湖南省“十四五”節能減排綜合工作實施方案

為(wei)深(shen)(shen)入貫徹黨中央、國務院重大(da)戰略決策和省(sheng)委(wei)、省(sheng)政府總體部署,大(da)力(li)推(tui)動節能減排(pai),深(shen)(shen)入打好污染防治攻堅(jian)戰,加快建立健全綠色(se)低碳循環(huan)發展經濟(ji)體系(xi),推(tui)進(jin)經濟(ji)社(she)會全面綠色(se)轉型,助力(li)實現碳達(da)峰、碳中和目(mu)標,制定以(yi)下實施(shi)方案。

一、工作目標

到2025年,全(quan)省單(dan)位國(guo)內生產總值能(neng)源(yuan)消(xiao)耗(hao)比2020年下降(jiang)14%,能(neng)源(yuan)消(xiao)費總量(liang)(liang)得到合理控制,化學需氧(yang)(yang)量(liang)(liang)、氨氮(dan)、氮(dan)氧(yang)(yang)化物(wu)、揮發性有(you)機(ji)物(wu)重點(dian)工程減(jian)排量(liang)(liang)分別為13.04萬(wan)噸、0.89萬(wan)噸、5.04萬(wan)噸、2.38萬(wan)噸。節能(neng)減(jian)排政策機(ji)制更加(jia)健(jian)全(quan),重點(dian)行業(ye)能(neng)源(yuan)利(li)用效(xiao)率(lv)大(da)幅提升,二氧(yang)(yang)化碳排放增量(liang)(liang)得到有(you)效(xiao)控制,綠色低碳循(xun)環發展的經濟體系初步形成。

二、實施節能減排重點工程

(一)重(zhong)點行(xing)業綠色升級(ji)工程

1. 主要目標(biao):到(dao)2023年,基(ji)本完成(cheng)燃氣鍋爐(lu)低氮改造。到(dao)2025年,鋼(gang)鐵(tie)企業(ye)全(quan)面(mian)完成(cheng)超低排(pai)放(fang)改造,65蒸噸/小(xiao)時及以(yi)上燃煤鍋爐(lu)全(quan)面(mian)實現超低排(pai)放(fang),鋼(gang)鐵(tie)、水(shui)泥等重點行(xing)業(ye)和(he)數(shu)據中心達到(dao)能效標(biao)桿水(shui)平的比例超過(guo)30%。全(quan)省規模以(yi)上工(gong)業(ye)單位(wei)增(zeng)(zeng)加值(zhi)能耗降低14%,萬元工(gong)業(ye)增(zeng)(zeng)加值(zhi)用水(shui)量下降12%。

2. 重(zhong)點(dian)任(ren)務:以鋼(gang)鐵(tie)(tie)、有色金屬、建材和(he)(he)石化(hua)(hua)化(hua)(hua)工(gong)(gong)等(deng)行業(ye)(ye)為重(zhong)點(dian),推(tui)(tui)進節能(neng)(neng)降(jiang)碳(tan)和(he)(he)污染物深度治理(li)。按(an)照(zhao)《高耗能(neng)(neng)行業(ye)(ye)重(zhong)點(dian)領域節能(neng)(neng)降(jiang)碳(tan)改造(zao)升(sheng)級實(shi)施(shi)指(zhi)南(2022年版)》(發改產業(ye)(ye)〔2022〕200號),積極推(tui)(tui)廣綠色工(gong)(gong)藝(yi)技術、重(zhong)大節能(neng)(neng)裝備,加強能(neng)(neng)量(liang)系統優(you)化(hua)(hua),提升(sheng)資源(yuan)能(neng)(neng)源(yuan)利用(yong)效率。推(tui)(tui)進鋼(gang)鐵(tie)(tie)、水(shui)泥、焦化(hua)(hua)行業(ye)(ye)及燃煤鍋爐超低(di)排放改造(zao),對重(zhong)點(dian)企業(ye)(ye)開展無組(zu)織排放治理(li)改造(zao)。加強行業(ye)(ye)工(gong)(gong)藝(yi)革(ge)新,實(shi)施(shi)涂裝類(lei)、化(hua)(hua)工(gong)(gong)類(lei)等(deng)產業(ye)(ye)集群分類(lei)治理(li),深入開展重(zhong)點(dian)行業(ye)(ye)清潔(jie)生產和(he)(he)工(gong)(gong)業(ye)(ye)廢水(shui)資源(yuan)化(hua)(hua)利用(yong)改造(zao)。優(you)化(hua)(hua)新型基礎設施(shi)空間(jian)布局和(he)(he)用(yong)能(neng)(neng)結(jie)構,推(tui)(tui)動既有數據中心(xin)綠色節能(neng)(neng)改造(zao)。(省(sheng)(sheng)(sheng)工(gong)(gong)業(ye)(ye)和(he)(he)信息化(hua)(hua)廳(ting)、省(sheng)(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)(sheng)生態環(huan)境(jing)廳(ting)、省(sheng)(sheng)(sheng)水(shui)利廳(ting)、省(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)局按(an)職(zhi)責(ze)分工(gong)(gong)負責(ze),地方(fang)各級人(ren)民政府責(ze)任(ren)落(luo)實(shi)。以下均(jun)需地方(fang)各級人(ren)民政府落(luo)實(shi),不再列出)

