湖北:推進風光水火儲一體化、源網荷儲一體化項目 2025年新型儲能裝機規模達2GW!

近日,湖(hu)北(bei)省生態環(huan)境(jing)廳發(fa)布湖(hu)北(bei)省應(ying)對氣(qi)候變(bian)化“十四五”規劃(hua)的通知,通知指出,推(tui)動技術(shu)裝(zhuang)備(bei)(bei)示范應(ying)用,積極研(yan)制成套電(dian)(dian)池(chi)裝(zhuang)備(bei)(bei),支持全釩(fan)液(ye)流電(dian)(dian)池(chi)儲(chu)(chu)能(neng)裝(zhuang)備(bei)(bei)產業化發(fa)展和(he)應(ying)用示范。加快發(fa)展壓縮空氣(qi)儲(chu)(chu)能(neng)、飛輪儲(chu)(chu)能(neng)等(deng)物理(li)儲(chu)(chu)能(neng)設施(shi)(shi)和(he)鋰電(dian)(dian)池(chi)、鉛蓄電(dian)(dian)池(chi)、超級(ji)電(dian)(dian)容等(deng)化學儲(chu)(chu)能(neng)設施(shi)(shi)。

湖北省應對氣候(hou)變化“十四五”規劃

為積極應對氣候變化,加(jia)快推進綠色低碳循環(huan)發(fa)展,根據《湖北(bei)省國民經(jing)濟(ji)和社(she)會(hui)發(fa)展第十(shi)四個五年規劃和二〇三五年遠景目標綱(gang)要(yao)(yao)》《湖北(bei)省生態(tai)環(huan)境保護“十(shi)四五”規劃》的要(yao)(yao)求,制定本規劃。

一(yi)、發展現狀和面臨形勢

(一)發展現狀。

“十(shi)三五(wu)”期(qi)間,省委、省政府堅持(chi)(chi)以習近(jin)平新時代中國特色社(she)會(hui)主義思(si)想(xiang)為指導,貫徹落實習近(jin)平生(sheng)態(tai)文明思(si)想(xiang)和習近(jin)平總(zong)書記(ji)視察湖北重(zhong)要(yao)講話精神,堅持(chi)(chi)新發展(zhan)理念,堅持(chi)(chi)生(sheng)態(tai)優先、綠色發展(zhan),將應對氣候變化(hua)作為推進(jin)高質量發展(zhan)的重(zhong)要(yao)抓手,采取(qu)(qu)減源(yuan)、增(zeng)匯、適應等一系列政策措施(shi),取(qu)(qu)得(de)了積極成效。

降碳(tan)增匯(hui)成效明顯。初(chu)步核(he)算,全省(sheng)單(dan)位地(di)(di)(di)區生(sheng)產總值(zhi)二氧化(hua)碳(tan)排放累計下降24.5%,順利完(wan)成“十三(san)五(wu)”規劃目(mu)標。單(dan)位地(di)(di)(di)區生(sheng)產總值(zhi)二氧化(hua)碳(tan)排放、人均(jun)二氧化(hua)碳(tan)排放均(jun)低于全國平均(jun)水平。單(dan)位地(di)(di)(di)區生(sheng)產總值(zhi)能耗(hao)、規模以上企業(ye)(ye)單(dan)位工業(ye)(ye)增加(jia)值(zhi)能耗(hao)分(fen)別累計下降18%、22%,2020年(nian)能源消(xiao)費總量16251萬噸(dun)標準煤。林(lin)業(ye)(ye)碳(tan)匯(hui)不斷增加(jia),全省(sheng)森林(lin)覆蓋(gai)率(lv)達到42%,森林(lin)蓄積量4.2億立方米,森林(lin)植被碳(tan)儲量1.78億噸(dun)。

發(fa)展方(fang)(fang)式加快(kuai)轉變。產業(ye)結(jie)構不斷優化(hua),三次產業(ye)比(bi)(bi)(bi)重(zhong)調整為9.5∶39.2∶51.3,“光芯(xin)屏端(duan)網”產業(ye)集(ji)群加速崛起,高技(ji)術制造(zao)業(ye)增加值占工業(ye)增加值比(bi)(bi)(bi)重(zhong)達(da)(da)(da)到(dao)(dao)(dao)10.2%。能(neng)(neng)(neng)(neng)源結(jie)構調整成效顯著,非化(hua)石能(neng)(neng)(neng)(neng)源占比(bi)(bi)(bi)達(da)(da)(da)到(dao)(dao)(dao)17.5%,可(ke)再生(sheng)能(neng)(neng)(neng)(neng)源發(fa)電裝機占發(fa)電總裝機的比(bi)(bi)(bi)重(zhong)提高到(dao)(dao)(dao)61.2%。累(lei)計(ji)關(guan)停退(tui)出煤礦111家,化(hua)解產能(neng)(neng)(neng)(neng)2043萬噸。循(xun)環經濟發(fa)展提速,國家級(ji)和(he)(he)省級(ji)園區循(xun)環化(hua)改造(zao)實(shi)施率(lv)分(fen)別達(da)(da)(da)到(dao)(dao)(dao)85%和(he)(he)65%。城鎮綠(lv)色低碳發(fa)展穩步(bu)推進,綠(lv)色建(jian)(jian)筑占新(xin)(xin)建(jian)(jian)建(jian)(jian)筑比(bi)(bi)(bi)例達(da)(da)(da)到(dao)(dao)(dao)79.3%,新(xin)(xin)增節能(neng)(neng)(neng)(neng)建(jian)(jian)筑面(mian)積3.45億平方(fang)(fang)米,新(xin)(xin)增建(jian)(jian)筑節能(neng)(neng)(neng)(neng)能(neng)(neng)(neng)(neng)力481.22萬噸標準(zhun)煤,城市新(xin)(xin)增和(he)(he)更新(xin)(xin)公(gong)交車(che)中(zhong)新(xin)(xin)能(neng)(neng)(neng)(neng)源車(che)比(bi)(bi)(bi)例達(da)(da)(da)到(dao)(dao)(dao)86%。

低(di)(di)碳(tan)試(shi)點(dian)(dian)成果(guo)豐(feng)碩(shuo)。武漢市(shi)(shi)、長陽縣成為國(guo)家(jia)低(di)(di)碳(tan)城(cheng)(cheng)市(shi)(shi)試(shi)點(dian)(dian)。武漢市(shi)(shi)榮獲“C40城(cheng)(cheng)市(shi)(shi)氣候領(ling)袖群第三屆(jie)城(cheng)(cheng)市(shi)(shi)獎(jiang)”,硚口區入選全(quan)球頂級(ji)(ji)城(cheng)(cheng)市(shi)(shi)100個(ge)低(di)(di)碳(tan)行動典型(xing)案例。國(guo)家(jia)級(ji)(ji)低(di)(di)碳(tan)工業園區達到3個(ge),省(sheng)級(ji)(ji)低(di)(di)碳(tan)社區達到15個(ge)。創新大型(xing)國(guo)際(ji)體育賽(sai)事碳(tan)中和模式,“低(di)(di)碳(tan)軍運(yun)”獲得積極反響。推出碳(tan)積分產品“碳(tan)寶包”,引導武漢市(shi)(shi)民參與低(di)(di)碳(tan)消費(fei)。

市(shi)場體系基本建(jian)立。深(shen)入(ru)推進碳(tan)排放(fang)權交易(yi),已(yi)納(na)入(ru)碳(tan)排放(fang)權交易(yi)配(pei)(pei)額(e)管理企(qi)業(ye)373家(jia),企(qi)業(ye)履約(yue)率(lv)保(bao)持100%,碳(tan)排放(fang)年均下(xia)降2%左右;配(pei)(pei)額(e)累(lei)(lei)計成交3.56億噸,成交額(e)83.51億元,穩(wen)居(ju)全國前列,碳(tan)交易(yi)試(shi)點(dian)(dian)工作獲(huo)“湖北改革(ge)獎(jiang)(jiang)(項目(mu)獎(jiang)(jiang))”。全國碳(tan)排放(fang)權注(zhu)冊登記系統落戶武漢,系統建(jian)設穩(wen)步(bu)推進。碳(tan)金融創新有突破,先后開展了碳(tan)資(zi)產托管、碳(tan)質(zhi)押貸(dai)款、碳(tan)現貨遠期(qi)產品、碳(tan)眾籌及碳(tan)保(bao)險等(deng)業(ye)務,幫助企(qi)業(ye)融資(zi)15.4億元。自愿減排有亮點(dian)(dian),開發省(sheng)內農(nong)林類自愿減排項目(mu)128個,累(lei)(lei)計使用(yong)來(lai)自省(sheng)內貧困地區的減排量(liang)217萬噸。

適(shi)應水(shui)(shui)平持續提升。率(lv)先(xian)在全(quan)國(guo)實(shi)現(xian)河湖長制全(quan)覆(fu)蓋,國(guo)考斷面水(shui)(shui)質達(da)標(biao)比例達(da)到(dao)91.2%。單位地區生產總值用(yong)水(shui)(shui)量(liang)累計(ji)下降30.3%,農田灌溉(gai)水(shui)(shui)有效利用(yong)系數達(da)到(dao)0.528。主(zhu)要農作物良(liang)種實(shi)現(xian)全(quan)覆(fu)蓋,新增水(shui)(shui)土流失綜(zong)合治理面積11165平方公(gong)里(li),分別(bie)完(wan)成防沙治沙、石漠(mo)化綜(zong)合治理任務(wu)262.4萬(wan)(wan)畝、239.0萬(wan)(wan)畝,水(shui)(shui)土保持率(lv)達(da)到(dao)83.0%。省(sheng)(sheng)突發(fa)(fa)事件預警信息(xi)發(fa)(fa)布系統建成投用(yong),氣象(xiang)預警信息(xi)公(gong)眾(zhong)覆(fu)蓋率(lv)達(da)95%,氣候預測(ce)質量(liang)居全(quan)國(guo)前列(lie)。完(wan)成全(quan)省(sheng)(sheng)23個(ge)園區和20個(ge)大型(xing)風(feng)能(neng)、太(tai)陽能(neng)項(xiang)目的(de)氣候可(ke)行性論證。武漢、十堰氣候適(shi)應型(xing)城市建設成效顯著。

基(ji)(ji)礎能力(li)(li)不斷(duan)夯(hang)實。省級溫室(shi)氣(qi)(qi)體清(qing)(qing)單編制實現年度化(hua)(hua),各市州溫室(shi)氣(qi)(qi)體清(qing)(qing)單編制全面啟動。二(er)氧化(hua)(hua)碳(tan)(tan)捕集利(li)用與封存(CCUS)、高耗能行業集成系(xi)統診(zhen)斷(duan)、空氣(qi)(qi)源熱泵(beng)、煉焦荒(huang)煤(mei)氣(qi)(qi)顯熱回(hui)收利(li)用等低碳(tan)(tan)技(ji)術取(qu)得突破性(xing)進展。《應對(dui)氣(qi)(qi)候(hou)變(bian)化(hua)(hua)——湖北(bei)在行動》宣傳(chuan)片在第三屆中(zhong)國(深(shen)圳)國際氣(qi)(qi)候(hou)影視大會上獲得長片銀獎。交流合作(zuo)更加深(shen)化(hua)(hua),應對(dui)氣(qi)(qi)候(hou)變(bian)化(hua)(hua)南(nan)(nan)南(nan)(nan)合作(zuo)培(pei)訓(xun)基(ji)(ji)地、全國碳(tan)(tan)交易能力(li)(li)建設培(pei)訓(xun)中(zhong)心(xin)落戶湖北(bei)。

