寧夏“十四五”規劃:光伏裝機達32.5GW以上

9月(yue)13日,寧(ning)(ning)夏自治區(qu)人(ren)民政府辦公廳關于印發寧(ning)(ning)夏回族(zu)自治區(qu)能源(yuan)發展“十(shi)四五”規(gui)劃的(de)通(tong)知(zhi),通(tong)知(zhi)指出(chu),“十(shi)三五”期間,風電、光伏發(fa)電持續快(kuai)速發(fa)展,新(xin)(xin)能(neng)(neng)源裝(zhuang)機突破(po)2500萬(wan)千瓦,電力裝(zhuang)機和發(fa)電量占(zhan)比(bi)分(fen)(fen)別(bie)達到(dao)43.5%和17.7%。新(xin)(xin)能(neng)(neng)源綜合利用(yong)率(lv)達到(dao)97.6%,非水電可再生能(neng)(neng)源電力消納比(bi)重(zhong)連(lian)續多(duo)年居全(quan)(quan)國(guo)前列,寧夏(xia)電網成(cheng)為首(shou)個新(xin)(xin)能(neng)(neng)源發(fa)電出(chu)力超過全(quan)(quan)網用(yong)電負荷的(de)省(sheng)級電網。非化石能(neng)(neng)源消費比(bi)重(zhong)達到(dao)10.4%,較(jiao)“十(shi)二五”末提高(gao)2.7個百分(fen)(fen)點。光伏制造(zao)形成(cheng)全(quan)(quan)產業(ye)鏈,單(dan)晶(jing)硅棒產能(neng)(neng)占(zhan)全(quan)(quan)球(qiu)六分(fen)(fen)之一(yi),高(gao)效高(gao)品質(zhi)N型單(dan)晶(jing)雙(shuang)面電池轉換效率(lv)世界領先。

新一輪農(nong)村(cun)電網改造(zao)升級提前一年半完成。惠及中(zhong)南部5個縣(xian)(區)2.63萬戶貧困戶的村(cun)級光伏扶貧電站并網發電,助力貧困縣(xian)如期實現(xian)脫貧摘(zhai)帽。覆蓋(gai)全(quan)區、惠及71.3萬戶農(nong)戶的農(nong)村(cun)陽光沐(mu)浴(yu)工程圓滿收(shou)官,有(you)效改善了(le)農(nong)民生活條件。

強化重點領域節能降耗。在交通運輸節能方面,深入推進綠色交通發展,加快推進綜合交通運輸體系建設,大力發展公共交通,推廣節能環保汽車和新能源汽車,加快公共領域車輛電動化進程;鼓勵在服務區、加油站等公路沿線合理布局光伏發電設施。在公共機構節能方面,深入推進公共機構以合同能源管理方式實施節能改造,積極推進政府購買合同能源管理服務,探索用能托管模式。

加(jia)強能(neng)源(yuan)(yuan)(yuan)關鍵技術(shu)(shu)研發。聚焦清(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)、現代煤化工等(deng)優(you)勢產(chan)業(ye)技術(shu)(shu)瓶頸(jing),集中突(tu)破一批(pi)關鍵共性技術(shu)(shu)。重點開(kai)發氫能(neng)、風電、光伏等(deng)清(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)制取利用技術(shu)(shu)及(ji)裝備,以(yi)技術(shu)(shu)創新推動成本下降。重點研發高(gao)性能(neng)光伏用硅材料、高(gao)性能(neng)正負極材料等(deng)先進能(neng)源(yuan)(yuan)(yuan)材料,促進產(chan)業(ye)向價(jia)值鏈(lian)中高(gao)端躍升。

寧夏回族自治區能源發展“十四五”規劃

“十四(si)五(wu)(wu)”時期(qi)(qi)是(shi)我國全面(mian)建成小康社(she)(she)會(hui)、實(shi)現(xian)第(di)一(yi)個百年奮斗目(mu)標之后(hou),乘勢而上開啟(qi)全面(mian)建設社(she)(she)會(hui)主義現(xian)代化國家新征程、向第(di)二(er)個百年奮斗目(mu)標進軍的第(di)一(yi)個五(wu)(wu)年,也是(shi)我區努力建設黃河流域生態保(bao)護和高質量發展先行區,全面(mian)建設經濟繁(fan)榮、民(min)族(zu)團結、環境優(you)美、人民(min)富(fu)裕的社(she)(she)會(hui)主義現(xian)代化美麗新寧夏(xia)的關鍵性五(wu)(wu)年。為全面(mian)貫徹習(xi)近平(ping)總書記提出的“四(si)個革(ge)命、一(yi)個合(he)作”能源(yuan)安全新戰(zhan)(zhan)略(lve),認(ren)真落實(shi)習(xi)近平(ping)總書記視察寧夏(xia)重要(yao)講(jiang)話精神,助力自治區第(di)十三次(ci)黨代會(hui)確定的“三區建設”“四(si)新任(ren)務(wu)”“五(wu)(wu)大戰(zhan)(zhan)略(lve)”“六(liu)大提升(sheng)行動”等目(mu)標任(ren)務(wu)順利實(shi)施,加快構建清潔(jie)低(di)碳、安全高效的現(xian)代能源(yuan)體系,編制(zhi)本規(gui)劃(hua)。規(gui)劃(hua)以2020年為基準年,規(gui)劃(hua)期(qi)(qi)為2021年—2025年。

一、發展基礎與形勢

(一)發展成(cheng)就。

“十三五”期間,寧東國(guo)家大(da)型煤炭基(ji)(ji)地(di)、“西電(dian)東送”火電(dian)基(ji)(ji)地(di)、寧東現(xian)代煤化(hua)工基(ji)(ji)地(di)和國(guo)家新能(neng)源綜合示范區(qu)建(jian)設取得重(zhong)大(da)進展,我區(qu)作(zuo)為國(guo)家能(neng)源加工轉化(hua)和戰略儲備基(ji)(ji)地(di)的作(zuo)用進一步(bu)凸顯,為保(bao)障國(guo)家能(neng)源安全、支(zhi)撐全區(qu)經濟社(she)會(hui)發展做出了重(zhong)要貢獻。

1.能源(yuan)供應保(bao)障能力(li)持續增(zeng)強(qiang)。全(quan)區(qu)電(dian)源(yuan)裝機、發(fa)電(dian)量(liang)、外送電(dian)量(liang)分別達到5943萬(wan)千(qian)(qian)瓦(wa)(wa)、1882億(yi)千(qian)(qian)瓦(wa)(wa)時和794億(yi)千(qian)(qian)瓦(wa)(wa)時,分別比2015年(nian)增(zeng)長了(le)88.2%、63%和1.8倍。750千(qian)(qian)伏骨干電(dian)網(wang)形成(cheng)了(le)覆蓋(gai)全(quan)區(qu)的(de)雙環網(wang);寧東至浙江直流(liu)輸電(dian)工程及配套電(dian)源(yuan)建(jian)成(cheng)投運(yun),直流(liu)電(dian)力(li)外送能力(li)達到1400萬(wan)千(qian)(qian)瓦(wa)(wa),輸電(dian)通(tong)道(dao)利用率居全(quan)國(guo)前列(lie)。金家渠、銀(yin)星(xing)(xing)一(yi)井(jing)、銀(yin)星(xing)(xing)二井(jing)等大型現代化煤礦建(jian)成(cheng)投產(chan),煤炭(tan)生(sheng)產(chan)結構進(jin)一(yi)步優化,新增(zeng)先進(jin)產(chan)能1460萬(wan)噸(dun)/年(nian)。天(tian)然(ran)氣(qi)勘探開(kai)(kai)發(fa)取得重大突(tu)破,西氣(qi)東輸中衛壓氣(qi)站(zhan)互(hu)聯互(hu)通(tong)工程、杭(hang)錦旗(qi)至銀(yin)川天(tian)然(ran)氣(qi)管道(dao)相繼建(jian)成(cheng),銀(yin)川市(shi)(shi)、石嘴山(shan)市(shi)(shi)、吳忠市(shi)(shi)、中衛市(shi)(shi)天(tian)然(ran)氣(qi)儲(chu)氣(qi)設施開(kai)(kai)工建(jian)設,天(tian)然(ran)氣(qi)多(duo)渠道(dao)供應、多(duo)氣(qi)源(yuan)互(hu)補格局(ju)正在形成(cheng)。

2.能(neng)(neng)源(yuan)(yuan)(yuan)生產消(xiao)費(fei)結(jie)構不斷優化(hua)(hua)。風電(dian)(dian)、光伏發電(dian)(dian)持續(xu)快速(su)發展(zhan),新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)裝(zhuang)機(ji)突破2500萬(wan)千瓦(wa),電(dian)(dian)力(li)(li)裝(zhuang)機(ji)和發電(dian)(dian)量占比(bi)分別達(da)(da)到43.5%和17.7%。新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)綜(zong)合利用率達(da)(da)到97.6%,非(fei)水(shui)電(dian)(dian)可再生能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)力(li)(li)消(xiao)納(na)比(bi)重(zhong)連(lian)續(xu)多年居全(quan)國前列,寧夏電(dian)(dian)網(wang)(wang)成(cheng)為首個新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)出力(li)(li)超過全(quan)網(wang)(wang)用電(dian)(dian)負荷的省級電(dian)(dian)網(wang)(wang)。非(fei)化(hua)(hua)石(shi)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費(fei)比(bi)重(zhong)達(da)(da)到10.4%,較“十(shi)二五”末提高2.7個百分點。天然氣(qi)消(xiao)費(fei)量達(da)(da)到29.55億立(li)方米,較2015年增長47%。退出煤礦產能(neng)(neng)2253萬(wan)噸,淘汰落后(hou)煤電(dian)(dian)產能(neng)(neng)59.2萬(wan)千瓦(wa),煤炭(tan)、煤電(dian)(dian)行業化(hua)(hua)解(jie)過剩(sheng)產能(neng)(neng)成(cheng)效顯著。

