong)能(neng)(neng)單位(wei)和節(jie)(jie)能(neng)(neng)技(ji)術產品生產企業利用(yong)(yong)自己的技(ji)術優勢和管(guan)理經驗,組(zu)建(jian)專業化節(jie)(jie)能(neng)(neng)服(fu)務(wu)(wu)(wu)(wu)公司(si),為其(qi)他用(yong)(yong)能(neng)(neng)單位(wei)提供節(jie)(jie)能(neng)(neng)服(fu)務(wu)(wu)(wu)(wu)。

g)(neng)(neng)(neng)(neng)(neng)(neng)領域失(shi)信(xin)信(xin)息社會披(pi)露力度,依法依規開(kai)展(zhan)聯合(he)(he)激勵(li)和聯合(he)(he)懲戒。開(kai)展(zhan)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)自(zi)愿承諾(nuo)活動,引(yin)導重點(dian)(dian)(dian)(dian)用(yong)(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)單(dan)(dan)(dan)位(wei)(wei)自(zi)覺履行(xing)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)義務。

六、保障(zhang)措(cuo)施

(一)加強組織領導

充分發揮市節(jie)能(neng)減排(pai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)領(ling)導小組的(de)職能(neng)作(zuo)(zuo)(zuo)用,加強(qiang)(qiang)溝(gou)通協調,形成縱(zong)向(xiang)聯動(dong)、橫向(xiang)協調的(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制(zhi),形成工(gong)(gong)(gong)作(zuo)(zuo)(zuo)合力。各地、各部門充分認識降耗工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)重(zhong)(zhong)要性(xing)(xing)(xing)、緊迫性(xing)(xing)(xing)和艱巨性(xing)(xing)(xing),切實(shi)(shi)(shi)加強(qiang)(qiang)對本(ben)規劃實(shi)(shi)(shi)施工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)組織(zhi)領(ling)導,采取強(qiang)(qiang)有力措施,確保各項約束性(xing)(xing)(xing)指標任(ren)務(wu)的(de)完成,研究提出地區和部門的(de)實(shi)(shi)(shi)施方案(an)。市節(jie)能(neng)辦加強(qiang)(qiang)統(tong)籌協調,做好工(gong)(gong)(gong)作(zuo)(zuo)(zuo)指導,推動(dong)任(ren)務(wu)有序有效落(luo)實(shi)(shi)(shi),重(zhong)(zhong)大情況及時向(xiang)市節(jie)能(neng)減排(pai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)領(ling)導小組報告。

(二)加強評價考核

進一步完(wan)(wan)善(shan)能(neng)耗雙(shuang)控考(kao)(kao)核(he)體系(xi),嚴格目標(biao)責(ze)任(ren)落實。將(jiang)規(gui)劃主(zhu)要任(ren)務和(he)目標(biao)納入各地、各有關(guan)部門政績考(kao)(kao)核(he)和(he)責(ze)任(ren)考(kao)(kao)核(he)內容。科學合理確(que)定重點用能(neng)單位的能(neng)耗雙(shuang)控、減煤(mei)目標(biao)指(zhi)標(biao),強化督查(cha)激勵和(he)考(kao)(kao)核(he)問責(ze)。對工(gong)作突出的地區、單位和(he)個人給予表彰獎勵,對未完(wan)(wan)成(cheng)目標(biao)的地區和(he)部門實行(xing)通報(bao)批評(ping)和(he)約談(tan)問責(ze)。完(wan)(wan)善(shan)節(jie)(jie)能(neng)統計、監測、考(kao)(kao)核(he)體系(xi),健全節(jie)(jie)能(neng)預警機(ji)制(zhi),建(jian)立健全創(chuang)新可行(xing)的節(jie)(jie)能(neng)工(gong)作評(ping)價制(zhi)度。定期組織第三方評(ping)估(gu)機(ji)構對規(gui)劃實施情況進行(xing)評(ping)估(gu),評(ping)估(gu)結果(guo)作為考(kao)(kao)核(he)依據(ju)并及(ji)時向社會公布。

(三)完善經濟政策

加大節(jie)(jie)能(neng)財政(zheng)支(zhi)持力度,統籌安排資(zi)金(jin)支(zhi)持節(jie)(jie)能(neng)重(zhong)點工程項(xiang)目建(jian)設。建(jian)立完(wan)善能(neng)耗雙(shuang)控考核區域(yu)財政(zheng)獎懲機(ji)制。根據(ju)國家(jia)和省高耗能(neng)行業階(jie)梯電價(jia)制度制定(ding)實施情(qing)況,適時出臺我(wo)市高耗能(neng)行業階(jie)梯電價(jia)和單位產品能(neng)耗超能(neng)耗限額標準階(jie)梯電價(jia)相關(guan)政(zheng)策(ce)。落實節(jie)(jie)能(neng)稅收(shou)優惠政(zheng)策(ce)。加大政(zheng)府綠色采購實施力度。

(四)加強節能宣傳

把節(jie)能(neng)(neng)(neng)(neng)降碳(tan)(tan)作為國民(min)教育和(he)(he)(he)干部培(pei)訓教育體系的重要(yao)內容(rong),開(kai)展全(quan)(quan)民(min)教育,普及節(jie)能(neng)(neng)(neng)(neng)法規政策和(he)(he)(he)節(jie)能(neng)(neng)(neng)(neng)降耗知(zhi)識(shi),不斷(duan)提高(gao)全(quan)(quan)社(she)會(hui)節(jie)能(neng)(neng)(neng)(neng)意識(shi)。深(shen)入實施(shi)節(jie)能(neng)(neng)(neng)(neng)降碳(tan)(tan)全(quan)(quan)民(min)行動(dong)(dong),定期(qi)(qi)舉(ju)(ju)辦“全(quan)(quan)國節(jie)能(neng)(neng)(neng)(neng)宣(xuan)傳(chuan)(chuan)(chuan)周”、“寧(ning)波市節(jie)能(neng)(neng)(neng)(neng)宣(xuan)傳(chuan)(chuan)(chuan)月”和(he)(he)(he)“全(quan)(quan)國低(di)碳(tan)(tan)日”等主題(ti)宣(xuan)傳(chuan)(chuan)(chuan)活(huo)動(dong)(dong)。定期(qi)(qi)舉(ju)(ju)辦節(jie)能(neng)(neng)(neng)(neng)型產(chan)品展示推廣活(huo)動(dong)(dong),開(kai)展節(jie)能(neng)(neng)(neng)(neng)新(xin)技術新(xin)產(chan)品推廣活(huo)動(dong)(dong),發(fa)布(bu)節(jie)能(neng)(neng)(neng)(neng)典型案(an)件,推動(dong)(dong)用能(neng)(neng)(neng)(neng)單位由(you)“要(yao)我(wo)節(jie)能(neng)(neng)(neng)(neng)”向“我(wo)要(yao)節(jie)能(neng)(neng)(neng)(neng)”轉變(bian)。打造公(gong)眾教育宣(xuan)傳(chuan)(chuan)(chuan)平臺,支持和(he)(he)(he)鼓勵(li)新(xin)聞媒體、公(gong)眾、社(she)會(hui)組織對(dui)節(jie)能(neng)(neng)(neng)(neng)工作進行輿論監督和(he)(he)(he)社(she)會(hui)監督。