(二)面臨形勢。

“十(shi)四五”時期是我(wo)省全(quan)面(mian)建成小康社會之后,乘勢(shi)而上開啟全(quan)面(mian)建設社會主義現代化新征程的第一個五年,也(ye)是譜寫(xie)新時代湖北(bei)高質量發(fa)展(zhan)新篇(pian)章(zhang)的關(guan)鍵五年。應(ying)對氣候變(bian)化仍然處于重要戰略機(ji)遇期,機(ji)遇和挑戰并存(cun),面(mian)臨著新形勢(shi)和新要求。

從國(guo)際看,應對氣(qi)候(hou)(hou)(hou)變化面(mian)臨的國(guo)際背景更加(jia)復雜。聯合國(guo)氣(qi)候(hou)(hou)(hou)變化格拉斯哥大會為《巴(ba)黎協定》全面(mian)有效(xiao)實施奠定基礎,實現疫后綠色經濟復蘇已經成為全球(qiu)共識。但是,全球(qiu)新冠(guan)肺炎疫情影(ying)響廣泛深遠,外(wai)部環境不(bu)穩定性、不(bu)確(que)定性加(jia)劇,給全球(qiu)氣(qi)候(hou)(hou)(hou)治理(li)帶(dai)來(lai)風險挑戰。

從國內(nei)看,減污降碳面(mian)臨(lin)的(de)結(jie)(jie)(jie)構性(xing)(xing)矛盾(dun)仍(reng)然(ran)(ran)突出。作為(wei)最(zui)大的(de)發展(zhan)中國家,我國仍(reng)面(mian)臨(lin)著發展(zhan)經濟、改(gai)善民生、保護環境等多重任務挑戰(zhan)。當前,我國生態文明建設仍(reng)處于壓力(li)疊加、負(fu)重前行的(de)關鍵期,工(gong)業(ye)化城鎮化加速推進,能源資源需求依然(ran)(ran)旺盛,以(yi)重化工(gong)為(wei)主(zhu)的(de)產業(ye)結(jie)(jie)(jie)構、以(yi)煤為(wei)主(zhu)的(de)能源結(jie)(jie)(jie)構和以(yi)公路貨(huo)運為(wei)主(zhu)的(de)運輸結(jie)(jie)(jie)構沒有根本改(gai)變,減污降碳面(mian)臨(lin)的(de)結(jie)(jie)(jie)構性(xing)(xing)矛盾(dun)仍(reng)然(ran)(ran)突出。同時,與(yu)發達(da)國家相比,我國要(yao)在2030年前實現(xian)碳達(da)峰、2060年前實現(xian)碳中和,時間更(geng)短、難度更(geng)大、挑戰(zhan)更(geng)多,需要(yao)付出艱苦卓絕的(de)努(nu)力(li)。

從省內看,應(ying)對(dui)氣(qi)候(hou)變化任(ren)務更加繁(fan)重(zhong)。我省地(di)處(chu)中(zhong)國(guo)中(zhong)部、“長(chang)(chang)江(jiang)之腰”,山(shan)河湖庫眾多(duo),是(shi)長(chang)(chang)江(jiang)流域重(zhong)要(yao)(yao)的(de)(de)水源涵(han)養(yang)地(di)和國(guo)家重(zhong)要(yao)(yao)的(de)(de)生(sheng)態屏障,生(sheng)態安全地(di)位舉足(zu)輕重(zhong)。《中(zhong)共中(zhong)央 國(guo)務院關于(yu)新時代推動中(zhong)部地(di)區高質量發(fa)(fa)展(zhan)的(de)(de)意見》提(ti)出(chu)(chu)要(yao)(yao)著(zhu)力建(jian)設綠色發(fa)(fa)展(zhan)的(de)(de)美麗(li)中(zhong)部,對(dui)我省率(lv)先在中(zhong)部地(di)區實現(xian)綠色崛起(qi)提(ti)出(chu)(chu)了明確(que)目標(biao)。省第十二次黨代會提(ti)出(chu)(chu)讓綠色低(di)碳(tan)成為高質量發(fa)(fa)展(zhan)的(de)(de)普遍形態,對(dui)建(jian)設人與(yu)(yu)自然和諧共生(sheng)的(de)(de)美麗(li)湖北提(ti)出(chu)(chu)了新的(de)(de)要(yao)(yao)求。同時,也要(yao)(yao)清醒地(di)看到(dao),保護與(yu)(yu)發(fa)(fa)展(zhan)短期(qi)問題和長(chang)(chang)期(qi)矛盾交織,能耗和碳(tan)排放仍在上升空(kong)間,疫(yi)后(hou)重(zhong)振(zhen)、經濟固穩(wen)回(hui)升的(de)(de)迫切要(yao)(yao)求也使(shi)得產業、能源結(jie)構調(diao)整更加困(kun)難(nan)。基(ji)礎設施(shi)、公共衛生(sheng)體系、基(ji)層治理能力的(de)(de)短板還比較突(tu)出(chu)(chu),極(ji)端天氣(qi)氣(qi)候(hou)事件頻(pin)繁(fan)出(chu)(chu)現(xian),多(duo)災種耦合效應(ying)、疊(die)加效應(ying)明顯增加,應(ying)對(dui)氣(qi)候(hou)變化面臨新的(de)(de)挑戰。

二、指導思想、基本(ben)原則(ze)和主要目標

(二)基本原則。

——政府(fu)引導,社會參與(yu)(yu)。發揮政府(fu)作用,引導企業履(lv)行(xing)社會責任,提(ti)升綠色創新(xin)水平,加快布局“雙碳”發展新(xin)賽道。推進碳普惠制,擴(kuo)大(da)社會參與(yu)(yu),切實提(ti)升全社會應對氣候變化意識。

到(dao)2025年,全(quan)(quan)省(sheng)溫室氣體與(yu)污染物排放協同控制能(neng)力(li)(li)明顯增強,碳(tan)(tan)(tan)排放強度(du)完(wan)成(cheng)國家下(xia)達目(mu)標任(ren)務,甲烷(wan)、氧化亞氮等非二氧化碳(tan)(tan)(tan)溫室氣體排放得(de)到(dao)有效管控。產(chan)業(ye)結構和能(neng)源結構優化調整(zheng)取(qu)得(de)積(ji)極(ji)進展(zhan),重點行(xing)業(ye)能(neng)源利用效率持(chi)續提(ti)高。多層次試點示范(fan)體系基本建成(cheng),綠色生(sheng)活方(fang)式得(de)到(dao)普遍推行(xing)。碳(tan)(tan)(tan)市(shi)場(chang)建設(she)深入推進,應對氣候(hou)變(bian)化治理體系和治理能(neng)力(li)(li)現代化加快(kuai)推進,綠色低碳(tan)(tan)(tan)技術研發(fa)和推廣(guang)應用取(qu)得(de)新(xin)進展(zhan),氣候(hou)安(an)全(quan)(quan)得(de)到(dao)有力(li)(li)保障。

展望(wang)2035年,全(quan)省溫(wen)室(shi)氣(qi)體與污染(ran)物排放(fang)協同控制能(neng)力進(jin)一步增強(qiang),碳(tan)排放(fang)達峰后穩中有(you)降。產業結(jie)構調(diao)整取(qu)得重大進(jin)展,低碳(tan)發展模式(shi)基本(ben)形成,清潔低碳(tan)安全(quan)高效的(de)能(neng)源體系(xi)(xi)初步建(jian)立。應(ying)對氣(qi)候(hou)變(bian)化法(fa)律(lv)法(fa)規、標準、政策、技(ji)術支撐體系(xi)(xi)基本(ben)建(jian)成,市場機(ji)制作用充分發揮。應(ying)對氣(qi)候(hou)變(bian)化成為(wei)社會(hui)自(zi)覺(jue)行動,綠(lv)色生(sheng)(sheng)產生(sheng)(sheng)活方式(shi)廣泛形成。氣(qi)候(hou)變(bian)化風險(xian)管理(li)水平顯著提升,應(ying)對氣(qi)候(hou)變(bian)化治(zhi)理(li)體系(xi)(xi)和(he)治(zhi)理(li)能(neng)力現(xian)代化基本(ben)實現(xian),助推建(jian)成人與自(zi)然和(he)諧共生(sheng)(sheng)的(de)美麗湖(hu)北。

三、嚴格控制溫室氣體排放

實施(shi)碳(tan)(tan)達峰行動,推動產業、能源綠色(se)低(di)碳(tan)(tan)轉型,加快實現(xian)生(sheng)(sheng)產、生(sheng)(sheng)活方式綠色(se)變(bian)革,顯(xian)著提升減(jian)污降碳(tan)(tan)、固碳(tan)(tan)增匯水平(ping)。

(一)實(shi)施碳達峰行動。

落實(shi)(shi)(shi)(shi)(shi)我省(sheng)碳(tan)(tan)達(da)(da)(da)(da)峰(feng)(feng)(feng)實(shi)(shi)(shi)(shi)(shi)施(shi)(shi)方(fang)(fang)案(an),制(zhi)定(ding)減污降(jiang)碳(tan)(tan)協同增效實(shi)(shi)(shi)(shi)(shi)施(shi)(shi)方(fang)(fang)案(an),研(yan)究出(chu)臺能(neng)源(yuan)(yuan)、鋼鐵、建材、化(hua)(hua)工(gong)、建筑、交(jiao)通等行業(ye)(ye)和領域碳(tan)(tan)達(da)(da)(da)(da)峰(feng)(feng)(feng)實(shi)(shi)(shi)(shi)(shi)施(shi)(shi)方(fang)(fang)案(an)。有(you)條件的市州因地制(zhi)宜制(zhi)定(ding)本(ben)地區碳(tan)(tan)達(da)(da)(da)(da)峰(feng)(feng)(feng)實(shi)(shi)(shi)(shi)(shi)施(shi)(shi)方(fang)(fang)案(an),提(ti)出(chu)符合實(shi)(shi)(shi)(shi)(shi)際(ji)、切(qie)實(shi)(shi)(shi)(shi)(shi)可行的碳(tan)(tan)達(da)(da)(da)(da)峰(feng)(feng)(feng)時間表、路線圖、施(shi)(shi)工(gong)圖,避免“運(yun)動(dong)式(shi)”減碳(tan)(tan)。鼓勵產業(ye)(ye)結構(gou)偏(pian)重、能(neng)源(yuan)(yuan)結構(gou)偏(pian)煤的城(cheng)(cheng)市和資源(yuan)(yuan)型城(cheng)(cheng)市,把減污降(jiang)碳(tan)(tan)擺在重要位置,大力優(you)化(hua)(hua)產業(ye)(ye)結構(gou)和能(neng)源(yuan)(yuan)結構(gou)。鼓勵開發區、產業(ye)(ye)園(yuan)區開展碳(tan)(tan)達(da)(da)(da)(da)峰(feng)(feng)(feng)行動(dong),支持大型國有(you)企業(ye)(ye)制(zhi)定(ding)碳(tan)(tan)達(da)(da)(da)(da)峰(feng)(feng)(feng)實(shi)(shi)(shi)(shi)(shi)施(shi)(shi)方(fang)(fang)案(an)。

(二(er))推動產業綠色(se)低碳轉(zhuan)型。

突出工(gong)業、建筑、交通等重點(dian)領域,推動產業結構、運輸結構優化(hua),綠色(se)發(fa)展內生動力顯著增(zeng)強。

專欄1綠色制造工程

綠(lv)色(se)(se)工(gong)廠:推行用地集約化(hua)、原料無害化(hua)、生(sheng)產(chan)潔凈化(hua)、廢物資(zi)源化(hua)、能源低碳化(hua)的綠(lv)色(se)(se)制造模(mo)式,積極支(zhi)持企業創建綠(lv)色(se)(se)工(gong)廠。