3.節(jie)能(neng)環保(bao)工(gong)作取(qu)得(de)積極成(cheng)(cheng)(cheng)效。大(da)力(li)推進工(gong)業、交(jiao)通等(deng)重點領域節(jie)能(neng)減排(pai),單位地區(qu)生(sheng)(sheng)產(chan)(chan)總值(zhi)能(neng)耗(hao)降(jiang)幅完成(cheng)(cheng)(cheng)國(guo)家下達(da)目標任務。30萬(wan)千瓦及以上煤(mei)電機(ji)組全部完成(cheng)(cheng)(cheng)超低排(pai)放(fang)改(gai)造,實施37臺煤(mei)電機(ji)組節(jie)能(neng)改(gai)造升級(ji)(ji)。全區(qu)電動汽車保(bao)有量(liang)達(da)到1.02萬(wan)輛,成(cheng)(cheng)(cheng)品油全面升級(ji)(ji)至國(guo)六標準。市(shi)、縣(區(qu))城(cheng)市(shi)建成(cheng)(cheng)(cheng)區(qu)20蒸噸(dun)/小時以下燃煤(mei)鍋爐(lu)全部淘汰,基本解決城(cheng)市(shi)建成(cheng)(cheng)(cheng)區(qu)供暖鍋爐(lu)燃煤(mei)污染問題(ti)。煤(mei)炭清潔(jie)生(sheng)(sheng)產(chan)(chan)水平持續提高,洗(xi)選(xuan)能(neng)力(li)和原煤(mei)入(ru)選(xuan)率分別達(da)到1.8億噸(dun)/年和86%。金鳳煤(mei)礦等(deng)12家煤(mei)礦入(ru)選(xuan)全國(guo)綠色礦山名錄(lu),礦區(qu)生(sheng)(sheng)態環境明顯改(gai)善。賀(he)蘭(lan)山保(bao)護區(qu)內煤(mei)礦和保(bao)護區(qu)外圍重點區(qu)域煤(mei)礦全部關(guan)停,綜(zong)合整(zheng)治(zhi)和生(sheng)(sheng)態修(xiu)復(fu)工(gong)作取(qu)得(de)積極成(cheng)(cheng)(cheng)效。

4.能源(yuan)技術裝備水平不斷(duan)提升。全球(qiu)單(dan)套裝置規模最大(da)的煤炭(tan)間(jian)接液化項目在寧(ning)(ning)東能源(yuan)化工(gong)基地(di)投產(chan),“神寧(ning)(ning)爐”等多項技術創造(zao)了(le)行業第一、世(shi)界(jie)第一,代表了(le)中國(guo)化工(gong)煤制油領域(yu)的最高(gao)水平。光伏(fu)制造(zao)形成全產(chan)業鏈,單(dan)晶(jing)硅(gui)棒產(chan)能占全球(qiu)六分之一,高(gao)效高(gao)品(pin)質N型單(dan)晶(jing)雙面電池轉換效率世(shi)界(jie)領先。風機減速器產(chan)量(liang)居(ju)全國(guo)前三,超大(da)口徑調壓裝置關(guan)鍵閥門在中俄東線天然(ran)氣管(guan)道中成功應用。超重型智能控(kong)制刮(gua)板輸送(song)機、超高(gao)壓快(kuai)速真空(kong)斷(duan)路器等能源(yuan)裝備研發成功,填補(bu)了(le)國(guo)際相(xiang)關(guan)領域(yu)的空(kong)白(bai)。

5.能源(yuan)(yuan)領域體制(zhi)改(gai)革逐步深化(hua)。電(dian)(dian)(dian)力(li)(li)(li)體制(zhi)改(gai)革綜(zong)合試(shi)點(dian)穩步推進(jin),首個監管周(zhou)期輸配電(dian)(dian)(dian)價順(shun)利實(shi)施,電(dian)(dian)(dian)力(li)(li)(li)交(jiao)(jiao)易中心揭牌成立(li),電(dian)(dian)(dian)力(li)(li)(li)市場(chang)管理委員會正式(shi)組建,增量配電(dian)(dian)(dian)業務(wu)試(shi)點(dian)有(you)(you)序展開(kai)。電(dian)(dian)(dian)力(li)(li)(li)直接交(jiao)(jiao)易用戶范(fan)圍和交(jiao)(jiao)易規模(mo)持續擴大,創(chuang)新(xin)(xin)實(shi)施新(xin)(xin)能源(yuan)(yuan)與火電(dian)(dian)(dian)打捆交(jiao)(jiao)易,積極開(kai)展跨(kua)區新(xin)(xin)能源(yuan)(yuan)現貨交(jiao)(jiao)易,啟動(dong)運行電(dian)(dian)(dian)力(li)(li)(li)輔(fu)助服務(wu)市場(chang),主體多元、競爭有(you)(you)序的電(dian)(dian)(dian)力(li)(li)(li)市場(chang)化(hua)交(jiao)(jiao)易格局(ju)逐步形成。

6.能(neng)源普遍服務水平顯著提高。地級(ji)城(cheng)市建成(cheng)區(qu)(qu)全部實現以熱(re)電聯產為(wei)主,天(tian)然(ran)氣、電能(neng)為(wei)輔的(de)清潔能(neng)源供暖方式。西北地區(qu)(qu)最大的(de)清潔熱(re)源——銀川“東熱(re)西送”智能(neng)化(hua)集(ji)中(zhong)供熱(re)工程建成(cheng)投運。新一輪(lun)農村(cun)(cun)電網改造(zao)升級(ji)提前(qian)一年半完成(cheng)。惠(hui)及(ji)中(zhong)南部5個縣(xian)(區(qu)(qu))2.63萬(wan)戶貧困戶的(de)村(cun)(cun)級(ji)光伏扶貧電站并網發電,助力貧困縣(xian)如期實現脫(tuo)貧摘帽(mao)。覆蓋全區(qu)(qu)、惠(hui)及(ji)71.3萬(wan)戶農戶的(de)農村(cun)(cun)陽光沐(mu)浴工程圓(yuan)滿收官,有效改善了農民生活條件。

(二)發展形勢。

“十四五”及今后一段(duan)時期,國際能(neng)(neng)(neng)源持續變革,我國處于優化能(neng)(neng)(neng)源結構、保障能(neng)(neng)(neng)源安全、提升能(neng)(neng)(neng)源效(xiao)率的(de)攻堅階段(duan),碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和戰(zhan)略目標對(dui)寧夏能(neng)(neng)(neng)源轉型提出(chu)新要求,我區(qu)能(neng)(neng)(neng)源發展(zhan)機遇(yu)與挑戰(zhan)并存,機遇(yu)大于挑戰(zhan)。

從國(guo)(guo)內看,我國(guo)(guo)將加(jia)(jia)快(kuai)(kuai)形成(cheng)以國(guo)(guo)內大循環(huan)為主(zhu)(zhu)體、國(guo)(guo)內國(guo)(guo)際雙循環(huan)相互促進(jin)的(de)新發(fa)展(zhan)格局(ju),采(cai)取更加(jia)(jia)有(you)(you)力的(de)政策(ce)和措施推(tui)動如期實現(xian)碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和目標。能(neng)源發(fa)展(zhan)主(zhu)(zhu)要矛(mao)盾將從努力滿(man)足需求、解(jie)決“有(you)(you)沒有(you)(you)”,轉變為滿(man)足人民(min)美好(hao)生(sheng)活需要、解(jie)決“好(hao)不(bu)(bu)好(hao)”“綠(lv)不(bu)(bu)綠(lv)”。清潔低(di)碳(tan)(tan)轉型升(sheng)級(ji)持續加(jia)(jia)速,以新能(neng)源為主(zhu)(zhu)體的(de)新型電(dian)力系(xi)統加(jia)(jia)快(kuai)(kuai)構建(jian),非化石能(neng)源和天然氣(qi)成(cheng)為消費增(zeng)量主(zhu)(zhu)體,體制改革持續向縱深推(tui)進(jin)。能(neng)源開發(fa)利用關(guan)鍵技術和重大裝備加(jia)(jia)快(kuai)(kuai)攻關(guan),先進(jin)儲能(neng)、氫能(neng)等產業(ye)有(you)(you)望實現(xian)商業(ye)化發(fa)展(zhan)。

從區內看,煤炭需求繼續增長,供(gong)應(ying)缺(que)口進(jin)一步(bu)擴大(da)。新(xin)(xin)能源(yuan)(yuan)高(gao)(gao)比(bi)例發(fa)展對電力系統穩定性提出更大(da)挑(tiao)戰(zhan),系統靈活調節能力和(he)新(xin)(xin)能源(yuan)(yuan)存儲(chu)能力亟待提高(gao)(gao)。能源(yuan)(yuan)利用效率不高(gao)(gao),儲(chu)備調峰能力不足,能源(yuan)(yuan)電力領域碳排放(fang)占比(bi)高(gao)(gao),能源(yuan)(yuan)結構調整和(he)節能減(jian)排任務艱巨,實現“雙碳”目標面臨嚴峻挑(tiao)戰(zhan)。但(dan)隨著“四個革命、一個合(he)作”能源(yuan)(yuan)安(an)全新(xin)(xin)戰(zhan)略的(de)深入(ru)實施(shi),新(xin)(xin)時代(dai)推進(jin)西部大(da)開(kai)發(fa)形成新(xin)(xin)格(ge)局、黃(huang)河(he)流域生態保(bao)護和(he)高(gao)(gao)質量發(fa)展等國(guo)(guo)家戰(zhan)略的(de)交匯疊加,黃(huang)河(he)“幾”字彎(wan)清潔能源(yuan)(yuan)基地(di)列入(ru)國(guo)(guo)家規(gui)劃,國(guo)(guo)家發(fa)展改革委、國(guo)(guo)家能源(yuan)(yuan)局出臺《關于支(zhi)持寧夏能源(yuan)(yuan)轉(zhuan)型(xing)發(fa)展的(de)實施(shi)方案》,為我(wo)區能源(yuan)(yuan)發(fa)展提供(gong)了重大(da)機遇(yu)、注入(ru)了強(qiang)勁動力、拓展了全新(xin)(xin)空間,將(jiang)促進(jin)我(wo)區進(jin)一步(bu)打開(kai)能源(yuan)(yuan)開(kai)放(fang)合(he)作新(xin)(xin)局面,提升在國(guo)(guo)家能源(yuan)(yuan)戰(zhan)略布(bu)局中的(de)地(di)位。