(二)園區節能(neng)環保提升工程

1. 主(zhu)要目標:到2025年,具備條(tiao)件的(de)省(sheng)級以上工業園區全部實施循(xun)環化改造(zao),建成一批(pi)節(jie)能(neng)環保示(shi)范園區。

2. 重點任務(wu):按(an)(an)照“一(yi)園一(yi)策”原則逐(zhu)個(ge)制定循環化(hua)(hua)改(gai)(gai)造方案,引導工(gong)業(ye)企(qi)業(ye)向園區(qu)集聚,強(qiang)化(hua)(hua)能源(yuan)系統整體優化(hua)(hua)和(he)污(wu)染(ran)物(wu)綜合整治,鼓勵優先利(li)用可再生(sheng)能源(yuan)。推進園區(qu)工(gong)業(ye)余(yu)熱(re)余(yu)壓余(yu)氣、廢(fei)氣廢(fei)液的資源(yuan)化(hua)(hua)利(li)用和(he)供熱(re)、供電、污(wu)水(shui)(shui)處(chu)理(li)(li)、中(zhong)(zhong)水(shui)(shui)回用等公共基礎(chu)設施共建共享。對進水(shui)(shui)濃度異(yi)常的污(wu)水(shui)(shui)處(chu)理(li)(li)廠開展片區(qu)管網系統化(hua)(hua)整治,全面提升工(gong)業(ye)園區(qu)污(wu)水(shui)(shui)集中(zhong)(zhong)處(chu)理(li)(li)設施收(shou)集與處(chu)理(li)(li)能力。加(jia)強(qiang)一(yi)般固體廢(fei)物(wu)、危險廢(fei)物(wu)集中(zhong)(zhong)貯存和(he)處(chu)置,推動揮(hui)發(fa)性有機物(wu)、電鍍廢(fei)水(shui)(shui)及(ji)特征污(wu)染(ran)物(wu)集中(zhong)(zhong)治理(li)(li)等“綠島”項目(mu)建設。(省發(fa)展改(gai)(gai)革委、省工(gong)業(ye)和(he)信息(xi)化(hua)(hua)廳(ting)、省生(sheng)態環境(jing)廳(ting)按(an)(an)職責分工(gong)負(fu)責)

(三)城鎮綠色節能改造工(gong)程

1. 主(zhu)要目標:到(dao)2025年(nian),城鎮新建(jian)建(jian)筑(zhu)全(quan)面執行綠(lv)(lv)色建(jian)筑(zhu)標準,建(jian)筑(zhu)能(neng)(neng)效穩(wen)步提升(sheng),建(jian)筑(zhu)用能(neng)(neng)結構逐步優(you)化(hua),建(jian)筑(zhu)能(neng)(neng)耗和碳(tan)排(pai)放增長(chang)趨(qu)勢得(de)到(dao)有(you)效控(kong)制,城鎮清潔取暖(nuan)比(bi)例(li)和綠(lv)(lv)色高(gao)效制冷(leng)產品市場占有(you)率大幅(fu)提升(sheng),基本形成綠(lv)(lv)色、低碳(tan)、循環的建(jian)設發展方式。

