遼寧“十四五”規劃:風電、光伏裝機達37GW7月14日(ri),遼(liao)寧省人民(min)政府印發《遼(liao)寧省“十四(si)五”能源發展規(gui)劃的通知》,提出: 1、風電、光伏裝機37GW以上 到“十四五”末全省能(neng)源(yuan)發展主(zhu)要目標(biao)是:非(fei)化石(shi)能(neng)源(yuan)成(cheng)為能(neng)源(yuan)消(xiao)費增量(liang)(liang)主(zhu)體,占能(neng)源(yuan)消(xiao)費總量(liang)(liang)占比(bi)(bi)達到13.7%左右(you);非(fei)化石(shi)能(neng)源(yuan)裝機成(cheng)為主(zhu)體電源(yuan),占比(bi)(bi)達到50%以(yi)上,非(fei)化石(shi)能(neng)源(yuan)發電量(liang)(liang)占比(bi)(bi)提(ti)高至(zhi)47%左右(you);風電、光(guang)伏裝機規模達到3700萬(wan)千(qian)瓦以(yi)上;燃煤(mei)機組全部達到超(chao)低排放標(biao)準;煤(mei)炭清潔利用比(bi)(bi)重達到45%左右(you)。 2、風電(dian)(dian)(dian)、光(guang)伏(fu)(fu)重點項(xiang)目6GW、18.4GW充分利用(yong)礦(kuang)區等(deng)(deng)廢(fei)棄土地(di)發(fa)(fa)展光(guang)伏(fu)(fu)發(fa)(fa)電(dian)(dian)(dian),在保護生態的前提下(xia),因地(di)制宜(yi)探索(suo)光(guang)伏(fu)(fu)治沙、水光(guang)互(hu)補、沿海(hai)灘涂漁光(guang)互(hu)補等(deng)(deng)光(guang)伏(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)與多種產(chan)業融(rong)合(he)發(fa)(fa)展。逐步開(kai)展采煤(mei)沉陷區及老工業區搬遷改造光(guang)伏(fu)(fu)項(xiang)目。鼓(gu)勵有條件地(di)區利用(yong)屋頂、院落等(deng)(deng)發(fa)(fa)展分布式光(guang)伏(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)。統籌本地(di)消納與外送(song),推動綜(zong)合(he)能(neng)源基地(di)多能(neng)互(hu)補,探索(suo)源網(wang)荷儲一體化用(yong)能(neng)新模(mo)式。穩妥推進(jin)地(di)熱能(neng)開(kai)發(fa)(fa)利用(yong)。支持(chi)利用(yong)閑置空間發(fa)(fa)展清潔(jie)能(neng)源、探索(suo)碳捕捉(zhuo)等(deng)(deng)新的清潔(jie)能(neng)源途徑。其中,重點光(guang)伏(fu)(fu)項(xiang)目新增(zeng)6GW、重點風電(dian)(dian)(dian)項(xiang)目新增(zeng)18.4GW。 積極推(tui)動新建集中式風(feng)電、光(guang)伏項目(mu)按照一定比例配置(zhi)儲(chu)能設(she)施,改善新能源場站出(chu)力特(te)性。加快新能源汽車(che)性能監控與保障技術(shu)(shu)、交通(tong)能源互聯網(wang)技術(shu)(shu)、基礎設(she)施分(fen)布式光(guang)伏發(fa)(fa)電設(she)備(bei)及并網(wang)技術(shu)(shu)研究,全力支持(chi)(chi)風(feng)電、光(guang)伏、儲(chu)能等能源裝備(bei)產業的(de)可(ke)持(chi)(chi)續(xu)發(fa)(fa)展。 第一章 發(fa)展基礎與面臨形勢 第一節 發展成就 “十三(san)五”期間,我省(sheng)認真貫(guan)徹黨(dang)中央決策部署,深(shen)入貫(guan)徹落實習近(jin)平總書(shu)記(ji)關于東北、遼寧振興發展的重要講話和指(zhi)示精神,深(shen)入推進(jin)(jin)“四個革(ge)命、一個合作(zuo)”的能(neng)源(yuan)安全新戰(zhan)略,能(neng)源(yuan)供給保(bao)障能(neng)力不斷提(ti)升,消(xiao)費結構(gou)持續(xu)優化(hua),體制改革(ge)穩步推進(jin)(jin),技術創新能(neng)力和對外(wai)合作(zuo)邁上新臺(tai)階,為(wei)經濟社會持續(xu)健(jian)康(kang)發展提(ti)供堅實保(bao)障。 (一)能(neng)(neng)源供給保(bao)障(zhang)有力(li)(li)。能(neng)(neng)源綜合(he)生產(chan)能(neng)(neng)力(li)(li)保(bao)持(chi)(chi)穩(wen)定(ding)。深(shen)入(ru)(ru)推(tui)進煤(mei)(mei)炭供給側結構(gou)性改革,2020年(nian)(nian)全省(sheng)(sheng)煤(mei)(mei)炭產(chan)量3129萬噸(dun),較2015年(nian)(nian)淘汰煤(mei)(mei)炭落后(hou)產(chan)能(neng)(neng)1623萬噸(dun)。原油(you)開采保(bao)持(chi)(chi)穩(wen)定(ding),由1037萬噸(dun)提(ti)(ti)(ti)高(gao)到(dao)1049萬噸(dun)。天然氣產(chan)量穩(wen)中有升,從6.6億(yi)立方米增加到(dao)7.37億(yi)立方米。電(dian)力(li)(li)供應保(bao)障(zhang)能(neng)(neng)力(li)(li)持(chi)(chi)續提(ti)(ti)(ti)升,截至2020年(nian)(nian)底(di),全省(sheng)(sheng)發(fa)電(dian)量和(he)發(fa)電(dian)裝機分別(bie)達(da)到(dao)2039億(yi)千瓦(wa)時和(he)5776萬千瓦(wa)。能(neng)(neng)源儲運能(neng)(neng)力(li)(li)顯著增強。蒙東至遼寧煤(mei)(mei)炭鐵路貨運能(neng)(neng)力(li)(li)提(ti)(ti)(ti)升至2.5億(yi)噸(dun)。原油(you)港(gang)口海(hai)運接(jie)卸和(he)管道(dao)輸送(song)能(neng)(neng)力(li)(li)分別(bie)達(da)到(dao)6500萬噸(dun)/年(nian)(nian)和(he)5500萬噸(dun)/年(nian)(nian)。天然氣通過LNG接(jie)收站、管道(dao)系統調入(ru)(ru)保(bao)障(zhang)能(neng)(neng)力(li)(li)進一步提(ti)(ti)(ti)升。220千伏及(ji)以上輸電(dian)線路長度(du)突破2.5萬公里,變電(dian)容量接(jie)近1.2億(yi)千伏安,能(neng)(neng)源優化配置能(neng)(neng)力(li)(li)大幅(fu)提(ti)(ti)(ti)升。 (二)能(neng)(neng)(neng)源(yuan)結構(gou)持續(xu)優化。結構(gou)調(diao)整穩步推進(jin)。2020年(nian)(nian)(nian),全省能(neng)(neng)(neng)源(yuan)消費(fei)(fei)總(zong)量2.48億噸(dun)標準煤,煤炭(tan)消費(fei)(fei)比(bi)重(zhong)(zhong)為53.7%,較(jiao)2015年(nian)(nian)(nian)下降3.7個百分點;石(shi)(shi)油(you)消費(fei)(fei)比(bi)重(zhong)(zhong)為30.3%,基本持平;天然氣消費(fei)(fei)量穩步提高,比(bi)重(zhong)(zhong)從3.4%提高到3.9%;非化石(shi)(shi)能(neng)(neng)(neng)源(yuan)消費(fei)(fei)量占(zhan)比(bi)從2015年(nian)(nian)(nian)的(de)(de)6.4%提升至2020年(nian)(nian)(nian)的(de)(de)8.6%,提前(qian)完成《遼(liao)寧省“十三五”節能(neng)(neng)(neng)減排(pai)綜合工(gong)作實施方案(an)》要求的(de)(de)6.5%目(mu)標任務。