堅定不移推進能源(yuan)(yuan)革(ge)命,統籌減污降碳(tan)和能源(yuan)(yuan)安全(quan)(quan),加快(kuai)構建清潔低碳(tan)安全(quan)(quan)高效的能源(yuan)(yuan)體系。

推動(dong)化(hua)石能源(yuan)清潔(jie)化(hua)利用(yong)(yong)。嚴格合理控(kong)制煤(mei)(mei)(mei)(mei)炭消(xiao)(xiao)費增(zeng)長(chang),煤(mei)(mei)(mei)(mei)炭消(xiao)(xiao)費比(bi)重降(jiang)低(di)至51%。規劃新增(zeng)煤(mei)(mei)(mei)(mei)電(dian)(dian)機(ji)組(zu)全(quan)部按照超低(di)排放標(biao)準(zhun)建設,加(jia)快(kuai)落后煤(mei)(mei)(mei)(mei)電(dian)(dian)機(ji)組(zu)淘汰。加(jia)快(kuai)現役煤(mei)(mei)(mei)(mei)電(dian)(dian)機(ji)組(zu)“三改(gai)(gai)”(節(jie)能改(gai)(gai)造、靈(ling)活(huo)性(xing)改(gai)(gai)造、供(gong)熱改(gai)(gai)造),平(ping)均供(gong)電(dian)(dian)煤(mei)(mei)(mei)(mei)耗下降(jiang)到297克。推進(jin)煤(mei)(mei)(mei)(mei)炭清潔(jie)高效(xiao)利用(yong)(yong),對(dui)煤(mei)(mei)(mei)(mei)炭、煤(mei)(mei)(mei)(mei)共伴生資源(yuan)、煤(mei)(mei)(mei)(mei)矸(gan)石、礦井(jing)水(shui)等實(shi)施協調開發和綜合利用(yong)(yong)。推進(jin)油(you)品(pin)質量(liang)升級,嚴格落實(shi)2023年執行國VI車用(yong)(yong)汽油(you)B階段(duan)標(biao)準(zhun),有序推廣(guang)車用(yong)(yong)乙醇汽油(you)。培育天然(ran)氣(qi)消(xiao)(xiao)費市場,天然(ran)氣(qi)消(xiao)(xiao)費量(liang)達到100億立方米(mi),消(xiao)(xiao)費比(bi)重達到7%左右。加(jia)大宜昌、恩施等頁巖氣(qi)勘探開發力度,力爭頁巖氣(qi)年產能達到20億立方米(mi)。

加快建(jian)設(she)新(xin)型電(dian)(dian)力系統。提升電(dian)(dian)力系統綜合(he)調(diao)節能(neng)(neng)力,加快靈活(huo)(huo)調(diao)節電(dian)(dian)源(yuan)建(jian)設(she),靈活(huo)(huo)調(diao)節電(dian)(dian)源(yuan)占比達到(dao)25%,需求側響應能(neng)(neng)力達到(dao)最大(da)(da)用電(dian)(dian)負荷的5%左(zuo)右(you)。建(jian)設(she)堅強智能(neng)(neng)電(dian)(dian)網,建(jian)成交直(zhi)流互(hu)備的特高壓(ya)電(dian)(dian)網,大(da)(da)力發展以消納(na)新(xin)能(neng)(neng)源(yuan)為(wei)主的微(wei)電(dian)(dian)網、局域網,實現與(yu)大(da)(da)電(dian)(dian)網兼容(rong)互(hu)補(bu)。

專(zhuan)欄3 清潔低(di)碳安全高效(xiao)能(neng)源體系建設(she)工(gong)程(cheng)

水(shui)電(dian):建(jian)設(she)碾盤山(shan)、新集、姚家(jia)平(ping)、雅口等重點(dian)水(shui)電(dian)項目,建(jian)設(she)通山(shan)大幕山(shan)、羅田平(ping)坦原等5個(ge)以上抽水(shui)蓄(xu)能(neng)電(dian)站。

太陽能:大(da)力推(tui)進光伏(fu)+工(gong)程,建設光伏(fu)+農業(ye)(養(yang)殖、種植)、光伏(fu)+多能互補、光伏(fu)+儲能、光伏(fu)+旅游等(deng)項(xiang)(xiang)目(mu)。支(zhi)持在各類(lei)開發區、工(gong)業(ye)園區、大(da)型商業(ye)區等(deng)建筑屋頂及附屬場地(di),建設就地(di)消納(na)的分布式光伏(fu)發電項(xiang)(xiang)目(mu)。鼓勵居民利(li)用(yong)自有建筑屋頂安裝戶用(yong)光伏(fu)發電系統。

風(feng)(feng)(feng)能:在(zai)隨(sui)州、孝(xiao)感、恩施、荊門、黃岡等(deng)風(feng)(feng)(feng)能資源豐富(fu)區,有序(xu)推進集中式風(feng)(feng)(feng)電項目建(jian)設,支持已投運風(feng)(feng)(feng)電場實施擴容改造。以(yi)江漢平原為(wei)重(zhong)點,建(jian)設就地(di)消(xiao)納(na)為(wei)主的分(fen)散式風(feng)(feng)(feng)電。因地(di)制宜開展“田(tian)園風(feng)(feng)(feng)電”“景觀風(feng)(feng)(feng)電”等(deng)項目。

生(sheng)(sheng)物(wu)(wu)質能:在開發區(qu)、產業園區(qu)等熱(re)負荷需求集中的(de)地區(qu),建設生(sheng)(sheng)物(wu)(wu)質熱(re)電(dian)聯產項目。合理布(bu)局生(sheng)(sheng)活垃(la)圾焚燒電(dian)廠。推廣(guang)生(sheng)(sheng)物(wu)(wu)質多元化利用,支(zhi)持(chi)生(sheng)(sheng)物(wu)(wu)天然氣工程建設,積(ji)極發展生(sheng)(sheng)物(wu)(wu)質鍋爐供熱(re),鼓勵開展生(sheng)(sheng)物(wu)(wu)質與(yu)燃煤(mei)耦合發電(dian)。

地(di)(di)(di)熱(re)(re)能:在江漢盆地(di)(di)(di)、南襄盆地(di)(di)(di)、武漢新洲凹陷等地(di)(di)(di)區,開展中深層地(di)(di)(di)源熱(re)(re)泵技術(shu)利用勘查、試驗、評(ping)價。

風(feng)光水(shui)火儲(chu)(chu)、源(yuan)網(wang)荷儲(chu)(chu)一體(ti)化示范:在(zai)黃石、十堰(yan)、荊門(men)、宜昌、天(tian)門(men)、潛江等(deng)(deng)地(di),布局建設一批風(feng)光水(shui)儲(chu)(chu)百萬千瓦新能(neng)(neng)源(yuan)基(ji)地(di),優先利(li)用水(shui)電(dian)調節性能(neng)(neng)消納近區風(feng)光電(dian)力。在(zai)黃岡、咸寧、孝(xiao)感、襄陽、隨州、荊州、仙(xian)桃等(deng)(deng)地(di),布局建設一批風(feng)光火儲(chu)(chu)百萬千瓦新能(neng)(neng)源(yuan)基(ji)地(di)。在(zai)武漢、襄陽、宜昌等(deng)(deng)地(di),開展源(yuan)網(wang)荷儲(chu)(chu)一體(ti)化示范。

(四)推(tui)進節(jie)能提(ti)高能效。

廣泛(fan)開(kai)展全民節(jie)能(neng)行動(dong),加快終端用(yong)能(neng)領域(yu)電氣化、智(zhi)能(neng)化發展,提升能(neng)效(xiao)水平,促進綠色化改造。

嚴格(ge)落實能(neng)耗雙控。強(qiang)化能(neng)耗強(qiang)度降低(di)約(yue)束性指標管(guan)理,有效(xiao)增強(qiang)能(neng)源消費(fei)總量(liang)管(guan)理彈性,加強(qiang)能(neng)耗雙控政策與碳達(da)峰碳中和(he)目(mu)(mu)標任務的銜(xian)接(jie)。嚴格(ge)節能(neng)審查(cha),新建(改(gai)擴建)項目(mu)(mu)能(neng)效(xiao)達(da)到行業、領(ling)域(yu)標桿水平(ping)或國(guo)內外先進水平(ping)。新增燃料用煤項目(mu)(mu)除國(guo)家和(he)省有關規定外,均(jun)實施減(jian)量(liang)替代(dai)。

控制廢(fei)棄物(wu)處理甲(jia)烷和(he)氧化(hua)(hua)亞氮排(pai)放(fang)(fang)。實行城鄉生(sheng)(sheng)活(huo)垃(la)圾強(qiang)制分(fen)類,設區城市基本建(jian)成(cheng)城鄉生(sheng)(sheng)活(huo)垃(la)圾分(fen)類處理系統,縣(市)建(jian)成(cheng)區生(sheng)(sheng)活(huo)垃(la)圾分(fen)類覆(fu)蓋(gai)率不低(di)于50%。引導衛生(sheng)(sheng)填埋場沼氣(qi)回收及能源(yuan)化(hua)(hua)利用。鼓勵農村易(yi)腐垃(la)圾就近(jin)進行生(sheng)(sheng)態(tai)堆肥處理。提高城市污水集(ji)中處理率,在垃(la)圾滲(shen)濾液、工(gong)業廢(fei)水處理中積極引入厭氧消化(hua)(hua)池,加快(kuai)甲(jia)烷轉化(hua)(hua)、脫氮等技術(shu)應用,提高甲(jia)烷回收利用效率,控制氧化(hua)(hua)亞氮排(pai)放(fang)(fang)。

控制(zhi)工(gong)業生(sheng)產過(guo)程非二氧(yang)化(hua)碳(tan)溫(wen)室(shi)氣體排(pai)放。改進(jin)硝酸行業生(sheng)產工(gong)藝(yi),應用(yong)(yong)硝酸裝置氧(yang)化(hua)亞氮(dan)爐內二級減(jian)排(pai)技術(shu)(shu)。電解鋁(lv)行業采用(yong)(yong)低(di)溫(wen)低(di)電壓鋁(lv)電解工(gong)藝(yi)、鋁(lv)電解槽(cao)新型(xing)焦粒焙燒啟動技術(shu)(shu)、新型(xing)導(dao)流(liu)結構鋁(lv)電解槽(cao)技術(shu)(shu)等,再(zai)生(sheng)鋁(lv)行業采用(yong)(yong)雙室(shi)爐、帶蓄熱式(shi)燃(ran)燒系統等先進(jin)熔煉爐型(xing),鼓勵鋁(lv)灰渣資源(yuan)化(hua)利用(yong)(yong)。在(zai)電網系統應用(yong)(yong)六氟化(hua)硫循環再(zai)利用(yong)(yong)、替代技術(shu)(shu)。對從事消耗臭氧(yang)層(ceng)物質回(hui)收、再(zai)生(sheng)利用(yong)(yong)或銷毀(hui)等經營活動的(de)企業,實(shi)施(shi)配額和分級備案管理,開(kai)展監督檢查,加(jia)快淘汰含氫氯氟烴。

增(zeng)加(jia)農(nong)田(tian)碳匯(hui)。開展農(nong)業農(nong)村減(jian)排固碳行(xing)動,研發應用增(zeng)匯(hui)型農(nong)業技(ji)術,推廣二氧化(hua)碳氣肥等技(ji)術,改進和優化(hua)耕作措(cuo)施,降低土壤(rang)(rang)侵(qin)蝕,增(zeng)加(jia)土壤(rang)(rang)有機碳固存。開展耕地質量提升行(xing)動,提升土壤(rang)(rang)有機碳儲量。