2. 重點(dian)任務(wu):全面推進(jin)城鎮綠(lv)色(se)規(gui)劃(hua)、建(jian)(jian)設和(he)運(yun)行(xing)管(guan)理,推動(dong)低(di)碳城市、韌(ren)性城市、海綿城市、“無廢城市”建(jian)(jian)設和(he)公共供水(shui)(shui)管(guan)網漏損治(zhi)理試點(dian)建(jian)(jian)設。在全面執行(xing)65%建(jian)(jian)筑節能(neng)標準(zhun)的(de)基礎上,發展超(chao)低(di)能(neng)耗建(jian)(jian)筑和(he)裝(zhuang)配式建(jian)(jian)筑,積極推進(jin)既有建(jian)(jian)筑綠(lv)色(se)節能(neng)改(gai)造(zao),推動(dong)可再生(sheng)能(neng)源的(de)建(jian)(jian)筑規(gui)模(mo)化(hua)應(ying)用(yong)。實施綠(lv)色(se)高效采暖(nuan)制(zhi)冷(leng)(leng)行(xing)動(dong),以(yi)公共建(jian)(jian)筑中央空調、數(shu)據中心、商務(wu)產(chan)業園區、冷(leng)(leng)鏈(lian)物流等(deng)為重點(dian),大幅(fu)提升制(zhi)冷(leng)(leng)能(neng)效水(shui)(shui)平。(省(sheng)住(zhu)房(fang)城鄉建(jian)(jian)設廳、省(sheng)生(sheng)態環境(jing)廳、省(sheng)發展改(gai)革委、省(sheng)自然資源廳、省(sheng)交通運(yun)輸廳、省(sheng)市場監管(guan)局、省(sheng)能(neng)源局等(deng)按職責(ze)(ze)分工(gong)負(fu)責(ze)(ze))

(四)交通物(wu)流節能減排工程

1. 主要目標:到2025年,新能源(yuan)汽車(che)新車(che)銷售(shou)量(liang)達到汽車(che)新車(che)銷售(shou)總量(liang)的20%左右,鐵路(lu)、水路(lu)貨運量(liang)占比進(jin)一(yi)步提升。

2. 重(zhong)點任務:有序推進充換電(dian)(dian)、加(jia)注(氣)、加(jia)氫、港口岸(an)電(dian)(dian)等(deng)(deng)基礎設施建設。提(ti)高城市公(gong)(gong)交、出租、物(wu)流、環衛(wei)清掃等(deng)(deng)車(che)輛(liang)使用新能(neng)源(yuan)汽(qi)車(che)的(de)比例。發展(zhan)綠色貨(huo)運(yun)(yun),強化(hua)(hua)(hua)移動(dong)(dong)源(yuan)污染(ran)防治(zhi)。加(jia)快大(da)宗貨(huo)物(wu)和(he)(he)中長途貨(huo)物(wu)運(yun)(yun)輸“公(gong)(gong)轉鐵(tie)”“公(gong)(gong)轉水”,大(da)力(li)發展(zhan)鐵(tie)水、公(gong)(gong)鐵(tie)、公(gong)(gong)水等(deng)(deng)多式(shi)聯運(yun)(yun),全(quan)面實施汽(qi)車(che)國(guo)(guo)六(liu)排(pai)(pai)放標準(zhun)和(he)(he)非道(dao)路(lu)(lu)移動(dong)(dong)柴油(you)機(ji)械國(guo)(guo)四排(pai)(pai)放標準(zhun),基本淘汰國(guo)(guo)三及(ji)以(yi)下(xia)排(pai)(pai)放標準(zhun)汽(qi)車(che)。深(shen)入實施清潔柴油(you)機(ji)行(xing)動(dong)(dong),鼓勵重(zhong)型柴油(you)貨(huo)車(che)更(geng)新替代。實施汽(qi)車(che)排(pai)(pai)放檢驗與(yu)維(wei)護制度,加(jia)強機(ji)動(dong)(dong)車(che)排(pai)(pai)放召回管理。強化(hua)(hua)(hua)非道(dao)路(lu)(lu)移動(dong)(dong)機(ji)械生(sheng)產企業監管和(he)(he)排(pai)(pai)放控制區管控。加(jia)強船舶清潔能(neng)源(yuan)動(dong)(dong)力(li)推廣(guang)應用,推動(dong)(dong)船舶岸(an)電(dian)(dian)受電(dian)(dian)設施改造。提(ti)升鐵(tie)路(lu)(lu)電(dian)(dian)氣化(hua)(hua)(hua)水平,推廣(guang)低能(neng)耗(hao)運(yun)(yun)輸裝(zhuang)(zhuang)備。大(da)力(li)發展(zhan)智能(neng)交通,積極運(yun)(yun)用大(da)數據優化(hua)(hua)(hua)運(yun)(yun)輸組(zu)織模(mo)式(shi)。加(jia)快綠色倉儲(chu)建設,鼓勵建設綠色物(wu)流園(yuan)區。加(jia)快標準(zhun)化(hua)(hua)(hua)物(wu)流周轉箱推廣(guang)應用,全(quan)面推廣(guang)綠色快遞包裝(zhuang)(zhuang)。(省(sheng)交通運(yun)(yun)輸廳(ting)(ting)、省(sheng)發展(zhan)改革委、省(sheng)工業和(he)(he)信息化(hua)(hua)(hua)廳(ting)(ting)、省(sheng)公(gong)(gong)安(an)廳(ting)(ting)、省(sheng)財政廳(ting)(ting)、省(sheng)生(sheng)態環境廳(ting)(ting)、省(sheng)住房城鄉建設廳(ting)(ting)、省(sheng)商務廳(ting)(ting)、省(sheng)市場監管局、省(sheng)能(neng)源(yuan)局、省(sheng)郵政局等(deng)(deng)按(an)職責(ze)分工負責(ze))