二、總體要求及目標

(一)指(zhi)導(dao)思想(xiang)。

以習近平(ping)新(xin)時代中國特色社(she)會(hui)主(zhu)義思想為指導(dao),深入(ru)貫(guan)徹黨的(de)(de)十九(jiu)大和(he)十九(jiu)屆(jie)歷(li)次全(quan)會(hui)精神,全(quan)面貫(guan)徹落實(shi)習近平(ping)總書記視察寧夏(xia)重(zhong)要講話精神,按照自治區第十三次黨代會(hui)部(bu)署要求,立足(zu)新(xin)發(fa)(fa)展(zhan)階段(duan)、貫(guan)徹新(xin)發(fa)(fa)展(zhan)理念、構(gou)建(jian)(jian)新(xin)發(fa)(fa)展(zhan)格局(ju),堅(jian)持“四個(ge)(ge)革(ge)命、一個(ge)(ge)合作(zuo)”能(neng)(neng)(neng)源(yuan)(yuan)(yuan)安全(quan)新(xin)戰略,落實(shi)碳(tan)達(da)峰、碳(tan)中和(he)重(zhong)大決策部(bu)署,以推(tui)動高(gao)(gao)質量發(fa)(fa)展(zhan)為主(zhu)題,以深化(hua)供給(gei)側結構(gou)性改革(ge)為主(zhu)線(xian),以改革(ge)創新(xin)為根(gen)本(ben)動力(li),以滿足(zu)人民(min)日益增長的(de)(de)美好生(sheng)活需要為根(gen)本(ben)目的(de)(de),著力(li)建(jian)(jian)設現代能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供應(ying)體系,著力(li)推(tui)動能(neng)(neng)(neng)源(yuan)(yuan)(yuan)清潔高(gao)(gao)效(xiao)利用,著力(li)提(ti)升能(neng)(neng)(neng)源(yuan)(yuan)(yuan)科技發(fa)(fa)展(zhan)水平(ping),著力(li)深化(hua)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)領域改革(ge)合作(zuo),著力(li)增強能(neng)(neng)(neng)源(yuan)(yuan)(yuan)服務民(min)生(sheng)能(neng)(neng)(neng)力(li),加快構(gou)建(jian)(jian)清潔低碳(tan)、安全(quan)高(gao)(gao)效(xiao)的(de)(de)現代能(neng)(neng)(neng)源(yuan)(yuan)(yuan)體系,走出一條以綠(lv)能(neng)(neng)(neng)開發(fa)(fa)、綠(lv)氫生(sheng)產、綠(lv)色發(fa)(fa)展(zhan)為主(zhu)的(de)(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)轉(zhuan)型發(fa)(fa)展(zhan)之路(lu),為建(jian)(jian)設社(she)會(hui)主(zhu)義現代化(hua)美麗新(xin)寧夏(xia)提(ti)供堅(jian)實(shi)的(de)(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)保障(zhang)。

(二)基本(ben)原則。

——堅持高效利用(yong)(yong)(yong)。將節(jie)約(yue)能(neng)源(yuan)(yuan)放在首位(wei),強化(hua)能(neng)源(yuan)(yuan)消費總(zong)量(liang)和(he)強度雙控,嚴控煤炭消費增量(liang),優化(hua)能(neng)源(yuan)(yuan)資源(yuan)(yuan)配置,積(ji)極推進能(neng)源(yuan)(yuan)領域碳減排和(he)能(neng)源(yuan)(yuan)循環梯級利用(yong)(yong)(yong),提(ti)(ti)升電力系統(tong)靈活調節(jie)能(neng)力,整體提(ti)(ti)高全社會用(yong)(yong)(yong)能(neng)效率(lv),推動能(neng)源(yuan)(yuan)效率(lv)變革。

——堅持綠色(se)發展。圍繞碳(tan)達峰、碳(tan)中(zhong)和(he)(he)目標(biao),扎實推進能(neng)源領(ling)域(yu)生態(tai)文明(ming)(ming)建設,大力發展非(fei)化(hua)石(shi)能(neng)源,提升化(hua)石(shi)能(neng)源清(qing)潔(jie)高效(xiao)利用水平,調整優(you)化(hua)能(neng)源結構,加快能(neng)源質量變革,促進生態(tai)文明(ming)(ming)建設,推動人與自然(ran)和(he)(he)諧發展。

——堅(jian)持(chi)多元供給。加快油氣勘探開發,擴大煤炭先(xian)進產能(neng)供給,有(you)效(xiao)利用區外資(zi)源(yuan),完善能(neng)源(yuan)儲備(bei)和調峰應(ying)急(ji)設(she)施,健(jian)全(quan)能(neng)源(yuan)產供儲銷(xiao)體系,強(qiang)化能(neng)源(yuan)安(an)(an)(an)全(quan)風(feng)險管控(kong),保障(zhang)能(neng)源(yuan)基礎設(she)施安(an)(an)(an)全(quan)穩定(ding)運行,確保能(neng)源(yuan)供應(ying)安(an)(an)(an)全(quan)。

——堅(jian)持改革(ge)創新(xin)。加(jia)快建(jian)設(she)智(zhi)慧能(neng)(neng)源系統(tong),加(jia)強能(neng)(neng)源領(ling)域關(guan)鍵核心(xin)技(ji)術(shu)攻(gong)關(guan),大力(li)推進清潔能(neng)(neng)源、現代煤化工先進技(ji)術(shu)與(yu)裝備示范及推廣應(ying)用(yong)。深化電力(li)、油氣體制改革(ge),有(you)效激(ji)發新(xin)技(ji)術(shu)、新(xin)模式、新(xin)業(ye)態(tai)的市場活力(li),推動能(neng)(neng)源動力(li)變革(ge)。

——堅(jian)持保(bao)障(zhang)民(min)(min)生(sheng)(sheng)(sheng)。堅(jian)持以能(neng)(neng)(neng)源惠民(min)(min)利民(min)(min)為根本宗旨,補強民(min)(min)生(sheng)(sheng)(sheng)供(gong)能(neng)(neng)(neng)短板,改善民(min)(min)生(sheng)(sheng)(sheng)用能(neng)(neng)(neng)品(pin)質(zhi),兜(dou)住民(min)(min)生(sheng)(sheng)(sheng)用能(neng)(neng)(neng)底(di)線,滿足人(ren)民(min)(min)群(qun)眾美好生(sheng)(sheng)(sheng)活對電力、熱力、天然氣等高品(pin)質(zhi)清潔終端能(neng)(neng)(neng)源的需要,切(qie)實保(bao)障(zhang)和改善民(min)(min)生(sheng)(sheng)(sheng),增進能(neng)(neng)(neng)源民(min)(min)生(sheng)(sheng)(sheng)福祉。

(三)戰(zhan)略定位。

全面落實國家戰略,立足能源(yuan)資源(yuan)綜合優勢、能源(yuan)產業基(ji)礎(chu)和(he)開(kai)發利用潛力,圍繞“一區、三樞紐、四基(ji)地(di)”戰略定(ding)位,助(zhu)力加快(kuai)建設黃河流域(yu)生態(tai)保護和(he)高(gao)質(zhi)量(liang)發展(zhan)先行區。

高水平建設一(yi)個示范(fan)區:國家新能源(yuan)綜(zong)合示范(fan)區。

高標準打造三(san)大(da)樞紐:“西(xi)電東送”網架樞紐、“西(xi)氣(qi)東輸”輸配樞紐、區域煤(mei)炭儲運(yun)樞紐。

高(gao)質(zhi)量提升四大基(ji)地(di):寧(ning)東國(guo)家(jia)大型煤炭(tan)基(ji)地(di)、“西電東送(song)”電源基(ji)地(di)、寧(ning)東現代煤化工基(ji)地(di)、清(qing)潔能源制造及服務(wu)基(ji)地(di)。

(四)發展目標。

“十四五(wu)”是寧夏實(shi)現碳(tan)達峰的關鍵期(qi)、窗口期(qi)。到(dao)2025年,全(quan)區能源生(sheng)產供給能力(li)大幅提升(sheng),消(xiao)費總量得到(dao)有效控(kong)制,生(sheng)產消(xiao)費結構更(geng)加(jia)優化,利用(yong)效率不(bu)斷提高,普遍服務水平再上臺階。

——生(sheng)(sheng)產目標。力爭能源綜合生(sheng)(sheng)產能力達到(dao)8800萬(wan)噸標準煤(mei)左右,電(dian)力裝機達到(dao)9000萬(wan)千瓦以上,可再生(sheng)(sheng)能源發電(dian)實現倍增(zeng),裝機規模超過(guo)5000萬(wan)千瓦、力爭達到(dao)5500萬(wan)千瓦。

——消(xiao)費(fei)目標(biao)。煤炭消(xiao)費(fei)量基本目標(biao)1.67億(yi)(yi)噸、彈(dan)性目標(biao)1.85億(yi)(yi)噸,全(quan)社會(hui)用(yong)電量基本目標(biao)1250億(yi)(yi)千瓦(wa)時、彈(dan)性目標(biao)1440億(yi)(yi)千瓦(wa)時。

——結構目標。非化石能(neng)(neng)源(yuan)消(xiao)費量占一次能(neng)(neng)源(yuan)消(xiao)費比重提(ti)高(gao)(gao)到(dao)15%左(zuo)右,可再生(sheng)能(neng)(neng)源(yuan)電(dian)(dian)力(li)消(xiao)納比重提(ti)高(gao)(gao)到(dao)30%以(yi)上(shang)、非水可再生(sheng)能(neng)(neng)源(yuan)電(dian)(dian)力(li)消(xiao)納比重提(ti)高(gao)(gao)到(dao)28%以(yi)上(shang)。

——效率目標。單位地區(qu)生產總(zong)值能耗降(jiang)低率達到(dao)(dao)國(guo)家(jia)要求,火電(dian)(dian)平均供(gong)電(dian)(dian)煤(mei)耗力爭降(jiang)低到(dao)(dao)300克標準煤(mei)/千瓦時以下(xia),電(dian)(dian)網線(xian)損率保(bao)持全(quan)國(guo)領先水平。

——民(min)生目標(biao)。城鄉居(ju)(ju)民(min)人均生活(huo)用電量年均增長7%,供電可靠率提(ti)高至99.9527%,用電營(ying)商環境持(chi)續優化(hua),城鎮居(ju)(ju)民(min)氣化(hua)率達到75%。

三、全面建設現代能源供應體系

深(shen)化能源(yuan)供(gong)給(gei)側(ce)結構性改(gai)革,大(da)力(li)發展可再生(sheng)能源(yuan),加強煤電油氣(qi)產供(gong)儲銷(xiao)體(ti)系建設,以多元(yuan)優質能源(yuan)供(gong)給(gei)保障經濟社會發展需(xu)要。

(一)大(da)規(gui)模開發可再生能源(yuan)。

1.加快發(fa)(fa)(fa)(fa)展太(tai)陽能(neng)(neng)發(fa)(fa)(fa)(fa)電。堅持集中開發(fa)(fa)(fa)(fa)和(he)分(fen)布(bu)開發(fa)(fa)(fa)(fa)并(bing)舉(ju)、擴大(da)外(wai)送和(he)就地(di)消納(na)相(xiang)結合的原(yuan)則,整(zheng)合沿黃地(di)區(qu)和(he)中部(bu)干旱(han)帶(dai)土(tu)地(di)資源(yuan),推動沙(sha)漠、戈壁、荒漠、采煤沉(chen)陷區(qu)大(da)型集中式光伏(fu)開發(fa)(fa)(fa)(fa),重點在沙(sha)坡頭區(qu)、紅(hong)寺堡區(qu)、寧東能(neng)(neng)源(yuan)化工基地(di)、中寧縣(xian)、鹽池縣(xian)、靈武(wu)市、利(li)通(tong)區(qu)、同心(xin)縣(xian)、青銅峽市等(deng)(deng)地(di)建設一批(pi)百(bai)萬千(qian)瓦級光伏(fu)基地(di)。充分(fen)發(fa)(fa)(fa)(fa)揮(hui)風、光資源(yuan)多(duo)能(neng)(neng)互補優勢,鼓勵利(li)用風電場(chang)空閑土(tu)地(di)建設風光互補電站。開展整(zheng)縣(xian)(市、區(qu))屋(wu)頂分(fen)布(bu)式光伏(fu)開發(fa)(fa)(fa)(fa)試點,創新(xin)實(shi)施光伏(fu)+農(nong)業、工業、商業、校園、社區(qu)、交通(tong)等(deng)(deng)分(fen)布(bu)式“光伏(fu)+”工程,有效提高用戶側光電應用比例。適(shi)時開展太(tai)陽能(neng)(neng)熱發(fa)(fa)(fa)(fa)電試點。“十四五”期間,光伏(fu)發(fa)(fa)(fa)(fa)電成為全區(qu)電力增量主體,裝(zhuang)機(ji)規模實(shi)現翻番,到(dao)2025年達到(dao)3250萬千(qian)瓦以上。