增(zeng)加(jia)地(di)質(zhi)碳匯(hui)(hui)。開展(zhan)地(di)質(zhi)資源調查(cha)評價(jia),采取改良土壤、石漠化(hua)綜合(he)治(zhi)理、增(zeng)強(qiang)水生(sheng)植物(wu)光合(he)作(zuo)用(yong)等(deng)措施,增(zeng)加(jia)碳酸(suan)鹽溶蝕(shi)速率,增(zeng)加(jia)巖(yan)溶碳匯(hui)(hui)通量,提(ti)高巖(yan)溶碳匯(hui)(hui)穩定(ding)性。

四(si)、主動適應(ying)氣候變化

將適應(ying)(ying)氣候(hou)變化(hua)作為維護生(sheng)態安(an)全(quan)、產業安(an)全(quan)、公共安(an)全(quan)和人民生(sheng)命(ming)安(an)全(quan)的重要抓手,強化(hua)重點領域、區域的氣候(hou)韌性(xing),提高全(quan)社會(hui)適應(ying)(ying)意識和適應(ying)(ying)能(neng)力。

(一)強化水資源(yuan)領域氣(qi)候韌性。

加強水(shui)資(zi)源保(bao)護和管理,開展流(liu)域綜(zong)合治理,切(qie)實維護氣(qi)候變(bian)化(hua)條件下水(shui)安全(quan)、水(shui)環境安全(quan)、生態安全(quan)。

優化水(shui)(shui)(shui)資源(yuan)配置(zhi)。落實水(shui)(shui)(shui)資源(yuan)剛性(xing)約束(shu)制(zhi)度,加(jia)強水(shui)(shui)(shui)旱(han)(han)(han)災害(hai)(hai)風險管(guan)理,提高氣候(hou)變化條(tiao)件下(xia)水(shui)(shui)(shui)安全(quan)(quan)(quan)保障能力(li)。全(quan)(quan)(quan)面實施國家(jia)節(jie)水(shui)(shui)(shui)行動(dong),全(quan)(quan)(quan)省用水(shui)(shui)(shui)總量控(kong)制(zhi)在367.41億立方米以內,地級及(ji)以上(shang)城(cheng)市(shi)全(quan)(quan)(quan)部達到(dao)國家(jia)節(jie)水(shui)(shui)(shui)型(xing)城(cheng)市(shi)標準。實施區(qu)(qu)(qu)域(yu)再生(sheng)水(shui)(shui)(shui)循環利(li)用工(gong)(gong)(gong)程,到(dao)2025年,全(quan)(quan)(quan)省城(cheng)市(shi)再生(sheng)水(shui)(shui)(shui)利(li)用率(lv)達到(dao)15%以上(shang)。推進鄂(e)北(bei)(bei)地區(qu)(qu)(qu)水(shui)(shui)(shui)資源(yuan)配置(zhi)二期(qi)、引江補漢等(deng)重大引調水(shui)(shui)(shui)工(gong)(gong)(gong)程,提升(sheng)鄂(e)北(bei)(bei)、鄂(e)中丘陵區(qu)(qu)(qu)及(ji)江漢平(ping)原供水(shui)(shui)(shui)能力(li)。推進城(cheng)鄉供水(shui)(shui)(shui)一體(ti)化,提高農村供水(shui)(shui)(shui)安全(quan)(quan)(quan)水(shui)(shui)(shui)平(ping)。完(wan)善以河道堤(di)防為(wei)基礎、大型(xing)湖(hu)庫(ku)為(wei)骨干、蓄(xu)滯洪區(qu)(qu)(qu)為(wei)依托、排(pai)水(shui)(shui)(shui)閘(zha)站為(wei)補充(chong)的防洪排(pai)澇(lao)工(gong)(gong)(gong)程體(ti)系,確保重點中小河流(liu)達到(dao)10-20年一遇防洪標準,全(quan)(quan)(quan)省洪澇(lao)災害(hai)(hai)總體(ti)可(ke)防可(ke)控(kong)。全(quan)(quan)(quan)面完(wan)成病險水(shui)(shui)(shui)庫(ku)除險加(jia)固,加(jia)強重點流(liu)域(yu)和(he)區(qu)(qu)(qu)域(yu)山洪災害(hai)(hai)防治。以糧食主產區(qu)(qu)(qu)、干旱(han)(han)(han)易發(fa)區(qu)(qu)(qu)等(deng)為(wei)重點,因地制(zhi)宜(yi)建設一批抗旱(han)(han)(han)水(shui)(shui)(shui)源(yuan)工(gong)(gong)(gong)程,徹底解(jie)決(jue)鄂(e)北(bei)(bei)地區(qu)(qu)(qu)“旱(han)(han)(han)包子”問題。

專欄6 水資源領域適應氣(qi)候變(bian)化重大工程

水(shui)(shui)資(zi)源配(pei)置(zhi)(zhi):推進鄂北地區水(shui)(shui)資(zi)源配(pei)置(zhi)(zhi)二(er)期、引江補漢等(deng)重大引調(diao)水(shui)(shui)工程,提(ti)升(sheng)鄂北、鄂中丘陵區及江漢平原供水(shui)(shui)能力。推進大別山(shan)南麓水(shui)(shui)資(zi)源配(pei)置(zhi)(zhi)、鄂東南水(shui)(shui)資(zi)源配(pei)置(zhi)(zhi)等(deng)工程,緩(huan)解局部(bu)缺水(shui)(shui)區的用(yong)水(shui)(shui)困(kun)難。推進襄陽(yang)、荊州、黃岡、鄂州、恩施等(deng)城市應急和備用(yong)水(shui)(shui)源建設,地級(ji)以上城市實現備用(yong)水(shui)(shui)源全覆蓋。

防洪(hong)(hong)(hong)排澇(lao):推進洪(hong)(hong)(hong)湖(hu)(hu)東分塊、杜家臺等(deng)長江(jiang)重要(yao)(yao)蓄(xu)(xu)滯洪(hong)(hong)(hong)區(qu)建設(she)(she),有序推動華陽河等(deng)長江(jiang)一般蓄(xu)(xu)滯洪(hong)(hong)(hong)區(qu)和主要(yao)(yao)支流(liu)分蓄(xu)(xu)洪(hong)(hong)(hong)民垸建設(she)(she)。加強四湖(hu)(hu)流(liu)域、梁子(zi)湖(hu)(hu)、斧頭(tou)湖(hu)(hu)、大冶湖(hu)(hu)等(deng)重點(dian)湖(hu)(hu)泊(bo)綜合治(zhi)理(li),增強洪(hong)(hong)(hong)水(shui)調(diao)蓄(xu)(xu)能力。推進長湖(hu)(hu)、洪(hong)(hong)(hong)湖(hu)(hu)區(qu)、斧頭(tou)湖(hu)(hu)區(qu)、梁子(zi)湖(hu)(hu)區(qu)、富水(shui)網湖(hu)(hu)區(qu)等(deng)重點(dian)易澇(lao)區(qu)系統治(zhi)理(li),重點(dian)易澇(lao)區(qu)排澇(lao)能力基本(ben)達(da)到10-20年一遇治(zhi)澇(lao)標準。

水生(sheng)態(tai)修(xiu)(xiu)復(fu):實(shi)施(shi)(shi)丹(dan)江(jiang)口庫(ku)區、三峽(xia)庫(ku)區等重要(yao)湖(hu)(hu)庫(ku)水生(sheng)態(tai)保(bao)護修(xiu)(xiu)復(fu)工(gong)程(cheng)。推進(jin)四湖(hu)(hu)流域(yu)、通順(shun)河(he)流域(yu)、府澴河(he)等河(he)湖(hu)(hu)水生(sheng)態(tai)修(xiu)(xiu)復(fu)。推進(jin)洪(hong)湖(hu)(hu)、沉(chen)湖(hu)(hu)、網湖(hu)(hu)等國家重要(yao)濕地保(bao)護與修(xiu)(xiu)復(fu)。實(shi)施(shi)(shi)長江(jiang)生(sheng)物多(duo)樣性保(bao)護工(gong)程(cheng),切實(shi)保(bao)護長江(jiang)、漢江(jiang)流域(yu)水生(sheng)生(sheng)物資(zi)源。

水土流失治(zhi)理(li):實(shi)施幕阜山區(qu)巖溶地區(qu)石漠化綜(zong)合治(zhi)理(li)工(gong)(gong)(gong)程(cheng)。實(shi)施三峽庫區(qu)及周(zhou)邊水土流失綜(zong)合治(zhi)理(li)工(gong)(gong)(gong)程(cheng)、丹(dan)江口水源(yuan)地水土保持工(gong)(gong)(gong)程(cheng)等(deng)。

流域(yu)分區(qu)(qu)綜合(he)治(zhi)理(li)(li):在國家重(zhong)(zhong)要生態屏障區(qu)(qu)及重(zhong)(zhong)點生態功能區(qu)(qu),強(qiang)化(hua)(hua)丹(dan)江口(kou)水(shui)庫(ku)、三峽庫(ku)區(qu)(qu)生態保護(hu)和(he)水(shui)源(yuan)(yuan)涵養(yang),嚴格水(shui)域(yu)開(kai)發(fa)利(li)用管(guan)(guan)理(li)(li),推進(jin)丹(dan)江口(kou)水(shui)庫(ku)及神定(ding)河、泗(si)河等(deng)入庫(ku)支流污染(ran)整治(zhi)。在重(zhong)(zhong)點開(kai)發(fa)區(qu)(qu)域(yu),優化(hua)(hua)重(zhong)(zhong)點流域(yu)產(chan)業空間布局,嚴格落實污染(ran)物總(zong)量控(kong)制制度(du),深化(hua)(hua)重(zhong)(zhong)點流域(yu)總(zong)磷、氨氮(dan)排(pai)放管(guan)(guan)控(kong),強(qiang)化(hua)(hua)流域(yu)綜合(he)整治(zhi),提升城(cheng)鎮污染(ran)治(zhi)理(li)(li)水(shui)平(ping),加強(qiang)環境風險聯(lian)防(fang)聯(lian)控(kong),提升資源(yuan)(yuan)利(li)用效率。在大(da)宗農(nong)產(chan)品(pin)生產(chan)基地,加強(qiang)農(nong)業面源(yuan)(yuan)污染(ran)和(he)生活污染(ran)治(zhi)理(li)(li),全面落實畜(chu)禽養(yang)殖禁(jin)養(yang)區(qu)(qu)和(he)限養(yang)區(qu)(qu)管(guan)(guan)控(kong)制度(du),強(qiang)化(hua)(hua)流域(yu)水(shui)資源(yuan)(yuan)聯(lian)合(he)調度(du),恢(hui)復河湖水(shui)系連通。

(二)提升敏感產業氣(qi)候(hou)適應能力。

加強適應(ying)氣候(hou)變化(hua)技術開發與運(yun)用,構建與氣候(hou)變化(hua)特征、主體(ti)功能定位(wei)相(xiang)適應(ying)的產業發展格局,切(qie)實(shi)保障生產安全。