(五)農業(ye)農村(cun)節(jie)能減排工程

1. 主要目標:到2025年,農村(cun)生活污水(shui)治理(li)率不低于35%,秸稈、畜禽糞污綜(zong)合(he)利(li)用率穩(wen)定在86%、80%以上,主要農作物(wu)化肥、農藥利(li)用率均達(da)到43%以上,綠(lv)色防控、統防統治覆蓋率分別(bie)達(da)到55%、45%,漁(yu)業綠(lv)色循環發(fa)展試點(dian)區(qu)域(yu)實現養殖尾水(shui)循環利(li)用或達(da)標排放(fang)的池塘面積(ji)比例達(da)到80%。

2. 重點任(ren)務:加快太陽(yang)能(neng)(neng)、生(sheng)物質(zhi)能(neng)(neng)等可再生(sheng)能(neng)(neng)源(yuan)在(zai)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)生(sheng)產和(he)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)生(sheng)活中的應(ying)(ying)用(yong)。推(tui)(tui)(tui)廣應(ying)(ying)用(yong)節(jie)能(neng)(neng)環(huan)(huan)保灶具、農(nong)(nong)(nong)(nong)用(yong)電動(dong)車輛(liang)、節(jie)能(neng)(neng)環(huan)(huan)保農(nong)(nong)(nong)(nong)機和(he)漁船(chuan),發展節(jie)能(neng)(neng)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)大(da)棚,推(tui)(tui)(tui)進農(nong)(nong)(nong)(nong)房(fang)(fang)節(jie)能(neng)(neng)改造和(he)綠(lv)色(se)農(nong)(nong)(nong)(nong)房(fang)(fang)建設(she)。強(qiang)化(hua)(hua)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)面(mian)源(yuan)污染(ran)防治(zhi),推(tui)(tui)(tui)進農(nong)(nong)(nong)(nong)藥(yao)化(hua)(hua)肥減量增(zeng)效、秸稈綜合利(li)用(yong)。實(shi)施(shi)農(nong)(nong)(nong)(nong)藥(yao)包裝回收行動(dong),開(kai)展農(nong)(nong)(nong)(nong)田(tian)殘(can)留地(di)膜監測,農(nong)(nong)(nong)(nong)藥(yao)塑(su)料包裝清理整(zheng)治(zhi)工(gong)(gong)(gong)作(zuo)。深入推(tui)(tui)(tui)進規(gui)模養殖場污染(ran)治(zhi)理,以縣為單位,建設(she)一(yi)批畜禽糞污資源(yuan)化(hua)(hua)利(li)用(yong)工(gong)(gong)(gong)程。嚴格落實(shi)池塘尾水(shui)(shui)(shui)排(pai)放標準,攔(lan)截和(he)凈化(hua)(hua)農(nong)(nong)(nong)(nong)田(tian)排(pai)水(shui)(shui)(shui)及地(di)表(biao)徑流,實(shi)施(shi)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)人(ren)居環(huan)(huan)境整(zheng)治(zhi)五年行動(dong),提高農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)污水(shui)(shui)(shui)垃圾(ji)處(chu)理能(neng)(neng)力,基本(ben)消除(chu)較大(da)面(mian)積的農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)黑(hei)臭水(shui)(shui)(shui)體(ti)。(省(sheng)(sheng)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)廳(ting)(ting)牽頭,省(sheng)(sheng)生(sheng)態環(huan)(huan)境廳(ting)(ting)、省(sheng)(sheng)能(neng)(neng)源(yuan)局、省(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)工(gong)(gong)(gong)業(ye)(ye)(ye)和(he)信息(xi)化(hua)(hua)廳(ting)(ting)、省(sheng)(sheng)住房(fang)(fang)城鄉建設(she)廳(ting)(ting)、省(sheng)(sheng)水(shui)(shui)(shui)利(li)廳(ting)(ting)、省(sheng)(sheng)市(shi)場監管局、省(sheng)(sheng)鄉村(cun)(cun)(cun)振興局等按職責分工(gong)(gong)(gong)負(fu)責)