2.穩定推(tui)進風(feng)電(dian)(dian)(dian)(dian)開(kai)發。結合風(feng)電(dian)(dian)(dian)(dian)技術(shu)進步和開(kai)發成本下降,采(cai)用(yong)高塔筒(tong)、大功率、長葉片風(feng)機及先進技術(shu)發展低風(feng)速(su)風(feng)電(dian)(dian)(dian)(dian),在吳忠市(shi)(shi)、固原市(shi)(shi)、中(zhong)衛(wei)市(shi)(shi)等風(feng)能資(zi)源(yuan)(yuan)豐富(fu)區域,統籌電(dian)(dian)(dian)(dian)網接(jie)入和消納條件,穩步推(tui)進集中(zhong)式風(feng)電(dian)(dian)(dian)(dian)項目(mu)建設。在風(feng)能資(zi)源(yuan)(yuan)適宜、靠近(jin)負荷(he)中(zhong)心(xin)區域,完善(shan)市(shi)(shi)場(chang)交易機制,推(tui)動分散風(feng)能資(zi)源(yuan)(yuan)開(kai)發。鼓勵企(qi)業對賀蘭山(shan)、太陽(yang)山(shan)、香山(shan)等區域老(lao)舊風(feng)電(dian)(dian)(dian)(dian)場(chang)實施“以大代(dai)小”更新升級,提(ti)升優質風(feng)能資(zi)源(yuan)(yuan)利(li)用(yong)效率。到2025年,全區風(feng)電(dian)(dian)(dian)(dian)裝機規模達到1750萬千瓦以上。

3.因地制宜(yi)發(fa)展其他可再生能(neng)(neng)(neng)源(yuan)。加(jia)快(kuai)(kuai)(kuai)開工(gong)(gong)建(jian)設青(qing)(qing)銅峽(xia)、青(qing)(qing)銅峽(xia)二期、中寧等抽水蓄能(neng)(neng)(neng)電(dian)(dian)站。積(ji)極推(tui)(tui)(tui)動吳忠躍進等納入國家中長期規劃的(de)抽水蓄能(neng)(neng)(neng)電(dian)(dian)站前期工(gong)(gong)作,扎實開展抽水蓄能(neng)(neng)(neng)場址補選及中小型抽水蓄能(neng)(neng)(neng)電(dian)(dian)站項目儲備工(gong)(gong)作,做到能(neng)(neng)(neng)核盡核、能(neng)(neng)(neng)開盡開。全(quan)力(li)推(tui)(tui)(tui)進黃河黑山(shan)峽(xia)水利樞(shu)紐(niu)工(gong)(gong)程(cheng)立項建(jian)設。加(jia)快(kuai)(kuai)(kuai)推(tui)(tui)(tui)進銀川(chuan)擴(kuo)建(jian)、固原、石嘴山(shan)、同(tong)心等生活垃(la)圾(ji)焚燒發(fa)電(dian)(dian)項目建(jian)設;積(ji)極拓(tuo)展生物(wu)質(zhi)(zhi)能(neng)(neng)(neng)利用(yong)渠道,在(zai)引(yin)黃灌區和(he)南部山(shan)區農林生物(wu)質(zhi)(zhi)資(zi)源(yuan)較豐富區及畜禽養(yang)殖大縣,推(tui)(tui)(tui)動生物(wu)天然氣產業(ye)化示(shi)范;加(jia)快(kuai)(kuai)(kuai)生物(wu)質(zhi)(zhi)成型燃料(liao)在(zai)工(gong)(gong)業(ye)供熱和(he)民用(yong)采暖等領域推(tui)(tui)(tui)廣應用(yong)。

(二)合理提(ti)升(sheng)煤炭供應能(neng)力。

1.加快煤(mei)炭(tan)先進(jin)產能(neng)(neng)建設。以(yi)提高(gao)(gao)質量(liang)和效益為核(he)心,繼續推動寧東國家(jia)億噸(dun)級大(da)型煤(mei)炭(tan)基地開發建設,發展工藝先進(jin)、生(sheng)產效率(lv)高(gao)(gao)、資(zi)源利用率(lv)高(gao)(gao)、安全(quan)保障能(neng)(neng)力(li)強、環境保護水平高(gao)(gao)、單位產品能(neng)(neng)源消耗低的先進(jin)產能(neng)(neng),建成韋二、宋新莊、紅(hong)一、紅(hong)二、紅(hong)四等已核(he)準煤(mei)礦(kuang),加快推進(jin)惠安、新喬(qiao)、雙馬二礦(kuang)、月兒灣等煤(mei)礦(kuang)核(he)準建設,擴(kuo)大(da)先進(jin)產能(neng)(neng)比例,實(shi)現煤(mei)炭(tan)產量(liang)穩步增長,緩(huan)解區內煤(mei)炭(tan)供(gong)需緊張局面。到2025年,全(quan)區煤(mei)炭(tan)產能(neng)(neng)達到1.4億噸(dun)/年,在建規(gui)模2000萬噸(dun),力(li)爭煤(mei)炭(tan)產量(liang)達到1億噸(dun)。

2.優化(hua)(hua)煤(mei)(mei)(mei)炭(tan)生產(chan)(chan)(chan)(chan)(chan)結構。深化(hua)(hua)煤(mei)(mei)(mei)炭(tan)供給側結構性改革,鞏固(gu)化(hua)(hua)解(jie)煤(mei)(mei)(mei)炭(tan)過剩(sheng)產(chan)(chan)(chan)(chan)(chan)能(neng)成果,積極核增(zeng)安全產(chan)(chan)(chan)(chan)(chan)能(neng),建(jian)設(she)先進產(chan)(chan)(chan)(chan)(chan)能(neng)。加快煤(mei)(mei)(mei)炭(tan)行業結構升級和煤(mei)(mei)(mei)炭(tan)產(chan)(chan)(chan)(chan)(chan)品(pin)結構調整,完善上(shang)下游(you)協(xie)同發展機制,提升煤(mei)(mei)(mei)炭(tan)產(chan)(chan)(chan)(chan)(chan)業鏈協(xie)同水平,培育壯大(da)(da)區內大(da)(da)型(xing)(xing)骨干(gan)煤(mei)(mei)(mei)炭(tan)企(qi)業。支持(chi)煤(mei)(mei)(mei)炭(tan)企(qi)業與煤(mei)(mei)(mei)電、運輸、煤(mei)(mei)(mei)化(hua)(hua)工(gong)等企(qi)業通過交叉持(chi)股、兼并重組(zu)等方式實現一(yi)體化(hua)(hua)發展。到2025年(nian),大(da)(da)型(xing)(xing)煤(mei)(mei)(mei)礦生產(chan)(chan)(chan)(chan)(chan)能(neng)力(li)占(zhan)總生產(chan)(chan)(chan)(chan)(chan)能(neng)力(li)的93%以(yi)上(shang)。

3.推(tui)進煤(mei)(mei)(mei)炭綠色(se)智(zhi)能開(kai)采(cai)(cai)(cai)。因地制宜(yi)推(tui)廣充填開(kai)采(cai)(cai)(cai)、保水(shui)開(kai)采(cai)(cai)(cai)、煤(mei)(mei)(mei)與(yu)共伴生資(zi)源共采(cai)(cai)(cai)等綠色(se)低(di)碳開(kai)采(cai)(cai)(cai)技術,加強(qiang)煤(mei)(mei)(mei)炭洗選加工,提高(gao)原(yuan)煤(mei)(mei)(mei)入(ru)選(洗)比重。提高(gao)礦(kuang)(kuang)井水(shui)、煤(mei)(mei)(mei)矸石、煤(mei)(mei)(mei)泥、煤(mei)(mei)(mei)礦(kuang)(kuang)瓦斯(si)等資(zi)源綜合利用水(shui)平,大力(li)發展礦(kuang)(kuang)區循環經濟。因地制宜(yi)通(tong)過(guo)發展風電、光伏、現(xian)(xian)代農業(ye)、林業(ye)等產業(ye),推(tui)進礦(kuang)(kuang)區生態(tai)修復。加快煤(mei)(mei)(mei)礦(kuang)(kuang)智(zhi)能化(hua)(hua)發展,推(tui)進采(cai)(cai)(cai)掘、供(gong)電、供(gong)排水(shui)、通(tong)風、運輸、安(an)全監測、洗選等環節智(zhi)能化(hua)(hua)改(gai)造提升(sheng),推(tui)行新建(jian)煤(mei)(mei)(mei)礦(kuang)(kuang)智(zhi)能化(hua)(hua)設計,高(gao)標準(zhun)建(jian)成棗泉(quan)、紅(hong)柳、金鳳等國家首批智(zhi)能化(hua)(hua)示范(fan)煤(mei)(mei)(mei)礦(kuang)(kuang)。到(dao)2025年,原(yuan)煤(mei)(mei)(mei)入(ru)選率(lv)達到(dao)90%以上,120萬噸/年以上大型煤(mei)(mei)(mei)礦(kuang)(kuang)和災害嚴重煤(mei)(mei)(mei)礦(kuang)(kuang)基(ji)本實現(xian)(xian)智(zhi)能化(hua)(hua)。

(三)加快推(tui)進油氣(qi)資源勘探開發。

推進中石化與區內(nei)天然氣(qi)企業(ye)合資合作(zuo),共同推動定北氣(qi)田勘(kan)探開(kai)發,運用高(gao)含水氣(qi)田開(kai)采新技術,同步開(kai)展周邊空白區域天然氣(qi)勘(kan)探工作(zuo)。加大青石峁氣(qi)田勘(kan)探和開(kai)發力度,爭取(qu)早日實現穩(wen)定高(gao)產(chan)開(kai)發。加強煤層氣(qi)勘(kan)探開(kai)發,推進惠農區等區域煤層氣(qi)開(kai)發。到2025年,全區天然氣(qi)產(chan)量(liang)力爭達到10億(yi)立方米(mi)以(yi)上,形成(cheng)多(duo)渠道多(duo)氣(qi)源供應格(ge)局。