提(ti)升(sheng)農(nong)(nong)業氣(qi)候適應(ying)能(neng)力(li)(li)(li)(li)。以保障國(guo)家糧(liang)食(shi)安全為(wei)(wei)底(di)線(xian),強化(hua)(hua)農(nong)(nong)業科技和裝備支(zhi)撐,建(jian)(jian)(jian)(jian)設(she)(she)智(zhi)慧農(nong)(nong)業,在不發生重(zhong)(zhong)大(da)(da)自然災害(hai)的情況下,全省(sheng)糧(liang)食(shi)綜合生產能(neng)力(li)(li)(li)(li)穩定在2500萬(wan)噸(dun)以上。實施(shi)高標(biao)準(zhun)農(nong)(nong)田(tian)(tian)建(jian)(jian)(jian)(jian)設(she)(she)工(gong)程,在有條(tiao)件的地(di)方(fang)推(tui)(tui)進(jin)(jin)高標(biao)準(zhun)農(nong)(nong)田(tian)(tian)建(jian)(jian)(jian)(jian)設(she)(she)整縣示范(fan)和綠色農(nong)(nong)田(tian)(tian)建(jian)(jian)(jian)(jian)設(she)(she)示范(fan),全省(sheng)建(jian)(jian)(jian)(jian)成高標(biao)準(zhun)農(nong)(nong)田(tian)(tian)4689萬(wan)畝(mu)。推(tui)(tui)進(jin)(jin)漳(zhang)河灌(guan)區(qu)(qu)等9處大(da)(da)型灌(guan)區(qu)(qu)續建(jian)(jian)(jian)(jian)配套與現代(dai)化(hua)(hua)改造,加快(kuai)推(tui)(tui)進(jin)(jin)重(zhong)(zhong)點中型灌(guan)區(qu)(qu)續建(jian)(jian)(jian)(jian)配套與節水改造項目建(jian)(jian)(jian)(jian)設(she)(she),大(da)(da)力(li)(li)(li)(li)開(kai)展小型農(nong)(nong)田(tian)(tian)水利(li)工(gong)程建(jian)(jian)(jian)(jian)設(she)(she)。立足不同(tong)地(di)區(qu)(qu)水雨(yu)旱情特點、農(nong)(nong)業種(zhong)植結構實行水庫開(kai)閘灌(guan)溉,強化(hua)(hua)灌(guan)區(qu)(qu)節水措施(shi)應(ying)用,農(nong)(nong)田(tian)(tian)灌(guan)溉水有效利(li)用系數提(ti)高到0.54。全面實施(shi)現代(dai)種(zhong)業提(ti)升(sheng)工(gong)程,提(ti)高農(nong)(nong)業良種(zhong)化(hua)(hua)水平。加強動(dong)物防(fang)(fang)疫(yi)體(ti)系和能(neng)力(li)(li)(li)(li)建(jian)(jian)(jian)(jian)設(she)(she)。完(wan)善重(zhong)(zhong)大(da)(da)病(bing)蟲疫(yi)情田(tian)(tian)間(jian)監(jian)(jian)測,提(ti)高抗逆品(pin)種(zhong)選育、培育力(li)(li)(li)(li)度,加強動(dong)植物防(fang)(fang)疫(yi)與病(bing)蟲害(hai)監(jian)(jian)測防(fang)(fang)控(kong)體(ti)系建(jian)(jian)(jian)(jian)設(she)(she)。完(wan)善現代(dai)氣(qi)象(xiang)為(wei)(wei)農(nong)(nong)服務體(ti)系,加強武漢、荊州、襄陽、宜昌等地(di)農(nong)(nong)業氣(qi)象(xiang)試(shi)驗站建(jian)(jian)(jian)(jian)設(she)(she)。

提升(sheng)旅游(you)業氣(qi)候(hou)(hou)適(shi)應(ying)能力(li)。在綜合(he)評估氣(qi)候(hou)(hou)、水文、土地、生物(wu)等自然稟賦狀況基礎上,合(he)理開發旅游(you)資源。調(diao)整(zheng)(zheng)旅游(you)設施建(jian)設與項目(mu)設計,提升(sheng)服務設施抗風險能力(li)。利用(yong)和整(zheng)(zheng)合(he)伴隨(sui)氣(qi)候(hou)(hou)變(bian)化而新出(chu)現的(de)氣(qi)象景(jing)(jing)觀(guan)、植(zhi)物(wu)景(jing)(jing)觀(guan)、地貌(mao)景(jing)(jing)觀(guan)等,開發新的(de)旅游(you)資源。加強(qiang)對受氣(qi)候(hou)(hou)變(bian)化威脅的(de)風景(jing)(jing)名勝(sheng)資源以及瀕(bin)危文化和自然遺(yi)產的(de)保護,采取必要的(de)保護性措(cuo)施,防(fang)止氣(qi)候(hou)(hou)條(tiao)件變(bian)化造成旅游(you)資源進(jin)一步惡化。加強(qiang)氣(qi)候(hou)(hou)變(bian)化條(tiao)件下旅游(you)安全管理,建(jian)立健全預警信息發布和應(ying)急處(chu)置機制。加強(qiang)極端(duan)天氣(qi)氣(qi)候(hou)(hou)事件增多(duo)條(tiao)件下的(de)勞(lao)動保護,強(qiang)化安全事故防(fang)控(kong)。

提升交(jiao)通(tong)(tong)(tong)運(yun)(yun)輸業氣候適應能力。提高(gao)洪澇、地(di)質(zhi)和生態災害高(gao)發地(di)區的(de)交(jiao)通(tong)(tong)(tong)基礎(chu)設(she)施(shi)設(she)計標(biao)準,將極端(duan)(duan)天(tian)(tian)氣氣候事(shi)(shi)件監(jian)測預(yu)(yu)警(jing)納入(ru)到城(cheng)市交(jiao)通(tong)(tong)(tong)設(she)施(shi)規劃與建設(she)中。健全(quan)道路照明、標(biao)識、警(jing)示(shi)等指示(shi)系(xi)統,增(zeng)強(qiang)交(jiao)通(tong)(tong)(tong)車(che)輛、公(gong)(gong)交(jiao)站臺、停車(che)場和機(ji)場等對(dui)高(gao)溫、嚴寒、強(qiang)降水、大風、大霧等防(fang)(fang)護能力。推(tui)進路網運(yun)(yun)行監(jian)測體(ti)系(xi)建設(she),基本實現(xian)對(dui)國省干線(xian)公(gong)(gong)路重要路段(duan)、長大橋隧以(yi)及城(cheng)市重要區域交(jiao)通(tong)(tong)(tong)狀態等的(de)實時監(jian)控(kong)與信息發布。加強(qiang)應急搶險(xian)(xian)(xian)保通(tong)(tong)(tong)隊伍建設(she),提高(gao)在惡劣(lie)天(tian)(tian)氣及極端(duan)(duan)情況下(xia)的(de)應對(dui)能力。開(kai)展交(jiao)通(tong)(tong)(tong)運(yun)(yun)輸行業風險(xian)(xian)(xian)評(ping)估,加強(qiang)運(yun)(yun)行安全(quan)風險(xian)(xian)(xian)排查,提升基礎(chu)設(she)施(shi)多災種和災害鏈綜合監(jian)測、預(yu)(yu)報預(yu)(yu)警(jing)能力,推(tui)動交(jiao)通(tong)(tong)(tong)安全(quan)管(guan)理從事(shi)(shi)中事(shi)(shi)后監(jian)管(guan)向事(shi)(shi)前預(yu)(yu)警(jing)防(fang)(fang)控(kong)轉變。

(三)加(jia)快氣候(hou)適應型城市建設。

以維(wei)護城(cheng)市(shi)安全(quan)宜居(ju)為核心,堅持以人(ren)為本,加(jia)強科技支撐,統籌考慮氣(qi)候變(bian)化(hua)(hua)對城(cheng)市(shi)的(de)持續性(xing)影響,全(quan)面提(ti)升城(cheng)市(shi)適(shi)應氣(qi)候變(bian)化(hua)(hua)能力(li)。

五、推進碳市場建設

深入推進碳排(pai)放權(quan)交(jiao)(jiao)易(yi),建成(cheng)(cheng)制(zhi)度健全、主體(ti)明晰、交(jiao)(jiao)易(yi)規范、監(jian)管嚴格的(de)區(qu)域碳市(shi)場,爭取將武漢打造成(cheng)(cheng)全國碳金融(rong)中(zhong)心。

支持武漢、十堰創(chuang)建國家綠(lv)色金(jin)(jin)融(rong)(rong)創(chuang)新(xin)改革試驗區。推動(dong)組建武漢碳(tan)(tan)(tan)(tan)(tan)清算所(suo)。設立并用好碳(tan)(tan)(tan)(tan)(tan)達峰碳(tan)(tan)(tan)(tan)(tan)中和(he)基金(jin)(jin),突(tu)破(po)性開展(zhan)碳(tan)(tan)(tan)(tan)(tan)金(jin)(jin)融(rong)(rong)創(chuang)新(xin),出臺碳(tan)(tan)(tan)(tan)(tan)排放(fang)權(quan)抵質(zhi)押貸款相關(guan)規(gui)定,鼓(gu)勵(li)金(jin)(jin)融(rong)(rong)機構開展(zhan)碳(tan)(tan)(tan)(tan)(tan)排放(fang)權(quan)、碳(tan)(tan)(tan)(tan)(tan)匯收(shou)益權(quan)等(deng)(deng)(deng)業務(wu)(wu),深化(hua)碳(tan)(tan)(tan)(tan)(tan)債券(quan)、碳(tan)(tan)(tan)(tan)(tan)信托、碳(tan)(tan)(tan)(tan)(tan)保(bao)險等(deng)(deng)(deng)產品(pin)創(chuang)新(xin),推廣綠(lv)色資(zi)產證券(quan)化(hua)融(rong)(rong)資(zi)工具,探索碳(tan)(tan)(tan)(tan)(tan)遠期(qi)(qi)、碳(tan)(tan)(tan)(tan)(tan)期(qi)(qi)權(quan)、碳(tan)(tan)(tan)(tan)(tan)掉期(qi)(qi)等(deng)(deng)(deng)金(jin)(jin)融(rong)(rong)衍生品(pin)。引進碳(tan)(tan)(tan)(tan)(tan)資(zi)產管理(li)咨詢(xun)(xun)評估公司、第三方核查機構、會計師及律師事務(wu)(wu)所(suo)等(deng)(deng)(deng),大力(li)開展(zhan)節能環保(bao)、節能低碳(tan)(tan)(tan)(tan)(tan)認證、碳(tan)(tan)(tan)(tan)(tan)審計核查、自愿(yuan)減(jian)排咨詢(xun)(xun)、碳(tan)(tan)(tan)(tan)(tan)排放(fang)權(quan)交易(yi)咨詢(xun)(xun)等(deng)(deng)(deng)服(fu)務(wu)(wu)。加大對新(xin)能源(yuan)汽車(che)、新(xin)能源(yuan)、資(zi)源(yuan)綜(zong)合利用和(he)節能環保(bao)裝(zhuang)備等(deng)(deng)(deng)項目的融(rong)(rong)資(zi)支持力(li)度,推動(dong)綠(lv)色低碳(tan)(tan)(tan)(tan)(tan)產業集聚發展(zhan)。