(六)公(gong)共機(ji)構能效提(ti)升工程

1. 主要目(mu)標(biao):到2025年,創(chuang)建60家國(guo)家級(ji)、100家省級(ji)節約型(xing)公共機(ji)構(gou)示范單位,遴選12家國(guo)家級(ji)公共機(ji)構(gou)能效領(ling)跑者。

2. 重點(dian)任務:進一步(bu)完善公(gong)共(gong)(gong)建(jian)(jian)筑(zhu)(zhu)能耗(hao)監管體系,推進既(ji)有(you)建(jian)(jian)筑(zhu)(zhu)圍護(hu)結構(gou)、供熱、供冷(leng)、照(zhao)明等設(she)(she)施(shi)(shi)(shi)設(she)(she)備節(jie)能改造,鼓(gu)勵采用能源費用托管等合同能源管理模式。鼓(gu)勵公(gong)共(gong)(gong)機(ji)(ji)構(gou)積(ji)極(ji)參與全省(sheng)電力(li)需求(qiu)響應(ying),配(pei)合中央空調柔性調控(kong)試點(dian)建(jian)(jian)設(she)(she)。率先(xian)淘(tao)汰老舊車(che),新增及(ji)更(geng)新車(che)輛中新能源汽(qi)車(che)比例原則(ze)上不低(di)于30%,新建(jian)(jian)和既(ji)有(you)停(ting)車(che)場要配(pei)備電動(dong)(dong)汽(qi)車(che)充電設(she)(she)施(shi)(shi)(shi)或(huo)預留充電設(she)(she)施(shi)(shi)(shi)安裝條件,鼓(gu)勵單位內(nei)部(bu)充電基礎設(she)(she)施(shi)(shi)(shi)向社會開放。推行(xing)能耗(hao)定額管理,全面開展節(jie)約型機(ji)(ji)關(guan)創(chuang)建(jian)(jian)和能效領(ling)跑者引領(ling)行(xing)動(dong)(dong)。(省(sheng)機(ji)(ji)關(guan)事(shi)務管理局牽頭,省(sheng)財政廳等按職責分工(gong)負責)

(七)重點區域污染物(wu)減排工程

1. 主(zhu)要(yao)目標:到2025年,全省(sheng)空(kong)氣(qi)質量(liang)優(you)良(liang)天數比(bi)率達91.8%,細顆粒物(wu)(PM2.5)濃度不高于33微(wei)克/立方米;長江(jiang)(jiang)湖南段、湘江(jiang)(jiang)、資江(jiang)(jiang)、沅江(jiang)(jiang)和澧水干流水質穩定(ding)達到或優(you)于Ⅱ類。