電(dian)源(yuan)結構(gou)明顯改善。2020年(nian)(nian)(nian),全省非化石(shi)(shi)能(neng)(neng)(neng)源(yuan)裝(zhuang)機達到2178萬千(qian)瓦(wa),占(zhan)發(fa)電(dian)總(zong)裝(zhuang)機比(bi)重(zhong)(zhong)由2015年(nian)(nian)(nian)的(de)(de)29.5%提高至36.9%,提前(qian)超額完成“十三五”規(gui)劃目(mu)標。其中風電(dian)裝(zhuang)機規(gui)模達到981萬千(qian)瓦(wa),是(shi)2015年(nian)(nian)(nian)裝(zhuang)機規(gui)模的(de)(de)1.5倍;光(guang)伏裝(zhuang)機規(gui)模達到400萬千(qian)瓦(wa),是(shi)2015年(nian)(nian)(nian)裝(zhuang)機總(zong)量的(de)(de)25倍,實現跨(kua)越式增長。 (三)節能減排(pai)成(cheng)(cheng)效顯(xian)著。全(quan)省能源領域“三去一降一補”取得明顯(xian)成(cheng)(cheng)效,單(dan)(dan)位地區(qu)生產總(zong)(zong)值能耗下(xia)降1.3%,單(dan)(dan)位地區(qu)生產總(zong)(zong)值二氧(yang)化碳排(pai)放量(liang)下(xia)降4.7%。化解煤(mei)電過剩產能取得積(ji)極進(jin)展,累計淘汰關停落(luo)后煤(mei)電機組47萬千瓦。煤(mei)炭清潔(jie)高(gao)效利(li)用水平不斷提高(gao),煤(mei)電機組實施(shi)節能改(gai)造1125萬千瓦、超(chao)低排(pai)放改(gai)造2261萬千瓦、靈活性改(gai)造585萬千瓦,均提前(qian)完成(cheng)(cheng)國(guo)家下(xia)達(da)任務。單(dan)(dan)位千瓦時(shi)供(gong)電煤(mei)耗下(xia)降10.4克(ke)標準煤(mei)。 (四)體制改革(ge)不斷深化。電力(li)(li)(li)體制改革(ge)穩步(bu)推進(jin),在全國率先成(cheng)立省級電力(li)(li)(li)交易(yi)機(ji)構,《遼寧電力(li)(li)(li)交易(yi)中心有限公司(si)增資擴股實施(shi)方案》獲國務院國資委批(pi)準,已完成(cheng)8批(pi)共117家(jia)售電公司(si)的(de)注(zhu)冊(ce)公示準入工(gong)作。電力(li)(li)(li)調峰輔(fu)助服務市場(chang)初具規模,在促進(jin)清潔能源消納(na)、緩解(jie)火電企業經營壓力(li)(li)(li)等(deng)方面取得顯(xian)著(zhu)成(cheng)效,2020年(nian)棄(qi)風率低(di)于(yu)1%,較2015年(nian)下降10個百(bai)分點,棄(qi)光率為零,處于(yu)全國領先地位(wei)。 (五)技(ji)術(shu)創新(xin)不斷(duan)突破。技(ji)術(shu)創新(xin)促進新(xin)能源(yuan)(yuan)與(yu)傳統能源(yuan)(yuan)并(bing)行發(fa)展。“高壓電制熱儲熱提升(sheng)可再(zai)生能源(yuan)(yuan)消納(na)的關鍵(jian)技(ji)術(shu)”課題列入國家科技(ji)支(zhi)撐計(ji)劃,“常規/供熱機組(zu)調節能力與(yu)電熱綜合協調調度技(ji)術(shu)”項目(mu)列入國家重點(dian)研發(fa)計(ji)劃,不斷(duan)提升(sheng)電網接(jie)納(na)清潔(jie)能源(yuan)(yuan)能力。“大型(xing)薄(bo)煤層自(zi)動化開采成套設備”研制成功,大幅提升(sheng)我(wo)省(sheng)煤炭行業薄(bo)煤層開采效率和(he)自(zi)動化整體水平。 (六)民(min)生用(yong)(yong)(yong)能(neng)持(chi)續改善。嚴格(ge)執行國家電(dian)(dian)(dian)價(jia)調整政(zheng)策,多措并舉降(jiang)低用(yong)(yong)(yong)能(neng)成(cheng)本(ben),2018年(nian)(nian)—2019年(nian)(nian)累計降(jiang)低一(yi)般工商業(ye)用(yong)(yong)(yong)戶用(yong)(yong)(yong)電(dian)(dian)(dian)成(cheng)本(ben)超過(guo)54億元;2020年(nian)(nian)支持(chi)企(qi)(qi)業(ye)抗擊疫情復工復產降(jiang)低企(qi)(qi)業(ye)用(yong)(yong)(yong)電(dian)(dian)(dian)成(cheng)本(ben)36.8億元。積極(ji)推動新一(yi)輪(lun)農(nong)網改造升級,提(ti)前一(yi)年(nian)(nian)完(wan)成(cheng)農(nong)村電(dian)(dian)(dian)網改造升級。因地(di)制宜(yi)在遼陽、盤錦(jin)等地(di)區(qu)實施天然氣(qi)(qi)下鄉工程(cheng),不斷提(ti)升農(nong)村居民(min)用(yong)(yong)(yong)能(neng)品(pin)質。按照(zhao)“宜(yi)氣(qi)(qi)則(ze)氣(qi)(qi)、宜(yi)煤則(ze)煤、宜(yi)電(dian)(dian)(dian)則(ze)電(dian)(dian)(dian)”原則(ze),切(qie)實推進民(min)生用(yong)(yong)(yong)能(neng)清(qing)(qing)潔化,我省(sheng)清(qing)(qing)潔取(qu)暖(nuan)率(lv)達(da)到76%,其中城(cheng)鎮地(di)區(qu)清(qing)(qing)潔取(qu)暖(nuan)率(lv)已達(da)94%。 第二節 面臨形勢 (一)國(guo)際局(ju)勢(shi)不(bu)(bu)穩(wen)定(ding)(ding)性(xing)不(bu)(bu)確定(ding)(ding)性(xing)增加(jia)(jia)。“十四五”時期世(shi)界將經(jing)歷百年未(wei)有之大變(bian)局(ju),國(guo)際經(jing)濟秩序(xu)與政(zheng)(zheng)治(zhi)格局(ju)加(jia)(jia)速重構,地緣(yuan)政(zheng)(zheng)治(zhi)錯綜復雜,大國(guo)博弈持續加(jia)(jia)劇,與新冠肺炎疫情全(quan)(quan)球大流行交織影響,外部環境更趨嚴峻,不(bu)(bu)穩(wen)定(ding)(ding)性(xing)不(bu)(bu)確定(ding)(ding)性(xing)明顯增強。我國(guo)未(wei)來(lai)能(neng)源(yuan)(yuan)需(xu)求(qiu)仍將保(bao)持剛性(xing)增長(chang),能(neng)源(yuan)(yuan)對外依(yi)存度不(bu)(bu)斷提高,受重要(yao)油(you)氣供(gong)給國(guo)政(zheng)(zheng)局(ju)穩(wen)定(ding)(ding)、國(guo)際海陸能(neng)源(yuan)(yuan)戰(zhan)略通道運(yun)輸安(an)全(quan)(quan)的影響持續加(jia)(jia)大,原油(you)與天然氣供(gong)應安(an)全(quan)(quan)面臨更大壓力,保(bao)障能(neng)源(yuan)(yuan)總(zong)體安(an)全(quan)(quan)任務依(yi)然艱巨。 (二(er))國(guo)(guo)內(nei)(nei)經(jing)濟(ji)進入高質(zhi)量(liang)發(fa)(fa)展(zhan)階段(duan)。“十四五(wu)”時(shi)期是我國(guo)(guo)開(kai)啟全(quan)面建(jian)設(she)社(she)會(hui)主(zhu)義(yi)現代化(hua)國(guo)(guo)家(jia)新(xin)征程的(de)(de)第一個五(wu)年(nian)。