六、拓展試點示范

(二)開展(zhan)氣候(hou)投融資試點。

探索(suo)建(jian)立(li)基于(yu)全(quan)國(guo)碳(tan)排放(fang)權注冊登記(ji)結算系(xi)統的氣(qi)(qi)(qi)候(hou)(hou)投融(rong)資(zi)(zi)(zi)體制(zhi)機(ji)制(zhi),從(cong)健全(quan)政策頂層設計、強化(hua)財政專項(xiang)資(zi)(zi)(zi)金(jin)(jin)支(zhi)持、完(wan)(wan)善激勵機(ji)制(zhi)等方(fang)(fang)面建(jian)立(li)氣(qi)(qi)(qi)候(hou)(hou)投融(rong)資(zi)(zi)(zi)政策體系(xi),支(zhi)持武漢(han)市(shi)武昌區開(kai)展(zhan)(zhan)國(guo)家(jia)氣(qi)(qi)(qi)候(hou)(hou)投融(rong)資(zi)(zi)(zi)試點(dian)。創新發展(zhan)(zhan)碳(tan)金(jin)(jin)融(rong)體系(xi),推動(dong)(dong)企業(ye)、金(jin)(jin)融(rong)機(ji)構開(kai)展(zhan)(zhan)碳(tan)核算與氣(qi)(qi)(qi)候(hou)(hou)信(xin)息(xi)披露,鼓勵金(jin)(jin)融(rong)機(ji)構為氣(qi)(qi)(qi)候(hou)(hou)友好(hao)型(xing)金(jin)(jin)融(rong)產品和服務提供(gong)有(you)效金(jin)(jin)融(rong)支(zhi)持。引(yin)導試點(dian)主體對(dui)標(biao)國(guo)家(jia)氣(qi)(qi)(qi)候(hou)(hou)投融(rong)資(zi)(zi)(zi)項(xiang)目(mu)(mu)庫,培育氣(qi)(qi)(qi)候(hou)(hou)投融(rong)資(zi)(zi)(zi)項(xiang)目(mu)(mu)。推動(dong)(dong)產融(rong)合作,依托“鄂綠(lv)通(tong)”等綠(lv)色(se)(se)金(jin)(jin)融(rong)綜(zong)合服務平臺,支(zhi)持綠(lv)色(se)(se)產業(ye)項(xiang)目(mu)(mu)建(jian)設。積(ji)極對(dui)接(jie)(jie)國(guo)家(jia)綠(lv)色(se)(se)發展(zhan)(zhan)基金(jin)(jin)、中國(guo)清(qing)潔(jie)發展(zhan)(zhan)機(ji)制(zhi)基金(jin)(jin)和國(guo)家(jia)低碳(tan)轉型(xing)基金(jin)(jin)等,統籌(chou)整合地方(fang)(fang)財政資(zi)(zi)(zi)金(jin)(jin),引(yin)導社(she)會資(zi)(zi)(zi)本(ben)投入(ru),支(zhi)持氣(qi)(qi)(qi)候(hou)(hou)投融(rong)資(zi)(zi)(zi)試點(dian)建(jian)設。堅決遏制(zhi)高耗能、高排放(fang)、低水平項(xiang)目(mu)(mu)盲目(mu)(mu)發展(zhan)(zhan)。構建(jian)碳(tan)減排第三方(fang)(fang)認證體系(xi),探索(suo)建(jian)立(li)氣(qi)(qi)(qi)候(hou)(hou)投融(rong)資(zi)(zi)(zi)信(xin)息(xi)披露地方(fang)(fang)標(biao)準,強化(hua)信(xin)息(xi)披露與綠(lv)色(se)(se)金(jin)(jin)融(rong)標(biao)準的銜接(jie)(jie),完(wan)(wan)善低碳(tan)產品認證及優先采購制(zhi)度。

支(zhi)持(chi)武漢(han)(han)、長陽深(shen)化國家低(di)(di)(di)(di)(di)碳(tan)(tan)城(cheng)市(shi)試(shi)(shi)點(dian)示(shi)(shi)范(fan)(fan)(fan),支(zhi)持(chi)花山(shan)生(sheng)態新城(cheng)深(shen)化國家低(di)(di)(di)(di)(di)碳(tan)(tan)城(cheng)鎮試(shi)(shi)點(dian)示(shi)(shi)范(fan)(fan)(fan),加快建設光谷科(ke)技(ji)創新大走廊,建成(cheng)低(di)(di)(di)(di)(di)碳(tan)(tan)技(ji)術(shu)創新承(cheng)載區。深(shen)化省級低(di)(di)(di)(di)(di)碳(tan)(tan)城(cheng)市(shi)(鎮)試(shi)(shi)點(dian)示(shi)(shi)范(fan)(fan)(fan),協同推(tui)進(jin)環(huan)境治(zhi)理,提升城(cheng)市(shi)(鎮)碳(tan)(tan)數據管理、碳(tan)(tan)排放評估水平。支(zhi)持(chi)中法(fa)武漢(han)(han)生(sheng)態示(shi)(shi)范(fan)(fan)(fan)城(cheng)打造“產業創新、生(sheng)態宜居、低(di)(di)(di)(di)(di)碳(tan)(tan)示(shi)(shi)范(fan)(fan)(fan)、中法(fa)合作、和(he)諧共享”五位一體的創新型(xing)生(sheng)態城(cheng)市(shi)發展(zhan)(zhan)(zhan)模(mo)式,樹立城(cheng)市(shi)可(ke)持(chi)續發展(zhan)(zhan)(zhan)標桿和(he)典(dian)范(fan)(fan)(fan)。探索(suo)低(di)(di)(di)(di)(di)能耗(hao)、低(di)(di)(di)(di)(di)成(cheng)本CCUS項目(mu)示(shi)(shi)范(fan)(fan)(fan),開展(zhan)(zhan)(zhan)二氧化碳(tan)(tan)封(feng)存(cun)監(jian)測等技(ji)術(shu)、裝備研發,探索(suo)在江漢(han)(han)盆地開展(zhan)(zhan)(zhan)二氧化碳(tan)(tan)咸水層封(feng)存(cun)試(shi)(shi)驗示(shi)(shi)范(fan)(fan)(fan)。引(yin)導企業主動參(can)與低(di)(di)(di)(di)(di)碳(tan)(tan)認證,鼓勵(li)中國(湖北)自由(you)貿易試(shi)(shi)驗區參(can)與出口產品低(di)(di)(di)(di)(di)碳(tan)(tan)認證改革試(shi)(shi)點(dian)。

(四)探索減污降(jiang)碳協同增效示范(fan)。

在城市、行(xing)業、園區等領域探索開(kai)(kai)展(zhan)減(jian)污(wu)(wu)(wu)降碳(tan)(tan)協(xie)同增效(xiao)示(shi)范(fan),促進(jin)經濟(ji)社(she)會全面綠色(se)轉(zhuan)型(xing),實現(xian)生態環(huan)境質量(liang)改(gai)善由量(liang)變(bian)到質變(bian)。在有(you)條(tiao)件的(de)城市推進(jin)碳(tan)(tan)排放和(he)大氣(qi)污(wu)(wu)(wu)染(ran)協(xie)同治(zhi)理,走出一條(tiao)經濟(ji)社(she)會和(he)生態環(huan)境協(xie)同共進(jin)的(de)發展(zhan)道路。鼓勵(li)鋼鐵、建材、有(you)色(se)等行(xing)業企(qi)業開(kai)(kai)展(zhan)大氣(qi)污(wu)(wu)(wu)染(ran)物和(he)溫室氣(qi)體協(xie)同管控試點示(shi)范(fan)。鼓勵(li)低碳(tan)(tan)發展(zhan)基(ji)礎好的(de)工業園區開(kai)(kai)展(zhan)減(jian)污(wu)(wu)(wu)降碳(tan)(tan)協(xie)同增效(xiao)試點示(shi)范(fan),積極爭取國家(jia)工業園區減(jian)污(wu)(wu)(wu)降碳(tan)(tan)協(xie)同增效(xiao)試點示(shi)范(fan)。

(五(wu))爭創國(guo)家氣候適應型城市(區域(yu))試(shi)點。

引導武(wu)漢、十(shi)堰深化(hua)氣候適應(ying)型城(cheng)市(shi)(shi)(shi)建(jian)(jian)設(she)(she)試點,依據氣候韌性(xing)城(cheng)市(shi)(shi)(shi)建(jian)(jian)設(she)(she)技(ji)術導則,開展(zhan)專項適應(ying)試點行動,加強(qiang)監測、評估與(yu)(yu)反饋,實現城(cheng)市(shi)(shi)(shi)適應(ying)氣候變化(hua)行動與(yu)(yu)海(hai)綿城(cheng)市(shi)(shi)(shi)、無廢城(cheng)市(shi)(shi)(shi)、綜(zong)合(he)管廊(lang)、交通基礎設(she)(she)施、水污染治理、生態(tai)(tai)保護等行動的協(xie)同,建(jian)(jian)成安全韌性(xing)宜居城(cheng)市(shi)(shi)(shi)。鼓勵各(ge)地結(jie)合(he)現有海(hai)綿城(cheng)市(shi)(shi)(shi)、生態(tai)(tai)文明(ming)建(jian)(jian)設(she)(she)示(shi)范(fan)市(shi)(shi)(shi)縣、生態(tai)(tai)文明(ming)建(jian)(jian)設(she)(she)示(shi)范(fan)區(qu)、環境保護模(mo)范(fan)城(cheng)市(shi)(shi)(shi)等相(xiang)關試點,將適應(ying)氣候變化(hua)目標納入(ru)本地經(jing)濟社(she)會發展(zhan)五年規(gui)劃(hua),積極爭取(qu)國(guo)家氣候適應(ying)型城(cheng)市(shi)(shi)(shi)(區(qu)域)建(jian)(jian)設(she)(she)試點。

七、推進應對氣(qi)候變化治理體系和治理能(neng)力現代化

落實各類主體(ti)責任,全面推進應(ying)對(dui)氣(qi)候變化治理體(ti)系(xi)和治理能力現(xian)代化,促進應(ying)對(dui)氣(qi)候變化與(yu)生態環境保護協同共進,形成導向清晰、激勵(li)有效(xiao)、多元參與(yu)、良性互動的氣(qi)候治理體(ti)系(xi)。

(一)完善(shan)制度標準。

落實碳(tan)減(jian)排量評(ping)估與績(ji)效(xiao)評(ping)價標準(zhun)、低碳(tan)評(ping)價標準(zhun)、碳(tan)排放(fang)核(he)算、核(he)查等管理技術規(gui)范(fan)。依據移動源(yuan)大(da)氣(qi)(qi)污染物和溫室氣(qi)(qi)體排放(fang)協(xie)同控(kong)制(zhi)國家標準(zhun),探索開展大(da)氣(qi)(qi)污染物與溫室氣(qi)(qi)體排放(fang)協(xie)同控(kong)制(zhi)相關標準(zhun)研究。探索編制(zhi)近零碳(tan)地方標準(zhun)。

(二)實(shi)施分類指導的區域(yu)政策。

基于各地(di)氣(qi)候(hou)、資(zi)源稟賦(fu)、溫室(shi)氣(qi)體排(pai)放(fang)特(te)征(zheng),結合各地(di)發展定(ding)位,分類組織實施溫室(shi)氣(qi)體排(pai)放(fang)控制政策,差異化(hua)推進綠色(se)低碳高質量發展,提(ti)升應對氣(qi)候(hou)變化(hua)水平。

武漢都(dou)市圈(quan)。鼓勵(li)武漢開展(zhan)碳(tan)(tan)中和研究,做強應對氣(qi)候變(bian)化基(ji)礎(chu)研究重大(da)平(ping)臺,以(yi)“光(guang)屏(ping)芯端(duan)網”、打(da)造中國(guo)(guo)“綠谷”為(wei)突(tu)破口促(cu)進產(chan)(chan)業基(ji)礎(chu)高級(ji)化、產(chan)(chan)業鏈現代化,努力建(jian)成低(di)(di)碳(tan)(tan)發(fa)展(zhan)示范區(qu)(qu)、中部地(di)區(qu)(qu)綠色(se)崛起先行(xing)區(qu)(qu)和國(guo)(guo)家綠色(se)低(di)(di)碳(tan)(tan)科技(ji)創(chuang)新引領區(qu)(qu)。深化咸寧(ning)省(sheng)級(ji)低(di)(di)碳(tan)(tan)城(cheng)市試(shi)點示范,支持黃(huang)(huang)石(shi)、潛江等資源型城(cheng)市轉型升(sheng)(sheng)級(ji),推進黃(huang)(huang)岡、鄂州培育(yu)壯大(da)綠色(se)低(di)(di)碳(tan)(tan)產(chan)(chan)業集(ji)群、發(fa)展(zhan)低(di)(di)碳(tan)(tan)航(hang)空(kong)貨運物流,建(jian)成綠色(se)低(di)(di)碳(tan)(tan)轉型示范區(qu)(qu)。著力控(kong)制黃(huang)(huang)岡、孝(xiao)感(gan)農業活(huo)動(dong)甲(jia)(jia)烷和氧(yang)化亞氮(dan)排(pai)(pai)放(fang),武漢、孝(xiao)感(gan)廢棄物處理甲(jia)(jia)烷和氧(yang)化亞氮(dan)排(pai)(pai)放(fang)。深化武漢氣(qi)候適應型城(cheng)市試(shi)點,支持仙桃、天門共(gong)創(chuang)非織造布應急(ji)防護物資供應儲備基(ji)地(di),提升(sheng)(sheng)城(cheng)市防災(zai)減災(zai)能力。