2. 重(zhong)(zhong)點(dian)任(ren)務:持(chi)續推進大氣污染(ran)(ran)防治重(zhong)(zhong)點(dian)區(qu)(qu)域攻堅行動(dong),完善(shan)長株(zhu)潭和(he)傳輸通道城(cheng)市(shi)等(deng)重(zhong)(zhong)點(dian)地(di)區(qu)(qu)大氣污染(ran)(ran)聯(lian)防聯(lian)控機(ji)制,推進揮發(fa)性有機(ji)物和(he)氮氧化物協(xie)同減排,加強細(xi)顆粒(li)物和(he)臭氧協(xie)同控制。長株(zhu)潭地(di)區(qu)(qu)逐步淘汰(tai)30萬(wan)千瓦(wa)以下煤電(dian)機(ji)組,實施(shi)重(zhong)(zhong)點(dian)行業(ye)(ye)(ye)綠色(se)轉(zhuan)型升級與綜(zong)合整治等(deng)。扎(zha)實推進長江經濟帶城(cheng)鎮污水垃圾處理和(he)工業(ye)(ye)(ye)、農業(ye)(ye)(ye)面源、船舶、尾礦庫(ku)等(deng)污染(ran)(ran)治理工程,加強湘、資、沅、澧干流(liu)及重(zhong)(zhong)要(yao)支流(liu)污染(ran)(ran)治理,開展入河排污口排查整治。(省生態環境廳、省發(fa)展改革委、省工業(ye)(ye)(ye)和(he)信息(xi)化廳、省住房(fang)城(cheng)鄉建設(she)廳、省交通運輸廳、省能源局等(deng)按(an)職(zhi)責分工負責)

(九)揮(hui)發性有機物(wu)綜合整治工(gong)程

1. 主要目標:到(dao)2025年,溶劑型工(gong)業(ye)涂料、油墨使(shi)用比(bi)例分(fen)別降低(di)20個百分(fen)點(dian)、10個百分(fen)點(dian),溶劑型膠粘劑使(shi)用量降低(di)20%。

2. 重(zhong)點(dian)(dian)任(ren)務(wu):推進(jin)原輔(fu)材料和(he)(he)產(chan)品(pin)源頭(tou)替代工(gong)程,實施(shi)全過(guo)程污(wu)染(ran)物治理(li)。以(yi)使用(yong)含VOCs原輔(fu)材料的(de)家(jia)具、零部件制造(zao)(zao)、鋼結構(gou)、人造(zao)(zao)板等(deng)(deng)工(gong)業(ye)(ye)涂(tu)裝(zhuang)和(he)(he)包裝(zhuang)印刷行(xing)(xing)業(ye)(ye)為重(zhong)點(dian)(dian),推動使用(yong)低揮發(fa)性有(you)機物含量的(de)涂(tu)料、油(you)墨、膠(jiao)粘劑、清洗劑。在家(jia)具生(sheng)(sheng)產(chan)、車輛(liang)生(sheng)(sheng)產(chan)、工(gong)業(ye)(ye)防護(hu)、船(chuan)舶制造(zao)(zao)以(yi)及(ji)地坪(ping)、道路(lu)交通標志、防水(shui)防火(huo)等(deng)(deng)領域,全面推進(jin)使用(yong)水(shui)性、粉末、UV固化、高固體分(fen)等(deng)(deng)低VOCs含量涂(tu)料。深(shen)化石化化工(gong)等(deng)(deng)行(xing)(xing)業(ye)(ye)揮發(fa)性有(you)機物污(wu)染(ran)治理(li),全面提升廢(fei)氣收(shou)集率、治理(li)設(she)施(shi)同步(bu)運行(xing)(xing)率和(he)(he)去除率。對易(yi)揮發(fa)有(you)機液體儲罐實施(shi)改造(zao)(zao)。對浮頂(ding)罐推廣采用(yong)全接液浮盤(pan)和(he)(he)高效雙重(zhong)密封技術,對廢(fei)水(shui)系統高濃度廢(fei)氣實施(shi)單獨收(shou)集處理(li)。加強油(you)船(chuan)和(he)(he)原油(you)、成(cheng)品(pin)油(you)碼頭(tou)油(you)氣回收(shou)治理(li)。(省工(gong)業(ye)(ye)和(he)(he)信息化廳、省生(sheng)(sheng)態環境廳等(deng)(deng)按職(zhi)責分(fen)工(gong)負責)

(十)環境基礎設(she)施水(shui)平提升(sheng)工程。

1. 主要(yao)目標(biao):到(dao)(dao)2025年(nian),建(jian)筑垃圾資源(yuan)化綜(zong)合(he)利用(yong)率(lv)(lv)(lv)達到(dao)(dao)50%。全省鄉鎮(zhen)政府所在地污水處(chu)(chu)理(li)設(she)(she)施基本覆蓋。地級城(cheng)市生(sheng)活(huo)垃圾分(fen)類(lei)系統基本建(jian)立。設(she)(she)市城(cheng)市生(sheng)活(huo)污水集中收集率(lv)(lv)(lv)達到(dao)(dao)70%以(yi)上(shang)或比(bi)2020年(nian)提高(gao)5個百(bai)分(fen)點,生(sheng)活(huo)垃圾無(wu)害化處(chu)(chu)置率(lv)(lv)(lv)達到(dao)(dao)100%,生(sheng)活(huo)垃圾焚燒處(chu)(chu)理(li)能(neng)力占(zhan)比(bi)提高(gao)到(dao)(dao)65%以(yi)上(shang)。城(cheng)市污泥無(wu)害化處(chu)(chu)置率(lv)(lv)(lv)達到(dao)(dao)93%以(yi)上(shang)。