(四)發揮(hui)煤電托底保供作用。

1.調(diao)(diao)整(zheng)優(you)化(hua)煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)結構。根據發展(zhan)需要合理建設先進(jin)煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian),調(diao)(diao)配(pei)已(yi)納入國家規劃煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)容(rong)量,適時(shi)推(tui)進(jin)以熱電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)聯產為(wei)主的清潔煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)項目建設,逐步推(tui)進(jin)煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)由主體(ti)性(xing)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)向調(diao)(diao)節(jie)性(xing)、支撐性(xing)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)轉(zhuan)型。將(jiang)部分(fen)存(cun)量煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組調(diao)(diao)整(zheng)為(wei)新增(zeng)跨省(sheng)區(qu)直流通道配(pei)套電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan),有效提升(sheng)煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)利用(yong)效率,促(cu)進(jin)“西(xi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)東(dong)送”電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)基地煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)和可再生能源(yuan)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)和諧發展(zhan)。依托煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)資源(yuan)區(qu)域整(zheng)合試點工作,強(qiang)化(hua)區(qu)域重點企業主體(ti)責任,制定煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組“三(san)改聯動”實(shi)施方案,按照(zhao)分(fen)類(lei)處置、保障供應的原則,有序淘汰煤(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)落后產能,優(you)先考慮將(jiang)落后機(ji)組轉(zhuan)為(wei)應急備(bei)用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)。

2.有序發(fa)展(zhan)熱(re)電(dian)(dian)聯(lian)(lian)產。充分(fen)發(fa)揮熱(re)電(dian)(dian)聯(lian)(lian)產供(gong)熱(re)能力(li),加快淘汰集中供(gong)熱(re)范圍內分(fen)散落后燃煤鍋爐。指導各市、縣(區)和各園(yuan)區根據(ju)需要及建設條件,科學編制熱(re)電(dian)(dian)聯(lian)(lian)產規劃。鼓勵現役燃煤機(ji)組供(gong)熱(re)改(gai)造,適時推進六盤山擴建等項(xiang)目建設,滿足城市用熱(re)需求。堅持“以熱(re)定電(dian)(dian)”和“一(yi)園(yuan)區一(yi)熱(re)源(yuan)”原則(ze),因地制宜鼓勵熱(re)負荷集中的工業(ye)園(yuan)區、產業(ye)集聚區建設背(bei)壓式熱(re)電(dian)(dian)聯(lian)(lian)產機(ji)組。同步推進供(gong)熱(re)管網與熱(re)源(yuan)建設,優化熱(re)網運(yun)行方式,提(ti)高熱(re)電(dian)(dian)聯(lian)(lian)產供(gong)熱(re)效(xiao)率。

2.打造(zao)區域(yu)煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)儲(chu)運(yun)樞(shu)紐(niu)。建設(she)寧夏(xia)(xia)能(neng)(neng)(neng)源(煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan))物流(liu)交易中心(xin),為(wei)煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)生產(chan)、運(yun)輸(shu)(shu)、消費及服務企業(ye)提(ti)供(gong)全(quan)方位、一體(ti)化綜合服務。加強與陜(shan)西(xi)、內蒙古(gu)、新(xin)疆等省(sheng)區合作,保障寧夏(xia)(xia)煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)安全(quan)供(gong)應。加快(kuai)鐵路(lu)專(zhuan)用(yong)線建設(she),推(tui)(tui)進(jin)煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)運(yun)輸(shu)(shu)“公轉鐵”。積極對接烏(wu)力(li)吉(ji)口岸(an),爭取(qu)通(tong)過鐵路(lu)專(zhuan)用(yong)線引入蒙古(gu)國煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)。充(chong)分利用(yong)和改造(zao)提(ti)升現有(you)鐵路(lu)物流(liu)儲(chu)運(yun)設(she)施,新(xin)建局部鐵路(lu)專(zhuan)用(yong)線、封閉(bi)式輸(shu)(shu)煤(mei)(mei)(mei)(mei)(mei)棧道(dao)、集裝箱倉儲(chu),逐步(bu)建設(she)配煤(mei)(mei)(mei)(mei)(mei)倉,推(tui)(tui)進(jin)鐵路(lu)密閉(bi)運(yun)輸(shu)(shu)和公路(lu)零散運(yun)輸(shu)(shu)相互支(zhi)撐。在寧東能(neng)(neng)(neng)源化工基地、石(shi)嘴(zui)山(shan)市、青銅峽市等地建設(she)煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)物流(liu)儲(chu)運(yun)基地,有(you)效提(ti)升煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)靜態儲(chu)備(bei)能(neng)(neng)(neng)力(li),緩解電煤(mei)(mei)(mei)(mei)(mei)供(gong)需矛盾。到2025年(nian),全(quan)區煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)靜態儲(chu)備(bei)能(neng)(neng)(neng)力(li)達到600萬噸(dun)/年(nian),建成保障寧夏(xia)(xia)、輻射西(xi)部、面(mian)向全(quan)國、連接口岸(an)的區域(yu)煤(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)儲(chu)運(yun)樞(shu)紐(niu)。

五、加快提升能源科技發展水平

加強與(yu)山東(dong)(dong)、浙江、湖南等(deng)省份的(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)合(he)(he)(he)作,擴大(da)電力有效外(wai)送,打造“西電東(dong)(dong)送、綠電為主、東(dong)(dong)西共(gong)贏”的(de)合(he)(he)(he)作典(dian)范(fan)。加快(kuai)推進(jin)(jin)(jin)我區(qu)與(yu)中(zhong)(zhong)石(shi)油、中(zhong)(zhong)石(shi)化在天然氣(qi)勘探開發領(ling)域的(de)合(he)(he)(he)作。積(ji)極開拓區(qu)外(wai)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供應(ying)渠道(dao),構建開放(fang)合(he)(he)(he)作的(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供應(ying)體系。加強黃河“幾”字彎協(xie)(xie)同發展(zhan),密切與(yu)周(zhou)邊省區(qu)的(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)交(jiao)流合(he)(he)(he)作,努力形成資源(yuan)(yuan)(yuan)(yuan)互補(bu)、產業差異化發展(zhan)格(ge)局。深化閩寧協(xie)(xie)作,鼓勵區(qu)內(nei)優勢(shi)企業依托(tuo)福(fu)建省沿海(hai)優勢(shi)建設(she)(she)進(jin)(jin)(jin)口液化天然氣(qi)接收、儲運設(she)(she)施。持續加強與(yu)中(zhong)(zhong)央大(da)型能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)企業的(de)戰略合(he)(he)(he)作,推進(jin)(jin)(jin)已簽署(shu)合(he)(he)(he)作協(xie)(xie)議的(de)落(luo)(luo)實(shi)(shi),爭取更(geng)多央企實(shi)(shi)施的(de)國(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)戰略項目(mu)(mu)落(luo)(luo)戶(hu)寧夏。參(can)與(yu)“一帶(dai)一路”科技(ji)創新(xin)行動計劃,開展(zhan)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)領(ling)域國(guo)(guo)際(ji)(ji)技(ji)術(shu)交(jiao)流合(he)(he)(he)作,支(zhi)持區(qu)內(nei)優勢(shi)企業參(can)與(yu)國(guo)(guo)際(ji)(ji)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)合(he)(he)(he)作開發和產業園區(qu)建設(she)(she),積(ji)極引(yin)進(jin)(jin)(jin)國(guo)(guo)際(ji)(ji)知名企業合(he)(he)(he)作建設(she)(she)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)化工項目(mu)(mu),促進(jin)(jin)(jin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)國(guo)(guo)際(ji)(ji)合(he)(he)(he)作向(xiang)更(geng)高更(geng)廣(guang)泛領(ling)域拓展(zhan)。

七、切實增強能源服務民生能力

以滿足人民(min)(min)美好生活(huo)需要為出發(fa)(fa)點(dian)和(he)落腳點(dian),完善能(neng)源基礎設施(shi),提(ti)高能(neng)源普遍服務水平,大力(li)提(ti)升(sheng)民(min)(min)生用能(neng)品質,使能(neng)源發(fa)(fa)展成果更多(duo)更公平惠及全區(qu)人民(min)(min)群眾。

(一(yi))推(tui)動城鄉(xiang)電氣化發展。

1.全(quan)(quan)面推進配(pei)(pei)電(dian)網(wang)(wang)(wang)高(gao)質量發展。持(chi)續推進城鄉配(pei)(pei)電(dian)網(wang)(wang)(wang)建設(she)改(gai)造,提(ti)高(gao)配(pei)(pei)網(wang)(wang)(wang)供電(dian)能(neng)力(li)和(he)(he)智能(neng)化(hua)水平,服務新(xin)型(xing)城鎮(zhen)化(hua)建設(she)和(he)(he)鄉村(cun)(cun)振興。合(he)理(li)布局(ju)新(xin)增110千伏、35千伏變電(dian)站,優(you)化(hua)完善(shan)配(pei)(pei)電(dian)網(wang)(wang)(wang)網(wang)(wang)(wang)架結(jie)構(gou)。構(gou)建適應大規模分布式可再生能(neng)源并網(wang)(wang)(wang)的智能(neng)配(pei)(pei)電(dian)網(wang)(wang)(wang),強化(hua)銀川市等重點地區(qu)堅強局(ju)部電(dian)網(wang)(wang)(wang)規劃(hua)建設(she),提(ti)升(sheng)重要負荷(he)中心(xin)應急保(bao)障(zhang)(zhang)能(neng)力(li),加快老舊(jiu)設(she)備改(gai)造升(sheng)級、重過載設(she)備專項治理(li)和(he)(he)安全(quan)(quan)隱患治理(li)。加大農村(cun)(cun)電(dian)網(wang)(wang)(wang)建設(she)力(li)度,實施農網(wang)(wang)(wang)鞏固提(ti)升(sheng)工程,進一步提(ti)升(sheng)農村(cun)(cun)電(dian)力(li)保(bao)障(zhang)(zhang)水平。到2025年,全(quan)(quan)區(qu)供電(dian)可靠(kao)率和(he)(he)綜合(he)電(dian)壓合(he)格率分別(bie)提(ti)高(gao)至(zhi)99.9527%和(he)(he)99.988%,農村(cun)(cun)戶(hu)均配(pei)(pei)變容量2.71千伏安/戶(hu)。