襄陽都市圈。深(shen)(shen)化(hua)襄陽省級低(di)碳城(cheng)市試(shi)點示(shi)范、加快建(jian)設(she)新能(neng)源(yuan)與智能(neng)網聯汽車走廊。推進(jin)(jin)襄陽“中(zhong)國(guo)有機谷”、十(shi)堰“中(zhong)國(guo)養生(sheng)谷”、隨(sui)州“現代農(nong)(nong)港”建(jian)設(she)低(di)碳農(nong)(nong)業基(ji)(ji)地(di),著力控制農(nong)(nong)業活動甲烷和氧(yang)化(hua)亞氮排放。深(shen)(shen)化(hua)十(shi)堰氣(qi)候適應型城(cheng)市試(shi)點和“兩山”實踐(jian)創新基(ji)(ji)地(di)建(jian)設(she),支持環丹江口庫區(qu)綠色發展,提(ti)升神(shen)農(nong)(nong)架生(sheng)態(tai)(tai)服務(wu)功能(neng)。推進(jin)(jin)武當山、神(shen)農(nong)(nong)架旅(lv)游(you)和生(sheng)態(tai)(tai)深(shen)(shen)度融合,全力打造低(di)碳旅(lv)游(you)和碳中(zhong)和示(shi)范樣(yang)板(ban),支持十(shi)堰建(jian)設(she)綠色低(di)碳發展示(shi)范區(qu),支持神(shen)農(nong)(nong)架林(lin)區(qu)建(jian)設(she)生(sheng)態(tai)(tai)文(wen)明(ming)建(jian)設(she)示(shi)范區(qu)。

宜(yi)荊(jing)(jing)荊(jing)(jing)都市(shi)圈。著力推動宜(yi)昌、荊(jing)(jing)州、荊(jing)(jing)門(men)等地磷化(hua)工(gong)(gong)、煤(mei)化(hua)工(gong)(gong)、鹽化(hua)工(gong)(gong)、硅化(hua)工(gong)(gong)向(xiang)高端化(hua)、精細化(hua)發(fa)展,示(shi)范(fan)(fan)(fan)引領(ling)長(chang)江(jiang)經濟(ji)帶產(chan)業轉(zhuan)型升(sheng)級(ji)(ji)。引導合(he)力實(shi)施山水林田湖草沙示(shi)范(fan)(fan)(fan)工(gong)(gong)程,推動宜(yi)昌、荊(jing)(jing)州共建中(zhong)華鱘保護區,支持(chi)荊(jing)(jing)州建設國(guo)家長(chang)江(jiang)生物多樣性保護基地、江(jiang)漢平(ping)原(yuan)高質量發(fa)展示(shi)范(fan)(fan)(fan)區,支持(chi)荊(jing)(jing)門(men)建設國(guo)家循環經濟(ji)示(shi)范(fan)(fan)(fan)市(shi)和省級(ji)(ji)綠色發(fa)展示(shi)范(fan)(fan)(fan)市(shi),打造產(chan)業轉(zhuan)型升(sheng)級(ji)(ji)示(shi)范(fan)(fan)(fan)區。鼓勵恩施打造“涼都”品牌,建成全國(guo)氣候資源利用(yong)示(shi)范(fan)(fan)(fan)區、“兩山”實(shi)踐創新示(shi)范(fan)(fan)(fan)區。

(三(san))強化激(ji)勵約束政策(ce)機制。

完(wan)善應對(dui)氣候變(bian)化(hua)工作機制(zhi)、政(zheng)策(ce)體系,不(bu)斷強(qiang)化(hua)激勵約束政(zheng)策(ce)機制(zhi)。

完善工作機(ji)(ji)制。建立統籌協(xie)調機(ji)(ji)制,加(jia)強跟(gen)蹤評估(gu)和督促檢查,協(xie)調解決實施中遇(yu)到的重(zhong)大問題。各地應健全應對(dui)氣候變化(hua)工作機(ji)(ji)制,確保重(zhong)大任(ren)務、重(zhong)大項目落地見(jian)效。將氣候變化(hua)因素納入宏(hong)觀和行業部門政策制定(ding),形成政策合力。

實施經濟政(zheng)策。探(tan)索制定投資負面(mian)清單(dan),抑制高(gao)碳投資,控(kong)制高(gao)耗(hao)能(neng)(neng)、高(gao)排(pai)放(fang)行(xing)業(ye)產(chan)能(neng)(neng)擴(kuo)張。對高(gao)耗(hao)能(neng)(neng)、高(gao)污染企業(ye)實行(xing)懲罰性價(jia)格(ge)政(zheng)策,落(luo)實水泥、電解鋁、鋼鐵等(deng)行(xing)業(ye)基(ji)于能(neng)(neng)耗(hao)標準的階梯(ti)電價(jia)政(zheng)策。依據分行(xing)業(ye)能(neng)(neng)耗(hao)和排(pai)放(fang)標準,完善差異化水電氣(qi)價(jia)格(ge)政(zheng)策。落(luo)實第三方(fang)治理企業(ye)所得稅、污水垃圾與污泥處理及再生(sheng)水產(chan)品增(zeng)值稅即(ji)征即(ji)退等(deng)稅收優(you)惠政(zheng)策。推動氣(qi)候投融資與綠色金(jin)融政(zheng)策協調配合。

強化企業(ye)(ye)責任。落實企業(ye)(ye)碳(tan)排(pai)放信息強制性披露制度,推動涉氣候投融資項目企業(ye)(ye)依法公(gong)(gong)示碳(tan)排(pai)放信息,作出公(gong)(gong)開承諾。督促(cu)重點(dian)排(pai)放單位定期報告碳(tan)排(pai)放數據、清繳(jiao)碳(tan)排(pai)放配額、公(gong)(gong)開交易(yi)及相(xiang)關活動信息。探索建立企業(ye)(ye)碳(tan)賬戶。

(四)提升統計監測核算報(bao)告能力。

按年度(du)編(bian)制(zhi)省(sheng)級(ji)溫(wen)室(shi)氣(qi)體(ti)(ti)清(qing)(qing)單(dan)(dan),完善(shan)市(shi)州溫(wen)室(shi)氣(qi)體(ti)(ti)清(qing)(qing)單(dan)(dan)編(bian)制(zhi)工作機制(zhi),鼓勵(li)有(you)條件(jian)的縣(市(shi)、區)開展溫(wen)室(shi)氣(qi)體(ti)(ti)清(qing)(qing)單(dan)(dan)編(bian)制(zhi)工作,加強清(qing)(qing)單(dan)(dan)質量(liang)管理。加強市(shi)州、企(qi)業溫(wen)室(shi)氣(qi)體(ti)(ti)排放核(he)算、監測(ce)、報告(gao)與核(he)查工作。依(yi)托(tuo)碳(tan)衛(wei)星、咸寧金(jin)沙大(da)氣(qi)本地站等,持續開展遙感(gan)反演(yan)監測(ce)、溫(wen)室(shi)氣(qi)體(ti)(ti)濃度(du)和通量(liang)高精度(du)觀測(ce)監測(ce),提升溫(wen)室(shi)氣(qi)體(ti)(ti)濃度(du)對比分析、應(ying)用能力。推進溫(wen)室(shi)氣(qi)體(ti)(ti)統計數(shu)據(ju)與監測(ce)數(shu)據(ju)的統籌(chou)融合,建(jian)立省(sheng)級(ji)溫(wen)室(shi)氣(qi)體(ti)(ti)數(shu)據(ju)集成、應(ying)用平(ping)臺。

(五(wu))促(cu)進(jin)與(yu)生(sheng)態(tai)環境保護協同共進(jin)。

以降碳為(wei)總抓手,統籌應對(dui)氣候變化(hua)與生態環(huan)境保護(hu),促進減污降碳協同增效。

加強戰略(lve)(lve)(lve)協(xie)同(tong)。按照碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中和目標(biao)要求(qiu),在落實全省碳(tan)(tan)達(da)峰(feng)實施方案(an)、制定適應(ying)氣(qi)(qi)(qi)候變化(hua)(hua)戰略(lve)(lve)(lve)中加強應(ying)對氣(qi)(qi)(qi)候變化(hua)(hua)與(yu)生態環(huan)境保護(hu)(hu)的(de)戰略(lve)(lve)(lve)協(xie)同(tong),協(xie)同(tong)推進溫室氣(qi)(qi)(qi)體排(pai)(pai)放控制與(yu)污染(ran)(ran)物減排(pai)(pai)相關目標(biao)與(yu)任務(wu),評(ping)估碳(tan)(tan)達(da)峰(feng)行動對拉動投資、穩定就(jiu)業(ye)(ye)、減少污染(ran)(ran)物排(pai)(pai)放的(de)協(xie)同(tong)效(xiao)應(ying),研究我省重點行業(ye)(ye)碳(tan)(tan)排(pai)(pai)放標(biao)準。將(jiang)應(ying)對氣(qi)(qi)(qi)候變化(hua)(hua)目標(biao)任務(wu)全面(mian)融入(ru)生態環(huan)境保護(hu)(hu)規劃,將(jiang)控制溫室氣(qi)(qi)(qi)體排(pai)(pai)放作為生態省建設目標(biao)指標(biao)體系的(de)重要內(nei)容。

完善工作(zuo)協(xie)同。建(jian)立協(xie)同治理機制,推動統一政策規劃標(biao)準(zhun)制定(ding)、統一監測(ce)評估、統一監督執法、統一督察問責等。在環境統計工作(zuo)中(zhong)(zhong)協(xie)同開展(zhan)溫室氣體排放相關(guan)調查。建(jian)立生態產品價(jia)(jia)值(zhi)(zhi)實(shi)現(xian)(xian)(xian)機制,拓寬生態產品價(jia)(jia)值(zhi)(zhi)實(shi)現(xian)(xian)(xian)方式(shi),深化(hua)宜(yi)昌、十堰、鄂州、恩施、神(shen)農架等地生態產品價(jia)(jia)值(zhi)(zhi)實(shi)現(xian)(xian)(xian)機制試(shi)點,把生態價(jia)(jia)值(zhi)(zhi)轉(zhuan)化(hua)為(wei)經濟(ji)價(jia)(jia)值(zhi)(zhi)、生態優(you)勢轉(zhuan)化(hua)為(wei)經濟(ji)優(you)勢,探索(suo)多(duo)元(yuan)化(hua)實(shi)現(xian)(xian)(xian)碳中(zhong)(zhong)和路徑(jing)。

適時(shi)推(tui)(tui)進(jin)碳評(ping)。探索將(jiang)應對(dui)氣(qi)候(hou)變化納入(ru)“三線一單”(生態保護紅(hong)線、環(huan)境(jing)(jing)質量(liang)底(di)線、資源(yuan)利用上線和生態環(huan)境(jing)(jing)準(zhun)入(ru)清單)生態環(huan)境(jing)(jing)分區管控體系,適時(shi)將(jiang)碳排(pai)放影響評(ping)價納入(ru)環(huan)境(jing)(jing)影響評(ping)價體系。通過規劃環(huan)評(ping)、項目環(huan)評(ping),推(tui)(tui)動區域、行業和企業落實煤炭消費削減替代、溫室氣(qi)體排(pai)放控制等政策要求。