(二(er))健(jian)全污(wu)染(ran)物(wu)(wu)排放總(zong)量控制(zhi)制(zhi)度。堅持精準治(zhi)污(wu)、科學治(zhi)污(wu)、依法治(zhi)污(wu),把污(wu)染(ran)物(wu)(wu)排放總(zong)量控制(zhi)制(zhi)度作為(wei)加(jia)快(kuai)綠色低碳發展(zhan)、推(tui)動(dong)結(jie)構優(you)化調整(zheng)、提(ti)升環境治(zhi)理(li)水平的重(zhong)要抓(zhua)手。優(you)化總(zong)量減排指標分解方式(shi),按照(zhao)可監測、可核查、可考核的原則,將(jiang)重(zhong)點工程減排量下達各市州(zhou)。加(jia)強總(zong)量核算(suan)與排污(wu)許(xu)可、環境影響評價審批等(deng)制(zhi)度銜接,強化總(zong)量減排監督管理(li)和(he)目標考核,健(jian)全激勵約束機制(zhi)。(省生(sheng)態環境廳(ting)負責(ze))

(八)壯大節(jie)能(neng)減(jian)排人(ren)才隊(dui)伍。健(jian)全省(sheng)(sheng)、市、縣三級節(jie)能(neng)監察(cha)體系,加(jia)強節(jie)能(neng)監察(cha)能(neng)力建設(she)。重點用(yong)能(neng)單位按要求設(she)置能(neng)源(yuan)管理崗位和負(fu)(fu)責人(ren)。加(jia)強縣級及鄉(xiang)鎮基層生態環(huan)境監管隊(dui)伍建設(she),重點排污單位設(she)置專職環(huan)保人(ren)員。加(jia)大政府有關部門及監察(cha)執法(fa)機構(gou)、企業(ye)(ye)等節(jie)能(neng)減(jian)排工作人(ren)員培(pei)訓力度,多措并(bing)舉提高業(ye)(ye)務水平。(省(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)生態環(huan)境廳(ting)、省(sheng)(sheng)工業(ye)(ye)和信(xin)息化廳(ting)、省(sheng)(sheng)人(ren)力資源(yuan)和社會保障廳(ting)等按職責分(fen)工負(fu)(fu)責)

四、強化工作落實

(一(yi))加強(qiang)組織(zhi)領導。各級各有(you)(you)(you)關部門單(dan)位要充(chong)分(fen)(fen)認識節能減(jian)排(pai)(pai)工作(zuo)的重要性和(he)緊迫性,立足經(jing)濟社(she)會發(fa)展(zhan)(zhan)大局(ju),堅持系統觀(guan)念,明(ming)確(que)(que)(que)目標(biao)責(ze)任,制定實施方案(an),狠抓(zhua)工作(zuo)落實,確(que)(que)(que)保完成“十四五”節能減(jian)排(pai)(pai)各項任務。各級人民政(zheng)府對本行政(zheng)區域節能減(jian)排(pai)(pai)工作(zuo)負總責(ze),主要負責(ze)同志是第一(yi)責(ze)任人,將(jiang)本地區節能減(jian)排(pai)(pai)目標(biao)與(yu)國民經(jing)濟和(he)社(she)會發(fa)展(zhan)(zhan)五年(nian)規(gui)劃及年(nian)度計劃充(chong)分(fen)(fen)銜接,科學明(ming)確(que)(que)(que)下(xia)一(yi)級政(zheng)府、有(you)(you)(you)關部門和(he)重點單(dan)位責(ze)任。要科學考核,防止簡(jian)單(dan)層層分(fen)(fen)解。省(sheng)發(fa)展(zhan)(zhan)改革委(wei)(wei)、省(sheng)生態環(huan)境(jing)廳要加強(qiang)統籌協調,做好工作(zuo)指導,推動任務有(you)(you)(you)序有(you)(you)(you)效落實,及時防范化解風險(xian),重大情況及時向省(sheng)政(zheng)府報告。(省(sheng)發(fa)展(zhan)(zhan)改革委(wei)(wei)、省(sheng)生態環(huan)境(jing)廳牽頭,各有(you)(you)(you)關部門按職責(ze)分(fen)(fen)工負責(ze))