國(guo)(guo)內(nei)(nei)發(fa)(fa)展(zhan)環(huan)境經(jing)歷深(shen)刻變化(hua),供給(gei)側結構性改革不斷深(shen)入,科技創新(xin)成為催生新(xin)發(fa)(fa)展(zhan)的(de)(de)主(zhu)要(yao)動能(neng),經(jing)濟(ji)發(fa)(fa)展(zhan)自(zi)主(zhu)性和韌(ren)性持續提升(sheng),以(yi)國(guo)(guo)內(nei)(nei)大循環(huan)為主(zhu)體、國(guo)(guo)內(nei)(nei)國(guo)(guo)際雙循環(huan)相互促進的(de)(de)新(xin)發(fa)(fa)展(zhan)格局(ju)正(zheng)加(jia)快構建(jian),經(jing)濟(ji)社(she)會(hui)發(fa)(fa)展(zhan)處于重要(yao)戰略機遇期。我國(guo)(guo)經(jing)濟(ji)從高速(su)度(du)發(fa)(fa)展(zhan)進入高質(zhi)量(liang)發(fa)(fa)展(zhan)階段(duan),對能(neng)源(yuan)結構優化(hua)、能(neng)源(yuan)利用效率提升(sheng)提出更高要(yao)求。 (四)能(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)需(xu)格(ge)局發生重大變(bian)化。全(quan)(quan)(quan)球(qiu)能(neng)源(yuan)(yuan)(yuan)(yuan)需(xu)求進入(ru)低速增(zeng)(zeng)長(chang)時期,主要(yao)(yao)發達(da)國家能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費總量趨(qu)于穩(wen)定甚至下降,新(xin)(xin)興(xing)經濟體能(neng)源(yuan)(yuan)(yuan)(yuan)需(xu)求持續增(zeng)(zeng)長(chang),占(zhan)全(quan)(quan)(quan)球(qiu)能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費比重不斷上(shang)升(sheng),未來能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費增(zeng)(zeng)長(chang)的(de)(de)(de)90%以上(shang)將來自發展(zhan)中(zhong)國家。頁(ye)巖氣革(ge)命成功拓(tuo)展(zhan)了油氣發展(zhan)新(xin)(xin)空間,成為顛(dian)覆(fu)全(quan)(quan)(quan)球(qiu)油氣供(gong)應格(ge)局的(de)(de)(de)核(he)心力量。全(quan)(quan)(quan)球(qiu)油氣開始呈現(xian)石油輸出(chu)國組織、俄(e)羅斯(si)—中(zhong)亞、北美等多(duo)極供(gong)應新(xin)(xin)格(ge)局。可再生能(neng)源(yuan)(yuan)(yuan)(yuan)成為引(yin)領全(quan)(quan)(quan)球(qiu)能(neng)源(yuan)(yuan)(yuan)(yuan)向綠色低碳轉型(xing)的(de)(de)(de)重要(yao)(yao)載體,中(zhong)國、歐盟等國家(地(di)區)的(de)(de)(de)可再生能(neng)源(yuan)(yuan)(yuan)(yuan)快速發展(zhan)帶(dai)動全(quan)(quan)(quan)球(qiu)能(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)應趨(qu)于多(duo)元化。 (五)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)科(ke)技(ji)(ji)(ji)創(chuang)新(xin)(xin)不斷取得突破。全(quan)球(qiu)新(xin)(xin)一輪科(ke)技(ji)(ji)(ji)革命(ming)和產(chan)業變革方(fang)興未艾,能(neng)(neng)(neng)源(yuan)(yuan)(yuan)領(ling)域(yu)科(ke)技(ji)(ji)(ji)創(chuang)新(xin)(xin)正進(jin)入持(chi)(chi)續高度(du)活躍期,一大(da)批新(xin)(xin)興能(neng)(neng)(neng)源(yuan)(yuan)(yuan)技(ji)(ji)(ji)術(shu)(shu)(shu)正加速迭代,并與現(xian)代信息(xi)、新(xin)(xin)型(xing)材(cai)料(liao)、先(xian)進(jin)制造技(ji)(ji)(ji)術(shu)(shu)(shu)深度(du)交叉融合,成為全(quan)球(qiu)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)向綠色(se)低碳轉型(xing)的核心(xin)驅(qu)動(dong)(dong)力。目前,我(wo)國煤電(dian)超低排放水平(ping)進(jin)入世(shi)界領(ling)先(xian)行列,水電(dian)工程建設能(neng)(neng)(neng)力和百萬(wan)千瓦水電(dian)機組成套設計(ji)制造能(neng)(neng)(neng)力領(ling)跑全(quan)球(qiu),柔性(xing)直流輸電(dian)技(ji)(ji)(ji)術(shu)(shu)(shu)占領(ling)世(shi)界制高點。風(feng)電(dian)光伏總體技(ji)(ji)(ji)術(shu)(shu)(shu)、常規油氣勘探(tan)開采技(ji)(ji)(ji)術(shu)(shu)(shu)、百萬(wan)千瓦級三代核電(dian)技(ji)(ji)(ji)術(shu)(shu)(shu)、主流儲能(neng)(neng)(neng)等技(ji)(ji)(ji)術(shu)(shu)(shu)處于國際(ji)先(xian)進(jin)水平(ping)。煤炭開發利用技(ji)(ji)(ji)術(shu)(shu)(shu)裝(zhuang)備實現(xian)規模化應用,氫能(neng)(neng)(neng)及燃料(liao)電(dian)池技(ji)(ji)(ji)術(shu)(shu)(shu)進(jin)入示(shi)范(fan)階段,各(ge)類新(xin)(xin)技(ji)(ji)(ji)術(shu)(shu)(shu)、新(xin)(xin)模式(shi)、新(xin)(xin)業態持(chi)(chi)續涌現(xian),推動(dong)(dong)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)生產(chan)消費方(fang)式(shi)深刻(ke)變革。 (六)能源(yuan)(yuan)治理(li)體(ti)系(xi)加快(kuai)落地(di)見效(xiao)。電力體(ti)制(zhi)(zhi)改革(ge)與(yu)油氣(qi)體(ti)制(zhi)(zhi)改革(ge)穩步(bu)推進(jin),電力市(shi)場開啟現貨試點,經(jing)營性用(yong)戶發用(yong)電計劃原(yuan)則上全(quan)部(bu)放開,國(guo)家管網公司(si)正式(shi)掛牌成(cheng)立。能源(yuan)(yuan)治理(li)方式(shi)初步(bu)實(shi)現了從項目審(shen)批為主轉向(xiang)戰略、規(gui)劃、政(zheng)策、標準、監管、服務并重的(de)重大改革(ge),現代能源(yuan)(yuan)體(ti)系(xi)雛形(xing)初現。推進(jin)改革(ge)措施落地(di)見效(xiao),優(you)化能源(yuan)(yuan)市(shi)場結構,還原(yuan)能源(yuan)(yuan)的(de)商品(pin)屬(shu)性,發揮市(shi)場在資源(yuan)(yuan)配置過程中的(de)決(jue)定性作用(yong),建立科學的(de)市(shi)場化能源(yuan)(yuan)價格形(xing)成(cheng)機(ji)制(zhi)(zhi),推進(jin)多(duo)能源(yuan)(yuan)品(pin)種協(xie)同互濟清潔低碳發展的(de)體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi),健全(quan)能源(yuan)(yuan)市(shi)場體(ti)系(xi)將成(cheng)為下階段體(ti)制(zhi)(zhi)改革(ge)的(de)發展方向(xiang)。 第三節 主要問題與挑戰 “十四五”時期,國內外(wai)形勢錯(cuo)綜復雜,能源(yuan)需(xu)求不確定性增(zeng)強(qiang),能源(yuan)供給保障(zhang)難(nan)度加大,將面臨諸多(duo)矛盾交(jiao)織、風(feng)險增(zeng)多(duo)的嚴峻挑戰。 (一)能(neng)(neng)源(yuan)安全保(bao)障(zhang)形(xing)勢緊(jin)迫。目(mu)前,全省(sheng)煤炭、石(shi)油(you)(you)和(he)天(tian)然(ran)(ran)氣(qi)的對外依存(cun)度均(jun)接近或超(chao)過(guo)80%,能(neng)(neng)源(yuan)供(gong)求(qiu)關系(xi)嚴重失衡。省(sheng)內煤炭、油(you)(you)氣(qi)和(he)水能(neng)(neng)資源(yuan)的利用(yong)率均(jun)超(chao)過(guo)70%,人均(jun)一次能(neng)(neng)源(yuan)儲量(liang)僅為(wei)全國平均(jun)水平的35%。煤炭、石(shi)油(you)(you)、天(tian)然(ran)(ran)氣(qi)等(deng)資源(yuan)需要(yao)遠距離管道輸送和(he)LNG港口(kou)運輸等(deng)方式進行(xing)補足。受資源(yuan)條件、煤炭去產能(neng)(neng)、環保(bao)政策以及煤價(jia)階段性波動等(deng)多(duo)個因素作用(yong),冬(dong)(dong)(dong)季(ji)供(gong)暖用(yong)煤保(bao)供(gong)壓力(li)大;地(di)區(qu)極(ji)端天(tian)氣(qi)、火電(dian)缺煤停機(ji)、受入(ru)電(dian)力(li)減(jian)少(shao)等(deng)情況頻發(fa),夏季(ji)和(he)冬(dong)(dong)(dong)季(ji)用(yong)電(dian)高峰期(qi)間(jian)電(dian)力(li)供(gong)應相對緊(jin)張(zhang),電(dian)力(li)資源(yuan)配置矛盾凸顯(xian);主要(yao)石(shi)油(you)(you)進口(kou)供(gong)應國所處地(di)緣政治動蕩多(duo)變,對我(wo)省(sheng)的石(shi)油(you)(you)供(gong)應產生(sheng)一定影響;常規情況下天(tian)然(ran)(ran)氣(qi)供(gong)大于(yu)求(qiu),但在個別時段為(wei)保(bao)障(zhang)京津冀(ji)地(di)區(qu)冬(dong)(dong)(dong)季(ji)用(yong)氣(qi)需要(yao),秦沈線送入(ru)大幅(fu)減(jian)少(shao),大連LNG接收(shou)站(zhan)反向(xiang)送出,造(zao)成我(wo)省(sheng)冬(dong)(dong)(dong)季(ji)天(tian)然(ran)(ran)氣(qi)局部時段可能(neng)(neng)供(gong)應緊(jin)缺。 (二)能(neng)源(yuan)(yuan)結(jie)(jie)構(gou)(gou)調(diao)整(zheng)任務(wu)艱巨。“十四五(wu)”時期(qi),我(wo)省(sheng)經(jing)濟(ji)整(zheng)體發(fa)展長期(qi)向好,能(neng)源(yuan)(yuan)消費(fei)總(zong)量(liang)(liang)仍將保持一定程度(du)增長。但(dan)受資源(yuan)(yuan)條件制約(yue),全省(sheng)水能(neng)資源(yuan)(yuan)經(jing)濟(ji)可(ke)開發(fa)量(liang)(liang)已超(chao)過95%,發(fa)展空間(jian)有限。風電(dian)、光伏發(fa)電(dian)裝機將大幅(fu)度(du)提高(gao),但(dan)其(qi)(qi)間(jian)歇性、隨(sui)機性特點(dian),使其(qi)(qi)發(fa)電(dian)量(liang)(liang)占比提升較(jiao)為困難。煤電(dian)作(zuo)為我(wo)省(sheng)主(zhu)體電(dian)源(yuan)(yuan),為發(fa)揮托(tuo)底保供作(zuo)用(yong),滿足地區電(dian)力、熱(re)力和(he)(he)(he)電(dian)力系統調(diao)節(jie)需(xu)求(qiu),其(qi)(qi)裝機規(gui)模和(he)(he)(he)總(zong)體耗煤量(liang)(liang)壓減難度(du)大。同(tong)時,以工(gong)業(ye)(ye)(ye)經(jing)濟(ji)為主(zhu)導的經(jing)濟(ji)結(jie)(jie)構(gou)(gou)和(he)(he)(he)產業(ye)(ye)(ye)結(jie)(jie)構(gou)(gou)矛盾突出,在工(gong)業(ye)(ye)(ye)用(yong)能(neng)方面尚不具備天然氣和(he)(he)(he)電(dian)力等高(gao)品質高(gao)價格(ge)能(neng)源(yuan)(yuan)大規(gui)模替代煤炭的條件,產業(ye)(ye)(ye)結(jie)(jie)構(gou)(gou)優(you)化升級短期(qi)內不會(hui)發(fa)生(sheng)重(zhong)大改變(bian),重(zhong)化工(gong)業(ye)(ye)(ye)對煤炭需(xu)求(qiu)客觀(guan)存在。 (三)能(neng)(neng)(neng)源(yuan)系(xi)統整體效(xiao)(xiao)率不(bu)高。作為(wei)全(quan)(quan)國重化(hua)工(gong)業生產(chan)(chan)基(ji)地,我省傳統經(jing)濟支柱產(chan)(chan)業仍(reng)(reng)以石化(hua)、冶(ye)金等高耗能(neng)(neng)(neng)產(chan)(chan)業為(wei)主(zhu),其生產(chan)(chan)總值(zhi)占規(gui)模以上工(gong)業生產(chan)(chan)總值(zhi)的比(bi)重接近一(yi)(yi)半。能(neng)(neng)(neng)源(yuan)系(xi)統體量(liang)大(da)、慣性(xing)強、總體效(xiao)(xiao)率不(bu)高,淘汰(tai)落后工(gong)業產(chan)(chan)能(neng)(neng)(neng),轉變(bian)(bian)發(fa)展模式(shi),實現質(zhi)量(liang)變(bian)(bian)革(ge)(ge)、效(xiao)(xiao)率變(bian)(bian)革(ge)(ge)、動力變(bian)(bian)革(ge)(ge)仍(reng)(reng)需(xu)(xu)付(fu)出(chu)較大(da)努力。“十四五(wu)”時期,全(quan)(quan)省一(yi)(yi)批(pi)重大(da)產(chan)(chan)業項目將(jiang)建成投產(chan)(chan),工(gong)業、建筑、交通(tong)領(ling)域能(neng)(neng)(neng)源(yuan)消費增量(liang)仍(reng)(reng)將(jiang)保持(chi)一(yi)(yi)定規(gui)模增長,存量(liang)節能(neng)(neng)(neng)降耗挖潛(qian)空間有限,進(jin)一(yi)(yi)步提高能(neng)(neng)(neng)源(yuan)效(xiao)(xiao)率壓力較大(da)。電力源(yuan)網荷儲一(yi)(yi)體化(hua)和(he)多(duo)能(neng)(neng)(neng)互補(bu)發(fa)展尚處于起步階段,需(xu)(xu)求側(ce)管理和(he)供給側(ce)調節能(neng)(neng)(neng)力建設相對滯后,能(neng)(neng)(neng)源(yuan)系(xi)統仍(reng)(reng)需(xu)(xu)進(jin)一(yi)(yi)步統籌優化(hua)。輸電通(tong)道利用率須進(jin)一(yi)(yi)步提高。 (四)清潔(jie)能(neng)(neng)源發(fa)展(zhan)(zhan)面臨(lin)多(duo)重瓶頸。“十四五”時期,非化石(shi)電(dian)(dian)(dian)源比重持(chi)續增(zeng)(zeng)長(chang),紅沿河(he)核電(dian)(dian)(dian)二期按期投運,風電(dian)(dian)(dian)、光伏裝(zhuang)機大(da)(da)(da)幅提(ti)高,新(xin)能(neng)(neng)源和新(xin)型電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)子設(she)備大(da)(da)(da)規模(mo)接入,極大(da)(da)(da)改(gai)變電(dian)(dian)(dian)力(li)系(xi)統運行特性(xing)(xing),電(dian)(dian)(dian)力(li)系(xi)統安全穩(wen)定運行風險(xian)加劇(ju)。