(六)加強科技創新。

持續深(shen)化(hua)基礎和應(ying)(ying)用研究,推進重大平臺建設,加(jia)快(kuai)集成推廣應(ying)(ying)用,全面提升(sheng)應(ying)(ying)對氣(qi)候變化(hua)科技創新能力。

推進重(zhong)大(da)平(ping)臺(tai)(tai)(tai)建(jian)設。加強(qiang)應對氣候(hou)變(bian)化(hua)基(ji)礎研究,優化(hua)學科(ke)布(bu)局(ju)(ju)和(he)研發(fa)布(bu)局(ju)(ju),開(kai)展碳達(da)峰碳中和(he)科(ke)技創(chuang)新(xin)行(xing)動。建(jian)立應對氣候(hou)變(bian)化(hua)重(zhong)點(dian)實驗室(shi)、工(gong)程技術中心(xin)等科(ke)研平(ping)臺(tai)(tai)(tai),爭取納入國家重(zhong)點(dian)實驗室(shi)、工(gong)程技術中心(xin)平(ping)臺(tai)(tai)(tai)建(jian)設布(bu)局(ju)(ju)。在國家高(gao)新(xin)技術產業(ye)(ye)開(kai)發(fa)區、科(ke)研院(yuan)(yuan)所和(he)大(da)專院(yuan)(yuan)校建(jian)立綠色(se)低碳技術孵化(hua)中心(xin)。培育(yu)一批綠色(se)低碳技術創(chuang)新(xin)領軍企業(ye)(ye),加快形成(cheng)布(bu)局(ju)(ju)合(he)理、治理高(gao)效、創(chuang)新(xin)能(neng)力強(qiang)的(de)專業(ye)(ye)化(hua)分工(gong)格局(ju)(ju),促進全省綠色(se)低碳產業(ye)(ye)和(he)優勢學科(ke)發(fa)展,開(kai)展能(neng)源(yuan)、工(gong)業(ye)(ye)、交通、建(jian)筑、農業(ye)(ye)等重(zhong)點(dian)領域單項適(shi)用技術及共性(xing)關鍵低碳技術研發(fa)。

加快(kuai)技(ji)(ji)(ji)術推(tui)廣(guang)(guang)應用(yong)(yong)。建立完(wan)善減污降碳(tan)技(ji)(ji)(ji)術評(ping)估檢測體(ti)系(xi)。積極對(dui)接國家科技(ji)(ji)(ji)成果轉(zhuan)化(hua)引導基金,發(fa)揮(hui)省級(ji)創投引導基金作(zuo)用(yong)(yong),支持科技(ji)(ji)(ji)成果集(ji)成推(tui)廣(guang)(guang)應用(yong)(yong),建設一批成果產(chan)業化(hua)示范項目。依托(tuo)綠色低碳(tan)技(ji)(ji)(ji)術創新公共平(ping)臺,持續開展各類先進技(ji)(ji)(ji)術遴選,加強技(ji)(ji)(ji)術指導和(he)推(tui)廣(guang)(guang)應用(yong)(yong)。促進“政產(chan)學研金介”多方聯動,建立健(jian)全低碳(tan)技(ji)(ji)(ji)術轉(zhuan)移轉(zhuan)化(hua)市場交易(yi)體(ti)系(xi)。

專欄10 綠色低(di)碳技術創新工程(cheng)

領軍企(qi)業(ye)培育:遴選、培育一批產(chan)值50億元以上、行(xing)業(ye)地位領先、核心技(ji)(ji)術(shu)能力(li)突(tu)出(chu)的綠色低(di)碳技(ji)(ji)術(shu)創(chuang)(chuang)新領軍企(qi)業(ye),集聚行(xing)業(ye)人才、資(zi)本、技(ji)(ji)術(shu)等創(chuang)(chuang)新要素(su)和科技(ji)(ji)型中小企(qi)業(ye),組建綠色低(di)碳技(ji)(ji)術(shu)創(chuang)(chuang)新聯合體(創(chuang)(chuang)新聯盟)等創(chuang)(chuang)新平(ping)臺,打造(zao)綠色技(ji)(ji)術(shu)創(chuang)(chuang)新生態圈。

示范項目推(tui)進(jin):以先進(jin)適用綠(lv)色(se)低(di)碳技術(shu)和裝備研發制造、產業化及示范應用為重點,滾動實施一批省級綠(lv)色(se)低(di)碳技術(shu)創新示范項目。采取(qu)資(zi)金(jin)補助(zhu)、要素保障等(deng)方(fang)式,推(tui)動示范項目早建設、早投產、早見(jian)效。

公共平(ping)臺建設:創建一批省(sheng)級綠色低(di)碳科(ke)技資源共享服務、綠色低(di)碳技術(shu)(shu)(產品(pin))交(jiao)易、綠色低(di)碳技術(shu)(shu)推(tui)廣(guang)、綠色金(jin)融服務、綠色低(di)碳技術(shu)(shu)研發基礎(chu)設施等公共平(ping)臺。

(七)擴(kuo)大社(she)會參與(yu)。

開展(zhan)綠色(se)生活(huo)創建行(xing)動,推(tui)動全社(she)會(hui)形成(cheng)簡約適度(du)、綠色(se)低碳(tan)(tan)(tan)(tan)、文(wen)明(ming)健康(kang)的生活(huo)方式。增加衣、食、住、行(xing)、用、游等重(zhong)點(dian)領(ling)域綠色(se)產(chan)品和服務的有效供(gong)給(gei),反對(dui)奢侈浪費。鼓勵(li)低碳(tan)(tan)(tan)(tan)消費,推(tui)行(xing)低碳(tan)(tan)(tan)(tan)產(chan)品認證(zheng)、標識和綠色(se)產(chan)品政府采(cai)購(gou)制度(du),國有企業率(lv)先執行(xing)企業綠色(se)采(cai)購(gou)指(zhi)南(nan)。倡導低碳(tan)(tan)(tan)(tan)出(chu)行(xing),完善(shan)湖(hu)北(bei)(bei)省公(gong)眾出(chu)行(xing)信息(xi)服務平臺,推(tui)廣使用電子(zi)不停車收費系統(ETC)、移動支付等,引導私人小客(ke)車合乘、互聯網租賃自行(xing)車等業態健康(kang)發展(zhan)。鼓勵(li)公(gong)眾、新(xin)聞媒(mei)體等對(dui)應(ying)對(dui)氣(qi)候(hou)變(bian)化(hua)工作及活(huo)動進行(xing)科學評價和監督。持續開展(zhan)“全國低碳(tan)(tan)(tan)(tan)日”主題宣傳,運用新(xin)聞發布、政務新(xin)媒(mei)體矩陣等,加大(da)科普、宣傳教育和培訓力度(du),提高全社(she)會(hui)應(ying)對(dui)氣(qi)候(hou)變(bian)化(hua)認識和能力水平,講好綠色(se)低碳(tan)(tan)(tan)(tan)發展(zhan)“湖(hu)北(bei)(bei)故事”。

八、保障措施

(一)加強組織(zhi)領導(dao)。

強(qiang)化(hua)省級(ji)應(ying)(ying)對(dui)氣候變化(hua)統籌協(xie)調。各(ge)(ge)(ge)有(you)(you)關部門(men)要(yao)分工(gong)(gong)協(xie)作(zuo)、強(qiang)化(hua)配(pei)合,形成應(ying)(ying)對(dui)氣候變化(hua)工(gong)(gong)作(zuo)的(de)強(qiang)大合力。各(ge)(ge)(ge)地(di)各(ge)(ge)(ge)部門(men)要(yao)按照職(zhi)責分工(gong)(gong),制定規(gui)劃(hua)(hua)任務落實方案,完善工(gong)(gong)作(zuo)機制,有(you)(you)序推進各(ge)(ge)(ge)項(xiang)任務落實落地(di),確保規(gui)劃(hua)(hua)目標順利實現。市州要(yao)將應(ying)(ying)對(dui)氣候變化(hua)要(yao)求融(rong)入(ru)國民經濟和社會發展規(gui)劃(hua)(hua),融(rong)入(ru)能源、產業、基礎設施等(deng)重點領域規(gui)劃(hua)(hua)。

(二)加(jia)大(da)投入力度。

繼續將(jiang)應(ying)(ying)對(dui)(dui)氣(qi)(qi)候變化(hua)(hua)納入同(tong)級政(zheng)府(fu)財政(zheng)預算,落實相(xiang)關(guan)經費(fei)保(bao)障,確保(bao)規劃(hua)任務(wu)順(shun)利推(tui)進。加大應(ying)(ying)對(dui)(dui)氣(qi)(qi)候變化(hua)(hua)相(xiang)關(guan)技(ji)術研(yan)發、統計核(he)算、宣傳培訓、項目(mu)實施等方(fang)面的(de)資(zi)金(jin)支持(chi)力度。拓(tuo)展(zhan)多(duo)元(yuan)化(hua)(hua)投(tou)融(rong)資(zi)渠道,引導金(jin)融(rong)機(ji)構開展(zhan)綠色金(jin)融(rong)創(chuang)新,為應(ying)(ying)對(dui)(dui)氣(qi)(qi)候變化(hua)(hua)工(gong)作(zuo)提供(gong)靈活多(duo)樣的(de)產(chan)(chan)品和(he)服務(wu)。積極推(tui)行政(zheng)府(fu)和(he)社會(hui)資(zi)本合(he)作(zuo),綜合(he)運用土地(di)、規劃(hua)、金(jin)融(rong)、價格等多(duo)種(zhong)政(zheng)策(ce),吸引社會(hui)資(zi)本參與氣(qi)(qi)候變化(hua)(hua)項目(mu)。鼓勵(li)社會(hui)資(zi)本以(yi)市場化(hua)(hua)方(fang)式設立綠色低碳產(chan)(chan)業投(tou)資(zi)基金(jin)等,鼓勵(li)創(chuang)業投(tou)資(zi)企業、股權投(tou)資(zi)企業和(he)社會(hui)捐贈資(zi)金(jin)增加應(ying)(ying)對(dui)(dui)氣(qi)(qi)候變化(hua)(hua)投(tou)入。

(三)深化合作(zuo)交流。

強化(hua)(hua)碳(tan)市(shi)場建設交流(liu)(liu)合(he)(he)作,依托全國(guo)碳(tan)交易能力建設培(pei)訓中心、“一帶一路(lu)”低碳(tan)大數據平臺、應對氣(qi)候變(bian)化(hua)(hua)南南合(he)(he)作培(pei)訓基地,加強與(yu)重點(dian)國(guo)家(jia)、地區、國(guo)際(ji)(ji)組織等(deng)合(he)(he)作,積極參與(yu)國(guo)家(jia)綠色基礎(chu)設施共(gong)建、重大項目碳(tan)排(pai)放(fang)管理及低碳(tan)技術交流(liu)(liu)應用。加強與(yu)國(guo)際(ji)(ji)金(jin)融機構(gou)、外資(zi)企業在氣(qi)候投融資(zi)領(ling)域的(de)務(wu)實合(he)(he)作,積極借(jie)鑒國(guo)際(ji)(ji)經驗。

(四)強化評估考核。

將約(yue)束性指標(biao)(biao)納(na)(na)入各(ge)地(di)經濟社會發展績效考(kao)核,將應(ying)對(dui)氣(qi)候變化目標(biao)(biao)任(ren)務(wu)完成(cheng)情況納(na)(na)入省級生態環(huan)保(bao)督察,定期對(dui)應(ying)對(dui)氣(qi)候變化目標(biao)(biao)和任(ren)務(wu)實(shi)施進度開展評估考(kao)核。建立規劃(hua)動態調整機制,適時修訂。