(二)強化(hua)監督考核(he)(he)。開展(zhan)“十四(si)五”市(shi)州人(ren)民政(zheng)府節(jie)能(neng)減排(pai)目標責(ze)任(ren)(ren)(ren)評(ping)價(jia)考核(he)(he),科學運用考核(he)(he)結(jie)果(guo),對工作成(cheng)效顯著(zhu)的(de)地區加強激勵(li),對工作不力(li)的(de)地區加強督促指導,考核(he)(he)結(jie)果(guo)經(jing)省人(ren)民政(zheng)府審定(ding)后,交由干(gan)(gan)部主管部門作為(wei)對市(shi)州人(ren)民政(zheng)府領(ling)(ling)導班子和領(ling)(ling)導干(gan)(gan)部綜(zong)合(he)考核(he)(he)評(ping)價(jia)的(de)重要依據。統(tong)籌(chou)目標完成(cheng)進展(zhan)、經(jing)濟形(xing)勢及跨周(zhou)期因素(su),優化(hua)考核(he)(he)頻(pin)次。深入打好污染防治攻(gong)堅戰,把總量減排(pai)目標任(ren)(ren)(ren)務(wu)完成(cheng)情況作為(wei)重要考核(he)(he)內容(rong),壓實減排(pai)工作責(ze)任(ren)(ren)(ren)。完善(shan)省生態(tai)環境保護督察制度,深化(hua)例(li)行(xing)督察,強化(hua)專(zhuan)項督察。(省發展(zhan)改革委(wei)、省生態(tai)環境廳牽頭,省委(wei)組織部按(an)職責(ze)分工負責(ze))

(三)開(kai)(kai)展(zhan)全(quan)民行(xing)(xing)動(dong)(dong)。深(shen)入(ru)開(kai)(kai)展(zhan)綠(lv)色生(sheng)活創建行(xing)(xing)動(dong)(dong),增(zeng)強全(quan)民節(jie)(jie)約意識,倡導(dao)簡約適度(du)、綠(lv)色低(di)碳、文明(ming)健康(kang)的(de)生(sheng)活方式(shi),營造綠(lv)色低(di)碳社(she)(she)會(hui)風尚(shang)。推行(xing)(xing)綠(lv)色消(xiao)費,加大先進(jin)節(jie)(jie)能(neng)(neng)減(jian)排(pai)技(ji)術和綠(lv)色低(di)碳產品研發和推廣力度(du)。組織開(kai)(kai)展(zhan)節(jie)(jie)能(neng)(neng)宣(xuan)傳(chuan)周、世界環境日(ri)等(deng)主題(ti)宣(xuan)傳(chuan)活動(dong)(dong),多渠道宣(xuan)傳(chuan)節(jie)(jie)能(neng)(neng)減(jian)排(pai)法規(gui)、標準和知識。暢(chang)通群眾(zhong)參與生(sheng)態(tai)環境監(jian)督渠道,及時準確披露各(ge)類(lei)環境信息。開(kai)(kai)展(zhan)節(jie)(jie)能(neng)(neng)減(jian)排(pai)自(zi)愿(yuan)承諾(nuo),引導(dao)市場主體、社(she)(she)會(hui)公眾(zhong)自(zi)覺履行(xing)(xing)節(jie)(jie)能(neng)(neng)減(jian)排(pai)責(ze)任。積極創建生(sheng)態(tai)文明(ming)建設示范區(qu)、綠(lv)色學校、綠(lv)色社(she)(she)區(qu)、綠(lv)色家庭,形成全(quan)民保護(hu)環境、共建環境友好型(xing)社(she)(she)會(hui)的(de)良好局面(mian)。(省(sheng)委宣(xuan)傳(chuan)部、省(sheng)發展(zhan)改革委、省(sheng)科(ke)技(ji)廳、省(sheng)生(sheng)態(tai)環境廳、省(sheng)機(ji)關事務管(guan)理(li)局等(deng)按職責(ze)分(fen)工(gong)負責(ze))