2.大(da)力推進終(zhong)端用能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)能(neng)(neng)替代。大(da)力推進以電(dian)(dian)(dian)(dian)(dian)代煤、以電(dian)(dian)(dian)(dian)(dian)代油(you),重(zhong)點在(zai)居民采暖、工業(ye)、農業(ye)、交(jiao)通運輸等領(ling)域推廣(guang)應(ying)用熱泵、電(dian)(dian)(dian)(dian)(dian)鍋爐(lu)、電(dian)(dian)(dian)(dian)(dian)窯爐(lu)、電(dian)(dian)(dian)(dian)(dian)驅動皮(pi)帶傳(chuan)輸、機(ji)井(jing)電(dian)(dian)(dian)(dian)(dian)排灌、電(dian)(dian)(dian)(dian)(dian)烘干、電(dian)(dian)(dian)(dian)(dian)動汽車(che)等成熟電(dian)(dian)(dian)(dian)(dian)氣化技術和(he)設備(bei),不斷拓(tuo)寬城鄉電(dian)(dian)(dian)(dian)(dian)力使用領(ling)域,提升電(dian)(dian)(dian)(dian)(dian)能(neng)(neng)占終(zhong)端能(neng)(neng)源消費比重(zhong)。到2025年,力爭(zheng)累計實現(xian)電(dian)(dian)(dian)(dian)(dian)能(neng)(neng)替代電(dian)(dian)(dian)(dian)(dian)量120億千(qian)瓦(wa)時。

(二)實施“氣化寧夏”工程。

依托國家(jia)干(gan)(gan)線(xian)和自治區(qu)(qu)(qu)主干(gan)(gan)管(guan)網,以及(ji)區(qu)(qu)(qu)內和毗鄰地(di)(di)區(qu)(qu)(qu)氣(qi)(qi)源,推(tui)進覆蓋各縣(市、區(qu)(qu)(qu))、重(zhong)點鄉鎮(zhen)和主要園區(qu)(qu)(qu)的支線(xian)管(guan)道(dao)(dao)建設(she),加(jia)快(kuai)儲氣(qi)(qi)設(she)施建設(she)步伐,力爭實現天然(ran)氣(qi)(qi)管(guan)網“縣縣通”。加(jia)快(kuai)管(guan)道(dao)(dao)沿線(xian)城(cheng)鎮(zhen)燃(ran)氣(qi)(qi)管(guan)網建設(she),科學規劃燃(ran)氣(qi)(qi)基(ji)礎設(she)施,完善城(cheng)鎮(zhen)燃(ran)氣(qi)(qi)公(gong)共服務體(ti)系(xi)。因地(di)(di)制(zhi)宜采用管(guan)道(dao)(dao)氣(qi)(qi)、壓縮天然(ran)氣(qi)(qi)(CNG)、液化(hua)天然(ran)氣(qi)(qi)(LNG)、液化(hua)石油(you)氣(qi)(qi)(LPG)儲配(pei)站等多種形(xing)式,推(tui)進燃(ran)氣(qi)(qi)下鄉,提(ti)高偏遠及(ji)農(nong)村地(di)(di)區(qu)(qu)(qu)天然(ran)氣(qi)(qi)通達(da)能(neng)力,打通用氣(qi)(qi)“最后一公(gong)里”。優先(xian)保障民(min)生(sheng)用氣(qi)(qi),拓展(zhan)天然(ran)氣(qi)(qi)在燃(ran)氣(qi)(qi)、交通、分(fen)布式能(neng)源等領(ling)域(yu)的應用,提(ti)升城(cheng)鎮(zhen)居(ju)民(min)生(sheng)活和公(gong)共服務領(ling)域(yu)天然(ran)氣(qi)(qi)消費水平。到(dao)2025年(nian),全區(qu)(qu)(qu)城(cheng)鎮(zhen)居(ju)民(min)氣(qi)(qi)化(hua)率達(da)到(dao)75%。

(三)加快(kuai)推(tui)進清潔供暖。

1.扎實(shi)推進清潔(jie)燃煤(mei)(mei)集中(zhong)供(gong)(gong)(gong)暖(nuan)。堅(jian)持宜煤(mei)(mei)則煤(mei)(mei),通(tong)過提(ti)高(gao)機(ji)組(zu)供(gong)(gong)(gong)熱(re)(re)能力、擴(kuo)大供(gong)(gong)(gong)熱(re)(re)半徑、科學新建熱(re)(re)電聯(lian)產(chan)機(ji)組(zu)等方式(shi),進一(yi)步鼓(gu)勵(li)超低(di)(di)排(pai)放(fang)(fang)熱(re)(re)電聯(lian)產(chan)清潔(jie)供(gong)(gong)(gong)暖(nuan),擴(kuo)大全區城鎮地區集中(zhong)供(gong)(gong)(gong)熱(re)(re)范圍。大力提(ti)升燃煤(mei)(mei)鍋爐(lu)環保水平,落實(shi)城市城區燃煤(mei)(mei)鍋爐(lu)超低(di)(di)排(pai)放(fang)(fang)改造要求(qiu)。鼓(gu)勵(li)整合城鎮地區供(gong)(gong)(gong)熱(re)(re)管網,實(shi)現(xian)不同(tong)類(lei)型(xing)熱(re)(re)源一(yi)并接(jie)入、互(hu)聯(lian)互(hu)通(tong),提(ti)高(gao)供(gong)(gong)(gong)熱(re)(re)可靠(kao)性(xing)。

2.有序推(tui)進(jin)“煤(mei)(mei)改(gai)(gai)(gai)氣(qi)(qi)(qi)”“煤(mei)(mei)改(gai)(gai)(gai)電”。堅持從實際出發(fa)(fa),宜氣(qi)(qi)(qi)則(ze)氣(qi)(qi)(qi)、宜電則(ze)電,按照(zhao)“以供(gong)定改(gai)(gai)(gai),先立(li)后破”原則(ze),在集中供(gong)熱(re)管網(wang)確(que)實無法覆蓋的區域有序推(tui)進(jin)“煤(mei)(mei)改(gai)(gai)(gai)氣(qi)(qi)(qi)”、“煤(mei)(mei)改(gai)(gai)(gai)電”清(qing)潔供(gong)暖工程。加(jia)快現有燃煤(mei)(mei)鍋爐天(tian)然氣(qi)(qi)(qi)置換力度,積極推(tui)進(jin)新建取(qu)暖設施使用天(tian)然氣(qi)(qi)(qi),做好(hao)城鄉結合部天(tian)然氣(qi)(qi)(qi)供(gong)暖延伸覆蓋。推(tui)進(jin)燃氣(qi)(qi)(qi)下鄉,支持建設安全可靠的鄉村儲氣(qi)(qi)(qi)罐站和微(wei)管網(wang)供(gong)氣(qi)(qi)(qi)系統(tong)。因(yin)地制宜推(tui)廣碳晶、發(fa)(fa)熱(re)電纜、電熱(re)膜、空氣(qi)(qi)(qi)源熱(re)泵(beng)、蓄熱(re)式(shi)電鍋爐等電采(cai)暖設施,做好(hao)“煤(mei)(mei)改(gai)(gai)(gai)電”配(pei)套電網(wang)升(sheng)級改(gai)(gai)(gai)造。鼓勵(li)發(fa)(fa)電企(qi)業通(tong)過電力交易參(can)與電供(gong)暖,探索實施風電供(gong)暖。進(jin)一步完善清(qing)潔取(qu)暖價格政策(ce),降低用戶電代煤(mei)(mei)、氣(qi)(qi)(qi)代煤(mei)(mei)使用成(cheng)本。

3.積極推(tui)(tui)進可再生(sheng)能源供(gong)(gong)暖(nuan)(nuan)。鼓勵采用太(tai)陽(yang)能供(gong)(gong)暖(nuan)(nuan)與其他(ta)清(qing)潔供(gong)(gong)暖(nuan)(nuan)方(fang)式科(ke)學搭配、互補(bu)增效,因地(di)(di)(di)制宜發展“太(tai)陽(yang)能+”供(gong)(gong)暖(nuan)(nuan)。大力發展農(nong)村生(sheng)物(wu)(wu)質能源,結合城鄉生(sheng)物(wu)(wu)質資(zi)源條件,實施生(sheng)活垃圾焚燒(shao)(shao)熱(re)(re)(re)電聯(lian)產(chan),加快發展中(zhong)(zhong)小(xiao)型生(sheng)物(wu)(wu)質鍋(guo)爐項目,在(zai)農(nong)村地(di)(di)(di)區大力推(tui)(tui)進生(sheng)物(wu)(wu)質成型燃料(liao)替(ti)代(dai)散燒(shao)(shao)煤,積極發展各種技(ji)術路線的生(sheng)物(wu)(wu)質氣化及(ji)氣電多聯(lian)產(chan)。以不(bu)損(sun)害(hai)生(sheng)態(tai)環(huan)境(jing)為前提(ti)加強地(di)(di)(di)熱(re)(re)(re)資(zi)源勘探(tan)開(kai)發,利用熱(re)(re)(re)泵等技(ji)術積極推(tui)(tui)廣淺層地(di)(di)(di)熱(re)(re)(re)能供(gong)(gong)暖(nuan)(nuan),重點在(zai)銀川平(ping)原探(tan)索開(kai)展中(zhong)(zhong)深層地(di)(di)(di)熱(re)(re)(re)能供(gong)(gong)暖(nuan)(nuan)。

(四(si))持續(xu)提(ti)升“獲(huo)得電力”服務水平。

積極借鑒北京、上海等全國用電(dian)(dian)營商環境(jing)一流地區標(biao)準和(he)(he)經驗做(zuo)法(fa),充分發揮銀川市在“獲得(de)電(dian)(dian)力(li)”指標(biao)方(fang)面(mian)的標(biao)桿示范作用,針對不同用戶類(lei)型分類(lei)施(shi)策,全面(mian)推廣居民用戶和(he)(he)低壓小微(wei)企業用電(dian)(dian)報裝“零(ling)(ling)上門、零(ling)(ling)審批(pi)、零(ling)(ling)投資”服(fu)(fu)務、高(gao)壓用戶用電(dian)(dian)報裝“省(sheng)力(li)、省(sheng)時、省(sheng)錢(qian)”服(fu)(fu)務,進(jin)一步壓減(jian)辦(ban)電(dian)(dian)時間、提(ti)高(gao)辦(ban)電(dian)(dian)便利(li)度、降(jiang)低辦(ban)電(dian)(dian)成本、提(ti)升供電(dian)(dian)能(neng)力(li)和(he)(he)供電(dian)(dian)可靠(kao)性(xing),持(chi)續改善用電(dian)(dian)營商環境(jing),提(ti)升市場(chang)主體和(he)(he)人民群眾“獲得(de)電(dian)(dian)力(li)”的獲得(de)感和(he)(he)滿意(yi)度。2022年(nian)底(di)前,在全區范圍內實現辦(ban)電(dian)(dian)“三零(ling)(ling)” “三省(sheng)”服(fu)(fu)務。