同時,用(yong)電(dian)(dian)(dian)需求峰(feng)(feng)谷(gu)差逐漸增(zeng)(zeng)大(da)(da)(da),煤電(dian)(dian)(dian)靈活性(xing)(xing)改(gai)造容量(liang)基本釋(shi)放,電(dian)(dian)(dian)力(li)系(xi)統調(diao)峰(feng)(feng)能(neng)(neng)力(li)不足,難以適應可(ke)再生能(neng)(neng)源大(da)(da)(da)規模(mo)并網消納的要求。同時,抽水蓄能(neng)(neng)參與調(diao)峰(feng)(feng)補(bu)償機制(zhi)不健全,電(dian)(dian)(dian)化學儲能(neng)(neng)運營價格機制(zhi)不完(wan)善,分(fen)散式可(ke)再生能(neng)(neng)源發(fa)展(zhan)(zhan)機制(zhi)尚未建立(li),當前政策無法調(diao)動儲能(neng)(neng)設(she)施參與調(diao)峰(feng)(feng)運行的積極性(xing)(xing),發(fa)展(zhan)(zhan)模(mo)式多(duo)樣性(xing)(xing)也受到制(zhi)約。 (五(wu))生態(tai)環(huan)保剛性約束增強。生態(tai)文明建設的持續推(tui)進,用(yong)(yong)地、用(yong)(yong)海和(he)水(shui)資源(yuan)管(guan)理(li)的全面(mian)加強,對(dui)能源(yuan)重(zhong)大項目(mu)和(he)基(ji)礎(chu)(chu)設施(shi)建設提出了更(geng)(geng)高要求,能源(yuan)發(fa)展要與國(guo)土(tu)空間規劃等行業發(fa)展做好(hao)更(geng)(geng)緊密(mi)的銜接(jie)(jie)。陸地生態(tai)紅線(xian)、海洋生態(tai)紅線(xian)、農(nong)業用(yong)(yong)地、草原保護、水(shui)土(tu)保持等政策,給風(feng)電(dian)(dian)場、光伏電(dian)(dian)站(zhan)、沿海核電(dian)(dian)站(zhan)、LNG接(jie)(jie)收站(zhan)等站(zhan)址選擇帶來了新的不確定(ding)性。輸電(dian)(dian)線(xian)路、輸油氣管(guan)線(xian)、生活垃圾焚燒發(fa)電(dian)(dian)等項目(mu)推(tui)進和(he)基(ji)礎(chu)(chu)設施(shi)引起(qi)的“鄰避(bi)效應”問題愈發(fa)突(tu)出,建設將面(mian)臨更(geng)(geng)多的挑戰。 第二章 總體要求 第一節 指導思想 第二節 基本原則 ——堅(jian)持(chi)安(an)(an)全(quan)為要,筑(zhu)牢(lao)發(fa)展基(ji)礎。深(shen)入落實能(neng)源(yuan)安(an)(an)全(quan)新戰略,充分利用省內能(neng)源(yuan)資源(yuan),積極拓展省外(wai)調入途徑,構建多元(yuan)能(neng)源(yuan)供應體系,優化存量資源(yuan)配置,擴(kuo)大優質(zhi)增(zeng)量供給(gei),完善能(neng)源(yuan)基(ji)礎設施,確(que)保能(neng)源(yuan)可靠供應安(an)(an)全(quan)運(yun)行,筑(zhu)牢(lao)經濟社會發(fa)展的(de)能(neng)源(yuan)基(ji)礎。 ——堅持生態為先,推(tui)動(dong)綠色發展。深入踐行“綠水青山(shan)就是(shi)金山(shan)銀(yin)山(shan)”的理(li)念(nian),提升化石能(neng)源清潔(jie)高效(xiao)利(li)用水平(ping),大力減少散煤消費量,積極有(you)序發展核電,大力發展可再(zai)生能(neng)源,根據綠色發展需要提升電力系統調峰能(neng)力,加快(kuai)推(tui)動(dong)形(xing)成綠色低碳發展方式。 ——堅持節(jie)(jie)約高效,轉變發展方式(shi)。堅持把節(jie)(jie)能(neng)(neng)貫(guan)穿(chuan)于經(jing)濟社(she)會發展全(quan)(quan)過(guo)程,推動形成全(quan)(quan)社(she)會節(jie)(jie)能(neng)(neng)型生產(chan)方式(shi)和消費(fei)模(mo)式(shi),加(jia)(jia)強(qiang)能(neng)(neng)源系(xi)統統籌協調和集成優(you)化(hua),積極發展能(neng)(neng)源循環梯級利(li)用,加(jia)(jia)強(qiang)能(neng)(neng)源系(xi)統整體優(you)化(hua),保(bao)持全(quan)(quan)社(she)會綜合用能(neng)(neng)成本在合理水平。 ——堅(jian)持改革創新(xin)(xin),提高發(fa)展質量(liang)。深入實施創新(xin)(xin)驅動(dong)發(fa)展戰略,加(jia)快(kuai)能源(yuan)關鍵核心技術攻關和(he)試(shi)點示范應用(yong),積極(ji)探索新(xin)(xin)的(de)商業模式,培育新(xin)(xin)的(de)增長動(dong)能,深化電力、油(you)氣體制(zhi)改革,充分(fen)發(fa)揮市(shi)場(chang)配置資源(yuan)的(de)決(jue)定性作(zuo)用(yong),在價格等方面提升能源(yuan)對(dui)經濟發(fa)展的(de)支撐(cheng)質量(liang)。 節約(yue)高效(xiao):單位生產總(zong)值能耗(hao)下(xia)降(jiang)13.5個百分點(dian),能源系(xi)統(tong)效(xiao)率進(jin)一步提高,火(huo)電機組平(ping)均供(gong)電煤耗(hao)低于(yu)300克/千瓦時(shi)左右,電力需求側響應可削減(jian)5%尖峰負荷。 安全保障:省內原煤產量穩(wen)定(ding)在(zai)3000萬(wan)噸左(zuo)右,原油產量穩(wen)定(ding)在(zai)1000萬(wan)噸左(zuo)右。天然氣產量達到10億(yi)立方(fang)(fang)米(mi),儲氣容(rong)量達到115億(yi)立方(fang)(fang)米(mi)。 第三節 加強能源輸送儲備建設 加快推進已納入(ru)國家規劃的(de)重(zhong)點(dian)項(xiang)目實施和(he)能源(yuan)基(ji)礎設(she)(she)施建(jian)設(she)(she),推動建(jian)立能源(yuan)供應保障協(xie)調機(ji)制,保障外部能源(yuan)供給(gei),增強煤(mei)(mei)炭調入(ru)能力,提高(gao)氣(qi)(qi)源(yuan)保障水平。加快巴(ba)新、赤大白、錦(jin)(jin)赤和(he)錫赤等蒙東輸(shu)煤(mei)(mei)通(tong)道(dao)(dao)升級改造,加強煤(mei)(mei)炭中(zhong)長期合(he)同履(lv)約監管,穩步提升從蒙西和(he)陜北地(di)區鐵路煤(mei)(mei)炭調入(ru)能力。適度安排(pai)購買(mai)境外電煤(mei)(mei),確保電煤(mei)(mei)供應鏈(lian)穩定。夯實秦沈線、大沈線管道(dao)(dao)天然(ran)(ran)氣(qi)(qi)、遼(liao)河油田(tian)氣(qi)(qi)等氣(qi)(qi)源(yuan)基(ji)礎,推進沿海地(di)區條件成(cheng)熟的(de)LNG接收站(zhan)(zhan)項(xiang)目等氣(qi)(qi)源(yuan)工程(cheng)建(jian)設(she)(she),擴建(jian)大連LNG接收站(zhan)(zhan)儲(chu)備(bei)規模,增擴盤(pan)錦(jin)(jin)地(di)下儲(chu)氣(qi)(qi)庫庫容,拓寬(kuan)油氣(qi)(qi)輸(shu)入(ru)通(tong)道(dao)(dao)。推動大連—丹東天然(ran)(ran)氣(qi)(qi)管道(dao)(dao),營口—盤(pan)錦(jin)(jin)、錦(jin)(jin)州—盤(pan)錦(jin)(jin)輸(shu)油管線建(jian)設(she)(she),形成(cheng)遼(liao)西與遼(liao)東互聯,沿海向(xiang)內陸(lu)延伸的(de)原油通(tong)道(dao)(dao)格局。 第四節 拓展能源多元合作新局面 第四章 加快能源綠色低碳轉型 第一節 推進新能源又好又快發展 統籌做好新能源與配套送出工程規劃,多措并舉提升清潔能源消納水平,積極推進松遼清潔能源基地建設,全力支持新能源實現跨越式發展,力爭風電、光伏裝機規模達到3700萬千瓦以上。科學合理規劃和利用海上風能資源,加快陸上風電建設,積極推動風能資源條件較好的西部地區加快發展,加強風電布局與國土空間布局、產業發展、生態紅線等方面的銜接協調。充分利用礦區等廢棄土地發展光伏發電,在保護生態的前提下,因地制宜探索光伏治沙、水光互補、沿海灘涂漁光互補等光伏發電與多種產業融合發展。逐步開展采煤沉陷區及老工業區搬遷改造光伏項目。鼓勵有條件地區利用屋頂、院落等發展分布式光伏發電。統籌本地消納與外送,推動綜合能源基地多能互補,探索源網荷儲一體化用能新模式。穩妥推進地熱能開發利用。支持利用閑置空間發展清潔能源、探索碳捕捉等新的清潔能源途徑。 第二節 積極安全有序發展核電 在確保(bao)安全(quan)的(de)(de)前提(ti)(ti)下(xia),保(bao)持(chi)核(he)(he)(he)電合(he)理發展(zhan)規(gui)模。穩(wen)步(bu)推進紅沿河二(er)期(qi)工程竣工投(tou)產,積(ji)極(ji)推進徐(xu)大(da)堡(bao)(bao)3、4號機(ji)(ji)組順(shun)利建設。努力(li)(li)爭取徐(xu)大(da)堡(bao)(bao)一(yi)期(qi)、莊河一(yi)期(qi)盡快核(he)(he)(he)準(zhun)并(bing)開工建設。謀劃(hua)研(yan)究(jiu)莊河二(er)期(qi)、徐(xu)大(da)堡(bao)(bao)三期(qi)等項(xiang)目的(de)(de)前期(qi)工作(zuo),做好(hao)沿海核(he)(he)(he)電廠址的(de)(de)保(bao)護和規(gui)劃(hua)工作(zuo),努力(li)(li)形(xing)成核(he)(he)(he)電項(xiang)目規(gui)劃(hua)、核(he)(he)(he)準(zhun)、建設、投(tou)產的(de)(de)良性循環(huan)穩(wen)步(bu)發展(zhan)格局(ju)。全(quan)面加強核(he)(he)(he)電安全(quan)管理,實行(xing)最嚴格的(de)(de)安全(quan)標準(zhun)和最嚴格的(de)(de)監管,始終(zhong)把“安全(quan)第一(yi)、質量第一(yi)”的(de)(de)方針貫(guan)穿于核(he)(he)(he)電建設、運行(xing)的(de)(de)各個(ge)環(huan)節(jie),持(chi)續(xu)提(ti)(ti)升載運在建機(ji)(ji)組安全(quan)水平,確保(bao)萬(wan)無一(yi)失。將核(he)(he)(he)能(neng)(neng)作(zuo)為保(bao)障能(neng)(neng)源供應安全(quan)、優(you)化電力(li)(li)結構的(de)(de)重要途徑,積(ji)極(ji)探索推進核(he)(he)(he)能(neng)(neng)制氫(qing)、核(he)(he)(he)能(neng)(neng)供暖等核(he)(he)(he)能(neng)(neng)綜合(he)利用形(xing)式。 第三節 穩妥適度發展煤電氣電 統籌電(dian)力(li)(li)保供和(he)減污(wu)降碳,根據發展需要(yao)合理(li)建(jian)設先進煤電(dian),推動煤電(dian)由傳統提供電(dian)力(li)(li)電(dian)量的(de)(de)主體性電(dian)源(yuan)向提供可(ke)靠容量、頂尖調(diao)峰調(diao)頻等輔助服(fu)務的(de)(de)基礎(chu)保障性和(he)系統調(diao)節性電(dian)源(yuan)轉(zhuan)型,將更多電(dian)力(li)(li)市場讓渡給清潔(jie)能源(yuan)。加(jia)強應急備用和(he)調(diao)峰能力(li)(li)建(jian)設,對符合安全(quan)、環保、能效(xiao)要(yao)求和(he)相關標準的(de)(de)合規煤電(dian)機組要(yao)支持“退而不拆”,經延壽改(gai)造(zao)后轉(zhuan)為應急備用電(dian)源(yuan)。積極(ji)推進天(tian)然(ran)氣(qi)發電(dian),適時推廣天(tian)然(ran)氣(qi)分布式能源(yuan)系統建(jian)設,在天(tian)然(ran)氣(qi)輸送管網沿線和(he)建(jian)有LNG接(jie)收(shou)站的(de)(de)沿海城(cheng)市加(jia)快布局天(tian)然(ran)氣(qi)調(diao)峰機組,進一步提高系統調(diao)峰能力(li)(li)。 推(tui)動(dong)煤(mei)(mei)(mei)電行(xing)(xing)業實施節(jie)能(neng)(neng)降耗(hao)改(gai)(gai)造(zao)(zao)(zao)、供(gong)熱(re)改(gai)(gai)造(zao)(zao)(zao)和(he)靈活性改(gai)(gai)造(zao)(zao)(zao)“三改(gai)(gai)聯動(dong)”。優(you)先推(tui)廣(guang)(guang)使(shi)用成熟適用技(ji)術(shu)進(jin)行(xing)(xing)煤(mei)(mei)(mei)電節(jie)能(neng)(neng)減排改(gai)(gai)造(zao)(zao)(zao),進(jin)一(yi)(yi)(yi)(yi)步加強新(xin)(xin)裝備、新(xin)(xin)技(ji)術(shu)研發和(he)試驗示范工作,推(tui)動(dong)行(xing)(xing)業整體節(jie)能(neng)(neng)降耗(hao)。因地制宜推(tui)廣(guang)(guang)燃煤(mei)(mei)(mei)耦合(he)(he)農林廢棄物(wu)、市(shi)政(zheng)污泥、生活垃圾等(deng)發電技(ji)術(shu)。持(chi)(chi)續降低碳排放、污染物(wu)排放和(he)能(neng)(neng)耗(hao)水(shui)平,實現(xian)角色轉變,提(ti)供(gong)綜(zong)合(he)(he)服務,不斷提(ti)升清潔低碳、高(gao)效靈活發展(zhan)能(neng)(neng)力(li)。堅持(chi)(chi)分類施策、分企施策、一(yi)(yi)(yi)(yi)廠一(yi)(yi)(yi)(yi)策、一(yi)(yi)(yi)(yi)機一(yi)(yi)(yi)(yi)策,科學制定改(gai)(gai)造(zao)(zao)(zao)方案,并結合(he)(he)電力(li)供(gong)需情況合(he)(he)理把(ba)握節(jie)奏、穩(wen)妥(tuo)有(you)序實施。到2025年(nian)底,全省煤(mei)(mei)(mei)電機組平均煤(mei)(mei)(mei)耗(hao)小于300克標準煤(mei)(mei)(mei)/千(qian)瓦(wa)時(shi),提(ti)升供(gong)熱(re)能(neng)(neng)力(li)300萬千(qian)瓦(wa),提(ti)升調峰能(neng)(neng)力(li)60萬千(qian)瓦(wa)。 第三節 持續推動能源高效利用 加大產業(ye)(ye)結構調(diao)(diao)整力度(du),減(jian)少鋼(gang)鐵(tie)、建(jian)材等領域(yu)用(yong)煤,推(tui)進散煤清(qing)潔(jie)替代。大力推(tui)廣綠色低碳建(jian)筑(zhu)(zhu),全面執行(xing)綠色建(jian)筑(zhu)(zhu)標準,推(tui)進既有公共建(jian)筑(zhu)(zhu)節能改造和可(ke)再生能源(yuan)建(jian)筑(zhu)(zhu)一體(ti)化應用(yong)。在系(xi)統調(diao)(diao)峰容量不足、用(yong)電(dian)(dian)(dian)負荷增長較(jiao)快的(de)地區(qu),因地制宜發(fa)(fa)展(zhan)(zhan)燃(ran)氣調(diao)(diao)峰電(dian)(dian)(dian)源(yuan),推(tui)動(dong)天(tian)然氣發(fa)(fa)電(dian)(dian)(dian)與風力、太(tai)陽能、生物質發(fa)(fa)電(dian)(dian)(dian)等新能源(yuan)發(fa)(fa)電(dian)(dian)(dian)融合發(fa)(fa)展(zhan)(zhan)。