八、環境影響評價

本規劃(hua)圍繞“加快構建清潔(jie)低碳(tan)、安(an)全高效的現(xian)代(dai)能(neng)源(yuan)(yuan)(yuan)(yuan)體系”核心任(ren)務,堅持綠(lv)色發(fa)展原則(ze),深化(hua)能(neng)源(yuan)(yuan)(yuan)(yuan)供給側結構性改革(ge),大(da)力(li)(li)發(fa)展非化(hua)石(shi)能(neng)源(yuan)(yuan)(yuan)(yuan),提升化(hua)石(shi)能(neng)源(yuan)(yuan)(yuan)(yuan)清潔(jie)高效利用(yong)水(shui)平,推動能(neng)源(yuan)(yuan)(yuan)(yuan)質量變革(ge)、效率(lv)變革(ge)、動力(li)(li)變革(ge),厚植能(neng)源(yuan)(yuan)(yuan)(yuan)綠(lv)色發(fa)展底色,力(li)(li)求最大(da)限度降低能(neng)源(yuan)(yuan)(yuan)(yuan)活(huo)動對環境的不良影響,實現(xian)能(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)展與生態文明建設高度融合。

(一)規劃實施環境影響分析。

1.優化(hua)(hua)能(neng)源(yuan)結(jie)構,減(jian)少污(wu)染物(wu)排(pai)(pai)放(fang)(fang)。本(ben)規劃堅持“增綠(lv)、減(jian)煤(mei)、降碳(tan)”原則,通過(guo)大力發(fa)展可再生能(neng)源(yuan)、嚴控煤(mei)炭消(xiao)費(fei)增量(liang)和強(qiang)化(hua)(hua)重(zhong)點領域節能(neng),有效降低二氧化(hua)(hua)碳(tan)和污(wu)染物(wu)排(pai)(pai)放(fang)(fang)。到(dao)2025年(nian),全(quan)區非化(hua)(hua)石(shi)能(neng)源(yuan)消(xiao)費(fei)量(liang)占(zhan)一(yi)次能(neng)源(yuan)消(xiao)費(fei)比重(zhong)提高到(dao)15%左右,按替代煤(mei)電消(xiao)費(fei)來測(ce)算,每年(nian)相應減(jian)少二氧化(hua)(hua)硫(liu)排(pai)(pai)放(fang)(fang)約7106噸(dun)、氮(dan)氧化(hua)(hua)物(wu)排(pai)(pai)放(fang)(fang)約7410噸(dun)、煙塵(chen)排(pai)(pai)放(fang)(fang)約1444噸(dun)、二氧化(hua)(hua)碳(tan)排(pai)(pai)放(fang)(fang)約 3184萬(wan)噸(dun),環境和生態保護(hu)效益(yi)顯著(zhu)。

2.找準影響(xiang)(xiang)因素(su),全過(guo)程(cheng)跟蹤辨識。能源(yuan)項目開發(fa)、建設、運(yun)(yun)營期(qi)(qi)間,主要有施(shi)工噪聲(sheng)(sheng)(sheng)、施(shi)工揚塵、施(shi)工廢水、固(gu)體(ti)廢物、植被破(po)壞等(deng)環(huan)(huan)境影響(xiang)(xiang)。火電項目運(yun)(yun)行(xing)期(qi)(qi)間有部(bu)(bu)分(fen)氣(qi)態(tai)、液態(tai)、固(gu)態(tai)廢物和熱量排(pai)放(fang)(fang);風(feng)電項目運(yun)(yun)行(xing)期(qi)(qi)間有部(bu)(bu)分(fen)噪聲(sheng)(sheng)(sheng)影響(xiang)(xiang);輸變電工程(cheng)運(yun)(yun)行(xing)期(qi)(qi)間,會產(chan)生一(yi)定(ding)的工頻電場、工頻磁場、噪聲(sheng)(sheng)(sheng)等(deng)環(huan)(huan)境影響(xiang)(xiang);煤炭開采過(guo)程(cheng)中對環(huan)(huan)境的影響(xiang)(xiang)主要是煤矸石、礦井(jing)水排(pai)放(fang)(fang)、環(huan)(huan)境噪聲(sheng)(sheng)(sheng)以及(ji)采掘引起(qi)的地表沉陷。

(二(er))規劃(hua)實施(shi)環境保護措施(shi)。

1.強(qiang)(qiang)化(hua)(hua)能(neng)源(yuan)(yuan)開發(fa)生(sheng)(sheng)(sheng)產(chan)(chan)環(huan)(huan)(huan)節環(huan)(huan)(huan)保措(cuo)施(shi)(shi)(shi)(shi)。嚴格遵守《中(zhong)華人民共和(he)國環(huan)(huan)(huan)境(jing)(jing)保護法(fa)(fa)》《中(zhong)華人民共和(he)國環(huan)(huan)(huan)境(jing)(jing)影(ying)響(xiang)(xiang)評(ping)價法(fa)(fa)》《中(zhong)華人民共和(he)國節約能(neng)源(yuan)(yuan)法(fa)(fa)》等(deng)法(fa)(fa)律(lv)法(fa)(fa)規(gui)和(he)自(zi)治(zhi)(zhi)區“三(san)線一單”生(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)分區管控要(yao)求,依據(ju)本規(gui)劃科學(xue)布局實(shi)施(shi)(shi)(shi)(shi)能(neng)源(yuan)(yuan)項(xiang)(xiang)目(mu)(mu)。嚴格執行(xing)各項(xiang)(xiang)環(huan)(huan)(huan)保措(cuo)施(shi)(shi)(shi)(shi),加(jia)強(qiang)(qiang)對污廢水(shui)(shui)處理(li)、噪(zao)聲防治(zhi)(zhi)、水(shui)(shui)土流失(shi)防治(zhi)(zhi)、生(sheng)(sheng)(sheng)物保護等(deng)各項(xiang)(xiang)環(huan)(huan)(huan)保措(cuo)施(shi)(shi)(shi)(shi)落實(shi)的監(jian)督管理(li)。夯實(shi)責任、強(qiang)(qiang)化(hua)(hua)監(jian)管,建設(she)項(xiang)(xiang)目(mu)(mu)做(zuo)到(dao)環(huan)(huan)(huan)保措(cuo)施(shi)(shi)(shi)(shi)與(yu)主體(ti)工程“三(san)同(tong)時”,投運過程要(yao)做(zuo)到(dao)環(huan)(huan)(huan)保設(she)施(shi)(shi)(shi)(shi)全(quan)負(fu)荷、全(quan)時段穩定運行(xing)。加(jia)大(da)項(xiang)(xiang)目(mu)(mu)環(huan)(huan)(huan)評(ping)違法(fa)(fa)處罰(fa)力(li)度,強(qiang)(qiang)化(hua)(hua)違法(fa)(fa)項(xiang)(xiang)目(mu)(mu)環(huan)(huan)(huan)評(ping)手續(xu)完善,優化(hua)(hua)產(chan)(chan)能(neng)變化(hua)(hua)項(xiang)(xiang)目(mu)(mu)環(huan)(huan)(huan)評(ping)管理(li),促(cu)進(jin)環(huan)(huan)(huan)境(jing)(jing)問題整改。加(jia)強(qiang)(qiang)能(neng)源(yuan)(yuan)開發(fa)生(sheng)(sheng)(sheng)產(chan)(chan)環(huan)(huan)(huan)節環(huan)(huan)(huan)保措(cuo)施(shi)(shi)(shi)(shi),強(qiang)(qiang)化(hua)(hua)煤渣、脫(tuo)硫副產(chan)(chan)品、脫(tuo)硝副產(chan)(chan)物等(deng)固體(ti)廢棄物的合理(li)利(li)用與(yu)處置(zhi),減(jian)少對水(shui)(shui)體(ti)、土壤等(deng)的影(ying)響(xiang)(xiang)。積極運用先進(jin)清潔生(sheng)(sheng)(sheng)產(chan)(chan)技術(shu)和(he)廢棄資源(yuan)(yuan)綜合利(li)用技術(shu),減(jian)少污染物排(pai)放,降低能(neng)源(yuan)(yuan)生(sheng)(sheng)(sheng)產(chan)(chan)和(he)轉化(hua)(hua)對土地資源(yuan)(yuan)、水(shui)(shui)資源(yuan)(yuan)、生(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)等(deng)的不良影(ying)響(xiang)(xiang)。壓實(shi)企業(ye)環(huan)(huan)(huan)保主體(ti)責任,增(zeng)強(qiang)(qiang)自(zi)主減(jian)排(pai)動力(li)。

2.加強(qiang)能(neng)源輸運(yun)儲備(bei)環(huan)(huan)節(jie)環(huan)(huan)保措(cuo)施(shi)(shi)。輸變(bian)電工(gong)程(cheng)采用先進技術,優(you)(you)化(hua)(hua)(hua)施(shi)(shi)工(gong)方式,合(he)理(li)設定防(fang)(fang)(fang)護距離,降低電磁(ci)輻射、噪音等(deng)環(huan)(huan)境影(ying)(ying)響(xiang)。依照油(you)氣管(guan)道(dao)運(yun)行規范,加強(qiang)油(you)氣管(guan)道(dao)安(an)全監(jian)督與(yu)管(guan)理(li),加大隱(yin)患(huan)整治(zhi)力(li)度,完善應急預案,防(fang)(fang)(fang)止發(fa)生(sheng)泄漏(lou)等(deng)事故對環(huan)(huan)境的影(ying)(ying)響(xiang)。優(you)(you)化(hua)(hua)(hua)煤炭運(yun)輸系(xi)統,推進鐵路密閉(bi)運(yun)輸,減(jian)少(shao)運(yun)輸過程(cheng)的環(huan)(huan)境影(ying)(ying)響(xiang)。優(you)(you)化(hua)(hua)(hua)完善能(neng)源儲備(bei)體(ti)系(xi),對油(you)氣儲備(bei)設施(shi)(shi)嚴格(ge)按(an)照安(an)全、衛生(sheng)防(fang)(fang)(fang)護距離進行選(xuan)址,嚴格(ge)按(an)照工(gong)藝、材料和安(an)全標準設計建造(zao),嚴格(ge)設置消防(fang)(fang)(fang)、綠化(hua)(hua)(hua)、防(fang)(fang)(fang)滲、防(fang)(fang)(fang)溢、防(fang)(fang)(fang)泄等(deng)防(fang)(fang)(fang)護措(cuo)施(shi)(shi);對煤炭儲備(bei)設施(shi)(shi),重點加強(qiang)防(fang)(fang)(fang)塵集塵、預防(fang)(fang)(fang)自燃措(cuo)施(shi)(shi)。