在城市工業(ye)(ye)園區(qu)、旅游集中服務區(qu)、生態園區(qu)、大型商業(ye)(ye)設施等區(qu)域(yu),結合供(gong)電(dian)(dian)(dian)、供(gong)熱(re)(re)、供(gong)冷(leng)等多元化要(yao)求(qiu),合理選擇建(jian)設規(gui)模,積(ji)極發(fa)(fa)展(zhan)(zhan)基于(yu)天(tian)然氣發(fa)(fa)電(dian)(dian)(dian)的(de)冷(leng)、熱(re)(re)、電(dian)(dian)(dian)“三聯(lian)供(gong)”分布式能源(yuan),實現能源(yuan)的(de)梯級利(li)用(yong)。重點圍繞鋼(gang)鐵(tie)、化工、有色金(jin)屬等余熱(re)(re)資源(yuan)富(fu)集區(qu)域(yu),開展(zhan)(zhan)余熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)、余熱(re)(re)供(gong)暖等業(ye)(ye)務,提(ti)高系(xi)統綜合能效。 第九章 加強生態環境影響評價 第一節 規劃實施環境影響分析 把“生態為(wei)先”和“節(jie)約高效(xiao)”作(zuo)為(wei)本規(gui)劃的基(ji)本原(yuan)則,從能源生產和消(xiao)費(fei)兩個方面提出結構優化(hua)和節(jie)能降(jiang)耗(hao)的發展要求,有(you)效(xiao)提升非化(hua)石能源消(xiao)費(fei)比重(zhong),降(jiang)低(di)單位生產總(zong)(zong)值能耗(hao)。到2025年(nian),遼寧(ning)非化(hua)石能源消(xiao)費(fei)比重(zhong)預計達到13.7%左右,非化(hua)石能源消(xiao)費(fei)量較2020年(nian)增加1545萬(wan)(wan)噸(dun)標準煤,相當于(yu)減(jian)少(shao)煤炭(tan)消(xiao)費(fei)2170萬(wan)(wan)噸(dun),相應減(jian)少(shao)二(er)氧化(hua)碳排放約6000萬(wan)(wan)噸(dun),單位生產總(zong)(zong)值能耗(hao)降(jiang)低(di)13.5%,取得良好的社會效(xiao)益和經濟效(xiao)益。 本規劃能源(yuan)項目建設(she)期間,主要(yao)有施(shi)工(gong)(gong)廢水、施(shi)工(gong)(gong)廢氣(qi)(qi)、施(shi)工(gong)(gong)噪(zao)(zao)聲(sheng)(sheng)、固體廢物、水土流失植(zhi)(zhi)被(bei)破(po)壞等(deng)環(huan)境影(ying)響。廢水主要(yao)為(wei)生(sheng)(sheng)產(chan)(chan)(chan)廢水和生(sheng)(sheng)活污水;施(shi)工(gong)(gong)廢氣(qi)(qi)主要(yao)為(wei)施(shi)工(gong)(gong)揚塵(chen)、材料運輸車輛(liang)產(chan)(chan)(chan)生(sheng)(sheng)的(de)(de)汽車尾(wei)氣(qi)(qi);施(shi)工(gong)(gong)噪(zao)(zao)聲(sheng)(sheng)主要(yao)為(wei)施(shi)工(gong)(gong)機(ji)械設(she)備運行噪(zao)(zao)聲(sheng)(sheng);固體廢物主要(yao)為(wei)基礎開挖產(chan)(chan)(chan)生(sheng)(sheng)的(de)(de)棄方(fang)及(ji)施(shi)工(gong)(gong)人員產(chan)(chan)(chan)生(sheng)(sheng)的(de)(de)生(sheng)(sheng)活垃圾;水土流失植(zhi)(zhi)被(bei)破(po)壞主要(yao)為(wei)場(chang)地開挖、土方(fang)及(ji)剝離表土的(de)(de)臨時堆存等(deng)活動會使表層植(zhi)(zhi)被(bei)受到破(po)壞,造成水土流失。 第二節 規范規劃審批和環境準入 加快推(tui)進“三線一(yi)單(dan)(dan)”成(cheng)果在能源(yuan)規(gui)劃等專項(xiang)規(gui)劃、“兩(liang)高(gao)”行業產業布(bu)(bu)局和(he)結構(gou)調整、重(zhong)大(da)項(xiang)目(mu)(mu)選址中的應(ying)用(yong)。以源(yuan)頭根(gen)治環(huan)境(jing)污(wu)染、提升資源(yuan)再使用(yong)率(lv)、助推(tui)環(huan)保(bao)工作長期發展為(wei)目(mu)(mu)標(biao),強(qiang)化(hua)規(gui)劃環(huan)評工作,優化(hua)能源(yuan)規(gui)劃布(bu)(bu)局、產業結構(gou)與(yu)實施時(shi)序,嚴(yan)格(ge)控制“兩(liang)高(gao)”行業發展規(gui)模(mo)。按照“劃框子(zi)、定規(gui)則(ze)、查落(luo)實”,加大(da)環(huan)評改(gai)革力度,以“三線一(yi)單(dan)(dan)”為(wei)手段,強(qiang)化(hua)空(kong)間、總(zong)量(liang)、準(zhun)入(ru)環(huan)境(jing)管理(li),推(tui)動規(gui)劃環(huan)評落(luo)地。新建(jian)(jian)、改(gai)建(jian)(jian)、擴建(jian)(jian)“兩(liang)高(gao)”項(xiang)目(mu)(mu)須(xu)符(fu)合生態(tai)環(huan)境(jing)保(bao)護法(fa)律(lv)法(fa)規(gui)和(he)相(xiang)(xiang)關法(fa)定規(gui)劃,滿足重(zhong)點污(wu)染物排放總(zong)量(liang)控制、碳(tan)排放達(da)峰(feng)目(mu)(mu)標(biao)、生態(tai)環(huan)境(jing)準(zhun)入(ru)清單(dan)(dan)、相(xiang)(xiang)關規(gui)劃環(huan)評和(he)相(xiang)(xiang)應(ying)行業建(jian)(jian)設項(xiang)目(mu)(mu)環(huan)境(jing)準(zhun)入(ru)條件、環(huan)評文件審批(pi)原則(ze)要求。 第三節 強化考核評價和過程監管 推(tui)動(dong)評(ping)價(jia)管理(li)統籌融合。在(zai)(zai)保(bao)障(zhang)“三線(xian)一單(dan)”落(luo)地(di)(di)細化(hua)及(ji)(ji)后續更新調整的基(ji)礎上,將應對氣(qi)候(hou)變化(hua)要求納(na)入(ru)“三線(xian)一單(dan)”生態環(huan)境分區管控(kong)體系,積(ji)極開(kai)展(zhan)規劃(hua)環(huan)評(ping)和(he)項(xiang)目(mu)環(huan)評(ping),保(bao)障(zhang)區域(yu)、行業(ye)和(he)企業(ye)落(luo)實煤炭消(xiao)費削減(jian)替代、溫室氣(qi)體排(pai)放控(kong)制等(deng)(deng)政策要求落(luo)地(di)(di),推(tui)動(dong)將氣(qi)候(hou)變化(hua)影響(xiang)納(na)入(ru)環(huan)境影響(xiang)評(ping)價(jia)。在(zai)(zai)環(huan)評(ping)工作中統籌開(kai)展(zhan)污(wu)染物和(he)碳排(pai)放的源(yuan)項(xiang)識別(bie)、源(yuan)強核算、減(jian)污(wu)降(jiang)碳措(cuo)施(shi)可(ke)行性(xing)論(lun)證及(ji)(ji)方(fang)案比選(xuan),提出協同控(kong)制最優方(fang)案。加(jia)強過程保(bao)護和(he)治(zhi)(zhi)理(li)恢(hui)復。切實做(zuo)好(hao)能(neng)(neng)(neng)源(yuan)規劃(hua)與電(dian)力(li)、油氣(qi)氫能(neng)(neng)(neng)發展(zhan)等(deng)(deng)專項(xiang)規劃(hua)的銜接,堅持能(neng)(neng)(neng)源(yuan)發展(zhan)與環(huan)境保(bao)護并重(zhong),嚴格依據規劃(hua)科(ke)學布局實施(shi)能(neng)(neng)(neng)源(yuan)項(xiang)目(mu)。