3.大力開展環(huan)境(jing)(jing)治(zhi)理與恢(hui)復。針對(dui)煤(mei)炭行業,重點解決地下水滲透(tou)、開采沉陷等(deng)環(huan)境(jing)(jing)問題,做(zuo)好水土保(bao)持、廢(fei)(fei)棄物(wu)利用(yong)(yong)、塌陷地治(zhi)理等(deng)工(gong)作。針對(dui)電(dian)(dian)力行業,嚴(yan)格新建機(ji)組環(huan)保(bao)準入和(he)環(huan)保(bao)設施運(yun)行監(jian)督,加(jia)快實(shi)施現役機(ji)組節煤(mei)降耗(hao)改造(zao);加(jia)強風(feng)(feng)電(dian)(dian)項目建設過程中的水土保(bao)持和(he)環(huan)境(jing)(jing)修復,降低風(feng)(feng)機(ji)運(yun)行噪音和(he)電(dian)(dian)網(wang)電(dian)(dian)磁轄射等(deng)區(qu)域性環(huan)境(jing)(jing)影(ying)響。針對(dui)油氣(qi)行業,采用(yong)(yong)清(qing)潔生產工(gong)藝,促進廢(fei)(fei)水循環(huan)利用(yong)(yong);優(you)化油氣(qi)管網(wang)布局,推進管道(dao)共建公用(yong)(yong),保(bao)護(hu)自然(ran)地形地貌(mao)。

九、保障措施

(一)加強(qiang)組織領導。

加強黨(dang)對能(neng)(neng)源(yuan)工(gong)作的全(quan)面領導,深刻領會“兩個確(que)立”的決定性意(yi)義,把增強“四個意(yi)識”、堅(jian)定“四個自(zi)(zi)(zi)信”、做到(dao)“兩個維護”貫穿到(dao)自(zi)(zi)(zi)治區(qu)(qu)能(neng)(neng)源(yuan)改革和發(fa)展工(gong)作全(quan)過程(cheng),全(quan)面貫徹黨(dang)中(zhong)央、國務(wu)(wu)院決策(ce)部(bu)署,認真落實(shi)(shi)(shi)自(zi)(zi)(zi)治區(qu)(qu)黨(dang)委、政府工(gong)作要(yao)(yao)求(qiu)。自(zi)(zi)(zi)治區(qu)(qu)能(neng)(neng)源(yuan)主管部(bu)門要(yao)(yao)充(chong)分發(fa)揮(hui)規劃實(shi)(shi)(shi)施總(zong)牽頭(tou)作用,各有(you)關部(bu)門要(yao)(yao)切實(shi)(shi)(shi)履行(xing)職責,為規劃實(shi)(shi)(shi)施創造有(you)利條件。各市(shi)、縣(區(qu)(qu))要(yao)(yao)結合各自(zi)(zi)(zi)實(shi)(shi)(shi)際細化本規劃提(ti)出的主要(yao)(yao)目標(biao)和任務(wu)(wu),確(que)保(bao)規劃落地實(shi)(shi)(shi)施。

(二)強化(hua)規劃引領。

形成(cheng)以(yi)能(neng)(neng)(neng)源規(gui)(gui)劃(hua)(hua)(hua)為(wei)統(tong)領,電力、煤炭、可再生能(neng)(neng)(neng)源等專(zhuan)項(xiang)規(gui)(gui)劃(hua)(hua)(hua)為(wei)支撐的(de)能(neng)(neng)(neng)源規(gui)(gui)劃(hua)(hua)(hua)體系,切實發揮規(gui)(gui)劃(hua)(hua)(hua)落實國家能(neng)(neng)(neng)源戰略、引導全區能(neng)(neng)(neng)源發展(zhan)的(de)統(tong)籌協調作用。加(jia)強規(gui)(gui)劃(hua)(hua)(hua)銜(xian)接,確(que)保自治(zhi)區能(neng)(neng)(neng)源規(gui)(gui)劃(hua)(hua)(hua)符(fu)合國家能(neng)(neng)(neng)源規(gui)(gui)劃(hua)(hua)(hua)的(de)總體要求和(he)基(ji)本(ben)方向,并(bing)與自治(zhi)區國民經(jing)濟和(he)社會發展(zhan)規(gui)(gui)劃(hua)(hua)(hua)、國土空間規(gui)(gui)劃(hua)(hua)(hua)及相關規(gui)(gui)劃(hua)(hua)(hua)有效銜(xian)接。強化規(gui)(gui)劃(hua)(hua)(hua)約(yue)束作用,建立能(neng)(neng)(neng)源規(gui)(gui)劃(hua)(hua)(hua)與項(xiang)目一體化管理機制,能(neng)(neng)(neng)源項(xiang)目核準(審批)應以(yi)能(neng)(neng)(neng)源規(gui)(gui)劃(hua)(hua)(hua)為(wei)重(zhong)要依據(ju)。

(三)落實目標責任。

做好能源規劃(hua)(hua)與(yu)各部門和(he)(he)各市(shi)、縣(區)年度工(gong)作(zuo)計(ji)(ji)劃(hua)(hua)的統籌銜(xian)接,根據(ju)本規劃(hua)(hua)確定的發展目標、約束指標和(he)(he)主要任務,及時(shi)(shi)(shi)組織制定年度計(ji)(ji)劃(hua)(hua)、專項行動計(ji)(ji)劃(hua)(hua)和(he)(he)工(gong)作(zuo)實(shi)施(shi)方(fang)案(an),明確牽頭單位和(he)(he)工(gong)作(zuo)分工(gong)。建立規劃(hua)(hua)實(shi)施(shi)常(chang)態(tai)化(hua)監測機制,強化(hua)監督檢查和(he)(he)評估考(kao)核(he),及時(shi)(shi)(shi)發現和(he)(he)解決(jue)規劃(hua)(hua)實(shi)施(shi)中(zhong)(zhong)出現的問題(ti),推動規劃(hua)(hua)有效落實(shi)。建立規劃(hua)(hua)動態(tai)滾動調整機制,必要時(shi)(shi)(shi)嚴格按程序進行中(zhong)(zhong)期調整,及時(shi)(shi)(shi)向社(she)會公開規劃(hua)(hua)調整情況(kuang),提(ti)高(gao)規劃(hua)(hua)的科學性(xing)和(he)(he)可操(cao)作(zuo)性(xing)。

(四)優化行業管理。

加(jia)強能(neng)(neng)源(yuan)(yuan)領(ling)域重大(da)問(wen)題的(de)戰略(lve)研究,不斷提(ti)高能(neng)(neng)源(yuan)(yuan)宏觀管(guan)理(li)的(de)全(quan)(quan)局(ju)性(xing)、前瞻性(xing)、針對性(xing)。完善(shan)支(zhi)持(chi)能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)的(de)政(zheng)策體(ti)(ti)系(xi),合理(li)引導能(neng)(neng)源(yuan)(yuan)市(shi)場(chang)預期。進一步(bu)轉變政(zheng)府職能(neng)(neng),深入推進能(neng)(neng)源(yuan)(yuan)領(ling)域“放(fang)管(guan)服”改革。加(jia)強和規(gui)范電(dian)網規(gui)劃(hua)投資(zi)(zi)管(guan)理(li)工作,促進電(dian)網規(gui)劃(hua)與(yu)輸(shu)配電(dian)價(jia)監(jian)管(guan)和電(dian)力(li)(li)市(shi)場(chang)建(jian)(jian)(jian)設有效銜接,加(jia)強電(dian)網規(gui)劃(hua)及投資(zi)(zi)項目事(shi)中事(shi)后分(fen)析評估。堅持(chi)將落實電(dian)力(li)(li)送出和消納條(tiao)件(jian)作為新能(neng)(neng)源(yuan)(yuan)開(kai)發(fa)建(jian)(jian)(jian)設管(guan)理(li)的(de)前提(ti)條(tiao)件(jian)。加(jia)強能(neng)(neng)源(yuan)(yuan)行(xing)(xing)業(ye)安(an)全(quan)(quan)監(jian)管(guan),建(jian)(jian)(jian)立近期與(yu)遠(yuan)期結合、常(chang)態與(yu)極(ji)端結合、綜合與(yu)專項結合“三結合”的(de)電(dian)力(li)(li)安(an)全(quan)(quan)風險管(guan)控體(ti)(ti)系(xi)。強化(hua)能(neng)(neng)源(yuan)(yuan)行(xing)(xing)業(ye)統計專業(ye)人才隊伍建(jian)(jian)(jian)設,努(nu)力(li)(li)構(gou)建(jian)(jian)(jian)有利于宏觀調控和行(xing)(xing)業(ye)管(guan)理(li)的(de)能(neng)(neng)源(yuan)(yuan)行(xing)(xing)業(ye)統計體(ti)(ti)系(xi)。構(gou)建(jian)(jian)(jian)全(quan)(quan)區能(neng)(neng)源(yuan)(yuan)大(da)數據(ju)(ju)平臺,顯(xian)著提(ti)高能(neng)(neng)源(yuan)(yuan)數據(ju)(ju)統計分(fen)析和決策支(zhi)持(chi)能(neng)(neng)力(li)(li)。

(五)推(tui)進項目建(jian)設。

將項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設作(zuo)(zuo)為推動規劃(hua)(hua)落實(shi)的重要抓手(shou),認真謀(mou)劃(hua)(hua)、合理布局能(neng)(neng)源(yuan)(yuan)重大(da)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),建(jian)立能(neng)(neng)源(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)儲備庫(ku)并及時(shi)調(diao)整完善(shan),做(zuo)到(dao)規劃(hua)(hua)一(yi)批(pi)、儲備一(yi)批(pi)、實(shi)施(shi)(shi)一(yi)批(pi)。完善(shan)能(neng)(neng)源(yuan)(yuan)重大(da)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)協(xie)調(diao)推進機(ji)制,鼓勵社(she)會資本參與能(neng)(neng)源(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)投資建(jian)設,支持(chi)金融機(ji)構按(an)(an)照風險可(ke)控、商(shang)業可(ke)持(chi)續的原(yuan)則,加(jia)大(da)對節能(neng)(neng)提效、能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)綜合利用和(he)清潔能(neng)(neng)源(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)的支持(chi)力(li)度(du)。加(jia)強(qiang)能(neng)(neng)源(yuan)(yuan)重大(da)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)要素保障和(he)政策協(xie)調(diao),加(jia)快推進項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)前期工作(zuo)(zuo)。加(jia)強(qiang)重點能(neng)(neng)源(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)跟蹤服(fu)務,運(yun)(yun)用互聯網技術和(he)信息(xi)化(hua)手(shou)段及時(shi)掌握實(shi)施(shi)(shi)進展,積極協(xie)助項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)業主(zhu)解(jie)決建(jian)設實(shi)施(shi)(shi)中出現的難點問題,確(que)保項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)順利實(shi)施(shi)(shi)、按(an)(an)期投運(yun)(yun)。