深化(hua)節能(neng)(neng)(neng)減(jian)排(pai),依照(zhao)國家法律法規,綜合采取財稅、價(jia)格、標準等(deng)(deng)措(cuo)施(shi),在(zai)(zai)重(zhong)點領(ling)域(yu)、行業(ye)、企業(ye)大力(li)推(tui)進節能(neng)(neng)(neng)減(jian)排(pai)技術改(gai)造,加(jia)快淘汰落(luo)后產能(neng)(neng)(neng)、污(wu)染嚴重(zhong)產能(neng)(neng)(neng)。重(zhong)點解(jie)決地(di)(di)下水(shui)滲(shen)透、開(kai)采沉(chen)陷等(deng)(deng)環(huan)境問(wen)題(ti),做(zuo)好(hao)廢棄物利用、塌(ta)陷地(di)(di)治(zhi)(zhi)理(li)等(deng)(deng)工作,加(jia)強項(xiang)目(mu)建設過程中的水(shui)土(tu)保(bao)持和(he)環(huan)境修復,保(bao)護自然地(di)(di)形地(di)(di)貌。 第十章 保障措施 第一節 堅持規劃戰略引領,保障任務有效落實 加強能(neng)(neng)源規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)與(yu)經濟社(she)會發(fa)(fa)展(zhan)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)綱要(yao)、國(guo)土(tu)空(kong)間規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)、環境保護(hu)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)等(deng)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)的(de)(de)有機銜接,將能(neng)(neng)源革命戰略納(na)入區域、專項(xiang)(xiang)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)及年度計劃(hua)(hua)(hua)(hua)(hua),全省各(ge)有關部門要(yao)根據(ju)本(ben)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)的(de)(de)重(zhong)點(dian)工程、重(zhong)大項(xiang)(xiang)目與(yu)其他專項(xiang)(xiang)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)的(de)(de)協調情(qing)況,有序(xu)安排資源配置(zhi)、指(zhi)標約束和(he)建設時序(xu)。建立整(zheng)體結構優化和(he)協調發(fa)(fa)展(zhan)完善(shan)(shan)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)動(dong)態調整(zheng)機制,在實施(shi)過程中(zhong)根據(ju)實際情(qing)況對能(neng)(neng)源規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)及時進行調整(zheng)和(he)完善(shan)(shan)。強化能(neng)(neng)源規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)對全省能(neng)(neng)源產業(ye)發(fa)(fa)展(zhan)的(de)(de)戰略指(zhi)導地位,各(ge)地市(shi)、各(ge)園區作(zuo)為實施(shi)主體,要(yao)貫(guan)徹落(luo)實本(ben)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)的(de)(de)要(yao)求和(he)任務,加強各(ge)項(xiang)(xiang)指(zhi)標銜接與(yu)分解,形成層次清晰、定(ding)位明確、落(luo)實有序(xu)的(de)(de)能(neng)(neng)源規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)體系。 第二節 明確實施責任主體,健全政府治理體系 強化(hua)政(zheng)府主管部(bu)門(men)信息(xi)共享和(he)協(xie)同(tong)聯動(dong)機(ji)制,研究制定與戰略要求(qiu)相銜(xian)接的(de)規劃(hua)體(ti)系和(he)實(shi)施(shi)方(fang)案,明(ming)確(que)責(ze)任分工和(he)時間要求(qiu)。積極轉變政(zheng)府職能(neng),創新政(zheng)府管理方(fang)式(shi)方(fang)法,強化(hua)宏觀調控(kong)、市場監管、資(zi)源(yuan)保(bao)護、利(li)益(yi)協(xie)調等(deng)(deng)服務意識;加強能(neng)源(yuan)發展戰略、規劃(hua)、政(zheng)策(ce)法規、規范(fan)標準等(deng)(deng)的(de)制定和(he)實(shi)施(shi),積極推(tui)進(jin)(jin)依法行政(zheng)。貫徹落(luo)實(shi)簡政(zheng)放(fang)權、放(fang)管結(jie)合的(de)總體(ti)要求(qiu),建立部(bu)門(men)協(xie)作聯動(dong)機(ji)制,依法下放(fang)項目審(shen)(shen)批權限,進(jin)(jin)一步明(ming)確(que)辦事標準和(he)程(cheng)序,減少審(shen)(shen)批中間環節。全力爭取國家對核電、抽(chou)水蓄能(neng)、LNG接收站(zhan)等(deng)(deng)重大能(neng)源(yuan)項目的(de)納規、立項、用(yong)地(di)、用(yong)海(hai)和(he)環保(bao)等(deng)(deng)方(fang)面給予支持,保(bao)障能(neng)源(yuan)建設項目建設需求(qiu)。 第三節 完善配套支持政策,創建良好發展環境 完善政(zheng)(zheng)策(ce)支持(chi)(chi)機制,積極疏導解決(jue)能源(yuan)(yuan)(yuan)產業(ye)發展(zhan)(zhan)產生(sheng)的突出矛盾(dun),促進能源(yuan)(yuan)(yuan)政(zheng)(zheng)策(ce)與(yu)財稅、金(jin)融、土地、價格(ge)(ge)、環保、產業(ye)等(deng)相關政(zheng)(zheng)策(ce)統籌(chou)協調,確(que)保各項(xiang)政(zheng)(zheng)策(ce)措施的連貫(guan)統一,提高政(zheng)(zheng)策(ce)綜合效(xiao)力。拓寬(kuan)投(tou)(tou)融資(zi)渠道(dao),加大(da)對能源(yuan)(yuan)(yuan)保障(zhang)、傳統能源(yuan)(yuan)(yuan)升級改造(zao)、清潔能源(yuan)(yuan)(yuan)發展(zhan)(zhan)等(deng)扶持(chi)(chi)力度,鼓勵開發性、政(zheng)(zheng)策(ce)性銀行支持(chi)(chi)能源(yuan)(yuan)(yuan)重大(da)項(xiang)目(mu)建(jian)設(she),引導社會資(zi)本參與(yu)項(xiang)目(mu)建(jian)設(she),采取(qu)多(duo)種手(shou)段保障(zhang)資(zi)金(jin)需求。實施能源(yuan)(yuan)(yuan)投(tou)(tou)資(zi)負面清單管(guan)理模式,建(jian)立和完善項(xiang)目(mu)審查制度,創(chuang)建(jian)良好的能源(yuan)(yuan)(yuan)產業(ye)投(tou)(tou)資(zi)開發環境。嚴格(ge)(ge)約束性指(zhi)標(biao)管(guan)理,依(yi)法加大(da)審批事項(xiang)取(qu)消下放力度,切(qie)實發揮市場機制作用。
